Mit dem als E-Health bezeichneten Technologiebündel werden für die Organisation Krankenhaus umfassende Transformationen von Geschäftsmodellen und Arbeit anvisiert. Die diskutierten arbeitspolitischen Implikationen auf Qualifikationen und Arbeitsweisen von Ärztinnen und Ärzten schwanken dabei zwischen optimistischen Diagnosen neuer Behandlungsmöglichkeiten und pessimistischen Prognosen über Deprofessionalisierung. Demgegenüber betont der Beitrag die organisationale Verhandelbarkeit des Technikeinsatzes im Krankenhaus. Auf Grundlage qualitativer Interviews mit technischen Entscheiderinnen und Entscheidern sowie Ärztinnen und Ärzten in einem Universitätskrankenhaus und durch Ansätze machttheoretischer Professionstheorien und der Labor Process Theory wird sowohl die (konfliktive) Aushandlung der aktuellen Digitialisierungstechnologien als auch die unterschiedlichen Legitimations- und Einflussstrategien dieser Akteure am Beispiel des digitalen Arztbriefes rekonstruiert. Damit kann nachgezeichnet werden, dass mit der Einführung des digitalen Arztbriefes als Schlüsseltechnologie der E-Health-Strategien eine Unterminierung ärztlicher Handlungsmonopole über den Prozess der Gesundheitsversorgung angestrebt wird - sich diese aber nicht ungebrochen über das ärztliche Professionsinteresse hinwegsetzen kann. The technological bundle known as E-Health aims at a comprehensive transformation of business models and labor processes within hospitals. The discussed implications for qualifications and the work of doctors vary between optimistic diagnoses of new treatment possibilities and pessemistic forceasts involving deprofessionalization. In contrast, this article emphasizes the negotiability of how technology is used in the hospital. Drawing on qualitative interviews with technical decision makers and doctors at a university hospital as well as applying power approaches of a sociology of professions and the Laboor Process Theory, the article attempts to understand the (conflictive) negotiation of current digital technologies as well as different strategies of legitimation and gaining influence of these professional actors. We do this by reconstructing the use of the doctor’s digital letter. It can thus be shown that the introduction of the doctor's digital letter as a key technology in EHealth srategies is intended to undermine doctors' monopoly regarding the healthcare process. Equally, though, we demonstrate that it cannot override the professional interest of them.

Die Verbreitung des Covid-19-Virus birgt sowohl für Gesundheitspolitik und -forschung sowie die Bevölkerung neue Herausforderungen. Als gesundheitspolitische Maßnahmen werden in dieser Zeit u.a. neue Apps beworben, die helfen sollen, die Krise zu bewältigen. Eine dieser Apps ist die durch das Robert-Koch-Institut (RKI) entwickelte Corona-Datenspende-App. Auf freiwilliger Basis können durch diese App Vitaldaten an das RKI transferiert werden, die durch privat eingesetzte Fitness-Tracker generiert wurden. Im Rahmen einer qualitativen Kurzstudie werden die Motive für und die Effekte von Praktiken mit dieser App analysiert. Informiert durch die Science and Technologies Studies und Ansätze des New Materialism rücken die Verschränkungen des Materiellen (u.a. Technologien, Körper) und des Diskursiven (u.a. Seuchendiskurse, Werturteile) in den Fokus. The spread of the Covid-19 virus poses new challenges for health policy and research as well as for the population. During this period, public health interventions introduce new apps to help overcome the crises. One of these apps is the Corona-Data-Donation-App developed by the Robert-Koch-Institute (RKI). Thereby, on a voluntary basis, users can donate body data generated by privately used fitness trackers. A qualitative short study analyses the motives for and effects of the practices with this app. Informed by science and technology studies and concepts of new materialism the focus will be on the entanglements of the material (e.g. technologies, bodies) and discourses (e.g. epidemic discourse, moral judgments).

An unprecedented rate of technological advancement, compounded by the COVID-19 pandemic, has expedited our transition to a fully digitalised society. Traditionally, digital inclusion focuses on an individual's ability to connect to and access information from the internet. The adoption of novel technologies such as artificial intelligence and blockchain is little distinguished in the literature from internet accessibility. While these digital solutions present novel opportunities, they may also perpetuate or exacerbate the existing hurdles faced by digitally excluded localities. However, these technologies could also be used to tackle the digital divide. Inspired by the design of Bitcoin, the current study offers a conceptual blockchain-based welfare model that adopts a two-pronged approach to enable the fair distribution of capital and resource allocation across the UK regions. The model offers transparency over institutional processes and improves their trustworthiness while preserving privacy. At the community level, the model assumes the application of economic incentives in order to promote digital inclusivity and stimulate cooperation and competition within local cultures. By mobilising both public institutions and communities, such a holistic model would assist the flow of information between the supply and demand side of the regional economy. This approach may not only help to dissolve the welfare losses arising from the digital divide, but also improve social well-being in all regions.

A wide array of consumer devices that purport to measure sleep are now available, with sleep measurement often an additional feature alongside the measurement of daily activity through steps and monitoring of heart rate. These devices offer their users insight into the duration of sleep and different sleep phases and the ability to share the outcomes in the form of numbers, charts, and graphs. This paper explores the ways in which these technologies are deployed within everyday online interactions. We explore depictions of sleep self-tracking that are commonly available online and analyse how the sleep data collected are interpreted by users and deployed in differing social interactions through a comparison of traces of the Fitbit sleep self-tracker across Twitter, Instagram, and the parenting discussion forum Mumsnet. We find that sleep self-tracking is, across platforms, occasioning new practices of evidencing sleep that acquire particular meaning within existing relationships. There is also however a strong mood of rejection, mistrust, and doubt around self-tracked sleep. The new ways of evidencing sleep sit alongside and in dialogue with previous ways of knowing sleep and of deploying it within social interactions, rather than displacing them., Historical Social Research Vol. 48, No. 2 (2023)

In den Debatten um Digitalisierung, Künstliche Intelligenz und das Verhältnis zwischen Mensch und Maschine nehmen Vertreter:innen des Transhumanismus immer wieder radikale Positionierungen ein und sind somit wichtige und nicht selten provokante Akteure innerhalb des technikfuturistischen Diskurses. Während es in der For- schung zahlreiche ideologietheoretische Analysen zu den transhumanistischen Welt- anschauungen gibt, wissen wir bislang nur wenig über den organisierten Transhumanismus, also über die Vernetzung von ökonomischen Akteuren wie Tech-Firmen und Investor:innen, zivilgesellschaftlichen Organisationen wie Think-Tanks, Parteien und Vereinigungen sowie akademischen Akteuren wie Forschungsinstituten oder (Fach-)zeitschriften. Angesichts des immer stärker auftretenden Diskurses über soge- nannte "emerging technologies" verlangt es nach einer theoretischen und empirischen Analyse, um den Phänomenbereich ganzheitlich zu erschließen. Aufbauend auf Andreas Hepps Konzept der Pioniergemeinschaft, widmet sich diese Arbeit einer historisch-soziologischen Rekonstruktion der organisationalen Genese des Transhumanismus und zeichnet die Entwicklung einer Pioniergemeinschaft nach. In the debates about digitalization, artificial intelligence and the relationship between man and machine, representatives of transhumanism repeatedly take radical positions and are thus important and often provocative actors within the techno-futurist discourse. While there are numerous ideological-theoretical analyses of transhumanist world-views in research, we know little about organized transhumanism, i.e., about the networks of economic actors such as tech companies and investors, civil society organizations such as think tanks, political parties and associations, and academic actors such as research institutes or journal editors. In view of the increasing discourse on so-called "emerging technologies," a theoretical and empirical analysis is needed in order to holistically explore this phenomenon. Building on the concept of the pioneer community as developed by Andreas Hepp, this paper is dedicated to a historical-sociological reconstruction of the organizational genesis of transhumanism and traces the development of a pioneer community.

Doch wie lassen sich diese Daten kuratieren, damit sowohl die Bürger*innen als auch die Expert*innen der Stadtentwicklung besser zusammenarbeiten können? Vanessa Weber und Gesa Ziemer unterziehen den technisch getriebenen Smart City-Diskurs einer kritischen Analyse und stellen dabei den konkreten Nutzen für die Menschen ins Zentrum ihrer Überlegungen. Sie beschreiben Praktiken des City Science Labs der HafenCity Universität Hamburg, in dem datenbasierte Werkzeuge zur Entscheidungsfindung in urbanen Reallaboren erprobt und angewendet werden, und diskutieren konkrete Beispiele.

"When is Covid Covid?" is the title of a discussion paper published by the Centre for Evidence-Based Medicine at Oxford University on 11 September 2020. Amid the multinational struggle for an appropriate social and political approach to the crisis triggered by Covid-19, a recognized panel of medical experts alerts us that Covid-19 is defined very differently in different contexts. One definition focuses on symptoms, another one on RNA sequences of the virus. In the present contribution, this debate is taken up to discuss the extent to which new sequencing practices and their "seamless webs" become socially effective as instances of interpretation and design. At the same time, the limitations of such webs become noticeable as ruptures, seams, and scars. "Wann ist Covid Covid?" titelt ein Diskussionsbeitrag des Centre for Evidence-Based Medicine der Universität Oxford vom 11. September 2020. Inmitten des multinationalen Ringens um einen geeigneten gesellschaftlichen wie politischen Umgang mit der durch Covid- 19 ausgelösten Krisensituation weist ein anerkanntes medizinisches Expert*innengremium darauf hin, dass Covid-19 in unterschiedlichen Kontexten sehr unterschiedlich definiert wird. Bei einer Definition geht es um klinische Symptome am Menschen, bei einer anderen um RNA-Sequenzen des Virus. In dem Beitrag wird diese Frage aufgegriffen und diskutiert, inwiefern neue Sequenzierungspraktiken und deren "nahtlose Netze" als Deutungs- und Gestaltungsinstanzen gesellschaftlich wirkmächtig werden. Dabei zeigen sich auch die Grenzen solcher Netze in Form von Brüchen, Nähten und Narben.

Since 2019, the Kaliningrad region has been running a regional digital transformation programme as part of the national initiative The Digital Economy of the Russian Federation. The programme seeks to improve the quality of life by creating information infrastructure and streamlining public administration. The regional Ministry of Digital Development has already presented an interim report on its implementation focused, however, mainly on the economic performance. The study aims at conducting a sociological analysis of the region’s population as a participant in digital transformation. It employs the questionnaire survey method with 384 respondents selected by quota sampling. The results show that slightly over a half of the population has a positive attitude to digitalisation, while about 20% believe that the digital economy leads to the degradation of society. The respondents named the development of the high-tech economy the major advantage of digitalisation and the proliferation of digital surveillance its major disadvantage. Kaliningraders reported extensive use of various digital technologies. Yet, the low indices of digital literacy and personal data protection are alarming. The findings, which supplement the regional digitalisation report with sociological data, can be useful in planning and implementing measures within the regional digital transformation programme.

Electric transport is rapidly gaining popularity across the world. It is an example of technological advancement that has multiple consequences for regional economies, both in terms of the adaptation of production, transport and energy systems and their spatial optimization. The experience of leading economic regions, including countries of the Baltic Sea region, shows that electric transport can potentially substitute traditional transport technologies. Based on an authentic model of system dynamics, the authors propose a new approach to simulation modelling of the dissemination of electric vehicles in a given region. The proposed model allows the authors to take into account the key systemic feedback loops between the pool of electric vehicles and the charging infrastructure. In the absence of data required for the econometric methods of demand forecasting, the proposed model can be used for the identification of policies stimulating the consumer demand for electric vehicles in regions and facilitating the development of the electric transport infrastructure. The proposed model has been tested using real and simulated data for the Kaliningrad region, which due to its specific geographical location, is a convenient test-bed for developing simulation models of a regional scale. The proposed simulation model was built via the AnyLogic software. The authors explored the capacity of the model, its assumptions, further development and application. The proposed approach to demand forecasting can be further applied for building hybrid models that include elements of agent modelling and spatial optimization.

Are robots taking away our jobs? Those who ask this question have misunderstood digitalisation - it is not an industrial revolution by other means. Sabine Pfeiffer searches for the actual novelties brought about by digitalisation and digital capitalism. In her analysis, she juxtaposes Marx's concept of productive force with the idea of distributive force. From the platform economy to artificial intelligence, Pfeiffer shows that digital capitalism is less about the efficient production of value, but rather about its fast, risk-free, and permanently secured realisation on the markets. The examination of this dynamic and its consequences also leads to the question of how destructive the distributive forces of digital capitalism might be.

Innovation agendas for care are increasingly flanked by demands for participatory and transdisciplinary approaches. However, especially in care robotics, it is difficult to shift the focus to early involvement of people and lifeworlds. We present the integrated methodology of a care robotics project and introduce inter- and transdisciplinary steps that help open up the development process even in an early project phase and adapt goals for robotic concepts to needs. We then discuss these steps in terms of their conceptual and practical research challenges. Innovationsagenden für die Pflege werden zunehmend von Forderungen nach partizipativen und transdisziplinären Ansätzen flankiert. Insbesondere in der Pflegerobotik ist es jedoch schwierig, den Fokus auf eine frühzeitige Einbindung von Menschen und Lebenswelten zu verschieben. Wir präsentieren die integrierte Methodologie eines Pflegerobotikprojekts und stellen inter- und transdisziplinäre Arbeitsschritte vor, die helfen, auch in einer frühen Projektphase den Entwicklungsprozess zu öffnen und Zielstellungen für robotische Konzepte an Bedürfnisse anzupassen. Anschließend diskutieren wir diese Schritte im Hinblick auf ihre konzeptionellen und forschungspraktischen Herausforderungen.

In 2030, the world's major powers increasingly exploit vulnerabilities in so-called smart cities. In particular, spooks target those cities that operate services based on Chinese tech infrastructure, including Shanghai, St. Petersburg, and Buenos Aires. When a wave of hundreds of such disruptions hits, the major powers downplay this huge incident as a "normal accident" inherent in complex systems. Since the usual suspects - Moscow, Beijing, Washington, Iran, and North Korea - are all negatively affected, none of them seem to have a motive. Indeed, the cause of the disruptions turns out to be much deeper, with roots stretching back a decade. Assessing this hypothetical incident offers real insight into the systemic nature of tech risk.

The smart glove or smart data glasses: Digitalization of work means that technology is moving closer to the bodies of employees. It can make movements, vital signs and even emotions visible. Technologies which many people use privately to monitor their sporting activities or health opens up a new dimension of control in the workplace, but also the possibility of supporting employees in complex work processes. Based on case studies of companies in manufacturing and logistics as well as a survey of employees, this study provides insights into operational use cases of wearables and the assessments of employees. It reveals contradictory experiences and a high importance of co-determination and co-design of new technologies by employees and works councils as a condition for using new technologies for improving work quality. Der intelligente Arbeitshandschuh oder die smarte Brille: Mit der Digitalisierung rückt Technologie eng an den Körper der Beschäftigten. Bewegungen, Vitalzeichen und selbst Emotionen können damit sichtbar werden. Was viele privat gerne nutzen zur Kontrolle von sportlichen Aktivitäten oder dem Monitoring der Gesundheit, eröffnet am Arbeitsplatz eine neue Dimension der Kontrolle, aber auch die Möglichkeit der Unterstützung der Beschäftigten in komplexen Arbeitsprozessen. Basierend auf Fallstudien von Unternehmen in der Fertigung und Logistik sowie einer Befragung von Beschäftigten gibt die Studie Einblicke in betriebliche Anwendungsfälle von Wearables und die Einschätzungen von Beschäftigten. Es zeigen sich widersprüchliche Erfahrungen und eine hohe Bedeutung der Mitbestimmung und der Mitgestaltung neuer Technologien durch Beschäftigte und Betriebsräte.

Our paper addresses the interplay between digitalization and spatiality, asking how digital transformation processes are affected by peripheral spatial location. The short-term processes of digitalization and its implications for spatiality are widely addressed, especially with regard to urban development and planning, but rural-peripheral areas and periods of medium duration are only rarely the subject of research. Therefore, from a spatial planning perspective our central question is: What role is attributed to materiality in digital social transformation processes in rural-peripheral areas? Employing a multi-sited methodological approach – a sample in two rural regions and two villages in Eastern and Western Germany – the focus is placed on individual digital biographies related to physical, information, and communication technology artefacts. Against the backdrop of Karen Barad’s concept of materiality as a constant intra-activity, we discuss digital transformation at the margins with respect to the aspects of newness, specificity, and qualities. Was bedeutet Digitalisierung in der Planung, wie verändern sich dadurch das Planen und der Blick auf Städte? In einer vergleichenden ethnografischen Studie untersucht der Autor aus einer raumsoziologischen Perspektive die Arbeitswelten von Stadtplaner*innen im Umgang mit digitalen Technologien. Dabei zeigt er, wie die Nutzung dieser Werkzeuge mit dem Tun der Planer*innen, der Organisation von Planungsprozessen und der Weise, wie Raumwissen konstruiert wird, zusammenhängen. Digitalisierung versteht sich so als technisiertes räumliches Anordnen sozialer Beziehungen. Sie materialisiert sich in den Orten des Planens und darin, wie Planer*innen Städte und Räume sehen, verstehen und gestalten.

The unprecedented rise of startups such as Google or Amazon has spurred an ongoing debate on the conceptualization of the corporate model these firms represent. Thus far, attention has centered on the analysis of their product and market strategies highlighting their platform nature as common feature and its defining characteristic. By applying and scaling the platform business model these companies have been able to capture value created outside the firm. The focus on the platform nature and the evolution of their external ecosystems, however, has left the work that is done inside these companies to create and provide online platforms largely unnoticed. Against this background, the article seeks to contribute to the debate by analyzing the inner mode of production as an essential component of their corporate model. The second nature of online platform firms, it is argued, is that they are tech companies. Building on this, the article aims to reconstruct how as tech companies they have learned and perfected to continuously develop and operate the internet applications that power their online platforms at global scale.

Vor-Ort-Apotheken spielen als niedrigschwellige und leicht zu erreichende Dienstleister eine wichtige Rolle für die Gesundheitsversorgung der Bevölkerung. Um den demografischen Herausforderungen zu begegnen und die flächendeckende Gesundheitsversorgung sicherzustellen, müssen Apotheken durch den Einsatz von Informations- und Kommunikationstechnologien (IKT) besser mit anderen Akteuren des Gesundheitswesens vernetzt werden. In der vorliegenden Studie wurden qualitative Leitfadeninterviews (n = 10) durchgeführt, um entlang der Unified Theory of Acceptance and Use of Technology (UTAUT) die Technologieakzeptanz von Apothekenpersonal zu untersuchen. Die Determinanten Leistungserwartungen, Aufwandserwartungen, soziale Einflüsse und erleichternde Rahmenbedingungen scheinen auch bei Apothekenpersonal entscheidend für die Verhaltensintention zur Nutzung von IKT zu sein. Über die Spezifikation dieser theoriebasierten Determinanten hinaus lassen sich auf Basis der Interviews erste Rückschlüsse ziehen, dass auch die Berufsgruppe, der Apothekenstandort und das Informationsverhalten die Technologieakzeptanz des Apothekenpersonals beeinflussen. Für weitere Untersuchungen der Technologieakzeptanz des Apothekenpersonals wird eine kontextspezifische Modifikation der UTAUT empfohlen., As low-threshold and easily accessible service providers, local pharmacies are important in providing healthcare to the population. To meet the demographic challenges and ensure comprehensive health care, pharmacies must improve the interconnection with other players in the healthcare system through the use of information and communication technologies (ICT). In this study, qualitative interviews (n = 10) were conducted to investigate the technology acceptance of pharmacy staff along the Unified Theory of Acceptance and Use of Technology (UTAUT). The determinants of performance expectations, effort expectations, social influences, and facilitating framework conditions may also be crucial for the behavioral intention to use ICT among pharmacy personnel. In addition to differentiating these theory-based determinants, the results of the interviews also allow for initial conclusions regarding the occupational group, the pharmacy location, and the information behavior as further factors influencing the technology acceptance of pharmacy staff. The article focuses on how conflicts over GMOs contribute towards food democracy. Food democracy is defined as the possibility for all social groups to participate in, negotiate and struggle over how societies organize agricultural production, thereby ensuring that food systems fulfil the needs of people and sustain (re)productive nature into the future. EU agricultural policy envisages the coexistence of agricultural and food systems with and without GMOs. This policy, which on the surface appears to be a means of avoiding conflict, has in fact exacerbated conflict, while creating obstacles to the development of food democracy. By contrast, empirical analysis of movements against GMOs in Germany and Poland shows how they create pathways towards participation in the food system and the creation of alternative agricultural futures, thereby contributing to a emocratization of food systems and thus of society–nature relations. Today, as products of new breeding techniques such as genome editing are being released, these movements are gaining new relevance. Wearables (beispielsweise Datenbrillen und Smartwatches) sind ein besonders sichtbares Element von Industrie-4.0-Anwendungen. Sie sollen situationsgerechte Informationen zur Verfügung stellen, können aber zugleich auch Daten über den Arbeitsprozess – und teils sogar über Bewegungsmuster und Vitalfunktionen der Beschäftigten – generieren. Die Wearable-Technologie ist in einem frühen Entwicklungsstadium, in dem die Interessen und Sichtweisen der relevanten Akteure, vor allem der Technikentwickler und des Managements möglicher Anwendungsunternehmen von besonderer Bedeutung sind. Der vorliegende Artikel untersucht die Rolle der Lösungsentwickler und ihr Verständnis von Arbeit und den Arbeitsprozessen, in denen Wearables eingesetzt werden sollen. Er beruht auf leitfadengestützten Interviews mit Lösungsentwicklern. Gezeigt wird ein ambivalentes Verständnis von Arbeit: Auf der einen Seite dominiert die Wahrnehmung menschlicher Arbeitskräfte als potenzielle Fehlerquellen und die Fokussierung auf die Optimierung einzelner Arbeitsplätze und ihrer Ergonomie, während übergreifende Fragen der Arbeitsgestaltung und Arbeitsorganisation ausgeblendet werden. Auf der anderen Seite werden die Potenziale und Gefahren der Wearable-Technologien im Hinblick auf Individualisierung, Datenschutz und Kontrolle differenziert gesehen und diskutiert. Wearables (such as data glasses and smartwatches) are a particularly visible element of Industry 4.0 applications. They aim at providing situationspecific information to workers, but at the same time they can also generate data on the work process – and sometimes even on movement patterns and vital functions of the employees. Wearables technology is at an early stage of development, in which the interests and perspectives of relevant stakeholders, especially technology developers and the management, are of particular importance. This article explores the role of solution developers and their understanding of work and the work processes in which wearables are to be used. It is based on semi-structured interviews with solution developers and experts from science and companies. The analysis shows an ambivalent understanding of work: on the one hand, it is characterized by the perception of workers as potential sources of error and it focuses on the optimization of individual workplaces and their ergonomics, while broader questions of work design and work organization are ignored. On the other hand, the technology developers see and discuss the potentials and dangers of wearables technologies with regard to individualization, data protection and control in a differentiated manner.

In this study, we explored the role of people with mild forms of visual, hearing, physical, and cognitive impairments in innovation processes. Our research questions are: do the product evaluations by people with mild disabilities differ from those given by people without reported disabilities? If so, how? The analysis is based on eight focus group interviews conducted in Norway in 2016, in which 60 participants were asked to evaluate 11 energy-efficient product ideas. Four of the focus groups (two of men and two of women) were recruited based on the criteria of being mildly disabled. The remaining groups (two of men and two of women) had no such clause. The research results are ambiguous, indicating that the evaluations of new innovation by mildly disabled people correspond with those made by people without reported disabilities in some aspects and differ in others. However, the small size of the sample studied in this article suggests that the research results must be regarded as preliminary. Overall, the study reveals some interesting observations to be confirmed and disconfirmed in further research.

In 2013, Glasgow City Council received significant funding to develop innovative smart city applications, including the delivery of new electronic public services and the co-production of governance. This case study examines the processes that underpin the ways in which the ‘Future City Glasgow programme’ delivered ‘smart governance’, in the context of a regenerating post-industrial city. We assess the contribution of smart city technologies and data collection and monitoring processes designed to facilitate citizen engagement and sustainable governance practices. The Future City Glasgow programme ran from 2013‒2015, and included the Open Glasgow project, and ‘Demonstrator Projects’ of: Energy Efficiency; Intelligent Street Lighting; Active Travel; and, Integrated Social Transport. Opportunities arose from these demonstrators for developing co-production and legacy initiatives. The case study provides insight into the ways in which citizens and local communities in Glasgow have been engaged in governance processes. This engagement has taken place via traditional and innovative smart city technologies, and in particular in relation to policy formulation, service design and delivery. It finds that the co-creation of governance is shaped by vested interests, that engagement is fragmented and partial, but at the same time new technologies, social media and shared learning opportunities offer innovative new ways for some citizens to influence local governance.

Warum aber gibt es dagegen so wenig Widerstand, obwohl Datenschützer immerzu warnen und Whistleblower wie Edward Snowden das ganze Ausmaß der Massenüberwachung öffentlich machen? Nils Zurawski konstatiert, dass solche Fragen am Phänomen selbst vorbeigehen, wenn sie nicht die Bedeutung des Konsums als elementares gesellschaftliches Element ernst nehmen. Er zeigt, welche symbolische Kraft Technologien haben und wieso Digitalisierung zu einer Re-Feudalisierung von Lebenswelten führt. In dieser Perspektive wird Überwachung zu einem Teil des Konsums und wirkt identitätsstiftend. The introduction of digital technology has sparked new debates about the value of community health workers in low- and middle-income countries. This debate offers important insights into the conventions that are relevant in global public health. Community health workers, a workforce that was already celebrated during the 1970s Primary Health Care movement, are having a remarkable revival in recent years, and myriad actors seek to boost their impact through mobile devices. Our content analysis of the public health literature evaluating this impact reveals the centrality of attempts at reconciling equity and cost effectiveness concerns, and thus considerable normative tensions. Additionally, we find that discussions about “domestic” values such as privacy and gender roles come with a paternalistic undertone, calling for feminist and postcolonial engagement with the digitalization of community health work.

Digital technologies have provided governments across the world with new tools of political and social control. The development of algorithmic governance in China is particularly alarming, where plans have been released to develop a digital Social Credit System (SCS). Still in an exploratory stage, the SCS, as a collection of national and local pilots, is framed officially as an all-encompassing project aimed at building trust in society through the regulation of both economic and social behaviors. Grounded in the case of China’s SCS, this article interrogates the application of algorithmic rating to expanding areas of everyday life through the lens of the Frankfurt School’s critique of instrumental reason. It explores how the SCS reduces the moral and relational dimension of trust in social interactions, and how algorithmic technologies, thriving on a moral economy characterized by impersonality, impede the formation of trust and trustworthiness as moral virtues. The algorithmic rationality underlying the SCS undermines the ontology of relational trust, forecloses its transformative power, and disrupts social and civic interactions that are non-instrumental in nature. Re-reading and extending the Frankfurt School’s theorization on reason and the technological society, especially the works of Horkheimer, Marcuse, and Habermas, this article reflects on the limitations of algorithmic technologies in social governance. A Critical Theory perspective awakens us to the importance of human reflexivity on the use and circumscription of algorithmic rating systems.

While it has been argued that anonymity in gamete donation has been brought to an end by legal changes and technological developments, Amelie Baumann suggests that this is in fact still in transformation, as it is never complete, but always partial and relational. By focusing on the narratives of those who were conceived with anonymously donated gametes in Germany and the UK, she examines this transformative process and the role which donor-conceived persons play in it. This thesis shows that it is not someone's decision to procreate with donated gametes that turns »being donor-conceived« into a meaningful categorisation. Rather, kinship knowledge gets activated by the donor-conceived in specific ways for »being donor-conceived« to become a powerful identification: by people (re)framing their stories as a matter of rights; employing the rhetoric of human rights; presenting their stories on a public and political stage; joining forces with others; making imaginary or actual connections with donors and donor siblings; (re)constructing continuous narratives; managing kinship trouble by telling or not telling others; requesting information from formal registers; and 'infrastructuring' DNA.

The author searches for the actual novelties brought about by digitalisation and digital capitalism. In her analysis, she juxtaposes Marx's concept of productive force with the idea of distributive force. From the platform economy to artificial intelligence, Pfeiffer shows that digital capitalism is less about the efficient production of value, but rather about its fast, risk-free, and permanently secured realisation on the markets. The examination of this dynamic and its consequences also leads to the question of how destructive the distributive forces of digital capitalism might be.

The paper unpacks the notion of "replication" within the European Innovation Partnership on Smart Cities and Communities from two perspectives: The first focuses on the rationale of replication as laid out in the mission statement and integral to its vision of a European smart city market and interrogates the term borrowed from laboratory science. The second turns to replication in practice and explores how replication work, rather than providing standardized technological solutions, has harmonized the vocabulary of replication narratives, creating repositories of modularized descriptions of solutions for knowledge exchange and inspiration. The conclusion draws attention to how the focus on describing technical details precludes a more fundamental or even public debate on measures, and how the apparent failure to create a mass market for smart city technologies results in an increased access to "soft policy options," making the European smart city an increasingly governable entity. Der Beitrag beleuchtet den Begriff der "Replikation" innerhalb der Europäischen Innovationspartnerschaft für Intelligente Städte und Gemeinden aus zwei Perspektiven: Im ersten Fall liegt der Fokus auf der Logik der Replikation, wie sie im Leitbild dargelegt und Bestandteil der Vision eines europäischen Smart-City-Marktes ist, und es wird der aus der Laborwissenschaft entlehnte Begriff hinterfragt. Im zweiten Fall wird die Replikation in der Praxis betrachtet und untersucht, wie die Replikationsarbeit, anstatt standardisierte technologische Lösungen bereitzustellen, das Vokabular von Replikationsnarrativen harmonisiert und Archive mit modularisierten Lösungsbeschreibungen für den Wissensaustausch und zur Inspiration geschaffen hat. Abschließend wird betont, dass die Konzentration auf die Beschreibung technischer Details eine grundlegendere oder gar öffentliche Debatte über Maßnahmen verhindert, und dass das offensichtliche Scheitern, einen Massenmarkt für Smart-City-Technologien zu schaffen, zu einem verstärkten Zugang zu "weichen politischen Optionen" führt, die die europäische Smart City zu einer zunehmend regierbaren Einheit machen.

Während die Lebensphase Alter bis in die 1980er Jahre in Deutschland vor allem eine Phase des Rückzugs darstellte, in der sich nach Beendigung des Erwerbsarbeitsverhältnisses dem wohlverdienten Ruhestand gewidmet wurde, steht diese Lebensphase gegenwärtig im Mittelpunkt politischer, wirtschaftlicher, zivilgesellschaftlicher und kultureller Diskurse. Ein Praxisfeld, das dabei vor allem in Politik und Gesellschaft besondere Aufmerksamkeit erfährt, ist das Forschungs- und Entwicklungsfeld "digitale Pflege- und Assistenztechnologien". Hier werden "smarte Helfer" und "schlaue Roboter" entwickelt, die es älteren Menschen ermöglichen sollen, trotz altersspezifischer Einschränkungen ein selbständiges Leben im eigenen Zuhause zu führen. While in Germany up to the 1980s old age was viewed primarily a phase of disengagement, in which older people devoted themselves to well-earned retirement, age(ing) is currently at the centre of political, economic, civil society and cultural discourse. One field of practice that receives special attention in political and societal discourse is the research and development field of digital care and assistive technologies. Here, "smart helpers" and "smart robots" are being developed to enable elderly people to lead an independent life in their own homes despite age-specific restrictions. The article traces how cultural ideas and political expectations of technically assisted old age are inscribed into the materiality of the artefacts.

Emerging and disruptive technologies (EDT) transcend the four-basket logic of the EU Strategic Compass as they touch on aspects of all issue areas. To break down this complex topic, the workshop was based on two input papers that focused on aspects of sovereignty and innovation. While the discussion cannot and should not be held exclusively in relation to the security and defense realm, participants were encouraged to highlight initiatives relevant for the scope of the Strategic Compass process.

In an era of ever faster and more momentous technological development, both technology assessment and transdisciplinary interventions are in danger of structurally lagging behind the speed of innovation. This paper proposes a new tiered approach to technology assessment at low Technology Readiness Levels that enables a both rapid and concerted interdisciplinary science response to this Great Acceleration. Covering sustainability, ethics, and consumer issues, this approach encourages and enables the innovators themselves to conduct assessments embedded in the innovation process as early as possible. Suitable tools for early engagement that help facilitate development-integrated assessments are introduced and described. The design and use of these instruments in the field of basic research is illustrated using the Cluster of Excellence livMatS as an example. In einer Ära immer rascherer und folgenreicherer technologischer Entwicklungen laufen sowohl die Technologiebewertung als auch transdisziplinäre Interventionen Gefahr, strukturell hinter der Dynamik von Innovationen zurückzubleiben. In diesem Beitrag wird ein neuer gestufter Ansatz für die Technikfolgenabschätzung für niedrige Technology Readiness Levels vorgeschlagen, der eine schnelle und konzertierte interdisziplinäre Reaktion der Wissenschaft auf diese "große Beschleunigung" ermöglicht. Es bilden sich neue Geschaftsmodelle heraus und die Arbeitsorganisation wandelt sich. Arbeitsprozesse konnen digital und transparent erfasst und kontrolliert werden. Der Beitrag untersucht die Auswirkungen dieser technologischen Veranderungen auf Logistikmitarbeitende und deren Arbeitsbeziehungen. Ziel ist es, die Digitalisierung in der urbanen Lebensmittellogistik in Hinblick auf die Wahrnehmung von Autonomie und Kontrolle aus Perspektive der Arbeitskrafte ebenso zu analysieren wie die Effekte, die daraus fur die Ausgestaltung der Arbeitsbeziehungen resultieren. Zur Analyse wird auf eine qualitative Studie mit Berufskraftfahrenden sowie Kurierfahrenden in der urbanen Lebensmittellogistik zuruckgegriffen. New business models are emerging and the organization of work is changing. In this way, work processes can be recorded and controlled digitally and transparently. This article examines the effects of these technological changes on logistics workers and their employment relationships. The aim is to analyze the digitalization of urban food logistics regarding the perception of autonomy and control from the worker’s perspective and the resulting effects on the design of employment relationships. The analysis is based on a qualitative study with professional truck drivers and cyclists in urban food logistics. The results show a ambivalence between the concurrence of autonomy and control in daily work, which can be connected to the integration of new technologies into work organization as well as the role of managers. Media and communication scholars studying young people’s privacy often involve them in research in order to better understand their interactions with digital technologies. Yet there is a lack of research on how, when, and why it makes sense to involve young people in the design phase of new technologies and how data protection safeguards can be taken proactively by design. By engaging with the body of literature at the intersection of media and communication studies, participatory design, and child–computer interaction research, this article discusses how youth-centred design efforts risk falling into three traps of privacy by design, relating to: 1) the different degrees of decision power within and between child-centred design guidelines and participatory design with young people; 2) the involvement of young people in design as citizens versus consumers; and 3) the conditions under which their participation in design is empowerment rather than mere decoration. The contribution of this article is a critical, sociotechnical reflection on the challenges and opportunities of involving young people in privacy by design decision-making. The article concludes by outlining an agenda for participa- tory design within an encompassing empowerment and digital citizenship framework that invites young people to reflect on who they want to be in a data-driven society. Social networking sites have become increasingly relevant in the study of democracy and culture in recent years. This study explores the interconnectedness of social networks, the imposition of state control, and management of social behavior by comparing various literature on the operation of repression in Thai and Philippine cyberspaces. It examines the overt and covert policing of daily interactions in digital environments and unpacks governmental technologies’ disciplinary mechanisms following Michel Foucault’s notion of government and biopolitical power. Subjugation in the context of social networks merits analysis for it sheds light on the practice of active and passive self-censorship—the former driven by the pursuit of a moral self-image and the latter by state-sponsored fear. In tracing various points of convergence and divergence in the practice of cyber control in Thailand and the Philippines, the study found newer domains of regulation of social behavior applicable to today’s democracies.

This heterogeneous field calls up a series of questions for scientific analysis and practical political-planning action, which are touched upon here, but are subsequently included in the individual contributions and answered or classified in the best possible way. The conclusion is a concise classification and presentation of the following contributions.

The Paper explores the problem of fake news and disinformation campaigns in the turmoil era of the COVID-19 coronavirus pandemic. The Author addresses the problem from the perspective of Crime Science, identifying the actual and potential impact of fake news propagation on both the social fabric and the work of the law-enforcement and security services. The Author covers various vectors of disinformation campaigns and offers the overview of challenges associated with the use of deep fakes and the abuse of Artificial Intelligence, Machine-, Deep- and Reinforcement-Learning technologies. The Paper provides the outline of preventive strategies that might be used to mitigate the consequences of fake news proliferation, including the introduction of counter-narratives and the use of AI as countermeasure available to the law-enforcement and public safety agencies. The Author also highlights other threats and forms of crime leveraging the pandemic crisis. As the Paper deals with the current and rapidly evolving phenomenon, it is based on qualitative research and uses the most up-to-date, reliable open-source information, including the Web-based material.

Zahlreiche Menschen nutzen digitale Technologien zur alltäglichen Selbstdokumentation. Die Autorin untersucht am Beispiel von Schwangerschaftsverhütung, wie die digitale Selbstbeobachtung auch in intime Lebensbereiche eingebunden ist. In ihrer Analyse argumentiert sie, dass sich die Verhütung mithilfe von Zyklus-Apps in einem Spannungsfeld von Emanzipationsbestrebungen und soziokulturellen Anforderungen bewegt. Im Fokus ihrer empirischen Arbeit stehen sowohl selbstermächtigende Momente innerhalb der Wissensaushandlungen der Akteur*innen als auch normative Elemente wie die Reproduktion von Geschlechterrollen im Digitalen. Die Studie basiert auf ihrer Masterarbeit, die an der Abteilung Kulturanthropologie der Universität Bonn eingereicht wurde. Numerous people use digital technologies for their everyday documentation of the self. Using the example of contraception, the author examines how the digital self-observation is integrated in intimate spheres of life. In her analysis she argues that contraception by means of period tracking apps is caught between emancipation efforts and sociocultural demands. Her empirical work focuses on self-empowering aspects within the knowledge negotiations of the actors as well as normative elements like the digital reproduction of gender roles. The study is based on her master thesis, which was submitted to the Department for Cultural Anthropology of the University of Bonn.

RTFM aka "Read the fucking manual" ist sicher jedem GNU/Linux-User schon begegnet. Dieser auf den ersten Blick schroffe Hinweis auf Wissensdefizite mag als Widerspruch zur Idee von "freiem Wissen" und "freier Software" erscheinen. Tatsächlich ist dies aber nicht unbedingt herablassend gemeint, sondern Ausdruck einer bestimmten Community-Kultur. Genauer betrachtet zeigen sich ganz unterschiedliche Umgangsweisen mit Wissen und Anforderungen an User zwischen "Linux for Human Beings" und "Keep it simple, stupid". Diese spiegeln sich wider in der Organisation der gemeinschaftlichen Produktion von Wissen und Software: Letztlich prägen sie die Gestaltung der Software selbst. Die empirischen Befunde zur Strukturierung der Linux-Communities Arch, Debian und Ubuntu und ihrer Auswirkungen auf die Gestaltung der für die und von der Community programmierten Software verknüpft der Autor mit der theoretischen Frage nach der Rolle von Macht und Vertrauen in Technik sowie der Rolle von Laien in der Expertenwelt der Softwareentwicklung. Er baut das soziologische Konzept epistemischer Regime aus zu einem Vergleichsrahmen, um die Rolle von Werten in der scheinbar objektiven Sachwelt der Software- und Wissensproduktion zu untersuchen, und arbeitet so die Wechselwirkungen zwischen Organisation und Produkt heraus. Die Arbeit macht deutlich, wie Technik ganz konkret unterschiedlich gestaltet wird und worauf diese unterschiedliche Gestaltung beruht.

This article analyses the way in which the digital divide affects Roma/Gitano minors. This ethnic group is a paradigmatic case among socially underprivileged groups in Spain; excluded from industrial society, they appear to be facing a similar situation in the post-industrial era. We, therefore, sought to explore the digital experiences of minors from this group in order to study social and digital exclusion/inclusion among them. The research strategy took a comprehensive approach, covering both offline and online behaviour. We focused on the results of fieldwork undertaken in Spain during 2017. In all, interviews were conducted with 17 adolescents (aged 11 to 18) as well as with several social workers who were providing support to the minors. Given that the use of technology has become a prerequisite for the welfare of children and for the development of their rights, the issue tends to centre on three main areas, commonly known as the three Ps: provision, participation, and protection. As such, the analysis of inequality was based on these areas. The findings presented in this article illustrate that the use of ICTs can contribute to empowering Roma/Gitano adolescents to improve the position they occupy as a group in the social structure.

Zusammenfassung Die Einfuhrung von Industrie-4.0-Anwendungen ist aufgrund ihrer (potenziellen) Reichweite fur die betrieblichen Akteurinnen und Akteure von grundlegenden Unsicherheiten in technischer, arbeitsorganisatorischer und beschaftigungspolitischer Hinsicht gekennzeichnet. Der Beitrag exploriert auf der Grundlage empirischer Fallstudien zur Einfuhrung von digitaler Produktionstechnik in Industriebetrieben die dortigen Handlungs- und Entscheidungsbedingungen. Im Zentrum steht die Frage, wie nach Betriebsverfassungsgesetz mitbestimmungspflichtige Implementierungen von Industrie-4.0- Komponenten prozessiert werden und wie betriebliche Mitbestimmung in diesem Kontext praktiziert wird. Fokussiert werden insbesondere die betriebsinterne Relation von Management und Betriebsraten und die Handlungsmoglichkeiten der betrieblichen Interessenvertretung hinsichtlich konkreter, bereits vollzogener oder aber noch laufender Einfuhrungsprozesse der Industrie 4.0. The paper explores the conditions for decision-making and action of both management and works councils, based on empirical case studies on the implementation of digital production technology in in German manufacturing companies. The central question is how co-determination is being practiced under the condition that a basic consent for the implementation of industry 4.0 components by the works council is required by regulations of the Works Council Constitution Act. Special attention is given to the relationship of management and works council on the plant level,and the scope of action for works council representatives with regard to ongoing implementation processes of industry 4.0. The digitalization of the Global South, particularly with respect to African countries, is moving at a fast pace. This can be seen in the use of information and communications technology (ICT) in different domains such as healthcare, education, industry, entertainment, as well as in the provision of e-government services, to name just a few. Such digital progress is seen as positive and often presented as such in international development discussions, for example at the World Summit on the Information Society Forum 2019 on ICTs for achieving the United Nations’ Sustainable Development Goals. Despite the positives, there are also negative aspects of digitalization, which have to be addressed in the form of ethical concerns. This paper discusses these concerns by specifically exploring the aspect of power in light of the digital transformation of the Global South. The discussion advanced in this paper is informed by a review of literature. Die Digitalisierung des Globalen Südens, insbesondere in afrikanischen Ländern, schreitet zügig voran. Dies zeigt sich am Einsatz von Informations- und Kommunikationstechnik (IKT) in verschiedenen Bereichen wie im Gesundheitswesen, in der Bildung, Industrie, Unterhaltung sowie bei der Bereitstellung von E-Government-Diensten. Dieser digitale Fortschritt wird positiv gesehen und oft als solcher in internationalen Entwicklungsgesprächen präsentiert, z.B. beim WSIS-Forum 2019 über IKT zur Erreichung der Ziele für nachhaltige Entwicklung der Vereinten Nationen. Neben dem Positiven gibt es aber auch negative Aspekte der Digitalisierung, die unter ethischen Gesichtspunkten betrachtet werden müssen. Auf Basis einer Literaturanalyse werden in diesem dem Artikel solche Erwägungen am Beispiel von Macht(verhältnissen) im Zuge der digitalen Transformation des globalen Südens diskutiert.

Zusammenfassung Den Themen Industrie 4.0 und digitale Transformation wird in den offentlichen Debatten weiterhin ein hoher Stellenwert zuteil. Dabei dominiert haufig die Auffassung, dass diese Themen fur einen disruptiven Technologieschub stehen, der die Formen des Wirtschaftens und des Arbeitens nachhaltig verandert. Insbesondere den einfachen Tatigkeiten in Produktion und Logistik wird in zahlreichen Prognosen ein hohes Substitutionsrisiko im Zuge der Digitalisierung zugeschrieben. Der wissenschaftliche Erkenntnisstand zu diesem Thema ist noch defizitar. Die wenigen Befunde sprechen in dieser Frage jedoch fur einen komplexen und ungleichzeitigen Prozess, der verschiedene Entwicklungsperspektiven eroffnet. Der vorliegende Beitrag argumentiert in kritischer Auseinandersetzung mit der Mainstream-Debatte, dass sich gegenwartig kaum Hinweise auf disruptive Entwicklungssprunge in Produktion und Logistik finden lassen, sondern vielmehr inkrementelle Digitalisierungsmasnahmen und eine allenfalls schrittweise Anpassung von(einfacher) Industriearbeit dominieren. In der Begrundung liefert der Beitrag in konzeptioneller Hinsicht drei Argumente, die auf uneingeloste Versprechen eines hoch aufgeladenen Digitalisierungsdiskurses, auf konkrete Pfadabhangigkeiten betrieblicher Rationalisierungsprozesse und auf besondere Herausforderungen im Arbeitshandeln einfacher Arbeit fokussieren. Empirische Basis sind Befunde einer quantitativen Sekundarauswertung und qualitativer Betriebsfallstudien in Produktion und Logistik, die an den beteiligten Instituten durchgefuhrt wurden. Reflections and empirical findings from production and logistics Abstract Digital transformation (Industry 4.0) is still an important topic in public debate. In mainstream media it is portrayed as a disruptive transformation of economy and work. In particular, low-skilled work in production and logistics a high risk of technology-induced substitution is predicted by numerous prognoses. However, whereas the level of scientific knowledge about this issue is still low the few given findings indicate open and complex processes of digitalisation of work that do not follow linear trajectories. The paper criticizes the dominant view on digitalisation of work and argues: There are few evidences of disruptive technology leaps – at least in production and logistics. Rather, we find step-by-step processes of digitalisation and incremental changes of low-skilled industrial work as the dominant type of development. To account for this, we focus on unredeemed promises at the level of a supercharged public discourse on digitalisation, on path dependencies at the level of companies implementing digital technologies, and on tasks of low-skilled work that are hard to automate at the level of everyday practice. The empirical basis consists of a secondary analysis of a quantitative survey and of qualitative case studies in production and logistics that were conducted by the institutions of the authors.
