The article analyzes the theme of social subsidies between 1900 and 1945, with a greater focus on the context of the Vargas Era in Brazil. It highlights the creation of the Caixa de Subvenções as an important institution that reflected the political, energy and social transformations of that period. The state began to play a central role in economic development and social welfare, intervening in markets and regulating social relations. The inclusion of various sectors of society in subsidy policies promoted the representation of interests and strengthened political participation. The article also seeks to emphasize the relationship between authoritarian governments and advances in social legislation, highlighting subsidies as a form of state intervention. This article compares social assistance incomes, or minimum income protection, for four household types in the 10 Canadian provinces between 1990 and 2017 and relates these incomes to a number of factors, including partisan dominance over time, trade union density, the presence or absence of poverty reduction strategies, provincial social expenditures, overall redistribution efforts, debt service costs and social assistance recipiency rates. In line with findings for the Organisation for Economic Co-operation and Development (OECD) welfare states, partisan politics does not play a strong role but, as power resources theory predicts, union density and a province's overall redistribution efforts do. Social assistance recipiency rates, which capture the salience of social assistance incomes in a province, also have a significant, positive impact on welfare incomes, confirming the "welfare paradox" identified by Ivar Lødemel. Poverty reduction strategies, however, do not, and they even have a negative influence on welfare incomes. [ABSTRACT FROM AUTHOR]

Over the past decade, the use of biometric technology in the identification and authentication of beneficiaries of social protection programmes has increased. However, there has been little debate among governments, donors and civil society organizations on the potential implications of this technology in relation to the inclusion of the most vulnerable sectors of the population, as well as for the protection of privacy and personal data. This article aims to fill that gap. First, the article reviews how biometric technology is used in various social protection programmes around the world. Then, it examines the potential risks and challenges of deploying biometric technology in social protection programmes. Finally, it assesses the requirements necessary to ensure that biometric technology is implemented in compliance with international law standards. The focus is on developing countries, where the use of biometric technology in identification systems has increased considerably in recent years. Among the key conclusions of the article is that the adoption of biometric technology, often encouraged by donors, needs to be preceded by democratic debate where all alternatives are discussed. The adoption of this technology should be accompanied by a context‐specific assessment of risks, and the adoption of an appropriate legal and institutional framework to protect rights and ensure that the most vulnerable and disadvantaged members of the population are not excluded. The paper considers questions of the nature, extent and role of the third sector in the development of welfare strategies in Australia. Based upon both qualitative and quantitative data, a typology of third sector welfare organisations is discussed together with the identification of current operational models of welfare: charity; activism; welfare state industry and market. The organisational types of third sector welfare organisations in Australia are outlined and the field characterised as being large, diverse and growing. The paper reflects on the claims that the third sector provides a site for the establishment of active, pluralistic forms of welfare. [ABSTRACT FROM AUTHOR]
