Katre Dergisi bu sayımızla birlikte beşinci yılını geride bırakmış altıncı yılında yayın hayatına devam etmektedir. Beş yıllık bir süreç bilimsel dergiler için önemli bir aşamadır. Yazarlarımızın, hakemlerimizin ve okuyucularımızın destekleriyle bu aşamayı geçmiş bulunuyoruz. Bu sebeple bütün Katre dostlarımıza teşekkür ediyorum.

Usulcüler lafız üzerinden hükme ulaşmak için farklı delâlet yollarından söz etmiş olsalar da, şu dört delâlet şekli üzerinde ittifak etmişlerdir: İbarenin delâleti, işaretin delâleti, nassın delâleti, iktizanın delâleti. Fıkıh usulü eserlerinde ibarenin, nassın ve iktizanın delâletleri konuları oldukça açık bir şekilde ortaya konmuştur. Ancak işaretin delâleti konusunun bu denli açık ve net olarak ortaya konulduğunu söyleyemeyiz. Bu çalışmadaki amacımız işaretin delâleti konusunu daha anlaşılır bir şekilde ortaya koymak ve konuyla ilgili bazı ihtilaflı meseleleri çözüme kavuşturmaktır. Cessâs ve Ebü’l-Hüseyin el-Basrî isim vermeden işaretin delâletinin mahiyetinden söz etmiş olsalar da, ilk tanımı yapan usulcü Debûsî’dir. Sonradan gelen fukaha usulcüleri bu tanım üzerinde önemli bir değişiklik yapmamışlardır. Mütekellimîn usulcülerinden “işaretin delâleti” kavramına eserlerinde ilk defa yer veren kişi Gazzâlî’dir. Yaklaşık olarak o da işaretin delâletini fukaha usulcüleri gibi tanımlamıştır. Ancak Gazzâlî ile birlikte mantık ilmi fıkıh usulüne girdiği için artık tanım ve anlatımlarda mantık terimleri de kullanılmaya başlanmıştır. Bu çerçevede işaretin delâletinin iltizamın delâleti kabilinden olduğu vurgulanmış ve iltizamî delâletin bir türü olarak görülmüştür. İşaretin delâleti konusunda ihtilaf edilen meselelerden biri de kastedilen veya kastedilmeyen bir mana oluşu meselesidir. The subject the dalalah of the ibarah, nass, and iqtida is quite clearly revealed in the usulah works, but, we can say that the subject of the dalalah of the isharah is not explained soclearly. revealed. Ouraim in this study is to reveal the subject of the dalalah of the isharah more clearly. Although Cessasand Abu’l-Huseyn al-Basri talked about the dalalah of the isharah Debûsî was the first to define it. Subsequent usul al-fıqh scholars did not make any significant changes to this definition. One of the Mutakallimin’s scholars, al-Ghazali is the first person to mention the concept of “dalalah of isharah” in his works. Approximately, he describet the dalahah of the isharah as fukaha scholars. However, since logic enteredin to the method of fıqh wihth al-Ghazali, term so fligic started to be used in definiti on sand expressions. In this context, the dahalah of the işharah has been tried to be explained wihth the concept of “iltizam”. In tihs study, the subjekt of dalalah of the isharah, its features and relatedissues were discussed in the context of and the relevant examples were analiyted again.

“Doç. Dr. Ali Kuyaksil’in Vefatının Ardından” başlıklı yazıda dergimizin editörlerinden Prof.Dr. Ali Bakkal vefat eden yazarımızın biyografik hayatını, bilime katkılarını ve ülkesi için yaptığı faaliyetleri anlatmaktadır.

Politically, the Ottoman Empire is regarded as a continuation of the Seljuks and Principalities period. As in many fields, the Ottomans took these states as examples in the field of medicine and opened health centers and hospitals all over the country. The total number of physicians who wrote books in the Ottoman period was 1429, and the number of books they wrote was 5607. This determination was made according to the books registered in libraries today. Not every physician wrote a book. Assuming that only one fifth of the physicians wrote a book, it can be said that the total number of physicians in the Ottoman period was around 2800. In addition, the birth places of more than half of the physicians who write books are unknown. In addition, we were able to identify the names of hundred physicians who lived in the Ottoman period and worked in the field of medicine, and provided brief information about their resumes and gave the names of the works they wrote. Undoubtedly, the number of doctors living in the Balkans during the Ottoman period should be five to ten times more than this.On the other hand, it is noteworthy that the number of non-Muslim doctors who worked in the field of medicine, both on all Ottoman lands and specifically in the Balkans, is quite low.It is seen that only five out of a hundred physicians are non-Muslims., Siyasi açıdan Osmanlı Devleti, Selçuklular ve Beylikler döneminin bir devamı sayılmaktadır. Birçok alanda olduğu gibi tıp alanında da Osmanlılar bu devletleri örnek almışlar ve memleketin her yerinde hastaneler ve şifahaneler açmışlardır. Osmanlı döneminde kitap yazan hekimlerin toplam sayısı 1429, yazdıkları kitap sayısı da 5607 olarak tespit edilmiştir. Bu tespit günümüzde kütüphanelerde kayıtlı kitaplara göre yapılmıştır. Her hekim kitap yazmamıştır. Hekimlerden sadece beşte birinin kitap yazdığı farzedilse Osmanlı dönemindeki toplam hekim sayısının 2800 civarında olduğu söylenebilir. Ayrıca kitap yazan hekimlerin yarıdan fazlasının doğum yerleri bilinmemektedir. Bununla birlikte Osmanlı döneminde yaşayıp tıp alanında eser veren yüz hekimin ismini tespit edebildik ve bunların özgeçmişleri hakkında kısa bilgiler sunduk ve yazdıkları eserlerin isimlerini verdik. Şüphesiz Osmanlı döneminde Balkanlar’da yaşayan doktor sayısı bunun beş-on katı fazla olmalıdır. Diğer taraftan, gerek bütün Osmanlı toprakları üzerinde, gerekse Balkanlar özelinde olsun, tıp alanında eser veren gayri müslim doktorların sayısının oldukça az olduğu dikkati çekmektedir. Yüz hekimden sadece beş tanesinin gayri müslim olduğu görülmektedir.

The aim of this paper is to produce a commentary on the issue of rhetoric as a miracleof the Qur’an as argued by Said Nursi in his work “The Miracles of the Qur’an” (otherwiseknown as The 25th Word). In this treatise, he highlighted forty different miraculousaspects of the Qur’an and stated that the greatest miracle lies in the inimitability of theQur’anic eloquence - i.e. the fact that such rhetorical style cannot be copied or emulatedin any way. Writing under the headings of “The Beauty And Wisdom of Composition”,“Meaning of Wonderful Eloquence”, “Wonderful Style Of Expression”, “Wonderful ClarityOf Its Words” and “Majesty Of Exposition” - Nursi used various Quranic passages asexamples as part of his study of eloquent rhetoric. He also found some original proofs withrespect to some aspects of the Qur'an's eloquent style and rhetoric., ÖzBu makalenin amacı, Bediüzzaman Said Nursi’nin Mu’cizat-ı Kur’aniye Risalesi adlıçalışmasında belagat açısından Kur’an’ın mucize olduğu yönündeki görüşlerini ortayakoymaktır. Nursi, Sözler isimli kitabının 25. Söz’ünü, diğer adıyla Mu’cizat-ı Kur’aniyeRisalesi’ni Kur’an’ın i’cazını açıklamaya tahsis etmiştir. O bu risalede Kur’an’ın kırkvecihle mucize olduğunu vurgulamış ve en kuvvetli i’caz vechinin de belagati olduğunusöylemiştir. Communities who serve religion must establish good relations with each other and must act together at least some commons. This is because in the end it is not the result of one person’s effort but rather the mutual effort of everybody involved. This service is a product of everybody helping each other. It is also necessary for this service to be one of co-operation and solidarity. Communities should act compassionately to each other, to act with fondness towards their own work, to keep away from violence and force and instead use the method of persuasion, to be content with using verbal pleading against injustices, to be righteous and to create mutual alliances at least some commonalities. In addition those communities who expect courtesy, who regard other communities as false, who regard power as righteousness, who transform charity to become the means of worldly competition, who see the love of service in the form of greed and pride – such as weaknesses can be found in the community. These weaknesses can give rise to individuals who accuse each other of being unbelievers, to insult and scorn and criticize one another as well as foster envy. Religious communities firstly must not backbite each other, they must establish good relations amongst each other, and it is also required that they cautiously consider others and show deference to them while doing to their own services and actions. Pertaining to these problems; Bediuzzaman Said Nursi’s Risale-i Nur will be examined and conclusions will be drawn from it., Din hizmeti yapmayı gaye edinmiş olan cemaatler birbirleriyle iyi münasebetler kurmak ve asgarî müştereklerde birlikte hareket etmek mecburiyetindedirler. Çünkü sonuca sadece birisinin çabasıyla değil, hepsinin ortak gayretiyle ulaşılacaktır. Bu hizmette herkes birbirinin yardımcısı hükmündedir. Ayrıca bu hizmet mahiyeti itibariyle de yardımlaşmayı ve dayanışmayı gerekli kılar. Cemaatler birbirlerine karşı merhametle davranmak, kendi mesleğinin muhabbetiyle hareket etmek, kaba kuvvet ve şiddetten uzak durmak, iknâ metodunu kullanmak, yapılan haksızlıklar karşısında sözlü müdafaa ile yetinmek, hakşinas olmak ve asgari müştereklerde ittifak etmek mecburiyetindedirler. Bununla birlikte cemaatlerde teveccüh-i nâs beklentisi içinde olmak, başka cemaatleri haksız telakkî etmek, güçlü olmayı haklılık sebebi saymak, cemaat istibdadı, hayırda yarışın dünyevî rekabete dönüşmesi, hizmet aşkının hırsa bürünmesi, Allah rızasını elde etme düşüncesinin ve âhiret inancının ittifakı zayıflatması gibi bazı sosyo-psikolojik zaaflar bulunabilir. Bu zaaflar cemaatlerin birbirlerini tekfir, techil, tahkir, tenkid ve haset etmelerine sebebiyet verebilir. Dini cemaatlerin önce birbirlerini kötülememeye, sonra aralarında iyi münasebetler kurmaya, daha sonra da bu meydanda başkalarının da bulunduğunu dikkate alarak kendi hizmetlerini yaparken ihtiyatlı olmaya özen göstermeleri gerekir. Konuyla ilgili problemler Bediüzzaman Said Nursî’nin Risale-i Nur Külliyatı esas alınarak incelenecek ve bir sonuca varılmaya çalışılacaktır.
