Small-scale fishery governance has often taken a narrowly approach to sustainability, focusing either on managing fishing activities, or market-based interventions and overlooking the embeddedness of fishers within a broader social structure. This project uses a value chain approach to address these gaps. The aim is to improve our understanding of the interplay between fisheries governance and market dynamics, and the effects of this on benefit flows and distribution of marine ecosystem services. This report contains preliminary results and examines the social dynamics among fishers and traders that may impact benefit flows and ultimately resource extraction decisions. The data presented in this report form part of a larger project also aiming to uncover the role of seafood markets and market actors, like traders, in mediating interactions between the social and ecological components in local Small-Scale Fisheries systems.

Globalization has increased the speed and flow of people, information, and commodities across space, integrating markets and increasing interdependence of geographically dispersed places worldwide. Places historically driven by largely local forces and market demands are now increasingly affected by drivers at multiple scales. Trade is particularly important in driving these changes and more fish is now exported to international markets than ever before. When small-scale fisheries are integrated into global markets, local social–ecological systems change with potentially both positive and negative impacts on livelihoods, economics and ecology, but few studies systematically investigate how and why the outcomes of market integration vary from case to case. This paper systematically assesses multiple (social, ecological, economic and institutional) local effects of market integration in cases around the world by drawing on the global environmental change syndromes approach. Furthermore, we examine the factors contributing to the syndromes observed. Our analysis identifies three distinct social–ecological syndromes associated with international seafood trade. Results suggest that the presence of strong and well-enforced institutions is the principal factor behind the syndrome characterized by sustained fish stocks, while a combination of weak institutions, patron–client relationships, high demand from China and highly vulnerable target species explain the other two syndromes distinguished by declining stocks, conflict and debt among fishers. A key finding is that the factors emerging as important for explaining the different syndromes derive from different scales (e.g. local market structures vs distant market characteristics), indicating a need for multi-level governance approaches to deal with the effects of market integration. Furthermore, the meta-analysis shows that each syndrome encompasses fisheries from multiple continents. This suggests that the increasingly global nature of the seafood trade appears to be driving local dynamics by creating similar conditions for vulnerabilities in localities around the world, lending support to the notion of tele-connectivity across geographic space.

This thesis explores small-scale fisheries trade, markets and the accompanying relationships. It does so to understand how they contribute to human wellbeing and ecosystem health through fisher's behaviour in the marine environment. The capacity of small-scale fisheries to provide for fisherfolk and wider society is currently challenged by human induced ecological threats such as overexploitation and climate change. Small-scale fisheries are increasingly incorporated into the global trading system, which in part drive these ecological changes. At the same time these fisheries are important providers of food and livelihood security for millions of people worldwide. How to realise better fishery governance approaches and enactment is therefore paramount. This thesis attempts to address knowledge gaps in governance and research that centre around the market and actors within it- an area little included in governing fisheries. I draw on the value chain concept and use a mixed methods approach to address three gaps. First, the structure and functioning of small-scale fishery markets and relations. Second, how benefits are distributed in the market and affected by trade relations. Third, I examine how relations and benefit distributions influence fishing behaviour. Case studies are used throughout this thesis drawing on empirical work done in Zanzibar, Tanzania and Iloilo, Philippines. The role of global seafood markets is additionally recognised as a driver of change in all four papers of the thesis. Paper I shows that extending the value chain to combine economic and informal exchanges identifies a wider range of fishery-related sources for human wellbeing within seafood trade. It also highlights more marginal players. Paper II demonstrates how actor's abilities to access economic benefits are impacted by local gender roles and social relations. But these intersect with their value chain position and end-markets. In Paper III local norms appear to play a role in fishing behaviour, more so than market incentives. These dynamics are explored through behavioural economic experiments. Finally Paper IV examines how patronage can have contradictory influences for fisherfolk vulnerability and adaptability. It can also create tensions for overall system resilience when considered at different scales. Overall the thesis contributes to a better understanding of the local to global drivers and interactions in small-scale fisheries trade. The thesis also provides insights into some of the factors influencing the distribution of fishery-related benefits. These aspects have all been cited as vital for designing strategies for improving the wellbeing of people reliant on fisheries. To further develop and finalize the Fishery Performance Indicators (FPIs) for scaling up to the Bank's entire fisheries portfolio, a number of specific pilots and case studies have been conducted. This report provides an overview of the FPIs, and a summary of two case studies in its application, the blue swimming crab (BSC) fisheries in Indonesia and the Philippines. A comparative analysis with an Icelandic lobster fishery is conducted as a benchmark, as the Icelandic lobster fishery is also export oriented and has been recognized as a well-managed fishery. The study is organized as follows: chapter two provides a brief introduction of FPIs and the blue swimming fisheries in Indonesia and the Philippines. Chapter three presents the results for FPIs that measure the success ('outputs') in achieving the 'triple bottom line' of environmental, social, and economic sustainability and provides a critical evaluation of strengths, weaknesses, and omissions of the current FPIs design. Chapter four presents the results for FPIs that measure factors ('inputs') that enable (or undermine) the likelihood that the triple bottom line will be achieved and provides a critical evaluation of strengths, weaknesses, and omissions of the current FPIs design chapter five summarizes the results and draws conclusions about the applicability of FPIs and next steps. Five appendices provide supplementary information. Appendix A provides detailed explanation of the rationale and measurement for each indicator. Appendix B lists additional suggested indicators based on the case studies. Appendix C lists the participants who have attended the workshops in London and Hawaii. Appendixes D and E illustrate the FPIs' output and input results for the studied fisheries, respectively.

Floods are a major source of risk for the agricultural sector. Flood risk in the agricultural sector primarily arises from river flooding, flash floods, and coastal flooding. The impacts of floods can result in sizable agricultural damages at the local level. Floods in agricultural zones expose agricultural producers, agricultural supply chains, rural financial institutions (such as agricultural banks), and governments to financial risks due to the loss of crops, delinquency on seasonal production loans, damage to infrastructure and loss of public revenues. The costs associated with these damages are often absorbed by households directly or governments that provide compensation to agricultural producers in the aftermath of catastrophic flood events. Rural financial institutions also absorb the cost of floods through loan rescheduling or, in catastrophic cases, loan cancellation. In many developing countries, floods are dealt with in a reactive, rather than proactive, manner and little is done to be financially prepared for a catastrophic outcome of floods. Going forward, government and donors can play an important role to facilitate the development of risk spreading mechanisms in general and agricultural flood insurance in particular. First, this includes investment in the generation of public goods to support disaster risk reduction and recovery, risk management, and ultimately insurance applications. Second, awareness building and risk education are essential for better risk management and insurance. In that vein, identifying and assessing flood risk is critical first steps. Third, many of the technologies described here have applications beyond insurance, including for better planning, risk reduction, early warning, and disaster response. Insurance can complement such activities, but is only viable if carried out jointly as part of a broader risk management framework. Fourth, more research and technical assistance is needed to develop simple and financially viable products for flood risk transfer at aggregate levels; there is increasing demand expressed for such products from flood-prone countries. Finally, donors and government can support international and regional centers involved in flood modeling and facilitate a platform that convenes the technical expertise required for flood risk insurance development. Several of such centers and core expertises were identified through this work.
