An exact three dimensional fully-coupled hydro-elastic analysis for transient liquid sloshing in a partially-filled vertically-standing flexible circular cylindrical shell container fitted with a freely floating smart piezo-sandwich thin elastic circular plate is presented. The problem formulation is based on the linear water wave theory, the classical (Kirchhoff/Sanders) thin plate and shell models, Maxwell's equations of electrodynamics, Stokes’ transformation, and eigen-function expansions in cylindrical coordinates. The control action is achieved by combined volume displacement and volume velocity feedbacks (VDF, VVF) implemented in a second order active damping (AD) compensator via two competent evolutionary heuristic optimization techniques that systematically tune the controller gain parameters while constraining the floating panel displacement and control voltage. The uncontrolled and controlled transient responses of the coupled hydro-elastic system under various external disturbances (i.e., a harmonic base excitation, a real seismic event, a severe launch vehicle liftoff event, and a distributed impulsive transverse load on the floating panel) are calculated by means of Durbin's numerical inverse Laplace transform scheme. Moreover, the free vibration characteristics of the coupled fluid/structure interaction (FSI) system are briefly studied. The superior performance of the proposed active floating roof control configuration in effective suppression of the key hydro-elastic parameters (panel displacement, and shell displacements/stresses) is demonstrated. It is also found that, in the current FSI control problem, the Multi-objective Particle Swarm Optimization (MOPSO)-based ADC outperforms the Non-dominated Sorting Genetic Algorithm (NSGA-II)-based method, in terms of convergence rate and computational effort. Limiting cases are examined and the precision of results is verified by comparisons with the existing data as well as with the results produced by a commercial finite element package. Abstract: Linear potential theory in conjunction with the conformal mapping technique are employed to develop rigorous mathematical models for two-dimensional transient sloshing in non-deformable baffled horizontal circular cylindrical vessels, filled with inviscid incompressible fluids to arbitrary depths, and subjected to arbitrary time-dependent lateral accelerations. Three common baffle configurations are considered, namely, a pair of free surface-touching horizontal side baffles, and a central surface-piercing or bottom-mounted vertical baffle of arbitrary extension. The first few normalized antisymmetric/symmetric sloshing frequencies of the partially-filled tanks are tabulated for selected baffle extension and fill depth ratios. Also, the effects of liquid fill depth or baffle length parameter on the impulsive, total and modal convective mass ratios are examined. A ramp-step function is used to replicate the lateral acceleration excitation encountered in an idealized turning maneuver. Durbin's numerical Laplace transform inversion scheme was applied to solve the resulting truncated linear sets of ordinary differential equations in the time-domain. The effects of excitation input time, fill level, and baffle configuration/extension on the force and moment amplification factors are illustrated through appropriate design charts. Furthermore, the transient hydrodynamic responses to a real seismic event are calculated and the effectiveness of baffle configuration/length on suppression of the induced destabilizing lateral forces are examined. Limiting cases are considered and rigorous verifications are made by comparison with the available data as well as with the numerical simulations performed by using a commercial CFD software package. Abstract: An exact two dimensional hydrodynamic analysis based on the linear potential theory is introduced to study the free liquid sloshing characteristics of transverse oscillation modes in a non-deformable horizontal circular cylindrical baffled container which is filled to an arbitrary depth with an inviscid incompressible liquid. Three common baffle configurations are considered: a pair of internal rigid horizontal side baffles of arbitrary extension installed at the free liquid surface, and a surface-piercing or a bottom-mounted vertical rigid baffle of arbitrary extension positioned along the tank vertical axis of symmetry. The problem solution is obtained by the method of successive conformal coordinate transformations, leading to standard truncated matrix eigenvalue problems on simple (rectangular) regions which are then solved numerically for the resonance eigen-frequencies. The effects of liquid fill level, baffle arrangement and length upon the three lowest antisymmetric and symmetric sloshing frequencies and the associated hydrodynamic pressure mode shapes are examined. Also, convergence of the adopted approach with respect to the fill condition, and baffle type/extension is discussed. Partly filled rectangular containers are widely used for liquid transportation and storage in many industrial and civil applications. Undesirable liquid sloshing in these structures can highly degrade their reliable and safe operations. This paper presents a rigorous 3D hydro-elasto-dynamic analysis for suppression of transient liquid sloshing in a rigid-walled rectangular parallelepiped container that is equipped with a smart piezo-sandwich free-floating rectangular panel. The problem formulation is based on the linear water wave theory, the thin piezo-sandwich floating plate model, the pertinent structure/liquid compatibility condition, and the active damping control strategy. The controller gain parameters are systematically tuned using a standard MOPSO algorithm with conflicting objective functions. The key hydro-electro-elastic response parameters are calculated and discussed for three different external excitations, namely, a bidirectional seismic event, an oblique planar base acceleration, and a distributed impulsive floating roof excitation. Effectiveness of proposed active floating panel control configuration in remarkable suppression of the main hydro-elastic parameters is established, essentially regardless of liquid depth and loading configuration.
