"The State of Kansas received direction from the Centers for Medicare & Medicaid Services (CMS) to move three services from the Autism Waiver to the Medicaid State Plan Amendment. The Kansas Department for Aging and Disability Services (KDADS) and The Kansas Department for Health and Environment (KDHE) have been working to facilitate these changes."

"SRS has undertaken intensive planning efforts to improve how the public mental health system provides a full array of effective supports and services. This planning effort, called the Hospital and Home Initiative, has resulted in numerous recommended action steps for improving public mental health services. SRS is coordinating these recommendations with the Governor's Mental Health Services Planning Council who, along with its subcommittees, also assesses the efficacy and sufficiency of Kansas mental health services."

"SRS strongly supports the provisions of H.B. 2488 that would restrict community developmental disability organizations (CDDOs) from being community service providers, resulting in independent CDDOs performing the functions of intake, referral, and case management services. SRS opposes the provisions of HB 2488 that would change the way in which CDDOs are designated and require consolidation of CDDOs. SRS strongly supports current statutory provisions that are based upon local designation and control."

Testimony related to legislative review of whether or not state developmental disability (DD) hospital bed capacity is being effectively and efficiently utilized and whether or not consolidation or closure of certain facilities or programs should be considered. SRS operates two state hospitals for persons with developmental disabilities (DD), Kansas Neurological Institute (KNI) and Parsons State Hospital and Training Center (PSH & TC). In coordination with 28 community developmental disability organizations (CDDOs), SRS also funds, regulates, monitors, and helps manage an array of community services for persons with DD.

Testimony on the effects consolidation of the two Developmental Disabilities facilities would have on the quality of life of those living at KNI as well as the challenges and issues faced when seeking community placement for the individuals supported at KNI.

Comments on redesign of the community developmental disability organization (CDDO) system such as a reduction in the number of CDDOs, reducing administrative costs, the potential for enhanced federal funding, and the making CDDOs independent of service provision.

"Kansas state law requires that "each individual prior to admission to a nursing facility as a resident of the facility shall receive assessment and referral services." To achieve this, the 1994 Kansas Legislature created the CARE (Client Assessment, Referral and Evaluation) program "for data collection and individual assessment and referral to community-based services and appropriate placement in long-term care facilities.""

SRS believes H.B. 2535 is not necessary. It is SRS' experience that most Community Developmental Disability Organizations and community service providers work together amicably and settle most disputes locally when they arise. H.B. 2535 creates bureaucracy where it is not needed which will slow down the delivery of services to people who rely on the Developmental Disability system.

"Since the first publication of "Conservation of Human Resources -A Guide to the Kansas Program for Community Mental Health Services" a year ago, many changes have taken place in Kansas. The number of counties supporting community mental health services has increased from 23 to 38. Twenty-one mental health centers are being supported by these counties, and expansion of their services is actively being planned by Kansas citizens. Two counties have joined adjacent counties to support existing mental health centers. The formation of districts of counties, served by a single nuclear mental health center, can clearly be seen on the map in the center of this booklet."-- Foreword to the Second Edition.

"It is with pleasure that I transmit to you this report of findings and suggestions of three citizen sub-committees concerning relationships of general practitioners and other medical professionals with mental health activities for Kansas. This volume, "Medical Services and Mental Health," is the third in a series as part of a two-year study to develop long-range plans for comprehensive mental health services for the state"--Opening letter to the Governor.

"The HCBS/TBI program is for individuals who have sustained a traumatic brain injury and provides the services needed after injury to ensure that individuals can stay in their homes and be as independent as possible in a safe, healthy environment. The HCBS/TBI program serves individuals 16 to 65 years of age who would otherwise require institutionalization in a TBI Rehabilitation Facility. The TBI Program is not considered a long-term care program and is designed to be a rehabilitative program for consumers to receive therapies and services that enable them to rely less on supports as the consumer's independence increases. The brain injury must be traumatically-acquired, i.e., caused by an external physical force, such as blunt or penetrating trauma or from accelerating-decelerating forces. The injury must temporarily or permanently impair an individual's behavioral, cognitive or physical functions."
