In Serbia, high expectations were focused on the IPARD Program, considering that in the entire transition period, there was a greater demand for favorable sources of financing for agriculture and rural development compared to their supply. The purpose of the paper is to analyze the implementation of the IPARD II program in Serbia, in the current period, that is, ending with the end of February 2024. The paper uses the following methods: desk research, method of descriptive statistics, as well as methods of analysis and synthesis. The authors conclude that there was a significant utilization of funds from the IPARD II Program in Serbia, ending on February 29, 2024, but also that less than half of the submitted projects met the set criteria. In order for this method of financing to have the best possible effect in Serbia, better education of the inhabitants of rural areas is needed for writing projects. 3. Market oriented approach of revealed comparative advantage in international trade

Market oriented relative comparative trade advantage (MORTA) represents new approach to a widely accepted model of revealed comparative advantage (RCA) presented for the first time in this paper. The applied model was used in the analysis of agro-food trade in order to identify changes in the level of relative comparative trade advantage between the EU and Serbia before and during the implementation of the Stabilization and Association Agreement with the EU (2004-2013) on the basis of Eurostat data and data of the Statistical Office of the Republic of Serbia. The analysis aims to show whether Serbia and the EU, each on their side, were able to take advantage of the trade liberalization, especially in relative terms. The research results show that Serbia in terms of trade liberalization with the EU manages to secure the growth of the product with relative comparative trade advantage, but on the other side EU fails to largely use preferential status in trade with Serbia.

Serbia is among few countries that have two ministries, the Ministry of Agriculture, Forestry and Water Management and the Ministry of Rural Welfare, active in solving actual problems linked to living and working conditions in rural space. Establishment of cooperatives, or joined action of rural population could enable developmental processes in rural areas. Both ministries offer certain programs of public support focused on cooperatives advancement or establishment, and indirectly securing the competitiveness and sustainability of cooperative members (i.e. mainly family farms). The main research goal is observing the economic impact of the one of program support lines of the Ministry of Rural Welfare directed to development of cooperatives, and further prevention of disappearing of rural communities in Serbia. Analysis shows that mentioned support has turned over the previous trend of shutting down the cooperatives into situation when over 1,100 new agricultural cooperatives have been established in last several years. Additionally, derived results initiate certain recommendations, useful both for policy makers and cooperatives. [ABSTRACT FROM AUTHOR]

5. Economic Efficiency of Investment in Facilities and Equipment for Grains Storing.

Serbia disposes with strong tradition in crop production, followed by significant natural resources and favorable climate conditions. Despite the good results in grain production, farms are in general economically so weak to possess and use the storing facilities, while they sell the products immediately after the harvest. After reconsidering the lack of storing facilities and consequences it affects, strategic strivings in strengthening of farm competitiveness initiate in previous period public support turned to building of storage capacities and purchase of necessary equipment. In paper was presented the assessment (by the use of dynamic and static methods) of economic effectiveness of investment in storing capacities, i.e. silos, showing that this investment (supported by public incentives) could represent the economically justified business decision for certain farms turned to crop, specifically grains production. Agricultural cooperatives are excellent tool for strengthening the competitiveness of overall agriculture and individual farms. In previous period there are significant state support allocated to affirmation and development of reasonable entrepreneurial initiatives related to agricultural cooperatives. Even more are valued the sustainable business ideas that have initiated organization of processing at the cooperative level. The main goal of paper is to present the part of mechanism for assessing the economic effectiveness of planed investment in medicinal plants production and processing at selected agricultural cooperative that will be granted from public fund. Investment project suppose the modernization and purchase of missing production elements that will boost the production results of observed cooperative active in sector of medicinal plants. To perceive if or how much the investment is internally/externally economically welcomed, it will be conducted the investment analysis based on use of common static methods. Besides the strengthening of cooperative economic sustainability, both sides, i.e. policy maker and agricultural cooperative, are expecting that realization of investment will surely has certain ecological and social impact to cooperative and local community. Gained results of investment analysis show that supporting the investment in medicinal plant production and processing could be a win-win combination for observed cooperative and local community it belongs. Sugar beet represents a basic raw material in sugar production at the European continent. In line with given natural conditions, the most parts of Serbia have favorable preconditions for organization of its production. Besides, production and processing of sugar beet is among the key production lines that influence sustainability of food security and development of agro-complex at national level. By a long time period, global agriculture has been facing the of certain climate changes. From this issue Serbia usually has a negative connotation, or more precisely, insufficient and irregular precipitation patterns followed by presence of high temperatures (drought) that threaten in great extent achieved results in crop production. Negative impact is mostly reflected through the economic losses of agricultural producers and food and processing industry that relays on sugar beet and its products, as well as possible shortage in part of national GDP generated by agriculture. Although the sugar beet is the specific crop production that requires significant amounts of water during its vegetation, unfortunately there are negligible irrigated surfaces in Serbia. The main paper goal is contained in the value estimation of damages caused by drought incurred in beet production at the national territory during the period 2008-2017. Estimation scenarios are based on secondary data of National Statistical Office and Annual Agro-Meteo Reports of Hydrometeorological Service of Serbia. Gained results could be considered as the best recommendation for the further strengthening of public support related to use of appropriate measures against the climate change in sugar beet production. The basic directions for development of agriculture of the Republic of Serbia are defined by the Strategy of Agriculture and Rural Development of the Republic of Serbia for the period 2014-2024., the Law on Agriculture and Rural Development, the Law on Incentives in Agriculture and Rural Development and the National Program for Accepting the EU Legislation 2014-2018. Given that the Republic of Serbia has a clear commitment to European integration, one of the most important prerequisites in the integration process is to improve the competitiveness of the national economy on its way to the creation of an export-oriented economy. This paper presents production potentials in the fruit and vegetable production sector in the area of Smederevo as the potentially most developed and the most promising area for this type of production in the Republic of Serbia. The world economic crisis, from the end of the last decade of current century, has led to a global recession, as well as to the fall of the values of all macroeconomic aggregates and indicators in large number of world countries. Many nations are faced with the problems of decline in production and export, expressed illiquidity of actors within the local economies, turbulences in the labour market, rapid fall of the living standard and other. Unfortunately, gradual recovery of the world economy was cut in 2011 by new global challenge embodied in the public debt crisis. As previously mentioned problems were also came to Serbia, the main goal of the paper is identified in the brief review of economic trends through the achieved macroeconomic aggregates (such as GDP, FDI, unemployment rate and other) in the last few years. During the presentation and analysis of the key macroeconomic aggregates was used the bottom-up approach (from national to the level of local communities), with a special focus to the economic trends in the municipality of Vrbas. Since that level of development and recovery of the national economy are significantly contained in the intensive attraction of financial assets (from domestic and international funds) and investment in new and recapitalization of existing holders of economic activities, a broader overview of realized investment trends in observed time and spatial frame (with assessment of realized investments in agriculture) it is also provided. By transition process, which is presented in the Republic of Serbia for many years, rural areas are also covered in great extent. Changes in national agricultural policy, in terms of orientation towards rural development and multifunctional agriculture, have led to situation that process of development must involve all stakeholders, from governmental institutions, via local community, to population of rural areas. Such approach to rural development could initiate easier integration into international institutions and European Union, as well as to strengthening of cross-border cooperation within the mentioned area of economy. The most part of the Carpathians in the Republic of Serbia is taken by the national park „Ðerdap'' and its protected zone. Within the mentioned protected area, sustainable use of agricultural land is based on traditional system of mountain agriculture that provides a high degree of ecological rationality and represents a very good foundation for development of integral and organic production. Opening toward the international community and peculiarly clear commitment of Serbia to European integrations, requires a new definition of role and importance of agricultural sector. Therefore, it is estimated that now is the perfect time for establishment of concrete conceptual framework and Strategy that will answer to key questions within the agro-food sector. In this context, authors' intention (they are also the members of the research team of IAE Belgrade which is the holder of the project III 46006 - Sustainable agriculture and rural development in function of Republic of Serbia strategic goals achievement within the Danube region) is to evaluate a social sustainability of agriculture in the area of the Carpathians in Serbia. Because of that, research is focused to administrative area of next municipalities: Golubac, Kucevo, Majdanpek, Kladovo and Negotin. Considering microeconomic character of research, it was used the original methodology , which could be useful for each area within the Danube region, providing the significant benefit to public administration and management during decisions-making process. At a given moment, by the authors' methodology, which covers the next criteria: density of agricultural population, density of active agricultural population and density of employees in agriculture. Based on this, it could be established the accurate diagnosis for chosen area, joining the estimation for each set of criteria that fits to the goals of sustainable agriculture in the Danube region.
