Cilj rada je analiza dva značajna činioca u procesu organizacije Srbije i Rumunije u XIX veku: spoljnih faktora i unutrašnjih društveno-političkih okolnosti. Iz tog razloga ustavni modeli i vrste implementacije su značajan deo ovog rada. Oslanjajući se na analitičke i komparativne metode u radu ilažemo sličnosti i razlike u procesu konstitucionalizacije u ovom delu Balkana. The aim of this paper is to analyze the impact of two important factors in the process of the constitutional organization of Serbia and Romania during the 19th century: the external factors and internal socio-political circumstances. Therefore, the constitutional models, modes and types of implementation are an important part of this work. Using analytical and comparative methods, I will discuss the similarities and differences in the processes of constitutionalization in one part of the Balkans region.

Tema rada je politička biografija Jovana Ristića. Jovan Ristić je rođen 1829. godine u Kragujevcu. Nakon završene gimnazije i Liceja u Beogradu proveo je četiri godine na studijama u inostranstvu (1849‒1854). Po povratku u Srbiju brzo je napredovao u državnoj administraciji. Godine 1861. imenovan je na mesto srpskog diplomatskog predstavnika u Carigradu. Na tom važnom položaju je ostao do 1867. godine. Naredne godine, nakon ubistva kneza Mihaila, izabran je za jednog od namesnika maloletnom knezu Milanu Obrenoviću, te je tu funkciju obavljao do kneževog punoletstva 1872. godine. Položaj predsednika Vlade i ministra inostranih dela zauzimao je 1873, u periodu od 1878‒1880, kao i 1887. godine. Resor inostranih dela zauzimao je i 1875, 1876‒1878 godine. Nakon abdikacije Milana Obrenovića 1889. imenovan je na položaj namesnika kralju Aleksandru Obrenoviću koju je obavljao do državnog udara mladog kralja 1893. godine. Jovan Ristić je umro 4. septembra 1899. godine. Ristić je imao veliku ulogu u dobijanju šest utvrđenih gradova 1867. godine. Bio je jedan od ključnih činilaca u donošenju Ustava od 1869. godine. Njegov najvažniji državnički doprinos predstavlja rad tokom perioda Velike istočne krize, koji je krunisan na Berlinskom kongresu 1878. godine, kojim je Srbija dobila državnu nezavisnost i teritorijalno proširenje. Iza sebe je ostavio i mnobrojna pisana dela, od kojih su najvažnija ona koja obrađuju spoljnu politiku Srbije u periodu od 1848. do 1878. godine The subject matter of the paper is the political biography of Jovan Ristić. Jovan Ristić was born in 1829 in Kragujevac. After having completed high school and Lyceum in Belgrade, he spent four years (1849‒1854) studying abroad. After returning to Serbia, he rapidly advanced in state administration. In 1861, he was appointed as a diplomatic representative of Serbia in Constantinople. He remained in this important position until 1867. The following year, after the assassination of Prince Mihailo, he was elected as one of the regents of the Prince Milan Obrenović, who was a minor at the time, and remained in this position until the Prince reached legal age in 1872. He held the position of Prime Minister and Minister of Foreign Affairs in 1873, from 1878 until 1880, as well as in 1887. He held office in the Department of Foreign Affairs 1875, 1876‒1878. After the abdication of Milan Obrenović in 1889, he was appointed as regent to King Aleksandar Obrenović, a position he held until the coup that overthrew the young king in 1893. Jovan Ristić died on September 4, 1899. Ristić played an important part in the gain of six fortified cities in 1867. He was one of the key factors in the adoption of the 1869 Constitution. His most essential contribution to state affairs occurred during the Great Eastern Crisis, culminating at the Congress of Berlin in 1878, when Serbia achieved full independence and gained territories. He left a prolific literary legacy, the most notable of which cover the foreign policy of Serbia from 1848 to 1878

Руска империја је представљала најважнији спољнополитички ослонац Краљевине Србије на почетку 20. века. Током Анексионе (1908–1909) и кризе поводом изласка Србије на Јадранско море (1912–1913), услед унутрашњих проблема и незавршене војне реформе, Русија је била приморана да попусти пред притиском Аустро-Угарске. Ствари су се промениле после балканских ратова. Министар иностраних дела Сергеј Сазонов уверавао је да његова земља на немирном полуострву „има вере“ само у Србију и да ће „учинити све за њу“. Постојала је линија преко које Русија није смела да попусти, што се показало у јулу 1914. године. Бранећи „малог савезника“ од уништења, Русија је уједно штитила своје интересе и углед велике силе. И поред тога, немерљив је политички и морални значај одлуке царске владе да стане у заштиту Србије, насупрот експанзионистичким тежњама Аустро-Угарске. Штавише, она је пружила Србији шансу да се избори за опстанак и испуњење својих ратних циљева. У току Првог светског рата, Русија је наставила да пружа обимну дипломатску, хуманитарну, материјалну, финансијску и војну помоћ. Промене, које су наступиле 1917. умногоме су утицале на Србију. Њен најближи војно-политички савезник нашао се у вртлогу бурних унутрашњих потреса. Због слабљења утицаја Петрограда, иницијативе које је Русија покретала у корист Србије, нису више имале значајног успеха. Долазак бошљевика на власт у Русији потпуно је промени карактер српско-руских односа. The Russian Empire represented the most important foreign policy support of The Kingdom of Serbia at the beginning of the 20th century. During the Annexation crisis (1908-1909) and the crisis over Serbia's outcome into the Adriatic Sea (1912-1913), due to internal problems and unfinished military reform, Russia was forced to yield to the pressure of Austria-Hungary. Things changed after the Balkan wars. Foreign Minister Sergey Sazonov assured that his country in the troublesome peninsula "has faith" only in Serbia and that he "will do everything for her". There was a line beyond which Russia shouldn’t cross, what was demonstrated in July 1914. While protecting its “small ally” from devastation, Russia simultaneously protected its own interests and the reputation of great power. Nevertheless, the political and moral importance of the Imperial government's decision to stand up for the protection of Serbia, against the expansionist aspirations of Austria-Hungary, is immeasurable. Moreover, Serbia was given the opportunity to fight for its own survival, and to accomplish its war aims. During the First World War, Russia continued to provide extensive diplomatic, humanitarian, material, financial and military assistance. The changes that came in 1917, in many ways, had an impact on Serbia. Its closest military-political ally was stacked in vortex of internal turmoils. As the position of Petrograd weakened, Russian initiatives in favor of the Serbia were also becoming less successful. У оквиру рада детаљно су анализирани односи Србије и Старе Србије од почетка Српске револуције 1804. године до краја прве владавине кнеза Милоша Обреновића и доношења Хатишерифа од Гилхане у Османском царству 1839. године. Обрађени период представља заокружену целину, са неопходним освртом на друштвено- политичке и етничке промене у Османском царству уопште и његовом европском делу од 16. до краја 18. века, претходни развој српске национално-ослободилачке и државотворне идеје, промене у терминисању сопственог етничког простора код Срба до краја прве половине 19. века и изградњу нововековне српске државе између 1804. и 1839. године. Детаљно је анализиран однос устаничке и Србије кнеза Милоша према Србима и представницима турских власти у Старој Србији и одговор Срба и муслимана у Старој Србији на стварање и развијање српске државе. Пажња је обраћена на унутрашње и спољнополитичке заплете који су у првој половини 19. века карактерисали историју Османског царства и њихов утицај на етничке и конфесионалне промене у Старој Србији и полажај тамошњих Срба. Истраживање је у основи ослоњено на изворну грађу из Архива Србије, до сада необјављену или слабо коришћену. Употребом необјављене грађе српске провијенције, објављених страних и домаћих извора и литературе, штампе, картографије, те дела књижевне, позоришне и ликовне уметности настојало се на давању одговора на бројна слабо расветљена питања у историографији: место Старе Србије у национално- ослободилачким и државотворним плановима Карађорђа и кнеза Милоша, облик и начин испољавања етничке, националне и историјске свести православног становништва Старе Србије, ефекти политике кнеза Милоша према пашама у јужном суседству на положај тамошњих Срба, обим миграција становништва Старе Србије у Србију и њихов утицај на на пораст становништва Србије и промену етничке и конфесионалне слике Старе Србије, помоћ Србије српским црквама и манастирима у Старој Србији и утицај привредних и економских односа Србије и Старе Србије на економско јачање православне чаршије северно и јужно од српско-турске границе. The paper gives a detailed analysis of the relations between Serbia and Old Serbia since the beginning of the Serbian Revolution of 1804 until the end of the first reign of Prince Milos Obrenovic and issuing The Gilhane Edict in the Ottoman Empire in 1839. The analyzed period is a complete structure, with the necessary emphasis on social-political and ethnic changes in the Ottoman Empire in general and its European part from the 16th to the end of the 18th century, the previous development of Serbian national liberation and statehood ideas, changes in determining their own ethnic area in the Serbs until the end of the first half of the 19th century and building a modern Serbian state between 1804 and 1839. The paper offers a thorough description of the relationship between the rebellious Serbia of Prince Milos towards the Serbs and representatives of Turkish authorities in the Old Serbia and the response of the Serbs and Muslims in the Old Serbia to the creation and development of the Serbian state. Attention was focused on internal and foreign policy tangles which characterized the history of the Ottoman Empire in the first half of the 19th century as well as on their impact on ethnic and confessional changes in the Old Serbia and the position of the local Serbs. The research basically relies on original material from the Archive of Serbia, so far undisclosed or poorly utilized. The aim of using unpublished sources of Serbian provenances, published foreign and domestic sources and literature, press, cartography, and works of literary, theatrical and visual arts was to provide answers to a number of poorly elucidated questions in historiography: the position of the Old Serbia in national, liberation and state-building plans of Karađorđe and Prince Milos, the form and manner of the manifestation of ethnic, national and historical consciousness of the Orthodox population of the Old Serbia, the effects of the Prince Milos's policy to pashas in the southern neighborhood to the position of the local Serbs, the extent of migrations of the Old Serbia population into Serbia and their impact on the Serbia population growth and change in ethnic and confessional images of the Old Serbia, the help that Serbia gave to Serbian churches and monasteries in the Old Serbia and the impact of commercial and economic relations between Serbia and Old Serbia to the economic empowerment of Orthodox towns north and south of the Serbian-Turkish border.

Након добијања независности и проглашења Србије краљевином, историјски тренутак је захтевао убрзану модернизацију друштва. У том подухвату значајан допринос дали су српски интелектуалци који су се вратили са школовања из великих европских држава. Област физичког вежбања у Краљевини Србији је такође доживела убрзан развој и неопходан континуитет, подједнако у војсци и у цивилном становништву. Војна академија је представљала место на којем је физичко вежбање развијано систематски већ од њеног оснивања (1850.) а нарочито у периоду краљевине. Рад је реализован у оквиру три основна предмета: гимнастика, борење и пливање, али и у предметима јахање и волтижовање. Од увођења редовног служења војног рока 1883. године, сви војно способни мушкарци примењивали су систематска физичка вежбања у двогодишњем периоду служења војнe обавезе. Физичка вежбања у рочној војсци Краљевине Србије најчешће се појављује под именом гимнастика. Гимнастика је припадала малој групи предмета која је упражњавана у свим фазама обуке пешадијског и артиљеријског рода. Такође, коњички и инжењерски род је имао обавезне садржаје физичког вежбања. То су најчешће били садржаји јахања у коњичком и пливања у инжињереско-понтонијерском роду. Увежбавајући елементе гимнастике, војници су усвајали различите садржаје физичког вежбања а такође су подизали и ниво својих физичких способности. Знања добијена у војним јединицама војници су преносили свесно или несвесно и на цивилно становништво. У цивилном образовном систему Краљевине Србије, садржаје физичког вежбања чинили су и елементи војне обуке. Од 1882. године, након договора министарстава просвете и војске, официри су обављали задатке наставника гимнастике у средњим школама краљевине као и у Великој школи. Позив учитеља гимнастике у средњим школама Kраљевине и у Великој школи обављало је најмање 30 српских официра. Допринос у оснивању Гимнастичке школе, у Београду 1908. године дали су и официри Краљевине Србије. У Гимнастичкој школи се образовао наставни кадар из VI гимнастике те је ова институција представљала прву претечу данашњих факултета спорта и физичког васпитања у Србији... After achieving independence and proclamiation of Serbia as a kingdom, the historical moment required quick modernization of the society. Serbian intelectuals who finshed schooling in great Europeen countries contributed considerably in that undertaking. Physical exercise in the Kingdom of Serbia also developed rapidlly had necessary continuity, both between army members and civilians. Military Academy was the place where physical exercise was developed systematically since its foundation (1850.) and especially in the period of being a kingdom. There were 3 basic subjects-gymnastics, fighting and swimming and as a part of other subjects (horse riding ang equestrian vaulting). All men fit for military service did systematic physical exercise in the two year period of military service, since the implentation of the regular military service in 1883. Physical exercise in military service of the Kingdom of Serbia was usually called gymnastics. It belonged to a small group of subjects that was exercised in all phases of military training in infantry and artillery also, cavalry and engineering service had elements of physical exercise as compulsory. There were mostly elements of riding in cavalry and elements of swimming in engineering-pontinier service. By practising the elements of gymnastics, soldier acquired different elements of physical education and also raised the level of their abilites. The knowledge acquired in military units was transferred wittingly or not to civilians. The elements of military training were also included in the civil educational system in the Kingdom of Serbia. After the agreement between ministry of education and army, in 1882, the officires were teachers of gymnastics in secondary schools as well as in the Higher School. At least 30 Serbian officires were teachers than. The officires of the Kingdom of Serbia also contributed to the foundation of the „Gymnastic School“ in Belgrade in 1908. They educated teaching staff in gymnastics there, so this institution was the forerunner of today’s faculties of sport and physical education in Serbia...

U okviru rada detaljno su analizirani odnosi Srbije i Stare Srbije od početka Srpske revolucije 1804. godine do kraja prve vladavine kneza Miloša Obrenovića i donošenja Hatišerifa od Gilhane u Osmanskom carstvu 1839. godine. Obrađeni period predstavlja zaokruženu celinu, sa neophodnim osvrtom na društveno- političke i etničke promene u Osmanskom carstvu uopšte i njegovom evropskom delu od 16. do kraja 18. veka, prethodni razvoj srpske nacionalno-oslobodilačke i državotvorne ideje, promene u terminisanju sopstvenog etničkog prostora kod Srba do kraja prve polovine 19. veka i izgradnju novovekovne srpske države između 1804. i 1839. godine. Detaljno je analiziran odnos ustaničke i Srbije kneza Miloša prema Srbima i predstavnicima turskih vlasti u Staroj Srbiji i odgovor Srba i muslimana u Staroj Srbiji na stvaranje i razvijanje srpske države. Pažnja je obraćena na unutrašnje i spoljnopolitičke zaplete koji su u prvoj polovini 19. veka karakterisali istoriju Osmanskog carstva i njihov uticaj na etničke i konfesionalne promene u Staroj Srbiji i polažaj tamošnjih Srba. Istraživanje je u osnovi oslonjeno na izvornu građu iz Arhiva Srbije, do sada neobjavljenu ili slabo korišćenu. Upotrebom neobjavljene građe srpske provijencije, objavljenih stranih i domaćih izvora i literature, štampe, kartografije, te dela književne, pozorišne i likovne umetnosti nastojalo se na davanju odgovora na brojna slabo rasvetljena pitanja u istoriografiji: mesto Stare Srbije u nacionalno- oslobodilačkim i državotvornim planovima Karađorđa i kneza Miloša, oblik i način ispoljavanja etničke, nacionalne i istorijske svesti pravoslavnog stanovništva Stare Srbije, efekti politike kneza Miloša prema pašama u južnom susedstvu na položaj tamošnjih Srba, obim migracija stanovništva Stare Srbije u Srbiju i njihov uticaj na na porast stanovništva Srbije i promenu etničke i konfesionalne slike Stare Srbije, pomoć Srbije srpskim crkvama i manastirima u Staroj Srbiji i uticaj privrednih i ekonomskih odnosa Srbije i Stare Srbije na ekonomsko jačanje pravoslavne čaršije severno i južno od srpsko-turske granice. У оквиру рада детаљно су анализирани односи између Србије и Русије за време друге владавине кнеза Михаила (1860–1868). Период који је обрађен представља заокружену целину, са неопходним освртом на период прве владавине кнеза Михаила (1839–1842), Обреновиће у емиграцији и њихов повратак на престо, те положај Србије и Русије у контексту промена након Париског мировног уговора (1856). Детаљно су анализирани сложени унутрашњи и спољнополитички положај Кнежевине Србије, у контексту руско–српских односа. Истовремено, пажња је усмерена на то да се руско–српски односи и везе сагледају у оквиру широке позадине европске политичке сцене. Истраживање је у основи базирано на изворној грађи архива Руске федерације (Архив внешней политики Российской империи (АВПРИ), Государственний архив Российской федерации (ГАРФ), Российский государственний военно-исторический архив (РГВИА), Научно–исследовательский отдел рукописей Российской государственной библиотеке (НИОР РГБ), Отдел письменных источников Государственного Исторического музея (ОПИ ГИМ), до сада необјављеним или пак, слабо истраженим. Користећи грађу руске и домаће провенијенције, објављене изворе, штампу, те страну и домаћу литературу, настојали смо да одговоримо на бројна, мало расветљена питања у историографији: руску дипломатску подршку Србији у кључним питањима, руску подршку кнезу Михаилу на унутрашњем плану у Србији, личне односе водећих српских и руских државника и политичара, укљученост и улогу Русије у стварању Балканског савеза, улогу Русије у планирању рата на Балкану, улогу руских официра у питању реорганизације српске војске. In this paper were detailed analyzed relations between Serbia and Russia during the second rule of Prince Michael (1860–1868). Processed period was completely covered, with the necessary references to the period of the first rule of Prince Michael (1839–1842), Obrenovićs in exile and their return to the throne, and the position of Serbia and Russia in the context of changes after the Paris Peace Treaty (1856). Complex internal and foreign policy position of the Principality of Serbia, in the context of Russian–Serbian relations were detailed analyzed. At the same time, attention was directed to the fact that the Russian–Serbian relations and connections perceived in the broad background of the European political scene. The research is essentially based on original documents from the archives of Russian Federation (Archive of Foreign Policy of Russian Empire, State Archive of Russian Federation, Russian State Archive of Military History, Scientific Research Department of Manuscripts at Russian National Library, Department of Written Sources of State History Museum), so far unpublished or poorly researched. Using the sources of the Russian and local provenance, published sources, newspapers, and foreign and domestic literature, we have tried to answer to many, little clarified questions in historiography: Russian diplomatic support to Serbia on key issues, Russian support to Prince Michael at the internal level in Serbia, personal relations among Serbian and Russian statesmen and politicians, and the involvement of Russia in the creation of the Balkan League, Russia’s role in the planning of the war in the Balkans, the role of Russian officers in the reorganization of the Serbian army.

The research of the existing archive sources and historical literature proved that the influence of Philip Hristic (1819 – 1905), Serbian diplomat and politician was not well known. The examination of historical personalities could make a major contribution to the knowledge of the political and diplomatic scene of the 19th century Serbia. Judging by his accomplishments in diplomacy, politics, education and finance, the life of Philip Hristic enriches the history of the Principality and latter Kingdome of Serbia. Introduction to the political biography of Philip Hristic requires from the researcher the analyses of the stand of the Serbian historiography toward his historical personality and his meaning for Serbian history. His family roots leading from the First Serbian Uprising, his companionship with the young princes from the Obrenovic dynasty and latter his wedding with the daughter of reach Greek merchant Hadzi Toma Opulos influenced his political beliefs. The dissertation sheds light on Hristic `s personal features and his life commitment to diplomacy and political engagements. His professional accomplishments were historically researched to prove the importance of his political biography. Hristic was characterized in the Serbian historiography as a week politician, unable to hold a stable first government of the prince Michael without the conflict with the political opponents. He was also accused of using family relations to gain political positions. Within his biography this dissertation will try presented these facts differently. The special attention is dedicated to the path of development of Philip Hristic from the beginning of his schooling and the start of his carrier toward examining his ideas, thoughts and planes during his long life. This period includes the dynasty change on the Serbian throne, first rule of the prince Michel Obrenovic, the return of the fortresses from Turkey to Serbia at the time when Philip Hristic was a member of the State Council. Special attention was paid to Hristic `s missions in Constantinople from 1870 to 1880 with interruptions, his missions to Vienna, Berlin and Rome. Hristic`s educational work reached his peek when he was instituted as minister of education in 1873/74. The connections of Philip Hristic with Great Britain were researched from 1863 when he was sent to a mission to England with princess Julia Obrenovic to 1883/84 when he was posted as a first Serbian extraordinary and plenipotentiary minister to Great Britain. Those connections were emphasized not only during Hristic`s stay in Great Britain, but especially during his service in Constantinople where he was posted because of his connections to Great Britain. After the Crimean war Great Britain was the most influential great power in the Ottoman Empire, especially from 1870-s to 1880-s. After Hristic`s retirement from the diplomatic service, he was posted to the position of the second Serbian Governor of the First Serbian National Bank from 1885 to 1889. After this position Hrisitic also retired from Belgrade…

U okviru rada detaljno su analizirani odnosi između Srbije i Rusije za vreme druge vladavine kneza Mihaila (1860–1868). Period koji je obrađen predstavlja zaokruženu celinu, sa neophodnim osvrtom na period prve vladavine kneza Mihaila (1839–1842), Obrenoviće u emigraciji i njihov povratak na presto, te položaj Srbije i Rusije u kontekstu promena nakon Pariskog mirovnog ugovora (1856). Detaljno su analizirani složeni unutrašnji i spoljnopolitički položaj Kneževine Srbije, u kontekstu rusko–srpskih odnosa. Istovremeno, pažnja je usmerena na to da se rusko–srpski odnosi i veze sagledaju u okviru široke pozadine evropske političke scene. Istraživanje je u osnovi bazirano na izvornoj građi arhiva Ruske federacije (Arhiv vnešneй politiki Rossiйskoй imperii (AVPRI), Gosudarstvenniй arhiv Rossiйskoй federacii (GARF), Rossiйskiй gosudarstvenniй voenno-istoričeskiй arhiv (RGVIA), Naučno–issledovatelьskiй otdel rukopiseй Rossiйskoй gosudarstvennoй biblioteke (NIOR RGB), Otdel pisьmennыh istočnikov Gosudarstvennogo Istoričeskogo muzeя (OPI GIM), do sada neobjavljenim ili pak, slabo istraženim. Koristeći građu ruske i domaće provenijencije, objavljene izvore, štampu, te stranu i domaću literaturu, nastojali smo da odgovorimo na brojna, malo rasvetljena pitanja u istoriografiji: rusku diplomatsku podršku Srbiji u ključnim pitanjima, rusku podršku knezu Mihailu na unutrašnjem planu u Srbiji, lične odnose vodećih srpskih i ruskih državnika i političara, uključenost i ulogu Rusije u stvaranju Balkanskog saveza, ulogu Rusije u planiranju rata na Balkanu, ulogu ruskih oficira u pitanju reorganizacije srpske vojske. In this paper were detailed analyzed relations between Serbia and Russia during the second rule of Prince Michael (1860–1868). Processed period was completely covered, with the necessary references to the period of the first rule of Prince Michael (1839–1842), Obrenovićs in exile and their return to the throne, and the position of Serbia and Russia in the context of changes after the Paris Peace Treaty (1856). Complex internal and foreign policy position of the Principality of Serbia, in the context of Russian–Serbian relations were detailed analyzed. At the same time, attention was directed to the fact that the Russian–Serbian relations and connections perceived in the broad background of the European political scene. The research is essentially based on original documents from the archives of Russian Federation (Archive of Foreign Policy of Russian Empire, State Archive of Russian Federation, Russian State Archive of Military History, Scientific Research Department of Manuscripts at Russian National Library, Department of Written Sources of State History Museum), so far unpublished or poorly researched. Using the sources of the Russian and local provenance, published sources, newspapers, and foreign and domestic literature, we have tried to answer to many, little clarified questions in historiography: Russian diplomatic support to Serbia on key issues, Russian support to Prince Michael at the internal level in Serbia, personal relations among Serbian and Russian statesmen and politicians, and the involvement of Russia in the creation of the Balkan League, Russia’s role in the planning of the war in the Balkans, the role of Russian officers in the reorganization of the Serbian army.
