This paper explores an aspect of the legacy of the Declaration of Arbroath and expands upon earlier research into tensions surrounding the commemorations in 1814 of the battle of Bannockburn. It considers the evidence for connections between those radical artisans and their leaders who attempted to rouse popular insurrection in 1820, Scotland's so-called 'radical war', and Bruce's now-celebrated missive to the papacy of 6 April 1320, five centuries before. Did the armed workers moving on Carron Shore Iron Foundry on 5 April 1820, routed by troops at Bonnymuir, seek to coincide with the Declaration's anniversary? To what extent was the radicals' own declaration, the Address to the Inhabitants of Great Britain and Ireland, influenced by the text of 1320? If so, did this represent a continuation, a renewal or a debut for the Declaration as an inspiration for popular political participation in modern times? A survey of the holdings of early working-class subscription, circulation and public libraries in central Scotland c. 1790–c. 1830 can be made to identify both known and previously unnoticed published works which reproduced, translated and/or discussed the Declaration, as well as any radicalised readers. This reveals public awareness of Arbroath in the late eighteenth and early nineteenth centuries to have been potentially far more widespread than hitherto recognised by historians, if still marginal as a catalyst to political agitation. Sacred kings of Late Iron Age northern Britain are thought to have symbolised fertility and considered responsible for the wellbeing of the lands and people; components of a system of governance maintained by conservative religious beliefs and champions of a local goddess of sovereignty, also associated with the cuckoo and the planet Venus. Their regicide was undertaken by their successors with a sacred spear at cult-sites at eight-year intervals when Venus set at its evening extreme at Samhain. Titled after the cuckoo, the symbol of male fertility across Europe, they mimicked the cuckoo's polygynous behaviour. Others have suggested their exploits were based on myths about the cuckoo. They are recalled in Irish legends, Arthurian tales and the writings of contemporary authors, depicted on stones and confirmed in recent place-name and archaeoastronomy studies, but not previously recognised. This paper explores the evidence for, and significance of, British, Irish and continental European warrior-champions named after the cuckoo. The study strongly suggests a continuity of cosmological beliefs, celestial associations, myths and legends, religious symbolism, sacred kingship and governance of tribal societies from the Indo-European immigrants to Britain until the adoption of Christianity and its associated form of kingship by the Picts. This article contributes to scholarship concerning the effects of the UK Referendum on EU membership and Brexit on EU citizen rights in the UK (Botterill, McCollum and Tyrrell, 2018; Burrell and Schweyher, 2019; Gawlewicz and Sotkasiira, 2019; Huber, 2019). The paper focuses on applications for, and meanings of, 'settled status' among Polish nationals living in urban and rural Scotland. In particular we argue that the 'simple' act of application produces diverse responses among Polish nationals, characterised by ambivalent and reluctant compliance, with longer term implications for ontological security and sustainable communities. In the paper we present empirical data from the perspectives of three differently positioned individuals to illustrate the heterogenous experience of Polish nationals in Scotland and to demonstrate how pre-existing vulnerabilities and conditions are compounded by the EU settlement scheme. First, we highlight a view of citizenship as 'social contract' through the vignette of Marek who expresses ambivalence about Brexit and for whom the welfare system serves both as a safety net and a space of the undeserving. Second, we reflect on the complex bureaucratic process of gaining citizenship for a family, through the vignette of Monika. Finally, we consider how form filling is an anxious act of validating oneself and questioning one's belonging to place with longer term effects on ontological insecurity, through the vignette of Weronika. We conclude by offering a set of recommendations for Scottish policy on intercultural communication, integration and sustainable communities that, in the context of the COVID-19 pandemic, is ever more significant. Purpose: Sexual and reproductive health (SRH) incorporates prevention of unplanned pregnancies, unsafe abortions, and sexually transmitted infections (STIs). The sourcing, understanding and application of related information are important for health and this defines sexual and reproductive health literacy (SRHL). Health care utilization rates among Asylum Seekers and Refugees (ASRs) may not be high and they are unlikely to seek sufficient SRH information and care in their host countries, leaving some needs unmet. No SRHL research related to Scotland's Asylum Seeking and Refugee Women (ASRW) exists. In this qualitative study, the purpose of this paper is to explore the SRHL-related views and experiences of adult ASRW living in Glasgow and their views on assistance required to improve their SRHL. Design/methodology/approach: In total, 14 semi-structured interviews were audio-recorded and transcribed and qualitative thematic analysis employed. Findings: Five themes and 13 sub-themes with four key findings highlighted: experience of unmet SRHL needs, similarities and differences in the source of SRH information, SRH views and behaviours influenced by cultural and religious factors, barriers and facilitators to accessing SRH information/care and developing SRHL. Research limitations/implications: This was a small scale qualitative study affording limited transferability. The work addressed a highly sensitive topic among women from conservative home country cultures. Practical implications: Routine collection of sexual and reproductive health data by the NHS should be explored for this group. NHS staff should be aware of the rights of asylum seekers, Refugees and failed asylum seekers, to NHS healthcare free at the point of delivery in Scotland (National Health Service, 2019; Scottish Government, 2018), and be well trained in the likely religious and cultural norms of these groups. Host communities should consider improving access to SRH information and care in ASRWs first languages. Social implications: The study identified weaknesses in the opportunities for social integration afforded this group and the coordination of existing social opportunities. The stigmatization of immigrants in the UK is well understood and has repercussions for many individuals and societal organizations implicated in the promotion of this. Originality/value: This paper addresses a very sensitive topic with women from conservative cultures. With few publications in this area, and none pertaining to Scotland, the paper makes a small but original contribution that might be considered a starting point for researchers and relevant services in Scotland. How did Scottish universities fare in the pandemic? This paper looks at changes in income and student enrolments, comparing the pandemic years (2020–2022) to those preceding them. Despite concerns that Covid would have negative impacts across the university sector, the analysis shows that both income and student numbers increased substantially in Scotland. This article builds on a related analysis (Armstrong 2023) and focuses on a selection of ten universities that encompass the diverse range of sizes, locations and student cohorts making up the Scottish university sector. It finds that growth in income, against expectation, accelerated during Covid, and this is largely attributable to expanded recruitment of international students, who pay significantly higher fees than those located within the UK. Scottish universities made a record amount of income from international fees in 2021–22 of £1.14 billion. The analysis of income growth is followed by exploration of changes in student numbers and cohort compositions, where international student numbers also accelerated in the pandemic. A discussion of the implications of these changes considers the growing divide among Scottish universities, and the wider implications that rapid growth and increasing dependence on one source of income has for universities, their staff and students and the cities and towns in which they are located. This paper offers a critique of accounts of 'the stranger' that lack empirical grounding and are fetishising, suspicious, and anxious. Instead, I propose that we should engage with strangers and move towards more relational, emotional, and embodied accounts of the place of the stranger in contemporary society. In order to illustrate this argument, I draw upon qualitative research with young Sikh men growing up in urban Scotland to explore the complex strategies enacted by these young men in responding to being placed in the position of the stranger. The strategies employed by the young men include educating others, managing multicultural intimacies, affiliating with the Scottish nation, and travelling far to socialise with friends. Overall, this paper offers a relational, embodied, and emotional set of insights into young Sikh men's strategies for managing being cast as strangers and demonstrates the agency and creativity of the young men in doing so. Purpose: The purpose of this paper is to establish the evidence for, the why and how recent austerity policy atmosphere associated with the UK government affected environmental protection decisions within planning in Scotland. Design/methodology/approach: A qualitative analysis based on perspectives gathered via questionnaire survey targeted at stakeholders involved in planning in Scotland was undertaken. The questionnaire responses were analysed thematically, supplemented by using statistical tests of significance and variance to show how responses differed across participants. Findings: The evidence showed that austerity policy atmosphere resulted in a pervasive neoliberal imperative of resuscitating the economy; whilst producing subtle and adverse effects on environmental decisions. This was best understood within a neo-Gramscian perspective of hegemony, borrowed from the field of political economy of states. Research limitations/implications: The gathered views were constrained within unknown biases that the participants may have had; and because the case study approach was not equipped to generalise the results beyond the study, more research testing cause-effect between the austerity and selected environmental parameters is needed, from various contexts. Practical implications: Decision-making frameworks should explicitly acknowledge the unique pressures during austerity periods; and contemplate resilient decision-making frameworks that can withstand the hegemonic tendencies which prioritise economic goals above environmental ones. Originality/value: Whilst the area of austerity's impacts on the environment remains poorly evidenced, empirically, this seminal paper uses robust analysis to establish how the austerity policy atmosphere affects environmental decisions. This is insight into what may be happening in other similar situations outside Scotland, raising concern as to whether and how we should approach the challenge of hegemonic ideas. All UK charities are required by law to publish annual accounts. This paper investigates the choice faced by smaller charities of whether to use the accruals (the Charities SORP) or receipts and payments (R&P) basis. It contributes to the literature on small charity financial reporting through a study of reporting practice by 90 smaller Scottish charities, supplemented by interviews. In examining drivers behind the choice of approach, it found that both accruals and R&P accounts were considered legitimate means of reporting and choices were driven largely by the perceived preferences of users of accounts rather than costs. IMPACT While receipts and payments (R&P) based accounting has only been available to Scottish charities in the £100,000 to £250,000 income band since 2011, it is already being used by nearly 40% of charities in that band. Charities consider that both the accruals and R&P bases are legitimate means of reporting to stakeholders and the perceived requirements of the stakeholder influence the accounting choice to a greater extent than cost-constraints. Both approaches have their merits in a framework of charity regulation with neither being considered more legitimate than the other. These findings are relevant to regulators and practitioners internationally when considering the most appropriate basis of reporting for the smaller charity. [ABSTRACT FROM AUTHOR]

This paper uses analysis of interview transcripts and notes from participant observation to explore white reactions to the introduction of diversity management in a large public sector workplace in Glasgow. The paper analyses white talk about racial equality in a social context where the shaming, exclusion and demonization of disadvantaged groups including migrants, asylum seekers and the poor have ensured that issues of entitlement and race are highly charged. It is suggested that in such contexts diversity management is being wielded as a new kind of civility by middle-class people invested in the objectification of poor whites. This represents a form of class conflict over belonging within the body of whiteness that risks reinforcing rather than redressing racial resentments. [ABSTRACT FROM AUTHOR]

This paper examines the extent to which the UK's three devolved governments have sought and achieved influence on the UK Government's evolving post-Brexit international trade policy, distinguishing their influence at key stages of the trade policy cycle (mandate, negotiations and implementation). Despite carrying the legal responsibility to implement those aspects of trade deals that fall within areas of devolved competence, the devolved governments' attempts to secure meaningful influence on the UK's trade agreements have largely been frustrated. This reflects a lack of trust between the devolved and UK governments, weaknesses in the framework for and operation of intergovernmental relations, and a strong desire of the UK government to retain control centrally wherever possible. The resulting tensions have exacerbated devolved governments' concerns over the authority of the devolved institutions post-Brexit. [ABSTRACT FROM AUTHOR]

In their first term in UK office since 1979, and also following their election to the Scotland Parliament, 'New Labour' attempted to reposition the museum within society in order to harness its potential for the transformation of the citizen. Through an examination of policy documents created at both the UK and Scottish level during this term, this paper highlights the various discursive shifts that contributed to this attempt to change the relationship between the state, the museum and the citizen. By critically engaging with a variety of the ideas suggested in these documents, it is proposed that, although there is potential for a progressive museum service to develop, there is also a slightly more ominous undertone to such an alignment of state ideology with museum practice. Hence, questions must be asked about Labour's motivation for such a manoeuvre, and whether or not the museum can ever be positioned as such a powerful social agent (as the documentation suggests) in the implementation of policy goals such as social inclusion and justice. Child Rights Impact Assessment (CRIA) is used to assess systematically the impact on children of laws, policies or budgetary allocations as measured against the Articles of the UN Convention on the Rights of the Child (CRC) and domestic human rights/child wellbeing frameworks. Internationally, a small number of governments at central, regional and local level have introduced or attempted CRIA. However, where available, documentary analysis of the assessments and published evaluations of these existing models raise questions about the quality of the impact assessments being produced. This paper examines the use of CRIA with a particular focus on the UK and its devolved governments, looks at issues that can limit its effectiveness, and suggests what should be in place to support the potential of CRIA. These include: a clear mandate for CRIA with sustained political commitment, children's rights training and access to expert advice, tools to guide and shape the process, access to relevant data sets, and a clear expectation of involving children. Background: This article reports on a mentoring programme which was implemented in selected Scottish secondary schools with the view to supporting students with school work, transition to further education/higher education, careers, and interpersonal skills. Mentoring students can enhance their academic, social, career and other outcomes. Mentoring relationships, when properly implemented, have been found also to yield positive results for mentors. Purpose: This paper is an investigation into a school-based mentoring programme which was implemented in 6 selected Scottish secondary schools. In so doing, we hope to contribute to an evolving framework for designing and implementing successful school-based mentoring. Sample: The sample for this study included 10 students aged between 16 and 17 years old in the second year of a broader 2-year business/education project, which aimed to promote student uptake of science, technology, engineering and mathematics (STEM) careers after secondary school. There were 11 mentors, who were drawn mainly from the science, health and the education sectors. Design and method: Methodologically, this study was qualitative interpretivist in nature. Data collection involved focus group discussion and individual semi-structured interviews. Results: The findings show mentee and mentor preparation, clarity of expectations, mentee–mentor matching, mentee motivation, appropriateness of meeting spaces and power relations, modes of communication including the use of social media, and the role of schools as essential conditions which influenced the quality of mentoring relationships. Conclusion: The findings suggest that mentoring programmes involving students in school and ‘external’ adult mentors need to consider a range of factors to achieve success when designing and implementing mentoring. Studies of the relationships between sport and nationalism have often overlooked how different sports may depict alternative expressions of nationalism. This paper examines how social, cultural and political ideas associated with nationalism and national autonomy in Scotland touched the sport of shinty between 1887 and 1928. During this period, the transformation of shinty from a traditional folk game to a modern sport was consolidated within Scottish Highland society. The paper probes some of the ways that shinty was contoured by, and connected to wider social, cultural and political circumstances of the period. Three strands are considered in the analysis: (i) the place of shinty as a conduit for aspirations of national autonomy, (ii) the different expressions of nationalism in Scotland that oscillated on the landscape of culture and politics and (iii) the connections between shinty and Gaelic sports in Ireland, and the relationship with expressions of nationalism. The analysis is developed using the concepts of national autonomy and civil society. These conceptual components help to probe how shinty symbolised alternative aspirations and expressions of nationalism between 1887 and 1928. [ABSTRACT FROM AUTHOR]

ABSTRACT Aim This paper provides a historical overview of licensing law in Scotland. It seeks to put important contemporary policy developments into their historical context and to draw attention to key themes in licensing policy debates across the United Kingdom. Design Based on a survey of statutes, commissions of enquiry and consumption and retail data, this paper draws together historical evidence to present a synopsis of Scottish licensing history. Settings The article focuses on Scotland, but also discusses UK-wide licensing policy over a 250-year period. Findings Scottish licensing has diverged from licensing in England and Wales and has addressed some historical licensing weaknesses, including problems of accountability, overprovision and systemic oversight regarding off-sales. Distinctive features of current Scottish legislation include public health protection as a statutory licensing objective; local Licensing Forums and Licensing Standards Officers; a requirement for explicit policies on the 'overprovision' of licensed premises; mandatory restrictions on price promotions in the on- and off-trades; and limitations on opening hours for off-licences. Conclusion Scotland has developed alcohol policies several times addressing long-standing licensing weaknesses throughout the United Kingdom. The ‘Curriculum for Excellence’ (CfE) guidelines and associated learning experiences and outcomes have been developed following a national debate on the purposes of education in Scotland. The recent development shifts physical education's (PE) role in Scottish education, changing from contributing to the ‘Expressive Arts’ area of the curriculum, to one central to the newly created curriculum area of ‘Health and wellbeing’ in the CfE. This paper provides an analysis of the broader policy context at national and global levels examining the policy developments for PE in Scotland situating them within a globalised discourse emphasising concerns about ill-health and obesity within society. Drawing on the work of Bowe et al., the paper examines the context of production and the context of influence that has contributed to the recent development of ‘Health and wellbeing’ within the CfE. It is argued that the role for PE and the focus on schools promoting daily physical activity within the CfE masks the complexity of addressing the issues of health and well-being. In conclusion it is highlighted that in the interpretation and implementation of policy there will be further issues for PE and as yet unknown consequences for the context of practice and pupils' experiences of PE in Scotland. Purpose - The purpose of this paper is to explore theoretically and empirically the concept of workplace information literacy (IL) and its connections to knowledge management (KM), and to examine the applicability of the mainstream institutional IL frameworks (American Library Association, The Australian and New Zealand Institute for IL, The Society of College, National and University Libraries, The UK Chartered Institute of Library Professionals, etc.) to the workplace environment. Design/methodology/approach - Phenomenographic study of conceptions of effective information use of frontline staff at NHS24, which are discussed with respect to organizational characteristics of NHS Scotland and against the background of the two theoretical concepts: KM and IL. Findings - The paper shows that the main institutional IL frameworks do not properly reflect some important ways in which information is used by participants in the study, particularly the use of people as information sources and the social sense making and interpretation of the value of information and its application in the workplace environment. Research limitations/implications - The results from this qualitative study of a small population can be useful inasmuch as they highlight characteristics of workplace IL that may be relevant in several organizational settings, as well as presenting a critical analysis of the IL frameworks developed by librarians in regard to their applicability to workplace settings. Practical implications - The paper highlights the importance of developing organization-specific guidelines for IL development, endorsing views of learning and information use grounded in socio-constructive perspectives and a consideration of context as situated practice. Social work education in the UK has experienced major changes in recent years with the move to an honours degree qualification. Introduced in 2003, the new degree requires students to develop skills in analysis and critical reflection yet, almost six years later, it would appear that this level of critical analysis is not being demonstrated consistently in relation to values. Two weak areas standout: understanding service users' situations at a structural level, and recognising the importance of anti-oppressive practice. This paper draws upon UK literature, and the authors' own experiences to date, to explore why the new degree seems to fall short when it comes to the development of a strong values framework in students. In particular, it is argued that increased standardisation in social work education, as well as practice, is one possible explanation. Focusing on the Scottish situation, it is suggested that standardisation has become even more apparent since the introduction of new Key Capabilities in Child Care and Protection in 2006, which students are now required to meet in addition to the existing Scottish Standards in Social Work Education. Purpose - The paper aims to show that active labour market policies in Scotland over a nine-year period have failed to meet key policy objectives. Design/methodology/approach - The paper uses the UK national online manpower information system (NOMIS) to conduct a detailed statistical analysis of the spatial differentials in exits from and entry to unemployment across 72 Parliamentary constituencies. The analysis is conducted by reference to the concepts of convergence, NAIRU and hysterisis. Findings - The findings suggest a presence of hysterisis and absence of spatial convergence such that some areas in Scotland have become worse off in terms of the risk of unemployment and despite active labour market intervention. Research limitations/implications - Future research needs to be undertaken at the micro-spatial level to confirm these findings and to focus on the weaknesses in the design of active labour market policies. Practical implications- Active labour market policies in Scotland do not work in terms of reducing the risk of unemployment. Policy needs to focus on creating demand for labour rather than an almost exclusive reliance on "promoting" the supply-side. Originality/value - The key contribution of this paper is that it is the first to provide a detailed analysis of the Government's own data on unemployment distribution - it should be of value to both academicians and policy makers in terms of both analytical approach and policy design. The relatively low proportion of people in ethnic and national minority groups in Scotland has been an obstacle for social research concerning these minorities, especially in characterising and comparing these populations using large scale data. The 2011 census offers an invaluable resource in this regard, especially at a time when minorities are growing to represent a more prominent and significant element in Scotland's population. This paper uses standard aggregate census data and data derived from a 5% sample of census returns to provide an overview and comparison of the six largest minority groups in Scotland, focusing on the origins, identities and socio-economic status of people within these groups. The "near unanimous focus in the literature on successful cases of securitization" is demonstrated by Ruzicka [2019. Failed securitization: why it matters. Polity, 51 (2), 365–377] to be as problematic as it is untenable. The call to interrogate "failed securitisation" is one this article responds to, focussing on the securitisation of asylum seekers and refugees in the United Kingdom, and the puzzle of why this securitisation has, in many respects, failed in Scotland. With the normatively troubling securitisation of migration deepening throughout Europe and beyond, this divergence in Scotland requires much greater attention. Exploring both discursive and non-discursive security mechanisms, empirically, the article reveals that whilst some securitisation policies have been enacted in Scotland, the UK Government-driven securitisation of asylum seekers and refugees has not succeeded there entirely and many elements have failed. By attending to devolution, overlapping jurisdiction and multi-level governance, the article sharpens the theorisation of "failed" securitisation, with implications for broader understandings of "success" in securitisation studies, in two principal ways. First, by demonstrating that effective contestation of securitisation, resting on formal authority and policymaking power, can play a key role in securitisation failure, and second, by revealing that binary notions of "failed" and "successful" securitisations are insufficient: securitisations can both fail and succeed simultaneously. This paper investigates degree classification outcomes for students with SQA Higher qualifications at an elite Scottish university. Students are characterised according to a new indicator based on their secondary school’s academic performance relative to the national (Scottish) average. The results show that our school context indicator provides valuable information for interpreting school qualifications with respect to a student’s potential to benefit from their university studies. If school context is ignored, raw school grades alone may be an incomplete measure of academic ability and the probability of success at university. [ABSTRACT FROM PUBLISHER]

Abstract: This paper evaluates the tensions that result from routinely applying SEA to all policies, plans and programmes within Scotland. The European Union SEA Directive, effective in many EU member states from 2004, introduced a requirement for environmental assessment of certain plans and programmes. Scotland, a devolved nation within the EU member state of the United Kingdom, aimed to be a ‘world leader in SEA’ by legislating for SEA to be undertaken of all public sector plans, programmes and strategies, with the word ‘strategies’ being equated with ‘policies’. This paper presents detailed data regarding Scottish SEA activity between 2004 and 2007, including responses to consultations on SEA reports. This empirical research found that, reflecting a general difficulty in determining where and when SEA should be applied, engagement with the SEA process was not as widespread as intended (including the pre-screening and screening stages). Community-owned energy projects are viewed as compelling contributors towards renewable energy targets. They contribute to curtailing the use of carbon intensive energy sources, consequently aiding mitigation of climate change, and can contribute towards a sustainable, localised economy. The success and expansion of the sector varies. However, there is a lack of knowledge regarding the development of the sector between sub-state nations. This qualitative, comparative study looks at the sector in the sub-state, devolved nations of Wales and Scotland within the UK. Through a series of in-depth interviews with community energy practitioners in four case study sites in Scotland and Wales, this study shows how policy and governance practices can influence the sector and those working at grassroots level. Institutions can affect the degree to which public opinion influences policy by determining the clarity of responsibility in decision-making. The sharing of power between national and devolved levels of government makes it difficult for the public to attribute responsibility for decisions. In the UK, this generates the prediction that the devolution of power to territorial units weakens the effect of public opinion on policy both for the UK and Scottish governments. To test this expectation, this paper analyses responsiveness of the legislative outputs of the UK and Scottish parliaments to the issue priorities of the public. It finds the policy-opinion link in the UK appears to be weaker since devolution to the Scottish Parliament in 1999 compared with the period between 1977 and 1998. Purpose – This paper seeks to report the results of a study, which investigated the use of the internet by political parties and individual candidates in Scotland as part of their campaign for election to the UK Parliament in 2010. Design/methodology/approach – Three methodologies were used in gathering data: the content of the web sites of 18 parties and 12 candidates was analysed in order to identify the ways in which participation by the Scottish electorate was encouraged via the provision of information and of opportunities for interaction, debate and feedback; the extent to which parties and candidates adopted and used social media, such as Facebook and Twitter, during the campaign was investigated and measured; and using e-mail, Facebook and Twitter, a series of enquiries based around topical campaign and policy issues was directed at parties and candidates to measure the speed and extent of response, as well as any efforts made towards the creation of an ongoing relationship with potential voters. Findings – Party and candidate web sites were being used extensively for information provision, income generation and the recruitment of members and volunteers. However, Scottish political actors were reluctant to encourage online contact and debate, and were unwilling to answer contentious policy questions online. Social media applications were adopted by a significant number of parties and candidates, but were used primarily for the one-way flow of information to known associates and party activists. Originality/value – This study forms part of an ongoing series of investigations by the authors, which has examined the use of the internet by political parties and candidates during parliamentary election campaigns in Scotland. In common with the rest of the UK, child care and protection practice in Scotland has undergone unprecedented change over the last ten years, including a wide-ranging three-year Child Protection Reform Programme. In 2006, The University of Dundee's Centre for Child Care and Protection and Barnardo's Scotland Research and Development team were commissioned by the then Scottish Executive to undertake a process review of the Child Protection Reform Programme (Daniel et al., ). Drawing on findings from the process review, this article considers the impact of the Child Protection Reform Programme. The process review concluded that, in the view of the respondents, the Child Protection Reform Programme made a substantive contribution towards the improvement and delivery of child protection services in Scotland, particularly in terms of raising awareness and increased multi-agency working. It was beyond the scope of the review to measure outcomes for children as a result of the reforms. Since the completion of the Child Protection Reform Programme, national policy emphasis has broadened from 'child protection' towards integrated support for children under the Getting it Right for Every Child reforms of children's services. The paper concludes with a discussion around where 'child protection' now fits within this context of universal support for children and argues that there is a need to ensure that the valuable work which was done to improve child protection services in Scotland under the Child Protection Reform Programme is not lost. This paper takes the devolution settlements in the UK as a model of accommodation of territorial diversity, with a focus mainly upon devolution to Scotland. It is argued that the Scotland Act 1998, while in many ways a coherent attempt to meet the demands of national diversity, may also, paradoxically, contain elements that in the long run have the potential to destabilize the UK. We address the non-federal model that has been used to manage the plurinational UK, highlighting certain elements of this ad hoc arrangement which seem useful to the management of pluralism and others which seem to exacerbate the risk of secessionism. The small minority of Scots who entered the house of commons in 1707 were slow to make their mark. Besides lack of numbers, they suffered several significant disadvantages. The Westminster scene was strange, and the style and tone of debate more vigorous and informal. Moreover, the aristocracy had dominated the unicameral Scottish parliament, and commoners found it difficult to emancipate themselves from noble tutelage. Most importantly, Scottish politics did not yet reflect the two-party system dominant in England. Thus in the first sessions the Scots were unable to make headway in the essential business of parliament, legislation. Scotland suffered in comparison with the English provinces, and even the Irish, who were able to muster a more effective lobby. Soon, however, a new generation of debaters appeared, able to use their wit to discomfit English antagonists, and a new class of 'men of business' who grasped the rules of the legislative game. The fortuitous deaths of leading magnates and the polarisation of sectarian antagonisms in Scotland permitted the coalescence of the Scottish representation into two broad factions allied with the English parties. It was with English tory support that bills were passed to benefit the sectional concerns of Scottish episcopalians, accompanied by other measures of a more general nature. The combined attempt by Scottish peers and MPs in 1713 to secure the repeal of the union does not point to a lasting breakdown in Anglo-Scottish relations, since it was also a manifestation of political opportunism by English whigs and discontented tories, and their Scottish allies. But the dawn of a party system in Scotland was dispelled by the death of Queen Anne and the ensuing jacobite rebellion. The complicity of tories in the Fifteen resulted in the destruction of the party in Scotland, and the construction of a whig hegemony. [ABSTRACT FROM AUTHOR]

This paper examines how a National Tourism Organisation, VisitScotland is making use of scenario planning to identify key factors influencing tourism performance. The future of Scottish tourism to 2015 will be affected by macro-trends and drivers in UK society. These trends include demography, globalization, sustainability, technology/communication, politics, transport, fuel supply and pricing, and levels of inflation and affluence. These complex phenomena will impact on tourism in a range of interrelated ways which remain difficult to quantify. This paper will illustrate the utilization of the scenario planning approach to capture expert opinion and reflective discussion in order to build and inform potential futures for the Scottish tourism industry. Describes and analyses the experience of applying the IFLA Checklist, Access to libraries for persons with disabilities to an academic library: the Fife Campus Library at the School of Nursing and Midwifery, University of Dundee, Scotland. An introduction to disability legislation in the United Kingdom provides the legal framework for this paper. In the United Kingdom, this legislation has been recognized as an important incentive for libraries to improve their services to disabled people. In 2001, the United Kingdom government ratified the European Charter for Regional or Minority Languages, recognising Scottish Gaelic, Welsh and Irish under Part III of the Charter, but Scots, in Scotland and Ulster, only under Part II. It may be that this distinction is representative of the dialectalised nature of this language in relation to its near relative, Standard English. Nevertheless, this paper demonstrates that implementation of language policy on Scots at all levels of government – European, United Kingdom, Scotland and local – has been half-hearted, ill thought-out and buried in a swathe of other ‘cultural’ issues. Whilst it would be impossible to prove actual animus against the language by governmental actors, it is likely that prevailing sociolinguistic attitudes towards the vernacular’s status have encouraged the ineffectual nature of policy towards Scots. Drawing on interviews with practitioners involved in voluntary-sector counselling in Scotland, this paper explores contradictions associated with the professionalisation of counselling in the UK. Five meanings of the term “professional” are identified. Those in support of professionalisation aim to bring these different meanings into close alignment, whereas those with reservations point to tensions between at least some of these meanings and core values of counselling. In conclusion the paper reflects on the possibility that counselling might contribute to a reshaping of what it means to be a profession. [Copyright &y& Elsevier]

Family farms dominate less favoured areas (LFAs) within Europe, and family life‐cycle conditions, such as succession and retirement, affects how these farms adapt to changing circumstances. Past studies of on‐farm technical efficiency have not directly addressed these conditions, but they may explain why some farms are more efficient than others, especially as the farm family model dominates most farming systems. Motivated by the UK's withdrawal from the EU and the debate around establishing replacement support policies, we apply a multi‐step model to measure both transient and persistent inefficiencies using a panel of LFA cattle and sheep farms in Scotland over the period 2003–2020. We find a greater prevalence of persistent compared to transient inefficiency, which suggests that structural problems still exist. Farms with planned succession are found to have higher persistent efficiencies, whereas farmers nearing retirement have lower levels. Other factors, such as dependence on subsidy, off‐farm activity and classification as severely disadvantaged tend to compound these lower efficiencies. We argue that life‐cycle conditions should not be ignored in studies of farm technical efficiency. Within the scope of framing a new agricultural policy for UK administrations, these results inform the debate on support for LFAs, as well as the promotion of support towards generational renewal to ease transition across farm family life‐cycle events. Domestic heating accounts for 64% of domestic energy usage in the UK, yet there are currently very few viable options for low carbon residential heating. The government's carbon plan commits to improving the uptake of district heating connections in new build dwellings, but the greatest carbon saving can be made through targeting traditional housing stock. This paper aims to quantify the potential carbon and energy savings that can be made by connecting a traditional tenement building to a district heating scheme. The study uses a transient system simulation tool (TRNSYS) model to simulate the radiator system in a tenement block and shows that a significant benefit can be achieved by reducing the supply temperature; however, the minimum supply temperature is drastically limited by the building condition. Therefore, the study also critically compares the benefits of a lower supply temperature against minor refurbishments. It was found that improving building conditions alone could offer a 30% reduction in space heating energy consumption, while building improvements and integration of a river source heat pump could offer almost a 70% reduction. It is the recommendation of this study that a dwelling be improved as much as economically possible to achieve the greatest carbon and energetic savings. [ABSTRACT FROM AUTHOR]

Background: The ease of contemporary hepatitis C virus (HCV) therapy has prompted a global drive towards simplified and decentralised treatment pathways. In some countries, primary care has become an integral component of community-based HCV treatment provision. In the UK, however, the role of primary care providers remains largely focused on testing and diagnosis alone. Aim: To develop a primary care-initiated HCV treatment pathway for people who use drugs, and recommend theory-informed interventions to help embed that pathway into practice. Design and setting: A qualitative study informed by behaviour change theory. Semi-structured interviews were undertaken with key stakeholders (n = 38) primarily from two large conurbations in Scotland. Method: Analysis was three-stage. First, a broad pathway structure was outlined and then sequential pathway steps were specified; second, thematic data were aligned to pathway steps, and significant barriers and enablers were identified; and, third, the Theoretical Domains Framework and Behaviour Change Wheel were employed to systematically develop ideas to enhance pathway implementation, which stakeholders then appraised. Results: The proposed pathway structure spans broad, overarching challenges to primary care-initiated HCV treatment. The theory-informed recommendations align with influences on different behaviours at key pathway steps, and focus on relationship building, routinisation, education, combating stigmas, publicising the pathway, and treatment protocol development. Conclusion: This study provides the first practicable pathway for primary care-initiated HCV treatment in Scotland, and provides recommendations for wider implementation in the UK. There are two competing accounts for explaining Britain's technological transformation during the Industrial Revolution. One sees it as the inevitable outcome of a largely exogenous increase in the supply of new ideas and ways of thinking. The other sees it as a demand side response to economic incentives--that in Britain, it paid to invent the technology of the Industrial Revolution. However, this second interpretation relies on the assumption that inventors were sufficiently responsive to new commercial opportunities. This paper tests this assumption, using a new dataset of Scottish and Irish patents. It finds that the propensity of inventors to extend patent protection into Scotland and/or Ireland was indeed closely correlated with the relative market opportunity of the patented invention. The equilibrium size of a nation state is, in part, the result of a trade-off between the gains from scale economies in the provision of public services and the costs of applying uniform policy to heterogeneous cultural, institutional and geographical fundamentals. Changes in such fundamentals can thus place pressure on states to reform over time. We consider this dynamic state formation process in the context of Scotland within the United Kingdom. First, we review the recent research in economic history on the persistence and evolution of such fundamentals. Second, we consider the history of Scotland both before and after the 1707 Act of Union in the light of that broader economic history literature. Brexit aimed to restore sovereignty to the United Kingdom. That rested on an interpretation of the UK as an internally integrated and externally bordered sovereign state. Another interpretation is that the UK is a plurinational union, in which the issue of sovereignty is contested. Devolution in 1999 left this issue in abeyance, while membership of the EU provided an external support system. Brexit removed this external support and resulting territorial tensions are exacerbated by the fact that majorities in Scotland and Northern Ireland opposed it. There have been three responses: to reconstitute the United Kingdom as a unitary state; to fragment it into its constituent parts; and to seek a differentiated Brexit. The collapse of the ambitious and experimental Ayr Bank (Douglas, Heron & Co.) was the central episode of the 1772–3 British credit crisis and served as a direct influence on Adam Smith's monetary analysis in the Wealth of Nations. This article identifies the issuance of redeemable annuities in response to the bank's stop of payments in June 1772 and the distressed nature of its asset liquidations afterwards as the main reasons behind the size of its losses. It furthermore uses primary manuscript evidence to reconstruct and extend the existing narrative of this famous episode, from the planning stages in 1773 while the bank was still fighting for its survival, to the retirement of its banknotes by the Edinburgh public banks in 1773–4, the legal and political manoeuvring behind the redemption of the annuities by Act of Parliament in 1774, and the over 40 years of asset unwinding that followed. Abstract: In the autumn of 2014 the residents of Scotland, but not other parts of the UK, will vote on whether to leave the UK and to become a separate state, with a positive vote leading to an independent parliament expected to be elected in 2016. It would remain within the EU and in compliance with its acquis communitaire. This paper identifies issues that would have to be addressed in preparing for and creating a new system of governance for telecommunications markets on that tight timescale. A Scottish Parliament and devolved administration were created in 1999, though without powers over telecommunications or competition law. The Scottish administration has its own economic strategy in which the deployment and adoption of broadband play a part. The creation of new countries has been commonplace in recent years (e.g., in the fission of the USSR and Yugoslavia), but are not precedents for the independence of one part of a regulatory state in which markets deliver services. Less than one-tenth of the UK market would be separated, with all the laws, rules and institutional arrangements to be replicated. The biggest challenge would be to split the existing licences and market operations, one for Scotland and one for the rest of the UK. Operators would revaluate Scotland and would seek to revisit established regulatory decisions, though with a new regulator lacking information about the costs, market shares and viabilities of the new operators and the new markets. Early mobilisation of mechanically ventilated patients has been suggested to be effective in mitigating muscle weakness, yet it is not a common practice. Understanding staff experiences is crucial to gain insights into what might facilitate or hinder its implementation. In this constructivist grounded theory study, data from two Scottish intensive care units were collected to understand healthcare staff experiences relating to early mobilisation in mechanical ventilation. Data included observations of mobilisation activities, individual staff interviews and two focus groups with multidisciplinary staff. Managing Risks emerged as the core category and was theorised using the concept of risk. The middle-range theory developed in this study suggests that the process of early mobilisation starts by staff defining patient status and includes a process of negotiating patient safety, which in turn enables performing accountable mobilisation within the dynamic context of an intensive care unit setting. This article contends that the study of the history of devolution in the UK and the contemporary academic debate over devolution and the future of the UK should involve greater consideration of Northern Ireland. Specifically, it is suggested that the search for linkages, both in historical and contemporary contexts, between Scotland and Northern Ireland around the theme of devolution and constitutional change contributes significantly to an understanding of the broader issue of the interrelations between the 'Four Nations' of these islands. It is demonstrated that the Northern Ireland example of devolution influenced debate in Scotland in the post Second World War years more than has been appreciated hitherto; and that there is much to be studied in the way both places relate to each other and to the devolution debate today. Under Tony Blair's premiership, the British constitution has undergone extensive change, unparalleled in recent British history, but without the Prime Minister having a developed view of what form of constitution is desirable for the United Kingdom. The changes that have taken place have had unintended consequences but with no mechanisms in place to deal with those consequences and illustrate the extent to which the constitutional framework of the United Kingdom is unravelling.
