3. Faculty Publication Activity and Resources for Its Increase

The article discusses the current situation in the Russian higher school system related to the publication activity of faculty, including publications in journals indexed in international citation databases Scopus and Web of Science. The author argues that the vast majority of scientific and pedagogical workers of Russian universities, especially those teaching social and economic disciplines, are unable to provide the necessary number of such publications required by the administration, due to both organizational and financial reasons. In order to ensure at least a relative balance between the interests of the faculty and their employer, it is proposed to create new structural entities in large public and private universities – centers for support of the publication activity of teachers. The author has developed a project of standard organizational structure of management for this Center, as well as an algorithm of its work and the main functions of its divisions.

5. Support for the publication activity of scientists in the Ural Federal District

Today research libraries pay special attention to research information support. Publication activity is one of the most important indicators of the effectiveness of a scientific organization and reflects the level of science development in the state and separate regions. The article presents the statistics of publications of Russian authors according to Web of Science and Scopus. The contribution of Ural scientists to the all-Russian volume of publications on key indicators was analyzed. It shows the common development vector and a noticeable input of the Ural physicists, astronomers, chemists, mathematicians, specialists in engineering and material science in the Science in Russia. In order to achieve better results, the author proposes the creation of a publication activity support service. The review of existing Russian and foreign services is presented, as a result of which the list of actual types of services, the request form and the content of the future service is formed and described.

The article contains the research results of the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences (CSL UB RAS) to determine the publication activity of chemical profile institutions of UB RAS based on information retrieval system SciFinder of Chemical Abstracts Service (CAS). The indicators take into account publications number, their citation rates and impact factors of journals (from the database Journal Citation Reports). The authors reveal basic research topics, scientific journals, which published the research results of scholars working at the chemical profile institutions of UB RAS more often. The article presents the results of studying citation of inventions of UB RAS’ scientific organizations in the Russian Science Citation Index (RSCI) (Scientific Electronic Library eLIBRARY.RU) and SciFinder (CAS). The obtained indicators allow authors to evaluate the dynamics of scientific productivity of UB RAS’ institutions.

7. Bibliometric analysis of the publication activity of Russian scientific institutions in sports science for 2008-2018.

- Abstract
Sport is of great interest to many countries around the world. Given that interdisciplinary research in the field of sports is developing (sports nutrition, sports medicine, sports management, sports engineering, sports psychology), the number of publications is increasing, expanding understanding of the role of sports in society. This study analyzed Russian publications on sports science indexed in the Scopus database from 2008 to 2018. During this period, 2622 articles were published in 69 journals, including 3 Russian journals. The dynamics of scientific publications indicates an increase in Russian scientific research in the field of sports science from 2012 to the present. The following data were analyzed: publication years, journal titles, institutions, citations, types of publications, and international cooperation. The scientific products of Russian sports science show the progressive development and strengthening of this area clearly focused on international cooperation. [ABSTRACT FROM AUTHOR]

The analysis of the publication activity of domestic universities according to SciVerse Scopus scientometric database is conducted and its dependence on the effectiveness of the motivation systems in these universities is established. The necessity of rating the publication activity of scientific and scientific-pedagogical workers of higher educational institutions as effective ways of ensuring the competitiveness of universities, providing and improving the presence in international and domestic universities rankings is substantiated. The positive experience of managing the publication activity on the example of the Taras Shevchenko National University of Kyiv and the "Lviv Polytechnic" National University is shown. The methodology for the formation of the rating of the SSPS publication activity by the indicator is developed, which is calculated as the average number of scientific publications (monographs, articles, conference proceedings) for a certain period. It is shown that the indicators of publication activity and citation indexes are not the only and final criteria for assessing scientific results, but only an instrument for supporting decision-making by experts. Measures are developed to strengthen the publication activity.

In the context of the formation of an answer to the big challenges in the field of transition to environmentally friendly and resource-saving energy, the scientific community is faced with the problem of reducing the level of the carbon footprint. The purpose of this article is to monitor the publication activity of scientists from all countries who publish the results of their research on the carbon footprint problem in the international scientific citation indexes Web of Science Core Collection and Scopus. The methodology for conducting this monitoring is based on the use of tools for the extended search of the international scientific citation systems Web of Science and Scopus using the authors' keywords. For the analyzed period, the period 2016-2020 was adopted. The results of the study showed that scientists from five leading countries are mainly engaged in this problem: China, Spain, USA, Great Britain and Italy, as well as the fact that Russian scientists came out with the results of their research into the world scientific space only starting from 2017.

The study task is to develop and substantiate the methodological approach toward assessing publication activities of Russian researchers in the RF regions based on Web of Science Core Collection and Scopus. The fundamental distinction of the proposed method from the existing ones is that it enables to eliminate over-estimation and under-estimation of publication activity figures. Besides, it enables to analyze all the regions at once rather than individual districts or territories. The study sustains inconsistency of the sci-tech landscape in different federal okrugs (regions) and, for several of them, lacking the correlation between the research results and available resources in the regions. The study findings would enable the government authorities to make administrative decisions at the federal and municipal levels. The study was accomplished out of the funds of the State Order of the Ministry of Science and Higher Education of the Russian Federation “Organizational, technological, research and methodological support and promotion of national journals to the international science citation databases; information and analytical support of the publicly funded subscription to international information resources in science for research and educational organizations”.

The article analyses the publication activity in the Republic of Uzbekistan during the years of independence. A background has been given to the collection of funds for academic libraries until 1991, in the early 90s and over the past decades, where the dynamics of changes in the number of scientific publications in universities is traced. An analysis is given of the reasons for the decline in interest in scientific research, the publication of scientific papers in high-ranking journals, as well as trends in solving these problems in the country. The results of analytical studies of data from information systems Scopus and Web of Science are presented. The factors that most influence the quality of teaching and research are highlighted. The authors of the article expound their personal experience in conducting seminars, trainings, and master classes at universities in Uzbekistan. The article presents a training program for doctoral students, teachers and researchers on the use of world electronic information resources of leading publishers, as well as an analysis of their effectiveness. Information is also given on the reforms carried out in the country in recent years in the field of supporting libraries and scientific research, which have contributed to increasing publication activity.

For the past seven to eight years the fundamental library of Herzen University has been a key link in the chain of building effective research activities of the university and its implementation in publications. the creation and development by the library of a software module that operates in the Herzen State Pedagogical University of Russia was a new stage in this activity; this module allows real-time output of structured current and comparative data on scientometric indicators of university teachers and researchers. The program module was created on the basis of database interaction with the API of scientometric resources such as Russian Science Citation Index, Scopus and Web of Science with the goal of further processing and systematization of the data obtained. The authors pay special attention to the development prospects of the created complex and the possibilities of data integration, including the implemented earlier synchronization of information with the profiles of teachers on the university website.

Purpose. This article proposes a global bibliometric overview of unmanned aerial vehicle (UAVs) publications in the Scopus database during 1985–2015 at the country level. The article is structured as follows. The first section provides an introduction and overview of papers on the publication and patent activity in field of UAVs. Section two describes the methodological framework of the study. Section three provides an overview of co-publication activity in UAV research. Section four is devoted to an analysis of patterns of international collaboration in field of UAV research in Scopus. Finally, section five concludes the paper by summarizing the key findings from the analysis and illustrating the implications from the analysis and offering proposals for possible further developments in the field. This study uses a wide set of bibliometric indicators and network metrics for measuring different aspects of publication activity and citation levels as well as cross-country research collaboration on UAVs. In order to illustrate country-to-country research collaboration maps NodeXL software was applied.

Familial Mediterranean fever (FMF) is a systemic autoinflammatory disease, which presents with recurrent episodes of fever, serositis, synovial inflammation and various different clinical features. In parallel with the geographical distribution of FMF, the prevalence is notably higher in some population groups including Turks, Jews, Armenians and Arabs. The aim of this study was to assess FMF articles published between 2010 and 2019 bibliometrically and to present up-to-date data. This bibliometric research was conducted on the Scopus database. The key term ''familial Mediterranean fever'' was utilized to generate the publication list. The number of articles, active countries journals, prolific authors and citation data were determined. Visualization maps that revealed collaboration networks were also created. The number of FMF articles displayed a stable trend between 2010 and 2019 (p > 0.05). The top five countries according to the number of articles were Turkey (n = 473; 52.90%), Israel (n = 86; 9.61%), Japan (n = 39; 4.36%), Italy (n = 38; 4.25%) and the USA (n = 37; 4.13%. Italy, the USA and France were ranked as the top three countries for the average number of citations per article. Rheumatology International, Clinical Rheumatology, Clinical and Experimental Rheumatology, Annals of Rheumatic Diseases and Pediatric Rheumatology were the top five journals according to the number of FMF articles. The geographical distribution of FMF was seen to affect the article production of countries. Although Turkey dominated the field in the number of articles, it was not at the forefront in the average number of citations. To increase the production of articles in the field of FMF, it is necessary to support researchers in countries other than those which are already strongly active.

20. SCIENTIFIC OPINION IN CHERNIVTSIANS OF THE END OF THE XIX – FIRST HALF OF XX CENTURIES: ANALYSIS OF PUBLICATION ACTIVITY ON SCOPUS BASIS

Lack of quantitative data on the research published over a period of studies caused the prosecution of this research. The aim of this work is to study via the bibliometric analysis publication activity of scientists who in late 19th – early 20th century worked in the city of Chernivtsi. Materials per regional address published over a period between 1978 and 1944 were removed from the SCOPUS database (as of 06th May 2019). The aim determined is discussed according to the following defined tasks: distribution of publications according to the area of knowledge, language, author; improvement of the research resource base per institutional parameters; peculiarities (if found) of publications’ quotes. In accordance with the selection of organization AFFILCITY (cernauţi OR czernowitz) 119 publications have been found. Over a period from 1893 to 1901, 1909-1914 and 1933-1939 a number of published materials went up. Peak number fell on 1910 – 6 publications; 1989 and 1911 – 7; 1912 and 1914 – 8. Most of articles were in German (115). The greatest number of published articles refers to the following editions in chemistry: Zeitschrift Fur Analytische Chemie (19) and Monatshefte Fur Chemie (17) Analysis of publications has given an opportunity to distinguish three clusters of research topics: organic chemistry (food industry); the humanities (philology and philosophy); medicine. The articles were mostly prepared by scientists from the Chernivtsi University. It should be emphasized that specify afilyatsiyi University (Universitat Czernowitz; k. k. Universitat in Czernowitz) is a rare, often use the names of its units with some modifications. It is necessary to note the figure of the chemist Richard Přibram, who, according to the number of publications in this study, takes first place – 18. And also to recall Theodor von Grienberger, a well-known German linguist and researcher of antiquity who worked as a custodian in the library of Chernivtsi University. This study provides a systemic review of efficiency and evidence of scientific publications in the specified period. Findings can be used for setting and defining priorities for further regional historiographic studies.

22. On the Prospects of Increasing Publication Activity in the ‘Informatization of Education’ Field

In this communication, I briefly analyze the consequences of the Russian government's unrealistic policy concerning researchers' publication output. Provided a variety of publication opportunities, including repositories of research data and preprints, articles in scientific journals and conference proceedings remain to be the main option. Significant risks are involved when aiming to fulfil the government's requirements at all costs, including the use of unethical services. Thus, brokers forward their customers' articles to non-peer-reviewed journals, which are regularly discontinued in citation databases. It is noted that conference proceedings remain to be the main source of scientific information in computer sciences. In this study, a thematic search across the ‘informatization of education’ field in Scopus was conducted to compare the publication dynamics of Russian and Chinese authors. A significant difference was observed between the countries both in terms of the thematic scope of conducted research and publication sources. It is concluded that Russian science managers should study the experience of foreign countries. For example, China underwent a period of excessive reliance on the quantitative instruments in measuring research performance, which resulted in ethical violations and multiple retractions. Recommendations are given for improving the ranking and recognition of Russian researchers among the international scientific community.

The research paper presents the results of Russian articles analysis in the field of neurotechnology and artificial intelligence published from 1998 to 2023 in peer-reviewed journals indexed in the international scientific database Scopus. The methods of scientometric and bibliographic analysis with the construction of terminology maps and cartography were used for the analysis. The analysis allowed to identify the positive dynamics of publication activity in the field of neurotechnologies and artificial intelligence, the most active authors, key topics and areas of cooperation, as well as to form recommendations and describe the prospects for the development of this topic. The presented results can contribute to more effective planning of scientific research and partnerships for further development of the considered sphere and strengthening Russia’s position on the global scientific stage.

Objective.The article considers the analytical work of the Scientific Library of Admiral Makarov National University of Shipbuilding (NUS) on the publishing activity of the university at the international scientometric platforms.Methodsof the research are based on a systematic approach, structural-functional and scientometric analysis of methods for evaluating the effectiveness and publication activity of academic staff and the university as a whole.Results.During the study, the authors proved: 1. Scientific Library of Admiral Makarov NUS actively implements innovative forms of activity, develops and diversifies the library service to aid the university research work; 2. The role of the Scientific Library as an active partner at the stages of the life cycle of scientific research of university scientists is growing; 3. Analytical work of the Scientific Library of Admiral Makarov NUS on the publishing activity of the university emphasizes and strengthens the role of the library in the processes of increasing the representation of university scientists in the global space of scientific communications, the introduction of scientometric and bibliometric research methods.Conclusions.Originalityof the work lies in the expansion of ideas about the analytical work of the Scientific Library of Admiral Makarov NUS on the publishing activity of the university, which today is an important factor for further objective evaluation of the effectiveness of the academic library. In 2015, a government program was approved in Russia, the purpose of which was to create favorable conditions for the effective development of education that meets the requirements of the modern innovative socially oriented development of the Russian Federation. As an essential part of this program, a comprehensive project was implemented to form a network of regional flagship universities in Russia. One of the key indicators of research activities effectiveness for a modern Russian higher education institution is its academic publication activity. The chapter discusses a problem of building an efficient management system for academic and teaching personnel publication activity at a Russian higher education institution using the example of Togliatti State University (TSU). To improve publication activity, a mechanism controlling motivation and stimulation of the academic and teaching personnel of the university is used. A procedure of making incentive payments for academic and teaching personnel publication activity of TSU is developed and approved. Thus, all types of publications included in the international bibliographic databases Scopus and Web of Science Core Collection are subject to payment. Information and analytical tools of the management system for academic publication activity are implemented within the framework of the TSU corporate portal developed on the basis of a Russian collaboration platform Bitrix24. To automate the calculation of the payments according to the established method, a subsystem for incentive control is used. An algorithm for managing academic publication activity at TSU is developed. The prospects for the further development of the management system for academic publication activity are considered. Utilizing the presented management system at TSU allowed the university to increase the number of publications included in the Scopus and Web of Science Core Collection databases by 151 and 202%, respectively.

The article is devoted to the study of the publication activity of the faculty staff, which is reflected in the world’s leading scientometric systems. The report presents tools for comparative analysis of two main scientometric indicators – the Hirsch index in the RSCI system and the number of publications indexed in Scopus and Web of Science. Significant features that characterize the faculty staff and their publication activity were determined, on the basis of which the clustering of scientific activities was carried out. As a result of cluster analysis, the faculty staff was divided into eight meaningfully interpreted clusters with similar characteristics of employees and their publication activity. A structural model of teacher transitions between selected clusters is presented. The drivers of the University’s scientific activity are only two clusters out of eight, in which the publication activity is most pronounced. Employees in the other clusters should also fall into these two groups. From a practical point of view, the presented results can be useful for management to assess the current state of scientific activity and its improvement. This approach is universal and can be carried out in any educational organization of higher education, regardless of its specifics. This will help universities to conduct self-analysis and manage the performance of departments, in particular, to improve the results of publication activity.

The article analyzes the publication activity of scientific authors from Kazakhstan based on Scopus and SCImago Journal & Country Rank data from 2010 to 2015. The number of indexed multidisciplinary and medical articles from the country has been steadily growing from 2011 onward and this can be due to the adoption of the new Law on Science in that year. Several regulatory legal acts have been issued in recent years aimed at improving the quality of local journals and the international recognition of academic degrees and titles. Publication activity of scientific authors from Kazakhstan was found to be higher than that from other countries in the Central Asian region. However, there are still many unresolved issues related to the English language barrier, lack of indexing status of local journals, and poor topical education on science writing and editing. As such, the number of articles published in 'predatory' journals remains sizable, and there are concerns over authors' negligence and plagiarism. Purpose. The article is aimed to prove the possibility of increasing the significance of university libraries through the services for representing the publication activity of a scientific organization. Methodology. Consideration of the possibilities of the university library to support the scientific and publishing activities of the university, namely its publication activity, was carried out on the experience of the Scientific and Technical Library of Dnipro National University of Railway Transport named after Academician V. Lazaryan (Library of DNURT). Results. The features and stages of creating / correction of the organization profile in Scopus and Web of Science databases are presented. The role of the library in scientometric studies evaluating the publication activity of university is indicated. Conclusions. The article is devoted to the development of tools for analysis and forecasting of performance indicators of Russian universities that have a direct impact on the performance of the program «Digital Economy of the Russian Federation», as well as national projects. The proposed tools are based on mathematical modeling of the results of the publication activity of the University faculty, presented in the world's leading scientometric systems. For example, we consider one of the leading Russian universities (excluding branches). The publications of its employees in publications indexed in information-analytical systems of scientific citation Scopus and Web of Science from 2000 to 2018 were analyzed. All employees were divided into groups, depending on their publication activity, expressed in the form of the annual number of publications. When modeling the transition of employees from one group to another, depending on the number of their publications, the apparatus of Markov chains was used. The constructed model was used to predict possible scenarios of changes in the total number of publications of the organization in the databases of Scopus and Web of Science. The direct task of implementing several scenarios of increasing the number of publications was considered, as well as the inverse problem of finding a management solution to achieve a result in a timely manner. As a result, it was found that the most acceptable for this University scenario is the one in which a third of the faculty staff annually increases the number of publications by 1.5 units within two years. From a practical point of view, the presented results are useful for the University administration to assess the current state of the publication activity of the organization as a whole and its improvement in the near future. This will lead to an increase in the indicators of scientific activity of the University and strengthen its position in the world rankings. The use of the proposed tools will contribute to the solution of tasks to achieve the indicators of the program «Digital Economy of the Russian Federation», in particular, Russia's place in the ranking of GTCI, as well as the national projects «Education» and «Science».

The Commonwealth of Independent States creation in 1991 was a new reality for cooperation and development of post-Soviet states. Russia and Armenia have long close and stable relations in the scientific-educational sphere. The article objective is to evaluate the joint Russian-Armenian documentary flow in various scientific fields for ten years (2005-2014). As the research information base three main resources were studied that allow analyzing the co-publication activity: «Web of Science Core Collection» (Thomson Reuters); Scopus (Elsevier); RISC (OLC «Scientific Electronic Library»). Research articles and reviews were considered. The Russian-Armenian documentary flow dynamics was studied with the differentiation by arrays: publications, whose authors are both the Russian and Armenian scientists; publication created with and without participation in major international collaborations; publications involving authors of third countries; publication without the participation of third countries authors. Evaluation indicators of the joint Russian-Armenian publication activity were: the publications number dynamics; average citation; frequency distribution of publications on periodicals; frequency distribution of joint publications on areas of knowledge. The study reveals growing the number of publications, whose authors are Russian and Armenian scientists working in large international collaborations (ATLAS, CMS Collaboration, ALICE Collaboration, etc.) recent years. Such publications citation is quite high: the level of citation exceeds the world average parameters two-seven times for these years. The level of the cited publication carried on without international collaborations is 62-155% of the world average indicators. The documentary flow out of collaborations, but with the participation of third countries authors has a varied dynamic with an average growth rate about 1% (WoS) to 2% (Scopus). The main co-author states as «third» countries are: Germany, Italy, the USA and the UK. Main cooperation between Russia and Armenia takes place in physics and astronomy (about 1/2 of joint publications); chemistry (8%) and biology (6%) and material science (6%). Sciences spectrum of joint research is represented by 23 branches of knowledge. The study results showed a high level of the Russian-Armenian scientific ties with good development potential.

Today the competitiveness of the university is estimated by the results of what place it occupies in international rankings. The most famous ratings are “Times Higher Education World University Ranking” and “QS World University Ranking”. It is not so important in what rating your university participates; they all evaluate the publication activity of your researchers. This forces universities to evaluate the quality of publications of their scientists. It seems to be a simple task, but in fact, there are many risks of incorrect assessment. In order to avoid an incorrect assessment it is necessary to know these risks and to be able to avoid them. These risks can be classified as follows: errors that the scientometrical base allows (for example, Scopus); mistakes made by a university researcher (author of the publication); errors made by the analytical department. The errors of scientometrical databases include: lost citations of publications of university researchers; wrong identification of authors (incorrectly indicated affiliations or incorrectly indicated last names). The mistakes made by a university scientist include: the name of the university is incorrectly written in the publication; citation is incorrectly indicated in the publication; scientist each time differently writes his name. The errors made by the analytical department include: when analyzing publications, all the works of the author are taken into account (only those publications that are affiliated with the university should be taken into account); does not take into account the specific subject area of publications; year of publication is incorrectly taken into account; authors self-citations are not excluded.

Bibliometric analysis methods are the main methods for quantitative analysis of scientific cooperation, efficiency, and other aspects of scientific activity. The information base for this research includes materials from science citation databases containing bibliographic descriptions of the articles published in scientific journals (mainly written in English) in a significant number of fields of science. Various parameters (e.g. dynamics of the number of publications, the number of citation, the level of co-authorship, the scientific specialization index, etc.) at various levels of aggregation (e.g. individual researchers, research organizations, countries and regions of the world) can be calculated based on these data. The results of bibliometric studies can be used in a number of ways: analysis of latest trends in the development of various scientific fields; evaluation of the effectiveness of research organizations; overall assessment of the scientific potential of Russia (its strengths and weaknesses); identification the most productive scientists in various fields of science; drawing the international comparisons of publications; analysis of collaboration networks of scientific teams. The paper analyses the basic indicators of the publication activity of scientists in Russia and the leading countries over the period between 2001 and 2011. Publication activity of Russian scientists is analysed in the context of specific areas of science. This allows the identification of areas of specialization of Russian publications. The paper also examines the dynamics of highly-cited publications and the indicators of the international scientific collaboration of Russian researchers. The article is devoted to the experience of using the scientometric system of the Russian Science Citation Index (RSCI) for recording and evaluating scientific publication activities of the National libraries of the Russian Federation whose statutes provide for the conduct of research work. The author examines many years’ experience of the foreign countries and Russia in the application of different systems of science citation indexes for the assessment of performance of the research activities of scientists and organizations. The features and capabilities of the most authoritative scientometric systems (Web of Science, Scopus, RSCI) are described. In this regard, there is raised the problem of the use of scientometric systems in Russia and bringing their data at the government level to monitor the activities of scientific institutions. The article provides the list of basic normative legal acts on the assessment and monitoring of the performance of research organizations, developed by the government authorities (including the Ministry of culture of the Russian Federation), in which the scientometric systems indicators are included as criteria for assessing the scientific potential of the institutions. There are analysed the advantages of RSCI as a system of scientometric recording of publications of Russian scientists (only 10% of them are covered by the foreign systems of Science Citation Indexes), as well as its capabilities for objective evaluation of the performance of organizations and determination of the dynamics of their scientific activities in comparison with all scientific and research-educational institutions of the Russian Federation and organizations in their reference groups. There are described the features of interaction of the National Library of Russia with RSCI, presented the main results of this cooperation and projected the future directions of its development.

Publication activity in the field of Biomedical Engineering in 2003-2012 (citation index, impact factor, SCImago Journal Ranking (SJR), Source-Normalized Impact per Paper (SNIP), Hirsch index) is reviewed. The algorithm of the search for information in the Scopus database (DB) is explained. Within the last decade (2003-2012) a total of 76,851 works devoted to biomedical engineering were issued worldwide (16% of publications in the field of medicine). The annual increment of the Scopus DB is 7,700 ± 300 works in biomedical engineering. The integration of Russian researchers in the international community is still insufficient (only 546 papers of Russian authors were included in the Scopus DB). Ways to improve the publication activity of domestic scientists are discussed.

Aim. To compare the effectiveness of evaluating the publication activity of organizations and authors by such indexing systems as Google Scholar, Scopus and RINTS, as well as to assess the reliability and credibility of these indexing systems in terms of measuring research performance. On the basis of this information, the reliability of the systems currently used to rank Belarusian universities, in particular the University of Grodno, was estimated. Methods. This article analyses and compares the effectiveness of various indexing systems, which is extremely relevant due to the widespread use of the Google Scholar, Scopus, and RINTS indexing systems in Belarus. Results. The general characteristics of the above-mentioned indexing systems and their significance in assessing the research performance of university staff are given. A comparative assessment of the indexing systems was carried out, including their specific features, advantages and disadvantages. The conducted analysis of the ideology and mechanism of indexing research data using Google Scholar proved the unreliability and inconsistency of this approach for evaluating research performance, as well as the fallacy of adopting this system for evaluating the publication activity of university staff. Conclusion. The analysis of the Russian Science Citation Index (RINTS) also revealed significant imperfections. However, the use of RINTS does provide a fairly objective comprehensive assessment of the publication activity of authors and organizations. In addition, RINTS enables an analysis of the structure of indicators, which is completely impossible using Google Scholar and Scopus.

We are pleased to know that our recent report on publication activity in Kazakhstan (1) attracted attention of our colleagues, who commented on it and contacted us to share their impressions. Admittedly, we did not explore a variety of possible solutions to the numerous problems. It seems that the challenges of poor English writing, plagiarism, difficulties with choosing quality target journals, and 'predatory' publishing are widespread. However, there aren't precise figures to compare, for example, the prevalence of text plagiarism in Kazakhstan and elsewhere in the world. The same refers to predatory publishing, which is a relatively new problem for research evaluation and academic promotion in Kazakhstan and other Eurasian countries. We may analyze and compare the numbers of articles, which have been published by authors from different countries in predatory Open-Access journals delisted from Scopus and Web of Science. But, again, the resultant absolute figures will not reflect the real picture of wasteful publishing. Experts in publications advise to check the lists of suspended journals (2). However, information about reasons and dates of discontinued indexing is scarce, not widely distributed, and not linked to already processed articles, which may add uncertainties in any related analysis. Many actively indexed Open-Access and subscription journals continue producing redundant, erroneous, plagiarized, and incomprehensible journal articles without correcting response measures. Adding to the complexity, students continue their studies by preparing mediocre annotations while their supervisors copy and publish textbooks and didactic lectures for local unwitting audience. There is only one case of plagiarized and retracted original article from Kazakhstan, which we found in PubMed and presented in the index report. Possibly, the growing online access and readers' attentiveness will result in more retractions (3). But inevitable delays with the process of retraction will hardly change the situation overnight. Students and young researchers, who are unaware of what constitute unethical and erroneous research reporting, will continue repeating their mentors' mistakes and producing wasteful articles. Therefore, one of the much desirable measures at the current stage is to arrange effective research and writing courses for under- and postgraduates by skilled, ethical, and internationally recognized professionals. Such training courses may be helpful not only for the medical community of Kazakhstan, but also for other professional communities in the country and elsewhere in the region. Currently, Kazakh research administrators, researchers, and authors are aggressively targeted by foreign brokering agencies, offering services of their editors and promising 'gold' publications in indexed English journals. Such an aggressive brokering campaign is a real threat to the growing publication activity in the region (4). Some of the authors 'cooperate' with the agencies to get 'easy and fast' academic credits unaware of what is an indexed journal and types of misconduct they encounter. Of course, the 'pressure to publish' is at play here, and research administrators should be held responsible for demanding numbers and unrealistic scientific production. Journal editors, in turn, publishing without quality peer review and substantive editing and seeking profits at the expense of professionalism should be also held accountable for perpetuating the circles of problems. We believe that firm action against unethical brokering, careful evaluation of what and where is published, and crediting useful and ethically cited articles, regardless of the numbers, could be a solution to some of the discussed problems. More efforts and investments for improving the quality of local university-affiliated journals and bulletins could be also helpful. Most Kazakh bulletins are not attractive for authors because of their low visibility and absence of any indexing services. That particular problem lies partly with the editors and publishers, who are reluctant to implement the 'real' peer review, improve publishing standards, and apply to Scopus and other indexing and archiving organizations. Improving credentials of local editors by providing access to updated editorial guidelines, arranging outcome-oriented trainings, and regulating their relationships with authors, reviewers, and other editors with advanced skills could be another major step toward ethical publication activity in the country.

Introduction With the continuing worldwide shortage of anesthesiologists, the demands of clinical duties allow very little time for research activities. Every dedicated biomedical center should provide doctors and scientists with the proper environment to facilitate education, clinical practice and research activities and promote publication in international peer-review journals. Methods In this observational study, the Scopus database was searched for publications ( 2004-2009 ) to identify the most prolific authors among Italian anesthesiologists and intensive care specialists working in Italy. We then identified the journals that most frequently hosted Italian writers. Results The top 20 authors published between 30 and 76 papers each (mean 51) in the last 5 years. Intensive Care Medicine (112 papers, 14%), Minerva Anestesiologica (92 papers, 11%), Critical Care Medicine (55 papers, 7%), Journal of Cardiothoracic and Vascular Anesthesia (32 papers, 4%), and European Journal of Anesthesiology (32 papers, 4%) most frequently hosted Italian authors. Discussion Despite its obvious limitations such as the choice of a single database (Scopus), the absence of important qualitative indicators (e.g. impact factor, citation index), the inclusion of any type of publication (a letter to the editor or reviews counted like a randomized controlled study) and the possible exclusion of important scholars, this is the most up-to-date and comprehensive attempt to perform a quantitative analysis of publishing in Italy. Each of the 20 indexed Journals that most frequently hosted Italian authors only accepts manuscripts in English and has impact factor.

40. Ukrainian arts and humanities research in Scopus: a bibliometric analysis.

Purpose: This article presents the results of a quantitative analysis of Ukrainian arts and humanities (A&H) research from 2012 to 2021, as observed in Scopus. The overall publication activity and the relative share of A&H publications in relation to Ukraine's total research output, comparing them with other countries. The study analyzes the diversity and total number of sources, as well as the geographic distribution of authors and citing authors, to provide insights into the internationalization level of Ukrainian A&H research. Additionally, the topical spectrum and language usage are considered to complete the overall picture. Design/methodology/approach: This study uses the Scopus database as the primary data source for analyzing the general bibliometric characteristics of Ukrainian A&H research. All document types, except Erratum, were considered. A language filter was applied to compare the bibliometric characteristics of English versus non-English publications. In addition to directly imported data from Scopus, the study employs the ready-to-use SciVal tools to operate with A&H subcategories and calculate additional bibliometric characteristics, such as Citations per Publication (CPP), Field-Weighted Citation Impact (FWCI) and journal quartiles. Information on the country of journal publishers and details on delisted journals from Scopus were obtained from the official Source Title List available on the Elsevier website and the SCImago Journal and Country Rank Portal. Findings: According to the results obtained, the publication patterns for Ukrainian A&H research exhibit dynamics comparable to those of other countries, with a gradual increase in the total number of papers and sources. However, the citedness is lower than expected, and the share of publications in top-quartile sources is lower for 2020–2021 period compared to the previous years. The impact of internationally collaborative papers, especially those in English, is higher. Nevertheless, over half of all works remain uncited, probably due to the limited readership of the journals selected for publication. Originality/value: This study provides original insights into the bibliometric characteristics of Ukrainian A&H publications between 2012 and 2021, as assessed using the Scopus database. The authors' findings reveal that Ukraine's A&H publications have higher visibility than some Asian countries with similar population sizes. However, in comparison to other countries of similar size, Ukraine's research output is smaller. The authors also discovered that cultural and historical similarities with neighboring countries play a more significant role in publication activity than population size. This study highlights the low integration of Ukrainian A&H research into the global academic community, evident through a decline in papers published in influential journals and poor citedness. These findings underscore the importance for authors to prioritize disseminating research in influential journals, rather than solely focusing on indexing in particular databases. The work by W. Rostow in 1985 was the first study on the fourth industrial revolution. Analysis of publication activity based on data from the Scopus citation system and the Russian Scientific Electronic Library (elibrary.ru) for 2011-2020 shows a significant increase in the interest of researchers in this topic. A study of abstracts and available full texts of publications shows that the least developed is an analysis of the distribution of this topic by branches of knowledge. Therefore, the goal of the article is to quantify the degree of penetration of the Fourth Industrial Revolution topic in the Scopus publications at the macro and micro levels of the ASJC classification. This goal includes four interrelated research tasks. The first task is to evaluate for 27 macro categories and their possible relationships. The results were two 27 × 27 tables that show the absolute and relative distribution of publications by 27 macro categories and their paired relationships. The second task is an assessment for 15 micro categories included in the macro category “Business, Management and Accounting” and “Economics, Econometrics and Finance”. The result is a 15 × 15 table with absolute and relative indices that show the distribution of publications in the selected 15 micro categories and their intersections. The third task is to evaluate for 334 ASJC micro categories without taking into account intersections between micro categories. The result is the identification of 94 micro categories that are out the framework of the fourth industrial revolution, and the ranking of the remaining 210 categories according to the number of publications and the coefficients of penetration in the subject micro categories. The fourth task was to develop a method for finding work at the intersections of various micro categories. The text presents 24 works on management and other related micro categories that illustrate the created method. Discussion questions and directions for possible future research complete the article. The database includes 9810 publications indexed by Scopus, which in their titles, abstracts and keywords contained the phrases “fourth industrial revolution”, “4th industrial revolution” or “industry 4.0”. The author of the article personally did all the data extraction from Scopus and its processing from March 30 to April 3, 2020.

In this article the problems of research and evaluation of Antonio Gramsci’s theoretical heritage are considered. Empirical data were taken from electronic bibliographic abstract databases «ProQuest Dissertations & Theses» and «Scopus». The article presents the results of two series of research concerning researchers’ publications on Antonio Gramsci’s theoretical heritage issues. The first series aims at defining the state and dynamics of publications by the categories of «Gramsci’s heritage studies». The second series specifies the points of the first series, and contains the issues of using «Gramsci and Education» criterion for defining the authorship of the publications on his theoretical heritage. The article shows that publication activity of teachers can be considered within three clusters of time period. Empirical data analysis by «Gramsci and Education» criterion allows for some meaningful conclusions about chronological distribution and content of publications by modern teachers abroad.

The development of academic writing competence is an institutional responsibility of universities. To achieve this goal, most prestigious North American and European universities established writing centers where tutors, who have excellent academic writing skills and have been specially trained, help their fellow students improve their writing assignments. However, writing centers in Russian universities have proved to be true laboratories for scholarly communications as tasks they have to solve are conceptually different from those of overseas universities and the aims they attempt to reach are by far more challenging. One of such aims is to provide university researchers with expert help in order to develop their professional competencies so that they could significantly improve their publication outcomes and, as a consequence, succeed in the global academic community.

Предложен новый библиометрический показатель оценки авторитетности научных журналов, в основе которого лежит их подразделение в рамках конкретного научного направления на четыре квартиля: Q1, Q2, Q3 and Q4. Высказано мнение, что оценка авторитетности научных журналов с использованием данного показателя является более объективной, нежели оценка с использованием импакт-факторов соответствующих журналов, поскольку при этом в значительной степени нивелируется различие в уровнях цитируемости и подходов к ней, принятых в естественных, гуманитарных и общественных науках., A new bibliometric indicator for assessing credibility of scientific journals, which is based on their subdivision within a specific scientific direction into four quartiles Q1, Q2, Q3 and Q4, is proposed. The opinion has been expressed that the assessment of the authority of scientific journals using this indicator is more objective than the assessment using the impact factors of the corresponding journals, since this largely eliminates the difference in the levels of citation and approaches to it, adopted in the natural, humanitarian and social sciences.

В настоящее время в рамках научных организаций, занимающихся научно-исследовательской деятельность, активно используются наукометрические показатели публикационной активности. Под публикационной активностью обычно понимаются результаты научной или исследовательской деятельности автора, представленный в виде публикации. При формировании отчетной документации в рамках мониторинга деятельности образовательных организаций высшего образования проводится ручной сбор наукометрических показателей публикационной активности из реферативных и библиографических баз данных, находящихся в общем доступе в сети Интернет. Кроме этого, в определенных случаях однозначная идентификация причастности автора к организации, занимающийся научной деятельности, становится затруднительной. Для решения этих проблем спроектирован и разработан модуль импорта из наукометрических систем, входящий в состав автоматизированной системы учета публикационной активности профессорско-преподавательского состава учебного заведения. Currently, within the framework of scientific organizations engaged in research activities, scientometric indicators of publication activity are actively used. Publication activity is usually understood as the results of scientific or research activities of the author, presented in the form of a publication. When generating reporting documentation within the framework of monitoring the activities of educational institutions of higher education, scientometric indicators of publication activity are manually collected from abstract and bibliographic databases that are publicly available on the Internet. In addition, in certain cases, the unambiguous identification of the author's involvement in an organization engaged in scientific activity becomes difficult. To solve these problems, a module for importing from scientometric systems was designed and developed, which is part of the automated system for recording the publication activity of the teaching staff of the educational institution.

Университеты играют значительную роль в региональной экономике, поскольку они предоставляют образовательные услуги и принимают участие в научно-исследовательской работе. Это особенно важно для России, где регионы существенно различаются с точки зрения как социально-экономического, так и технического и инновационного развития. Традиционно сложилось, что многие региональные университеты в России занимаются только преподаванием, не уделяя должного внимания исследовательской деятельности. Данная статья анализирует влияние научной деятельности университетов на экономическое и инновационное развитие регионов. Для достижения этой цели была проведена оценка различных спецификаций модели с фиксированными эффектами на основании панельных данных по регионам России за 2010-2016 гг. Для анализа региональной научной деятельности в модель был включен показатель количества публикаций университетов на одного исследователя на субнациональном уровне. Анализ важных социально-экономических характеристик регионов позволил выявить, что связь между публикационной активностью университетов и инновационным развитием региона остается значимой, в то время как взаимосвязь между экономическим развитием региона и научной активностью университетов полностью исчезла. Проверка правильности расчетов продемонстрировала, что результаты статистически значимы только тогда, когда в качестве объясняющей переменной выступает относительное количество публикаций, проиндексированных в международных системах цитирования (Scopus и Web of Science). При этом публикации, проиндексированные в российских списках источников и базах данных, а также публикации в региональных научных организациях, не являющихся университетами, не способствуют инновационному развитию региона. Результаты исследования могут быть применены для планирования финансирования исследовательской деятельности в университетах и формирования целевых показателей для университетов. Universities play a crucial role in local economies, providing educational services and participating in research and development. This is particularly important for Russia where regions are highly differentiated in terms of both socio-economic development and technological progress and innovations. However, many regional universities in Russia have traditionally focused primarily on teaching, with less emphasis on research activities. In this paper, we aim to deepen the understanding of the impact of scientific activities of universities on regional economic and innovative development. For this purpose, we estimate different specifications of a fixed-effects model using panel data from Russian regions for 2010-2016. We aggregate the number of universities’ publications per researcher at the sub-national level to incorporate regional scientific activity in our model. Considering other important socio-economic characteristics of regions, we revealed that the association between the publication activity of universities and innovative development of the region remains significant, while the relationship between economic development of the region and the scientific activity of universities disappeared completely. A number of robustness checks demonstrated that statistically significant results remain only when the relative number of publications indexed in international citation databases (Scopus and Web of Science) is used as an explanatory variable. Simultaneously, the publications indexed in specific Russian lists and databases as well as publications in regional scientific organisations that are not universities do not contribute to innovative development of the region. The results can be used for planning the funding of research activities in universities and setting performance targets for universities.

It has been suggested that the assessment of this activity using each of these new parameters, will be more objective than the assessment using the impact factors of the respective journals, since the difference in the levels of citation and approaches to it accepted in natural, humanitarian and social sciences, substantially leveled. In this regard, it was proposed to use these parameters when developing rating systems of scientific activity.

The goal of present study is to investigate the problem of using scientometric indicators in Ukraine to evaluate the results of scientific activity on the example of a specific scientist, namely, academician of the NAS of Ukraine V.I. Starostenko. Particular attention is paid to the labour of the scientist as a reviewer and editor-in-chief. A formal and informal evaluation of his scientific activity was carried out. His most important achievements and publications are highlighted, as well as his role in the preparation of highly qualified personnel in the field of geophysics is marked out. Quantitative indicators from the profiles of bibliographic databases Scopus and Web of Science Core Collection are presented. The list of scientific publications for the last thirty years is shortly analyzed according to the Scopus scientometric database, and more detailed one for the last five years (2015—2019) have been done. A comparison is made of the number of scientific papers regarding an earlier stage of a scientific career. It is shown that the publication activity of the studied scientist did not decrease with age. He publishes about ten scientific papers a year. However, only three of them are indexed in Scopus and four did so in WoS. The author explains this by the fact that these bibliographic abstract databases are focused primarily on English-language publications, and articles and monographs in other languages (Ukrainian, Russian) are not indexed correctly and adequately. The paper argues that the practice of evaluation of the scientific achievements of Ukrainian scientists (especially the older age), based only on scientometric indicators of international citation databases, is generally inappropriate and erroneous. Some problems were deduced that hinder the correct calculation of publications and links of domestic authors. The improper use of impact factors provokes the editors of journals to give the preference to the top-rated fields of science to the disservice of the publication of important results in other fields. Issues related to the differentiation of the contribution of each of the co-authors to the overall result are also considered. It is proposed for scientific journals published in Ukraine to use the CRediT (Contributor Roles Taxonomy) to describe the role and contribution of each participant in publications with a large team of authors., Целью настоящей статьи является исследование проблемы использования в Украине наукометрических показателей для оценивания результатов научной деятельности на примере конкретного ученого, а именно академика НАН Украины В.И. Старостенко. Особое внимание уделено работе ученого в качестве рецензента и главного редактора. Проведена формальная и неформальная оценка его научной деятельности. Выделены важнейшие его достижения и публикации, а также отмечена его роль в подготовке высококвалифицированных кадров в области геофизики. Приведены количественные показатели из профилей библиографических баз данных Scopus и Web of Science Core Collection. В краткой форме проанализирован перечень научных публикаций за последние тридцать лет и более подробно за последние пять лет (2015—2019) по данным наукометрической базы Scopus. Сделано сравнение количества научных статей относительно более раннего этапа научной карьеры. Показано, что публикационная активность рассматриваемого ученого с возрастом не снизилась. Автор объясняет это тем, что эти библиографические реферативные базы данных ориентированы, прежде всего, на англоязычные публикации, а статьи и монографии на других языках (украинском, русском) не индексируются корректно и адекватно.
