This study aimed to identify and compare the social representations (SR) of undergraduate psychology students, from public and private higher education institutions (HEI), on the performance of the educational and school psychologist. The basis was the sociogenetic approach to SR and a critical perspective of training and professional performance in educational and school psychology. The method used was qualitative and descriptive. A hundred undergraduate psychology students participated in the study (50 of public HEI and 50 of private HEI). The instruments applied were a sociodemographic questionnaire and the Free Word Association Test. The data were analyzed using the Theory of Semantic Networks. The results mainly indicated similar points in the SR of both groups related to educational psychology, the educational and school psychologist, and the performance of the educational and school psychologist, despite the distinctions in the professional training of the students. A expressão “fracasso escolar” tem sido usada para caracterizar esse problema crônico da educação brasileira. A explicação histórica e hegemônica para esse problema tem se centrado na criança e sua família, seja por supostas “deficiências biológicas” ou por supostos “déficits causados pela pobreza”. Esse fenômeno de individualizar a queixa escolar, desconsiderando a escola na sociedade capitalista como participante na produção do fracasso escolar, tem sido denominado de medicalização da educação. Nele, dificuldades no processo de escolarização são vistas como transtornos que precisam ser tratados em serviços de saúde. Assim, essa dissertação tem como objetivo analisar de que maneira as queixas escolares são entendidas e atendidas em um CAPSi de Salvador-BA, considerando suas relações com o fracasso escolar e a medicalização da educação. Para tanto, foi feita uma pesquisa qualitativa de inspiração etnográfica em um CAPSi de Salvador-BA, utilizando como recursos metodológicos a análise de prontuários, a observação participante e entrevista com profissionais. O referencial teórico adotado foi a Psicologia escolar e educacional em uma perspectiva crítica, que entende a queixa escolar como síntese de múltiplas determinações. Foram levantados 283 prontuários, sendo que a queixa escolar esteve presente em 55% das crianças e adolescentes atendidas nesse CAPSi. A partir dos dados, foi encontrado o seguinte perfil das/os usuárias/os atendidas/os com queixa escolar: são majoritariamente do sexo masculino e com média de idade de 12 anos; a média de idade quando encaminhados era de 9,61 anos e se encontravam, em sua maioria, na Educação Infantil e no Ensino Fundamental I. Foram realizados 23 relatos ampliados que abarcaram as seguintes situações: quatro acolhimentos, dois atendimentos, 11 participações no grupo de adolescentes, duas visitas à escola, uma reunião de equipe e outras situações que envolveram uma conversa com uma mãe de uma criança atendida na instituição, reunião com o Ministério Público e uma conversa com uma das profissionais em um dia em que estava fazendo o levantamento dos prontuários. Neles a maneira predominante de atendimento a queixa escolar partiu de um modelo clínico tradicional e de uma concepção individualizante acerca da sociedade, centrando-se na/o aluna/o e sua família pobre, relegando ou colocando em segundo plano a escola como historicamente produtora do fracasso escolar e a medicalização da educação e da pobreza. A precarização do serviço e da rede de serviços públicos foi outro fator que contribuiu bastante para essa maneira de atendimento. Foram feitas entrevistas com três profissionais do CAPSi pesquisado, escolhidas por estarem presentes de forma marcante durante o tempo do pesquisador na instituição. Através das entrevistas foi encontrado que o entendimento da queixa escolar partiu predominantemente de uma concepção individualizante e medicalizante, bem como que na concepção das profissionais, a formação não as preparou para atuar com a saúde mental na infância e adolescência. Conclui-se com a necessidade de inserir mais a temática do fracasso escolar e da medicalização da educação e da pobreza na formação profissional das áreas de saúde e nos cursos de capacitação das Secretarias de Saúde. ABSTRACT The history of education in Brazil, specially the once concerning public education, has been marked by contempt and precarization, expressed by the high number of studens with scholar complaints. The expression “scholastic failure” has been used to characterise this problem, a chronic one in Brazil´s education. The historic explanation to this problem has been centered in the child and his/her family, be it by “biological deficiencies” or by alleged “poverty caused deficits”. This phenomenon of individualizing the scholar complaints, excluding the school in the capitalist society and it´s responsability as a paramount participant in said failure, has been named Medicalization of Education. In it, the dificulties in the process of schooling are seen as disorders or derangements that ought to be treated by the health services provided by the State. That said, this dissertation intends to analyse the ways in which scholar complaints are understood and answered by the CAPSi of Salvador-BA, taking into consideration the correlations between the complaints, scholastic failure and the medicalization of education. In order to achieve that, a qualitative research of etnographic inspiration was made in one of Salvador´s CAPSi, utilizing as methodological resources the analysis of patient records, observation and interviews with professionals. The theorical reference used was the educational psicology in a critic perspective, one which understands the scholar complaint as a sinthesys multiple factors. 283 medical records were raised, and scholar complains were present in about 55% fo the children and teenagers that were attended in this CAPSi. Further study of this data showed that the profile of users that were attended with scholar complains are: mainly males, averaging 12 years of age; average of age when forwarded to the CAPSi was 9,61 years and the children were, mostly, in early childhood education and in junior high. 23 broad reports were made with the following subjetcs: four in fostering, two in attending service, eleven in teenage group participation, two school visits, one team reunion and other situations involving conversations with a mother of one of the children attended by the institution, reunion with the Public Ministry and talks with one of the professionals working on souvey of the medical records. The most predominant way of assistance in the case of scholar complains came from a traditional clinical model and individualizing conception of society, centered in the student and the poor family, relegating and disregarding the school itself as responsible for scholar failure and medicalization in education and poverty. The precarious service of the public services network was another factor that contributed heavily to this condition. Three interviews were conduced with professionals working in this CAPSi , chosen because they were present since the beggining of the time the researcher spent in this institution. Through these interviews it was showed that the understanding of scholar complains came from and individualizing and medicalcentered conceptions, as well as, in these professionals´ opinion, lack of knowledge to handle mental health problems in childhood and adolescence. Therefore, the need to include scholar failure and medicalization of education in the health professionals curriculums and capacitation courses in secretariat of health.
