Article 14 of Law 11.947 / 2009 of the National School Feeding Program establishes that, of federal transfers to state and municipal governments to carry out school feeding actions, at least 30% must be spent on the purchase of products from family farmers. The first objective is to verify the attractiveness of Article 14 for family farmers in the state of São Paulo, more specifically, its contribution to increase their income and to local development. The second is to assess the level of adherence of the São Paulo State Department of Education (SEESP), and of municipal governments to Article 14, in terms of compliance with its percentage, as well as adherence to the guidelines for nutritional improvement of School Feeding and execution of spending at the local level. As for prices, they analyzed those recorded in 197 CP, in 2012, and 212, in 2013. The prices established in the Public Calls for fresh vegetables and chicken eggs were compared with those of the wholesale ones, practiced at the Central de Entrepostos e Armazéns Gerais of the State of São Paulo (CEAGESP). In just 2% of the cases the prices of Public Calls were less than 50% of those practiced at CEAGESP, in 32%, between 50% and 100%, in 30%, between 100% and 150% and, finally, in 36% In most cases, CP prices were higher than 150% of CEAGESP prices. Although the general reality of the State is unfavorable to the production of food by family farmers, there are more localized situations in which this production occurs significantly. This is the case of Ribeira, with its specialization in banana production and close to the MMSP, and, in part, of Pontal, in which its numerous settlements are related to the fact that the local municipalities fulfill, in 2014, above 30% the Article 14, with almost all purchases made in its territory.
