Research using school discipline and infraction data has contributed to public policy conversations by helping elucidate the effects of and disproportionate experience of school disciplinary outcomes. This research brief presents results from an analysis of the public availability of such data from state departments of education. Findings suggest that while public availability of discipline data has not changed significantly over the past decade, states are more likely to disaggregate such data by subgroups. Unfortunately, such data remain generally focused on a small number of exclusionary practices rather than nonpunitive or nonexclusionary alternatives. Research Summary: The increasing presence of armed security personnel in schools has led to concerns about the criminalization of students. While many schools use sworn law enforcement (e.g. school resource officers or SROs), many schools also use security guards who are not sworn law enforcement. Recent policy changes in a number of states and political pressures resulting from acts of mass school violence have led policymakers to face decisions between the use of SROs and security guards. This study informs this policy debate by empirically examining the relationships between security guards and SROs with rates of student behavior, discipline, and arrest using nationally representative data from the Civil Rights Data Collection. Controlling for observable covariates and school district fixed effects, we find that, in contrast to SROs, the use of security guards in schools is not systematically related to student arrest or suspension rates. The findings suggest that non‐sworn security guards may provide a form of security personnel that minimizes the criminalization of students relative to SROs. Policy Implications: As school districts nationwide grapple with how to respond to school shootings and other acts of school violence, policymakers have frequently turned to the use of school security personnel, including SROs and security guards, as a response. Doing so, however, has been contentious given concerns about the overcriminalization of students. This study provides evidence to inform these policy debates by demonstrating the relationships between security guards and SROs and a number of outcomes. Purpose: While studies of collective leadership tend to focus on administrators and teachers, schools have other staff present that contribute to leadership in ways that affect the students. We focus on school resource officers (SROs), which have become increasingly common in suburban, predominately White schools and elementary schools because, absent law enforcement responsibilities, little is known about SROs in these settings. We examine perceptions of SRO impacts while exploring differences across roles and between White and non-White participants. Methods: The study is mixed methods, drawing on interviews, focus groups, and surveys of SROs, administrators, teachers, students, and parents. The setting is a suburban county with SROs in all elementary schools. Findings: We describe seven domains of SRO impacts ranging from school climate to learning environments. SROs are often seen as providing general assistance similar to a vice principal, with some describing SROs as an auxiliary "third administrator." In addition, SROs tend to over-estimate their positive effects compared to school-based stakeholders and underestimate their role in student discipline compared to non-White stakeholders. Implications for Research and Practice: Understanding that SROs in elementary schools can be seen as part of schools' collective leadership helps us to understand the influence they have on students and the school environment. We question the appropriateness of SROs inclusion in collective leadership, suggesting school leaders not rely on SROs for non-law enforcement duties, if at all. For the past decade and a half, many institutions of higher education have asked about high school disciplinary experiences, including suspensions, on their applications. Advocates have argued that this "discipline box" has a negative effect on suspended students' likelihood to apply and be accepted to institutions of higher education with such a box. This study leverages application-level data along with novel historical records of institutions' undergraduate applications to examine the relationship between a discipline box and application and acceptances for suspended students. Leveraging both student and institution fixed effects, the study finds mixed evidence with regard to whether the presence of a discipline box is systematically related to students' likelihood to apply or be accepted to IHEs with discipline boxes, once accounting for other factors. Excluding students from school remains a common form of punishment despite growing critique of the practice. A disparate research base has impeded the ability to make broader assessments on the association between exclusionary discipline (i.e., suspensions and expulsions) and subsequent behavior. This article synthesizes existing empirical evidence (274 effect sizes from 40 primary studies) examining the relationship between exclusionary discipline and delinquent outcomes, including school misconduct/infractions, antisocial behavior, involvement with the justice system, and risky behaviors. This meta-analysis identifies exclusionary discipline as an important and meaningful predictor of increased delinquency. Additional examinations of potential moderators, including race/ethnicity and type of exclusion, revealed no significant differences, suggesting the harm associated with exclusions is consistent across subgroups. These findings indicate exclusionary discipline may inadvertently exacerbate rather than mollify delinquent behaviors. [ABSTRACT FROM AUTHOR]

Purpose: Over the past decade, increasing attention to the negative impacts of exclusionary discipline and disparities therein has led many state educational leaders to enact school discipline reforms. This study examined the response by school district leadership to a state's revision of guidelines for student codes of conduct. Data: This study leveraged longitudinal data on school district codes of conduct from the 2013–2014 to 2015–2016 school years across the state of Maryland. Codes of conduct were coded in an iterative fashion according to a common set of infraction–response combinations. Research Design: Using a pre–post analytic design, this study examined changes in districts' codified infractions, responses to infractions, and the overall tier of response. Furthermore, the study compared alignment between state guidelines and district codes of conduct while exploring variation in codified discipline across districts. Findings: Findings suggest that leaders in districts increased the number of response options available for most types of infractions, with the largest increases occurring for more serious infractions. While these increases tended to be driven by increases in the codification of less exclusionary responses, there were nevertheless sizeable increases in the availability of in-school suspension and removal/intervention. In almost all cases, school districts reported distributions of response options that were at a higher tier level than that recommended by the state. Conclusions: Findings are discussed in the context of current efforts to reform school discipline and the implications of such reform for implementation by district and school leadership. Students placed in special education programs for emotional and behavioral disorders with emotional disturbance (ED) identification have academic outcomes that lag both students in regular and special education. This issue is especially important for youth attending urban schools. Although prior research has examined students identified as ED, little research has examined how students who experience de-identification fare with regard to academic or behavioral outcomes. To our knowledge, this is the first study to examine the relationship between ED de-identification and student outcomes in the United States. The study uses longitudinal, administrative data to estimate the relationship between special education de-identification from ED and both academic and school discipline outcomes. Results of regression models with a variety of fixed effects, including student fixed effects, suggest that students who are de-identified have higher academic achievement after de-identification and a lower probability of experiencing an in-school suspension (ISS). Results for out-of-school suspension (OSS) are mixed. The results suggest that appropriately timed exit from special education services for students with ED who have been determined by individualized education program (IEP) teams to be suitable for de-identification is unlikely to harm students academically but that extra attention to OSS may be needed. Racial disparities in school discipline remain central to policy discussions around school discipline. Recent research points to the importance of how discipline disparities are measured for the conclusions that are drawn about the extent of the problem or whether such disparities are improving. This brief uses data from Maryland to demonstrate how the choice of metric of the Black-White discipline gap can drastically change conclusions about whether the gap is closing or widening as well as conclusions about whether particular districts or schools have high or low racial disparities in discipline. This brief shows how interpretations of the Black-White discipline gap can be drastically different when using different metrics. The use of law enforcement in schools raises concerns about impacts on school discipline. Drawing on a large-scale qualitative study of approximately fifty schools across two school districts, this study explores school resource officers' (SROs') involvement in school discipline and how it is shaped by their context. We use interview, focus group, and observation data from nearly 200 participants to document variability in the way SROs conceptualize and are involved in discipline as well as how such involvement is shaped by context. Although 79% of SROs initially report not being involved in discipline, we find that the majority involve themselves in nuanced ways that are shaped by relationships with school staff, official policies, and the characteristics of students served. Our results point to the need for clarity around SROs' involvement in discipline and ways that schools can shape contexts to ensure that SROs are not increasing the use of exclusionary practices.
