In this paper, we draw on the concepts of in-betweenness and migration interdependence in order to investigate the vulnerability of Georgia, Moldova, and Ukraine due to their conflicting relations with Russia and the exposure of their economies to remittance flows from the latter. To achieve this goal, we explore whether and how migrant flows and remittance flows have diverged since 2014, when the three states signed their Association Agreements with the EU and their economic relations with Russia deteriorated. In this respect, we examine how interstate relations impact upon migration and remittances flows. After discussing in-betweenness and migration interdependence, we investigate the origin of the remittance inflows in Georgia, Moldova, and Ukraine and the destination of the migration outflows. We map the development of remittances from the World, Europe, and Russia and relate it with the development of their GDP using longitudinal data. A comparative analysis of our findings suggest that the three cases differ from each other, but, in all three cases, Russia has not used migration interdependence as leverage. We conclude that remittance flows in the three in-between states are more affected by the state of the global economy, the economic situation of Russia, and domestic circumstances rather than from interstate relations.

This paper aims to provide an empirical analysis of EU policy towards the South Caucasus in the framework of the CFSP and CSDP along with perspectives of further development, taking in to consideration Russia’s military and ideological intervention in this region, and to address the issue of the EU’s role in shaping Common European Security. Methodologically, the research is based on qualitative techniques of analysis, key assumptions are raised through a comprehensive review of existing studies/primary sources and, more specifically, presents a case study of August 2008’s Georgia–Russia military confrontation and creeping occupation. The comprehensive review continues with Russia’s disinformation campaign and series of anti-government protests in Georgia (after the so-called “Gavrilov’s Night”), testing several theoretical explanations such as the democratic peace theory and the Europeanization Conflict concept concerning the EU’s confl ict resolution instruments’ evaluation and offensive realism to explain Russia’s involvement/intervention in South Caucasus territorial conflicts. As for its structure, the paper includes an introduction, with two important stages of model building – conceptualization and operationalization, an interpretation part – an overview of EU Foreign and Security Policy instruments, relationships with other global/regional actors, conflicts in the South Caucasus, specifi cally the, Georgia case, and, finally, a summarizing part, where key findings are highlighted.

The "3+3" format for regional cooperation is an initiative voiced by Turkish President Recep Tayyip Erdoğan, which intends to strengthen trade and economic ties between Turkey, Russia, Iran, Azerbaijan, Armenia and Georgia. Only Georgia from the listed countries is not interested in participation due to Russia's role in the format. However, the other five countries might continue with the initiative despite a large number of competing interests and frictions among them. Nonetheless, after the Russian invasion of Ukraine, the prospect of deepening cooperation with Moscow became even more restrained for all participants, so the future of "3+3" became even more contentious. It should be noted that the proposed format is considered as the project that could undermine the West's role by excluding its presence and influence over the region. Thus, this project poses significant political challenges to the region.

This analytical review is dedicated to Russian civil society in exile in Georgia, an ongoing story of relocation due to internal repressions in Russia, laws affecting NGOs and freedom of speech, the war in Ukraine, and the military draft in Russia. We briefly highlight the whole range of Russian relocants' activities in Georgia, yet focus in depth on environmental activism. Based on our informants' environmental biographies in Russia and in Georgia, we determine and highlight activists' categories, as well as analyzing their motivations and repertoire of collective action.

Ende 2021 fand ein erstes Treffen im Rahmen der sogenannten "3+3-Kooperations­plattform" statt. Die Initiative strebt an, die südkaukasischen Länder Armenien, Aser­baidschan und Georgien - das indes seine Nichtteilnahme verkündet hat und fern­blieb - sowie die Regionalmächte Iran, Russland und Tür­kei zusammenzubringen. Ziel ist, die multilaterale Kooperation auszubauen; weitere Treffen sollen in regel­mäßi­gem Turnus folgen. Die Plattform ist Ausdruck von Dynamiken regio­naler Neu­ordnung im Südkaukasus infolge des Krieges in und um Berg-Karabach im Herbst 2020 und damit verbunden dem Gestaltungsanspruch Russlands und der Türkei. Sie ist zudem ein Beispiel dafür, wie diese Neuordnungsprozesse bereits vor den tekto­nischen Verschiebungen im Kontext des gegenwärtigen Krieges in der Ukraine die Spiel­räume für die EU in der Region verschoben haben. Since 2009 Russia has increased its military forces in Abkhazia and South Ossetia and pursued the policy of ‘creeping annexation in the occupied territories of Georgia. Today, 20% of Georgian territories are occupied by the Russian Federation. The Russian-baked separatists continuously erect barbed-wire border posts in one of the occupied regions of Georgia-South Ossetia and detain Georgian people, under the pretext of ‘illegally crossing the border’. Fundamental rights of the local population are violated daily since the occupants install barbers through people’s houses, gardens, and cultivated lands. Innocent citizens are forced to leave their homes, belongings, and cultivated lands that are left beyond the occupants’ demarcation line. The paper argues that along with other global challenges of the world, the USA-Russia clashes of interests are also found with the Georgian conflicts. While Washington hugely supports Georgia’s territorial integrity and welcomes its Euro-Atlantic aspirations, the Russian Federation, on the contrary, prevents the aforementioned process and directly opposes Georgia’s integration into NATO. The USA condemns Russia’s creeping annexation of Georgian territories and continuously calls on Russia to respect the sovereignty and territorial integrity of an independent country. Furthermore, the USA-Russia relations have considerably deteriorated following Russia’s military intervention in Georgia and the recognition of Abkhazia and South Ossetia as independent states.

The crisis of statehood in many countries has resulted in the emergence of non-recognized states that have become an intrinsic feature of the world geopolitical order. Using the concept of bordering, we study a specific type of border that was shaped in the course of state-building processes and conflicts with parent states. Some “de-facto borders” are not stable; in addition, non-recognized states often do not control all their declared territory. Looking in detail at the situation in six non-recognized republics in the post-Soviet space, we show the asymmetry of their borders with the parent state and with the external patron. Comparing the basic socio-economic indicators by regions, we conclude that non-recognized states still lag far behind both their parent and their patron state. Citizens of non-recognized republics regularly visit border areas of the patron and parent states and spend a considerable part of their income there. This can contribute to the normalization of relations between adversaries, but at the same time can perpetuate the separation between them. For more than twenty-eight years, following the disintegration of the Soviet Union, Russian-Georgian relations have been a substantial ground for mutual confrontation, sharp dispute, and a lack of trust. Continuous tensions and disagreements have adversely affected efforts to achieve a proper balance in bilateral relations between the neighboring countries and resulted in a number of direct and indirect confrontations. Whilst the Russian president seeks to restore Russia’s great power status, regain its past glory and control strategically important regions of the former Soviet space, Georgia, from the very first day of independence, tries to maintain its sovereignty and territorial integrity, develop modern state institutions, strengthen democratic values and integrate into the Euro-Atlantic structures. The paper aims to study Moscow’s current foreign policy strategy towards Georgia following the ‘Rose revolution’ and argues that Russia’s military intervention in Georgia, in August 2008, was a clear illustration of classical realism used by a great power in the XXI century. Russia actively uses hybrid warfare and regularly employs economic leverage on Georgia to eventually achieve its political ends in the Caucasus region.

Covid-19 hat die Staaten des postsowjetischen Raums in unterschiedlicher Weise getroffen, doch die Persistenz etablierter wirtschaftspolitischer Strukturen zeigt sich überall - auch dort, wo Reformen unternommen werden. Die russische Führung sieht sich durch die Krise in ihrem Kurs bestätigt und strebt keine strukturellen Reformen an. Usbekistan ist zwar weiter auf Erneuerungskurs, doch im Bestreben, krisen­bedingte Verluste zu kompensieren, wird ein Rückfall in Mechanismen erkenn­bar, die den Reformzielen widersprechen. In der Ukraine ist die Nachhaltigkeit eines eilig umgesetzten Reformpakets gefährdet, das dem Land einen dringend benötig­ten IWF-Kredit verschafft hat. Unter Präsident Wladimir Putin erstarkte ein Konservatismus, mit dem sich Russland von einem angeblich traditionsfeindlichen Westen abgrenzt. Vor allem in Putins dritter Amtszeit (2012-2018) wurde die Zusammen­arbeit des Kreml mit der Russischen Orthodoxen Kirche ausgebaut. Gemein­sam widmete man sich etwa der patriotischen Präsentation der Geschichte Russlands als einer Großmacht, die einer »vom Westen dominierten Welt­ordnung« entgegentritt. Dabei versteht sich das Moskauer Patriarchat zwar nicht als Erfüllungsgehilfe des Kreml und hat seinerseits auf die Regierungs­führung nur sehr begrenzten Einfluss. Aber in einem gemeinsamen Werte­diskurs betonen kirchliche und staatliche Sprecher die "kulturelle Souve­ränität" und "einzigartige Zivilisation" ihres Landes, und die kirchlichen Außenbeziehungen verschränken sich in einigen Fällen mit der staatlichen Außenpolitik. Besonderes Aufsehen erregte der Streit um eine vom Mos­kau­er Patriarchat getrennte eigenständige Orthodoxe Kirche der Ukraine, der im April 2018 aufflammte, in Kiew wie auch in Moskau politisiert wurde und weite Kreise zog. Schon diese grenzüberschreitende Auseinan­der­setzung fordert es geradezu heraus, sich eingehender mit nationalen und außenpolitischen Akzenten von Orthodoxie und mit dem Verhältnis von Kirche und Staat in Russland zu befassen. The variations of presidential, parliamentary and semi-presidential systems of government represent the main framework of analysis of this study. Extremely different factors of the political process and inter-institutional relations, which are the conditions for defining different systems of government, can be indicators for distinguishing typical and atypical systems of government. In this sense, the purpose of this article is to determine whether the peculiarities of the institution of the vote of no confidence in governments in several post-Soviet semi-presidential countries (Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, and Russia) can predetermine the atypicality of these systems of government. It is argued that the atypicality of the post-Soviet semi-presidentialism is often due to the fact that parliaments have the right to cast the votes of no confidence in governments, but the latter come in force only when they are supported by presidents, who may be empowered to choose between the dismissal of governments and the dissolution of legislatures. On one hand, such systems of government definitively tend to be semi-presidential. On the other hand, the atypical responsibility of governments to parliaments denies the semi-presidential nature of systems of governments largely in favor of presidentialism. This determines that against the backdrop of traditional generalizations of different systems of government, they are formally and actually constructed as "constitutional hybrids" in six post-Soviet countries (Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, and Russia) and therefore can be positioned both as cases of atypical semi-presidentialism and instances of incomplete presidentialism. At the same time, such cases are unique and must be classified as exceptional ones.

This study examines why some post-Soviet states are more peaceful than others. The analysis is conducted within the framework of a positivist, variable-based research design. The dependent variable is defined as the degree of peacefulness of the respective former Soviet Republics and measured by the Global Peace Index (investigation period: 2008-2017; Baltics excluded). Based on theoretical references, four independent variables are selected: (1) degree of democratization, (2) level of corruption, (3) stage of development, and (4) degree trade openness. The expected causal relationship between the explanatory factors and the phenomenon to be explained is formulated in the form of hypotheses: H 1: The higher the degree of democratization, the higher the degree of peacefulness (cases: Moldova; Turkmenistan). H 2: The lower the degree of corruption, the higher the degree of peacefulness (cases: Georgia; Turkmenistan). H 3: The higher the stage of development, the higher the degree of peacefulness (cases: Russia; Tajikistan). H 4: The higher the degree of trade openness, the higher the degree of peacefulness (cases: Kyrgyzstan; Russia). The ambivalent results of the empirical study suggest that none of the influencing factors can sufficiently explain the varying degrees of peacefulness of the post-Soviet countries.

The Multilinks Database on Intergenerational Policy Indicators is a collection of indicators on explicit and implicit intergenerational obligations as they are framed by public policies. The aim of the database is to describe how states define and regulate intergenerational obligations within the family. Indicators, therefore, include both legal norms and social policy measures from thirty European countries for the years 2004 and 2009. They cover a variety of policy fields: childcare, education, family benefits, pensions, long-term care and legal obligations to support. By means of these indicators, one should be able to assess to what degree public policies expect families to meet the financial or care needs of the very young or of the old on their own, and to what degree, on the contrary, policies support families that meet these needs either by supporting the providers through time allowances (leaves) and/or money (income transfers) or by taking up part of the responsibility through the provision of services and/or a minimum income guarantee. The database has been developed as an online tool (http://multilinks-database.wzb.eu) provided by the Wissenschaftszentrum Berlin fur Sozialforschung (WZB). The service is open to everybody and free of charge, but users have to register in order to access the data. The following section describes the conceptual framework and structure of the database, the scope of the database, and the accompanying services offered. In the final section, we present key findings from publications that used this collection of indicators as the basis for their inquiry.

The mounting tension over Ukraine has introduced numerous dangers to the security situation in the South Caucasus. These negative ramifications are further exacerbated by the fact that Russia holds the key to resolving conflicts in the post-Soviet realm, especially in the absence of greater Western assertiveness. But Moscow and Brussels are caught up in geopolitical competition over the region. Such continued competition prolongs the cycles of instability and could sooner or later spill over into Russia and the EU. Devising a coherent strategy for the region that focuses on an integrated, coordinated approach and recognizes the shared interests of Russia, the EU, and the South Caucasus countries is a pressing challenge that remains unmet.

"Moscow's hegemonic stance on the post-Soviet space and its provocations in Ukraine force the European Union to find strategic clarity in its eastern neighbourhood. Often in the midst of discontinuous internal reform processes, the countries to the Union's east find themselves hanging between a vague "wider Europe" proposal from Brussels and Moscow's increasingly forceful idea of a "wider Russia". At the May 2015 Riga Summit the EU heads of state and government will meet with their counterparts from the Eastern Partnership, including the new associates Moldova, Georgia and Ukraine. The EU should grant these countries political guarantees, material assistance and European perspectives. But the European Union can only develop bilateral and plurilateral European perspectives if it faces up to the Russian factor and realigns its relations with Moscow on the Eastern Policy triangle of stability, cooperation and norm-driven transformation."(Autorenreferat)

In ihrem Beitrag untersucht die Autorin die Bemühungen der UN in Form einer Beobachtermission in Georgien (UNOMIG; United Nations Observer Mission in Georgia) zur Stabilisierung und Vermittlung in dem Konflikt zwischen Georgien und Abchasien. Dabei orientieren sich die Ausführungen an der Annahme, dass die Stabilisierungsversuche der UN erfolgreicher verlaufen als jene der Mediation. In diesem Zusammenhang äußert die Autorin die Einschätzung, dass die Schwierigkeiten bei der Mediation mit dem Insistieren der UN auf der georgischen territorialen Einheit sowie einer umfassenden Entscheidung einschließlich einem substantiellen Fortschritt in der Frage nach dem politischen Status Abchasiens zusammenhängt. Nach einer einführenden Beschreibung der Entwicklung des Konfliktes zwischen den beiden Nachbarstaaten und der aktuellen Lage werden die folgenden Aspekte erörtert: (1) der historische Hintergrund des Konfliktes sowie (2) die UN-Intervention seit 1992. Während die Koordination zwischen GUS-Friedenswächtern und der UN glatt verläuft, verursacht das vielseitige Mitwirken der Russischen Föderation eine erschwerte Konstellation unter den am Konflikt beteiligten Akteuren. Infolge dieser externen wie auch weiterer internen Faktoren gelangt die Verfasserin zu dem Schluss, dass ein Ausblick auf die Verhandlungen zwischen Georgien und Abchasien kurz- bzw. mittelfristig nicht erfolgversprechend aussieht. Allerdings bietet die Darstellung der UN und ihrer Rolle in dem georgisch-abchasischen Konflikt die Möglichkeit, die Schwierigkeiten der UN in ähnlichen Situationen der Intervention besser zu verstehen. (ICG2), 'This article analyses UNOMIG efforts at stabilization and mediation in the Georgian-Abkhazian conflict, arguing that while progress in both realms has been slight, there is reason to conclude that stabilization attempts have been more successful than those of mediation. The author contends that difficulties in the mediation sphere can largely be attributed to UN insistence on Georgian territorial integrity and on a comprehensive settlement including continued substantial progress on the question of Abkhazia's political status. While coordination between the CIS peacekeepers and the UN has proceeded smoothly, the multidimensional involvement of the Russian Federation has complicated the constellation of actors surrounding the conflict. Owing to these external as well as other internal factors, the author concludes that the outlook for Georgian-Abkhazian negotiations in the short to medium term appears bleak, but that the conclusions drawn from the role of the UN in the Georgian-Abkhazian conflict can be useful for understanding difficulties the UN is likely to encounter in similar interventions.' In theoretical terms 'peace' remains a largely contested concept. Academics propose competing definitions and conceptualizations, which possess their own normative and analytical advantages or disadvantages. Yet despite heated academic and theoretical debates, studies looking at the empirical understandings of peace and conflict-settlement strategies of different states are largely missing. The paper set out to cover this gap and ask how similarities and differences in the actors' conceptual understandings of peace play themselves out in their agreement and disagreement over the advocated 'peace strategies'. Employing qualitative/ quantitative content analysis of the statements made by the representatives of the Russian Federation and the United States at the UN Security Council, Evgeniya Bakalova and Konstanze Jüngling analyze the debates around four recent and/ or ongoing conflicts (Georgia 2008, Libya 2011, Syria 2011-2014 and Ukraine 2014). The study reveals that while agreement over the conceptualization of peace does not impede further disagreement as to the advocated peace strategies, disagreement at the conceptual level breeds deeper disagreement.

In seiner Jahresansprache vor der Föderalversammlung am 12. Dezember 2013 betonte Präsident Vladimir Putin, Russland strebe nicht die Rolle einer Hegemonialmacht an, die anderen Staaten ihren Schutz aufdrängt oder sie belehrt. Vielmehr wolle sein Land Vorreiter sein bei der Verteidigung des internationalen Rechts und der Souveränität der Völker. Zuvor hatte Russland allerdings den Vorwurf provoziert, es wolle sein »nahes Ausland« im gemeinsamen Nachbarschaftsraum mit der Europäischen Union von Assoziierungsabkommen und Freihandelszonen mit der EU abbringen und für sein Projekt eurasischer Integration gewinnen. Dafür bediene es sich aller verfügbaren Einflusshebel wie energiewirtschaftlicher sowie handels-, migrations-, konflikt- und sicherheitspolitischer Instrumente. Im Umfeld des Gipfeltreffens der Östlichen Partnerschaft der EU in Vilnius Ende 2013 stand zwar die Ukraine im Mittelpunkt internationaler Aufmerksamkeit. Doch auch der Südkaukasus fällt hier ins Gewicht. Nachdem Armenien und die Ukraine von einem Assoziierungsabkommen mit der EU Abstand genommen haben, ist Georgien nun ein Vorreiter im Prozess der Annäherung an Europa und rechnet mit verstärktem Druck aus Russland. Das wirft die Frage auf, wie stark Russland in dieser Region eigentlich verwurzelt ist – wirtschaftlich, sicherheitspolitisch, historisch und kulturell. (Autorenreferat)

The present paper analyses Russia's relations with six former Soviet republics (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine), since the fall of the USSR until the launch of the Eastern Partnership (EaP). By using qualitative research methods: discourse analysis, document analysis and press coverage, the author focuses on three main factors that contributed to the alienation of these countries from Russia: "energodiplomacy", trade wars and support of secessionist conflicts, arguing that the rapprochement of this countries with the West, especially with the EU, came not only from the economic reasons but from the need of preserving the state core values.

Basierend auf der internationalen Vergleichsstudie TEDS-M wird die Validität von Befragungen zur Lehrerausbildung überprüft. Ziel ist zum einen, subjektive Qualitätseinschätzungen zur Ausbildung mit der tatsächlich erreichten Leistung in Zusammenhang zu bringen und so die prädiktive Validität Ersterer zu überprüfen. Zum anderen wird die Gefahr ökologischer Fehlschlüsse nachgewiesen, wenn in Analysen internationaler Daten die falsche Analyseeinheit gewählt wird. In Mehrebenenanalysen mit rund 8000 angehenden Mathematiklehrkräften der Sekundarstufe I aus 15 Ländern werden vier typische Fragen aus Evaluationsstudien zur Wirksamkeit der Lehrerausbildung mit dem tatsächlich gezeigten mathematischen und mathematikdidaktischen Professionswissen in Beziehung gesetzt. Eine globale Wirksamkeitseinschätzung der Ausbildung weist einen geringen positiven Zusammenhang zum Professionswissen auf. Differenzierten Bewertungen kann dagegen keine prädiktive Validität zugeschrieben werden. Die Ergebnisse mahnen zur Vorsicht, was Schlussfolgerungen zur Lehrerausbildung angeht, die nur auf subjektiven Einschätzungen beruhen. Im internationalen Vergleich müssen zudem die kulturellen Unterschiede zwischen Ländern berücksichtigt werden, da unterschiedliche Referenzrahmen für die Einschätzungen existieren und die erhobenen Konstrukte ihre Bedeutung verändern, wenn sie auf Länderebene aggregiert werden. (DIPF/Orig.), Based on the international comparative study TEDS-M, the validity of surveys on teacher education is examined. On the one hand, the aim is to relate self-reported assessments of the quality of teacher training to the actual achievement of future teachers in order to thus evaluate the predicative validity of the former; on the other hand, the risk of an ecological fallacy is substantiated, which arises when the wrong analytical unit is chosen in the analysis of international data. In multi-level analyses carried out with about 8000 future math teachers in lower secondary education from 15 different countries, four typical questions from evaluative studies on the efficacy of teacher training are related to the actually manifested mathematical and math-didactical professional competence. A global assessment of the efficacy of teacher training reveals a minor positive correlation with professional competence. To more differentiated evaluations, however, no predicative validity can be attributed. The results emphasize the need to be cautious with regard to conclusions concerning teacher training that rely solely on self-reported data. In the context of international comparisons the cultural differences between the countries have to be taken into consideration, too, since different referential frameworks for these assessments exist and the data collected change their meaning once they are aggregated on country level. On June 27, Georgia will sign an Association Agreement with the EU - the same type of agreement that triggered revolution and crisis in Ukraine. Despite all efforts to reduce its dependency on Russia, Georgia remains in a vulnerable position. Russian pressure is to be expected, either in the run-up to the signing or in its aftermath, while Georgia will stay in the EU's antechamber, without security guarantees from NATO. In view of Russian attempts to exert influence and a possible rise of Euroskepticism within Georgia, the EU's challenge is to keep the country on the European track.

In autumn 2012, Georgia underwent a development that is already being described as historical. Following an emotional and at times hostile election contest, the Georgian parliamentary elections on 1 October led to a change of government, which the country is hailing as proof of its democratic maturity. President Mikheil Saakashvili's United National Movement party, which had been in power for the last nine years and held a two-thirds majority in the last parliament, suffered a clear defeat against a coalition of six opposition parties, none of whom had been represented in the previous parliament. Saakashvili will remain in office until 2013. What course will the new coalition government under Prime Minister Bidzina Ivanishvili now set in domestic and foreign policy? Will the incumbent president, who is endowed with a wide range of powers, and the new government be able to work together in the run-up to the 2013 presidential elections or will they become entrenched in bitter rivalry? Die Präsidentschaftswahl im Oktober 2013 in Georgien besiegelte das Ende der Ära Saakaschwili. Ein Jahr zuvor hatten Parlamentswahlen einen Regierungswechsel eingeleitet und die aus der "Rosenrevolution" von 2003 hervorgegangene Regierungspartei in die Opposition verbannt. Dieser Führungswechsel regt dazu an, eine Bilanz der Entwicklung Georgiens in den letzten zehn Jahren zu ziehen. In der Übergangsperiode zwischen den Parlamentswahlen und den Präsidentschaftswahlen (Oktober 2012 bis Oktober 2013) stand der Justizsektor im Mittelpunkt der innenpolitischen Auseinandersetzung, denn unter Präsident Saakaschwili waren die Justizorgane weitgehend von der Exekutive abhängig gewesen. Nach dem Regierungswechsel 2012 kündigte die neue Justizministerin Tsulukiani an, diesen Sektor zu "entpolitisieren". Doch Strafverfahren gegen Amtsträger der abgewählten Exekutive wegen Machtmissbrauchs provozierten den Vorwurf, die neue Regierung praktiziere ihrerseits politische Justiz. Unter den außenpolitischen Themen wurde vor allem diskutiert, wie eine "Entspannungspolitik" gegenüber Russland mit der weiterhin strikten Ausrichtung Georgiens auf euro-atlantische Partner vereinbar sein kann. Denn Moskau übt verstärkt Druck auf sein "nahes Ausland" aus, von solcher Ausrichtung nach Westen Abstand zu nehmen. Mit dem neuen Präsidenten Giorgi Margwelaschwili und dem neuen Premierminister Irakli Garibaschwili stehen zwei Favoriten Bidsina Iwanischwilis an der Staatsspitze Georgiens. Das wirft die Frage auf, ob sich der Multimilliardär, der den Machtwechsel initiiert hat und in der Übergangsperiode als Regierungschef fungierte, wie angekündigt aus der Politik zurückziehen oder im Hintergrund weiter die Strippen ziehen wird. Zeitschrift für Pädagogik 58 (2012) 4, S. 422-440, Untersucht wird, ob sich in 14 Ländern, die an der "Teacher Education and Development Study in Mathematics (TEDS-M)" der IEA teilgenommen haben, angehende Lehrkräfte identifizieren lassen, die ein vergleichbares Muster an Professionswissen und professionellen Überzeugungen aufweisen. Die Identifikation solcher Kompetenzprofile erfolgt auf Basis der Item-Response-Theorie, sodass Gruppenzugehörigkeit personenorientiert und nicht-deterministisch modelliert wird. In den meisten Ländern lassen sich am Ende der Ausbildung zwei Profile identifizieren: Lehrkräfte mit einem kognitiv anspruchsvollen und dynamisch-konstruktivistisch akzentuierten Kompetenzprofil sowie leistungsschwächere Lehrkräfte mit stärker statischen und transmissionsorientierten Überzeugungen. Erklärende Merkmale der Profilzugehörigkeit sind das Geschlecht, fachliche und insbesondere fachdidaktische Lerngelegenheiten sowie die Kohärenz der Ausbildung. Aus den Ergebnissen lassen sich Hinweise auf Reformpotenzial in der Lehrerausbildung ableiten. (DIPF/Orig.), The authors examine whether, in the 14 countries which took part in the Teacher Education and Development Study in Mathematics (TEDS-M), carried out by the IEA, future teachers can be identified who exhibit comparable patterns of professional knowledge and professional beliefs. The identification of such competence profiles is carried out on the basis of the item-response-theory, so that group membership is modeled in a person-oriented and non-deterministic way. In the majority of the countries investigated, two profiles could be identified at the end of teacher training: teachers with a cognitively ambitious and dynamic-constructivist accented competence profile and less efficient teachers with more static and transmission-oriented beliefs. Explanatory attributes of profile membership are gender, subject-related and, above all, subject-specific didactic learning opportunities as well as coherence in teacher training. Georgien erlebte im Herbst 2012 eine Entwicklung, die heute schon als historisch bezeichnet wird. Nach einem emotionalen, ja feindselig geführten Wahlkampf bewirkten die Parlamentswahlen am 1. Oktober einen Regierungswechsel, den das Land für sich als Beweis demokratischer Reife verbucht. Die seit neun Jahren regierende Vereinigte Nationale Bewegung von Präsident Micheil Saakaschwili, die im Parlament zuletzt über eine Zweidrittelmehrheit verfügt hatte, erlitt eine klare Niederlage gegen eine Koalition aus Oppositionskräften, die im auslaufenden Parlament noch nicht vertreten waren. Saakaschwili selbst wird noch bis 2013 im Amt bleiben. Welche Akzente wird nun die neue Koalitionsregierung unter Premierminister Bidsina Iwanischwili in der Innen- und Außenpolitik setzen? Werden der noch amtierende, mit hoher Machtfülle ausgestattete Präsident und die neue Regierung bis zur Präsidentschaftswahl 2013 zusammenarbeiten oder sich in konfliktreicher Konkurrenz verschleißen? TEDS-M liegt ein Modell zugrunde, das zwischen institutionell gebotenen Lerngelegenheiten, individuellen Lernvoraussetzungen der angehenden Lehrkräfte und Lernergebnissen am Ende der Ausbildung unterscheidet. Die am Ende der Ausbildung erreichte professionelle Kompetenz von Lehrkräften wird also als Ergebnis eines komplexen Zusammenspiels verschiedener Merkmale gesehen. ... Conclusion 26, In academic and public debates, external actors have been considered to promote their rules most effectively in third countries in cases of high and asymmetric interdependence. Hence, high interdependence of European Neighborhood Countries (ENC) with Russia has been discussed as a major constraint to EU rule transfer. The case of migration policies, however, represents an odd one out: high degrees of interdependence of the ENC and Russia are coupled with compliance with EU rules, whereas lower degrees of interdependence correlate with shallow and selective compliance. The paper investigates the de facto impact of Russia and the EU on the implementation of the European Neighborhood Policy (ENP) in this highly interdependent policy field and argues for a change in perspective: adopting a stronger bottom-up perspective on power-based approaches of external governance cannot only account for varying compliance records, but also shows how domestic actors can use multiple external opportunity structures to promote their own agenda.

"In den vergangenen Jahren hat die politische und wirtschaftliche Verflechtung Georgiens mit der EU stark zugenommen. Nach der so genannten Rosenrevolution im November 2003 wurde die Republik im Südkaukasus Mitglied der Europäischen Nachbarschaftspolitik (ENP, 2004), der Schwarzmeerinitiative (2007) und der Östlichen Partnerschaft (2009) – drei Regionalprogramme, die die weitgehende Integration der teilnehmenden Länder nach Europa zum Ziel haben. Vor diesem Hintergrund beschäftigt sich der Beitrag mit der Wahrnehmung der EU und dem Verhältnis zu Europa in der georgischen Bevölkerung auf Basis einer repräsentativen Befragung im Jahr 2009. Eine Mehrheit der georgischen Bevölkerung versteht sich als europäisch und befürwortet einen Beitritt zur EU. Im Gegensatz zur Außenpolitik der Regierung von Präsident Micheil Saakaschwili wünscht die georgische Bevölkerung allerdings, dass ein gutes Verhältnis zur EU nicht zu Lasten der Beziehungen mit Russland gehen solle. Neben der Funktion als sicherheitspolitischer Partner wird eine Annäherung an die EU mit zahlreichen Attributen von Modernität verknüpft. Diese Modernität wird dabei jedoch nicht als alternatives sondern als ergänzendes Element georgischer Identität verstanden. Gerade da Georgien mittelfristig keine Perspektive für einen Beitritt zur EU besitzt, öffnet die EUphorie der georgischen Bevölkerung den Blick für ein Modell von Europa jenseits der Binarität der EUMitgliedschaft – ein Modell, in welchem die vermeintlich instabilen Ränder Europas am Kaukasus zu einer Erneuerung der europäischen Idee beitragen könnten." After the so‐called rose revolution in November 2003, Georgia became a member of the European Neighbourhood Policy (ENP, 2004), the Black Sea Initiative (2007) and the Eastern Partnership (2009) – three regional programmes aiming at strengthening the integration of the participating countries into Europe. Against this background, this article examines the perception of the EU in the Georgian population on the basis of a representative opinion poll in 2009. A majority of Georgians think of themselves as Europeans and support EU membership. In contrast to the foreign policy of the Saakashvili administration, however, Georgians would prefer a good relationship with the EU not to come at the expense of relations with Russia. Besides promising improvements in the areas of territorial integrity and national security, integration with the EU is associated with attributes of modernity. This modernity, however, is not regarded as an alternative but rather as a complementary element of Georgian identity. It is because Georgia does not have a membership perspective in the medium term that the Georgian EUphoria suggests a model of Europe beyond the binary of EU membership – a model, in which the allegedly unstable margins of Europe in the Caucasus might contribute to a renaissance of the European idea." Does the conflict between Georgia and Russia in August 2008 really stands for a turning-point as often argued, and if so what has changed and with what consequences? Has the Caucasus conflict been of a ground-breaking importance with power politics back on the agenda, or has it rather stood out as a minor incident and an unintended conflict soon to fade into oblivion? In order to pass judgment on such questions and to arrest some of the more profound dynamics of the discourse waged, an interpretative frame is developed and utilized in probing the subject-positions of the European Union, the United States and Russia in the context of the debate. The paper argues that rather than being a turning-point the conflict has been conducive to the emergence of a meeting-point particularly in the sphere of US-Russia relations whereas the EU is experiencing considerable difficulties in trying to stay in tune with the more general outcome of rapprochement. The conflict indeed shook the world, but it did so in an unexpected manner and the reverberations still continue to unfold.

"Durch den Krieg zwischen Georgien und Russland im August 2008 fielen auch die ukrainisch-russischen Beziehungen auf einen weiteren Tiefpunkt. Der ukrainische Präsident Viktor Juschtschenko fürchtete mit Ausbruch der Kriegshandlungen, dass Russland die ukrainische Halbinsel Krim im Schwarzen Meer bedrohen könnte. Auch der französische Außenminister Bernard Kouchner äußerte sich Ende August 2008 besorgt, wodurch das Thema große Aufmerksamkeit in den westeuropäischen und deutschen Medien erhielt. Vor dem Hintergrund einer deutlich eingeschränkten Pressefreiheit in Russland und wettbewerbsverzerrender Strukturen in der Ukraine wurde untersucht, in welcher Form dieses Thema in den Printmedien beider Länder diskutiert wurde. Durch die Untersuchung der deutschen Zeitungen wurde herausgearbeitet, wie und in welchem Umfang deutsche überregionale Printmedien über diesen möglichen Konflikt berichtet hatten. Die Analyse ausgewählter Printmedien der Ukraine, Russlands und Deutschlands hat die Einschätzung einer möglichen Bedrohung der Krim nicht bestätigt. Die Untersuchung dokumentiert aber grundsätzliche Konfliktpunkte der ukrainisch-russischen Beziehungen und wirft exemplarisch ein kritisches Licht auf die deutsche Berichterstattung über dieses sensible Thema. Sowohl Präsident Viktor Juschtschenko wie auch Regierungschefin Julija Timoschenko nutzten die mediale Aufmerksamkeit für die Platzierung ihrer eigenen innen- wie auch außenpolitischen Interessen. Die russischen Printmedien waren durch die mediale Präsenz des Georgien- Krieges gezwungen, sich zu den ukrainischen und westeuropäischen Einschätzungen eines möglichen Angriffes auf die Krim zu positionieren. Die deutsche Berichterstattung über eine mögliche Bedrohung der Krim nach dem georgisch-russischen Konflikt spiegelte zwar alle relevanten Streitpunkte der ukrainisch-russischen Beziehungen wider, gleichzeitig wurde aber die vermeintliche Bedrohung weder genauer begründet noch mit Beispielen belegt. Auf diese Weise fand in der deutschen Berichterstattung keine Analyse der innenpolitischen Relevanz des Themas in der Ukraine und Russland statt, was die Beurteilung Russlands als Aggressor und die Ukraine als nächstes Opfer begünstigte." (Autorenreferat), "In August 2008, during the short war between Georgia and Russia, Ukrainian-Russian relations reached a new all-time low. Immediately after the war had started, Ukrainian President Viktor Juschtschenko feared a Russian threat to Ukraine's territorial integrity, most significantly with respect to the Crimea peninsula. By the end of August, also Bernard Kouchner, French Foreign Minister, had uttered similar concerns. Consequently, European and German newspapers were assigning significant coverage to the issue. This study examines the media coverage on the Crimea issue in three select markets: Russia, Ukraine, and Germany. The Russian case is specifically remarkable, as the press in this country is operating under extremely restricted conditions. In the case of Ukraine, the largely distorted competition in the media market makes this survey particularly interesting. The survey of German national newspapers provides a perspective from a third, not directly involved country with a free press market. Both Ukrainian president Viktor Yushchenko and the Ukrainian Prime Minister Yuliya Tymoshenko made use of the increased media coverage to push their domestic and foreign policy agendas. As the war in Georgia had created enormous attention in the media, Russian papers frequently commented on European and Ukrainian fears concerning a possible Russian move towards Crimea. Although, by and large, German press coverage on the Crimea issue reflected most important aspects of the conflict between Ukraine and Russia, it provided little understanding for the underlying reasons of the crisis. The respective domestic political motives in both Russia and Ukraine were all but ignored. Once, more this created the rather lop-sided impression that Russia alone was to be blamed for the escalation with Ukraine being the next victim of Russian aggression." (author's abstract)

'Um den eigenen Großmachtanspruch zu untermauern, verbreitet die russische Führung spätestens seit der zweiten Amtszeit Putins das Bild einer militärischen Renaissance des Landes. Mit großem Pomp werden Paraden und Großübungen abgehalten sowie umfangreiche Rüstungsprogramme angekündigt. Trotzdem stellt lediglich das Nukleararsenal einen realen Pfeiler des russischen Großmachtanspruchs dar. Den konventionellen Streitkräften fehlt es zum einen an Fähigkeiten zur globalen Machtprojektion. Zum anderen leiden sie an veralteter Ausrüstung, mangelhaftem Training und einer überholten Einsatzkonzeption, wie der Georgienkrieg offenlegte. Diese Defizite sollen durch die neue Militärreform, die Moskau im Oktober 2008 ankündigte, überwunden werden. Vorgesehen ist, die Mobilisierungsarmee zu einer modern ausgerüsteten, besser ausgebildeten und flexibleren Einsatzarmee umzubauen. Auch wenn dies am grundlegenden Kräfteverhältnis gegenüber der Nato nur wenig ändern würde, könnte Moskau damit seine Vormachtstellung im postsowjetischen Raum weiter ausbauen. Daraus ergibt sich ein europäisches Interesse an der Wiederbelebung der konventionellen Rüstungskontrolle. Insgesamt sind die Chancen für eine umfassende Verwirklichung der Militärreform aber skeptisch einzuschätzen. Erstens werden Russlands finanzielle und rüstungsindustrielle Ressourcen kaum ausreichen, um den enormen Modernisierungsbedarf zu decken. Zweitens ist angesichts der demographischen Krise des Landes davon auszugehen, dass sich das Rekrutierungsproblem weiter verschärft. Drittens fehlt es bislang an einem kohärenten Anforderungsprofil für die Streitkräfte. Vor diesem Hintergrund ist davon auszugehen, dass die Kluft zwischen Großmachtanspruch und realen Fähigkeiten im militärischen Bereich mittelfristig weiterbestehen wird.' (Autorenreferat), 'Russia's political and military leaders, increasingly after Putin's second term in office, have conveyed the notion of the country being (again) a Great Power. To buttress such claims, they have asserted that Russia had made progress not only in economic affairs but also experienced a significant military revival. Military parades and large-scale maneuvers are being held again and rearmament programs put in place. The country's strategic nuclear arsenal, however, remains the main pillar of the Great Power status. The conventional forces lack the capabilities for global power projection and effectiveness leaves much to be desired. This is due to obsolete equipment, inadequate training and outdated operational concepts. Military reforms announced in October 2008 are to overcome such deficits. Russia's armed forces with their reliance on conscription and mass mobilization are to be transformed to smaller, more modern, better trained, better equipped and more flexible combat-forces. Success of the reforms would not fundamentally alter the balance of forces with Nato but enable Moscow to strengthen its preponderance on post-Soviet space. For that very reason Europe should be reviving conventional arms control. On the whole, chances for a comprehensive implementation of the reforms are relatively slim because, first, Russia's financial resources and its defense industry are hardly able to cover the enormous requirements for modernization. Second, in view of the country's demographic crisis, it is evident that the problems of recruitment will become more acute. Third, there is as yet no coherent requirement profile for the armed forces. These considerations warrant the conclusion that the gap between Great Power claims and actual capabilities in military affairs will remain.' (author's abstract)

"Das Eintreten für eine multipolare Weltordnung und gegen einen US-amerikanischen Unilateralismus ist eine Konstante russischer Außenpolitik seit dem Ende des Ost-West-Konflikts. Dabei gelten die Vereinten Nationen als die wichtigste internationale Organisation, um dieses Ziel zu erreichen. Jedoch führt Russlands Bekenntnis zu einer multipolaren Weltordnung nicht zu der Schlussfolgerung, multilateral zu handeln. Im Gegenteil, Moskau verfolgt eine klare Interessenpolitik, die weniger auf Konsens und Kooperation basiert als vielmehr auf Alleingängen und dem so genannten 'nationalen Interesse' Russlands. Multipolarität bedeutet für die russische Führung, dass große Staaten souveräner sind als andere. Damit ist der UN-Sicherheitsrat für Moskau ein 'Club' von souveränen Staaten, die gleichberechtigt in der internationalen Politik agieren. Die Betonung der Bedeutung der UN durch die russische Führung dient nicht zur Stärkung des internationalen Multilateralismus, sondern als Instrument gegen die internationale Dominanz der USA. Während die USA jedoch in der Lage sind, als globaler Akteur aufzutreten, ist Russland nur ein regionaler Akteur mit begrenzten Mitteln. Problematisch an der russischen Außenpolitik erweist sich, dass sie zu stark auf die USA fokussiert und sie sich damit Spielräume für ein konstruktiveres und rationaleres Handeln nimmt. Für die USA ist Russland einer von mehreren regionalen Akteuren, für Moskau ist Washington der Fixpunkt seiner Außenpolitik. Sowohl die Auseinandersetzung um das iranische Nuklearprogramm als auch um den Krieg der NATO gegen die Taliban in Afghanistan wird von Moskau in erster Linie genutzt, um seine Rolle als eigenständiger Akteur zu untermauern. Dass weder eine Schwächung der NATO in Afghanistan noch ein Iran mit Atomwaffen im Interesse Moskaus liegen können, erscheint dabei zweitrangig. Mit dieser Politik macht sich Russland unglaubwürdig und zu einem unzuverlässigen Partner in den internationalen Beziehungen. Diese Tendenz zeigt sich auch am russischen Konzept eines neuen Sicherheitsvertrags für Europa: Dieser soll die bestehende Sicherheitsstruktur in Europa ablösen, ist jedoch vorrangig gegen den Einfluss der USA und der NATO in Europa ausgerichtet. Um so wichtiger erscheint es, Russland klar zu machen, dass sein internationales Engagement willkommen ist, es dabei aber Verantwortung übernehmen muss. Auch wenn Russland ein schwieriger Akteur ist, sollte es soweit wie möglich in bestehende Strukturen eingebunden und mit Moskau neue Instrumente zur Kommunikation und Konfliktlösung ausgehandelt werden. Jedoch ist es nur sinnvoll, mit der russischen Führung einen neuen Sicherheitsvertrag zu verhandeln, wenn die europäischen Staaten eine gemeinsame Position entwickeln. Weiterhin ist bei Fragen der Nichtverbreitung eine enge Abstimmung mit den USA erforderlich. Russland wird nur bereit sein, mit den europäischen Staaten zu kooperieren, wo sich die Interessen beider Seiten decken, bzw. wo die europäische Seite glaubhaft machen kann, dass sie auf die Verletzung eigener Interessen mit Sanktionen reagiert." (Autorenreferat) "Advocating a multipolar world and against the unilateralism of the US is a constant of Russian foreign policy since the end of the East-West conflict. For Moscow, the United Nations are the most important institution to reach this goal. But Russia's declaration of a multipolar world does not lead to the consequence of multilateral action. On the contrary, Moscow pursues a clear policy which is not based on consensus and cooperation but on the so-called 'national interests' of Russia. Multipolarity means for the Russian leadership that large states are more sovereign than other states. Thus, for Moscow, the UN-Security Council is a 'club' of sovereign states which act on an equal footing in international relations. The emphasis on the importance of the UN by the Russian leadership is not aimed at strengthening international multilateralism, but serves as an instrument against the international dominance of the US. But while the US is able to act as a global player, Russia is only a regional player with limited resources. The problem of Russian foreign policy is that it is too focused on the activities of the US foreign policy, whereby it loses its leeway for more constructive and rational action. For the US, Russia is one of several regional players-for Moscow, Washington is the benchmark of its foreign policy. Both, the nuclear dispute with Iran and the conflict with NATO on its war against the Taliban in Afghanistan are first of all used by Moscow to demonstrate its role as an independent player. That the weakening of NATO in Afghanistan and an Iran with nuclear bombs can not be in the interest of Moscow seems to be secondary. With such policy Russia is perceived as an unreliable partner in international relations. This tendency can also be observed with regard to the Russian proposal of a new security treaty for Europe: The idea should be to substitute the existing security structure in Europe and to create new cooperation mechanisms on the legal principals of the UN. However, the focus of the reform concept is primarily oriented against the influence of the US and NATO in Europe. Although the request to renegotiate the security architecture in Europe can be justified in principle, it is fundamentally questioned by the one-sided orientation against the US influence. Therefore, it seems to be even more important to show Russia that its international involvement is welcome, but only, if it assumes responsibility. Even if Russia is a difficult partner, it should be integrated as much as possible in the existing international structures and if necessary, new instruments of communication and conflict solution should be negotiated with Moscow. It is only useful to discuss a new European security treaty with Russia if the EU states have developed a common strategy on this issue. Furthermore, especially in questions of non-proliferation, a close coordination with Washington is necessary. Russia is only willing to cooperate with European states, if it is on common interests or if the European side clarifies that it will react with tough sanctions if its interests are violated." The aim of this study is to estimate the impact of the removal of NTBs in trade between the EU and its selected CIS partners: Russia, Ukraine, Georgia, Armenia and Azerbaijan (CIS5). The report includes a discussion of methodologies of measurement of non-tariff barriers and the impact of their removal, including a review of previous studies focusing on CEE and CIS regions. Further, we employ a computable general equilibrium model encompassing the following three pillars of trade facilitation: legislative and regulatory approximation, reform of customs rules and procedures and liberalization of the access of foreign providers of services. We conclude that a reduction of NTBs and improved access to the EU market would bring significant benefits to the CIS5 countries in terms of welfare gains, GDP growth, increases in real wages and expansion of international trade. The possible welfare implications of deep integration with the EU range from 5.8% of GDP in Ukraine to sizeable expected gains in Armenia (3.1%), Russia (2.8%), Azerbaijan (1.8%) and Georgia (1.7%).

Im zweiten Halbjahr 2008 erlebte Russland zwei Krisen: den Fünf-Tage-Krieg im Kaukasus im August und die Finanz- und Wirtschaftskrise ab September. Die Auseinandersetzung im Kaukasus, die mit ihren Auswirkungen zunächst das Hauptthema in den Periodika war, trat allmählich in den Hintergrund, je mehr deutlich wurde, dass die ökonomische Krise entgegen den Annahmen auch Russland erfasste. Was es indessen für die russische Politik bedeutet, dass die Wirtschaftsleistung des Landes abnimmt, die Preise für Öl und Gas rapide sinken und die finanziellen Reserven abschmelzen, wird in den Publikationen weniger thematisiert. "The crisis over South Ossetia between Georgia and Russia that took place in August 2008 highlights the volatility of the Black Sea region as a new flashpoint in the common neighbourhood between Russia and the European Union (EU). What has made the conflict in Georgia so crucial to the EU is the fact that this is not to be seen as an isolated occurrence. The incidence has repercussions throughout a region that is marked by a plethora of challenges to political stability and democratic consolidation - factors that directly affect European security and welfare. This paper takes a look at the overall and specific challenges that the EU faces in dealing with the Black Sea region. The first section analyses the lack of a European and a regional strategy for the Black Sea states and discusses the competing cognitive labels that frame the Black Sea region's politics. The second section analyses the development of risks to stateness, democracy and economic prosperity in the region. Drawing on both analyses, the paper concludes by drafting suggestions for EU policy to strengthen a pro-European regional identity as well as hedge against risks for the Black Sea region." We analyze comprehensive manufacturing firm data to measure the contribution of inter-firm employment reallocation to aggregate productivity growth during the socialist and reform periods in six transition economies. Modifying a standard decomposition technique to better reflect the role of firm entry, we find that reallocation rates and productivity contributions are very low under socialism. After reforms, they rise dramatically, and productivity contributions greatly exceed those observed in market economies. Early in transition, faster reform is associated with larger contributions from reallocation, but later, and on average over the whole transition, this relationship is reversed. Though reallocation rates are larger in faster reforming economies, higher productivity dispersion in slower reformers creates much higher productivity gains for a given volume of reallocation. The results imply that reallocation should be viewed as necessary regular maintenance for a well-functioning economy, and particularly large productivity contributions tend to reflect previous neglect more than current virtue.

"Die gewaltsame Besetzung von Südossetien und Teilen Georgiens durch russische 'Friedenstruppen' im August 2008 unterstreicht die Bereitschaft Russlands, mit allen Mitteln die traditionellen Machtverhältnisse im Kaukasus aufrechtzuerhalten. Der Fünf-Tage-Krieg im Kaukasus hat darüber hinaus Russlands politische Stellung in Zentralasien zeitweise geschwächt. Auf dem Gipfeltreffen der Shanghaier Organisation für Zusammenarbeit (SOZ) in Duschanbe wurde Russlands rasche Anerkennung der Souveränität Abchasiens und Südossetiens ignoriert. Insbesondere die chinesische Regierung versuchte die Auswirkungen auf Zentralasien zu verringern, da Anfang August in der Provinz Xinjiang separatistische Gruppierungen mehrere terroristische Anschläge verübt hatten. Die Ereignisse verweisen auf den wachsenden Stellenwert, den Zentralasien für die russische und die chinesische Außenpolitik einnimmt. Die anachronistische, militärisch geprägte Machtpolitik gegenüber Georgien erschüttert das Bild Russlands als wiederaufstrebende und verantwortungsbewusste Großmacht im internationalen System. Die Unterstützung separatistischer Anliegen irritiert Zentralasien, aber auch die Volksrepublik China. Bombenanschläge in der an Zentralasien grenzenden Provinz Xinjiang stellen für die chinesische Regierung eine ernsthafte Bedrohung dar. Zentralasien wird für Russland und China wichtiger. Im Gegensatz zur Demonstration 'harter Machtansprüche' im Kaukasus versucht die russische Regierung in Zentralasien mit einer 'sanfteren' Politik Einfluss zu bewahren. Trotz russischer Militärpräsenz und Kontrolle über die Ressourcen in Zentralasien hat es die VR China geschafft, sich dauerhaft in der Region zu behaupten. Im Handel mit Zentralasien ist nicht auszuschließen, dass die VR China Russland in absehbarer Zeit überflügeln wird. Russlands politische Entscheidungen 'überlagern' nicht mehr die Ordnungsstrukturen in Zentralasien, vielmehr prägen dort verschiedene Großmächte die regionale Ordnung. Die Stellung der SOZ und die Position der VR China gewinnen dabei an Einfluss. Die Sicherheit und Wirtschaft in Zentralasien zu organisieren, bleibt ein Projekt 'externer Akteure'. "During the EU-Russia summit in Nice on November 14, the European Union and the Russian Federation agreed on several further meetings to discuss the crucial issues of their relationship. The good news is that negotiations between both parties continue after the postponement on part of the EU in course of the Georgia-Russia conflict. The EU as well as Russia should now avail the opportunity to agree on a new Partnership and Cooperation Agreement (PCA) in order to set a new legal framework for their cooperation. It's time for a roadmap to take the EU-Russia relations to the next level." (author's abstract)
