This study provides insights into the roles that small firms can play in the process of technological change. The theme of the study is that policies aimed at fostering research and development and the adoption of new technology should not discriminate against small firms. Threshold expenditure levels, for example, which underpin R&D policy incentives may well inhibit the activities which small firms might legitimately perform in the process of technological change.
