Managing the world's freshwater supply to meet societal and environmental needs in a changing climate is one of the biggest challenges for the 21st century. Dams provide water security; however, the allocation of dwindling water supply among reservoirs could exacerbate or ameliorate the effects of climate change on aquatic communities. Here, we show that the relative sensitivity of river thermal regimes to direct impacts of climate change and societal decisions concerning water storage vary substantially throughout a river basin. In the absence of interspecific interactions, future Colorado River temperatures would appear to benefit both endemic and nonnative fish species. However, endemic species are already declining or extirpated in locations where their ranges overlap with warmwater nonnatives and changes in water storage may lead to warming in some of the coolest portions of the river basin, facilitating further nonnative expansion. Integrating environmental considerations into ongoing water storage negotiations may lead to better resource outcomes than mitigating nonnative species impacts after the fact., (© 2020 by the Ecological Society of America.)

Abstract: Temporal and spatial nonuniformity in supplies of water and sand in a river network leads to sand transport that is in local disequilibrium with the upstream sand supply. In such river networks, sand is transported downstream as elongating waves in which coupled changes in grain size and transport occur. Depending on the magnitude of each sand‐supplying event and the interval between such events, changes in bed‐sand grain size associated with sand‐wave passage may more strongly regulate sand transport than do changes in water discharge. When sand transport is controlled more by episodic resupply of sand than by discharge, upstream dam construction may exacerbate or mitigate sand‐transport disequilibria, thus leading to complicated and difficult‐to‐predict patterns of deposition and erosion. We analyzed all historical sediment‐transport data and embarked on a 4‐year program of continuous sediment‐transport measurements to describe disequilibrium sand transport in a river network. Results indicate that sand transport in long river segments can evolve over ≥50‐year timescales following rare large sand‐supplying events. These natural changes in sand transport in distal downstream river segments can be larger than those caused by an upstream dam. Because there is no way to know a priori whether sand transport in a river has changed in response to changes in the upstream sand supply, contemporary continuous measurements of sand transport are required for accurate sand loads and budgeting. Analysis of only historical sediment‐transport measurements, as is common in the literature, may lead to incorrect conclusions with respect to current or future sediment‐transport conditions. Building on previous environmental flow discussions and a growing recognition that hydrogeomorphic processes are inherent in the ecological functionality and biodiversity of riverscapes, we propose a functional-flows approach to managing heavily modified rivers. The approach focuses on retaining specific process-based components of the hydrograph, or functional flows, rather than attempting to mimic the full natural flow regime. Key functional components include wet-season initiation flows, peak magnitude flows, recession flows, dry-season low flows, and interannual variability. We illustrate the importance of each key functional flow using examples from western US rivers with seasonably predictable flow regimes. To maximize the functionality of these flows, connectivity to morphologically diverse overbank areas must be enhanced in both space and time, and consideration must be given to the sediment-transport regime. Finally, we provide guiding principles for developing functional flows or incorporating functional flows into existing environmental flow frameworks. [ABSTRACT FROM AUTHOR]

Abstract: We used pre- and post-restoration channel surveys of the Donner und Blitzen River, Oregon, to evaluate the effects of grade-control structures on channel morphology and baseflow habitat conditions for native redband trout and other aquatic biota. Six years after installation, we found that the channel had a smaller proportion of riffles and pools and less gravel substrate, combined with an increase in the proportion of flat waters and consolidated clay on the bed surface. Both local scour downstream from weirs and backwater effects upstream from weirs appear to have caused the general flattening and fining of the channel. A direct-step backwater calculation indicates that backwaters extended to the upstream weir at both low and high flows, creating long sections of flat water separated by short, steep drops. Despite backwater effects, a comparison of longitudinal profiles before and six years after weir installation showed bed erosion downstream of nearly all weirs, likely a consequence of the cohesive clay material that dominates the channel bed and banks. A deep inner channel reflects the cohesive nature of the clay and the mechanisms of abrasion, and indicates that sediment load is low relative to the transport capacity of the flow. Unfortunately, weirs were problematic in this system because of the cohesive clay substrate, limited sediment supply, and low channel gradient. Although deeper flows due to backwaters might be more favorable for resident trout, less gravel and fewer riffles are likely to negatively impact trout spawning habitat, macroinvertebrate communities, and biofilm productivity. Our results demonstrate the potential limitations of a single-feature approach to restoration that may be ineffective for a given geomorphic context and may overlook other aspects of the ecosystem. Abstract: This study examines bed and bank adjustment in the 105-km reach of the Green River immediately downstream from Flaming Gorge Dam by the use of historical aerial and oblique photographs, analysis of current and abandoned stream-gaging records, and field observations. Although this segment has been previously characterized as sediment deficient, these data show that sediment is accumulating in all reaches and that the bed has not degraded at any location where historical data are available. Adjustment is occurring through a combination of deposition of post-dam sediment and stabilization of pre-dam deposits, resulting in a 10–30% reduction in average width of the channel. All post-dam surfaces are colonized by woody riparian vegetation. The style of channel adjustment varies between geomorphically defined reaches. In canyons dominated by debris fans and gravel-bedded restricted meandering reaches, gravel bars have become inactive and accumulated fine sediment. In the sand-bedded meandering reaches, existing islands have increased in size and new mid-channel islands have formed. In all of these types of reaches, post-dam deposits line the banks and sediment has accumulated in side-channels that previously separated islands from the bank. These findings demonstrate that sediment budgets that show a balance between inputs and outputs cannot necessarily be interpreted to indicate channel equilibrium. A sediment mass balance for 150-km reach between the dam and the first long-term gage indicates approximate balance of inputs and outputs for the pre- and post-dam periods. When uncertainty in budget components is considered, the mass balance is indeterminate. Although the Green River may have been in approximate equilibrium in the pre-dam period, we have shown that channel width is decreasing in the post-dam period. The post-dam deposits constitute a small but a significant component of the sediment budget upstream from the first major tributary. Sediment is supplied to this reach by small tributaries and, to a lesser extent, erosion of pre-dam alluvium. Downstream from the study area, the volume of the post-dam deposits is tiny relative to the volume of sediment input from the first major tributary. [Copyright &y& Elsevier]

In settings where the transport of sand is partially or fully supply limited, changes in the upstream supply of sand are coupled to changes in the grain size of sand on the bed. In this manner, the transport of sand under the supply-limited case is ‘grain-size regulated’. Since the closure of Glen Canyon Dam in 1963, the downstream reach of the Colorado River in Marble and Grand Canyons has exhibited evidence of sand-supply limitation. Sand transport in the river is now approximately equally regulated by changes in the discharge of water and changes in the grain sizes of sand on the channel bed and eddy sandbars. Previous work has shown that changes in the grain size of sand on the bed of the channel (driven by changes in the upstream supply of sand owing to both tributary floods and high dam releases) are important in regulating sand transport over timescales of days to months. In this study, suspended-sand data are analysed in conjunction with bed grain-size data to determine whether changes in the grain size of sand on the bed of the channel or changes in the grain size of sand on the surface of eddy sandbars have been more important in regulating sand transport in the post-dam Colorado River over longer, multi-year timescales. The results of this study show that this combined theory- and field-based approach can be used to deduce which environments in a complicated setting are the most important environments for regulating sediment transport. In the case of the regulated Colorado River in Marble and Upper Grand Canyons, suspended-sand transport has been regulated mostly by changes in the surface grain size of eddy sandbars.
