Radiation exposure at low doses (below 100 milligray) or low-dose rates (less than 5 milligray per hour) occurs in a wide range of medical, industrial, military, and commercial settings. The effects of exposure at these levels are not fully understood, but there are long-standing concerns that such exposure could negatively affect human health. Although cancer has been linked to low-dose radiation exposure for decades, there is increasing evidence that low-dose radiation exposure may also be associated with cardiovascular disease, neurological disorders, immune dysfunction, and cataracts. Recent advances in research, new tools, and a coordinated multidisciplinary research program could help fill knowledge gaps about the health impacts of low-dose radiation exposures. This report calls for the development of a U.S. research program to study how low doses of radiation affect cancer, cardiovascular disease, neurological disorders, and other disease risks. Research should also better define the impacts of radiation doses, dose rates, types of radiation, and exposure duration. The report estimates $100 million annually for the next 15 years would be required to conduct epidemiological and biological research, and to establish an infrastructure for research.

Biological physics, or the physics of living systems, has emerged fully as a field of physics, alongside more traditional fields of astrophysics and cosmology, atomic, molecular and optical physics, condensed matter physics, nuclear physics, particle physics, and plasma physics. This new field brings the physicist's style of inquiry to bear on the beautiful phenomena of life. The enormous range of phenomena encountered in living systems - phenomena that often have no analog or precedent in the inanimate world - means that the intellectual agenda of biological physics is exceptionally broad, even by the ambitious standards of physics. Physics of Life is the first decadal survey of this field, as part of a broader decadal survey of physics. This report communicates the importance of biological physics research; addresses what must be done to realize the promise of this new field; and provides guidance for informed decisions about funding, workforce, and research directions.

Biological collections are a critical part of the nation's science and innovation infrastructure and a fundamental resource for understanding the natural world. Biological collections underpin basic science discoveries as well as deepen our understanding of many challenges such as global change, biodiversity loss, sustainable food production, ecosystem conservation, and improving human health and security. They are important resources for education, both in formal training for the science and technology workforce, and in informal learning through schools, citizen science programs, and adult learning. However, the sustainability of biological collections is under threat. Without enhanced strategic leadership and investments in their infrastructure and growth many biological collections could be lost. Biological Collections: Ensuring Critical Research and Education for the 21st Century recommends approaches for biological collections to develop long-term financial sustainability, advance digitization, recruit and support a diverse workforce, and upgrade and maintain a robust physical infrastructure in order to continue serving science and society. The aim of the report is to stimulate a national discussion regarding the goals and strategies needed to ensure that U.S. biological collections not only thrive but continue to grow throughout the 21st century and beyond.

Microbial forensics is a scientific discipline dedicated to analyzing evidence from a bioterrorism act, biocrime, or inadvertent microorganism or toxin release for attribution purposes. This emerging discipline seeks to offer investigators the tools and techniques to support efforts to identify the source of a biological threat agent and attribute a biothreat act to a particular person or group. Microbial forensics is still in the early stages of development and faces substantial scientific challenges to continue to build capacity. The unlawful use of biological agents poses substantial dangers to individuals, public health, the environment, the economies of nations, and global peace. It also is likely that scientific, political, and media-based controversy will surround any investigation of the alleged use of a biological agent, and can be expected to affect significantly the role that scientific information or evidence can play. For these reasons, building awareness of and capacity in microbial forensics can assist in our understanding of what may have occurred during a biothreat event, and international collaborations that engage the broader scientific and policy-making communities are likely to strengthen our microbial forensics capabilities. One goal would be to create a shared technical understanding of the possibilities - and limitations - of the scientific bases for microbial forensics analysis. Science Needs for Microbial Forensics: Developing Initial International Research Priorities, based partly on a workshop held in Zabgreb, Croatia in 2013, identifies scientific needs that must be addressed to improve the capabilities of microbial forensics to investigate infectious disease outbreaks and provide evidence of sufficient quality to support legal proceedings and the development of government policies. This report discusses issues of sampling, validation, data sharing, reference collection, research priorities, global disease monitoring, and training and education to promote international collaboration and further advance the field.

Despite the increase in funding for research and the rising numbers of peer-reviewed publications over the past decade that address the environmental, health, and safety aspects of engineered nanomaterials (ENMs), uncertainty about the implications of potential exposures of consumers, workers, and ecosystems to these materials persists. Consumers and workers want to know which of these materials they are exposed to and whether the materials can harm them. Industry is concerned about being able to predict with sufficient certainty whether products that it makes and markets will pose any environmental, health or safety issues and what measures should be taken regarding manufacturing practices and worldwide distribution to minimize any potential risk. However, there remains a disconnect between the research that is being carried out and its relevance to and use by decision-makers and regulators to make informed public health and environmental policy and regulatory decisions. Research Progress on Environmental, Health, and Safety Aspects of Nanomaterials evaluates research progress and updates research priorities and resource estimates on the basis of results of studies and emerging trends in the nanotechnology industry. This report follows up the 2012 report A Research Strategy for Environmental, Health, and Safety Aspects of Engineered Nanomaterials, which presented a strategic approach for developing the science and research infrastructure needed to address uncertainties regarding the potential environmental, health, and safety risks posed by ENMs. This new report looks at the state of nanotechnology research, examines market and regulatory conditions and their affect on research priorities, and considers the criteria for evaluating research progress on the environmental, health, and safety aspects of nanotechnology.

Spurred on by new discoveries and rapid technological advances, the capacity for life science research is expanding across the globe—and with it comes concerns about the unintended impacts of research on the physical and biological environment, human well-being, or the deliberate misuse of knowledge, tools, and techniques to cause harm. This report describes efforts to address dual use issues by developing institutes around the world that will help life sciences faculty learn to teach about the responsible conduct of science. Based on the successful National Academies Summer Institute for Undergraduate Biology Education and on previous NRC reports on effective methods for teaching about dual use issues, the report's authoring committee designed a general framework for the faculty institutes and chose the Middle East-North Africa (MENA) region to test a prototype faculty institute. In September 2012, the first Institute was held in Aqaba, Jordan, bringing together 28 participants from Algeria, Egypt, Jordan, Libya, and Yemen to engage with effective, evidence-based teaching methods, develop curricular materials for use in their own classrooms, and become community leaders on dual use and related topics. Developing Capacities for Teaching Responsible Science in the MENA Region: Refashioning Scientific Dialogue offers insights from the institute that will help in the design and implementation of future programs in the MENA region, and in other parts of the world.

Traditionally, the natural sciences have been divided into two branches: the biological sciences and the physical sciences. Today, an increasing number of scientists are addressing problems lying at the intersection of the two. These problems are most often biological in nature, but examining them through the lens of the physical sciences can yield exciting results and opportunities. For example, one area producing effective cross-discipline research opportunities centers on the dynamics of systems. Equilibrium, multistability, and stochastic behavior—concepts familiar to physicists and chemists—are now being used to tackle issues associated with living systems such as adaptation, feedback, and emergent behavior. Research at the Intersection of the Physical and Life Sciences discusses how some of the most important scientific and societal challenges can be addressed, at least in part, by collaborative research that lies at the intersection of traditional disciplines, including biology, chemistry, and physics. This book describes how some of the mysteries of the biological world are being addressed using tools and techniques developed in the physical sciences, and identifies five areas of potentially transformative research. Work in these areas would have significant impact in both research and society at large by expanding our understanding of the physical world and by revealing new opportunities for advancing public health, technology, and stewardship of the environment. This book recommends several ways to accelerate such cross-discipline research. Many of these recommendations are directed toward those administering the faculties and resources of our great research institutions—and the stewards of our research funders, making this book an excellent resource for academic and research institutions, scientists, universities, and federal and private funding agencies.

Now more than ever, biology has the potential to contribute practical solutions to many of the major challenges confronting the United States and the world. A New Biology for the 21st Century recommends that a'New Biology'approach—one that depends on greater integration within biology, and closer collaboration with physical, computational, and earth scientists, mathematicians and engineers—be used to find solutions to four key societal needs: sustainable food production, ecosystem restoration, optimized biofuel production, and improvement in human health. The approach calls for a coordinated effort to leverage resources across the federal, private, and academic sectors to help meet challenges and improve the return on life science research in general.

The same technologies that fuel scientific advances also pose potential risks—that the knowledge, tools, and techniques gained through legitimate biotechnology research could be misused to create biological weapons or for bioterrorism. This is often called the dual use dilemma of the life sciences. Yet even research with the greatest potential for misuse may offer significant benefits. Determining how to constrain the danger without harming essential scientific research is critical for national security as well as prosperity and well-being. This book discusses a 2007 survey of American Association for the Advancement of Science (AAAS) members in the life sciences about their knowledge of dual use issues and attitudes about their responsibilities to help mitigate the risks of misuse of their research. Overall, the results suggest that there may be considerable support for approaches to oversight that rely on measures that are developed and implemented by the scientific community itself. The responses also suggest that there is a need to clarify the scope of research activities of concern and to provide guidance about what actions scientists can take to reduce the risk that their research will be misused by those with malicious intent.

Climate change is one of the most important global environmental problems facing the world today. Policy decisions are already being made to limit or adapt to climate change and its impacts, but there is a need for greater integration between science and decision making. This book proposes six priorities for restructuring the United States'climate change research program to develop a more robust knowledge base and support informed responses: Reorganize the Program Around Integrated Scientific-Societal Issues Establish a U.S. Climate Observing System Support a New Generation of Coupled Earth System Models Strengthen Research on Adaptation, Mitigation, and Vulnerability Initiate a National Assessment of the Risks and Costs of Climate Change Impacts and Options to Respond Coordinate Federal Efforts to Provide Climate Information, Tools, and Forecasts Routinely to Decision Makers

Since the first commercial introduction of transgenic corn plants in 1995, biotechnology has provided enormous benefits to agricultural crop production. Research is underway to develop a much broader range of genetically engineered organisms (GEOs), including fish, trees, microbes, and insects, that could have the potential to transform fields such as aquaculture, biofuels production, bioremediation, biocontrol, and even the production of pharmaceuticals. However, biotechnology is not without risk and continues to be an extremely controversial topic. Chief among the concerns is the potential ecological effects of GEOs that interact with wildlife and habitats. The U.S. Geological Survey (USGS) is charged with providing scientific advice to inform federal agencies that manage wildlife and their habitats. USGS has identified biotechnology as one of its major challenges for future research. Seeing an opportunity to initiate a dialogue between ecologists and developers of GEOs about this challenge, the USGS and the National Research Council (NRC) held a two-day workshop in November of 2007, to identify research activities with the greatest potential to provide the information needed to assess the ecological effects of GEOs on wildlife and habitats. The workshop, designed to approach the research questions from a habitat, rather than transgenic organism, perspective, is summarized in this book.

Chemistry plays a key role in conquering diseases, solving energy problems, addressing environmental problems, providing the discoveries that lead to new industries, and developing new materials and technologies for national defense and homeland security. However, the field is currently facing a crucial time of change and is struggling to position itself to meet the needs of the future as it expands beyond its traditional core toward areas related to biology, materials science, and nanotechnology. At the request of the National Science Foundation and the U.S. Department of Energy, the National Research Council conducted an in-depth benchmarking analysis to gauge the current standing of the U.S. chemistry field in the world. The Future of U.S. Chemistry Research: Benchmarks and Challenges highlights the main findings of the benchmarking exercise.

A range of natural earth materials, like arsenic or fluoride, have long been linked to significant human health effects. Improved understanding of the pervasive and complex interactions between earth materials and human health will require creative collaborations between earth scientists and public health professionals. At the request of the National Science Foundation, U.S. Geological Survey, and National Aeronautics and Space Administration, this National Research Council book assesses the current state of knowledge at the interface between the earth sciences and public health disciplines. The book identifies high-priority areas for collaborative research, including understanding the transport and bioavailability of potentially hazardous earth materials, using risk-based scenarios to mitigate the public health effects of natural hazards under current and future climate regimes, and understanding the health risks that result from disturbance of earth systems. Geospatial information - geological maps for earth scientists and epidemiological data for public health professionals - is identified as one of the essential integrative tools that is fundamental to the activities of both communities. The book also calls for increased data sharing between agencies to promote interdisciplinary research without compromising privacy.

Social science research conducted since the late 1970's has contributed greatly to society's ability to mitigate and adapt to natural, technological, and willful disasters. However, as evidenced by Hurricane Katrina, the Indian Ocean tsunami, the September 11, 2001 terrorist attacks on the United States, and other recent events, hazards and disaster research and its application could be improved greatly. In particular, more studies should be pursued that compare how the characteristics of different types of events—including predictability, forewarning, magnitude, and duration of impact—affect societal vulnerability and response. This book includes more than thirty recommendations for the hazards and disaster community.

Centuries of scientific advances in agriculture have increased the quantity, quality, and variety of our food supply. Food in the United States is abundant and affordable, incomes are at record levels, nutrition and health knowledge is at an all-time high. Yet many Americans are not eating a proper diet. The result is an obesity epidemic that contributes to rising healthcare costs from increased rates of heart disease, stroke, diabetes, and several cancers. Whether we see food as medicine or as the cause of disease, medical and agricultural research have the potential to come together in innovative ways to help consumers and producers understand and face the challenges of following a healthful diet. More than 100 leaders in agriculture, health research, education policy, and industry convened at the National Academies in June 2003 to share their opinions on what would be a more efficient and effective system for conducting food and health research. Some of their thoughts follow. Participants concluded that no one organization or agency can solve food-related health issues alone—the nation needs better mechanisms for bringing together its agriculture and health-care infrastructures to address food-related health problems. Addressing the obesity issue, in particular, will require a multidisciplinary strategy that includes research on foods, consumer knowledge and behavior, and the economics of food- and health-related activities, including food pricing, health-care costs, and agricultural support programs.

The report identified various factors which contributed to creating an unfulfilled need for veterinarians in the biomedical research workforce, including an increase in the number of NIH grants utilizing animals and the burgeoning use of transgenic rodents, without a comparable change in the supply of appropriately-trained veterinarians. The committee developed strategies for recruiting more veterinarians into careers in biomedical research.

The report says that important organizational changes are needed at the National Institutes of Health to ensure the agency meets future challenges effectively. In particular, the report advises NIH to devote additional resources to innovative interdisciplinary research that reflects its strategic objectives and cuts across all agency's institutes and centers. The report recommends that Congress should establish a formal process for determining how specific proposals for changes in the number of NIH agencies and centers should be addressed.

Innovation, the process by which fundamental research becomes a commercial product, is increasingly important in the chemical sciences and is changing the nature of research and development efforts in the United States. The workshop was held in response to requests to speed the R&D process and to rapidly evolve the patterns of interaction among industry, academe, and national laboratories. The report contains the authors'written version of the workshop presentations along with audience reaction.

The workshop summary provides guidance for researchers applying to the National Science Foundation (NSF) for funding. New NSF guidelines require applications to address the'broader impact'of the proposed research. Presentations at the workshop provided ideas on how to do this by engaging in undergraduate education, K-12 education or public outreach via museums or journalists. The workshop summary discusses issues to consider in choosing an appropriate collaborator for the education or outreach component of the project and how to build in methods for assessing the success of the project. It also provides lists of resources helpful in writing education proposals and discusses the similarities between research in education and scientific research.

On January 27-28, 1999, the NRC Commission on Life Sciences organized'Finding the Path: Issues of Access to Research Resources', a conference to explore the breadth of problems and opportunities related to obtaining and transferring research resources. The following summary of the 2-day meeting lays out the problems concerning access to research resources as discussed by 2 dozen speakers and members of the audience.

Since the 1970s, concerns about health hazards associated with electric and magnetic fields from power lines and from workplace, school, and household use of electricity have led to many studies and continued controversy about whether adverse health effects occur. In the Energy Policy Act of 1992 (Public Law 102-486), Congress authorized a focused national research program to study the possible health effects of exposure to low-intensity, 60-hertz electric and magnetic fields. In response to this legislation and at the request of the Department of Energy (DOE), the National Research Council established a committee under the Board on Radiation Effects Research (BRER) in the Commission on Life Sciences (CLS) to aid in its review of the power-frequency magnetic field research activities completed under the Electric and Magnetic Fields Research and Public Information Dissemination (EMF-RAPID) program that was authorized by the Energy Policy Act. The Research Council's Committee to Review the Research Activities Completed Under the Energy Policy Act of 1992 (EPACT) was asked to review the EMF-RAPID program implemented by DOE and the National Institute of Environmental Health Sciences (NIEHS), and research strategies suggested by other federal and nonfederal groups.

A symposium titled'Serving Science and Society into the New Millennium: The Legacy and the Promise'was held at the National Academy of Sciences on May 21-22, 1997. Speakers and panelists discussed the accomplishments and future of DOE's Biological and Environmental Research (BER) program. They also discussed a variety of multidisciplinary research activities, such as developing advanced medical diagnostic tools and treatments for human disease; assessing the health effects of radiation; tracking the regional and global movement of energy-related pollutants, and establishing the first human genome program. At the end of the symposium, 13 scientists who have been associated with the BER program and who have made significant contributions to its advancements and progress were honored. The proceedings volume includes the presentations made at the symposium.

New National Ambient Air Quality Standards for airborne particles smaller than 2.5 micrometers, called PM2.5, were issued by the U.S. Environmental Protection Agency (EPA) amidst scientific uncertainty and controversy. In response to a request from Congress, Research Priorities for Airborne Particulate Matter, the first of four books in a series, offers a conceptual framework for an integrated national program of particulate-matter research, identifies the 10 most critical research needs linked to key policy-related scientific uncertainties, and describes the recommended timing and estimated costs of such research. The committee concludes that EPA should devote more resources to investigating the relationships between fixed-site outdoor monitoring data and actual human breathing-zone exposures to ambient particulate matter and to identifying the most biologically important constituents and characteristics of particulate matter through toxicological studies. The recommended research activities are critical to determining actual exposures of human subpopulations most susceptible to harm from the most hazardous constituents of particulate matter. Future research will be an investment in public health and a means to ensure that resources spent on control technology and regulatory compliance will have a reasonable probability of success.

After discussions with the National Cancer Institute and the Department of Energy the Board on Biology of the National Research Council agreed to run a workshop under the auspices of its Forum on Biotechnology entitled'Privacy Issues in Biomedical and Clinical Research'on November 1, 1997. The organizers want to stress the forum was not intended to cover the full gauntlet of issues concerning Genomics and the Privacy of Medical Records. The emphasis of this forum was to look at pending legislation in Congress (Fall, 1997) and consider, if enacted as written, how this would affect genetic research. The broad language of this legislation written to protect the individual could inadvertently restrict research intended to help these same individuals. Scientific progress requires the sharing of information for the validation of results and the dissemination of gained knowledge to be effective. Other issues which were touched upon in this forum but not fully explored include; the trust of individuals involved in genetic studies in the manner their genetic information could be used, the practice of the generalized'linking'of particular ethnic groups with specific genetic traits, and the potential for positive and negative impact on the quality of life by having knowledge of one's genetic potential. These and other issues which have come upon us in the age of genomics require separate, focused efforts to explore their potential effect on society.
