Due to the recent large influx of Syrian refugees, the City of Uppsala is dealing with many new migrants. The City of Uppsala is within commuting range of Stockholm, and large-scale development has been promoted as the population increases. This article describes some of the City of Uppsala's efforts at settlement support and social integration policies for migrants. Based on interviews with relevant persons conducted in March 2019, this article describes the current situation of and issues with training programs for social integration at Uppsala City Hall(Kommun), a Swedish language school for adult immigrants (SFI) run by city hall, and Swedish language support at a public school. The City of Uppsala has been taking the initiative in integrating immigrants into the local community and is actively working to improve the quality of administrative services by promoting the efficient use of human resources for migrants.

現代世界に巻き起こる戦争、難民、記憶をめぐる諸相について、加害／被害、受入／移住、正史／野史といった二項対立軸で分析論述することには困難がともなう。そもそも、この二項は、戦争が起こされ、難民が生み出され、これらをめぐる記憶が形作られる際に要請されるカテゴリーである。例に挙げた二項は、構造的には前者が優勢であり、後者は劣勢であることはいうまでもない。これら、戦争、難民、記憶は、いずれも大きな課題であり、人類学や社会学において日本語による研究成果も増えてきている。前提として、帝国主義、植民地支配、ポストコロニアリズムをめぐる議論がグローバル化のなかで生まれ、より具体的な様相へと展開してきた潮流があることは論を待たない。「記憶」を例にとっても、1929年のアルヴァックスによる集団的記憶研究が脚光を浴びたのは1980年代である。ホブズボウムやアンダーソンを嚆矢とする「伝統」や「国民国家」への問いが、1990年代新自由主義が席巻する世界のなかでこれらの課題を発見したともいえるだろう。それぞれの課題をめぐり、構造的問題を分析するマクロレベルの研究や、個別の事例に基づくミクロな実証研究に向けて多様なアプローチを設定することは可能である。こうしたなかで、本特集の執筆陣による問いは、これらマクロとミクロの両者をつなぐ社会性や共同性はいかに捉えうるのかというものだ。冒頭で例示した二項に分類される対象の選別基準は時代や社会に拘束されており、いずれの側も正当性を主張しうるものであるが、完全に分離対立しているのではなく折れ目に深浅のあるひだのようでもある。日常の現実では幾重にも織り込まれていき、時間の幅が広くなるにつれ、そのひだすら見いだせなくなりかねない。そこで、こうしたひだをあえて本特集では「壁」とした。「壁」は法制度、知識、社会意識、発話、ふるまい、判断、社会関係などいたるところに立ちはだかる。これらの「壁」は、構造的優勢側によって立てられるほうが劣勢側が立てるよりもはるかにハードである。しかし、前者とて時代や社会の変化に対応せざるをえない局面においては「壁」の質や高さを変更せざるをえない。本特集では、各自のフィールドにおける「壁」をはさんでの折衷、妥協、融合の諸側面に向き合う様を捉えることを狙いとしている。, War, refugees, and memory are major themes receiving increasing attention in Japanese anthropology and sociology recently. Globalization --despite producing debates over imperialism, colonial rule, and postcolonialism-- does not wait for theorization. Halbwachs's 1929 research on memory did not reach the spotlight until the 1980s, for example. It can also be said that questioning "tradition" and the "nation-state, " initially led by Hobsbawm and Anderson, was spawned by neoliberalism's global conquest in the 1990s. Diverse theoretical approaches, from macro-level structural analysis to empiricism based on individual case studies, are possible concerning each of these themes. Within said possibility, this feature investigates the sociality and cooperation that bind the macro and micro together. The rampant phenomena of war, diaspora, and memory today cannot be reduced to simple dichotomies of aggressor-victim, acceptance-mobility, or official-unofficial history. After all, such dichotomies are not parallel, but are rather categories necessary for understanding process: war breaks out, refugees are produced, and memory of these events is formed. While both sides can make a claim to generational and socially-bound legitimacy, layers of everyday reality are repeatedly interwoven over time, to the point that the dividing creases become hardly perceptible. Here we purposefully refer to such creases as "walls." Today, "walls" constantly obstruct systems of law, knowledge, consciousness, speech, judgment, and social relationships. "Walls" are much harder to build for the structurally disadvantaged than for the privileged; however, when adapting to social and generational change, even the privileged are forced to alter the character and height of their "walls." This feature aims to interpret processes of compromise, collaboration, and blending over and across "walls" present in diverse sociological fields.

Tourism has been a key topic in anthropological studies since the 1990s. Previous studies have highlighted many issues with regard to culture, such as invention, authenticity and objectification of culture. Debates in anthropology of tourism reveal the dynamism of culture in the context of unfair power relations between hosts and guests. Exposure of such findings is one of the crucial achievements of earlier studies on anthropology of tourism. However, tourism anthropology tends to focus its discussion only on the tourism site; it ignores the context of daily life in the tourist site. Moreover, it overlooks how "objectified culture" in the context of tourism would be changed. The framework of post-colonial anthropology analyses the field in a simplified manner, that is, whether hosts are exploited or not. As such, researchers may fail to understand the field in depth given the lack of ethnographic description beyond the current condition. For this reason, the current paper discusses the attitude of the hosts' community towards culture from a diachronic standpoint. This paper uses as case study Kayan tourism in northern Thailand. The Kayan are also known as "Longneck Karen" among tourists. Tourism in their villages has been criticized as having a "human zoo" set-up because of the vulnerable status of Kayan as refugees from Burma (Myanmar). They reportedly have no choice but to wear rings for the sake of tourism in order to survive; thus they are oppressed. Although such a perspective fits in the macro context of tourism, it overlooks the essence of Kayan culture and how their condition of life is changing. This paper employs ethnographic methodology to present a clear depiction of the historical process of the establishment of Kayan tourism and its changes since the 1980s.

世界で1500万人いる難民は「人間の安全保障」を享受できない。難民受け入れは「人間の安全保障」の提供であり「国際公共財」だが、近年それが世界的に減少している。日本は長らく「難民鎖国」や「ただ乗り」国家との批判を受けてきたが、第三国定住による難民受け入れ開始など前進もある。この動きは「構成主義」的に解釈できるが、日本が難民への「人間の安全保障」が提供できるかは、政府・自治体・NGO3者による社会統合支援体制にかかっている。

In this paper I considered the basic principles when making a teaching plan on the “works of the United Nations” for sixth year students at primary school for their social studies classes. I also tried to show a concrete example of this teaching plan.

本稿においては、日本で生計を営んでいるインドシナ難民と、彼らが所属する地域社会(公的支援団体,民間支援団体、地域住民、職場、教育・行政機関など)との関わりの趨勢を、定住促進を目的としたサポート・システムの分析を介して眺める。調査方法としては、ヒアリングによる事例調査と調査票による統計調査を併用し、以下の点について仮説の提唱を試みた。[1]サポート・システム利用の実態は、定住難民の抱える問題の変質に伴って、いかなる変化を遂げつつあるのか(第2章)[2]援助・被援助の関係は、彼らの社会適応形態にどのような影響を及ぼしているのか(第3章)。今日、日本社会は、民族的多様性を社会的現実として緩やかに、しかし確実に内包しようと模索している段階にある。定住難民と地域社会との共生へ向けた試みの過程を記述することは、日本社会の将来に向けた一つの視座を提供すると考えられる。
