International audience; Floods are responsible for a major part of the total damage caused by natural disasters. Nowcasting systems providing public alerts to flash floods are very important to prevent damages from extreme events and reduce their socio-economic impacts. The major challenge of these systems is to capture high-risk situations in advance, with good accuracy in the intensity, location and timing of future intense precipitation events. Flash flood forecasting has been studied by several authors in different affected areas. The majority of the studies combines rain gauge data with radar imagery advection to improve prediction for the next few hours. Outputs of Numerical Weather Prediction (NWP) models have also been increasingly used to predict ensembles of extreme precipitation events that might trigger flash floods. One of the challenges of the use of NWP for ensemble nowcasting is to successfully generate ensemble forecasts of precipitation in a short time calculation period to enable the production of flood forecasts with sufficient advance to issue flash flood alerts. In this study, we investigate an alternative space-time geostatistical framework to generate multiple scenarios of future rainfall for flash floods nowcasting. The approach is based on conditional simulation and an advection method applied within the Turning Bands Method (TBM). Ensemble forecasts of precipitation fields are generated based on space-time properties given by radar images and precipitation data collected from rain gauges during the development of the rainfall event. The results show that the approach developed can be an interesting alternative to capture precipitation uncertainties in location and intensity and generate ensemble forecasts of rainfall that can be useful to improve alerts for flash floods, especially in small areas.

/ La quasi-totalité des communes de la région Provence-Alpes-Côte d'Azur sont concernées par les aléas naturels liés aux fortes pluies : inondations, laves torrentielles et mouvements de terrain. Les pluies intenses et les crues soudaines bénéficient d'un dispositif de surveillance et d'anticipation mais ce dispositif existant souffre d'une résolution spatiale limitée (Vigilance météorologique à l'échelle départementale, avertissements APIC à l'échelle communale, service Vigicrues sur les cours d'eau surveillés) qui n'est pas toujours adaptée aux besoins de suivi plus ciblés des gestionnaires locaux des risques. Les aléas gravitaires - laves torrentielles et mouvements de terrain - quant à eux ne disposent pas à l'heure actuelle de dispositif de surveillance. Le projet RHYTMME (Risques hydrométéorologiques en territoires de montagnes et méditerranéens), porté par Irstea et Météo-France et financé par la Région Provence-Alpes-Côte d'Azur, le Ministère en charge de l'Écologie et l'Union Européenne, a permis l'élaboration d'une plateforme internet de services d'aide à la gestion de ces risques naturels (Fouchier et al., 2015). Cette plateforme affiche en temps réel des cartes qui permettent de surveiller et tenter d'anticiper les pluies intenses et les crues soudaines associées et d'identifier les territoires les plus sensibles aux mouvements de terrain et aux phénomènes de laves torrentielles.

/ En France, les crues rapides sont à l'origine d'une part très significative des dommages subis par les sociétés, tant en terme de dégâts matériel (directs ou indirects), que pertes en vies humaines. Générées par des pluies intenses (avec des cumuls pouvant dépasser 400mm en 24h), ces crues se manifestent au sein de petits bassins versants caractérisés par des temps de réactions courtes (de quelques minutes à quelques heures), des débits spécifiques élevés (jusqu'à 20 m3/s/km²) et, très souvent, l'absence de mesures de débits. L'équipe Risques Hydrométéorologique d'Irstea Aix-en-Provence travaille depuis plusieurs années à une meilleure anticipation de ce type d'événement sur les bassins versants non instrumentés, notamment en intégrant dans ses modèles les informations temps réel issues des radars météorologiques de Météo-France. Ces travaux ont conduit à la mise au point de la méthode AIGA. Conçue comme un outil d'aide à la décision en situation de crise, destinée aux décideurs et aux gestionnaires, cette méthode propose : -l'évaluation en temps réel du niveau de rareté des précipitations observées par les radars météorologiques, -une anticipation des crues qui pourraient résulter de ces précipitations, -l'évaluation en temps réel du niveau de rareté de ces crues. Depuis 2011, cette méthode est mise en oeuvre dans différents dispositifs opérationnels, ou à visées opérationnelles, associant chercheurs et gestionnaires du risque inondation : -le volet de la méthode AIGA relatif aux précipitations est implanté dans l'outil Avertissement pluies intenses à l'échelle des communes (APIC) porté par Météo-France et disponible gratuitement pour un grand nombre de communes du territoire métropolitain ; -l'intégralité de la méthode AIGA a été implantée dans la plateforme RHYTMME développée en partenariat avec Météo France, dans le cadre d'un projet CPER-PACA (2007-2014). Après avoir permis l'expérimentation en temps réel de la méthode AIGA par des gestionnaires locaux, cette plateforme est maintenant mise progressivement à la disposition des collectivités de la Région Provence-Alpes-Côte d'Azur ; -au niveau national, le MEDDE (Ministère en charge de l'Environnement) a lancé le Plan Submersions Rapides (PSR). Ce plan prévoit le développement d'un service national d'avertissement spécifique aux crues soudaines à destination des communes. Le volet débit de la méthode AIGA a été retenu par le Schapi pour servir de base à ce service, avec une première expérimentation prévue en 2016.

International audience; Due to its mountainous topography and its Mediterranean climate, the Provence-Alpes-Côte d'Azur (PACA) region in Southeastern France is particularly prone to flash floods, debris flows and mass movements (landslides and rockfall). A mapping system for these rainfall induced hazards has been tested by local and regional authorities and Government agencies since 2011 as part of the RHYTMME project. This system allows, thank to radar rainfall estimation and rainfall-runoff modelling, the real-time warning and monitoring of flash floods wherever they may occur in the PACA territory. It is also intended to enable, during intense rainfall events, the localisation of the streams susceptible to generate debris flows and of the slopes the more likely to trigger landslides and/or rockfalls.

The knowledge of precipitations still remains a tricky issue in mountaineous areas: the available rain-gauges are in a limited number and most often located in the valleys, and the radar rainfall estimates have to deal with a lot of problems due to the relief and the difficulty to distinguish the different types of hydrometeors (snow, hail, rain). In this context, the 'RHYTMME' project deals with two main issues: - Providing an accurate radar rainfall information in mountainous areas. - Developing a real-time hazards warning system based on this information. To answer to the first issue, a X-band Doppler dual polarized radar network is currently implemented in the French South Alps. At the end of the project (2013), three new radars will be installed, completing a pre-existing radar already installed on the Mont Vial top since 2008 (Hydrix ® technology developed by the Novimet company, and tested in a previous project). The present communication focuses on the flash flood warning issue. It presents some results obtained by coupling the radar estimates to a simple distributed hydrological model (the AIGA method). Results are compared on damages observed by end-users, which were strongly involved into the project. The RHYTMME project is co-piloted by Meteo-France and the Cemagref and has the financial support of the European Union, the Provence-Alpes-Côte d'Azur Region and the French Ministry in charge of Ecology.

Development of operational flash flood warning systems is one of the challenges in operational hydrology: flash floods are devastating but difficult to monitor and predict due to their nature. To provide flash flood warnings for ungauged basins, Météo-France and Irstea (formally Cemagref) have developed a discharge-threshold flood warning system called AIGA, which combines radar-gauge rainfall grids with a simplified distributed rainfall-runoff model run every 15 minutes at a 1-km2 resolution. Operational since 2005 in the Southern part of France, the AIGA system produces, every 15 minutes, a map of the river network with a color chart indicating the range of the estimated return period of the ongoing flood event. To increase forecast lead time and quantify the forcing input uncertainty, the rainfall-runoff distributed model ingests the 11 precipitation ensemble members from the PEARP ensemble prediction system of Météo-France. Performance of the experimental probabilistic precipitation and flow forecasts is evaluated from a variety of ensemble verification metrics (e.g., Continuous Ranked Probability Skill Score, Relative Operating Characteristic score) for different French basins. We also discuss planned enhancements and challenges to assess other sources of hydrological uncertainty and effectively communicate the uncertainty information to forecasters for better risk-based decision making.

We address in this study the routing of distributed hydrological information to the outlet of watersheds, in the fields of flood forecasting on ungauged watersheds in the French Mediterranean area. Flood forecasting can benefit of rainfall data provided in real-time by radar networks. This data used as an input to rainfall runoff models gives access to flood anticipation on small ungauged watersheds prone to flash floods. Within the framework of the AIGA method, developed by IRSTEA (formerly Cemagref) and Météo-France (the French National Weather Service) to provide floods alerts, a rainfall-runoff model is implemented at the spatial resolution of the radar data, thus providing a map of the 1 km² pixel contributions to the runoff. We have focused on the routing function of the rainfall-runoff model at the 1 km² cell scale, this scale being the first step of the runoff routing from the production area to the outlet of the catchment. We have then produced streamflow hindcasts for selected observed events using: - two different kinds of routing functions within our rainfall-runoff model, the first being a uniform routing function, the second being distributed routing functions, - two different hindcasts configurations, the first being a research configuration with the calibration of the production function of our rainfall-runoff model, the second being a configuration close to the real-time conditions of an operational flood warning service, i.e. with no possibility to calibrate the model parameters. Results indicate that the AIGA method forecasting ability, assessed via a multicriteria analysis evaluating the forecasting lead-time, contingency statistics and the similarity between the calculated and observed hydrographs, is enhanced (both in research and operational configurations) when implementing a distributed routing function.
