This article critically engages with Israel's settler-colonial racial regime in Palestine as an Agambenian state of exception. The first part reiterates the author's argument that the Israeli state extends its laws to rule occupied and besieged Palestine while excluding itself and its Jewish citizen-colonists from legal instruments of oppression, occupation and siege. Positioning itself above and outside domestic and international law as far as Palestinian citizens and occupied and besieged subjects are concerned, Israel is theorized as a textbook example of state of exception, racial state and settler colony. The second part follows Weheliye in placing race front and centre in theorizing political violence as a socio-political process of differentiation and hierarchization that differentiates between the human, the not-quite-human and the nonhuman, employed by the State of Israel in dehumanizing and racializing Palestinian citizens, occupied and besieged subjects. This article outlines the ease with which the Republic of Ireland had moved from publicly articulating Irish racism during the 1997 European Year Against Racism, to employing euphemisms such as interculturalism, transculturalism, integration and cultural diversity. In the rush to diversity, these euphemisms, employed unproblematically during the Irish economic boom, erase political terms such as ‘race’ and racism that state actors do not want to hear mentioned. Using examples of the racialization of specific populations, this article argues that the economic downturn led to the disappearance of integrationist discourses, as ‘race’, racism and immigration become but vague memories. Against the background of shadowy figures of turbaned and veiled migrants as the racialized trope of Irish ‘racism without racism’, the article argues that through the strategy of convening migrant-led associations and networks, migrants, though forced to appropriate state parlance, enact their own ‘integration from below’, making integration work in new exciting ways. In this article we document the networking strategies of Ireland's leading migrant women's organization, AkiDwA - the African and Migrant Women's Network. We begin by positing networking as a process of agency and transformation and argue for the heuristic potential of 'network' in unpacking the gendered experiences of migration. Employing theoretical and ethnographic tools, we position AkiDwA as key to understanding how migrant women have been addressing discrimination, isolation, exclusion, violence and racism, through promoting gendered and culturally sensitive services and policies. We outline three phases in AkiDwA's development since the onset of immigration in the 1990s, from the informal to the global, situating it as the hub of overlapping national and global networks of migrant women, spanning Ireland, Europe and beyond. We conclude by suggesting that network analysis, rather than being a general grand theory, allows us to develop the micro-macro links that, as Robert Holton argues, bring together small worlds with larger structures. This article theorizes the state as central to the construction of racism in the Republic of Ireland, which, since the 1990s economic boom, has become an in-migration destination. State racism culminated in the 2004 Citizenship Referendum, in which, at a majority of four to one, the Irish electorate voted for the removal of birth-right citizenship to children of migrants. Based on Goldberg's theory of the racial state, which, in constructing homogeneity, obscures existing heterogeneities, and on Foucault's theory of biopolitics, leading to the state supposedly caring for the population through a series of technologies aiming to regulate and manage racial diversities, the article examines recent developments in Ireland's immigration and asylum policies. The debates around the Citizenship Referendum are theorized as constructing what Balibar terms 'crisis racism', blaming migrants for the problems of the system. [ABSTRACT FROM AUTHOR]
