6. INCENTIVISING PUBLICATION ACTIVITY AND THE INEVITABLE PROBLEMS.

- Abstract
This paper examines in a mathematically simplified form the incentive system of publication activity adopted by Bulgarian universities. The methodology of the study is a mathematical analysis of a competitive game between multiple players. All proofs are made in the generalised case. It is shown that in this (and similar) mathematical form of the basic formula for calculating players’ rewards, there exists an optimal number of publications at which each player reaches his maximum profit. It is shown that if individual players do not cooperate but follow competitive behavior, they will realise their maximum profits in a Nash equilibrium. It is shown that in this equilibrium some players will prefer to have zero publication activity, which depends on the costs they incur for their publications. Easy done and cheap publications will be more competitive and more numerous. It has been shown that it is more profitable for players to cooperate and minimise the amount of publications rather than compete. Objective: To study and evaluate the impact and/or connection between the financial motivation of the employees of the South Kazakhstan Medical Academy (SKMA) and their scientific and publication activities. Methods: An analysis of the publication activity of SKMA employees for the 2018-2020 period was carried out. Based on the “Regulations on reimbursement of expenses and payment of remuneration for the publication of research results in the scientific journals and proceedings” developed in the SKMA, data from the accounting department of the SKMA, which made payments annually and quarterly, from 2018 to 2020, were used and processed. Results: While in 2018 the number of publications in the Scopus and Web of Science databases was 21, thereafter in 2019 this number was increased by 12.5%, and in 2020 – by 40% (compared to 2018). In 2021, there was a decrease in the total number of articles by 14.3% compared to 2020. However, the number of articles in the Q1-Q2 Web of Science journals in 2021 almost doubled compared to 2020. For publications in 2018, an amount of 1,076,350 tenge was paid in the form of remuneration, which in 2019 and 2020 increased to 1,300,120 and 1,845,480 tenge respectively. The aim of the study. Federal target program “Research and development in priority areas of development of the scientific and technological complex of Russia for 2014-2021” defines transport and space systems as a priority area of strategic importance for the country’s economy. The aim of the work is to study the state of research and development in the field of study and development of transport and space systems based on performance analysis, as well as to compare the effectiveness of scientific activities of educational organizations of higher education and scientific organizations in this area.Materials and methods. The information base of the study was statistical data and analytical information reflecting the state of research and development in the field of study and development of transport and space systems. The methodological base of the study is statistical methods of information analysis: analysis of variance, testing of statistical hypotheses, non-parametric criteria for comparing samples, analysis of time series, structural analysis.Results and discussion. The article reflects the results of the Institute for the Study of Science of the Russian Academy of Sciences monitoring the scientific potential of organizations conducting research and development in the priority area of scientific and technological development “Connectedness of the territory of the Russian Federation through the creation of intelligent transport and telecommunication systems, as well as the occupation and retention of leadership positions in the creation of international transport and logistics systems, the development and use of outer space and air space, the World Ocean, the Arctic and Antarctic”. This publication, in particular, analyzes the effectiveness of research and development in the priority area “Transport and space systems”.As a result of the analysis, conclusions were drawn about the main directions and trends of research and development in the field of studying and developing transport and space systems in Russia for the period 2015-2019. With the help of methods of dispersion analysis, nonparametric criteria, etc., a comparison was made of the effectiveness of scientific activity of educational organizations of higher education and scientific organizations.The analysis showed that international publishing analytical systems occupy a greater weight in the volume of publications compared to the Russian Science Citation Index (RSCI).Researchers of educational organizations of higher education have 5 times more publications than employees of scientific organizations, which can be explained by overestimated requirements for positions of faculty and the formation of “garbage” articles. In terms of citation, 2017 was the most successful year for Russian researchers in the field of transport and space systems. At the same time, the citation of researchers from educational organizations was 3-3.5 times higher in international publications and twice as high in RSCI publications. Scientific organizations in the field of scientific, design, technological works show much greater effectiveness and efficiency compared to educational institutions of higher education. For the period 2015-2019 a trend towards a decrease in the results of intellectual activity was revealed for all organizations under consideration.The analysis also showed the low performance of small innovative enterprises in this priority area for the period 2015-2019. In Russia, they have not received proper development. Dispersion analysis, testing of statistical hypotheses using nonparametric methods made it possible to compare the results of the activities of scientific organizations and organizations of higher education.Conclusions. Thus, one of the ways to increase the efficiency and effectiveness of science in Russia can be attributed to the revival of the system of research institutes, the activities of which would be aimed at meeting the specific scientific needs of the state.

Scientific activity is one of the widely recognized sources of economic growth. Currently research is increasingly concentrating in universities. However, federal government policies were aimed at promoting science in Russian universities between the 2000s and 2010s and their consequences are difficult to interpret unambiguously, either positively or negatively. On the one hand, state policies were aimed at supporting universities; on the other hand, only the best universities received this support, which led, among other things, to a stratification of Russian regions in terms of the level of university science development. The solution to this problem is of great interest in terms of prioritizing public policy in support of research and its criteria, but so far these issues have not been sufficiently addressed in studies that include detailed empirical evidence. This article presents the results of an empirical study of the convergence of Russian regions in terms of the level of scientific development. Indicators of publication activity of universities for the period 2006-2015 aggregated at the regional level have been used to measure scientific development. The empirical estimation of convergence has been made on the basis of adapted methodology of economic convergence analysis, including the estimation of dynamic and spatial models of panel data by the system generalized method of moments. In general, the results obtained lad to the conclusion that there are processes of scientific convergence of Russian regions except for some sub-periods

Objective assessment of the results of scientific work, including the possibility of using the bibliometric (statistical, mathematical) assessment of publication activity, citation and, ultimately, the prestige of scholars, has been the subject of wide speculation in recent decades. The article presents the materials of a bibliometric analysis of publication activity and citation of well-known modern linguists, based on data from the Russian Science Citation Index. The article deals with bibliometric analysis of publication activity and citation rate of 25 contemporary Russian linguists according to the Russian Science Citation Index. The paper touches upon the ranking of Russian linguists by the number of publications and citations. This research examines the factors affecting citation rates: high prestige of relevant journals and publishers, involvement in leading research areas, carrying out scientific inquiries in top universities and academic research institutes.

One of the seven target indicators of the National Science Project (NSP) is “The place of the Russian Federation by share in the total number of articles in the areas defined by the priorities of scientific and technological development in publications indexed in international databases”. The purpose of this study was to assess the basic value of this indicator for disciplines related to priority areas, according to the Strategy of scientific and technological development of the Russian Federation. The volumes of publication flows of the Russian Federation in 112 disciplines are compared with a similar indicator of countries ranked fifth in the number of publications in the subject area under consideration, indexed in the Web of Science Core Collection (WoS CC). A 5–10 fold lag of the Russian Federation was recorded for the most part of the priority areas identified by the passport of the NSP.

13. Assessment of the Impact of an Effective Contract. Introduction on the Publication Activity ofa University Faculty: The Case of a Regional University

The introduction of an effective contract into the Russian public sector was due to the need to ensure compliance regarding wages and the quality of services provided. A review of existing studies on contract relationships within academia and practices to stimulate publication activity in Russian and foreign universities has shown that the key factors influencing scientific activity by university teachers are internal motivation, favorable academic environment, and relationships in a team. This paper analyzes two systems of stimulation of publication activity in higher education: a rating of scientific activity and a system of the effective contract. To analyze the introduction of an effective contract in educational organizations, researchers primarily use methods of content analysis of normative legal acts and sociological surveys. Based on data about the publication activity of teachers of the Institute over 6 years (3 years before the introduction of an effective contract and 3 years after), the authors conducted an econometric study of the impact of an effective contract on the quantity and quality of publications. To test the hypothesis the authors used a fixed effect model, a random effects model, and pooled ordinary least squares and least squares dummy variable. In this article the authors suggest a methodology for assessing the impact of an effective contract on the publication activity of university teachers. The authors conclude that salary and incentive payments, as well as participation in conferences and teacher training, have had a significant positive impact on the number of publications. The quality of publications was significantly influenced by incentive payments and professional development. The introduction of an effective contract had an impact only on the total number of publications.

The article considers the indicators of publication activity in 2013-2017 and citation of Russian scientists in the field of biology, mathematics, Geology and mechanics, reflected in the Web of Science Core Collection (WoS CC) and the Russian science citation index (RSCI). It is revealed, that due to the minimal representation of Russian journals in the WOS СС and the weak representation of Russian authors in English-language publications, their maximum indices of Hirsch and citation in the WoS CC in the field of biology, mathematics and mechanics are significantly less than the maximum indicators of these indices in the WOS CC system, except geology. At the same time, the maximum citation index for biology in the RSCI exceeds the same indicator for WoS CC twice, for the other three branches of science - 30-90 times. It is stated that the world scientific community is not receiving a significant amount of new information and knowledge created by Russian scientists and experts on the basis of their research.

15. Local Journals and Misleading Metrics: A Quantitative Analysis of Publication Activity of LIS PhD Students in Ukraine

The Ukrainian library and information science/studies (LIS) accumulated many problems that impede the quality training of library staff. In the process of reforming education and science in Ukraine, several initiatives have been implemented at the legislative level for improving quality of research and its presentation by Ukrainian scientists, including research in the library science. In particular, in order to obtain a PhD in Ukraine, the applicant must publish an article in a foreign journal, which, in the opinion of the promoters of the government initiative, should improve the presentation of scientific achievements of Ukrainian scientists in the world. The paper presents the results of the study of the publishing activity of PhD students in the Ukrainian library science (2015- 2017). Data on articles in non-Ukrainian journals are received from the synopses of the theses that were in open access. The journals in which these articles were published were analyzed by country of origin, languages of publications, indexing in the leading abstracts and citation databases and the “misleading metrics”, information about the peer review process. The results indicate that Ukrainian LIS PhD students published their papers in the journals with a limited reader audience, mainly in Ukrainian journals and regional journals of the countries bordering with Ukraine. In some journals are noticeable the dubious editorial policy. In the article, the reasons for it are discussed, and some recommendations for overcoming the undesirable practice are provided.

The article deals with the topical problem associated with the evaluation methodology of publication activity and ways to stimulate the publication activity in a large medical school. There is investigated the development of theregulatory framework in relation to the structural modernization of the public sector science. We apply anintegrated approach to performance evaluation based on expert evaluation of the importance of research and bibliometric analysis in the citation index. The article presents the structure and functionality of the publication activity indicators. A list of criteria for effectiveness of the medical school as a part of the «road map» is given. Methods of improving the publication activity and ways for its promotion at author’ and organization level are presented. The key factors forsuccessfulness of organizational and administrative measures to improve the publication activity and university rankings are computer support of R&D and scientific communication, acquisition of new above professional and inter-professional skills and competences by researchers, implementation of effective analytical online resources, monitoring of research activities, special seminars for training researchers to operate online resources.

The article presents the results of analysis of publication activity of dissertation councils’ members as a whole and separately for members of dissertation councils at universities. The analysis is based on the monitoring data of scientific activity of members of dissertation councils, held in 2013. The results showed significant differences in the values of indicators for different areas of science. This difference supposes a variety of approaches to the assessment and promotion of the publication activity of scientists in different fields of science.

The Commonwealth of Independent States creation in 1991 was a new reality for cooperation and development of post-Soviet states. Russia and Armenia have long close and stable relations in the scientific-educational sphere. The article objective is to evaluate the joint Russian-Armenian documentary flow in various scientific fields for ten years (2005-2014). As the research information base three main resources were studied that allow analyzing the co-publication activity: «Web of Science Core Collection» (Thomson Reuters); Scopus (Elsevier); RISC (OLC «Scientific Electronic Library»). Research articles and reviews were considered. The Russian-Armenian documentary flow dynamics was studied with the differentiation by arrays: publications, whose authors are both the Russian and Armenian scientists; publication created with and without participation in major international collaborations; publications involving authors of third countries; publication without the participation of third countries authors. Evaluation indicators of the joint Russian-Armenian publication activity were: the publications number dynamics; average citation; frequency distribution of publications on periodicals; frequency distribution of joint publications on areas of knowledge. The study reveals growing the number of publications, whose authors are Russian and Armenian scientists working in large international collaborations (ATLAS, CMS Collaboration, ALICE Collaboration, etc.) recent years. Such publications citation is quite high: the level of citation exceeds the world average parameters two-seven times for these years. The level of the cited publication carried on without international collaborations is 62-155% of the world average indicators. The documentary flow out of collaborations, but with the participation of third countries authors has a varied dynamic with an average growth rate about 1% (WoS) to 2% (Scopus). The main co-author states as «third» countries are: Germany, Italy, the USA and the UK. Main cooperation between Russia and Armenia takes place in physics and astronomy (about 1/2 of joint publications); chemistry (8%) and biology (6%) and material science (6%). Sciences spectrum of joint research is represented by 23 branches of knowledge. The study results showed a high level of the Russian-Armenian scientific ties with good development potential.

The aim of the research is to analyze and summarize the Russian best practices of using the publication activity as a criterion to assess the professional activity of the academic staff; to identify the role of motivational factors as a method to manage and control the publication activity of the academic staff.Methods. The authors address the methodology of comprehensive research based on the method of document analysis, comparative analysis, and method of secondary use of sociological and psychological data.Results and scientific novelty concludes in presenting Russian and international best practices generalized on using the publication activity to assess the engagement of HEI (Higher Educational Institution) academic staff; the most appropriate formats of using the publication activity as a criterion to assess the research component of the academic staff engagement are defined. Degree of reliability of this criterion is shown – its strengths and shortcomings. The conclusion is drawn on need of the essential changes in management of publication activity affecting both professional and motivational spheres of scientific and pedagogical staff. The most acceptable options of measurement of staff work efficiency of this category are formulated.Practical significance. The research outcomes can be the corpus for designing the assessment method for the professional engagement of the academic staff.

The article analyzes separate positions of acting teacher rating (TR) worked out at Kazan National Research Technological University (KNRTU), in 2014. It has been shown that the most significant (in numerical terms) contribution to the TR can be made owing to the publication of scientific articles in journals with high impact factor indexed in the Web of Science and (or) Scopus citation database, and, also, due to the innovation process. It was also noted that for almost all teachers of KNRTU having a high (more than 1,000) TR value, a decisive contribution to TR was introduced owing to sufficient scientific activity.

25. The ultimate publication activity of the Russian authors of the scientific journals

The paper deals with an approach to finding the ultimate number of papers Russian authors deliver to scientific journals. The approach is based on an assessment of the entire audience interested in publications in scientific journals, an assumption that each author personally pursues a research and writes a paper for the scientific journal, as well as an account for the co-authorship indicator, i.e. the involvement of colleagues into the research performed by the author. The research employs data by Rosstat, Higher School of Economics and Scientific Electronic Library to reveal all the authors interested in publication. This indicator is then multiplied by a value of co-authorship. The number of papers the authors publish per year is recommended to be taken as a random value, to be used later as a basis for building a probabilistic distribution of the ultimate number of papers among all authors. The distribution is built by the Monte Carlo method, and the analysis employs the apparatus of the probability theory and linear algebra. The obtained data and data from the Scientific electronic library have been exposed to comparative analysis. The work revealed that for the annual amount of more than one article the distribution of the number of papers received from the Russian audience can be approximated by a normal distribution, with all its parameters depending on maximum annual number of papers, scope of audience and co-authorship indicator. This gives the ultimate number of papers for any section (group of disciplines or a particular discipline). The article considers the examples of obtaining the distribution for the ultimate number of papers. The results can be used for correcting the research policy of an organization or an institute of higher education in the directions of activity being researched, and can serve as a guide to the necessary number of papers in various fields of science.

The present study is dedicated to the development of scientometric tools for the strategic advancement of a scientific periodical, exemplified by the journal of the Ural State University of Economics, “Digital Models and Solutions”. The research involved a compre hensive analysis of the publication activity and thematic profile of this journal, as well as a general statistical examination of Russian academic journals indexed in the Russian Science Citation Index (RSCI) that pertain to the upper echelon of the State Rubricator of Scientific and Technical Information category “Informatics”. Primary data collection was conducted using the platforms elibrary.ru, CyberLeninka and CrossRef. The data analysis and visuali zation were performed utilizing the R programming language. The construction of thematic networks was carried out using the VOSviewer software, while additional visualization of certain results was executed using Scimago Graphica. The findings of the study identify the current positioning of the journal “Digital Models and Solutions” among scientific publi cations in informatics, define target scientometric indicators for its prospective growth, and propose specific recommendations for the strategic development of the journal, aimed at enhancing its competitiveness and scholarly impact.

30. International Scientific and Technical Cooperation in the Strategic Development of Russian Regions

The purpose of the work is to identify the interdependence of the level of international scientific and technical cooperation (ISTC) of Russian regions with the level of their economic development.The research methods are correlation and regression analysis, comparative analysis, elements of the methodology of foreign member of the Russian Academy of Sciences, professor of Moscow State University V. L. Kvint.Results: For the full sample of Russian regions, there is no significant correlation between per capita GRP and the level of scientific publication activity, both in general and for publications written jointly with scientists from the USA, Germany, Great Britain and China. At the same time, the share of scientific publications in international cooperation in all of these countries, except the United States, has a slight positive relationship with the level of GRP per capita. For a sample of 76 constituent entities of the Russian Federation (which does not include a number of sparsely populated regions with a high level of contribution to the economy of the extractive industry), publication activity, as well as the relative number of joint publications with scientists from these countries, has a pronounced positive correlation with the level of the economy. The greatest contribution to this influence is made by Moscow and St. Petersburg, while a number of regions (Tomsk, Novosibirsk, Leningrad regions) also demonstrate a high level of international cooperation in science with relatively low per capita GRP levels.The results obtained indicate that a positive relationship between the level of the economy and the number of scientific publications in the regions of Russia was revealed, and the obvious benefits of growing international scientific and technical cooperation between the regions were shown. The ISTS level is secondary in relation to other indicators of scientific productivity, but it can be used to identify the dynamics of scientific development and take it into account in the strategic management of regional development. With the reduction of scientific projects jointly with the countries of the USA and Europe, China is coming to the fore, cooperation with whose scientists is promising for the development of the ISTS of Russia.

В ходе исследования был проведен интеллектуальный анализ наукометрических показателей преподавателей Уральского государственного экономического университета в среде статистической обработки данных IBM SPSS STATISTICS. Полученные в ходе исследования результаты помогут руководству институтов и университета в целом оценить соотношение затраченных ресурсов и полученных результатов, а также, при желании, пересмотреть распределение средств, возможностей и ожиданий между подразделениями.

32. Vital signs or flatline? Canadian physical and health education research publication activity.

To inform a response to recent critiques of physical and health education (PHE) research activity within Canadian universities, this research inquired into peer-reviewed PHE publications by Canadian-based authors between 2010 and 2015 via an analysis of published research method framed within a 'health' metaphor. The three-phase method involved: (a) identifying Canadian-authored English-language PHE journal articles via targeted database keyword searches designed in consultation with an academic librarian and the Physical and Health Education Canada Research Council executive; (b) categorizing the publications by extracting data related to author affiliation, journal name, research question, and funding acknowledgement; and (c) conducting basic descriptive statistics to report findings on publication topics, authorship characteristics, journal outlets, and funding rates and sources. Results were interpreted through the lens of common criteria within Canadian tenure, promotion, and performance reviews for 'healthy' research publication activity: quantity of publications, prestige of publication outlets, knowledge mobilization to national and international practitioners and academics, and (external) funding. Findings revealed relatively 'healthy' measures of publication quantity, prestigious external funding, and nationally-focused knowledge mobilization to stakeholders inside and outside of academia. However, findings also revealed limits in the proportion of research published in prestigious journals and journals easily accessible to international audiences, both of which could be interpreted or represented (and subsequently weaponized) by others as 'illness'. While it is neither our aim, nor place, to prescribe a way forward – as that is for the larger community of Canadian-based PHE scholars to consider together – it is our hope that this research provides the descriptive data and reflection needed to inform the beginnings of evidence-based discussion, action, and advocacy regarding PHE research publication activity in Canada. Objective: Analysis of the evolution of methods of analysis of publication activity and citation and development of new analytical tools for their analysis: interdisciplinary coefficients, trend diagnostic chart, binary matrix clustering algorithm. Methods: The results of scientometric analysis of the occurrence of the term Activity Index using Google Books and Google Scholar, as well as SJR database were used as research materials. In addition to scientometric analysis, diagnostic and matrix analysis methods were used as research methods. Results: Based on the SJR database (1996-2019), interdisciplinarity coefficients for subject categories and subject area were constructed and calculated for the first 50 countries. The same database allowed the construction of a trend diagnostic chart in the coordinates Activity Index and Average Growth Rate for Documents in order to identify the leaders and outsiders, as well as catch-up countries and countries losing their publication potential. These charts are plotted for the top 20 countries and the top 20 subject categories. For these countries and subject categories, matrices for Activity Index (2019) and Attractivity Index (2017 - 2019) as well as binary matrices for Activity Index (50×20 dimension) before and after applying the clustering algorithm (2019) are constructed. Conclusion: The calculations performed with relative indices can be useful in planning research and scientific collaboration between countries, as they show the comparative advantages and weaknesses of country scientific systems, and also facilitate in finding partner countries for the implementation of joint scientific programs or projects that are mutually beneficial. In the future, it is advisable to build a trend diagnostic chart, when instead of calculating an increase in publication activity over the last three years, an increase in Activity Index values is considered. The second part “Conference time in the library and information sciences” of the study is aimed at conducting a bibliometric analysis of the publication activity and citation of the authors presenting their papers at international conferences indexed in Scopus and/or Web of Science (CC). Methods. Bibliometric analysis of publications that are Conference proceeding (“proceedings paper” and/or “conference paper”) was carried out using the Scopus and Web of Science (CC) citation databases. Using a comparative analysis, the obtained data, covering the “conference paper”/“proceedings paper” publication type for all years of their reflection in each of the databases, as well as in chronological frames from 2016 to 01.06.2020 were studied. Results. Analysis of the publication activity of LIS university (academic) researchers shows that Scopus (n=4561) contains more documents than WoS database (n=4145). The growth of Open Access (OA) documents in both databases is significant since 2000. But the period 2016-01.06.2020 demonstrates a slight dominance of the number of OA publications in Scopus (n=192) compared to WoS (n=185). Distribution data by authors, universities, countries, knowledge areas were also obtained. Citation analysis shows poor results on both bases, which may be due to the focus of conferences on rapidly changing topics. Conclusions. Showing the relatively low LIS coverage in university research, as well as low citation rates, this paper demonstrates that LIS researchers/practitioners need to create more quality publications to be recognized as an important area. За допомогою компаративного аналізу вивчені отримані дані, що охоплюють тип публікації "conference paper" / "proceedings paper" за всі роки їх відображення в кожній з баз, а також додатково в хронологічних рамках з 2016 р. по 01.06.2020 р. Результат. Аналіз публікаційної активності університетських (академічних) дослідників LIS показує, що в БД Scopus (n = 4561) представлено більшу кількість документів, ніж в БД WoS (n = 4145). Показовим є зростання документів відкритого доступу (OA) в обох БД, починаючи з 2000 р. Але період 2016 - 01.06.2020 рр. демонструє незначне домінування кількості публікацій ОА в Scopus (n = 192) в порівнянні з WoS (n = 185). Також отримано дані розподілу за авторами, університетами, країнами, галузями знань. Аналіз цитування показує невисокі результати по обох базах, причиною яких може бути зосередженість конференцій на швидко мінливих темах. Висновки. Показуючи відносно низьке охоплення LIS в дослідженнях університетських вчених, а також невисокий рівень їх цитування, дана робота демонструє, що дослідникам / практикам LIS необхідно створювати більше якісних публікацій, щоб їх визнали важливою областю. У автора є надія, що ця робота викличе великий дослідницький інтерес в області LIS і розуміння великої цінності Conference proceeding як видання, що містить оригінальні / первинні результати досліджень.

В данной исследовательской статье оценивается воздействие государственной программы повышения конкурентоспособности российских университетов (Проект «5-100») на публикационную активность Тюменского государственного университета. Публикационная активность измеряется количеством статей, опубликованных в журналах, индексируемых базой данных Web of Science. Гипотеза исследования заключалась в том, что между количеством опубликованных сотрудниками ТюмГУ статей и участием вуза в Проекте «5-100» наблюдается положительная причинно-следственная связь. Поскольку в рамках проведенного исследования ТюмГУ являлся единственным университетом – участником Проекта «5-100», влияние последнего на публикационную активность данного вуза оценивалось экспериментальным путем: ТюмГУ выступал объектом воздействия, а группа других вузов использовалась в качестве контрольной. В контрольную группу были включены классические высшие учебные заведения России (всего 31 вуз). Используя контрфактические сценарии, автор устанавливает количество статей, которые сотрудники ТюмГУ опубликовали бы, не войди он в Проект «5-100». Полученные результаты показали, что несмотря на невыполнение Тюменским государственным университетом задачи вхождения в 200 лучших университетов мира по предметному рейтингу на стыке экологии и сельскохозяйственной биологии, участие данного вуза в Проекте «5-100» оказывает благотворное воздействие на публикационную активность этой образовательной организации: количество опубликованных статей, особенно в журналах первого и второго квартиля, в ТюмГУ растет быстрее, чем в контрольной группе вузов. The aim of the study is to estimate the effect of the Russian academic excellence project (Project 5-100) on the publication activity of the University of Tyumen, measured by the number of articles published in journals indexed in the Web of Science database. The hypothesis of the research is that there is a positive causal relationship between the number of published articles and the University’s participation in Project 5-100. This impact was estimated empirically for the University of Tyumen while the other university participants (31 universities) were taken as a control group. Counterfactual scenarios are used to find the number of articles that the university employees would have published in the absence of Project 5-100. Thus, it is shown that, despite the failure to meet the goal of entering the top 200 of world universities in the ranking for ecology and agricultural biology, the University of Tyumen benefited from its participation in Project 5-100: its number of publications, especially in journals of the first and second quartile, has been growing faster than in the control group of universities.

The research examines publication activity and the Science Development Index (SDI) in different countries, utilizing statistical methods to evaluate the reciprocal impact of science and socioeconomic metrics, namely the Human Development Index (HDI). The results demonstrate a significant, nonlinear association between SDI and HDI, emphasizing the essential role of international cooperation and funding in fostering scientific development. The study emphasizes the importance of scientometric indicators in informing policy-making and fostering sustainable socioeconomic progress.

The problem of the study - the genesis of the problem of the crisis of professional identity of a teacher in the context of the formation of a new information and communication educational paradigm in the second half of the twentieth century - early twenty-first century. The analysis of the scientific and pedagogical literature of the second half of the twentieth century - the beginning of the twenty-first century demonstrates that the transition to a new paradigm of education was marked by the emergence of a crisis of professional identity, which is also emphasised by the ambiguity of definitions of the concept of professional identity. In the modern scientific and pedagogical discourse, a teacher is seen as a person with numerous roles. The scientific, theoretical and philosophical foundations for considering research activities and publication activity as key indicators of the level of professional identity of a teacher are identified and substantiated. An empirical study of the opinions of practicing teachers in Poland, Slovakia, Ukraine and Sweden on research and publication activity is carried out. The article analyses the publication activity in the Republic of Uzbekistan during the years of independence. A background has been given to the collection of funds for academic libraries until 1991, in the early 90s and over the past decades, where the dynamics of changes in the number of scientific publications in universities is traced. An analysis is given of the reasons for the decline in interest in scientific research, the publication of scientific papers in high-ranking journals, as well as trends in solving these problems in the country. The results of analytical studies of data from information systems Scopus and Web of Science are presented. The factors that most influence the quality of teaching and research are highlighted. The authors of the article expound their personal experience in conducting seminars, trainings, and master classes at universities in Uzbekistan. The article presents a training program for doctoral students, teachers and researchers on the use of world electronic information resources of leading publishers, as well as an analysis of their effectiveness. Information is also given on the reforms carried out in the country in recent years in the field of supporting libraries and scientific research, which have contributed to increasing publication activity.

Aim . Presentation of the results of the analysis of bibliometric data of Russian scientific journals, thematically covering Eurasian topics, which are available in the bibliographic database of the scientific electronic library eLIBRARY.RU.Tasks. Comparative analysis of the publication activity of journal authors. Analysis of the main thematic areas of research on economic, legal and political processes taking place in the Eurasian space. Identification of ways to solve strategic tasks of countering sanctions by “Western partners”. Methods. The calculations are based on the methods of scientometric analysis of bibliographic data to determine the volume of scientific publications in the field under study. Results . The data on the national share of scientific periodicals, their thematic structure and distribution depending on the status of the publication are presented (Russian Science Citation Index — RSCI, Higher Attestation Commission — HAC, international databases — MNBD). The trends of publication activity are revealed and the bibliometric data of the authors of scientific journals are analyzed.Conclusions . The conducted research is of interest to scientists in the field of regional studies, law, politics, world and national economy.

47. Assessment of the effectiveness of budget financing of innovative Russian universities

The research is devoted to the study of the effectiveness of public funding of innovative universities of the Russian Federation that participated in the 5-100 project and have the status of national research universities. Analysis of the spending of taxpayers’ money has always been one of the important elements of federal accounting and control of any state. The 5-100 project itself was an important milestone in the development of Russian universities and in increasing their competitiveness in the international market. Of course, like any significant project with significant funding, “5-100” in all the years of its existence caused a variety of emotions, from complete delight to complete rejection. One of the elements of negative rhetoric was the investment of federal funds for the development of the scientific research of universities. However, during numerous inspections, no significant violations were identified, and the results of the project were found to be satisfactory. At the same time, the authors of this article were interested in exploring the deeper layers of the 5-100 project the relationship between the territorial components and a number of important indicators, such as, for example, publication activity, income from scientific research and a number of others. Based on the analysis of statistical data, the heterogeneity of the ratio of RD results and the volume of budget financing of universities was revealed, and the influence of the territorial factor on the studied indicators was shown. Based on the analysis of eight indicators characterizing the publication activity of university employees and the volume of RD funding, the universities considered in the study are divided into three clusters without considering the territorial feature. The analysis made it possible, among other things, to identify the uneven distribution of budgetary funding for RD. The authors explain this effect by the territorial features of universities, when regional universities receive less funding compared to universities in the Central Federal District and the North-West Federal District. At the same time, not all universities of the Central Federal District and the North-West Federal District are distinguished by a high number of publications in domestic and foreign information and analytical systems of scientific citation. Yet, even with the distribution of funds, which could be more efficient, the significance of the 5-100 project for the development of the higher education system is still great and the current most important projects of the Ministry of Education and Science, such as Priority 2030, continue the best that was in project “5-100”.

The article is devoted to analysis of the stages of development and current directions of research and practical application of artificial intelligence (AI) in the field of healthcare and medicine based on scientific publications in PubMed/MEDLINE, Scopus, Web of Science, Embase, eLibrary and CyberLeninka. The dynamics of scientific publications on AI in healthcare and medicine is shown, and an analysis of the growth of investments in software development based on AI in recent years is provided. AI can achieve comparable accuracy in the diagnosis of diseases in comparison with human decisions. However, future research should focus on comparing the clinical results of diagnosis and treatment performed by doctors who make decisions based on AI with the results of clinical work by doctors who do not use AI. The importance of training specialists able to combine knowledge in the field of medicine with the skills of using AI is emphasized.

The problem of knowledge spillover and its role in the development of the national and regional innovation system is of significant interest, since in the modern global world the advantages are obtained by those innovative systems that are able to both generate knowledge and use knowledge external to them. The flexibility of regional innovation systems to disseminate knowledge enables them to be more effective. In general, knowledge is considered to be implicit and explicit. Both explicit and implicit knowledge have the potential to influence the emergence of new ideas and their design in the form of innovations. Codified knowledge (for example, patent citations) has a significantly larger distribution area compared to non-codified knowledge. Implicit knowledge, for which the direct contact of the knowledge carrier and its “recipient” is important, can also play an important role in the dissemination of knowledge and innovation in clusters, i.e. have an even more limited distribution area. In this regard, the question arises about the mechanisms of codification of knowledge, methods of research directions of their distribution and intensity of knowledge spillover. Such codification may be based primarily on patents and publications. The above mentioned determines the aim of the study, which novelty concerns the development of a methodological approach to assessing the publication activity of scientists of research institutes of the corporate sector as a method of studying the regional specificity of the spillover effects of knowledge. As a result of approbation of the author's approach Russian regions have been classified on intensity and orientation of codification of knowledge basis. Regions with high values of publication activity of scientists of research institutes of corporate sector and significant external codification of knowledge when publications are carried out jointly with foreign scientists or scientists from other organizations have been determined. It has been proved that the higher the level of external-oriented codification, the greater the potential for spillover effects of knowledge in the regional economic system. To assess the prospects for the application of knowledge in the innovation process on the basis of comparing the results of the typologization of regions and the map of clusters in Russia, the hypothesis about the positive impact of clusters on the dissemination of knowledge has been verified. At the same time, it has been shown that for the majority of subjects of the Russian Federation there is a low publication activity, in the process of which knowledge is codified, which indicates insignificant spillover effects of knowledge and a low level of development of regional innovation systems in general. Prospects for the development of this problem are associated with the assessment of the effectiveness of the use of external knowledge in regional innovation systems, as well as with proposals to improve the efficiency of its dissemination. An important task is to justify the necessary minimum level of inter-firm codification of knowledge through publications based on the experience of innovative regions-world leaders. The spread of digitalisation has led to the global penetration of digital finance in all sectors of the economy. The high relevance of the problem of digital finance necessitates deepening research in this area, in particular by carrying out a comprehensive analysis of the accumulated knowledge in it. The aim of the present research is to reveal the main trends and determinants of the evolution of scientific investigations in the field of digital finance by means of a bibliometric analysis of publications in the journals indexed by the Scopus scientometric database. This study was carried out in accordance with the traditional approach to bibliometric analysis and is aimed at the following objectives: determining the features of the scientific landscape in the field of digital finance by carrying out an evolutionary analysis of publication activity; identification of the main determinants for the development of research by mapping and clustering the existing array of publications using VOSviewer software. The time frame of the study was set as 2008 – 1st quarter of 2024. The results showed that the term «digital finance» is of an interdisciplinary nature. It is found that China is leading in the number of publications in this area, followed by the United States, Great Britain, and India by a notable margin. 8 clusters have been selected that characterise the key research areas. The results of the bibliometric analysis showed that the most significant development of research in the field of digital finance was in 2021-2023, with an emphasis on the development of fintech, banking services and cryptocurrencies. In 2023, it was found that the number of studies on the following issues increased: the Green Deal, COVID-19, ecosystem formation, and green energy. They are considered to be research areas that require further development in the near future.
