We delve into whether the equalization of basic public services can mitigate regional disparities in China's economic resilience. Our analysis reveals that COVID-19 has diminished economic resilience and exacerbated regional differences. Notably, these regional disparities constitute the primary cause of spatial variations in economic resilience. Despite the initially low level of basic public services in Chinese cities, there is a discernible upward trend, indicating a gradual narrowing of regional disparities. Furthermore, we uncover a substantial positive correlation between the equalization of public services and variations in regional economic resilience, thereby offering fresh empirical evidence that the equalization of public services can help bridge the gap in regional economic resilience. Future projections indicate a global increase in heat waves, especially in urban areas due to climate change and the heat island effect, leading to adverse human, economic, and environmental outcomes. Cities worldwide respond by integrating climate mitigation and adaptation measures. While long-term strategies dominate research, this paper explores the increasing interest in short-term solutions, examining the Barcelona Climate Shelter Network. Investigating climate shelter initiatives, it highlights the use of public or private spaces for respite during extreme heat. Understanding the needs of residents is vital in public administration and management, as this helps officials when making choices on policies and service distribution. Increasingly, cities rely on 311 systems to elicit information from residents on emergent needs in particular policy areas (e.g., road quality, pest control). For residents, 311 systems provide a low‐cost means of voicing concerns, whereas for public officials and researchers, they provide low‐cost data on specific, discrete needs. We argue that residents systematically differ in their engagement with 311 systems, with lower‐income, minority communities less likely to participate and, therefore, less likely to receive city services. We test this argument using census‐tract data from the city of Houston and find that 311 reports are significantly less frequent in areas with lower average socioeconomic status, more Black residents, and more Hispanic residents. Furthermore, we find that these same areas are more likely to have potholes. Taken together, our results indicate that despite greater need (more potholes), fewer services are demanded (less 311 reports) in areas with lower socioeconomic status and a higher percentage of minority residents. This suggests that public officials need to carefully consider heterogeneity in 311 participation to ensure these systems do not inadvertently exacerbate inequities in public services. The essence of the use of modern information technologies in the activities of administrative service centers is covered in the scientific article. It is established that the use of modern information technology in the provision of administrative municipal services is characterized not only by the quantity and quality of information posted on websites, but also by ensuring the operation of certain electronic services: the ability to receive advice by e-mail or op-1ipe download forms and samples of applications and other documents required to receive the service; make a preliminary appointment through the site; the possibility of service through a «personal account», for example: to send scanned copies of documents for the service for their preliminary verification by the responsible employees of the CNAP or the subject of the service for their compliance with the law; check the status of the procedure for providing the service at the request of the client; send an application with documents and receive the result of the service (in some possible cases, taking into account the rules of applicable law); to take part in op-1ipe survey on the quality of service; the ability to monitor the situation in the CNAP through WEB-cameras; the ability to obtain statistical information, for example, to learn about the periods of greatest or least busy CNAP; view the history of the progress of the queue; get acquainted with the most popular administrative services, etc. Therefore, the issue of providing administrative services via the Internet, as it was mentioned earlier, is not solved comprehensively in Ukraine, but on a point-by-point basis at the initiative of the heads of individual Central Administrative Courts or city councils. And the creation of a single nationwide integrated resource for electronic services has not yet taken place. In part, volunteers are trying to correct this gap by creating, as part of the fight against corruption, the public services portal iGov, known in Ukraine, through which you can send an application together with scanned copies of the necessary documents and, at a specified time, apply to the relevant body, including the relevant village, settlement, of the city council upon receiving the result of the service. The list of services that can be obtained through this portal is quite large, but it depends on the region in which the service is ordered and on the list of service providers with whom an agreement was reached on interaction in the specified area. The portal can help to reduce the number of visits by citizens to authorities to obtain services and the terms of their provision, but it will still not be able to fully perform the functions provided for the Unified State Portal of Administrative Services, the creation of which is provided for by the Law of Ukraine «On Administrative Services». The sub-Saharan cities are growing and changing due to immigration and modernization. One of the consequences of the current urbanization is that an increasing number of families residing in peri-urban areas of small rural towns lack access to basic municipal and ecosystem services. The purpose of the paper is to demonstrate the impacts of peri-urban expansion on municipal services provided by the governments and on ecosystems services through a case study of a small rural town called Makhado Biaba in Limpopo Province of South Africa. Makhado Biaba has been experiencing incessant rapid physical expansion over the years. Such spatial expansion into the peri-urban zone impacts the provision of municipal services such as water, electricity, sewerage, and refuse collection. In 2020, an exploratory mixed-methods study of some anthropocentric and ecosystem changes in Makhado Biaba Local Municipality in northeast South Africa was executed. Land use was mapped for the time period of 1990–2020, data were gathered through a household questionnaire in six villages, and interviews were held with municipal officials. Among others, the study showed that several municipal services are available in the peri-urban villages of Makhado Biaba Town despite the distant locations outside the urban core. However, services are not uniformly distributed due to that new peri-urban developments that are leapfrogging into vacant land without supporting infrastructure. The pace of the municipality in providing the necessary municipal services such as water and energy supply, as well as sanitation and refuse removal, is lagging behind the development of new and unplanned housing areas. The findings bring about information about the suburban livelihoods and how the administration of the peri-urban areas can respond to the needs of the inhabitants as well as to future challenges. For instance, to facilitate local development, recurrent and well-structured citizen dialogs with local groups to identify delivery failures are strongly recommended. In addition, the impact on ecosystem services by the city development and land use change stresses the need for guided urban development and expansion and also settlement upgrading programs in peri-urban zones to limit the bad effect on ecosystem services. Inter-municipal cooperation, where two or more local governments jointly provide one or more public services across their jurisdictions, is an increasingly prevalent mode of public administration. In part, this reflects the limited success of prior rounds of privatization and amalgamation reform – and the continuing desire to economize and improve regional coordination. In part, it speaks of the wider policy fashion for seeking collaborative solutions to public problems. This article introduces a special issue on "the drivers and effects of inter-municipal cooperation." Does the Quebec model of social policy reflect a public opinion more favorable to public services and to income redistribution? To answer this question, the authors use three series of surveys on two core issues of the comparative study of citizens' preferences for the welfare state: support for income redistribution (1986 to 2021) and preferences for the size of public services (2019 to 2023). In all survey series, they observe significantly higher support for redistribution and public services among Quebec respondents than among respondents in other provinces, although respondents in the Atlantic provinces also maintain strong support. This paper advocates for a deepening of the English Mayoral Combined Authority (MCA) model as a mechanism for achieving better economic and social policy outcomes. It argues for greater alignment of financial resources with long-term goals, fostering co-creation and upholding democratic accountability. It explores the origins of the MCA model set within the context of wider UK devolution and successive waves of English government reform, identifies some key benefits of the MCA model such as scale, democratic legitimacy and potential for collaboration, before proposing some key areas for further development. The paper recommends a strategic focus on evolving the relationship between the MCA and public service reform, particularly in health, education and employment support. The story of North East devolution is presented as an important case study that provides lessons for the future trajectory of English devolution as a whole, while highlighting the necessity of continuous adaptation to achieve sustainable regional development. The case for competition and marketization of public services, though widely accepted in government, has been made through the application of formal economic reasoning rather than practical experience. Efficient market production relies on a process of defining services in terms which allow for competition, choice and the substitutability of tradable products. The evidence for this theoretical position is mixed at best. This article provides policy-makers, those commissioning services and practitioners with support in arguing for public services to be judged by different criteria. Within the frame of orthodox economics, only market allocations can be efficient, and markets can achieve any desired outcome. Public services, however, operate by criteria which are not satisfied by market allocations, including the requirements of policy (such as targeting, universality and equity), cost-effectiveness, and conformity with the requirements of democratic government (such as accountability and prior authorization). The efficient delivery of commercialized services depends on commoditization—standardizing commodities so that they can be traded on equivalent terms. In recent years, an increasing number of Chinese cities have experienced population decline, impacting the urban economy, public services, and paid use of state-owned land (PUL). This paper employs a coupled coordination degree model and the gray correlation coefficient method to examine the relationship between the rate of population change from 1990 to 2020, the rate of PUL change from 2000 to 2020, and the coupled coordination of economy and public services. The study arrives at several conclusions: (1) Cities with declining populations exhibit a lower PUL rate than those without population shrinkage, indicating reduced activity in the land market. (2) Population growth plays a significant role in the coordinated development of the urban economy and public services, fostering urbanization. (3) The economy and public services in shrinking cities rely heavily on revenue generated from the transfer of PUL rights to support their coordinated development. This research provides an insightful comparison between shrinking and non-shrinking cities by integrating the unique compensated land transfer system in China with the critical variable of population change. This study aims to examine the prospects and challenges of adopting e-government to improve the quality of public services in Indonesia. This research method is qualitative and exploratory, in nature, and is based on a case study approach. Interactive techniques were used to analyze these studies. The results of this study show that e-government is still a new area in some local governments, but many people believe that it has the potential to improve the way governments function. In almost all regions of Indonesia, local and regional governments are trying to exploit this potential by looking for the best way to implement E-government. E-government is useful for governments of all sizes, geographic locations, economic conditions, and government structures. This shows that Indonesian regional governments are currently considering, planning, developing, implementing, and evaluating e-government initiatives in their respective regional governments. However, this has brought many challenges that cannot be avoided, such as issues related to the creation, human resources, policy issues, and implementation of e-government programs. Background: The advent of digital technology has significantly altered operating practices in several sectors, including the public domain. The area of public service accounting acknowledges the increasing importance of digitisation in enhancing accountability and efficiency. Objective: The article aims to explore the significant impact of digitalisation on enhancing the effectiveness and accountability of public sector accounting. Methods and Materials: The study emphasises the need to use digital technology to enhance accounting procedures, minimise human mistakes, and enhance transparency. This passage highlights the advantages of digital interventions, including the provision of a comprehensive audit trail and the prevention of fraudulent activity. Results: The results show that automating accounting processes through digitalisation improves productivity and saves money by eliminating the need for human accountants. Strategic preparation and the anticipatory handling of roadblocks like data security concerns and resistance to change are essential for a smooth transition to a digital accounting system. Conclusion: Digitalisation in public service accounting is crucial for enhancing accountability and operational efficiency. There is a global push for governments to commit resources towards the development of advanced digital accounting frameworks and carefully plan their deployment in order to effectively use the benefits of a digitalised public sector accounting environment. Physical access to public services frequently does not guarantee people's needs will be met — what we term effective access. Such discrepancies result in part from social bargaining: the extent to which citizens can leverage connections with street-level service providers. Survey data from 34 African countries shows citizens with greater social bargaining capacity enjoy greater effective access, in contrast to citizens who pay bribes. Data from 70,000 households in Tanzania further demonstrates that parents with greater social bargaining capacity have more opportunities to interact with school officials — and that their children are more likely to achieve relevant learning outcomes. The paper discusses the connection of the foundational economy approach, a contemporary concept in the public services discourse, with the notion of spatial justice. It argues that the economic relevance of the systems of the foundational economy are important for territorial development issues, too and that they are able to provide a substantial contribution to sustainable and just spatial development. First, the concept of spatial justice is introduced as a spatial planning policy interpretation of equal living conditions. Based on four sub-dimensions, it is shown that access to basic services for all people plays an elementary part in this. The concept shares this perspective with the foundational economy approach. The latter opens up a new perspective on public services and, in addition to the service provision, also emphasises the high significance of foundational economic systems for labour markets. Against this background, a descriptive-statistical evaluation of labour market data on the spatial distribution of the foundational economy at the district level in Bavaria is carried out. This research aims to analyze: Public Service Innovations at the Tomohon City Population and Civil Registration Service. This research approach uses a descriptive qualitative approach, with 10 predetermined informants using data collection techniques, namely observation, interviews and documentation with data analysis techniques through data reduction, data presentation and drawing verification conclusions. The results of this research show that the Public Service Innovation, namely the Tomohon HEBAT Population Administration Online Service System (SLOATH) at the Tomohon City Population and Civil Registration Service, is quite good as seen from the 5 (five) characteristics/aspects of innovation which are the sub-focus of this research, namely Relatif Advantage, Compatibility, Complexity, Triability, and Observability. It's just that regarding the timeliness of employee responses to the process of using applications from the community which is not yet very responsive, the lack of human resources and infrastructure provided by the Department is quite an obstacle in implementing this innovation, so this innovation cannot be said to be effective and efficient in providing services to the community. Suggestions that can be given should be from the government, in this case the Department of Education and Civil Registration, to add human resources and infrastructure so that in serving the community there will no longer be delays that make the community wait to get a response when using the application. The digital transformation of the public sector generates several advantages for both employees and citizens. Therefore, at the administrative level of public institutions, digital transformation implies efficient use of resources and sets up opportunities to deliver unique public services. The process of digital transformation requires particular attention and conveys citizens’ needs. The reality demonstrates that currently clients are more and more extremely rigorous in terms of public administration and ask for straightforward, rapid, and accessible services. Successful digital transformation requires an integrated process which creates a favourable context for looking over administrative procedures and making them more comprehensible. Technology provides new opportunities to the public sector and has the power to strengthen interactions between administration and citizens by reducing procedures and promoting open administration. The digital transformation of public administration involves greater upgrades, more responsive services, and improved digital interactions. Therefore, we conducted qualitative research amid several public administrations in Romania. We proceeded from the observation that residents’ levels of digital literacy varied at the administrative-territorial unit level. This paper introduces a theory-based equivalence scale for public in-kind transfers, which justifies comparison of distributions of extended income (cash income plus the value of public services) between European countries. We demonstrate the usefulness of the proposed equivalence scale in an empirical analysis of the effects of public health care, long-term care, education and childcare expenditure on estimates of income inequality and poverty for 24 European countries. The empirical results show significant effects of public in-kind transfers on the level of income inequality and poverty for all countries. The collapse of public services in Yemen due to a protracted crisis raging since 2015 has compelled some local citizen-based coalitions to initiate community-based service delivery. This preliminary study identifies Community-Based Initiatives (CBIs) as non-state actors supplying basic services ordinarily provided by governmental institutions. It offers an overview of Yemen's humanitarian crisis while focusing on public services provision pre- and mid-conflict and highlights the role of CBIs as a response to its breakdown within a severely fragile context. As this work considers CBI a societal constituent and not simply a temporary phenomenon, it discusses the general trends of Civil Society. This article fills the gap in the literature and compares the Western perspective and application of CBIs in Yemen aiming at developing a more specific and contextual conception. Over the past few decades, policymakers have become increasingly intrigued by public procurement's potential to serve as a policy tool. In line with an increased prevalence of attempts to leverage public procurement for promoting employment-related goals, a growing body of research explores the linkages between public procurement and employment. Yet, while different aspects of the procurement process influence labour market outcomes and the linkages are multiple, current research focuses on individual aspects only. As a result, current understandings of the linkage between public procurement and its labour market effects remain fragmented. Considering choices between the initial identification of an object of purchase and the award and delivery of the contract, this article conceptualises the multi-faceted linkages between public procurement and labour market inequalities understood as issues of access to and (in)equality in employment. It argues that three key aspects (the design of the object, requirements set in the process of buying, and the type of provider) make distinct contributions to the overall impact that procurement processes have on labour market inequality and outlines a framework for analysing the implications of choices at these three core decision points. The provision of public services, mostly by local governments, has been widely analyzed in the scientific literature. The relevance of these services has generated an incipient demand for information on the part of citizens, which makes it necessary for the bodies responsible for their provision to present adequate levels of transparency. In this context, digitalization is a crucial tool for providing information to citizens and, therefore, contributing to improving the levels of transparency of those organizations that provide public services. Among these, the drinking water supply service stands out, which is crucial for well-being and sustainable progress, and whose analysis is of vital importance, especially in countries such as Spain affected by factors such as climate change and urbanization. In this way, the aim of this paper is to analyze the degree of transparency of the companies providing water supply services in Spain, as well as their degree of digitalization. To this end, a relationship will be established between the Transparency Index of Public Enterprises (INDEP) and the Strategic Project for Economic Recovery and Transformation (PERTE), which measure the degree of transparency and digitalization, respectively. This relationship will be established for a sample of 59 companies responsible for water supply. The main results derived from this study show a wide margin for improvement on the part of the companies analyzed, both in terms of transparency and digitalization, as the vast majority of these companies show a medium–low degree of compliance in both aspects. There is much research on how to improve the provision of local public services without having to increase municipal public spending. Latest trends stress out the role of citizens and non-governmental organizations (NGOs) that can provide various public services using private funding (donations) and volunteers. This paper analyses the relationship between the World Giving Index and donation in a selected NGO, the Lions Clubs International Foundation (LCIF). We investigate whether financial donations made to international humanitarian LCIF in different countries around the world influence the World Giving Index. Main methods used are panel regression and correlation analysis on the sample of 97 countries and 116,033 donors. The results suggest that donations made to LCIF have a positive impact on the World Giving Index. We support our findings with extended theory of planned behaviour model for Slovakia based on a questionnaire with 150 respondents. [ABSTRACT FROM AUTHOR]

This research aimed to 1) To find out whether health services for Prisoners (Indonesian: Warga Binaan Pemasyarakatan or WBP) at Tondano Correctional Institution Class IIB have been met according to basic health care service standards; 2) To find out whether health services for Prisoners at Tondano Correctional Institution Class IIB have been met according to basic standards of infrastructure, and; 3) To find out whether health services for Prisoners at Tondano Correctional Institution Class IIB have been met according to basic human resource standards; The research method used is a qualitative research method with purposive sampling technique. The results of the research show that 1) Basic health care service standards in Tondano Correctional Institution Class IIB, which are described in 13 basic health care standard parameters, have in principle been attempted to be implemented, but the facts described show that not all of them meet the standards; 2) The basic standards of facilities and infrastructure to support the implementation of health services as previously described have not been met ideally in accordance with the supposed needs; 3) Fulfillment of basic human resource standards to support health services in Tondano Correctional Institution Class IIB cannot be achieved due to limited human resources. The aim of this research is to find out how Public Service Management is at the Minahasa Regency Communication and Information Service Command Center and to find out the obstacles faced by The Communication and Information Service in Public Service Management. The research method used is a qualitative method, namely answering a problem in depth in the context of the time and situation concerned, in accordance with objective conditions in the field and the type of research used is descriptive qualitative, namely describing the current state of the object qualitatively. The data sources used are primary data sources and secondary data sources with a total of 5 informants. Data collection techniques use observation, interviews and documentation methods. The data analysis techniques used are data reduction, data presentation and drawing conclusions. The research results show that: 1) Direct Evidence, namely providing outreach to the community and village/Regency government about the Command Center program; 2) Reliability, reliability applied in public services at the Communication and Information Service, one of which is Resources; 3) Responsiveness, which is possessed by Public Service Implementers so that it requires a process of collecting Public information in this case; 4) Guarantee, the complaint process is expected to be processed properly in accordance with the main duties and functions according to the bureaucratic structure of the Minahasa Regency Communication and Information Service (e) Empathy, The aim of the command center public service itself is to manage public complaints simply, quickly, precisely and well coordinated as a form of empathy for the community. In the process of market-oriented development of large-scale stadiums in China, commercial operation and public services has always been a pair of uncoordinated contradictions. How to balance the effective operation of stadiums and the service needs of public groups has become the key to hindering the development of large-scale stadiums. In an effort to implement better public services, the Sintang Regency Ministry of Religion Office has built and implemented one-stop services through One-Stop Integrated Service programs and activities at the Sintang Regency Ministry of Religion Office. In the implementation of this one-stop integrated service, it appears that all elements of public service as stipulated by the Minister of Religion of the Republic of Indonesia have not been fulfilled, even though in reality public services can be implemented. This needs to be expressed by looking at one of the management functions, namely the coordination carried out in the implementation of PTSP at the Sintang Regency Ministry of Religion Office. The purpose of this research is to find out about the implementation of coordination between units at the Sintang Regency Ministry of Religion Office in implementing PTSP, the obstacles experienced, and the efforts that will be made, through the coordination indicators proposed by Hendry Fayol which include Cooperation, Building Sections that know the needs of other units, the maintenance section which maintains the condition of equipment, the finance section which provides funding and budget requirements, the security section which carries out asset guarding duties, systematically sequenced work, clear orders, and work plans that are always up to date. The research method uses a descriptive qualitative approach, by conducting observations and interviews with relevant sources. From the results of the research, it was found that in order to carry out coordination in PTSP organizers at the Sintang Regency Ministry of Religion Office, it is necessary to form an organization as coordinator of the implementation of activities starting from planning, action to control of activities, so that orders can be clearly implemented, and efforts to re-collect SOPs that have been made. While theories of local democracy mark political representation as highly important in determining the quality and perception of public services, little has been done to explore the empirical connection. This represents a lacuna in our understanding of how representation affects citizen wellbeing and how citizens determine their satisfaction with public services. We focus on descriptive and symbolic dimensions of representation to elucidate how representation influences citizens', and minority citizens' in particular, experience with public services. Utilizing a survey of residents of Haifa, Israel, our findings imply that beyond the descriptive makeup of municipal elected bodies, symbolic dimensions of representation might be even more important for understanding citizen satisfaction. Symbolic representation may impact satisfaction directly and through its contribution to other feelings about government. These findings expand understandings of the importance of diversity in political representation, determinants of satisfaction and how dynamics of good governance contribute to citizens' experiences. This research aims to analyze the spatial distribution of urban public services in the metropolitan districts of Tabriz. This study is an applied research type and its method is descriptive-analytical. To analyze the data, the TOPSIS model as well as cluster analysis and SPSS and GIS software were used. The research results showed that there was no favorable spatial justice between the districts of Tabriz city in privileging public urban services. In other words, districts 2, 3, and 5 were on one level (first level), districts 6, 7, and 4 were on one level (second level) and districts 9, 8, 1, and 10 were on one level (third level). In deprived districts, nonconforming population growth with service needs, lack of green and recreational spaces, lack of suitable health-medical, commercial, and sports services, increase in population growth rate, lack of educational and cultural facilities, low employment, low-income strata and immigrants' residence, construction of unlicensed buildings and indiscriminate expansion in these districts have intensified the level of instability. Therefore, for the optimal distribution of public services between districts of Tabriz city, first of all, the approach of social justice should be placed on the agenda of the managers and decision-makers of Tabriz city so that the distribution of services and facilities between the districts of Tabriz city is balanced according to population needs. Culture and tourism development through public services rely on accumulated big data and overall country/ province development. Accumulated data relies on various cultures, people, places, etc. attributes for which a heterogeneous and multi-faced analysis is required. This article introduces a Development-focused Data Handling Process (D-DHP) for providing insights through culture and tourism accumulated information. The proposed process relies on heterogeneous data attributes for identifying economic and society-based development stagnancies. The data analysis is performed for identifying missing sequences and invariable information that shows development stagnancies. The stagnancy rates between successive quarters (per annum) are accounted for identifying development drops. If such drops are identified, the accumulated data outputs are analyzed through classification learning. In this classification, the development and drop-associated data are split for an independent analysis. This analysis helps to replace the mode of development focusing on tourism or culture or both based on dependability. The classification process is updated based on the replaced information for further improvements across various accumulated data inputs. In the dynamic realm of public services, the integration of artificial intelligence (AI) has emerged as a transformative force, reshaping various sectors, including governance, urban development, healthcare, education, security infrastructure, decision-making processes, and responses to health crises. This article conducts an exploration spanning the years 1984 to 2023, employing bibliometric analysis to analyse global literature retrieved from the Scopus database. The central investigation revolves around the evolution of AI utilisation in public services during this period. Findings indicate a significant surge in AI-related publications, with notable global contributions from countries like China, India, and the United States, and a prevalence of computer science in AI research. Keyword clusters highlight seven prominent themes, ranging from digital governance to modelling health and social welfare in pandemics. Future research directions underscore ethical implications, AI adoption across government agencies, effectiveness in addressing urban challenges, machine learning applications in healthcare and education, security and privacy implications, application in diverse contexts, and AI's role in predicting and managing public health emergencies. The purpose is to identify and analyze some innovations in public services, PSI, between 2019 and 2022 to evaluate their attempts to deter corruption in a context where the current government's Mexican public sector has been improving its capacity to fight corruption as the most critical problem. The research is designed to describe 12 PSI selected from the national level. Their innovativeness is measured through an INDICO index adapted from technology firms, which mainly has added a perception of its public value besides their use value. Corruption is measured based on the neo-institutional approach on three axes: public–private relations, its organization, and the agents' behavior. The question is to measure the impact of the innovations in deterring corruption, which is estimated by the difference in magnitude between the current and the previous one. The findings are: The neo-institutional theory highlights corruption-related aspects rooted in public–private relations, however, complemented with social and management approaches. The INDICO index measures, based on a pre-established 10-point quantitative maximum scale distributed between components on capacity -knowledge of the service, training, design, peer evaluation through external links- and on innovation results in public services—its legitimization through public value, and its possible replication (diffusion), which an expert in the field of innovation qualitatively evaluates. The impact of the selected Public Service Innovations shows that there is a positive effect in reducing the level of corruption. The more systemic or institutionalized corruption is, the more difficult it is to develop effective strategies proving their long-term value. The PSIs have been managed by the government's leadership founded on legitimate authority, secured from the victory in the 2018 elections in Mexico, enabling it to put forward its top-to-bottom anti-corruption program. A more extended period, a group of experts, and more cases are desirable to assess PSI sustainability. This article provides an overview of the current state of digitization of public services in Ukraine, exploring its impact on service quality and availability. The rapid advancements in information and communication technology have created opportunities for streamlining bureaucratic processes and improving service delivery. The study aims to analyze the progress and potential of digitization in public services in Ukraine, comparing it with successful examples in Estonia. The research seeks to identify best practices and address existing gaps and challenges in digitalizing public services. The research utilizes various methods, including a comprehensive literature review, analysis of academic articles, government reports, and quantitative data from primary sources such as surveys and databases. A comparative analysis of Estonia's digitalization efforts is conducted to gain insights into potential lessons and best practices. The findings show that digitization of public services in Ukraine has emerged in response to advancements in technology and citizens' demand for user-friendly and accessible services. Initiatives like the Diia platform have positively impacted service quality and availability. However, Ukraine's level of digitization still lags behind some European counterparts. The Ukrainian government's commitment to digital transformation is evident through various initiatives and targets to improve the digitization rate of public services. Despite the progress made, ongoing efforts are needed to address challenges and invest in digital infrastructure. Prioritizing digital transformation can enhance service efficiency, transparency, and citizen engagement, ultimately improving the quality of life for Ukrainians and aligning with EU standards. The objective of this study is to assess the level of preparedness exhibited by village governments in relation to the digital transformation of public services. The advancement of Information and Communication Technology (ICT) has brought about significant transformations in both the private and public sectors. Particularly, it has played a pivotal role in driving the modernization of public services at the regional level, with a specific focus on village governance. In Indonesia and other developing nations, the process of transformation faces various challenges. These challenges encompass: a digital divide resulting from an inadequate ICT infrastructure network, limited innovation leadership, and a lack of digital literacy within the local government apparatus. This study employs a descriptive quantitative approach to further investigate the aforementioned issues. The research involved 75 village governments in Banyumas Regency, and the collected data were analyzed using descriptive statistical methods. The findings indicated that the insufficient focus and dedication of regional and village governments towards the advancement of ICT in their respective areas, along with the limited investment in enhancing the digital proficiency of government personnel, are influential factors in determining the level of preparedness of village governments for the process of digital transformation. In Slovenian law concession contracts are subject to both the public law and private law regime of changed circumstances. The former applies only to certain concession contracts, while others are subject to the general rules of the law of obligations. However, these rules are not adapted to features of concession contracts as they only give the affected party the right to request the rescission of the contract, but not its modification, unless otherwise agreed in the contract. This is not in line with the principle of continuity of public service and the protection of the public interest. In addition, the private law regime is not adapted to the concession award procedure, as it allows only reference to changes in circumstances that occur after the contract is concluded, but not after the binding tender is submitted, meaning that the tenderer bears a disproportionately higher burden of the risk than the grantor. This study aimed to develop a recommendation model for the co-production of public services based on community shelters, involving collaboration between the government, community organizations, NGOs, shelter leaders, and the private sector in Makassar City. The objective was to improve the quality and accessibility of public services by utilizing the knowledge and networks of service users. The study utilized a qualitative approach, including observation, document review, and interviews with key informants from the local department of Women's Empowerment and Child Protection and shelter administrators. The data analysis followed a qualitative method involving data organization, selection of analysis units, identification of categories and themes, analysis and interpretation, verification, and reporting. The results and discussions present a recommended model for the co-production of public services in community shelters in Makassar City, emphasizing the need for social readiness, effective communication, and trust-building among stakeholders. The study also highlights the challenges of implementing co-production, such as conflicting interests, complex coordination, and the importance of understanding the behavior and motivations of the involved actors. The proposed model aims to enhance collaboration between the government and community to provide sustainable solutions to shelter-related issues and improve the well-being of residents. This research describes e-governance that supports public trust in land certificate public services at the National Land Agency in Merauke Regency, under the condition that e-governance is used to obtain land certificate public services and public trust because e-governance could optimize it. This study uses a qualitative approach. Data collection techniques included interviews, observations, documents in the form of notes and reports, and documentation. The data analysis technique used in this research involves three stages: data reduction, data display, and withdrawal of conclusions and verification. The results of this study are as follows: first, e-governance of land certificate public services supports public trust through the KKP application. A decade of austerity has amplified concern about who gets what from public services. The article considers the socio-economic and gendered impacts of cuts to local environmental services which have increased the need for citizens to report service needs and effectively 'co-produce' services. Via a case study of a UK council's decade of administrative data on citizen requests and service responses, the article provides one of the first detailed analyses of the unfolding impact of austerity cuts over time on public service provision. It demonstrates the impact of austerity across the social gradient, but disproportionately on the least affluent, especially women. The article argues for the importance of detailed empirical examination of administrative data for making visible, and potentially tackling, long standing inequalities in public service provision. The purpose of the article is to determine the essence of a public service as an object of financial control. The article determines that the provision of public services by state and municipal institutions requires the expenditure of significant amounts of funds from state and local budgets. Disposal of large amounts of funds gives rise to corruption risks, which have a negative impact on the integrity of officials of state and municipal authorities. Attention is focused on the fact that formally expressed public interest, formalized in the form of an expression of will of an individual or legal entity, is the basis for the provision of a public service. Arguments are given that financial control over the provision of public services is aimed at promptly obtaining objective and reliable information about the activities of state authorities and local self-government, whose competence includes either the independent provision of these services or their delegation to other entities. At the same time, the range of issues that must be resolved by the subjects of financial control should, in our opinion, include determining the legality of providing a public service, providing it in equal volume and equal quality to different entities, as well as the legality of providing this service, taking into account the legal basis of such provision and feasibility of temporary, human and material expenses of state or local budgets. The conclusion is made that public services as an object of financial control are the result of actions of state authorities, local government or other entities (based on delegated powers) aimed at realizing the public interest of individuals or legal entities. Such a result always has a certain economic value in the form of financial, time and human resources of public administrations. Financial control measures should determine the feasibility and legality of such expenses, as well as the relationship between these costs and the quality of the service provided. Purpose: This study aims to ascertain the forms of social enterprises created for public services and the dimensions of community-based management of public facilities. It seeks to understand how community-based facilities management (CbFM) can apply to the management of public services created by social enterprises in developing communities. Design/methodology/approach: The study examines research studies on CbFM through a scoping review of papers published between 1997 and 2022. Findings: The scoping review revealed that there are five dimensions of CbFM for developing communities: CbFM, urban facilities management, sustainable CbFM, urban infrastructure management and management of community hubs. It also revealed that social enterprises have been used to manage services, and for social inclusion, and to increase the efficiency of tangible infrastructure in communities. Research limitations/implications: The scoping review included literature from 1997 to 2022 to understand the development trends in CbFM in developing communities. It is possible that literature from a broader timeframe could have produced more in-depth understanding of the subject investigated. Practical implications: The paper articulates a framework of CbFM models for public services in developing communities and developed a database of the relevant studies, which can further guide future researchers, stakeholders and policymakers in this area. Originality/value: The comprehensive review produced a framework for community management of public services. It also identified that there is a paucity of literature on social infrastructure. It highlighted the need for skillsets to support community-based enterprises. There are limited studies that touch on the development of performance indicators for developing communities. The path to management is difficult for academic librarians without formal supervisory experience, especially in public services. However, little research on how frontline librarians without supervisory experience advance into middle management has been conducted. To determine the extent to which a relationship between certain personal characteristics and librarians' likelihood to advance exists, a survey was administered to public services librarians who had been promoted into middle management within the previous 5 years. Exploratory factor analysis revealed that charismatic presence, long-term thinking, instruction experience, customer service orientation, interpersonal skills, and ability to achieve tenure/promotion in rank contributed to librarians' successful advancement. In the academic librarianship literature, a significant amount of research on burnout, and excessive workload has been conducted. However, researchers frame the issue differently: some view this conflict as a work–life boundary issue, others view it simply as in-role related responsibility conflicts. This study focuses on the in-role related responsibility conflicts of Special Collections librarians in public services. Survey findings revealed that some current responsibilities exceeded the official position description of Special Collections librarians, and professionals were at times ambivalent about those additional responsibilities. The access to public information is a democratic right that is not just for people who can communicate effectively within their dominant culture but for all citizens, thus it must be available and accessible to all. However, linguistic and cultural difficulties regarding the access and use of public services, as well as communication facilitation at all levels are problems which have not yet been tackled by authorities in Spain. The services currently used to tend to communication-related needs between the non-Spanish speaking population and healthcare professionals are not completely effective in Spanish hospitals, and most medical professionals will explain that, in their consultations with migrants who do not speak Spanish, they ask them to bring along a family member or friend who speaks Spanish. Concerning mental health--an area in which communication is of the utmost importance and treatment very frequently involves therapy and, thus, communication between the health provider and the patient--, language and cultural barriers often create further obstacles for an adequate treatment. This paper will present the results of a narrative inquiry of a sample of mental health clinicians on their perceptions and experiences when working with non-Spanish speaking patients.
