This article aims to make a first approach to the territorial practices of the new family farming (FF) organizations and their link with public policies between 2015-2021, based on the case of "La Comunitaria", from Buenos Aires province to La Pampa, in argentine pampas region. Through a qualitative methodology that combines primary and secondary sources, and a perspective of critical geography, we demonstrate how La Comunitaria, from its integration in 2018 to MTE-Rural, with its own characteristics rearticulates and transforms its territorial practices, theater, trades, travel and infrastructure repair, and began to promote agricultural initiatives. It makes FF visible and seems to strengthen its ability to influence and dispute resources, regulations and public policies, which make up the pampas territory. We evidence the importance of space and scales as an expression and tool of power in this process, which involves contentious processes, but the daily practices starred. One of the Brazilian regions that receives more funds of the Food Purchase Program (PAA) is the Northeast region, where is located the State of Maranhão, the object of study of this work. In view of its relevance, one intends to identify the number of municipalities from the State of Maranhão that received funds from the PAA, as well as the amounts received during the period from 2010 to 2018, by means of table and graph analysis, in addition to observing the effects of the PAA on the total GDP and on sectoral GDPS (agricultural & livestock, industry and services sectors) of the economy of the State of Maranhão, by means of quantile regression. The results showed that the number of municipalities that received funds from the PAA oscillated during the period, with higher frequencies in 2011 and 2012 and lower frequencies in 2014 and 2015 and observed a positive effect of the program on the total GDP and on the sectoral GDPs. The article analyses the changes in the Brazilian government's actions at the Specialized Meeting on Family Farming of Mercosur (REAF). Created in 2004, REAF is a regional forum for political dialogue between governments and social organizations to develop public policies for family farming. Drawing on dialogues between historical neo-institutionalism and debates on policy paradigm and dismantling, the article defines four dimensions (political context and power relations, ideas and policy paradigms, characteristics of institutions, and interests and strategies of political actors) to explain and typify the processes of institutional strengthening and dismantling. Based on such dimensions and on data collected through participant observation, document analysis and interviews with key actors, the article analyses the Brazilian government's actions in comparison to prevailing types of institutional change. The analysis shows that, between 2004 and 2016, the prevailing strategy for institutional strengthening was 'discursive and symbolic' and operated through 'institutional densification'; in turn, from 2016 on, strategies of 'discursive and symbolic' dismantling and 'dismantling by change in the institutional linkages' prevailed. Abstract Brazil’s federal government officially defined family farming (FF) as a public policy agenda in 1996; however, since then, Brazil’s foreign policy in the field of agriculture has given priority to the role of agribusiness in the export of commodities and its contribution to the country’s GDP and trade. While questioning the governmental narrative rooted in a dual agricultural structure (wherein FF and agribusiness would both be similarly relevant), this article also highlights the internationalisation processes of FF through the analysis of different forums in Brazilian foreign policy. Our goal is to understand how each of these forums and arenas has contributed to the international acknowledgement of FF as a ‘best practice’, but also to analyse the strengths and sustainability of what we label as the internationalisation resilience of FF, particularly when we consider the severe reflux of FF policies in Brazil since 2016.

The article on screen performs a geographic reading of the socioeconomic characteristics of family farming in the municipality of Itabaiana/SE, through the 2017 Agricultural Census (IBGE, 2019). To this end, bibliographical research and analysis of indicators were carried out, starting from 1) the domain of family farming among the numbers of agricultural establishments; 2) profile of family actors; 3) schooling rate; 4) offer ATER; 5) minimal socioeconomic organization; and 6) low access to bank credit. Given these data, the family segment of the municipality stands out in the production of temporary crops and livestock, in addition to contributing to the proliferation of vehicles in the countryside, such as the use of motorcycles. Even so, family farming in the municipality of Itabaiana presents problems regarding the need for public policies to support its production base, while it responds to a considerable demand for vegetables from the municipality and other micro-regions, placing Itabaiana within the universe of agricultural marketing.

The integration of rural extension and agricultural research (I-ERPA) has been debated worldwide. In Brazil, I-ER-PA has been considered a strategy to overcome the diffusionist paradigm, related to the creation or merge of public companies. The objective of the study was to explore the literary production on I-ER-PA and shed light on the theme. Literary production of peer-reviewed articles was considered, specifically, papers indexed in Web of Science. A total of 28 combination of words was used to sample scientific papers. The study delivered a list of terminologies (theoretical frameworks, methodologies and approaches) related to I-ER-PA. Overall, studies referring to I-ER-PA increased considerably in the last decades. Brazil is highly ranked in terms of authorships and contributions to the topic. However, the Brazilian production presented a low number of citations, lacking partnerships with other countries and contributions about the Brazilian case, such as closing, creating or merging public institutions. This paper aims to demonstrate the existence of viable margins for the construction of rural development projects that take advantage of the small gaps in the configuration of the current economic system. The paper supports the idea that policies can serve as instruments for democratic appropriation of the State and markets, favoring the social reproduction of family farming, a central segment from the perspective of development herein adopted. The methodology employed relied on theoretical reflection and interviews with farmers, extension workers and public managers in the municipality of Pelotas-RS, Brazil. From the analyses of the empirical setting of this work and other spatial contexts, the paper discusses examples where the use of public institutions and markets led to advances or mitigated problems faced by historically deprecated segments, such as family farming in Brazil. This demonstrates the potential of local contexts to act as protagonists in coping with a structurally imposed unequal logic. The study concludes that there is no need to break with the economic system to then pursue the construction of future alternatives, and the multiple open possibilities in places may be a starting point for the construction of new projects towards the future. Resumo: Este trabalho procurou analisar como a trajetória das organizações de agricultores familiares pode afetar a implementação do Programa Nacional de Alimentação Escolar e sua execução localmente. A hipótese de trabalho é que o modo como as organizações são constituídas determina a forma como as interações com outros atores acontecem no âmbito de uma política pública, influenciando a sua execução. Para se chegar aos resultados, tomou-se como estratégia de pesquisa o estudo dos casos de Espera Feliz e de Guaraciaba, ambos localizados na Zona da Mata de Minas Gerais. O trabalho de campo revelou, conclusivamente, que as condições sociais herdadas e a racionalidade sob a qual as organizações coletivas são constituídas conformam os modos de funcionamento das mesmas e a forma de acesso a políticas públicas, podendo afetar os arranjos locais e os resultados do programa.

The objective is to analyze the training of Technical Assistance and Rural Extension technicians and the necessary knowledge to engender rural development processes, considering that ATER is a policy that promotes innovation in family farming through specific actions that modify the reality of rural areas and actors involved. The methodology consisted of the use of primary and secondary data. The first being the application of a structured questionnaire to 135 extensionists from the Institute of Technical Assistance and Rural Extension (EMATER), from Rio Grande do Norte, Brazil, from March to June 2018. The latter through analysis of information, especially from the regional EMATER and the Special Secretariat of Family Farming and Agrarian Development (SEAD), through the General Coordination of Strategic Management, Monitoring and Evaluation. As a result, there was a need for a less diffusionist and more extensionist character for training at the technical, technologist and higher level. This article was the result of an analysis of the guarana production chain in the Identity Territory of the Southern Bahia Lowlands, Brazil, which showed its potential and weaknesses by analyzing the rejection drivers and the SWOT matrix. The Rapid Appraisal method was used with secondary data and field research, with the application of interviews and observations. Respondents evaluated and quantified the influence of competitiveness drivers for the agricultural and industrial production segments. The results revealed positive competitiveness impacted by technology, structure and market relations, governance and control, management and partially by the institutional environment. However, critical factors to competitiveness were perceived, such as inputs and infrastructure. The SWOT matrix highlights: the Baixo Sul region of Bahia in planted and harvested area, production, lower loss in harvested area and incidence of pests and diseases; the absence of contracts between producers of agribusiness raw materials; representativeness of the non-alcoholic beverage market with guarana, reduced tax rate on industrialized products for products with guarana extract, exemption from the tax on exports and institutional programs for the promotion of guarana products; taxes on invoicing, profit, payroll and the circulation of goods., Este artigо resսltоս da análise da cоmpetitividade da cadeia de prоdսçãо dо gսaraná dо Territóriо de Identidade dо Baixо Sսl da Bahia, Brasil, qսe evidenciоս sսas pоtencialidades e fragilidades pela análise dоs direciоnadоres de cоmpetitividade e da matriz SWОT. 33. Food policies and sectorial referentials in the Brazilian trajectory

Resumo: O artigo analisa os referenciais que guiaram o desenho e a implementação de políticas alimentares no Brasil. Baseados em pesquisa documental e revisão de literatura, identificamos seis fases nas políticas alimentares brasileiras: i) 1600-1930, com a presença de um referencial de inação; ii) dos anos 1930 até 1960 com o referencial orientado para a nutrição racional; iii) 1970 a 1980, com o referencial guiado por interpretações produtivistas e de abastecimento alimentar; iv) anos 1990, com o referencial da eficiência comercial e do foco socioassistencial; v) 2000 a 2015 com o referencial da convivência conflituosa entre o produtivismo e a segurança alimentar e nutricional (SAN); e, vi) a partir de 2014, sob o referencial de desmantelamento das políticas alimentares. Ao longo do tempo, as ações mais significativas e constantes foram aquelas que buscaram mudar a dinâmica da produção agrícola, notadamente para a expansão da produção de commodities. As ações que buscaram promover a acessibilidade alimentar, alimentação saudável, diálogo entre agricultura familiar e SAN, agroecologia e valorização dos territórios locais e da alimentação foram frágeis e instáveis, bastante sensíveis às mudanças políticas e econômicas. Abstract: The paper analyses the referentials that has guided the design and implementation of food policies in Brazil. Based on documentary research and literature review, we identified six phases in Brazilian food policies: i) 1600-1930, with the presence of a referential of inaction; ii) from 1930 to 1960, with a referential oriented towards rational nutritional; iii) 1970 to 1980, guided by productivist interpretations and supply actions; iv) the 1990s, with a referential of commercial efficiency and social assistance focus; v) 2000 to 2015, with a referential of conflicting coexistence between productivism and food and nutrition security (FNS); vi) from 2014, under a dismantling sectorial referential. Over time, the most meaningful and constant actions were those that sought to change the dynamics of agricultural production, which were biased towards commodities expansion. The actions that sought to promote food accessibility, healthy diet, dialogue between family farming and FNS, agroecology and the valorization of local territories and food were fragile and unstable, sensitive to political and economic changes.

This paper aims to present topics that characterize the evolution of the Food Acquisition Program (PAA) in the period from 2003 to 2015. Institutionalized in 2003 as a structuring action of the Zero Hunger Program, the actions of the program allied elements of agricultural policy and food security policy, enabling the articulation between production, marketing and consumption, aiming at collaborating with the fight against hunger and poverty in Brazil and, at the same time, strengthening family farming. To do this, an analysis of the PAA trajectory will be carried out on a national scale, as well as macro-regions (Center-West, Northeast, North, Southeast and South). It is possible to affirm, given the results obtained with the research that, although the resources destined to the program have been significantly expanded, their scope is still limited and concentrated in spatial terms. Abstract Right after the Brazilian federal government started defending a platform of social inclusion, income redistribution, and economic development of the North and Northeast regions of the country, in 2002, it landed the Social Fuel Stamp, a government program that was created in 2004 to make feasible election promises, in addition to regionalize biodiesel production, and support for the diversification of its raw materials through feedstocks that are plentiful in both regions, such as castor and palm. The biodiesel market in Brazil was very incipient then, while the soy market was already well established and dominated by large landowners and big agribusiness companies from other regions but these aforementioned. Therefore, they were the ones better off to benefit from and take advantage of the soon to be created biodiesel chain. Now, after thirteen years of its inception, many authors have been thwarted by the plan. Hence, the purpose of this work is to ascertain whether the targets initially proposed by the government were fully met, seeking to identify possible drawbacks. In order to do this, our approach will be based on the analysis of the Brazilian government's public data and the review of the literature on the subject, thus the relevance to it lies on the feedback presented herein that could be of help for any realignment of the program. Based on our analysis, we have come to a conclusion that the Social Fuel Stamp program has had very little success and many setbacks along the years since its takeoff in 2004. Highlights • Social inclusion of North/Northeast small farmers did not occur as intended. • Overwhelming dominance of biodiesel from soybean not in line with the SCS policy. • Choices of feedstocks for biodiesel production in N/NE did not meet ANP standards. • The SCS policy has failed due to lack of biodiesel feedstock diversification. O Programa Nacional de Alimentação Escolar (PNAE) vincula-se à agricultura familiar por Lei que determina que no mínimo 30,0% dos recursos financeiros repassados para os municípios pelo Governo Federal devam ser utilizados na aquisição de gêneros alimentícios diretamente deste segmento. O objetivo deste estudo foi avaliar a inserção de frutas e hortaliças provenientes da agricultura familiar na produção de refeições para a alimentação escolar, em municípios da Região Administrativa de Registro, SP. Foram realizadas entrevistas com nutricionistas do PNAE e o conteúdo foi analisado segundo a técnica do Discurso do Sujeito Coletivo. Dos 14 municípios da região, 11 compuseram a amostra deste estudo. Frutas e hortaliças in natura foram os alimentos mais adquiridos da agricultura familiar no ano de 2012. A oferta de alimentos, a falta de documentação e de preparo dos agricultores para a produção e a logística de distribuição foram entraves encontrados. O vínculo da agricultura familiar com o PNAE apresenta dificuldades para os municípios, entretanto há benefícios para todos os atores envolvidos na gestão do PNAE, com a maior oferta de frutas e hortaliças da própria região. ================================================= The Brazilian National School Feeding Program (PNAE) is associated to family farming by law. that determines at least 30.0% of the funds transferred to municipalities by the federal government must be used for the acquisition of food products directly from this segment. This study aimed to evaluate the inclusion of fruit and vegetables from the family farm to produce food for school feeding in municipalities in the Administrative Region of Registro, SP. Interviews were conducted with nutritionists of the PNAE and the content was analyzed according to the technique of Collective Subject Discourse. Eleven out of fourteen municipalities in the region composed the study sample. Fruits and vegetables in natura were the most purchased food from Family Farming in 2012. The supply of food, lack of documentation and preparation of farmers for production and distribution logistics of these foods were barriers found in the study. The bond of family farming with PNAE presents difficulties for the municipalities, but there are benefits to all stakeholders involved in the management of the PNAE, with a greater supply of fruits and vegetables from the region.

A partir de 2009, especificamente após a promulgação da Lei nº 11.947/2009, os gestores do Programa Nacional de Alimentação Escolar – PNAE devem utilizar, no mínimo, 30% do total dos recursos financeiros recebidos do Governo Federal na aquisição de alimentos provenientes da agricultura e do empreendedor familiar rural. A compra dos alimentos deve ser realizada a partir de chamada pública, conforme a Lei nº 8.666/1993, requerendo que haja especificação do bem ou serviço a ser adquirido. O objetivo da presente pesquisa foi verificar o cumprimento da legislação vigente para o assunto pelos gestores do PNAE, quando da elaboração das chamadas públicas. A amostra foi composta por 201 editais de chamadas públicas, referentes ao período entre janeiro e julho de 2013, obtidos via eletrônica entre junho e julho de 2013. Os resultados indicaram não conformidades em todas as regiões pesquisadas, faltando informações básicas ao agricultor e empreendedor familiar rural sobre a qualificação dos alimentos nas chamadas públicas. Foi possível concluir que a maior parte dos gestores não tem observado a legislação vigente do PNAE, desconsideraram também, a questão da qualidade e segurança dos alimentos, situação constatada pelas deficiências verificadas nos editais de chamadas públicas, não sendo nesta pesquisa, perceptível a participação do nutricionista, apesar de 95% das EEx terem este profissional como responsável técnico. --------------------------------------------------------------------------------------------- As of 2009, especially after the enactment of Law No. 11.947/2009, the managers of the National School Meal Program-PNAE must use at least 30% of the total funds received from the Federal Government, for purchasing food produced by agricultural and rural family entrepreneurs. The purchase of food must be subject to a public call for tenders, according to Law No. 8.666/1993, that must include specifications on the expected goods or services. The aim of this study was to verify PNAE’s managers’ compliance with the current laws on the subject, when preparing the public calls for tenders. The sample consisted of 201 public calls for tenders in the period between January and July 2013, electronically obtained between June and July 2013. The results indicated non-compliance in all of the surveyed areas, lacking basic information, related to the classification of foods, to the rural family entrepreneurs. It was concluded that most managers consider neither the legislation in force for the PNAE nor the issue of food safety and quality, as a result of problems in the design of the public calls for tenders; it was also concluded that, at least in this research, the participation of nutritionists was not identified, although 95% of the implementers have this professionals as head coaches.

The production of food for the Brazilian domestic market is mainly produced by Family Farming. The last Agricultural Census, carried out by the Brazilian Institute of Geography and Statistics (IBGE) in 2017, showed that it is responsible for more than 75% of agricultural establishments and employs more than 10 million people, occupying only 23% of the total area of properties. in Brazil, which represents about 80.9 million hectares. This chapter seeks to analyze the main definitions of family farming in Brazil, highlighting the main public policies for these rural subjects between the 1990s and 2000s. Over the decades, family farming has conquered its space in academic discussions, within the scope of institutional and in society, showing above all its multifunctional importance. The main achievements took place in the 1990s, with the creation of the National Program for the Strengthening of Family Agriculture (PRONAF), in 1996, the approval of law No. several other public policies to encourage this agricultural practice that allowed access to lines of credit, technical assistance and a food purchase program. La producción de alimentos para el mercado interno brasileño es producida principalmente por la Agricultura Familiar. El último Censo Agropecuario, realizado por el Instituto Brasileño de Geografía y Estadística (IBGE) en 2017, mostró que es responsable por más del 75% de los establecimientos agropecuarios y emplea a más de 10 millones de personas, ocupando apenas el 23% del área total de propiedades en Brasil, lo que representa cerca de 80,9 millones de hectáreas. Este capítulo busca analizar las principales definiciones de agricultura familiar en Brasil, destacando las principales políticas públicas para estos sujetos rurales entre las décadas de 1990 y 2000. A lo largo de las décadas, la agricultura familiar ha conquistado su espacio en las discusiones académicas, en el ámbito institucional y en el sociedad, mostrando sobre todo su importancia multifuncional. Los principales logros se dieron en la década de 1990, con la creación del Programa Nacional para el Fortalecimiento de la Agricultura Familiar (PRONAF), en 1996, la aprobación de la ley No. varias otras políticas públicas para incentivar esta práctica agrícola que permitieron el acceso a líneas de crédito, asistencia técnica y un programa de compra de alimentos. The aim of this paper is to analyze the programs and social development actions that have been applied in Mexico during the period 2009 to 2016 with the purpose of comparing the number of programs and the level of existing linkage with the target population. It was identified that there is a decoupling of public policies aimed at social development, mainly on the issue of exclusion, inequity, approach, and some programs do not have the targeting of their target population. Family agriculture should be considered as the axis for the articulation of public policies and should be inclusive of all types of family farmers that exist in the Mexican countryside. 43. Food quality perceptions and agreements: Case of local purchases from family farmers for school feeding program in the Federal District of Brazil.

The perceptions of economic actors suggest different conventions of quality that influence the coordination of economic activities. Therefore, we analyzed how perceptions of quality, shared by different school feeding actors, shape or maintain economic coordination norms in the case of local purchases from family farmers for the National School Feeding Program (PNAE) in a large urban center in the Federal District (DF) of Brazil. Considering the theory of conventions and using the Iramuteq software, the contents of 35 interviews with public education actors, family farmers, and rural extension technicians were analyzed. The results revealed that local purchases in the DF promoted food democracy, reconciling several coordinating worlds that maintained and shaped the quality standards of the PNAE. Producers and consumers shared some common conventions; however, conflicts existed between industrial and domestic conventions in particular. It was concluded that besides enabling an inclusion of the local family agriculture in the market, this format provides superior food quality to students, contributing to shape the market with better food quality. Furthermore, this study advances the understanding of the perceptions of the actors in the different links of this chain and provides subsidies for the program to get closer to its goals of providing high food quality to students. This work aims to present the correlations between institutional market policies, namely, the Food Acquisition Program (PAA) and the National School Feeding Program (PNAE) and the theme of sustainable development from the literature review of relevant works that cover the theme. For this, the Environmental Sociology of Law - SAD was used, an analysis perspective that includes the understanding of socio-juridical phenomena from an environmental perspective. The work is structured in: a) introduction, presents the context of emergence and current situation of the addressed policies; b) development, of a conceptual nature, seeks to understand the SAD, the PAA and the PNAE, in their mutual interactions, in the light of selected theoretical references; c) conclusion, with the analysis of the results achieved, through the connection of the elements previously raised and that, eventually, will contribute to future analyzes of the PAA and PNAE, important instruments of sustainable development. Este trabajo tiene como objetivo presentar las correlaciones entre las políticas de mercado institucional, a saber, el Programa de Adquisición de Alimentos (PAA) y el Programa Nacional de Alimentación Escolar (PNAE) y el tema del desarrollo sostenible a partir de la revisión bibliográfica de trabajos relevantes que cubren el tema. Para ello se utilizó la Sociología Ambiental del Derecho - SAD, una perspectiva de análisis que incluye la comprensión de los fenómenos sociojurídicos desde una perspectiva ambiental. El trabajo se estructura en: a) introducción, presenta el contexto de emergencia y situación actual de las políticas abordadas; b) el desarrollo, de carácter conceptual, busca comprender el SAD, el PAA y el PNAE, en sus interacciones mutuas, a la luz de referencias teóricas seleccionadas; c) conclusión, con el análisis de los resultados alcanzados, a través de la conexión de los elementos anteriormente planteados y que, eventualmente, contribuirán a futuros análisis del PAA y PNAE, importantes instrumentos de desarrollo sostenible. Este trabalho tem como objetivo apresentar as correlações entre as políticas de mercados institucionais, quais sejam, o Programa de Aquisição de Alimentos (PAA) e o Programa Nacional de Alimentação Escolar (PNAE) e a temática do desenvolvimento sustentável a partir da revisão bibliográfica de relevantes obras que abarcam o tema. Para isto, fez-se uso da Sociologia Ambiental do Direito – SAD, perspectiva de análise que contempla o entendimento dos fenômenos sociojurídicos a partir da ótica ambiental. O trabalho estrutura-se em: a) introdução, apresenta o contexto de surgimento e atual situação das políticas abordadas; b) desenvolvimento, de natureza conceitual, busca a compreensão da SAD, do PAA e do PNAE, em suas mútuas interações, à luz das referências teóricas selecionadas; c) conclusão, com a análise dos resultados alcançados, mediante a conexão dos elementos anteriormente suscitados e que, eventualmente, venham a contribuir para futuras análises do PAA e do PNAE, importantes instrumentos do desenvolvimento sustentável.

Inicialmente foram coletadas indicações, de trabalhos/projetos de extensão rural que mais se destacavam quanto à qualidade, desenvolvidos com o público abrangido pela PNATER. A seleção, das quatro experiências de extensão rural da referida Microrregião e que envolveram sete extensionistas (pois três atuaram no mesmo projeto), foi realizada a partir de indicações das instituições de extensão rural, representantes dos agricultores familiares e de outras entidades. Utilizou-se a entrevista com roteiro semiestruturado, com o intuito de conhecer cada experiência de forma ampla, além de verificar possíveis relações com os princípios e objetivos da PNATER. Após a primeira etapa do trabalho foi selecionada a Associação dos Pequenos Produtores Rurais Assentamento Santa Rita (Populina/Turmalina), que participaram do Projeto Microbacias II, e aplicado um questionário junto a 33 agricultores associados, com o objetivo de analisar a visão dos agricultores sobre o trabalho de extensão em estudo, além comparar com os princípios e objetivos da PNATER. A análise evidenciou que em todos os trabalhos/projetos buscou-se a participação do público, mas com pouca diversidade de métodos, devido à dificuldade dos extensionistas em adotarem metodologias que envolvem maior participação do público (dinâmicas de grupo). Também foram pouco frequentes ou estavam ausentes conteúdos referente ao sistema de produção de base ecológica, compartilhamento de saberes (científico/tradicional) e temas transversais como a equidade de gênero. Os agricultores reconhecem o esforço dos extensionistas para que participassem do processo de discussão e definição do projeto, assim como a utilidade e importância dos bens adquiridos. Ressentiram com a descontinuidade do trabalho de extensão rural em função do recuo de algumas políticas públicas e do advento da pandemia, que tornou inviável até mesmo as reuniões entre os associados. Todos os trabalhos trataram de mais de um princípio e alguns objetivos presentes na PNATER, mas sem estarem articulados de modo efetivo para atender o Princípio I e o Objetivo I da PNATER as quais tratam do desenvolvimento rural sustentável. Concluiu-se que a formação incompleta e/ou a não atualização dos extensionistas (não conhecem a Lei), tanto em termos de conteúdo quanto à perspectiva humanista crítica, que serviu de base para a elaboração dos princípios e objetivos da PNATER, pode ser um dos motivos de tais dificuldades e de algumas lacunas temáticas nas experiências estudadas. The research that originated this thesis analyzed experiences considered more relevant in terms of the quality of extension work, investigating whether such experiences are close (or not) to the principles and objectives of the National Policy for Technical Assistance and Rural Extension (PNATER), of 2010, in Geographic Microregion of Fernandópolis-SP. Initially, indications were collected from rural extension works/projects that stood out the most in terms of quality, developed with the public covered by the PNATER. The selection of the four rural extension experiences in the aforementioned Microregion, which involved seven extension workers (since three worked on the same project), was carried out based on indications from rural extension institutions, representatives of family farmers and other entities. The interview with a semi-structured script was used, in order to get to know each experience in a broad way, in addition to verifying possible relationships with the principles and objectives of PNATER. After the first stage of the work, the Association of Small Rural Producers Assentamento Santa Rita (Populina/Turmalina) was selected, which participated in the Microbacias II Project, and a questionnaire was applied to 33 associated farmers, with the objective of analyzing the farmers' view on the extension work under study, in addition to comparing with the principles and objectives of PNATER. The analysis showed that in all the works/projects the participation of the public was sought, but with little diversity of methods, due to the difficulty of extensionists in adopting methodologies that involve greater public participation (group dynamics). Content referring to the ecologically based production system, knowledge sharing (scientific/traditional) and transversal themes such as gender equity were also infrequent or absent. Farmers recognize the efforts of extension workers to participate in the process of discussing and defining the project, as well as the usefulness and importance of the acquired goods. They resented the discontinuity of rural extension work due to the retreat of some public policies and the advent of the pandemic, which made even meetings between associates unfeasible. All works dealt with more than one principle and some objectives present in PNATER, but without being effectively articulated to meet Principle I and Objective I of PNATER, which deal with sustainable rural development. It was concluded that the incomplete training and/or non-updating of extension workers (they do not know the Law), both in terms of content and the critical humanist perspective, which served as the basis for the elaboration of the principles and objectives of the PNATER, can be a the reasons for such difficulties and some thematic gaps in the experiences studied.

47. PRONAF's contribution to the growth of local economies: An analysis for Brazil

The aim of this paper is to verify whether the PRONAF - National Agricultural Family Programa - in the FHC and Lula governments has promoted the growth of agricultural production or has been a mechanism for transferring income to the family farm. The study hypothesis is that politics is more important in Lula's government, due to real increases in average contract distributed during Lula's government, compared with the FHC's government. We also analyze the behavior of agricultural GDP in selected regions, trying to identify possible effects on the program and on the local economy and identifying the policies adopted by governments to different regions of the country. The econometric analysis indicates that during the Lula government, PRONAF has greater influence on GDP of Agriculture, however, the GDP of Agriculture had the highest growth during the FHC government. It appears that, in general, PRONAF has behaved more like a policy of income distribution, than to strengthen the agriculture, provide no direct impacts on GDP of Agriculture.

EnglishThe study aimed to identify the perception of financing, financial well-being, and quality of life of the beneficiaries of the National Program for Strengthening of Family Agriculture (Pronaf). For that, quantitative research was carried out, through a survey, investigating 263 beneficiaries of the program were investigated, distributed in 25 municipalities in the state of Rio Grande do Sul. The data analysis was done through descriptive statistics and cluster analysis. The main results indicate that Pronaf in the studied region has been able to improve the productive conditions of families and quality of life, except for some aspects of the environmental domain that still need to be improved. On the other hand, the level of the financial well-being of these families is intermediate and strategic measures should be considered. Of the three clusters formed, the one with the lowest number of beneficiaries is composed of those with the worst perceptions of quality of life and financial well-being, who spend the same or more than they earn and have the lowest educational level and lowest income. While in the cluster with a better quality of life, a higher percentage of members with higher levels of income, education, more access to credit cards, and greater satisfaction with the financial situation is observed. portuguesO estudo teve como objetivo identificar a percepcao do financiamento, do bem-estar financeiro e da qualidade de vida dos beneficiarios do Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf). Para isso, realizou-se uma pesquisa quantitativa, por meio de uma survey, sendo investigados 263 beneficiarios do programa distribuidos em 25 municipios do estado do Rio Grande do Sul. A analise dos dados se deu por meio da estatistica descritiva e analise de cluster. Os principais resultados apontam que o Pronaf na regiao estudada tem sido capaz de melhorar as condicoes produtivas das familias e de qualidade de vida, excetuando-se alguns aspectos do dominio ambiental que ainda precisam ser melhorados. Por outro lado, o nivel de bem-estar financeiro destas familias e intermediario, e medidas estrategicas deveriam ser pensadas. Dos tres clusters formados, o com menor numero de beneficiarios e composto por aqueles com as piores percepcoes de qualidade de vida e de bem-estar financeiro, que gastam igual ou mais do que ganham e possuem mais baixo nivel educacional e menores rendas. Ao passo que no cluster com melhor qualidade de vida, observa-se maior percentual de integrantes com maiores niveis de renda, de educacao, mais acesso ao cartao de credito e maior satisfacao com a situacao financeira.

This article analyzes the dismantling of the Specialized Meeting on Family Farming (Reaf), a Mercosur forum responsible for proposing public policies for family farming. By means of a dialogue with the historical institutionalism, the cognitive approach, and the policy dismantling approach, the article characterizes the predominant type of dismantling and explains its driving forces. Data were collected through the analysis of official documents, observation of national and regional meetings, and interviews with ministers, policymakers, researchers and social leaders. Results indicate the prevalence of “dismantling by default” or gradual changes known as “drift”, in which, besides the interests and strategies of the political actors - the main focus of policy dismantling analysis - the emergence of new ideas and policy paradigms has played a major role. Resumo O artigo analisa o desmantelamento da Reunião Especializada de Agricultura Familiar (Reaf), fórum do Mercosul responsável por propor políticas públicas para a agricultura familiar. A partir do diálogo entre o neoinstitucionalismo histórico, a abordagem cognitiva e o quadro analítico de desmantelamento de políticas públicas, o artigo caracteriza o tipo predominante de desmantelamento e discute seus elementos explicativos. Análise envolveu pesquisa documental, observação nos encontros nacionais e regionais e entrevistas com ministros, formuladores de políticas públicas, pesquisadores e representantes dos movimentos sociais. Os resultados indicam a prevalência do desmantelamento por omissão ou mudança gradual por desvio, os quais, além dos interesses e estratégias dos atores políticos - principais elementos abordados pela literatura de desmantelamento de políticas públicas - foram influenciados por novas ideias e paradigmas de política pública.

This article aims to evaluate the effects generated in family farming from the operationalization of the Food Acquisition Program - PAA. Seeking to characterize the aspects related to food and nutritional security of family farmers, pointing out indicators that allow a previous diagnosis of reality. For that, we used the case study, where the interviewees were separated into two groups, suppliers and non-suppliers, the results were obtained through the application of socioeconomic forms, a questionnaire on food frequency and the Brazilian Food Insecurity Scale. - EBIA. The scale pointed out the PAA's efficiency in its broadest context, covering from its origins, executions, modalities reaching its peak, demonstrating how it can also be a channel to build food and nutritional security. This understanding has become essential to trace new paths based on the results of the research, in which it highlights important aspects of sustainability with regard to food and nutritional security. Seeking to understand sustainability from the perspective of public policies, especially those that promote the importance of family farming. It is relevant to emphasize that the strengthening of policies aimed at family farming is shown as a sustainability strategy, as well as the insertion of family farming as a rural development strategy. Este artículo tiene como objetivo evaluar los efectos generados en la agricultura familiar a partir de la operacionalización del Programa de Adquisición de Alimentos – AAP. Buscando caracterizar los aspectos relacionados con la seguridad alimentaria y nutricional de los agricultores familiares, señalando indicadores que permitan un diagnóstico previo de la realidad. Para ello, se utilizó un estudio de caso, donde los entrevistados fueron separados en dos grupos, proveedores y no proveedores, los resultados se obtuvieron a través de la aplicación de fichas socioeconómicas, un cuestionario sobre frecuencia alimentaria y la Escala Brasileña de Inseguridad Alimentaria – EBIA. La escala apuntó a la eficiencia del PAA en su contexto más amplio, abarcando desde sus orígenes, ejecuciones, modalidades llegando a su ápice, demostrando cómo también puede ser un canal para construir seguridad alimentaria y nutricional. Esta comprensión se ha vuelto esencial para trazar nuevos caminos a partir de los resultados de la investigación, que destacan aspectos importantes de la sostenibilidad con respecto a la seguridad alimentaria y nutricional. Buscando entender la sustentabilidad a través de la perspectiva de las políticas públicas, especialmente aquellas que promueven la importancia de la agricultura familiar. Es importante resaltar que el fortalecimiento de las políticas dirigidas a la agricultura familiar se muestra como estrategia de sostenibilidad, así como la inserción de la agricultura familiar como estrategia de desarrollo rural. Este artigo tem como objetivo avaliar os efeitos gerados na agricultura familiar a partir da operacionalização do Programa de Aquisição de Alimentos – PAA. Buscando caracterizar os aspectos relacionados à segurança alimentar e nutricional dos agricultores familiares, apontando indicadores que possibilitem um diagnóstico prévio da realidade. Para tanto, utilizou-se o estudo de caso, onde os entrevistados foram separados em dois grupos, fornecedores e não-fornecedores, os resultados foram obtidos através de aplicação de formulários socioeconômicos, questionário sobre a frequência alimentar e aplicada a Escala Brasileira de Insegurança Alimentar – EBIA. A escala apontou a eficiência do PAA no seu contexto mais abrangente, abarcando desde suas origens, execuções, modalidades chegando até seu ápice, demonstrando como pode ser também um canal para construir a segurança alimentar e nutricional. Esse entendimento, tornou-se essencial para traçar novos caminhos a partir dos resultados da pesquisa, em que evidencia aspectos importantes da sustentabilidade no que se refere a segurança alimentar e nutricional. Procurando compreender a sustentabilidade através da ótica das políticas públicas, sobretudo aquelas que promovem a importância da agricultura familiar. É relevante ressaltar que o fortalecimento de políticas voltadas para a agricultura familiar mostra-se como estratégia de sustentabilidade, assim como a inserção da agricultura familiar como estratégia de desenvolvimento rural.
