Objective: Analysing the effectiveness of training-action methodology in developing and strengthening the skills required by public health network managerial staff., Methods: The study evaluated an educational programme (pre- and post- evaluation being applied within the programme's framework and conditions, without controlled conditions) in which 37 managerial staff from the Talcahuano Health Service Network (forming part of the Public Health Assistance Network) participated in the Managerial Team Training programme, 2007 and 2008, run by the Bío-Bío University's Entrepreneurial Science Faculty in Chile. A skill-based self-evaluation instrument was applied on two different occasions., Results: The results revealed a lack of management skills-based training in network managerial teams and the need for it through training-action methodology which stimulates such needed managerial skills., Conclusions: Acquiring these skills will lead to providing users with a quality service through better management practice in public health establishments.

Resumen Este artículo identifica y analiza la relación entre la sustentabilidad financiera y la excelencia de la atención hospitalaria de la salud pública chilena. Los datos se obtienen directamente del Cuadro de Mando Integral de los 57 hospitales chilenos de mayor complejidad. Se realiza un análisis univariado, para determinar el comportamiento tendencial de los indicadores que componen las estrategias de sustentabilidad financiera y excelencia de la atención; luego un análisis bivariado para establecer asociaciones entre indicadores y variables relevantes, y analizar el funcionamiento de los establecimientos; y finalmente un análisis multivariado, donde se utiliza la técnica de análisis factorial confirmatoria. Demuestra que existe una relación negativa entre los resultados de ambas estrategias en estudio, por lo que se concluye que mejoras en los resultados de la sustentabilidad financiera no se traducen directamente en los resultados de excelencia de la atención hospitalaria, ya que no existe una canalización efectiva entre ambas estrategias. Abstract Objective: To determine. This article identifies and analyzes the relationship between financial sustainability and the excellence of hospital care in Chilean public health. The data is obtained directly from the Balanced Scorecard of the 57 most complex Chilean hospitals. A univariate analysis is carried out to determine the trend behavior of the indicators that make up the strategies of financial sustainability and excellence of care; then a bivariate analysis to establish associations between indicators and relevant variables, and analyze the operation of the establishments; and finally a multivariate analysis, where the technique of confirmatory factor analysis is used. It shows that there is a negative relationship between the results of both strategies under study, so it is concluded that improvements in the results of financial sustainability do not translate directly into the results of excellence in hospital care, since there is no effective channeling between both strategies.

Objetivos Realizar un análisis del impacto de los indicadores de gestión en salud sobre las estrategias que implementa un Servicio de Salud Pública. Métodos Se realiza un estudio a un Servicio de Salud Pública en Chile analizando los indicadores de gestión relevantes, a través de un análisis longitudinal, para el periodo 2006-2010. Resultados Los resultados del estudio demuestran que los indicadores de gestión en salud direccionan las estrategias utilizadas por los directivos que pertenecen a una Red Asistencial de Salud Pública. Conclusión Las estrategias adoptadas por los directivos deben estar guiadas por el análisis oportuno a los indicadores de gestión en salud, con la finalidad de brindar una atención de calidad a los usuarios de una Red Asistencial de Salud Pública. Objectives Analysing the impact of health management indicators on a public health service's strategies. Methods Studying a Chilean public healthcare service's strategies (2006-2010) by analysing key management indicators using longitudinal data analysis. Results The results of the study demonstrated that health management indicators guided the strategies being used by a public Chilean healthcare network's managers. Conclusions The strategies adopted by the managers should be guided by early analysis of healthcare management indicators for providing quality healthcare attention for the users of a public healthcare network.

Objetivos Realizar un análisis sobre la efectividad de la metodología de formaciónacción, para el desarrollo y fortalecimiento de las competencias requeridas por los directivos de establecimientos de redes asistenciales de salud pública. Métodos Se realizó un estudio evaluativo de un programa educativo, con evaluación pre y post aplicado en el marco y condiciones del programa, sin condiciones controladas, a 37 directivos de la red asistencial del Servicio de Salud Talcahuano, que participaron del programa de Formación de Equipos Directivos de la Red Asistencial de Salud Pública los años 2007 y 2008, realizado por la Facultad de Ciencias Empresariales de la Universidad del Bío-Bío en Chile. En este estudio se aplicó en dos ocasiones un instrumento de autoevaluación por competencias. Resultados Los resultados del estudio demuestran que existe una carencia y necesidad de formación en las competencias de gestión de los equipos directivos de la red asistencial y la metodología de formación-acción empleada provoca el fortalecimiento y desarrollo de las competencias directivas requeridas en la red. Conclusión Estas competencias permitirán brindar una atención usuaria de calidad, a través de una mejor gestión de los establecimientos de salud pública.
