PurposeThis article analysed how data collection systems (DCS) developed by governmental audit organizations (Court of Accounts) affect budgetary planning within local governments.Design/methodology/approachEighteen semi-structured interviews complemented by six time-lagged interviews via WhatsApp were carried out with the actors involved in the preparation and auditing of the Medium-Term Expenditure Framework (MTEF) in Brazilian local governments. Documents such as the structured layouts of Courts' DCS and the publicised MTEF prepared by local governments were also analysed.FindingsThe findings indicate that Courts' DCS structured layouts reduce local governments' budgetary planning autonomy in elaborating their MTEF. It happens as the Courts' main driver is to make MTEF information auditable and not to improve the usefulness of information by governments. As a result, the planning choices of the local governments end up limited, not by the general legislation but by the rules established by the computerized systems of the Courts.Originality/valueThe paper's originality relies on demonstrating that the digitalisation of audit processes ultimately affects local governments' practices through structured layouts for the data collection on MTEF information - that impose rigidity on the budget planning process of local governments. The authors highlight the role of public sector auditing organisations as potential catalysts of reforms; however, this should be considered cautiously since the drivers and motivations of the organisation that sponsors public financial management reforms matter for overall reform effectiveness.

Resumo As audiências públicas orçamentárias são espaços de transparência e participação social. Esses espaços podem ser considerados fóruns de accountability síncrona, em que a prestação de contas e a responsabilização podem ocorrer no mesmo momento, o que gera preocupação para o prestador de contas quanto às possíveis formas de responsabilização. Esta pesquisa teve como objetivo analisar como ocorre a dinâmica das audiências públicas orçamentárias organizadas pelas prefeituras municipais. Foi realizada uma pesquisa qualitativa interpretativista, por meio de entrevistas semiestruturadas com gestores públicos como principal fonte de coleta. Os resultados indicam que os responsáveis pelas audiências públicas adotam estratégias para minimizar os riscos reputacionais e de responsabilização. As estratégias ocorrem em diferentes momentos: (i) na etapa de preparação, com a definição das regras de participação e o uso de filtro informacional; (ii) durante a sua realização, na forma de apresentação das informações e no direcionamento de atenção do público; e (iii) na etapa pós-audiência, por meio de baixa transparência e até manipulação de documentos. A pesquisa contribui para o entendimento das audiências como fóruns de accountability esperada, em que a expectativa do prestador de contas pode direcionar a dinâmica das audiências públicas, transformando-as em um teatro. Os resultados trazem implicações para os Tribunais de Contas e o Poder Legislativo, que poderiam exercer maior controle e fiscalização das audiências; para a sociedade, que poderia atuar de forma mais ativa e organizada; e, ainda, para a legislação em vigor, que poderia estabelecer diretrizes claras para a realização das audiências. Estos espacios pueden considerarse como foros de accountability sincrónicos, en los que la rendición de cuentas y la responsabilización pueden ocurrir al mismo tiempo, lo que genera preocupaciones para el rendidor de cuentas sobre las posibles formas de responsabilización. Esta investigación tuvo como objetivo analizar cómo ocurre la dinámica de las audiencias públicas de presupuesto organizadas por los municipios. Se realizó una investigación cualitativa e interpretativa, utilizando como principal fuente de recolección de datos entrevistas semiestructuradas a gestores públicos. Los resultados indican que los responsables de las audiencias públicas adoptan estrategias, minimizando los riesgos reputacionales y de responsabilización. Las estrategias ocurren en diferentes momentos: (i) en la etapa de preparación, con la definición de las reglas de participación y el uso del filtro informativo; (ii) durante su ejecución, en la forma de presentar la información y dirigir la atención del público; y, (iii) en la etapa posterior a la audiencia, a través de la baja transparencia e incluso manipulación de documentos. La investigación contribuye a la comprensión de las audiencias como foros de esperada rendición de cuentas, en los que la expectativa del rendidor de cuentas puede orientar la dinámica de las audiencias públicas, transformándolas en un teatro. Los resultados tienen implicaciones para los Tribunales de Cuentas y el Poder Legislativo, que podrían ejercer un mayor control e inspección de las audiencias; para la sociedad, que podría actuar de forma más activa y organizada; y también para la legislación vigente, que podría establecer lineamientos claros para la celebración de audiencias. Abstract Budget public hearings are spaces for transparency and social participation. These spaces can be considered synchronous accountability forums, where the rendering of accounts and the attribution of responsibilities can co-occur, raising concerns for the responsible parties about possible accountability models. The results have implications for the courts of accounts and the legislative branch, which could exercise greater control and inspection of the hearings; for society, which could act in a more active and organized way; and also for the legislation in force, which could establish clear guidelines for holding hearings.

The article analyzes the factors associated with the discontinuation of participatory budgeting (PB) in Brazilian municipalities with more than 50,000 inhabitants between 2000 and 2016. We used econometric models to estimate PB’s discontinuation based on political explanatory variables and people’s local participation. The results indicate that discontinuation is associated: (i) positively with the election of a different local government, regardless of the winning party’s ideology; (ii) positively with the election of a local government with a left-wing ideology’; (iii) negatively with the election of a non-left-wing local government; (iv) positively with the election of a left-wing local government replacing another left-wing government. Changes in local government where other non-left-wing parties replace non-left-wing parties had no significant effect on discontinuation. The results contribute to our knowledge by showing the local and contextual factors that explain the discontinuation of participatory budgeting; this should help guide the design of participatory public policies and allow practitioners to reflect on the mechanisms that could be adopted locally to avoid discontinuation. The article also contributes to the literature by demonstrating the association between discontinuation and changes in left-wing local governments, which may prompt future research, given the unexpected result.

Resumo O artigo analisa fatores associados à descontinuidade do orçamento participativo (OP) em municípios brasileiros acima de 50 mil habitantes no período entre 2000 e 2016. A pesquisa foi analisada pela estimação de modelos econométricos com foco em variáveis explicativas políticas e pela propensão do ambiente local à participação. Os resultados indicam que a descontinuidade está associada positivamente com a troca do partido do prefeito municipal entre as eleições, a despeito da ideologia do partido; positivamente com a troca da ideologia do partido do prefeito, com a entrada de partidos de esquerda; negativamente com a entrada de partidos com outras ideologias; e positivamente com a troca entre partidos de esquerda. A descontinuidade não apresentou efeito com a troca entre partidos com outras ideologias. Os resultados indicam fatores locais e contextuais explicativos para a descontinuidade do OP, permitindo direcionar desenho de políticas públicas participativas e levantando reflexividade sobre mecanismos que devem ser adotados localmente para que não ocorra a descontinuidade, além de contribuir para a literatura ao demonstrar a associação entre a descontinuidade com a troca de partidos da esquerda, o que pode suscitar pesquisas futuras, dado que o resultado não era esperado. Resumen El artículo analizó factores asociados a la discontinuidad del presupuesto participativo (PP) en municipios brasileños con más de 50.000 habitantes, en el período 2000-2016. La discontinuidad se analizó mediante la estimación de modelos econométricos con enfoque en variables políticas explicativas y la propensión del entorno local a participar. Los resultados indican que la discontinuidad se asocia: (i) positivamente con el cambio de partido del alcalde entre elecciones, independientemente de la ideología del partido; (ii) positivamente con el cambio de ideología del partido de la alcaldía, con la entrada de partidos de izquierda; (iii) negativamente con la entrada de partidos con otras ideologías; (iv) positivamente con el intercambio entre partidos de izquierda. La discontinuidad no tuvo efecto con el intercambio entre partidos con otras ideologías. Los resultados contribuyen al señalar factores locales y contextuales que explican la discontinuidad del PP, permitiendo orientar el diseño de políticas públicas participativas y planteando la reflexión sobre los mecanismos que deben ser adoptados localmente para que no ocurra la discontinuidad. También contribuye a la literatura al demostrar la asociación entre la discontinuidad y el intercambio de partidos de izquierda, lo que puede impulsar futuras investigaciones, dado que el resultado no era el esperado. Public sector audit organizations are usually expected to fight corruption. Yet they may also end up being involved in, and contributing to, sustaining corruption. Relying on multiple interviews, this paper sheds new light on the concrete mechanisms through which corruption is sustained by Brazilian regional Courts of Accounts and their members. Our findings show how politico-economic elites’ private interests infiltrate the Courts via the appointment of high-ranked officials and how those officials may resort to a variety of actions to perpetrate forms of selective justice and to weaken the audit findings of these organizations – which ends up strengthening and supporting corruption. Additionally, we provide evidence of collective action emerging to challenge the current situation and reinforce the role Courts could play as watchdogs of the public interest. We contribute to the literature by highlighting the deleterious role of the interface between political and economic interests and the functioning of audit organizations. Moreover, relying on the literature of first- and second-order corruption, we discuss the specific conditions and mechanisms which enable corruption in public audit organizations. Finally, we present practical implications providing alternative views to the status quo.

This article presents evidence of Italian influences on the Brazilian Public Sector Accounting in the early twentieth century, using the analytically structured history approach and the institutional theory. The study presents the institutional work developed by accountant Carlos de Carvalho in employing a new accounting methodology at the time. The article proposes a new perspective on the literature on the history of accounting in Brazil, suggesting that the emergence of budgetary and financial accounting was due to the innovation of local practices in a municipality of the state of São Paulo, and then expanded to the entire state, influenced by the Italian legal doctrine. Therefore, the use of dual accounting in Brazil during the early twentieth century was first disseminated in practice and transformed into legislation afterward. The Italian roots that influenced this movement are present in the current model, which is being reviewed by the current process of convergence to international IPSAS standards.

Resumo Este artigo propõe um modelo para explicar falhas na adoção compulsória de novas práticas no ciclo de gestão financeira em municípios. Empiricamente, aplica-se o modelo à adoção de sistemas de controle interno (SCI) em municípios brasileiros. As evidências da análise qualitativa comparada (qualitative comparative analysis - QCA) em sete prefeituras mostram que, apesar de recursos humanos e de sistemas serem condição necessária, eles não são suficientes para a implementação das práticas de controle interno. O chamado capital institucional é uma condição sine qua non para a adoção de novas práticas de administração e controle financeiro em governos locais no Brasil. A adoção dessas reformas depende da atuação de uma rede de “atores com poder” que realizam trabalho institucional em prol das mudanças.

This manuscript investigates the unsuccessful case of the fiscal decentralization policy implemented by the Brazilian central government to help municipalities fight COVID-19. Based on quantitative analyses of data available on governmental websites, we identified that the transfer policy had ignored municipalities' risk patterns and income changes. It benefited municipalities regardless of their vulnerability and population infection risks, and many municipalities reduced healthcare expenditures funded by their revenues during the pandemic. Hence, some municipalities made a "pandemic surplus" in 2020 - a municipal electoral year. Indeed, COVID-19 killed 663,694 people in Brazil until 4 May 2022. Lessons from an unsuccessful case of response to COVID-19 help develop resilience for other crises by emerging market economies and developing countries. The findings have implications for policymakers and literature since they represent inadequate vertical coordination that followed a path dependence on traditional decentralization policies and took place in a year of municipal elections without clear spending and accountability rules.

Resumo O artigo discute o uso da inscrição em restos a pagar e seus impactos na credibilidade e na transparência do orçamento público. A partir de uma tipificação dos quatro tipos de carry-over existentes na regulação brasileira, articularam-se evidências do surgimento de um “orçamento paralelo” nos três níveis de governo com aspectos de regulamentação e controle externo. A evolução dos saldos e da inscrição de restos a pagar foi captada pelos saldos dessas contas no governo federal, nos governos de 26 estados e Distrito Federal, e em cerca de 4.100 municípios. Adicionalmente, observaram-se a interpretação dada pelos Tribunais de Contas para a inscrição em restos a pagar sem lastro financeiro, assim como o nível de transparência dada pelos governos com maiores saldos de restos a pagar. Os resultados indicam que, além do crescente endividamento, a fraca regulação sobretudo dos restos a pagar não processados está reduzindo seriamente a credibilidade e a transparência do orçamento em todos os níveis de governo. Resumen El artículo debate el uso de la inscripción en restante a pagar y sus impactos en la credibilidad y en la transparencia del presupuesto público. A partir de una tipificación de los cuatro tipos de carry-over existentes en la reglamentación brasileña, se articularon evidencias del surgimiento de un “presupuesto paralelo” en los tres niveles del gobierno con aspectos de reglamentación y control externo. La evolución de los saldos y de la inscripción en restante a pagar fue captada de los saldos de tales cuentas en el gobierno federal, en los gobiernos de 26 estados y el Distrito Federal, y cerca de 4.100 municipios. Además, se observó la interpretación dada por los Tribunales de Cuentas para la inscripción en restante a pagar sin lastre financiero, así como el nivel de transparencia dada por los gobiernos con mayores saldos de restante a pagar. Los resultados indican que, además del creciente endeudamiento, la débil reglamentación, sobre todo de los restantes a pagar no-tramitados, está reduciendo seriamente la credibilidad y la transparencia del presupuesto en todos los niveles de gobierno. Abstract This article discusses the use of unpaid commitments and its impacts on the credibility and transparency of public finances. Based on a typification of the four types of existing carry-over in current Brazilian regulation, the article shows evidence of the emergence of a “parallel budget” in the three levels of government with regulation and external control issues. The development of the balances and enrollment of the unpaid commitments was proxied by the sum of these accounts in the Federal Government balance sheet, as well as in 26 States and the Federal District, and for 4,100 cities. Additionally, the interpretation given by the Courts of Auditors for unpaid commitments usage by governments without financial ballast was observed as well as the level of transparency given by those governments with the larger amounts of unpaid commitments. The results indicate that, besides the growing debt, the weak regulation of unverified unpaid commitments is seriously reducing the credibility and transparency of the budget at all levels of government.

PurposeThe successful implementation of International Public Sector Accounting Standards (IPSAS) depends on the adoption and subsequent maintenance of accrual accounting policies. Moreover, Financial Management Information Systems (FMIS) are important drivers of reforms, and their replacement might disrupt the execution of accrual accounting policies. This paper aims to analyze the effects of FMIS replacement (or maintenance) on the retention of accrual accounting policies in Brazilian local governments.Design/methodology/approachThe research adopts a sequential mixed-methods approach, starting with a quantitative analysis of the presence of accrual accounting policies in local governments and the effects of FMIS replacement. Next, a qualitative analysis is conducted with a survey, documents and interviews to observe the FMIS replacement process. Our analysis focuses on local governments from one state in Brazil, but the context is highly transferable to other states, as the same procurement law and accounting regulations apply.FindingsFMIS replacement may reduce accounting policies retention; consequently, public procurement regulation may induce a public procurement context in which the IPSAS project would find more difficulties to prosper.Research limitations/implicationsThis research contributes to the IPSAS literature by examining the phenomenon of accounting policies retention or persistence, as one should not take it for granted that an adopted accounting procedure will be sustained over time. The analysis argues that FMIS replacement due to compulsory rebidding should be carefully considered.Practical implicationsPromoters of accounting reforms may consider the regulation of contracting out for FMIS a relevant issue to the institutionalization of accounting policies.Originality/valueThe analysis innovates by linking IPSAS accounting reform to the contracting out of FMIS.

Este estudo reposiciona a literatura sobre história da contabilidade no Brasil, pois propõe que a contabilidade dual (orçamentária e patrimonial) iniciou sua evidenciação conjunta em um município (São Carlos-SP), mas só alcançou sua integração no Estado de São Paulo sob a influência doutrinária e legal italiana. Seu uso foi difundido primeiro e transformado em lei depois. As raízes italianas da inovação contábil do início do século XX no Brasil continuam presentes no modelo atual, que vem sendo revisto pelo processo de convergência às normas internacionais de contabilidade do setor público (international public sector accounting standards [IPSAS]).

This article discusses the planning process in small municipalities from state of São Paulo. The current stage of planning was observed through an online survey on civil servants in charge of planning functions from a sample of 65 municipalities up to 50 thousands inhabitants. The results indicate for the analysed municipalities that the program-based budget, which would be an improvement as a driver to cost efficiency evaluation, it is not effectively implemented, and the programs and indicators seems to just comply with courts’ requirements. In general, the budget is centrally proposed by the accountant, who runs the planning process as an operational routine (not strategically oriented), and does not count on the secretariats’ and the remaining agencies’ contributions. The legislative participation is also modest, and the city councils do not review or propose amendments to the budget offered by the local government. However, there are improvements in the process as the incipient use of performance indicators. O presente artigo discute o planejamento em municípios de pequeno porte em São Paulo. O ciclo de gestão financeira no Brasil vem passando nas últimas duas décadas por reformas no processo de planejamento e orçamento, mas também por alterações propostas nas leis de austeridade fiscal e transparência. Apesar das alterações da legislação, as reformas no setor público enfrentam resistências no processo de difusão e implantação. Nos municípios analisados o orçamento-programa (program-based budget), que seria um avanço à medida que levaria à avaliação de eficiência do gasto, não é efetivo, programas e indicadores parecem ser mera peça formal. A realidade é menos otimista, em geral o orçamento inicial é proposto pelo contador, sem uma participação ampla das secretarias e dos demais órgãos da administração indireta. A participação legislativa também é baixa, e as câmaras não interagem com a proposta feita pelo governo local no sentido de avaliar e propor emendas.
