In this paper we examine the implication of a simple class of fiscal rules for long-run economic growth and welfare. The Golden Rule of Public Finance that we examine is motivated by institutional arrangements in countries such as Germany and the UK. We find that rules that seek to limit government borrowing to productive investment spending have a clear justification in terms of growth and welfare when government-provided goods are otherwise excessively provided. Even in the case where it is private consumption that is excessive, the Golden Rule of Public Finance is likely to be good from a growth perspective, but the welfare effects are more ambiguous. As gender equality is a priority for 17 sustainable development goals, it is appropriate to establish a correlation between the Gender Gap Index (GGI), economic efficiency and governance. Three hypotheses have been investigated. It is established that there is no general direct relationship between the level of GGI and GDP per capita growth (annual) for all countries, regardless of their level of development. In the UK, small fluctuations in GDP per capita growth (annual) do not affect GGI levels; however, the Covid-19 pandemic does have its impact. In Germany, any fluctuations in GDP per capita growth (annual) do not affect the level of GGI, yet it is affected by changes in population, in particular by increasing migration. In Ukraine, significant fluctuations in GDP per capita growth (annual) do not affect the level of GGI, although this index is reduced by the effects of the pandemic a year after its onset. In addition, the relationship between the population, civil servants, their distribution by sex, average wages and GDP per capita growth (annual) and, consequently, the welfare of the population of these countries was established. The obvious efficiency of the UK's and Germany's strategic governance systems has different implications for achieving gender equality and well-being. What explains different rates of positive asylum decisions in Western democracies? Legislators and bureaucrats respond to public preferences on immigration, though studies have not accounted for salience amplifying preferences. Using autoregressive models, I find relationships between salience, preferences, and asylum recognition rates in Germany and the UK, indicating that asylum administration responds to public opinion. High salience and more open immigration preferences are associated with increased asylum recognition rates in Germany, while lower rates in the UK follow high salience and restrictive preferences. Applications rejected under these adverse conditions precede increases in successful appeals, suggesting political pressure or their own preferences lead bureaucratic actors to reduce rates in the UK. These results do not support lobbying or a culture of disbelief as influences on immigration policies. Rather, they raise questions about Western democracies' adherence to an international rules-based asylum system and highlight mechanisms by which policy responds to public opinion. Whilst both the level and the make-up of public debt are high salience issues, the management of public debt seldom commands public attention. This study examines the quiet politics of public debt management in advanced capitalist societies, comparing debt management reforms and the everyday practice of debt management in Germany and the UK. We present evidence of two factors contributing to the political quietude around public debt management: a persistent absence of partisan contestation and conflict; and the dominance of 'market discipline' as an interpretative frame, which prevents changes in interest rates and debt servicing costs to be seen as the product of faulty debt management. We also find that this quietude creates a space for the coordination and cooperation between contemporary capitalist states and large dealer banks, whose capacities effectively to act within their respective domains depend on each other. The VFM audit has emerged as an increasingly influential force in the public sector. Nevertheless, as in new public management, vfm audit developments show differences among countries. This paper studies vfm auditing in Germany, Spain and the United Kingdom regional audit institutions. The aim is to evaluate the level of development of vfm auditing in these countries at regional space and to explain the factors that may create differences and similarities in those developments. Using actor-network theory, we describe two models of vfm audit development: the anglo-saxon model for the United Kingdom, based on the private sector, and the continental model, for Germany and Spain, based on a clear distinction between the public and the private sectors. This paper presents a review of the topics in existing research on the establishment and management of public policies for multifunctional purposes. The review is a complete survey of studies carried out in five countries: Finland, Germany, Ireland, Latvia and UK. The viewpoints adopted in developing countries were also surveyed. The concepts, adaptation and implementation of MFA as well as the research carried out were found to vary considerably in the surveyed countries. Several gaps in research were identified. A group from Germany, Canada, and the United Kingdom undertook country-specific scoping reviews and stakeholder consultations before joining to holistically compare migration and maternity in all three countries. We examined four interlinking dimensions to understand how international migrant/minority maternal health might be improved upon using transnational research: (a) wider sociopolitical context, (b) health policy arena, (c) constellation, outcomes, and experiences of maternity services, and (d) existing research contexts. There was clear evidence that the constellation and delivery of services may undermine good experiences and outcomes. Interventions to improve access and quality of care remain small scale, short term, and lacking in rigorous evaluation. [ABSTRACT FROM AUTHOR]

Approaches in comparative policy analysis have so far focused on the understanding of actors, institutions and their positions in the policy-making process. More recent work attempts to enrich comparative policy analysis by taking the social context and culture into account, in order to do justice to the relevance of policy context for policy content. However, the object or content of policy making has so far largely remained a black box. In this article we aim to open up this black box by studying the provision of pre-implantation genetic diagnosis (PGD) in the Netherlands, Germany and Britain in terms of co-evolution. Co-evolution refers to the intricate development of a policy together with its content, in this case genetic technologies such as PGD. We demonstrate how co-evolution has led to specific technological arrangements in these three countries: a specific technical version of PGD to deal with restrictive legislation in Germany, to a well-funded PGD with insecure indications in the Netherlands and to a PGD with secure indications but uncertain funding in Britain. We argue that this approach can contribute to policy learning, about the role of policy content as well as the role of policy processes in shaping public policies. [ABSTRACT FROM AUTHOR]

Among the most widely used stereotypes in the contemporary literature on public management reform is to portray German administrative policy as that of a slow-moving ‘tortoise’ in contrast to the fast-moving reform ‘hare’. Taking civil service competency as a point of analysis, this article questions the validity of these widely held assumptions. It does so in three steps. Following a brief comparative narrative of competency initiatives in the German and British higher civil services, the article explores to what extent the observed ‘Aesop with variation’ pattern can be explained. It suggests that the variations can only to a limited extent be explained by ‘civil service competency exceptionalism’ and that there therefore seems to be something wrong with the way that Germany and the UK are conventionally categorized in the international public management reform literature. A central problem for improving the implementation effectiveness of European legislation lies in the impact of national administrative traditions. The dependence on national administrations for implementing European policies implies that the formal transposition and practical application of supranational policies are crucially influenced by administrative traditions prevalent in a certain policy field, which may differ substantially from country to country. Focusing on the implementation of EU environmental policy in Britain and Germany, it is the objective of this article to investigate the interplay of national administrative traditions and European policy implementation in closer detail. The main argument is that the extent to which administrative traditions affect implementation effectiveness is less dependent on the 'real' costs of adaptation than on the level of embeddedness of existing structures.
