This article discusses a study conducted in Ho Chi Minh City, Vietnam, on the readiness of accountants to apply Vietnam Public Sector Accounting Standards (VPSAS). The study surveyed 179 experienced accountants in the public sector and found that attitude, perceived usefulness, and coercive pressure have an impact on their readiness to apply these standards. The research results can help improve the implementation of VPSAS and assist organizations in identifying areas for improvement in their internal management systems. The article emphasizes the importance of transparency and accountability in the government's financial management and highlights the ongoing process of international economic integration in Vietnam. The study suggests further research on the impacts of the legal system, regulations, and professional techniques on the application of VPSAS. [Extracted from the article]

4. Un análisis cualitativo de las políticas de preparación en salud en Chile.

Objective. Analyze health preparedness policies in Chile and identify their strengths and weaknesses. No other studies to date provide an analysis of the country's preparedness policies. Methods. A desk review and semi-structured interviews with experts in emergency preparedness and response were conducted to identify the regulatory framework, key actors, and the strengths and weaknesses of health preparedness policies. Results. The researchers identified 103 standards and interviewed seven preparedness experts. The reviewed standards and interviews show that Chile is in a transitional phase between the old National Civil Protection System and the new National Disaster Prevention and Response System. Only three standards were directly related to health, but the preparedness regulations provide for a multidisciplinary set of actors to address any threat. The experts gave a positive assessment of the Chilean system, although they agreed that certain weaknesses must be corrected. The country's main strength is its disaster response experience, along with its coordination mechanisms. The main shortcomings include risk communication, mitigation, preparedness and assessment, and human resources. Conclusions. Chile has a solid regulatory framework with an all-hazards approach and a set of multisectoral institutions. The new National Disaster Prevention and Response System must build on its strengths to correct the weaknesses that limit its emergency preparedness and response capacity. [ABSTRACT FROM AUTHOR]

5. Industry preparedness of graduates: a perception on chemical engineering education in the Philippines.

This study assessed the chemical engineering education in the Philippines through the perception on the level of preparedness by the chemical engineering graduates and the chemical engineering practitioners. It used an exploratory research approach to further discover the gap between the quality of the graduates and the expectations of the industry in terms of the desired competencies and skills for the chemical engineering program in the Philippines. Two sets of survey instruments were deduced, pre-tested and administered to the chemical engineering graduates and practitioners. The competencies and skills were referred from the Commission on Higher Education Memorandum Order (CMO) Number 23 series of 2008 and CMO Number 91 series of 2017, which is the backbone of every Philippine chemical engineering academic institution. Both graduates and chemical engineering practitioners agreed that they have attained the desired knowledge, design and professional attributes, teamwork skills, leadership and interpersonal skills as exhibited by the newly-hired chemical engineers in various fields of specialization. Significant differences in the perception on the ethical and professional responsibility towards community and environmental solutions was observed under knowledge, application of engineering in the design attributes, and the ability to know the contemporary and global issues in the professional attributes. 6. Comparison between Covid-19 and influenza A(H1N1) pandemic experiences and risk perception in a Mexican university.

Objective. To compare the perceptions and experiences between the A(H1N1) and Covid-19 pandemics in a university population. Materials and methods. Online surveys were administered during the influenza A(H1N1) -originated in Mexico in 2009- and Covid-19 epidemics. Measures: sociodemographic characteristics, knowledge, information and communication, perception of risk, physical and mental health, effects on daily life, and preventive behaviors. Results. This study included 24 998 respondents, 51.36% from the A(H1N1) group and 48.63% from the Covid-19 group. Differences were observed in the perception of severity. During the influenza A(H1N1) pandemic worry was the feeling reported most frequently, while for Covid-19 it was anxiety. Covid-19 had greater impact on students' family economy and caused a higher uncertainty. Conclusions. The perceptions and experiences of the two pandemics were similar but the impact has been much greater for Covid-19, especially in terms of the severity, family economy, preventive behaviors, and uncertainty. Background: The introduction of two new arboviruses (Chikungunya and Zika), in addition to dengue, has created a new challenge for public health in the Americas. For this reason, it is important to know the assimilation degree by health professionals regarding the strategies used to face this problem. Objective: to describe the results of training strategy aimed at doctors and nurses, on the arboviruses diagnosis and clinical management. Methods: a quasi-experimental study, of the before and after type, developed in Cienfuegos, Cuba, in the period between July 2018 and January 2019. A sample of 95 professionals was taken, to whom surveys were applied before and after the study of the instructive document (Instrument for the diagnosis and care of patients with suspected arbovirosis, published by the Pan American Health Organization) by the participants; who covered the domains: clinical picture, differential diagnosis, case management and prognosis. Results: a mean value of correct answers of 70.93 was obtained. After the time assigned to preparation, and new surveys were applied, the mean of correct responses was 78.34, a difference that was statistically significant. The main learning needs were identified. Conclusion: the exercise carried out and the global evaluation of the responses was satisfactory, as shown by the mean values of correct responses before and after the study of the instructional document on issues of arbovirosis diagnosis and management. - Abstract
The province of Santiago de Cuba, due to its geographical position southeast of the island of Cuba and in contact with the Caribbean Sea, has been impacted by numerous natural phenomena. Due to the importance of risk reduction and the provision of medical assistance in disaster situations, an observational, descriptive and cross-sectional study was carried out, with the objective of determining the level of preparation that health professionals have for the reduction of disaster risks in the province of Santiago de Cuba. Theoretical, empirical and statistical analysis methods were used to verify the problem, including the design, application and processing of surveys. It was found that the level of knowledge of health professionals about disaster risk reduction is low and the design of an educational strategy to raise the level of knowledge on these issues was recommended.

The ability of a community to withstand and recover from adversities including natural and man-made disasters has emerged as a major policy issue in recent years. This research aims to assess the role of institutional initiatives in building resilient communities and their response to natural disasters like the Gorkha earthquake in Nepal in 2015. The work is based on data collected from primary and secondary sources along with field observations. It is evident that resilient communities are equipped with greater coping capacities in the face of natural disasters and have reduced vulnerability to future hazards. Institutional capacity building and resilient construction including the School Earthquake Safety Program ensured better disaster preparedness. The traditional open spaces and building designs added to the structural resilience. There is, however, a need to build back better and to communicate earthquake-resistant designs to the affected communities. [ABSTRACT FROM AUTHOR]

[ES]Los sistemas de alerta temprana constituyen uno de los principales elementos dentro de los mecanismos de prevención que integran la denominada gestión del riesgo de desastres. Asimismo, estos sistemas se han configurado como uno de los instrumentos más útiles para la reducción del riesgo, dado que conectan directamente con las personas y permiten la detección con cierta anticipación de fenómenos con el fin de optimizar las acciones de respuesta. Es por ello, que en áreas especialmente sensibles al impacto de amenazas de origen meteorológico su buen funcionamiento es un factor crítico en la gestión de las emergencias. Por otro lado, dada la antigüedad que ya tiene alguno de estos sistemas, la información que generan respecto a las alertas, comienza a tener utilidad desde el punto de vista de la estimación del riesgo. En este contexto, el presente trabajo busca caracterizar los fenómenos atmosféricos adversos acontecidos en las islas Canarias entre 2009 y 2020 a través del estudio, en primer lugar, de los registros proporcionados por el Plan Específico de Protección Civil y Atención de Emergencias por Riesgos de Fenómenos Meteorológicos Adversos (PEFMA) y, en segundo lugar, mediante el inventario de avisos meteorológicos emitidos por la Agencia Estatal de Meteorología (AEMET). Esto ha permitido, entre otros resultados, identificar cómo el 68,8% de las activaciones del PEFMA están asociadas a la emisión por parte de AEMET de algún tipo de aviso. Además, fue posible caracterizar la estacionalidad de las amenazas climáticas en Canarias. [EN]Early warning systems constitute one of the main elements within the prevention mechanisms that make up the so-called disaster risk management. Likewise, these systems have been configured as one of the most useful instruments for risk reduction, since they connect directly with people and allow the detection of phenomena with some anticipation in order to optimize response actions. For this reason, in areas that are especially sensitive to the impact of threats of meteorological origin, its proper functioning is a critical factor in emergency management. On the other hand, given the antiquity that some of these systems already have, the information they generate regarding alerts is beginning to be useful from the point of view of risk estimation. In this context, the present work seeks to characterize the extreme atmospheric phenomena that occurred in the Canary Islands between 2009 and 2020 through the study, first, of the records provided by the Specific Plan for Civil Protection and Emergency Attention for Risks of Natural Phenomena. Adverse Meteorological Conditions (PEFMA) and, secondly, through the inventory of meteorological warnings issued by the State Meteorological Agency (AEMET). This has allowed, among other results, to identify how 68.8% of PEFMA activations are associated with the issuance by AEMET of some type of notice. In addition, it was possible to characterize the seasonality of climatic threats in the Canary Islands.

Resumen Este artículo examina la respuesta global a la pandemia de covid-19. Argumenta que es urgente ver más allá del virus para entender la verdadera gravedad de lo que está sucediendo hoy. ¿Cómo terminamos en un espacio de pensamiento, acción y sentimiento que ha normalizado los extremos y se basa en el supuesto de que la vida biológica es un valor absoluto separado de la política? El autor sugiere que el temor actual es alimentado por los modelos matemáticos de la enfermedad, las políticas de salud neoliberales, los informes nerviosos de los medios y los anhelos autoritarios. The 27 April 2011 EF4 Tuscaloosa tornado directly impacted more than 50,000 residents, causing forty-five fatalities within the city and sixty-five in total. It was a rare urban tornado with varying impacts on the three major ethnic and racial groups within the city. A hybrid survey and interview of open-ended and closed questions was conducted with 211 Tuscaloosa area residents in a two-week period after the tornado. Results indicate significant differences in risk perception, preparedness, and shelter lead time among the three ethnic and racial groups. Furthermore, results were still significant for perception after controlling for the effects of age, education, and experience. [ABSTRACT FROM AUTHOR]

All disasters are said to follow a cyclical pattern referred to as the disaster cycle. The cycle is an overall view of stages within a continual loop of prevention, mitigation, preparedness, response and recovery. Disaster preparedness is one of the stages of the disaster management cycle guided in a manner that adequately protects communities. It involves the identification of potential hazards and vulnerabilities through risk assessments, forecast development and warning systems, modelling and training for a number of disaster scenarios of different hazards and at different magnitudes, development of insurance infrastructure and the growth of an intelligent community. The energy sector dominates in the UAE and consists of various assets - electricity, oil and natural gas that are geographically dispersed and connected by systems and networks. The protection of these systems and assets and within the energy sector especially, the safeguarding of oil and gas infrastructure from any and all internal and external threats should become top priority in the UAE. Threats to geopolitical and economic stability that need to be considered and prepared to include tectonic activity, climate change, nuclear energy, terrorism and war. This paper discusses the current level of resilience in the Emirati energy sector and what can be done to improve it. The secondary data was taken from various academic and professional sources whilst the primary data, which constitutes 35 questionnaires with both qualitative and quantitative data, were collected on site at two electricity generating plants, one in Abu Dhabi and one in Dubai. Cet article interroge la capacité des experts de la grippe aviaire à prédire des pandémies de grippe à partir des mutations virales qu’ils observent chez les oiseaux. Plutôt qu’au vocabulaire du mythe ou de la prophétie, il recourt à l’anthropologie de la divination, dans la suite des analyses de Lucien Lévy-Bruhl, pour comprendre comment les mutations des virus chez les oiseaux sont perçues comme des signes des maladies catastrophiques qui peuvent affecter les humains. L’anticipation des pandémies ne repose pas sur un calcul des probabilités, comme dans la gestion des risques pour les questions de santé publique, mais sur l’imagination d’un événement catastrophique à partir de signaux d’alerte précoces. Dans le langage de l’immunologie, les sentinelles sont les outils qui permettent de percevoir ces signaux d’alerte avant que l’organisme ne réagisse de manière catastrophique. La préparation aux pandémies de grippe constitue un imaginaire moral permettant de donner sens aux signaux sur les pathogènes franchissant les barrières d’espèces, en-deçà du geste sacrificiel de l’abattage préventif., This article questions the capacity for experts in avian influenza to predict flu pandemics based on the viral mutations they observe in birds. Rather than borrowing concepts to the anthropology of myth or prophecy, the language of divination is used, following the analyses of Lucien Lévy-Bruhl, to understand how viral mutations are perceived as signs of catastrophic diseases that may affect humans. The anticipation of pandemics does not rely on a probability calculation, as in the risk management of public health, but on the imagination of a catastrophic event out of early warning signals. In the language of immunology, sentinels are devices through which these warning signals are perceived before the organism reacts in a catastrophic manner. Preparing for flu pandemics constitutes a moral imaginary that provides meaning to the signals of pathogens when they cross species barriers, below the sacrificial gesture of pre-emptive slaughter., El presente artículo indaga la capacidad de los expertos de la gripe aviaria a predecir las pandemias de gripe a partir de las mutaciones virales que observan entre los pájaros. Más que al vocabulario del mito o de la profecía, se recurre a la antropología de la adivinación, en continuidad con los análisis de Lucien Lévy-Bruhl, para comprender cómo las mutaciones de los virus entre los pájaros se perciben en tanto que signos de las enfermedades catastróficas que pueden afectar a los humanos. La anticipación de las pandemias no se basa en el cálculo de probabilidades, como sucede con la gestión de riesgos en cuestiones de salud pública, sino en la imaginación de un evento catastrófico a partir de señales de alerta precoz. En el lenguaje de la inmunología, los centinelas son las herramientas que permiten percibir dicha señales de alerta antes de que el organismo reaccione de manera catastrófica. La preparación a las pandemias de gripe constituye un imaginario moral que permite dar un significado a los indicios sobre los patógenos que atraviesan las barreras de las especies, por debajo del sacrificio de la inmolación preventiva.

Migrant and Seasonal Farmworkers (MSFWs) represent a high-risk population with respect to health factors, poor housing, the nature of their work, a lack of social networks, and language barriers. Given their nature, MSFWs may be disproportionately vulnerable to extreme natural events, including tornadoes, hurricanes, and extreme heat. Prior research in North Carolina has illustrated the overlap between MSFW locations and hazard regions. Texas also has a large agricultural industry in which MSFWs participate. The purpose of this research is to understand where MSFWs are at greater risk by exploring the hazardousness of place in relation to the spatial distribution of the MSFW population. The quantifiable level of hazardousness is a reflection of the predicted risk of hurricanes, heat, and tornadoes that occurs in various regions of the two states. The results fill a gap in our knowledge of the extent of risk MSFWs face with implications for the public health and emergency preparedness communities. [ABSTRACT FROM AUTHOR]

Objective. The aim of this article is to provide an outcome evaluation model for preparedness of pharmaceutical services (PS) in disaster situations. Methods. A five-step evaluation model development was conducted. The first step was a search of disaster preparedness and PS literature. The second step consisted of a description of the political and organizational aspects, external context, implementation, and performance of PS in disaster preparedness. A theoretical model on PS preparedness in disaster situations, encompassing pharmaceutical services variables and measures of preparedness, was developed as the third step. The fourth step produced a comprehensive theoretical model for evaluating PS preparedness, combining the two approaches used in steps two and three. The fifth and final step examined the development of the indicator framework. Results. The results of this methodological approach are presented in the logic model of PS preparedness and the indicator framework, both of which were developed based on the disaster preparedness and PS literature and organized to provide a structured evaluation approach. Conclusions. PS was conceptualized as a program that can be evaluated by measurable effects. These effects can only be measured based on documented, on-site conditions before and after an event recognized as a disaster situation. This conceptual approach is context- modulated and therefore only applicable where the logistic cycle has been adopted as the rationale for PS. [ABSTRACT FROM AUTHOR]

Disaster studies address the impacts of these events on all social units ranging from individuals and households to nation-states. We present results of possible tsunami impact at the city of Puntarenas caused by an earthquake in the Pacific Ocean of Costa Rica. This coastal city is located on a sandbar characterized by a very flat topography along the Gulf of Nicoya. This project arises from the need to assess the exposure of this city considered vulnerable to coastal hazards due to its location in the gulf. The aim of this study is to determine the potential generation of a tsunami due to an earthquake on the gulf of Nicoya. We used the Okada model (1985) to estimate the coseismic deformation which is the initial condition of the tsunami. The HyFlux2 numerical code was used to estimate propagation and wave height along the coast. Among the most important results we highlight the fact that a tsunami could flood the city reaching maximum height of 1.8 meters at the northern edge of the sandbar of Puntarenas. These results could bring a framework to plan the future coastal development, and facilitate the preparation and response to a possible event. [ABSTRACT FROM AUTHOR]

Failure to establish a contingency plan prior to a public health emergency can have catastrophic consequences. The threat of a new influenza pandemic has prompted countries to draft national strategic preparedness plans to prevent, mitigate, and recover from a potential influenza pandemic. This paper examines these preparations in Latin America and the Caribbean and describes potential scenarios of pandemic impact on the burden of mortality and on health services in the Region. In particular, the paper reports on the progress made by Member States in developing national influenza pandemic preparedness plans and implementation mechanisms at both the national and local levels. These achievements were facilitated through a series of planning workshops and self-assessment exercises conducted by PAHO for intersectoral country teams and guided by the WHO global influenza preparedness plan. Although significant progress has been made in plan completeness, intercountry preparedness planning and local level implementation remain key challenges. Multisectoral partnerships are clearly paramount to securing the commitment and resources needed to reach and sustain effective pandemic preparedness in the Americas [ABSTRACT FROM AUTHOR]

RESUMEN Introducción: El personal sanitario debe estar preparado para poder intervenir con eficacia en un incidente NBQ. El objetivo principal de este estudio exploratorio era conocer el nivel de preparación del personal sanitario que trabajaba en el ámbito militar ante incidentes NBQ en general, y químico en particular. Material y métodos: Se realizó un estudio descriptivo transversal mediante un cuestionario autoadministrado en una muestra de 348 oficiales del Cuerpo Militar de Sanidad (50,6% médicos y 49,4% enfermeros) de los que el 71,8% eran mujeres. Resultados: El 68,4% habían recibido formación específica de Defensa NBQ durante su periodo de formación militar técnica, y el 23% la habían recibido fuera del ámbito militar. El 95,4% consideraban necesario recibir formación en defensa NBQ y el 89,3% no se consideran preparados para intervenir en un incidente NBQ. Dentro de los empleos de la muestra estudiada son los tenientes y capitanes los que muestran más interés en recibir formación. Discusión: A la vista de los resultados obtenidos parece que las actividades formativas no son suficientes para alcanzar la capacidad de intervención en incidentes NBQ. Conclusiones: Los empleos de teniente y capitán son los que refieren una mejor preparación para intervenir con eficacia frente a un incidente NBQ. Se deduce una necesidad en la preparación del personal sanitario por lo que se debe de establecer un sistema de capacitación sanitaria de defensa NBQ. SUMMARY Introduction: Health workers should be prepared to intervene effectively in a CBRN incident. The aim of this work is to know the preparedness level of health workers who work in NBC incidents in general, and chemical in particular, in military environment. Material and methods: A cross-sectional descriptive study was carried out using a self-administered questionnaire in a sample of 348 officers of the Military Health Corps (50.6% of physicians and 49.4% of nurses), of which 71.8% were women. Results: 68.4% had received specific training of CBRN defense during their military technical training, and 23% had received training in NBC Defense outside. 95.4% they considered necessary to receive training in NBC defense. 89.3% are not considered ready to intervene in a CBRN incident. Within the military ranks of the sample studied are lieutenants and captains who show more interest in receiving training. Discussion: In view of the results obtained, it seems that the training activities are not enough to reach the capacity of intervention in incidents NBC. Conclusion: The positions of lieutenant and captain are those that refer to a better preparation to intervene effectively against an NBC incident. It follows that there is a need for the preparation of health workers, which is why a NBC defense health training system should be established.

Considerando los límites de la acción preventiva y las debilidades de los sistemas de manejo de crisis, el artículo busca demostrar el interés de un enfoque espacial y la necesidad de desarrollar investigaciones sobre este tema. Se trata de reflexionar sobre los tipos de espacios y de territorios involucrados en el manejo de crisis que hay que tomar en cuenta en estas investigaciones. Se propone un ejemplo de aplicación con el caso de Quito. Se trata de identificar los espacios de la gestión de crisis dentro del territorio metropolitano y relacionar los espacios en los que la población es particularmente vulnerable con los espacios recursos en materia de oferta de servicios médicos. El ejemplo muestra que el enfoque espacial del manejo de crisis permite abrir el estrecho marco de la preparación para los desastres, estableciendo vínculos entre preparación, prevención y planificación preventiva. Compte tenu des limites de l’action préventive et des faiblesses des systèmes de gestion des crises, l´article vise à démontrer l´intérêt de l´approche spatiale de la gestion des crises et la nécessité de développer des recherches sur cette question. Une réflexion est menée sur les types d´espaces et de territoires de la gestion des crises à prendre en considération dans ces recherches. Un exemple d´application est proposé avec le cas de Quito en identifiant les espaces de la gestion des crises au sein du territoire métropolitain et en mettant en relation les espaces où la population est particulièrement vulnérable avec les espaces ressources en matière d´offre de soins médicaux. L´exemple montre que l´approche spatiale de la gestion des crises permet de sortir du cadre étroit de la préparation aux catastrophes en établissant des liens entre préparation, prévention et planification préventive. Considering the limits of preventive action and the weaknesses in the systems of crisis management, this article aims to demonstrate the relevance of a spatial approach to crisis management and the need to enlarge research on this issue. It is necessary to reflect upon the types of spaces and the territories involved in the management of crises being treated in these investigations. The case of Quito is proposed as an example of the application of this approach. We identify crisis management areas in the Quito metropolitan district in order to link areas where the population is particularly vulnerable with areas of health care resources. The example shows that the spatial approach of crisis management permit to go beyond disaster preparedness, establishing relationships between preparedness, prevention and mitigation planning.

All disasters are said to follow a cyclical pattern referred to as the disaster cycle. The cycle is an overall view of stages within a continual loop of prevention, mitigation, preparedness, response and recovery. Disaster preparedness is one of the stages of the disaster management cycle guided in a manner that adequately protects communities. It involves the identification of potential hazards and vulnerabilities through risk assessments, forecast development and warning systems, modelling and training for a number of disaster scenarios of different hazards and at different magnitudes, development of insurance infrastructure and the growth of an intelligent community. The energy sector dominates in the UAE and consists of various assets - electricity, oil and natural gas that are geographically dispersed and connected by systems and networks. The protection of these systems and assets and within the energy sector especially, the safeguarding of oil and gas infrastructure from any and all internal and external threats should become top priority in the UAE. Threats to geopolitical and economic stability that need to be considered and prepared to include tectonic activity, climate change, nuclear energy, terrorism and war. This paper discusses the current level of resilience in the Emirati energy sector and what can be done to improve it. The secondary data was taken from various academic and professional sources whilst the primary data, which constitutes 35 questionnaires with both qualitative and quantitative data, were collected on site at two electricity generating plants, one in Abu Dhabi and one in Dubai. Se dice que todos los desastres siguen un patrón cíclico conocido como el ciclo de los desastres. El ciclo es una vista general de las etapas dentro de una órbita continua de prevención, mitigación, preparación, respuesta y recuperación. La preparación para desastres es una de las etapas del ciclo de gestión de desastres. La preparación para desastres está orientada de manera que proteja adecuadamente a las comunidades. Incluye la identificación de potenciales peligros y vulnerabilidades a través de evaluaciones de riesgos, el desarrollo de sistemas de predicción y aviso, elaboración de modelos y capacitación para una serie de escenarios de desastres con diferentes niveles de peligro y en diferentes magnitudes, el desarrollo de seguros para infraestructura y el crecimiento de una comunidad inteligente. El sector energético domina en los Emiratos Árabes Unidos y se compone de diferentes elementos - electricidad, petróleo y gas natural que están geográficamente dispersos y conectados por sistemas y redes. La protección de estos sistemas y de estos activos, y especialmente en el sector energético la protección de la infraestructura de petróleo y gas de cualquiera y todas las amenazas internas y externas deben ser la máxima prioridad en los Emiratos Árabes Unidos. Las amenazas a la estabilidad geopolítica y económica que se deben tener en cuenta y para las que se debe estar preparado incluyen la actividad tectónica, el cambio climático, la energía nuclear, terrorismo y guerra. En este trabajo se analiza el nivel actual de la capacidad de recuperación en el sector energético de los Emiratos y qué se puede hacer para mejorarlo. La información secundaria se tomó de diversas fuentes académicas y profesionales, mientras que los datos primarios, que constituye 35 cuestionarios con datos cualitativos y cuantitativos, se reunieron en campo en dos plantas de generación de electricidad, una en Abu Dhabi y la otra en Dubai. Toutes les catastrophes sont suivent généralement un schéma cyclique, appelé cycle de la catastrophe. Ce cycle correspond à une vue d'ensemble des étapes de prévention, d'atténuation, de préparation, d'intervention et de rétablissement des conséquences possibles du phénomène. La préparation aux catastrophes est une des étapes du cycle de gestion des catastrophes. Cette préparation est mise en place de façon à protéger les communautés contre les risques encourus. Cela implique l'identification des dangers potentiels au moyen d'évaluations des risques, du développement de systèmes préventifs d'alerte, de la modélisation et de la formation à des scénarios-catastrophes d'amplitudes différentes. Le secteur énergétique est largement dominant aux Émirats Arabes Unis et se compose de différents types d'actifs - électricité, pétrole et gaz naturel- qui sont géographiquement dispersés mais reliés en réseaux. La protection de ces réseaux et de leurs actifs, la sauvegarde du pétrole et des infrastructures gazières de toutes les menaces intérieures et extérieures doit devenir une priorité absolue pour le pays du Golf. Les menaces contre la stabilité géopolitique et économique doivent être minutieusement anticipées et inclure aussi bien l'activité tectonique que le changement climatique, l'énergie nucléaire, le terrorisme et les guerres. Cet article analyse le niveau actuel de résilience du secteur énergétique émirati et ses possibilités d'amélioration. Les données secondaires proviennent de différentes sources académiques et professionnelles et représentent 35 questionnaires offrant des données qualitatives et quantitatives ayant été collectées sur les sites deux centrales de production d'électricité, à Abou Dhabi et à Dubaï. Diz-se que os desastres seguem um padrão cíclico chamado do ciclo do desastre. O ciclo é uma vista geral de etapas dentro de um loop contínuo de prevenção, mitigação, preparação, resposta e recuperação. A preparação para desastres é uma das etapas do ciclo da administração do desastre. A preparação para desastres é manejada de maneira que possa proteger as comunidades adequadamente. Involucra a identificação de riscos potenciais e vulnerabilidades através de avaliações de risco, desenvolvimento de sistemas de previsão e alerta, modelamento e treinamento para certo número de cenários de desastre de diferentes riscos e em diferentes magnitudes, desenvolvimento de uma infraestrutura de seguros e a criação de uma comunidade inteligente. O setor energético domina nos EAU e consiste em vários recursos - eletricidade, petróleo e gás natural, os quais estão dispersos geograficamente e conectados por sistemas e redes. A proteção destes sistemas e recursos, especialmente dentro do setor energético, a proteção da infraestrutura de petróleo e gás de qualquer ameaça interna e externa deveria ser uma prioridade nos EAU. As ameaças à estabilidade geopolítica e econômica que precisam ser consideradas e para as quais é preciso estar preparado, incluem atividade tectônica, mudança do clima, guerra nuclear, terrorismo e guerra. Este artigo discute o nível atual de resiliência no setor energético dos EAU e o que pode ser feito para melhorá-lo. Resumen La percepción, la aceptabilidad y la gestión de los riesgos son construcciones sociales, por lo que en el manejo de las crisis de salud pública la distancia entre hechos y creencias y sentimientos pone a prueba la capacidad de respuesta de las instituciones oficiales sanitarias ante alarmas que pueden ser objetivas, potenciales o imaginarias. Del balance de la experiencia española ante crisis sanitarias destaca como punto fuerte la presencia de profesionales clínicos y de salud pública en una organización capaz de dar respuestas adecuadas, si bien la estructura política española, casi federal, tiene ventajas e inconvenientes. Como puntos débiles destacan la escasa relevancia concedida a la salud pública y una gestión sanitaria excesivamente dependiente de los aparatos partitocráticos. Tanto transferir a los profesionales sanitarios mayores espacios en las decisiones sobre la identificación y la gestión de las crisis (con transparencia) como limitar la inercia burocrática pueden ayudar a mejorar la gestión de las crisis sanitarias. Para algunos, las crisis pueden suponer oportunidades (no siempre legítimas) de negocio o protagonismo, por lo que la percepción de las crisis cada día será más ajena a los expertos y más determinada por colectivos interesados en propagarlas o aportar soluciones. Understanding the motives, expectations and preparedness of students is important for accounting educators, as they seek to develop learning environments that promote high quality learning outcomes. This paper examines these factors with a sample of entry level students on a Business and Management degree at a Spanish university. The study also explores the influence of these antecedent variables on academic performance in the first accounting module. The data were collected using a Spanish version of the MEPU questionnaire, which was developed by Byrne and Flood (2005 and 2007). The analysis revealed that students are motivated by a combination of intrinsic and vocationally-oriented factors and feel well prepared for higher education. Interest in accounting, experience of the subject at school, academic self-confidence and university access scores were all significantly correlated with performance. Some interesting gender differences were identified and variation among regular and repeating students was also examined. La comprensión de los motivaciones, expectativas y preparación de los estudiantes es un aspecto de gran relevancia para el profesorado de contabilidad, en la medida en que es un conocimiento clave para lograr entornos de aprendizaje que promuevan resultados de aprendizaje de calidad. Este trabajo estudia estos factores en una muestra de estudiantes de nuevo ingreso de la Licenciatura en ADE. Como segunda cuestión, aborda la relación entre estas variables antecedentes y el rendimiento académico en contabilidad. El instrumento usado es la adaptación al español de cuestionario MEPU (Byrne y Flood (2006 y 2007). Los resultados indican que los estudiantes están motivados por una combinación de motivos intrínsecos y vocacionales y presentan un nivel alto de confianza en cuanto a su preparación para la educación superior. El interés en el área contable, la experiencia previa con las materias de contabilidad en secundaria la auto-confianza académica y las medidas de rendimiento previo (nota de acceso) son variables significativamente correlacionadas con el rendimiento académico en contabilidad. Los resultados indican, asimismo, que existen diferencias significativas asociadas al sexo y entre alumnos de nuevo ingreso y alumnos repetidores. Junta de Andalucía SEJ 2670

International audience; Considering the limits of preventive action and the weaknesses in the systems of crisis management, this article aims to demonstrate the relevance of a spatial approach to crisis management and the need to enlarge research on this issue. It is necessary to reflect upon the types of spaces and the territories involved in the management of crises being treated in these investigations. The case of Quito is proposed as an example of the application of this approach. We identify crisis management areas in the Quito metropolitan district in order to link areas where the population is particularly vulnerable with areas of health care resources. The example shows that the spatial approach of crisis management permit to go beyond disaster preparedness, establishing relationships between preparedness, prevention and mitigation planning.; Considerando los límites de la acción preventiva y las debilidades de los sistemas de manejo de crisis, el artículo busca demostrar el interés de un enfoque espacial y la necesidad de desarrollar investigaciones sobre este tema. Se trata de reflexionar sobre los tipos de espacios y de territorios involucrados en el manejo de crisis que hay que tomar en cuenta en estas investigaciones. Se propone un ejemplo de aplicación con el caso de Quito. Se trata de identificar los espacios de la gestión de crisis dentro del territorio metropolitano y relacionar los espacios en los que la población es particularmente vulnerable con los espacios recursos en materia de oferta de servicios médicos. El ejemplo muestra que el enfoque espacial del manejo de crisis permite abrir el estrecho marco de la preparación para los desastres, estableciendo vínculos entre preparación, prevención y planificación preventiva.; Compte tenu des limites de l’action préventive et des faiblesses des systèmes de gestion des crises, l´article vise à démontrer l´intérêt de l´approche spatiale de la gestion des crises et la nécessité de développer des recherches sur cette question. Une réflexion est menée sur les types d´espaces et de territoires de la gestion des crises à prendre en considération dans ces recherches. Un exemple d´application est proposé avec le cas de Quito en identifiant les espaces de la gestion des crises au sein du territoire métropolitain et en mettant en relation les espaces où la population est particulièrement vulnérable avec les espaces ressources en matière d´offre de soins médicaux. L´exemple montre que l´approche spatiale de la gestion des crises permet de sortir du cadre étroit de la préparation aux catastrophes en établissant des liens entre préparation, prévention et planification préventive.

In 1996 the European Commission Humanitarian Office (ECHO) launched a regional approach for disaster preparedness, focusing in its first phase on Central America, Caribbean and Southeast Asia (including Bangladesh). The first step in this process was the preparation of a «diagnostic study» that involved a situation review of the countries in these regions with regard to their vulnerabilities, disaster preparedness capacities and national plans or policies for disaster management.The Centre for Research on the Epidemiology of Disasters of the Université Catholique de Louvain (UCL) served as ECHO’s principal technical support with the collaboration of other institutions in Europe and the regions.The present «diagnostic report», covering Central America and the Caribbean, has been carried out by the Centre International pour la Formation et les Echanges en Géosciences (CIFEG) under the supervision of Professor Robert D’Ercole (Université de Savoie, Chambéry).Mr. Thierry Lesales (Université des Antilles et de la Guyane) participated closely in the drafting of this report and was actively involved in the field missions with Mr D’Ercole where they met and interviewed numerous national officials, non-governmental organisations and regional and international bodies. Further assistance was provided by Claudine Misson (CRED) for the interviews and information collected in the Dominican Republic. The report also draws from an earlier mission undertaken by Dr. Philippe Masure (BRGM, France), Christian Bugnion (CRED) and Alexandra Angulo (CRED) who undertook some of the preparatory work for the diagnostic study.This report presents an analysis of the disaster preparedness situation in Central America and the Caribbean and provides some preliminary recommendations regarding priorities and future programme direction. As such it remains primarily a descriptive study. It is expected to form the basis for the formulation of the ECHO Disaster Preparedness Action Plan.; En 1996, la Oficina Humanitaria de la Comunidad Europea (ECHO) lanzó la iniciativa de un enfoque regional en materia de preparación a los desastres, concentrándose inicialmente en las regiones de América Central, Caribe y Asia del Sureste (incluyendo a Bangladesh). En el marco de la segunda fase, está destinado a servir de base para la formulación del Plan de Acción de Preparación a los Desastres de ECHO.; Depuis 1994, ECHO (Office Humanitaire de la Commission Européenne, devenu le service de la Commission européenne à l’aide humanitaire et à la protection civile) a financé, à l'échelle mondiale, de nombreuses opérations pour la prévention et la préparation aux catastrophes (catastrophes naturelles principalement) Ces financements ont répondu aux demandes d'ONG et d'organisations internationales qui ont-elles-mêmes mis en oeuvre les projets correspondants. Les évaluations de ces opérations ont donné des appréciations positives. Cependant, ECHO souhaite s'impliquer davantage dans la prévention et la préparation aux catastrophes et mieux cibler ses actions pour une plus grande cohérence d'ensemble.Au cours de la réunion du 16 juillet 1996, le Comité d'Aide Humanitaire a approuvé la nouvelle approche régionale proposée par ECHO pour son programme de prévention, d'atténuation et de préparation aux catastrophes, le DIPECHO (Dlsaster Preparedness ECHO), pour la période 1996—1998. Ce programme doit s'appliquer dans un cadre régional en concentrant d'abord ses financements sur des plans d'action dans les Caraïbes, en Amérique Centrale, en Asie du Sud-Est et au Bangladesh. Par ailleurs, au lieu de répondre exclusivement aux demandes de financements spécifiques d'ONG, d'organisations internationales et de gouvernements, ECHO souhaite préparer des plans d'action et déterminer les partenaires les plus appropriés pour une mise en oeuvre dirigée par ECHO même. En outre, le DIPECHO a pour objet de rendre plus efficace l'action de l'ensemble de l'Union Européenne, par une étroite coordination de son action avec celles de la Commission et des Etats Membres. Il est enfin prévu de faire précéder la préparation des plans d'action par une phase de diagnostic au cours de laquelle seront identifiés, pour chaque région, les risques, les structures et politiques de prévention existantes aux niveaux communautaire, national et régional, ainsi que les appuis extérieurs en cours et à venir. L'objectif est non seulement de déterminer les lacunes, mais également d'évaluer la cohérence et l'efficacité des systèmes de réponse dans leur ensemble......Dans ce contexte, une première mission exploratoire a été réalisée du 30 septembre au 12 octobre 1996 dans les Caraïbes et l'Amérique Centrale (quatre pays visités) et a débouché sur un premier rapport (A. Angulo, Ch. Bugnion, Ph. Masure, "Rapport de mission exploratoire dans les Caraïbes ct en Amérique Centrale pour DIPECHO").Ce rapport apporte de nombreuses informations et en particulier:(1) il définit le cadre conceptuel, insistant, à juste titre, sur le fait que la prévention et la préparation doivent être distinguées de l'aide d'urgence et qu'elles font partie d'un processus continu au même titre que le développement ;(2) il présente les principales organisations régionales et internationales, et leurs activités dans le domaine de la prévention et de la préparation;(3) il met en évidence les grands types de besoins et fournit les premières orientations pour le programme DIPECHO......Le présent rapport, constituant le diagnostic proprement dit, fait suite à une deuxième série de missions effectuées dans la même région. Il vise à compléter les apports de la mission exploratoire, notamment par:(a) une analyse des catastrophes et de leurs conséquences:(b) une évaluation comparée des risques dans la région;(c) une analyse détaillée des réalisations et des besoins en matière de réduction des risques et des conséquences des catastrophes naturelles ;(d) un examen des conditions actuelles pour un programme DIPECHO cohérent, réalisable et efficace, avec, en particulier, la prise en compte de l’organisation actuelle de la prévention et de la préparation dans la région et un état des appuis extérieurs ;- des propositions de lignes d'actions prioritaires pour le DIPECHO......Le diagnostic s'est appuyé sur une importante documentation : travaux scientifiques, études et rapports recueillis auprès du CRED-Université Catholique de Louvain, du CIFEG, du DHA, de l’IDNDR, de divers organismes sur le terrain (notamment le centre de documentation de San José au Costa Rica), et d'universités européennes (Université de Savoie. Chambéry, Université de Lausanne). Mais ce sont avant tout les nombreux entretiens menés lors des missions (près de 200) qui ont donné corps au diagnostic.Treize pays Ont été visités entre le 22/01 et le 07/03/1997 :- République Dominicaine (C Misson);- Costa Rica, Guatemala, Nicaragua et Cuba (R. D'Ercole) ;- Antigua, Barbade, Haïti, Jamaïque, Ste-Lucie, St-Maarten, St-Vincent et le Guyana (Th. Lesales).Leur choix a été déterminé en concertation avec ECHO, le CRED-UCL et le CIFEG. Ils ne recouvrent pas l'ensemble des pays qu'il aurait été théoriquement possible de visiter. Cependant, le choix de pays-clés, les contacts établis avec de nombreux organismes de portée régionale et la documentation consultée, ont permis de bâtir un diagnostic d'ensemble......L'étude comporte trois parties.La 1e partie constitue une analyse des catastrophes en termes de bilan et de risque. Il s'agit, à l'aide de cartes, notamment, de montrer les effets des catastrophes naturelles en Amérique Centrale et dans les Caraïbes, de présenter la répartition et la fréquence des aléas naturels et de procéder à une analyse de critères de vulnérabilité. L'objectif est, enfin, de déterminer des niveaux de risque, à l'échelle de la région, compte tenu des dangers naturels et des critères de vulnérabilité.La 2° partie est l'étude des actions entreprises dans la région, ces dernières années, afin de réduire les risques et les conséquences des catastrophes. Cette étude permet de dégager des lacunes et des besoins. Les différentes composantes entrant dans le processus de réduction des catastrophes sont retenues : recherche scientifique et technique, prévention stricto sensu, préparation, information / formation. L'accent est également placé sur les modes actuels d'application des politiques de réduction des risques : de l'approche sectorielle à l'approche intégrée.La 3e partie traite des conditions actuelles pour la mise en oeuvre d'un programme DIPECHO cohérent et efficace. Quatre aspects fondamentaux sont analysés: les particularités régionales et nationales (l'hétérogénéité et ses conséquences); les faiblesses et qualités institutionnelles aux différents échelons géographiques: les caractéristiques des organismes susceptibles de contribuer à la mise en oeuvre du DIPECHO; le rôle actuel et en perspective de la Communauté Européenne et des Etats Membres.Chaque partie comporte une conclusion partielle La conclusion générale reprend les idées force des conclusions intermédiaires ct débouche sur des lignes d'actions prioritaires recommandées pour le DIPECHO......L'étude confiée au CIFEG par le CRED-UCL et ECHO a été coordonnée par Robert D'Ercole (Département de Géographie, Université de Savoie, Chambéry, France). Elle a bénéficié de la collaboration de Thierry Lesales (Département de Géographie, Université des Antilles et de la Guyane, Martinique, France) et de Patrick Pigeon (Département de Géographie, Université de Savoie, Chambéry, France).
