A simple—yet powerful—indicator for monitoring agricultural drought is the water requirement satisfaction index (WRSI). In data-sparse, food-insecure areas, the WRSI is used to guide billions of dollars of aid every year. The WRSI uses precipitation (PPT) and reference evapotranspiration (RefET) data to estimate water availability relative to water demand experienced over the course of a growing season. If the season is in progress, to-date conditions can be combined with climatological averages to provide insight into potential end-of-season (EOS) crop performance. However, if the average is misrepresented, these forecasts can hinder early warning and delay precious humanitarian aid. While many agencies use arithmetic average climatologies as proxies for "average conditions," little published research evaluates their effectiveness in crop-water balance models. Here, we use WRSI hindcasts of three African regions' growing seasons, from 1981 to 2019, to assess the adequacy of the arithmetic mean climatological forecast—the Extended WRSI. We find that the Extended WRSI is positively biased, overestimating the actual EOS WRSI by 2%–23% in East, West, and southern Africa. The presented alternative combines to-date conditions with data from previous seasons to produce a series of historically realistic conclusions to the current season. The mean of these scenarios is the WRSI Outlook. In comparison with the Extended WRSI, which creates a single forecast scenario using average inputs that are not covarying, the WRSI Outlook employs an ensemble of scenarios, which more adequately capture the historical distribution of distribution of rainfall events along with the covariability between climate variables. More specifically, the impact of dry spells in individual years is included in the WRSI Outlook in a way that is smoothed over in the Extended WRSI. We find that the WRSI Outlook has a near-zero bias score and generally has a lower RMSE. In total, this paper highlights the inadequacies of the arithmetic mean climatological forecast and presents a less biased and more accurate scenario-based approach. The Brazilian Amazon provides important hydrological cycle functions, including precipitation regimes that bring water to the people and environment and are critical to moisture recycling and transport, and represents an important variable for climate models to simulate accurately. This paper evaluates the performance of 13 Coupled Model Intercomparison Project Phase 6 (CMIP6) models. This is done by discussing results from spatial pattern mapping, Taylor diagram analysis and Taylor skill score, annual climatology comparison, cumulative distribution analysis, and empirical orthogonal function (EOF) analysis. Precipitation analysis shows: (1) This region displays higher rainfall in the north-northwest and drier conditions in the south. Models tend to underestimate northern values or overestimate the central to northwest averages. (2) The southern Amazon has a more defined dry season (June, July, and August) and wet season (December, January, and February) and models simulate this well. The northern Amazon dry season tends to occur in August, September, and October and the wet season occurs in March, April, and May, and models are not able to capture the climatology as well. Models tend to produce too much rainfall at the start of the wet season and tend to either over- or under-estimate the dry season, although ensemble means typically display the overall pattern more precisely. (3) Models struggle to capture extreme values of precipitation except when precipitation values are close to 0. (4) EOF analysis shows that models capture the dominant mode of variability, which was the annual cycle or South American Monsoon System. (5) When all evaluation metrics are considered, the models that perform best are CESM2, MIROC6, MRIESM20, SAM0UNICON, and the ensemble mean. This paper supports research in determining the most up-to-date CMIP6 model performance of precipitation regime for 1981–2014 for the Brazilian Amazon. Results will aid in understanding future projections of precipitation for the selected subset of global climate models and allow scientists to construct reliable model ensembles, as precipitation plays a role in many sectors of the economy, including the ecosystem, agriculture, energy, and water security. Extreme precipitation events are among the most devastating weather phenomena since they are frequently accompanied by loss of life and property. This study uses reforecasts of the NCEP Climate Forecast System (CFS.v1) to evaluate the skill of nonprobabilistic and probabilistic forecasts of extreme precipitation in the contiguous United States (CONUS) during boreal winter for lead times up to two weeks. The CFS model realistically simulates the spatial patterns of extreme precipitation events over the CONUS, although the magnitudes of the extremes in the model are much larger than in the observations. Heidke skill scores (HSS) for forecasts of extreme precipitation at the 75th and 90th percentiles showed that the CFS model has good skill at week 1 and modest skill at week 2. Forecast skill is usually higher when the Madden--Julian oscillation (MJO) is active and has enhanced convection occurring over the Western Hemisphere, Africa, and/or the western Indian Ocean than in quiescent periods. HSS greater than 0.1 extends to lead times of up to two weeks in these situations. Approximately 10%%--30%% of the CONUS has HSS greater than 0.1 at lead times of 1--14 days when the MJO is active. Probabilistic forecasts for extreme precipitation events at the 75th percentile show improvements over climatology of 0%%--40%% at 1-day lead and 0%%--5%% at 7-day leads. The CFS has better skill in forecasting severe extremes (i.e., events exceeding the 90th percentile) at longer leads than moderate extremes (75th percentile). Improvements over climatology between 10%% and 30%% at leads of 3 days are observed over several areas across the CONUS--especially in California and in the Midwest. [ABSTRACT FROM AUTHOR]

This study examines the influence of the Atlantic Multidecadal Oscillation (AMO) on the Choco Low-level Jet (CJ) variations during the 1983–2016 period. Considering the September–November (SON) 925 hPa zonal wind index in the CJ core, a significant breakpoint occurs in 1997 with larger values after 1997. The changes in the CJ and Caribbean Low-Level Jet (CLLJ), and their related ocean-atmospheric patterns and impacts on precipitation over Colombia were analyzed considering separately the 1983–1996 and 1998–2016 periods, which overlap the cold and warm AMO phases, respectively. During the 1998–2016 period, the negative sea surface temperature (SST) anomalies in the tropical Pacific Ocean and the positive ones in the Caribbean Sea and Tropical North Atlantic (TNA) strengthen the CJ and weaken the CLLJ, and moisture is transported into Central and Western Colombia increasing the rainfall there. Our results indicate that part of the CJ strengthening after 1997 was due to a higher percentage of intense CJ events coinciding with La Niña events during the warm AMO and cold Pacific Decadal Oscillation (PDO) background. However, the AMO-related SST and sea level pressure (SLP) variations in the TNA seem to be more crucial in modulating the CJ and CLLJ intensities, such that CJ is weakened (intensified) and CLLJ is intensified (weakened) before (after) 1997.
