Resilience has become prominent in academia where it is used as a central framework in disciplines such as ecology, climate change adaptation or urban planning. Policy makers and international development agencies also increasingly refer to it. The objective of this paper is to assess the advantages and limits of resilience in the context of development. Although the review highlights some positive elements-for example, the ability to foster an integrated approach-it also shows that resilience has important limitations. In particular, it is not a pro-poor concept, in the sense that it does not exclusively apply to, or benefit, the poor. As such, resilience building cannot replace poverty reduction. Despite longstanding recognition that small-scale fisheries make multiple contributions to economies, societies and cultures, assessing these contributions and incorporating them into policy and decision-making has suffered from a lack of a comprehensive integrating 'lens'. This paper focuses on the concept of 'wellbeing' as a means to accomplish this integration, thereby unravelling and better assessing complex social and economic issues within the context of fisheries governance. We emphasize the relevance of the three key components of wellbeing - the material, relational and subjective dimensions, each of which is relevant to wellbeing at scales ranging from individual, household, community, fishery to human-ecological systems as a whole. We review nine major approaches influential in shaping current thinking and practice on wellbeing: the economics of happiness, poverty, capabilities, gender, human rights, sustainable livelihoods, vulnerability, social capital, and social wellbeing. The concept of identity is a thread that runs through the relational and subjective components of social wellbeing, as well as several other approaches and thus emerges as a critical element of small-scale fisheries that requires explicit recognition in governance analysis. A social wellbeing lens is applied to critically review a global body of literature discussing the social, economic and political dimensions of small-scale fishing communities, seeking to understand the relevance and value addition of applying wellbeing concepts in small-scale fisheries. The objective of this paper is twofold. First it illustrates and discusses some of the challenges related to the measurement of resilience by reviewing some of the most recently published and grey literature on resilience in relation to food security. Second it proposes a new framework that addresses some of the concerns and limitations of resilience measurement identified in that literature. The main postulate of this framework is that the 'costs of resilience' (that is, the different ex-ante and ex-post investments, losses, sacrifices, and costs that people have to undertake at individual and collective levels to 'go through' a shock or an adverse event) provide an appropriate and independent metric to measure resilience across scales and dimensions. The paper shows how the independent nature of this metrics offers an explanatory power that can be used to infer, in a testable and rigorous manner potential, causalities between the metric and household and/or community characteristics. Using panel data from the Ethiopian Productive Safety Net Program, this paper explores the degree to which this social protection programme has been successful in protecting its beneficiaries against the various shocks that have affected the Horn of Africa in the recent past. The analysis suggests that although the PSNP has managed to improve households' food security and wellbeing, the positive effects of the programme are not robust enough to shield recipients completely against the impacts of severe shocks. Abstract: Resilience thinking is an important addition to the range of frameworks and approaches that can be used to understand and manage complex social–ecological systems like small-scale fisheries. However, it is yet to lead to better environmental or development outcomes for fisheries stakeholders in terms of food security, improved livelihoods and ecological sustainability. This paper takes an empirical approach by focusing on the fundamentals of resilience thinking to evaluate its usefulness in developing relevant management interventions in small-scale fisheries in the Niger River Basin in West Africa. The paper presents the outputs of a participatory assessment exercise where both fishery communities and local experts were involved at two different scales. The resilience frame used was designed to facilitate the identification of socially defined thresholds that help delineate the desirability of the current system configuration and provides a diagnosis framework that tailors management solutions to problems in local context. The analysis highlights some key contributions from resilience thinking to the challenge of diagnosis in small-scale fisheries management in developing countries, as well as important contributions that emerge from taking a pragmatic and critical approach to its application. Fishing communities are often recognised as being amongst the poorest in developing countries, and interventions targeted at improving resource status seen as central in the fight against poverty. A series of field assessments focusing on vulnerability conducted in two communities in Mali and Nigeria revealed some counterintuitive results. Despite fishing being the primary livelihood, vulnerabilities relating directly to the state of the resource were ranked lower than those relating to basic human needs. Those results challenge the conventional view and suggest that non-sectoral interventions can have more effective impacts on the livelihood of those communities than interventions targeting the resources. Summary: Two opposing views exist in the literature on the potential role that international fish trade plays in economic development. While some claim that fish trade has a pro-poor effect, others denounce the negative effect of fish export on local populations’ food security and doubt its contributions to the macro-economy. In this paper, we explore this debate in sub-Saharan Africa. Our analysis did not find any evidence of direct negative impact of fish trade on food security; neither did it find evidence that international fish trade generates positive, pro-poor outcomes. This paper discusses the possible reasons for this apparent lack of development impact and highlights the unsupported assumptions underlying the current discourse about international fish trade. We suggest that, given lack of evidence for the development benefits of fish trade between Africa and developed countries, fisheries policy could consider support for regional (Africa-to-Africa) trade that meets the growing African demand for lower-value fish. The dominant view in academic and policy arenas is increasingly one in which the major contribution of capture fisheries to development should be derived from the capacity of society to maximise the economic rent of fishery resources. Drawing upon empirical experience from the South, this article highlights the potentially disastrous consequences that a universal implementation of the rent-maximisation model would have in developing countries, and argues that a more gradual approach would be preferable. The welfare function of small-scale fisheries, namely, their capacities to provide labour and cash income to resource-poor households, should be preserved until the appropriate macroeconomic conditions for rent-maximisation and redistribution are fulfilled. Abstract: The intensification of agricultural productivity through technological innovation has often been reported to induce considerable social and economic transformation in the rural communities where those innovations are introduced. This paper investigates those changes in the case of acadja, a particular technique for intensifying fishing, which has been adopted in various parts of the developing world. Using the case of Lake Volta in Ghana, the paper investigates the social and economic impacts of this technique, looking in particular into issues of income, assets and (re)distribution of the wealth created by those acadjas. Our analysis shows that the impact of acadjas on fishing communities is mixed. While acadja certainly helps to enhance the supply of protein-rich food and may have trickle down effects at the community level, those positive contributions are greatly reduced by other more negative effects. The data show in particular that acadjas are not a poor-neutral technology in the sense that their contribution to household income seems to benefit disproportionably the wealthiest owners. As such, acadja fisheries often create negative sentiments amongst the households who cannot afford investing in this technology, creating a situation which may lead to social tension and intra-community conflicts. An index of economic vulnerability is developed and used with a more conventional measure of income poverty to explore vulnerability and chronic poverty in isolated rural communities. The method is applied to data from remote rural fishing-farming communities in Congo. The analysis highlights the high vulnerability of full-time fisherfolk and identifies mobility as a key factor increasing vulnerability. In line with other recent economic research, our work also shows that households can remain highly vulnerable even when their incomes lie well above the average local income. These different results are consistent with the more specialised literature on small-scale fisheries, confirming the robustness of the analysis proposed in this paper. [ABSTRACT FROM AUTHOR]

Summary: This paper analyzes the phenomenon of fish-for-sex in small-scale fisheries and discusses its apparent links to HIV/AIDS and transactional sex practices. The research reveals that fish-for-sex is not an anecdotal phenomenon but a practice increasingly reported in many different developing countries, with the largest number of cases observed in Sub-Saharan African inland fisheries. An overview of the main narratives that attempt to explain the occurrence of FFS practices is presented, along with other discourses and preconceptions, and their limits discussed. This paper, based on fieldwork results, explores traditional management systems (TMS) in the arid zone fisheries of north-eastern Nigeria with particular reference to their impact on rural poverty. The first section provides a historical background by tracing the evolution of the TMS since the nineteenth century, with reference to government policy on fisheries management and poverty alleviation. The second gives an overview of TMS, including definitions, distribution, principal objectives, regulatory mechanisms and the impact of TMS on the performance of the fisheries and on the livelihoods of rural people. The third considers the perceptions and attitudes of the fishing communities with regards to the fisheries and TMS. The paper concludes, paradoxically, that while TMS provide a basis for the sustainable livelihoods of many fishing people, they also reflect and enforce the social positions of the rich and powerful members of society who oversee them, at the expense of the poor. In the future, poverty alleviation in fisheries will need to incorporate both sectoral and non-sectoral strategies– dealing with the existing‘paradox of TMS’ by encouraging appropriate institutional changes and community development, and recognizing the importance of employment creation in other sectors of the economy as a source of alternative income. In this paper, we first look retrospectively at the perceptions embraced by academics, international agencies and practitioners of the relation between fisheries and poverty in developing countries and we try to identify the underlying paradigms which have structured these perceptions. The review reveals how the debate has focused on the economic (low income) and biological (overexploitation) aspects of the problem. We then revisit these perceptions in the light of the recent conclusions drawn from other sectors and in particular from the new “consensus” on poverty proposed by the international community. Incorporation of the recent research on poverty helps to show how socio-institutional mechanisms governing people’s access to fisheries resources––rather than the resources themselves––play such a critical role in vulnerability to poverty. Finally, a typology identifying four different categories of intrasectoral exclusion mechanisms is developed and illustrated through empirical studies derived from African and Asian fisheries. In this paper we aim to evaluate the effects of a 3-year resilience intervention (the SUR1M project in Niger) on the beneficiaries of the project. The evaluation was structured around the project's theory of change and designed to evaluate three elements along that theory of change: the types of responses beneficiaries adopt when faced with adverse events; their ability to recover from those events; and the long-term impact on their well-being, measured through their level of food (in)security. Using a quasi-experimental approach and an ex-post treatment versus control framework we found significant effects of the project on beneficiaries' capacities to engage in (positive) responses and on their abilities to recover from shocks. The analysis did not find however any significant difference between the well-being of the beneficiaries and that of the control group, suggesting that, after three years, the higher level of resilience of the beneficiaries did not translate into a clear positive impact on their well-being.
