1. Government Subsidies and Household Debt Burden After the Great Recession.

Abstract

During the recent Great Recession, US households, especially those with low incomes, faced severe financial distress. Households experiencing economic hardship may turn to receiving government assistance to alleviate the hardship or distress. Receiving government assistance may improve a household's financial situation as it could be decreasing its reliance on debt or even improving a household's ability to repay their current debt. We investigated how households' financial debt obligations were affected by receiving government assistance, as has not been previously analyzed. Given the focus of this research, we included households under 185 % of poverty threshold released by the 2012 US Census Bureau. Results from the 2010 and 2013 Survey of Consumer Finances indicate that government assistance was positively related to the odds of meeting debt-to-income ratio guidelines, implying that government assistance plays an important role in financial security of low-income households. Abstract

Numerous researches have shown that most of low income and poor do not have financial protection in mitigating their financial losses. The purpose of this paper is to investigate firstly, whether there is any means of financial protection among the poor, and secondly, to determine their financial capacity and perseverance in making monthly contribution for a micro-takaful policy. The study was conducted on respondents who fall into the poverty level category in the rural area of Perak, Malaysia. It was found that 97% of the respondents are without financial protection and unable to contribute any amount of money to get the protection. The authors recommend that intervention and support from government is vital in providing the financial capacity for the poor to have the needed protection that principally cover death, medical and savings benefits. The Malaysian government should enforce a policy in providing aid to the poor via micro-takaful by providing subsidy and zakah forming part of their monthly contribution. With zakah fund, these low income and poor could have their own micro-takaful schemes which should be able to provide sufficient benefits, preventing them to be trapped into the poverty cycle permanently. Abstract

Summary: We incorporate habit formation into an analysis of the effect of cereal price changes on the nutrient intake of the poor in China. We find that the poor’s nutrient intake responds asymmetrically to declines and increases in cereal prices, and that the asymmetric response of their fat intake may be due to habit formation. Our results also imply that introducing cereal price subsidies can increase their total energy intake by increasing their calorie intake from fat and protein, while ending such subsidies would insignificantly affect their total energy intake, but further increase their calorie intake from fat and protein. Abstract

Policies that enable rural communities to participate in expanding economic opportunities can be central to inclusive growth in Myanmar. Rural communities are home to the majority of Myanmar’s population, the majority of its many ethnic groups, and 70 percent of its poor. Development in rural areas is constrained by low returns to agriculture, and significantly lower levels of public service delivery and human development outcomes relative to urban areas. Reforms to enhance agriculture productivity are necessary though not sufficient for improving the welfare and livelihoods of rural communities. These have to be complemented with increased access to social and economic services that can raise human and physical capacity to create the conditions necessary for the growth of a dynamic rural non-farm sector. These reforms could help to not only reduce the drag on rural growth and poverty reduction, but also contribute to structural economic transformation so that the welfare of all people in Myanmar can grow together.

Abstract

Inequality in Indonesia is rising and a recent survey suggests that Indonesians are growing increasingly concerned. The Gini coefficient in Indonesia has increased sharply over the past 15 years, increasing from 30 in 2000 to 41 in 2013. In a 2014 survey on public perceptions of inequality, most Indonesians consider income distribution in Indonesia to be very unequal or not equal at all. In addition, half of all respondents feel that Indonesia has become more unequal or much more unequal over the past five years. The true extent of high inequality, however, is worse than most people realize. Respondents believe that the ideal income distribution is one where the top 20 percent of the population earn as much as the bottom 40 percent. Not with standing this ideal, respondents estimate that the actual income distribution has the top 20 percent earning as much as the bottom 60 percent. However, the 2014 National Socio-economic Survey (Susenas 2014) suggests that the richest 20 percent actually earn as much as the rest of the population combined. Furthermore, because household surveys typically do not capture the incomes of the richest Indonesians, the real level of inequality in Indonesia is probably even higher.

Abstract

The article emphasizes the poor method of measuring poverty in the U.S., citing 1992 data from the Census Bureau. The Census Bureau estimates that 14.5 per cent of the U.S. population lived in poverty in 1992. Since 1980, the rate of poverty in the U.S. has hovered around 14 per cent. In reality, the nation is doing a good job at addressing the problem, but by definition virtually all of the efforts are excluded from the data because poverty is measured on the basis of pre-tax money income, excluding capital gains. In addition, the data also exclude a big share of the government's efforts to ease poverty. The Census Bureau takes into account only cash grants and excluding Medicare, Medicaid, food stamps, school lunches and rent subsidies. By including such items, the poverty rate can be reduced from 14.5 per cent to 11.7 per cent.

Abstract

The article criticizes the plan of Democratic presidential candidate Bill Bradley to reduce poverty in the U.S. Bradley's plan for poverty reduction is nothing but an ill-advised call to increase the minimum wage of the parents of poor children and consequently raise the bar for a government subsidy of $14 billion. But these two measures would not solve the cause of poverty, the single parenthood. Based on statistics, children born to a single parent are most likely to be poor that those with two parents.
