This study examines state- and county-level data on population, age, race and ethnicity, housing occupancy and housing tenure, education, labor force, employment and unemployment, income and poverty, health insurance coverage, disability status, migration patterns, and veteran status from the 2011-2015 American Community Survey (ACS) for the 13 Appalachian states. Information is summarized for five Appalachian subregions and five metro designations. The study includes ACS data topics that were in the 2010 decennial census, as well as others that are no longer available in the census, to provide a comparable time series of data for all counties in Appalachia. On February 4, the Center for Public Policy Priorities (CPPP) released the 18th annual Texas KIDS COUNT data book, "The State of Texas Children 2011." The annual data book and free data warehouse provide the latest look at more than 80 different measures of child well-being in Texas and every county in the state. This year, the opening essay, "Show and Tell: The Importance of Investing in Children," explains why it is so critical to invest in children now to guarantee a strong return for Texas' future. This study attempted to determine whether or not the location of states' public universities makes a difference in state population growth and by inference, in state economic growth. Specifically the study examined the effect of the size of the host community relative to the state population or the proportion of the state's population that resides in the university host community. The study included state public universities established before 1940, listed in "World Almanac," and found in the 48 contiguous states. The Bureau of the Census provided data for the analysis. That analysis employed statistical analysis and visualization of relationships in scatterplots. These showed that for every 10 percent increase of state's population residing in university communities, a state's population growth rate will increase by 2.6 percentage points. The study concluded that states have a higher return on their public investment if their universities are located in large metropolitan areas. This report presents a statistical portrait of the demographic, social, and economic characteristics of blacks, based primarily on the March 1991 Supplement to the Current Population Survey (CPS). Topics covered include population growth, marital status, family type and distribution, living arrangements of children, fertility, education, employment, unemployment, family income, earnings, and poverty status. The report also includes an overall summary of some of the social and economic changes in the black family since 1950. Data are presented on the characteristics of the black family from the 1950 and 1960 decennial censuses and the March Supplements to the CPS covering the period 1970 to 1991. The initial sections of the report examine population growth, social characteristics, and economic characteristics, with detailed explanations of 17 tables and 5 figures. The bulk of the document is composed of 15 detailed tables. The following are selected highlights of the findings: (1) the black population had a median age of 28 years in 1991 compared with 24.8 years in 1980; (2) in 1960, 60 percent of black women 15 years and over were married, but by 1991 that percentage had declined to 38 percent; (3) 32 percent of all blacks were poor in 1990, as opposed to 39 percent in 1967; and (4) in 1990, 29 percent of black families were poor. Appendixes contain definitions and explanations, information on the source and accuracy of estimates, facsimiles of the March 1991 CPS questionnaires, and a list of Current Population Reports on the black population published from 1970 to the present. A demographic, economic, and educational profile of South Carolina is provided in this report. Findings indicate that the state is characterized by a sharp contrast between metropolitan development and rural poverty, advancement in educational improvement, and economic growth. The 1984 Educational Improvement Act was found to have made little impact on the core problems of rural poverty, at-risk children, a poorly educated adult population, and an inequitable job structure. The fairness of equalization formulas adopted by the government of Manitoba (Canada) is assessed. A conclusion is that although the concept of equalization is equitable, implementation of the policy is problematic. Limitations of the current equalization formula are that property assessment per pupil is an invalid index of fiscal capacity; enrollment and assessment per student are dependent variables; and rural and urban labels are insufficient descriptors. Global Population Profile: 2002 summarizes the most important trends in global population at the dawn of the 21st century. The presentation is organized around four themes: (1) Global Population; (2) Growth, Global Population; (3) Composition, Contraceptive Prevalence in the Developing World; and (4) the AIDS Pandemic in the 21st Century. This report, looks forward into the next 50 years to consider a wide range of demographic phenomena. The first two sections provide a brief overview of current understanding and expectations of the growth and composition of global population. The third section draws attention to the contribution of contraceptive use to fertility change in the less developed world. The fourth section of the report reviews current knowledge about the demographic impacts of the HIV/AIDS pandemic. Finally, the appendices that conclude this volume present detailed data and other supporting information upon which our estimates and projections are based. In this way, the most important and interesting trends in global population at the beginning of the 21st century are profiled.

A demographic, economic, and educational profile of southern California is provided in this report. A review of population, economic, and educational trends indicates that the region is characterized by a diverse economy, population, and work force; the growth of "edge cities"; pressing environmental and social problems; and increasing economic development. A recommendation is made for giving priority to restoring the region's basic functions in education, the environment, and infrastructure. Twelve tables, two charts, and three maps are included. The Symposium on Population and Human Rights drew together 28 experts in various disciplines to formulate scientific opinion on the interrelationships between population and human rights and, more specifically, to provide inputs for the World Population Plan of Action. The symposium devoted its attention to the human rights standards which have a direct influence on the three main demographic variables of fertility, mortality, and migration. The symposium report contains a summary of the main conclusions reached during the week-long meeting. Areas of concensus for each of the demographic variables, including internal and international migration, are spelled out. Other sections present summaries of discussions on the implications of population trends for the formulation and exercise of human rights; on roles of the community, state, and other institutions in safeguarding and promoting human rights in the light of population trends; and on the role of international organizations in formulating human rights connected with population matters. Annexes contain the agenda, list of participants, and a list of technical and background papers. (Author/KSM)

The United States is a highly urbanized nation with space in abundance, yet large portions of its national territory are emptying out. The counterpart of this pervasive population decline is a highly selective pattern of growth, conferred by a national system of migration flows that has increasingly favored a certain few metropolitan areas. This duality of growth and decline, and its dependence on an intricate system of migration flows, are central features of U.S. urbanization. Migration is a key observable phenomenon, expressing the urbanization process and hence promising insight into its workings. This paper examines U.S. migration first from a broad analytical viewpoint and then through the experience of two specific cities. Section Two considers the functions and dynamics of the migration process: what causes migration to occur, what its effects are on migrants, and how it affects the places they leave and the places to which they go. Sections Three and Four present two specific metropolitan area case studies within which general urbanization phenomena are examined: San Jose, California, a case study of rapid population growth; and the city of Saint Louis which exemplifies central-city population decline. It is proposed in this document that the selectivity of migration, in terms of both people and places become a more imposing influence in urbanization as the role of natural increase as a source of urban growth diminishes. Recent U.S. growth policy proposals have frequently been marked by a simplistic view of how urban growth works, compounded by an exaggerated sense of what policy has in its power to do. On the one hand, policymakers fail to perceive the full momentum of demographic change that could be guided; but they also underestimate the force of demographic constraints on their intended actions. This paper considers five aspects of the migration process related to these points: (1) the concentration of migratory growth in only a few metropolitan areas; (2) migration's apparently one-sided economic wisdom, arising out of the weakness of economic 'push'; (3) the potential for return migration, which derives from latent migratory predispositions coupled with new sources of retirement income; (4) wide local variations among metropolitan areas in the rate of migratory circulation; and (5) the intensifying phenomenon of urban population decline, now a characteristic of entire metropolitan areas. It is possible for a national growth policy to be development-oriented and for it to build on the processes of change. (Author/JM)

This report contains ten papers dealing with population growth that focus attention on the quality of life in human settlements and the values and practical policies to be sought. Some of the papers were prepared for the Habitat Conference convened in Vancouver by world governments in June 1976. The first paper discusses world action plans for dealing with population and the need for rural development. The second paper, focusing on the U.S. concern for human settlements, points out the need for a high level of citizen participation in meeting population problems. The third paper stresses the difference between the growth of cities in the developed world in the last century, caused primarily by the presence of industrial jobs, and the growth of cities in developing countries today, caused primarily by the population explosion. In other papers authors discuss the need to help people help themselves; the inability of the local government of Lagos, Nigeria, to keep up with the needs of its increasing population; the active role that cities can play in their own development; community-based services; new government policies in Mexico regarding urban housing, rural development, and responsible parenthood; and the U.S. experience with urbanization and community development following World War II. The history of the growth of college enrollment in Maryland over the last twenty years has been marked by unprecedented increases in numbers of students, particularly in the 1960's, but the end of that period of rapid growth is approaching. This report highlights the past growth of higher education in Maryland, points out significant factors in the characteristics of students involved in higher education, and discusses the nature and extent of future growth of higher education enrollment for the coming years. Included are detailed enrollment trends of the last five years, the birth rate in Maryland over the last 35 years, the Maryland high school graduates, and the rates of college attendance based on age and sex; these data along with migration to and from Maryland, elementary-secondary enrollments, and other census data constitute the inputs for a computerized enrollment projection model for higher education that has been developed by the Maryland Council for Higher Education. The enrollment projections for higher education in Maryland to the year 1990 by segment and enrollment status are presented as those that are most reasonable in terms of past trends. (Author/KE)

In this study migration is examined as a component of population change. Decisions involved in migration are discussed. Source of migration data are suggested. Generalized in-migration and out-migration fields are described. Migration patterns before 1975 and recent migration patterns are examined and decisions underlying the latter are analyzed. Case studies of Vermont, New Hampshire, Maine, and Arkansas are used to illustrate migration concepts accounting for recent population changes. Impacts of recent migration patterns are discussed. An extensive bibliography and suggestions for utilizing this document in classrooms are also included. (Author/MC)

This annual report describes, through narrative and statistical tables, the progress made in 1976 by the World Fertility Survey (WFS), an international population research program. The function of the WFS is to assist a large number of interested countries, particularly the developing countries, in carrying out nationally representative, internationally comparable, and scientifically designed and conducted surveys of human fertility behavior. An introduction provides information on the background, history, and major goals of the survey. The report distinguishes between developed and developing countries in its country by country breakdown of progress and participation in the WFS. A section on program developments describes the status of the instruments and methodology used by the survey, including its questionnaires, modules, documentation, special field studies, data processing, and various methods of information dissemination. Proceedings of committees and meetings associated with the WFS are summarized, and lectures given on the topic of the survey are listed. The four appendices contain listings of the following: international experts consulted by the WFS, the year's visitors to the WFS Professional Centre in London, the publications of the WFS, and the libraries in the WFS depositary system.
