Agriculture is central in Brazil's political and socioeconomic history; agricultural exploitation is mainly conducted by families, creating a type of agriculture developed in small rural properties named family farming. In Brazil, family farming accounts for a very diverse group of businesses, of which 91% of all the establishments are family establishments that build different production strategies according to different degrees of potentiality and precariousness. This study evaluated the role of rural credit policies in developing family farming activities with agricultural income generation in northeastern Brazil on various family-based farms. For this, the authors conducted a case study in Pernambuco, analyzing the spatial relationship between the distribution of family farms and the access to credit resources from the National Program to Strengthen Family Farming from 2006 to 2017 and the change probabilities in types of farms considering the next 10 years, given the maintenance of conditionsreported in the analyzed period. Results indicatedthe weakening of productive potentiality of farming activities in family farms in Pernambuco, with a significant change in the distribution of family farm types, a reduction in the participation of Specialized Farms and an expressive growth of Farms with Rural Residents. The findings also indicated the relevance of access to rural credit in the supply of production needs of different family farm types and development of farming activities with income generation. This article aims to make a first approach to the territorial practices of the new family farming (FF) organizations and their link with public policies between 2015-2021, based on the case of "La Comunitaria", from Buenos Aires province to La Pampa, in argentine pampas region. Through a qualitative methodology that combines primary and secondary sources, and a perspective of critical geography, we demonstrate how La Comunitaria, from its integration in 2018 to MTE-Rural, with its own characteristics rearticulates and transforms its territorial practices, theater, trades, travel and infrastructure repair, and began to promote agricultural initiatives. It makes FF visible and seems to strengthen its ability to influence and dispute resources, regulations and public policies, which make up the pampas territory. We evidence the importance of space and scales as an expression and tool of power in this process, which involves contentious processes, but the daily practices starred. The article analyses the changes in the Brazilian government's actions at the Specialized Meeting on Family Farming of Mercosur (REAF). Created in 2004, REAF is a regional forum for political dialogue between governments and social organizations to develop public policies for family farming. Drawing on dialogues between historical neo-institutionalism and debates on policy paradigm and dismantling, the article defines four dimensions (political context and power relations, ideas and policy paradigms, characteristics of institutions, and interests and strategies of political actors) to explain and typify the processes of institutional strengthening and dismantling. Based on such dimensions and on data collected through participant observation, document analysis and interviews with key actors, the article analyses the Brazilian government's actions in comparison to prevailing types of institutional change. The analysis shows that, between 2004 and 2016, the prevailing strategy for institutional strengthening was 'discursive and symbolic' and operated through 'institutional densification'; in turn, from 2016 on, strategies of 'discursive and symbolic' dismantling and 'dismantling by change in the institutional linkages' prevailed. For some years now, it takes hold, both in the academic and political realm, the idea-force of strengthening local supply systems as a proposal aimed at the transformation of the hegemonic agri-food system. This idea recognizes several conceptual and empirical backgrounds, not only at the international level but also in Argentina, gaining momentum by the end of 2019 within the framework of the programs framed in the Plan Argentina against Hunger and other governmental actions. The purpose of this article is to trace a conceptual itinerary of the topic, as well as to consider some of the instruments implemented during the biennium 2020-2021, identifying the potentialities and debates they raise. The National School Feeding Program (in abbreviated Portuguese: PNAE) states that ≥30% of the amount transferred by the National Fund for Education Development (in abbreviated Portuguese: FNDE) to the executing entities should be used to purchase products made from Family Farming (FF). This study aimed to identify the municipal characteristics associated with the compliance of the municipalities of Minas Gerais (MG) to this target in 2017. For this, data on municipal purchases of FF for the PNAE were obtained from the FNDE's website. Sociodemographic, economic, and agricultural characteristics of the municipalities were associated with compliance to the PNAE's goal. Approximately half (55.07%) of the municipalities complied with the FF purchase target, wherein carrying out programs or actions to encourage organic agriculture (29.8% vs. 22.6%, p=0.018) were associated with a greater compliance to this target, presenting the official rural union registration (76.4% vs. 68.8%, p=0.026) and the Municipal Inspection Service: (35.6% vs. 29.1%, p=0.048). Overall, a low compliance to the goal was observed in MG municipalities, and associations between certain agricultural management characteristics and goal fulfillment were evidenced. This article aimed to give a brief panorama concerning the public ATER course, highlighting the characteristics of the current assistance given to Northeastern family farmers. To do so, it was reviewed part of the literature on the subject and it was analyzed the information extracted from the 2017 IBGE Agricultural Census, the Annual Budget Law (LOA) and the Annual Activity Reports carried out by public ATER agencies in the states of Alagoas, Sergipe, Piauí, Pernambuco and Rio Grande do Norte, in the year of 2020. Analyzing LOA data, it is highlighted the budget drop and recent dismantling of several achievements implemented before the 2016 policy changes. Besides, census data show that more than 90% of family farmers in the Northeast declared that they did not have access to ATER services in 2017. This work presents the synthesis of a dialogue with two rural extension teachers who, along with other, were fundamental in the articulations that resulted in the constitution of the National Forum of Rural Extension Teachers, namely: the professora Sonia Maria Pessoa Pereira Bergamasco and professor Eros Marion Mussoi. Conducted in the form of an interview, the dialogue aimed to register and understand the history of the construction of the Forum and analyze its relationship with the Technical Assistance and Rural Extension Policies (ATER). The central question that guided the reflection was: How did the relationship between the Forum and the construction of policies for ATER develop? The work presents the process of constitution of the Forum over time and its interface with the construction of ATER policies in addition to pointing out the contributions to the teaching of rural extension in agricultural science courses. This paper aims to demonstrate the existence of viable margins for the construction of rural development projects that take advantage of the small gaps in the configuration of the current economic system. The paper supports the idea that policies can serve as instruments for democratic appropriation of the State and markets, favoring the social reproduction of family farming, a central segment from the perspective of development herein adopted. The methodology employed relied on theoretical reflection and interviews with farmers, extension workers and public managers in the municipality of Pelotas-RS, Brazil. From the analyses of the empirical setting of this work and other spatial contexts, the paper discusses examples where the use of public institutions and markets led to advances or mitigated problems faced by historically deprecated segments, such as family farming in Brazil. This demonstrates the potential of local contexts to act as protagonists in coping with a structurally imposed unequal logic. The study concludes that there is no need to break with the economic system to then pursue the construction of future alternatives, and the multiple open possibilities in places may be a starting point for the construction of new projects towards the future. The objective was to verify the theoretical discussions about policies towards family producers raised by the press, institutions and experts, which are important in the definition of the government agenda. The work was carried out from the review of discussions during the first pandemic year. We find criticism of agribusiness, revaluation of family producers, agroecology, Information and Communication Technologies, differentiated policies and issues linked to sustainable, resilient and equitable agri-food systems. The main objective of this study was to analyze access to resources from public rural credit programs and the performance of the primary sector of the Southern Coastal Territory (SCT) in governments instituted between 1999 to 2018, considering the role of family and non-family farming. Bibliographic and documentary research and secondary were used. Secondary data from Central Bank-Bacen, the extinct Ministry of Agrarian Development -MAD and Brazilian Institute of Geography and Statistics- IBGE were obtained. These data were analyzed using descriptive statistics and comparative analysis. The results show that the growth in the volume of credit in the TLS has benefited more non-family farming, even in progressive governments. The total GVA and the primary sector of the TLS, on the other hand, grew, largely due to the concentration of credit resources by signed contracts, mainly for non-family agriculture. The work aims to evaluate the performance of the National Program for the Strengthening of Family Farming (PRONAF), the Family Agriculture Food Acquisition Program (PAA) and the National School Feeding Program (PNAE) in the State of São Paulo, Brazil. The process of building public policies for family farming in Brazil between 1996 and 2016 is approached in the first moment. The data are analyzed on a national scale, taking into account the five Brazilian geographic regions. The second stage consists of the main contribution of the work, a specific assessment of the interactions between public policies for family farming with the agrarian and socioeconomic reality of the State of São Paulo between 2011 and 2016. Considering the area of the eight main agricultural crops in the State of São Paulo São Paulo, a diagnosis was carried out on the agrarian and socioeconomic structure of 94 municipalities linked to the Administrative Regions of Sorocaba, Itapeva and Registro. Then, the data of the agrarian structure was correlated with the performance of PRONAF, PAA and PNAE between 2011 and 2016, through the multivariate exploratory analysis of data, it was verified which variables are correlated with the performance of the programs. It was concluded that the programs showed a correlation with the importance of family farming and the area destined to the production of cassava, orange, soy and banana. Taking into account the intentions formally expressed in the creation of the programs, especially that of seeking to serve vulnerable farmers, the statistical statistics show that it presented a correlation with the agrarian and socioeconomic reality of the ARs considered. In this article we propose to reflect about the dynamics of innovation in agriculture at the local level, paying attention to the interface of differentiated knowledge and innovation systems (formal and informal). For this, we based on the description of a case of structuring a local innovation system for the introduction of pisciculture in Santa Maria, Rio Grande do Sul (RS). The data analyzed in the survey were collected, essentially, through interviews with farmers and local technical assistance agents. Changes in the innovation system configuration were observed as farmers' organizations were formed and gained power in the fish farming professionalization project. Despite the effort to use technical knowledge for standardize the fish farming systems, a high heterogeneity was observed. We tend to suppose that this heterogeneity derives from farmers agency that "fit" pisciculture into their socio-productive strategies in different ways, adopting an adaptive logic that fosters the constant renewal of technological formats. Neste artigo temos como objetivo contextualizar as dificuldades para a legalização sanitária das produções de alimentos artesanais e da agricultura familiar, que tornam-se objeto de intervenção tanto da Política Nacional de Segurança Alimentar e Nutricional quanto da RDC no 49/2013, da Anvisa. Tomamos como método a revisão de documentos produzidos de agências estatais e organizações sociais, assim como bibliografias teóricas relacionadas à temática. Buscamos relacionar as dificuldades existentes com as transformações nos sistemas alimentares e com o aumento nas preocupações com os riscos sanitários a nível mundial, apontando a complexa interrelação entre cultura, riscos, tecnociência e modelos de desenvolvimento, assim como a presença de fortes interesses econômicos, que desafiam a promoção da saúde pública e da segurança alimentar (food security). Concluímos refletindo sobre a necessidade de uma análise mais integrada e contextualizada dos riscos no caso da produção, processamento, distribuição e consumo de alimentos em pequena escala, que favoreça modelos de produção e padrões de consumo de alimentos ao mesmo tempo mais justos e democráticos, ambientalmente sustentáveis e que tenham a valorização da vida e da saúde como eixos principais. ===================================== The aim of this article is to contextualize the difficulties concerning the sanitary legalization of artisanal and family farming products, that have become subject to both the National Policy for Food and Nutrition Safety and the RDC 49/2013 from Anvisa. Our method was to analyse documents from state agencies and social organizations as well as theoretical bibliography on the subject. We relate these difficulties with transformations in food systems and the international concerns about sanitary risks, pointing to complex relations between culture, risks, techno-science and development models, as well as to the strong economic interests that challenge the enhancement of public health and food security. We conclude considering the need of an integrated and contextualized analysis of risks in the case of small-scale production, processing, distribution and consumption of food, favoring production models and patterns of food consumption that are fair, democratic, environmentally sustainable, and that have the appreciation of life and health as its main focus.

This article analyzes the construction of public policies for agroecology in Brazil focusing on: (a) the economic, political and institutional context and the processes of social organization that enabled the emergence of this public agenda; (b) the creation of networks to promote agroecology with capacity to influence public action; (c) the incorporation of the agroecological approach in public policies considering the coexistence of different conceptions of agroecology. Results come from an interinstitutional research that involved several researchers and organizations linked to the Public Policy and Rural Development Network in Latin America (PP-AL). They point out that the construction of policies in favor of agroecology gained space after 2002, when the election of President Lula took to the structure of the State actors with direct interface with social movements and unions. In the broad political coalition that was formed in the new government and especially in the Ministry of Agrarian Development (MDA), agrarian movements predominated, as well as their traditional demands of rural credit and agrarian reform. However, they faced an increasingly expressive and organized agroecological movement, which forced the gradual incorporation of socio-environmental references in differentiated agricultural policies for rural development. In addition, this convergence was strengthened by the food and nutritional security agenda, which played a decisive role in the dissemination of agroecology as a reference for public policy. A partir de 2009, especificamente após a promulgação da Lei nº 11.947/2009, os gestores do Programa Nacional de Alimentação Escolar – PNAE devem utilizar, no mínimo, 30% do total dos recursos financeiros recebidos do Governo Federal na aquisição de alimentos provenientes da agricultura e do empreendedor familiar rural. A compra dos alimentos deve ser realizada a partir de chamada pública, conforme a Lei nº 8.666/1993, requerendo que haja especificação do bem ou serviço a ser adquirido. O objetivo da presente pesquisa foi verificar o cumprimento da legislação vigente para o assunto pelos gestores do PNAE, quando da elaboração das chamadas públicas. A amostra foi composta por 201 editais de chamadas públicas, referentes ao período entre janeiro e julho de 2013, obtidos via eletrônica entre junho e julho de 2013. Os resultados indicaram não conformidades em todas as regiões pesquisadas, faltando informações básicas ao agricultor e empreendedor familiar rural sobre a qualificação dos alimentos nas chamadas públicas. Foi possível concluir que a maior parte dos gestores não tem observado a legislação vigente do PNAE, desconsideraram também, a questão da qualidade e segurança dos alimentos, situação constatada pelas deficiências verificadas nos editais de chamadas públicas, não sendo nesta pesquisa, perceptível a participação do nutricionista, apesar de 95% das EEx terem este profissional como responsável técnico. --------------------------------------------------------------------------------------------- As of 2009, especially after the enactment of Law No. 11.947/2009, the managers of the National School Meal Program-PNAE must use at least 30% of the total funds received from the Federal Government, for purchasing food produced by agricultural and rural family entrepreneurs. The aim of this study was to verify PNAE’s managers’ compliance with the current laws on the subject, when preparing the public calls for tenders. The sample consisted of 201 public calls for tenders in the period between January and July 2013, electronically obtained between June and July 2013. The results indicated non-compliance in all of the surveyed areas, lacking basic information, related to the classification of foods, to the rural family entrepreneurs. It was concluded that most managers consider neither the legislation in force for the PNAE nor the issue of food safety and quality, as a result of problems in the design of the public calls for tenders; it was also concluded that, at least in this research, the participation of nutritionists was not identified, although 95% of the implementers have this professionals as head coaches.

In the state of Paraná, in 1999 the Family Agribusiness program "Factory Farmer" (PFA) was created with the objective of adding value to products from family farming through the vertical integration of production by small agro-industrialization. Thus, the aim of this study was to evaluate the Family Agribusiness program "Factory Farmer". The research was conducted descriptively as to approach their goals with the use of bibliographic research techniques, document research and survey, using structured interviews. The policy presented different results between the proposed objectives, being extremely successful in technological innovation objectives, market focus and support for family farming. He highlighted the importance of family farming in Paraná state and the significant contribution of public policies to strengthen family farming. [ABSTRACT FROM AUTHOR]

The present work aims to address the contribution of verified territorially capabilities from the Food Acquisition Program (PAA) and the National School Feeding Programme (PNAE) for the rural territorial development from the city of Pelotas/RS. In this regard, it is used the perspective of three interviewed groups: farmers suppliers, mediating institutions and enforcement entities. The interviews were exploited throughout the analysis of the content. In general, the mediators perceive the action taken by the programs as slightly more positive than the suppliers and executors, noticing in the PAA and PNAE a set of capabilities broader and more overwhelming in pros of the performance in the rural development. Among these capabilities, it conclusevily stands out, the central aspect of social cohesion, encouraged by those programs within the group of suppliers and also among all the three aforementioned segments involved in the implementation of the programs.
