BACKGROUND: In 2020, the SARS-CoV-2 pandemic forced the redesign of the International Council of Nurses' (ICN) Global Nursing Leadership Institute (GNLI) that heretofore had included an intensive, week-long residential experience in Geneva, Switzerland. AIM: This paper describes the development, implementation, challenges and preliminary outcomes of an approach that regionalized GNLI and delivered it online, while preserving some cross-regional connections among participants. RESULTS: A virtual approach to a global policy leadership programme cannot replace the richness of an intensive, concentrated residential one, but the redesign of GNLI has given ICN, its member national nursing associations and individual nurse leaders previously unexplored opportunities for networking and collaboration aligned with the six WHO regions, and for cross-region networking and discussions of global issues. CONCLUSION AND IMPLICATIONS FOR NURSING AND/OR HEALTH POLICY: The SARS-CoV-2 pandemic has highlighted the need for nursing leadership in policy and practice. A virtual approach to leadership development can increase the reach of programmes that seek to build nursing's capacity to advance health-promoting policies in workplaces, organizations and nations.

As the state has become more susceptible to global pathologies, public policy scholars have found increasingly common ground with their IPE cousins. The development of these relatively young fields of study – increasingly they are sub-disciplines – has been commensurate but rarely intersecting. Yet contemporary maelstroms of global politics, economics, health, and security, span borders with ease, and increasingly force us to recognise, reconsider, and reconceptualise the overlapping realms of the national and international. In so doing, we must overcome the disciplinary distinctions. In this article, we traverse the prominent in-built disciplinary imperatives and methodologies that have kept these two disciplines from concerted inter-operability or, at least, interchange of theories and concepts. To do so, we begin by presenting a brief overview of the conceptual pedigrees and trajectories of these disciplines, before drawing attention to the prominent prevailing overlaps, ‘trespasses’ and tensions as they specifically relate to policy convergence and diffusion, and policy transfer. We proceed to specify a reconciliation of these tensions through, in the third section, a brief study of the growth of global administrations, administrators, and administrative spaces. This, we contend, stands as a paradigm case of how reconciled IPE/public policy concepts can produce enhanced theoretical and substantive insights into the transnationalising political world.

The first decade of the 21st century recognised the growing salience of transnational or global governance as an analytical field of inquiry and as a normative project. In this introductory article, we argue that IPE offers a wider and deeper contextual understanding of the ‘global’ in a way that the scholarship of international relations, on the one hand, and that of international economics, on the other, have not done. IPE has been less strong in the context of global policy analysis that faut de mieux and, rather strangely, has been left largely to the economics discipline as other disciplines have slowly ceded the policy playing field to economics – at times with disastrous outcomes for policy. In light of these strengths and weaknesses of IPE as a framework for policy analysis, greater efforts at triangulating the insights of IPE and global public policy may help provide richer and more nuanced analyses of policy and politics.

Slow onset processes have been increasingly linked to human mobility in the global policy space. Yet, land and forest degradation and desertification (LFDD) as a driver of human displacement and its implications for long-term development policy have received less attention. This paper aims to fill this gap by investigating to what extent the topic has been integrated into the national climate and desertification policy frameworks of countries in Latin American and the Caribbean – a region threatened by significant LFDD. The analysis builds upon a review of published literature and policy documents. The findings suggest that national policies insufficiently address the complex nature of the human mobility – LFDD nexus mostly through sustainable land management and livelihood approaches.

Due to recent land-use change, wildlife migration through the Kilombero Valley has almost come to a standstill. In line with global restoration efforts, the African Wildlife Foundation has thus been given the task of implementing the Restoration Opportunity Assessment Methodology (ROAM), recently developed by IUCN and the World Resources Institute to foster the restoration of wildlife corridors in the area. Designed as a collaborative endeavour, it is in processes such as these that the aspirations of global restoration policies are confronted with specific local contexts. By focusing on specific situations and encounters, especially regarding the participatory aspects of the project, we illustrate how global policy aspirations are appropriated, partly contested and partly played along with, before finally turning into something of an illusion. This way, this article not only questions the more optimistic claims made for ‘conservation-as-development’, it also argues that a better understanding of the plurality of local aspirations and the ways in which they interact with the project’s goals is needed if global policy aspirations are to be realized more successfully.

Most of the local communities living around the forest fulfil their daily needs, depending on the forest resources, but the government and even global policy have enacted the forest as a protected area or national park. The purpose of this research is to understand and explain the principles of customary law concerning the natural resources that exist in the national park, and to determine the effectiveness of customary law in protecting these natural resources. The research method applied to explore community values and attitudes is socio-legal. The research revealed society's habits through exploration, and norms and the rule of law are embraced. Some principles of customary law on natural resources include palia (taboo) and ombo (prohibition) pertinent to natural resource conservation. Both of these principles are adhered to and have been hereditary. The values on utilising natural resources are still complied with (effective), although state law takes a formal approach for any infringement surrounding the national park. However, customary law principles still always need to be a source for environmental or related law.

Recent analyses of education policy have used the concept of the assemblage to explain how the Organisation for Economic Cooperation and Development’s education work contributes to global policy convergence and new forms of policy mobility. These analyses often use Deleuze and Guattari’s concepts of assemblage to designate relations between things (as actors) and people (as actors). In this paper, we argue that Deleuze and Guattari’s assemblage thinking offers promising analytical insights that education policy studies have not fully explored. We propose that revisiting the problematics which animated Deleuze and Guattari’s assemblage theory can broaden the conceptual apparatus at our disposal for analysing global education policy and the work of international policy actors. Refugees and displaced persons have been severely affected by the Covid-19 pandemic. Yet findings from this narrative review reveal that the health needs of refugees have been largely neglected within global healthcare responses. Such gaps include: (1) responding to the needs of refugees in camps and detention centers; (2) providing adequate public health information; (3) providing access to healthcare and mental health services; (4) and including refugees as decision-makers within health responses. More research is urgently needed to investigate why these gaps exists and to provide recommendations for improving the inclusiveness of healthcare policies during a pandemic.

To develop an effective and responsive global policy framework for addressing the humanitarian and environmental consequences of nuclear weapons, survivors and communities affected by nuclear weapons use and testing, and their perspectives and expertise on what is needed, must be included. Testimony from survivors was crucial to the global effort for the Treaty on the Prohibition of Nuclear Weapons (TPNW). Articles 6 and 7 will require states joining the TPNW to provide assistance (such as medical and psychological support, and social and economic inclusion) to the victims of nuclear weapons use and testing, and to take measures towards remediating environments that are still affected (See Bolton & Minor and Docherty’s contributions in this Special Section for further details). Going forward, policy development on the implementation of Articles 6 and 7 of the TPNW should be guided by the priorities that affected communities identify.

Background: The global policy discourse on sustainability and health has called for dietary transformations that require diverse, concerted actions from governments and institutions. In this article, we highlight the need to examine sociocultural influences on food practices as precursors to food policy decisions. Discussion: Sociocultural food practices relate to ideas and materials that give rise to food choices and food patterns of a group. We begin with a discussion of how individuals experience, interpret, negotiate, and symbolize the food world around them. We examine primarily the ideational pathways, such as identity, gender, religion, and cultural prohibitions, and their influence on food practices. We then provide guiding questions, frameworks, and a brief overview of food choice values to support policy planning and design. Lastly, we explore how sociocultural change for sustainable or healthy diets is already happening through food movements, food lifestyles, and traditional diets.

Background: Concern for the development of actions against COVID-19 has continued to grow since February 2020. Government responses remain a crucial part of preventing virus transmission through policy formulation and strengthening national capacity. Methods: This study has used quantitative analysis, using secondary data from 177 countries. The variables consist of Global Health Security (GHS) category and COVID-19 pandemic. An analysis of the appropriateness of the government’s policy response in dealing with the COVID-19 pandemic was carried out by comparing the two variables. Results: The study indicated a significant relationship between global health security category and pandemic score (P < 0.01). There were 37 countries out of 177 (20.9%) categorized as under-reaction and least-reaction. Conclusion: Pandemic COVID-19 score, rated based on doubling time, is directly significant with the health security category. The government should improve its responsiveness and preparation to improve national capacity during the novel coronavirus pandemic.

One of the main features of the new world system is the importance of the world economy; accordingly, any power that dominates the Persian Gulf, with its enormous energy resources, would dominate the world. Yet, Central Asia, with its energy resources and strategic location, has attracted the powers attention. Under the new circumstances, the United States has tried to play an influential role in both regions. Here the main question is: which region is more important in US foreign policy, the Persian Gulf, or Central Asia? The paper concludes although Central Asia has a special role in US global policy, particularly after the 9/11 events, the Persian Gulf, for its greater amount of energy and crucial geopolitical position, as a new “heartland” or “center of the center” contains long-identified vital US national interests and security more than any other region.

Urban resilience is the focus of a global policy discourse that is being mobilized by a wide range of organizations to reduce urban risk and respond to the shocks and stresses facing cities. This paper explores the process of “governing for resilience” through Durban’s resilience journey as part of the 100 Resilient Cities (100RC) programme. From an insider perspective, it presents both 100RC and Durban’s approaches to developing a resilience strategy. It reflects on the contestations that emerged as Durban and 100RC struggled over the meaning and practice of urban resilience. The paper develops a continuum of urban resilience approaches to analyse the conflicts that emerged as the global programme of urban resilience travelled to, and landed in, a South African city. The paper argues that a global framing of urban resilience needs to be responsive to a world of cities that share common risk trajectories but have different contexts and vulnerabilities.(1)

Policymakers can learn from the country lessons and experiences in agriculture and nutrition policy.Originality/valueThis paper provides one of the only overviews of global policy on agriculture and nutrition during the period 2010–2020.

The World Health Organization (WHO) recommends a companion of choice during labor and birth, to improve maternal and perinatal outcomes and women's satisfaction with health services. To better understand the status of companion of choice in Latin America and the Caribbean (LAC), an online survey was conducted with members of a midwifery virtual community of practice and with key informants, aiming to identify: 1) existing regulatory instruments related to companion of choice in the countries where the members are practicing; and, 2) key characteristics of implementation of companion of choice, where regulation exists. Responses (La Organización Mundial de la Salud (OMS) recomienda la presencia de un acompañante durante el trabajo de parto y el parto debido a que mejora los resultados maternos y perinatales y la satisfacción de las mujeres con los servicios de salud. Para comprender mejor la situación acerca de los acompañantes en América Latina y el Caribe (ALC) se llevó a cabo una encuesta en línea dirigida a miembros de una comunidad de práctica de partería e informantes clave con el objetivo de identificar: 1) los instrumentos regulatorios existentes relacionados con la presencia de acompañante en los países en los que ejercen las personas encuestadas y 2) las características clave relacionadas con la implementación del acompañante, en los lugares donde existe un marco regulatorio. Se recibieron 112 respuestas de 20 de los 43 países de ALC. In an important article published in this journal, Dryzek, Bächtiger and Milewicz (2011) champion the convocation of a Deliberative Global Citizens’ Assembly (DGCA). In this article, I aim to further strengthen the case for a DGCA by addressing: (i) why a DGCA is likely to take a long-term perspective in the global interest and (ii) why it is so vital that a global institution should do so. I start by analyzing the nature of the issues requiring global policy. These issues, I will argue, are typically global cooperation problems. Cooperation problems pose two major challenges. The first is to prevent freeriding – i.e. serving one’s immediate interests at the expense of the global interest. The second is to align on an efficient global policy. In both respects, I will argue, a DGCA is a good candidate to yield desirable results (and is likely to do better than current supranational institutions).

Global policy organizations, financial institutions, and national governments have emphasized high-value agriculture in the world’s semi-arid areas inhabited by the greatest proportion of its poor, stressing linking households to markets to improve their well-being. This is assumed to involve state withdrawal and the ascendance of self-evident market forces. By means of ethnographic fieldwork in semi-arid western India, this paper discusses how the market does not arise spontaneously, but is deepened through state intensification. Rural households are imbricated with new markets by the state’s rendering of development policy market-driven, and through democratic decentralization, which has emerged as an instrument to facilitate the penetration of market actors into remote rural communities.

The analysis of the historical process of the formation of the global environmental policy of the modern states of the world in the context of the development of a multi-level environmental system is carried out. The main influence of the first International Environmental Conference in Bern 1914 on the organisation of interstate environmental authorities, the creation of the United Nations for approval of the Stockholm Declaration of 1972 and the Rio de Janeiro Declaration of 1992, which formed the modern classification of objects of environmental law, forms international eco-cooperation, ranking system of environmental policy. The thesis of the need for mutual coordination of all the participants in a multi-level environmental process, the inability of modern environmental authorities to effectively solve tasks in view of the lack of a joint action program of the world environmental system was put forward. In times of crisis, working equids can play a critical role supporting vulnerable people in low- to middle-income countries. However, the contributions working equids make are rarely acknowledged in academic research, media reporting, international policy and development initiatives. This paper explores involvements of working equids in humanitarian crises, including war, conflict, drought, climate change, and natural hazards. It offers 'critical cases', informed by document analysis of policy papers, historical texts, and academic publications. In addition, we include results from semi-structured interviews with key informants, primarily field staff working in frontline services in crisis zones, conducted between June - July 2020. The paper develops evidence pertaining to the role of working equids in crisis situations, expanding the concept of 'resilience' to include working animals, and contributing to recent academic discussions in disaster studies and development studies, highlighting the importance for global policy, resilience programming and disaster risk reduction, including efforts to achieve the sustainable development goals (SDGs). This article explores how, in the quest for new global order, global governance might acquire greater sociological legitimacy. What are the sources of legitimacy in global governance? In other words, what conditions generate confidence and trust in global-scale authorities? To explore this question, the article first elaborates on the general concept of legitimacy as it relates to global regulation. Thereafter the discussion considers, under three main headings, a broad range of possible drivers of legitimacy beliefs vis-à-vis global governance. First, some of these sources are institutional, relating to features of the global regulatory organisations, such as their procedural inputs and their performance outputs. Second, other sources of legitimacy are individual, relating to the characteristics of the subjects of global governance, such as their identity orientations and their levels of social trust. Third, further sources of legitimacy in global governance are societal, relating to the general ordering patterns of world politics, such as prevailing norms, capitalism, and a hegemonic state. The article concludes by urging that researchers break from past habits of treating institutional, individual and societal sources of legitimacy separately and in isolation from each other. Instead, legitimacy in global governance can be more fully understood – and more effectively promoted in practice – if one examines these various forces together, and in terms of their mutual constitution.

With the Convention on the Rights of Persons with Disabilities (CRPD), inclusive education has become the main alternative to special schools for the schooling of children with disabilities. In order to promote the global implementation of inclusive education, a variety of stakeholders form networks to transmit and exchange information and knowledge concerning political strategies. However, little is known about the actors and actor groups involved in these networks. In the present paper, we draw on general network theory and policy network theory to examine the Twitter communication network that has formed around the topic of inclusive education. Using exploratory and inferential social network analysis, we show that disabled persons’ organizations and international organizations, such as the United Nations, hold a particularly central position in the network. This position enables them to potentially exert influence on the content and flow of information within the network. Aside from that, business actors are active participants in the network. Moreover, the Twitter network shows some structural patterns that can also be found in policy networks. Networks are increasingly important for advancing urban science, policy and practice. The complexity that cities present to stakeholders of all kinds demands systems-based and networked approaches to solving sustainability challenges. This article analyses the contemporary rise of global networks of urban science, policy, and practice. We provide an overview of urban science, policy, and practice networks followed by a detailed case study of the emerging Future Earth Urban Knowledge Action Network (Urban KAN), highlighting its vision, initial activities and impacts, and challenges and remaining tasks. Findings from the case study reveal that a network across science, policy and practice can make significant contribution in cutting-edge knowledge generation, global research agenda setting, timely contribution to global policy processes, catalyzing the formation of new national and thematic research-action networks, among others. In contrast, such a network also faces challenges, in terms of attraction and representation of the composition, maintaining initial momentum, turning the science-policy integration and collaboration into reality, and obtaining strong and continued financial and institutional support. We conclude that networks across the boundaries of science-policy-practice are still in their infancy, and deeper collaborations across sector, scale, and networks that enable the implementation of effective new actions will be key indicator in measuring the success of these networks.

Urban food security, or its lack, is attracting growing interest in global policy debates. Glaringly missing in these conversations, however, are the voices of the urban poor. To fill this gap, grassroots community organizations, with decades-long experience collecting data on their own communities and taking action to improve conditions, decided to ask the urban poor in Cambodia and Nepal how they define and measure food security, what key challenges they face in the daily struggle to put food on the table and what actions might help. Their findings show that access to adequate diets is a major challenge for low-income communities in Asia, and that hunger is widespread, although with great variations and fluctuations between and within households. They also highlight the extraordinary resilience of urban poor women and their multiple strategies to stretch meagre budgets and make sure there is something to eat, even though sometimes this is not enough.
