No setor p?blico, na a?rea espec?fica sa?de, a realiza??o do planejamento ? obrigat?ria, havendo dispositivo legal para fiscaliza??o e cobran?a. Este exige que a Uni?o, os Estados e os Munic?pios, produzam um Plano Plurianual, com vig?ncia de quatro anos, para se apresentar o diagn?stico de sa?de, estabelecer diretrizes, objetivos, metas, provis?es de receitas e despesas da sa?de e ter um planejamento de sa?de eficiente. Assim, conhecer o planejamento nos diferentes estados e munic?pios brasileiros ? fundamental para o desenvolvimento de estrat?gias bem-sucedidas na gest?o em sa?de. Nessa perspectiva, o Estado de Minas Gerais (MG) tem a popula??o estimada de 21.040.662 habitantes, constitu?do por 853 munic?pios e conta com a organiza??o da sa?de distribu?da em 13 macrorregi?es, as quais s?o divididas em 76 microrregi?es, definidas no Plano Diretor de Regionaliza??o. Dentre essas macrorregi?es situa-se a do Norte de Minas com 1.676.411 habitantes, 86 munic?pios e nove microrregi?es sob a jurisdi??o da Superintend?ncia Regional de Sa?de (SRS) de Montes Claros da Secretaria de Estado de Sa?de de Minas Gerais - SES/MG. Considerando esses aspectos, a escolha da SRS de Montes Claros tem rela??o com a vasta ?rea territorial, o baixo ?ndice de desenvolvimento humano da regi?o em compara??o com o Estado de MG, al?m de ter elevadas taxas de mortalidade infantil. Assim os objetivos deste estudo foram analisar os Planos Municipais de Sa?de (PMS) dos 86 munic?pios pertencentes ? SRS de Montes Claros, referentes ? abrang?ncia de 2014 a 2017. Espera-se que os resultados contribuam para demonstrar aos gestores municipais de sa?de da regi?o estudada a import?ncia do planejamento para a pol?tica de sa?de municipal e regional. The importance of planning for the efficient management of any service, whether public or private, is well known. In the public sector, in the specific health area, planning is mandatory, with a legal provision for inspection and collection. This requires that the Union, the States and the Municipalities, produce a Pluriannual Plan, valid for four years, in order to present the health diagnosis, establish guidelines, objectives, goals, provisions for health revenues and expenses and have a planning of efficient health. Thus, knowing the planning in the different Brazilian states and municipalities is essential for the development of successful strategies in health management. In this perspective, the State of Minas Gerais (MG) has an estimated population of 21,040,662 inhabitants, consisting of 853 municipalities and has a health organization distributed in 13 macro-regions, which are divided into 76 micro-regions, defined in the Master Plan of Regionalization (MPR). Among these macroregions is the North of Minas Gerais with 1,676,411 inhabitants, 86 municipalities and nine microregions under the jurisdiction of the Regional Health Superintendence (RHS) of Montes Claros of the Minas Gerais State Department of Health - SES / MG. Considering these aspects, the choice of the Montes Claros RHS is related to the vast territorial area, the low human development index of the region compared to the State of MG, in addition to having high infant mortality rates. Thus, the objectives of this study were to analyze the PMS of the 86 municipalities belonging to the Montes Claros SRS, referring to the scope from 2014 to 2017. It is hoped that the results will contribute to demonstrate to the municipal health managers in the studied region the importance of planning for the municipal and regional health policy.
