Analyzing education does not only involve years of schooling, quality matters! This paper aims at providing better data on schooling with a focus on learning outcomes. It provides the largest dataset on learning outcomes, years of schooling and learning-adjusted year of schooling (LAYS) with comparable data between 1970 and 2020. The quantity dimension is measured by years of schooling and uses the latest data from Barro and Lee (J Dev Econ 104:184–198, 2013), while the quality dimension is taken from linking standardized, psychometrically robust international achievement tests and hybrid tests. The data are available for more than 120 countries between 1970 and 2020. Several findings can be highlighted. A global convergence on both learning outcomes and enrollment has occurred since 1970, but a breakdown can be found after 1990. A very low number of countries perform better after 2000 regarding the quality of schooling, while most countries have a stable level of learning outcomes. [ABSTRACT FROM AUTHOR]

Standardised International Large-Scale Assessments (ILSAs) have gained prominence in global and national educational discussions. ILSAs claim to offer valuable insights for improving education systems, but their impact on educational policy varies and has become a contested arena. This article analyses how these assessments fed educational policymaking in six Latin American countries based on a review of policy documents; the article advances three theses on how ILSAs are used by policymakers: First, there is a tokenistic usage of ILSAs; second, ILSAs must be considered more as political devices bolstering national reputation rather than studies in the academic sense; third, ILSAs can serve as leverage tools that can be mobilised for broader political ends. The study shows that the promises, designs and reporting of ILSAs are not necessarily aligned, that participation in ILSAs has become a symbolic gesture, and that ILSAs' data are often cherry-picked to support pre-existing diagnoses and policy agendas. Research indicates that education quality – measured by test scores in international student surveys – predicts economic growth. In this paper, we extend previous findings up to 2016 and analyse test scores of upper-secondary school students only. We find that the positive relationship between growth and test scores holds in both cases. The share of top-performing students exhibits a stronger correlation with economic growth than does the share of students who meet basic requirements. [ABSTRACT FROM AUTHOR]

National policy initiatives in Ireland, such as Project Maths and the Science, Technology, Engineering, and Mathematics (STEM) Education Policy Statement have sought to increase the engagement and performance of students in mathematics and science. The current study investigated the performance of students in Ireland in these areas and in reading in international large-scale assessments (Programme for International Student Assessment [PISA], Trends in International Mathematics and Science Study [TIMSS], and Progress in International Reading Literacy Study [PIRLS]), with a view to better understand the performance of high-achieving students, relative to their counterparts in other countries in general, and in countries with similar average performance. Lower than expected proportions of high achievers were noted and a pattern of relative underachievement was observed among high achievers – those performing at the highest levels of proficiency, and those performing at key benchmarks, including the 75th and 90th percentiles – in mathematics and science to a greater extent than in reading. These issues were found to be consistent over time, and more prevalent at post-primary level, compared with primary level. Standardised tests of academic basic skills are an established feature of contemporary Australian schooling. Assessment results are widely reported and directly influence educational policymaking. Furthermore, Australian national educational priorities are linked to educational system accountability via the results of standardised tests. Given the influence and importance of assessment data, this paper aimed to collate publicly available data from four assessment programmes undertaken by Australian students, and document long‐term trends in average achievement across all available assessments. Results are reported from three international assessments, the Progress in International Reading Literacy Study, the Trends in International Mathematics and Science Study and the Programme for International Student Assessment (PISA), along with the only Australian assessment, the National Assessment Program: Literacy and Numeracy. Of these four, only PISA demonstrated systematic declines in average scores over time. For the remaining three programmes, results in the primary school years showed initial improvements that were subsequently maintained over remaining iterations of the tests. In secondary school, students' average results neither declined nor increased appreciably over time. The consensus of the four largest assessment programmes undertaken by Australian students since 1995 thus fails to support the prevailing narrative of a broadscale decline in academic skills attainment. International Large-Scale Assessments (ILSAs) have had significant impact on education policy across the globe. But has interest in ILSAs now started to wane? This paper presents new evidence on this issue, exploring how the amount of attention three major ILSAs receive compares across countries, between studies and over time. Using information on Google searches made for ILSAs over time, we illustrate how results from TIMSS and PIRLS results receive significantly less attention than those from PISA. Globally, interest in ILSAs seems to have peaked in 2012 and has been on the decline since. There is however substantial cross-country variation, with increasing interest in some countries over the last decade (e.g. Sweden, Turkey) offsetting some of the fall in others (e.g. Japan, German). Moreover, while changes in scores seem to be related to the attention that ILSAs receive, other factors - including their current position in political and policy narratives - are also likely at play. This paper explores the measurement capabilities of the Trends in International Mathematics and Science Study (TIMSS) and the Program for International Student Assessment (PISA) in assessing school factors that influence student performance. We specifically focus on the 2015 assessments of the science performance of eighth graders in Sweden and Norway. This was the latest year when the two assessments were conducted in the same year and science was the major subject area in the PISA assessment, which was essential for maximizing the assessments' comparability. Using multilevel models, the study identifies common and unique factors across the assessments and investigates the factors that influence student performance at different proficiency levels. The findings highlight the importance of school-level factors, which are significant in both assessments. Moreover, both assessments provide information on overlapping sets of factors that have varying influence on the performance of students with different proficiency levels. Overall, there are limited common factors between TIMSS and PISA. School factors vary between low-performing and high-performing schools, with differing significance in Norway and Sweden. The results indicate that TIMSS and PISA assessments offer complementary information, particularly for low-performing schools. Our findings suggest that different school types may benefit or suffer from distinct school factors. The findings are relevant for both educational professionals and policy-makers. On average, boys score higher on math achievement tests and girls score higher in reading; these gaps increase between primary and secondary school. Using PISA, PIRLS, and TIMSS data, we investigate the role of early educational tracking (sorting students into different types of secondary schools at an early age) on gender gaps in test achievement in a cross-country difference-in-differences framework. We find strong evidence that early tracking increases gender differences in reading. For math test scores, we do not find consistent evidence that early tracking contributes to the gender gap. How does quantifying and ranking national performance influence state behavior? Cross-national assessments in education, such as the Programme for International Student Assessment (PISA) promoted by the Organisation for Economic Co-operation and Development (OECD), have become increasingly prominent in recent years. However, cross-national assessments are politically contentious, and their impact remains underexplored. We argue that assessment participation has a meaningful, positive impact on education outcomes and evaluate three hypotheses related to elite, domestic, and transnational mechanisms. Our mixed-method approach draws on a panel dataset covering all cross-national assessments and all countries as well as an original survey of education officials directly responsible for planning and implementation in 46 countries. We find that assessment participation increases net secondary enrollment rates even after accounting for potential self-selection. The magnitude of this increase is large: on a global basis, it is equivalent to improved access to higher education for 27–32 million students annually. There has been a strong narrative in Australia of falling attainment in high school science, with much of the campaign informed by results from international standardised tests such as Programme for International Student Assessment (PISA), which shows a year-on-year decline in scientific literacy of Australian 15-year-old students. These results have been used to justify significant policy and curriculum reform, despite the known limitations of PISA and a lack of additional evidence to support this decline in other tests. In this paper, results from standardised tests administered in Australia will be compared to create a fulsome picture of attainment for high school science students. Reports include both the compilation of data from existing reports and new analyses. With the latest (2018/9) reports from PISA, Trends in International Mathematics and Science Study (TIMSS), and National Assessment Program for Scientific Literacy (NAP-SL) (an Australian test of Science Literacy) and data shared by the NSW Department of Education on 'The Validation of Assessment for Learning and Individual Development' (VALID) test for the years 2015, 2016, 2017, and 2018, this offers the most complete picture of student attainment in science to date. Results show that there are disagreements between tests on cohort achievement over time and distribution of attainment at different 'proficiency levels'. The major international large-scale assessments in education prioritize the three core domains such as mathematics, science, and reading, neglecting other important domains such as civic education or computer and information literacy. The present study aims at determining the added value of different international large-scale assessments to evaluating educational systems across the globe. Using country-level data from all recent international assessments by the IEA and the OECD, we conducted a series of correlational analyses and multidimensional scaling to determine the similarities and differences among educational assessments. The findings of this study show that the various measures of achievement correlate to different degrees at country level. While mathematics, science, and reading are the most closely correlated, the correlations with civic education and computer and information literacy are considerably lower. We conclude that subject domains as civic education and computer and information literacy add a significant value to the assessment of education.

Entre os anos finais do século XX e as duas primeiras décadas do século XXI, a educação em Portugal sofreu várias mudanças. Como resultado, a situação melhorou quase continuamente até 2015. Foi nesse ano que Portugal obteve os seus melhores resultados de sempre nas comparações internacionais PISA e TIMSS. Sofreu alguns reveses a partir de 2016, conforme revelaram os resultados PISA de 2018 e TIMSS de 2019. Este artigo analisa os principais fatores dessa evolução, destacando a capacitação dos professores para o bom desempenho das suas tarefas.

Summary: We re‐examine the importance of instruction time for student achievement on international assessments. We successfully replicate the positive effect of weekly instruction time in the seminal paper by Lavy (Economic Journal, 125, F397‐F424) in a narrow sense. Extending the analysis to other international assessments, we find effects that are consistently smaller in magnitude. We provide evidence that this discrepancy might be partly due to a different way of measuring instruction time in the data used in the original paper. Our results suggest that differences in instruction time are less important than previously thought for explaining international gaps in student achievement. [ABSTRACT FROM AUTHOR]

Longer fasting hours reduce the performance gap between Muslim and non-Muslim students across European countries. • This effect in European countries occurs in schools with a higher cohort-share of Muslim students We investigate how the intensity of Ramadan affects educational outcomes by exploiting spatio-temporal variation in annual fasting hours. Longer fasting hours are related to increases in student performance in a panel of TIMSS test scores (1995–2019) across Muslim countries but not other countries. Results are confirmed in a panel of PISA test scores (2003–2018) allowing within country-wave comparisons of Muslim to non-Muslim students across Europe. We provide evidence that a demanding Ramadan affects PISA test scores of Muslim students only in cohorts with a large share of co-religionists. This finding is consistent with the hypothesis that shared experiences during more intensive Ramadans facilitate the formation of social capital and a social identity conducive to learning outcomes. Abstract Abundant research conducted in many countries has underlined the critical role of Science, Technology, Engineering, and Mathematics (STEM) in developing human capital in fields important to a nation’s global competiveness and prosperity. In the Gulf Cooperation Council (GCC) States, recent long-term policy plans emphasize the ever-increasing need of transition to a knowledge-based economy and preparing highly qualified nationals with credentials in STEM fields to meet the current and future needs of the labor market. Yet, despite multiple educational reforms and substantial resources, national and international indicators of student performance still demonstrate insignificant improvement in GCC students’ achievement in STEM subjects. Demonstrably, the GCC youth still lack interest in STEM careers and represent low enrollment rates in STEM fields. This paper presents the results of a systematic review conducted on STEM education research in GCC countries. The review seeks to contribute to the body of the existing STEM literature, explore the factors influencing student participation in STEM, and identify the gaps in STEM education research in those countries.

Policymakers, conceptualized here as principals, disagree as to whether US student performance has changed over the past half century. To inform conversations, agents administered seven million psychometrically linked tests in math (m) and reading (rd) in 160 survey waves to national probability samples of cohorts born between 1954 and 2007. Estimated change in standard deviations (sd) per decade varies by agent (m: –0.10sd to 0.27sd, rd: –0.02sd to 0.12sd). Consistent with Flynn effects, median trends show larger gains in m (0.19sd) than in rd (0.04sd), though rates of progress for cohorts born since 1990 have increased in rd but slowed in m. Greater progress is shown by students tested at younger ages (m: 0.31sd, rd: 0.08sd) than when tested in middle years of schooling (m: 0.17sd, rd: 0.03sd) or toward the end of schooling (m: 0.06sd, rd: 0.02sd). Young white students progress more slowly (m: 0.28sd, rd: 0.09sd) than Asian (m: 46sd, rd: 0.28sd), black (m: 0.36sd, rd: 0.19sd), and Hispanic (m: 0.29sd, rd: 0.13sd) students. These ethnic differences generally attenuate as students age. Young students in the bottom quartile of the SES distribution show greater progress than those in the top quartile (difference in m: 0.08sd, in rd: 0.15sd), but the reverse is true for older students. Moderators likely include not only changes in families and schools but also improvements in nutrition, health care, and protection from contagious diseases and environmental risks. Abstract Research in international large-scale assessment (ILSA) has become an increasingly popular field of study in education. Consequently, interest and debate in the field by practitioners, researchers, policymakers, and the public has grown over the past decades. This study adopts a descriptive bibliometric approach to map modern research on ILSA in education and provide an up-to-date picture of the recent developments and structure of the field. The analysis of 2,233 journal articles indexed in the Web of Sciences database revealed that ILSA research in education is an emerging field in a stage of exponential growth that has become increasingly international with recent substantive contributions from China, Spain, and Turkey. Research in the field is currently produced by a tupid network of scholars with diverse geographical backgrounds that engage frequently in national and international research collaborations. Also, the field is relatively interdisciplinary and has developed grounded on nine differentiated historical paths. The PISA program has received the greatest attention in the field, and a wide variety of topics have been addressed in the literature in the last decades, including equity and quality education, globalization and education policy, measurement and statistics, student motivation and self-concept, and interpersonal relationships. The paper concludes by pointing to the potential of future ILSA research to make use of new more relevant instrumentation, data linkages, and trans-regional collaborations.

This paper depicts the evolution of gaps in academic performance between native and immigrant background students as they progress from primary to secondary education. We study three cohorts of students in European and traditional English-speaking immigration countries using combinations of international assessment studies (PIRLS, TIMSS and PISA). To address the issue of comparability of test scores across surveys and over time, we exploit rank-based measures of relative performance, which only require ordinal comparability of the data. We do not find significant differences between the academic achievements of immigrant children and their native-born peers in English-speaking receiving countries. By contrast, immigrant-background children – both of first- and of second-generation – exhibit a large achievement gap in primary school in Europe, even when accounting for observable differences in socioeconomic characteristics. The gap tends to narrow down in secondary education in both reading and mathematics but is not fully absorbed in most countries. This finding is noteworthy among second-generation students in systems with early tracking. The performance of students with mixed parents is not markedly different from native students. Diverging educational progress between immigrant children in traditional immigration countries and our sample of European countries seems to reinforce the importance of the initial socioeconomic endowment in shaping the academic trajectories of immigrant children. The aim of this paper is to describe the current state of selected mathematical achievements of Polish students and the most significant social aspects related to mathematical education and its role in the contemporary world. First, the importance of mathematical competences will be discussed with their role in the curriculum of young people entering the labour market. Then, a diagnosis of the state of mathematics teaching in Poland and the results of key educational research conducted in this field (mainly PIAAC, PISA, TIMSS, and the results of external exams in Poland) will be presented.
