Evidence suggests that the prevalence of asthma and allergic symptoms have risen rapidly over the past decades. It has been suggested that occupational exposure to pesticides is associated with an increased risk of asthma and related respiratory symptoms in adults. There is also the suggestion that adults who use cleaning agents professionally or in the home have an increased risk of asthma and related respiratory symptoms. In addition, there is increasing concern that some cleaning agents being used in households might be associated with an increased risk of asthma and allergic symptoms in children. However, the current evidence on the effect of exposure to pesticides and cleaning products among children and adolescents is limited. In Chapter 2, It was found that a small proportion of the study participants lived near (i.e., within 50 or 100 m) agricultural fields with the selected crops relevant for pesticide use (approximately 7% of the population residing within the 100 m). The results indicated further that 40 and 64 percent of the PIAMA participants lived within 500 and 1,000m buffers, respectively. It was hypothesised that participants who lived within 500 and 1,000m buffers tended to have minimal pesticide exposure compared to participants who lived within 50 and 100 m. Chapter 3 examined whether living close to crops that are likely treated with pesticides is associated with asthma and related respiratory symptoms among PIAMA participants at the time of 14 years of follow-up. However, we found no evidence that living close to agricultural fields assumed to have been treated with pesticides is associated with an increased risk of asthma and related respiratory symptoms. In Chapter 4, it was found that the use of cleaning agents in the household was not associated with increased risks of asthma, rhinitis, and eczema in adolescents who participated in the PIAMA study at the time of 14 years of follow-up. Chapter 5 presents the opportunity for the development of studies investigating the effects of environmental exposure to pesticides on the development of asthma and related respiratory symptoms in children. However, this Chapter cannot provide a comprehensive review of the effects of pesticide exposure on human health in Tanzania due to limited data and literature on the subject. This thesis set out to investigate the effects of environmental exposure to pesticides and cleaning agents on the prevalence of asthma and allergic symptoms in adolescents who participated in the PIAMA. We observed no association between these environmental factors (environmental exposure to pesticides and cleaning agents) and the risk of asthma, related respiratory symptoms, and allergic symptoms in adolescents. In 2019, a report was issued by Buijs en Samwel-Mantingh which claimed a possible relation between the occurrence of pesticides and veterinary drugs in manure and the decline of farmland birds, which feed on (soil) invertebrates allegedly impacted by these substances. The current research project provides an in-depth analysis of the reliability of the measured concentrations, an analysis of the potential risk to (soil) invertebrates of single compounds and mixtures and an assessment of potential pathways of these substances into the manure. In 2019 verscheen een rapport van Buijs en Samwel-Mantingh waarin een mogelijke relatie gelegd werd tussen de aanwezigheid van bestrijdingsmiddelen en diergeneesmiddelen in mest van landbouwhuisdieren en de afname van weidevogels t.g.v. een afname in evertebraten (o.a. wormen en insecten) als voedselbron voor deze vogels. In deze verdiepende analyse van de gerapporteerde concentraties wordt onderzocht hoe betrouwbaar de gemeten concentraties zijn, of er een mogelijk risico voor bodemevertebraten van individuele stoffen en mengsels is en wat mogelijke routes van deze stoffen naar mest zijn.

Workers are exposed to plant protection products (PPPs) when they enter treated crops for crop treatment, harvest or crop inspections. Before a plant protection product is authorized for sell and use, a safety assessment has to be performed. Commissioned by the ministry of SZW (Dutch Ministry of Social Affairs and Employment) RIVM has provided information to answer three itself independent questions which all relate to worker PPPs safety assessment. RIVM developed a methodology to calculate product-specific personal protective equipment required interval for workers entering pesticide-sprayed crops. Currently for workers gloves can be prescribed on the label of a PPP. However there is no information on the label about the duration of the obligatory use of gloves. In most cases a general period of twee weeks is used, the new methodology provides a way to refine the two week period. RIVM recommends to include the period into the EU harmonised method for worker exposure estimation, the period can then be set on the label of national authorised PPP. RIVM proposes a protocol to investigate the dermal absorption of dried residue which was available in the scientific literature. To assess if crops can be handled safely, dermal absorption absorption of dried residue is required. Currently dermal absorption is investigated with fluids. Before the protocol can be used internationally, it should be approved by the Organisation for Economic Co-operation and Development (OECD). RIVM therefore recommends to further investigate whether this protocol can be submitted for OECD approval. Chemical substances can be classified based on their properties: for example a notification for health hazard. A substance can cause irritation of the skin or eyes or can cause allergic reactions. This is also applicable substances in PPPs. PPPs are used and sprayed diluted. For safety of workers it is therefore of importance to know the hazardous properties of the diluted PPP and it's dried foliar residue. RIVM recommends to test the hazardous properties of some diluted PPPs and it's dried foliar residue.

Een beek in het Noorden van het land waarover in 1941 wordt gemeld dat in de benedenloop meer dan 5000 pond dode vis is afgevoerd en rond 1961 vrijwel alle vis uit het water verdwenen blijkt te zijn. Ook het water waar een monsternemer in 1964 meldt dat de roggebroden tijdens het uitvoeren van de metingen voorbijdreven. Het is erg moeilijk voor te stellen dat we het hier hebben over de Drentsche Aa, één van de meest intacte beeksystemen van Nederland. De beek heeft de laatste eeuw grote veranderingen in waterkwaliteit ondergaan, zowel in positieve als negatieve zin. Welke oorzaken lagen hieraan ten grondslag, hoe reageerde de beekgebonden natuur hierop en wat is er nodig voor verder herstel?

Het weekblad Time kwalificeerde hem als een van de twintig meest invloedrijke Aziaten van de twintigste eeuw: ‘The father of the Green Revolution used his skills in genetic engineering and his powers of persuasion to make famine an unfamiliar word in Asia’. Tegelijkertijd wees hij al vroeg op de gevaren van een te grote afhankelijkheid van kunstmest en bestrijdingsmiddelen en milieugevolgen daarvan. Dr. Monkombu Sambasivan Swaminathan is een fervent pleitbezorger van de Evergreen Revolution, de permanente groene revolutie. Op 7 augustus werd hij 90 jaar. Louise Fresco en Rudy Rabbinge schetsen zijn enorme betekenis voor wetenschap en samenleving.

Bij de conclusies en de samenvatting van RIVM rapport 860701001 zijn naar aanleiding van een verkeerde interpretatie in de pers een aantal relativerende opmerkingen te plaatsen. Ga naar Addendum

In het kader van de uitloogkarakterisering van bouw- en afvalstoffen is onderzoek uitgevoerd ten behoeve van de ontwikkeling van een diffusieproef op PCB, OCB en EOX. Diffusieproeven, gebaseerd op NEN 7345 en gemodificeerd aan de hand van een intern RIVM-voorschrift, zijn uitgevoerd op een viertal verschillende cementstabilisaten bereid op basis van grond, zeefzand, bouwpuin en straalgrit. Het doel van de werkzaamheden was gelegen in het vaststellen van de praktische uitvoerbaarheid van de proef, het niveau van de emissies, de herhaalbaarheid van de proef, en het mechanisme van de uitloging. Daarnaast is onderzoek gedaan naar verliezen van OCB ten gevolge van adsorptie tijdens de uitloogproef. Het gemodificeerde voorschrift voorziet in een goede praktische uitvoerbaarheid van de proef. Verliezen ten gevolge van (reversibele) adsorptie aan de wand van de glazen diffusiebakken zijn relatief gering. Het niveau van de in de eluaten van de diffusieproeven (uitgevoerd op sterk verontreinigde materialen) gemeten concentraties, ligt voldoende hoog boven bepalingsgrensniveau om onderscheidende uitspraken te kunnen doen over bouwmaterialen en afvalstoffen. Er bestaan sterke verschillen tussen het uitlooggedrag van de verschillende individuele PCB en OCB. De gemeten emissie, uitgedrukt als percentage van de samenstellingswaarde varieert voor de verschillende materialen en de verschillende componenten tussen de orde van 1 % en 0.01 %. Hierbij is de relatieve emissie van de lichtere, beter oplosbare componenten hoger dan de emissie van de zwaardere componenten. De waargenomen standaarddeviaties van duplometingen lijken niet hoger dan de in NEN 7345 voor anorganische contaminanten vermelde waarden. Het mechanisme van de uitloging van PCB, OCB en EOX uit de onderzochte materialen is vooralsnog niet geheel duidelijk. Er zijn echter ook aanwijzingen dat er sprake is van een combinatie van mechanismen (afspoeling, oplossing, diffusie, uitputting).Er wordt voorgesteld een ontwerp-NVN voor diffusieproeven op PAK, PCB, OCB en EOX op te stellen met als doel het bieden van een systematiek om via een geuniformeerde aanpak ervaring op te doen en de kennis uit te breiden met betrekking tot de uitloging van deze contaminanten uit vormgegeven materialen.

De Gezondheidsraad heeft recent geadviseerd om te onderzoeken in welke mate mensen die in Nederland rond velden met bollen- of fruitteelt wonen, blootstaan aan gewasbeschermingsmiddelen. De huidige toelatingsprocedure bevat geen aparte beoordeling van de gezondheidsrisico's voor omwonenden en hun kinderen. In Nederland wonen ongeveer negentigduizend mensen binnen 50 meter van een bollen- of fruitperceel. De gezondheidsrisico's van omwonenden kunnen pas worden beoordeeld nadat eerst een grootschalig onderzoek naar de blootstelling is gedaan. Hiervoor zijn meerdere meetrondes nodig bij omwonenden en bij bollen- en fruittelers en hun leefomgeving. Dit blijkt uit een studie van het RIVM. Het RIVM adviseert om metingen in urine, (binnen)lucht, huisstof en op moestuingewassen en gazons te verrichten. Door die gegevens te combineren, kan een beeld worden verkregen van de mate waarin mensen zijn blootgesteld en welk aandeel de diverse bronnen daarin hebben. De te onderzoeken regio's worden bepaald met behulp van registers voor het gebruik van gewasbeschermingsmiddelen waaraan kan worden ontleend waar veel wordt gespoten. Daarnaast wordt met behulp van Geografische Informatie Systemen gelokaliseerd waar veel mensen dicht bij percelen wonen. De RIVM-studie beschrijft verder hoe de te meten middelen kunnen worden geselecteerd en welke gegevens en meetmethoden beschikbaar zijn. Een pilotstudie op kleine schaal is nodig om inzicht te krijgen in de praktische uitvoerbaarheid en de kosten. Vanwege het complexe karakter van dit onderzoek en de uiteenlopende benodigde expertise, adviseert het RIVM om er een consortium van onderzoeksinstituten voor te vormen. Daarnaast wordt aanbevolen bewoners en belangenbehartigende organisaties bij het onderzoek te betrekken. Het onderzoek moet bovendien aansluiten bij activiteiten die inmiddels zijn ingezet voor duurzaam gebruik van gewasbeschermingsmiddelen.

Om de eenvormigheid van evaluaties te vergroten, en daarmee ook de inzichtelijkheid in eventuele verschillen, is door het Nederlandse Platform voor de Beoordeling van Higher Tier Studies een handleiding ontwikkeld voor het samenvatten van veldstudies met regenwormen. Bij de registratieprocedure van bestrijdingsmiddelen worden onder meer veldstudies (Higher Tier Studies) aangeleverd met regenwormen. Deze studies worden voor het College voor de Toelating van Bestrijdingsmiddelen (CTB) geevalueerd door verschillende zogenaamde Evaluerende Instanties. De ingewikkeldheid van deze studies kan er toe leiden dat er grote verschillen bestaan in de vorm van de evaluaties van de verschillende instanties. In dit rapport wordt de handleiding voor het samenvatten van deze veldstudies weergegeven. Hierbij maakt de handleiding onderscheid tussen het samenvatten en evalueren van de studie zelf, en het gebruik van de uitkomst in de risicobeoordeling. Voor het samenvatten en evalueren wordt een concrete handleiding gegeven, inclusief uitgewerkte voorbeelden. Voor het gebruik van de resultaten bij de risicobeoordeling worden slechts suggesties gegeven en discussiepunten aangereikt.

Het Nederlandse gewasbeschermingsbeleid heeft duurzame gewasbescherming tot doel. Om dit te bereiken zijn operationele doelen voor 2010 gesteld: 95% reductie in de milieubelasting van het oppervlaktewater en 95% vermindering van het aantal knelpunten in de drinkwatervoorziening, beide ten opzichte van 1998. Tussentijdse doelstellingen voor 2005 zijn respectievelijk 75% en 50%. De berekende vermindering van de milieubelasting van het oppervlaktewater als gevolg van drift is 86%. Verplichte driftreducerende maatregelen en, in mindere mate, het van de markt halen van een aantal stoffen leverden de belangrijkste bijdragen aan deze vermindering. Concentraties van gewasbeschermingsmiddelen in het oppervlaktewater lieten in het algemeen een dalende trend zien, maar nog steeds worden stoffen aangetroffen boven maximaal toelaatbare concentraties. Het aantal knelpunten in de drinkwatervoorziening daalde van 33 naar 27, waarmee de tussentijdse doelstelling niet werd gehaald. Hiervoor zijn gebruik buiten de landbouw en aanvoer vanuit het buitenland gedeeltelijk verantwoordelijk. Demonstratieprojecten geven aan dat een verdere vermindering van de milieubelasting mogelijk is. Daarvoor moeten gewasbeschermingsstrategieen en management op de bedrijven worden aangepast. Om dit te bereiken is een brede verspreiding van de opgedane kennis noodzakelijk.

In Nederland wordt de risicobeoordeling van bestrijdingsmiddelen uitgevoerd met het computermodel Uniform Systeem voor de Evaluatie van Stoffen (USES). In USES is de risicokarakterisering een deterministische schatting of puntschatting. Dit rapport toont aan hoe een probabilisitische beoordeling de beleidsmaker beter inzicht kan geven ten behoeve van het risicomanagement van bestrijdingsmiddelen. De voordelen en mogelijkheden van een probabilistsiche beoordeling worden daartoe gepresenteerd en voorzien van voorbeeldberekeningen. Dit rapport is een discussiedocument en meer onderzoek is nodig voordat een kwantitatieve onzekerheidsanalyse routinematig kan worden toegepast in de risicobeoordeling van bestrijdingsmiddelen.

TOXSWA simuleert het gedrag van stoffen in oppervlaktewater om blootstellingsconcentratie te berekenen voor organismen die in water of sediment leven, als onderdeel van de aquatische risicobeoordeling van gewasbeschermingsmiddelen (GBM). Het vernieuwde concept voor de beschrijving van de temperatuur in het TOXSWA model werd getest aan de hand van een bestaande implementatie van het 1D bulk model.

Application of a mobile unit for discharge water purification is one of four options to apply to the purification obligation per 1-1-2018. Depending on the amount of discharge, future water strategy and investment options, mobile purification can be an interesting option. The amount of discharge water varies with crop, irrigation strategy and quality of the irrigation water and is between 122 and 3.340 m3/ha/year for surveyed companies. About 65% of greenhouse companies discharges Mobiele zuivering is één van de vier opties om te voldoen aan de zuiveringsplicht per 1-1-2018. Afhankelijk van de hoeveelheid lozingswater, toekomststrategie en investeringsruimte kan mobiele zuivering een interessante optie zijn. De hoeveelheid lozingswater varieert afhankelijk van de teelt, waterstrategie en kwaliteit gietwater en ligt bij de onderzochte bedrijven tussen 122 en 3.340 m3/ha/jaar. Ongeveer 65% van de bedrijven loost minder dan 600 m3/ha/jaar. De nadruk van de lozingen ligt in de zomer, omdat de filters dan vaak gespoeld worden en de kwaliteit van het gietwater zorgt voor de meeste incidentele lozingen. Op basis van de onderzochte bedrijven kan de sector opgedeeld worden in vier groepen qua lozingsintensiteit, die allen een kwart van het areaal beslaan: 4, 7.5, 12.5 en 40 m3/ha/week. Met name voor bedrijven met weinig lozingswater per week en met een klein oppervlak (en weinig investeringsruimte) is mobiele zuivering een interessante oplossing. Als voor alle bedrijven het lozingsvolume gehalveerd wordt, wordt het voor veel meer bedrijven interessant om te kiezen voor de optie mobiele waterzuivering. Het potentieel totaal te zuiveren volume water wordt hierdoor kleiner, maar het potentieel aantal bedrijven neemt toe. De mobiele installatie moet een goedkeuring van de Beoordelingscommissie Zuiveringsinstallaties Glastuinbouw hebben voor 95% zuivering en moet de gezuiverde hoeveelheid registreren voor handhavingsdoeleinden.

In 2008 heeft WEnR-Alterra een analyse gegeven van de mogelijke herkomst van gewasbeschermingsmiddelen die in de jaren 2002, 2004, 2006 en 2007 zijn aangetroffen in het grondwater van de Provincie Drenthe. Ruim de helft van de geanalyseerde gewasbeschermingsmiddelen is niet (meer) toegelaten op de Nederlandse markt. Veel stoffen hebben een brede toepassing (gehad) in meerdere sectoren en daarnaast ook buiten de landbouw. De breedte van deze toepassingen en de wijzingen in de tijd beperken de mogelijkheid om het voorkomen van een stof in verband te brengen met een specifiek gebruik. Uit regionale berekeningen blijkt dat het grondwater in de Provincie Drenthe als geheel minder kwetsbaar is voor uitspoeling van stoffen dan het grondwater in Nederland. Uit berekeningen met lokale invoergegevens blijkt, dat de meest kwetsbare locaties voor uitspoeling van de stof bentazon zijn oververtegenwoordigd in de bemonstering.

De sleutelvariabelen voor biodiversiteit in weidegebieden zijn een hoge grondwaterstand en een laag bemestingsniveau. In de akkerbouw is het gebruik van insecticiden en fungiciden bepalend voor biodiversiteit. Diezelfde sleutelvariabelen, maar dan omgekeerd zijn bepalend voor de rentabiliteit van het boerenbedrijf. Volgens Frank Berendse, hoogleraar Natuurbeheer in Wageningen, past agrarisch natuurbeheer daarom slecht in een marktgerichte bedrijfsvoering.

Pesticides are intensively used in agriculture across the globe to prevent or control pests, diseases, and weeds. In this process, improper pesticide registration, distribution and use has become more serious, which has resulted in heavy environmental and human health risks in many parts of the world. This holds especially true for developing countries, including Ethiopia where good agricultural practices are often poorly implemented. To safeguard human health and the environment, a strict regulatory policy is essential. In line with this, Ethiopia has developed pesticide registration and control procedures, which are regulations and directives in which the country also included different international agreements related to agropesticides. Therefore, the overall policy with respect to pesticide plays a key role in improving the environment, the health of growers and the surrounding community and stimulates the economic performance of the Ethiopian agricultural sector. However, there was no clear answer to the question whether the policy on pesticide registration, distribution and use was implemented in an effective and sustainable way. Arguably, governance failures are the origin of many environmental and human health problems regarding pesticides in developing countries. This paper argues that the influence of state and non-state actors and the relative importance of their interactions are the major structural characteristics of pesticide governance. However, it is still important to ask what governing mechanisms and actors are available and what can be developed further to promote sustainable pesticide governance. Therefore, the aim of this thesis is to investigate the pesticide policy-and-practice nexus, which includes the roles of governmental actors, private actors(traders) and farmers, and to review the actual and potential contribution from various governance actors in changing the existing (unsafe) pesticide practices in vegetables and cut flowers sector in which pesticides are used intensively.I have to conclude that both state and private actors hardly contribute to significant improvements in achieving sound pesticide management in Ethiopia. The state regulatory system has revealed an inability in controlling proper registration, distribution and safe use. Pesticide registration systems are not well established. A major challenge in pesticide registration is the double/ triple registration of pesticides with the same active ingredient (ai) but under different commercial names. Importing unregistered pesticides (only with import permits) by most flower growers allowed them to use extremely harmful/chemicals toxic to the environment and workers for higher risks. The government’s political commitment in this regard has never been observed in the floriculture industries, where there is no supervision or monitoring at all. In addition, commercial pesticide traders prove unable/unwilling to comply with regulations prescribed by the government proclamation. Among other problems, importation of pesticides with the wrong labels, conflicts of interest between importers (registrants) and double/triple registration of pesticides with the same (ai) under different commercial names cause confusion for retailers and farmers. Moreover, importation without obtaining a prior import permit and requests to import unregistered pesticides have grown over time. At the same time, the responsibility for controlling the pesticide market (inspection) failed in terms of quality control in distribution and use. The retailing of pesticides has been handled by unqualified and unlicensed retailers in shops and open markets with other commodities. Finally, this challenge is particularly critical at farm (local) level. There is substantial overuse, misuse and abuse of pesticides by end users, especially by smallholder farmers, due to lack of knowledge, technical support and training on hazards and risks associated with pesticides. Challenges to pesticide governance throughout the pesticide supply chain has resulted in negative policy outcomes for the environment and human health, particularly with the failure of state authorities to actively engage non-state actors in the complex pesticide registration, distribution and use system. Following the findings in this thesis, these situations call for the reshaping of the pesticide governance system throughout the country. To effectively address the human health and environmental impacts of pesticides requires a pesticide governance system that facilitates agricultural and environmental sustainability.

In de laatste 50 jaar is de biodiversiteit op landbouwgronden in Europa snel achteruit gegaan. Twaalf van de vijftien vogelsoorten die karakteristiek zijn voor het agrarische landschap van Midden-Nederland zijn in de periode 1973-2002 met meer dan 50% achteruit gegaan, terwijl de bijvoorbeeld de broedvogels van bossen in aantal toenamen. Een belangrijke vraag is welke veranderingen in het landschap verantwoordelijk zijn voor deze dramatische achteruitgang in biodiversiteit. Intensivering van de landbouw heeft een groot aantal verschillende aspecten, zoals het verlies van landschapelementen, de vergroting van akkers en een toegenomen gebruik van meststoffen en pesticiden. Er is maar weinig bekend over de afzonderlijke bijdrage van elk van deze variabelen aan de grootschalige negatieve effecten op de biodiversiteit. In een studie in acht Europese landen vonden wij dat van dertien gemeten componenten van intensivering, fungiciden en insecticiden de meest consistente negatieve effecten hadden. De negatieve effecten van pesticiden op de biodiversiteit spelen nog steeds een doorslaggevende rol, ondanks het feit dat er in Europa al tientallen jaren een beleid gevoerd wordt dat gericht is op een aanzienlijke reductie van de toepassing van bestrijdingsmiddelen op landbouwgrond.

In 1992 bracht de Wetenschappelijke Raad voor het regeringsbeleid het rapport Grond voor Keuzen uit, een verkenning naar de mogelijkheden voor de Europese landbouw en de realisatie van verschillende maatschappelijke doelen. In dit rapport schetst de Raad beelden voor het optimale grondgebruik in de Europese landelijke gebieden. Afhankelijk van de vier scenario’s die de Raad presenteerde, kon het pesticidengebruik worden teruggebracht met 40 tot 80%, de emissie met 50 tot 70%, de kosten minimaal worden gehalveerd en het areaal in gebruik voor landbouw met 30 tot 50%. Dat betekent dat er iets te kiezen was, zo concludeerde de Raad indertijd. Er is de twintig jaar daarna veel veranderd, en dus is het tijd om de studie van toen, weliswaar veel minder gedetailleerd, in het licht van dit afscheidssymposium van dr Jaap Kuper als rentmeester van het Kroondomein en groot pleitbezorger van natuur en biodiversiteitsherstel, te actualiseren.

In dit artikel wordt een overzicht gegeven van recente ontwikkelingen om de emissie van gewasbeschermingsmiddelen uit de open teelten naar het oppervlaktewater terug te dringen. Dit begint met de oorzakenanalyse en verschillende emissieroutes. Daarna volgen oplossingsrichtingen, die onderwerp van onderzoek zijn of zijn geweest. Het artikel sluit af met een blik in de toekomst.

Er is iets goed mis met de honingbij: ’s winters legt een derde van de volken het loodje. Geleidelijk aan krijgt de wetenschap meer inzicht in mogelijke oorzaken van deze bijensterfte, maar één boosdoener is (nog) niet aan te wijzen.

As part of the vegIMPACT project a laboratory test in the Netherlands was done with potato (Solanum tuberosum) var. Bintje and onion (Allium cepa) var. Sturon. In both crops mancozeb was sprayed with and without the adjuvants Bond and Indostick. In both crops these three treatments were applied with high and low spray volumes. After spraying, rain was simulated (0.5, 3 or 6 hours after spraying and a control without rain) to test the sticker properties. After five days, plant leaves were analysed on mancozeb residue. Five days after spraying the potato plants were inoculated with Phytophthora infestans and onions with Peronospora destructor. Subsequently, disease symptoms were observed and visually rated as percentage of infected leaves. In potato lower mancozeb residue levels were measured at high spray volumes. Under dry conditions the effect of adjuvant on mancozeb residue in potato was limited. In onion the spreader characteristics of the adjuvants resulted in higher mancozeb residue concentrations than without adjuvant. The impact of rain simulation was much bigger than the impact of adjuvant on mancozeb residue and late blight incidence. Therefore, it is not recommended to spray when rain is expected within the same day as spraying. With rain simulation in both onion and potato more mancozeb residue was present when using the adjuvant Bond than when spraying mancozeb without an adjuvant. However, also with Bond after rain simulation high amounts of mancozeb were washed off. Mancozeb with Bond in potato resulted in less late blight incidence than with spraying mancozeb without adjuvants. Overall the adjuvant Bond performed better than Indostick in terms of mancozeb retention on both potato and onion leaves . Indostick had good spreading properties that under dry conditions resulted in higher mancozeb residue levels in onion. Under rainy conditions the effect of Indostick on mancozeb residues was not or only slightly better than mancozeb without adjuvant.

Door de vergrijzing zal de emissie van geneesmiddelen en röntgencontrastmiddelen naar het oppervlaktewater toenemen. De effecten van toenemende emissies op de waterkwaliteit worden versterkt bij lage rivierafvoeren, die naar verwachting steeds vaker en langduriger zullen optreden in een veranderend klimaat. In deze studie zijn prognoses gemaakt van de toekomstige concentraties van een aantal relevante organische microverontreinigingen in de Rijn en Maas in het jaar 2050. De voorspelde concentraties van diverse geneesmiddelen en röntgencontrastmiddelen in de Rijn en de Maas overschrijden de ERM-streefwaarden voor oppervlaktewater als bron van drinkwater. Sporen van enkele organische microverontreinigingen kunnen doordringen in het drinkwater.

De Nederlandse stroomgebiedbeheerplannen voor de periode 2016-2021 zijn in december 2015 vastgesteld. Het PBL heeft op verzoek van het ministerie van Infrastructuur en Milieu (IenM) op basis van metingen en modelberekeningen geëvalueerd of de voorgestelde maatregelen in de plannen en het vijfde nitraatactieprogramma afdoende zijn om de gestelde doelen voor 2027 te halen. Het voorliggende rapport is een vervolg op de in mei 2015 door het PBL gepubliceerde tussentijdse rapportage (PBL 2015). Nieuw in dit eindrapport zijn onder andere de onderdelen verontreinigende stoffen en rijkswateren, waarvoor destijds nog geen gegevens beschikbaar waren. Ook nieuw zijn de resultaten van een analyse waarin op basis van meetgegevens de toestand en trend in het verleden zijn bepaald.

TOXSWA calculates exposure concentrations of plant protection products in water and in sediment and isused in risk assessment studies of aquatic organisms. Replacement of the TOXSWA 1.2 software by the morerecent FOCUS_TOXSWA software for use with the NL standard scenarios was investigated. The impact of thereplacement on the calculated exposure concentrations of parent compounds and of metabolites wasdetermined. For parent substances the calculated exposure concentrations of the two TOXSWA versions wereequivalent. Due to a different way to simulate metabolites, the differences in exposure concentrationscalculated by the two versions can be large. For the simulation of metabolite substances two approaches aregiven to handle situations where the formation fraction is not known. TOXSWA berekent blootstellingsconcentraties van gewasbeschermingsmiddelen in water en in sediment voorde risicobeoordeling van aquatische organismen. Onderzocht is of de TOXSWA 1.2 software kan wordenvervangen door de meer recente FOCUS_TOXSWA software om te gebruiken met de NL standaardscenario’s.De invloed van vervanging van TOXSWA 1.2 door FOCUS_TOXSWA 4.4.3 op de berekende blootstellingsconcentratiesvan moederstoffen en van metabolieten is bepaald. De berekende blootstellingsconcentratiesvoor moederstoffen met de twee TOXSWA-modelversies kwamen overeen. Door het verschil in methodiekvan het simuleren van metabolieten kunnen er grote verschillen zijn in de berekende blootstellingsconcentratiesvoor metabolieten berekend door de twee modelversies. Om metabolieten te simuleren,worden twee methoden gegeven voor gevallen waarin de vormingsfractie van de metaboliet niet bekend is.

In the EU the risk of leaching of plant protection products is assessed according to the new regulation 1107/2009. For the assessment of this risk the FOCUS Groundwater scenarios have been developed. The PEARL model is one of the models that can be used to calculate the leaching concentration in groundwaterfor these scenarios. At the national level, the GeoPEARL model is used to assess the 90th percentile in space of the plant protection product in its area of use. In this report a description is given of all processes considered to describe the fate of the plant protection product in the plant-soil system, such as transport inthe soil matrix and in the macropore domain of the soil, transformation, volatilisation and sorption in soil, and processes at the plant canopy (volatilisation, penetration into the plant tissue and phototransformationon the plant surface). The PEARL model is integrated with the hydrological model SWAP. This report describes the most important processes to describe the hydrology of the soil system. Furthermore, the recent additions of the PEARL model for paddy rice systems, as well as those to simulate the fate ingreenhouse systems are also presented.

Dutch greenhouse horticulture has to treat all discharged water from soilless cultivations for the removal of plant protection products, to meet the new Dutch Directive Hoofdlijnenakkoord (2015). Building on previous research, (1) the life span of activated carbon filters, (2) the effect of increasing concentrations of plant protection products on the removal efficacy of ozone and the removal efficacy of (3) multimedia filtration and (4) ultrasonic water treatment have been investigated. It turned out to be difficult to design an active carbon based water treatment system capable of durable treatment of greenhouse discharge water: organic and mineral material in the water blocked the pores, thereby clogging the filter system and causing leakage by pressure build-up. Activated carbon filtration (granular activated carbon, 48 min contact time, 50 μm prefiltration with sand filter) achieved a removal efficacy of >95% for up to 430 bed volumes treated. Combination with advanced oxidation improved the removal efficacy, but the removal time of the filter could not be determined due to leakage. The removal efficacy of ozone oxidation remained >98%, even at increased concentrations (factor 10 and 100) of plant protection products in the untreated water. The multimedia filter removed 75% of the plant protection products by adsorption, biological breakdown within the filter was not determined. Treatment of the water with ultrasonic waves hardly had any effect (maximum 30% efficacy) on the breakdown. De Nederlandse glastuinbouw moet, om te voldoen aan nieuwe NL wetgeving (Hoofdlijnenakkoord Ministeries en LTO Glaskracht Nederland) het te lozen drain(age)water en sommige soorten filterspoelwater (hierna lozingswater) behandelen voor de verwijdering van gewasbeschermingsmiddelen. Voortbouwend op eerder onderzoek is in dit onderzoek (1) de levensduur van actief koolfilters, (2) het effect van verhoogde concentraties gewasbeschermingsmiddelen op het zuiveringsrendement van ozon, en de zuiveringsrendementen van (3) een multimediafilter en (4) ultrasone behandeling vastgesteld. Het blijkt lastig om een systeem te ontwerpen op basis van actief koolstof dat in staat is om lozingswater van de glastuinbouw te behandelen: door de organische en minerale vervuilingen ontstond verstopping en daarna lekkage aan de systemen. Voor actief koolfiltratie (granulair actief kool, contacttijd 48 minuten, 50μm voorfiltratie met zandfilter) werd het zuiveringsrendement van een actief koolfilter bij 430 behandelde bedvolumina voor de eerste stof lager dan 95%. Combinatie met geavanceerde oxidatie verbeterde het zuiveringsrendement, maar door lekkage was het niet mogelijk om het doorslagmoment vast te stellen. Oxidatie met ozon gaf ook bij verhoging (factor 10 en factor 100) van de concentraties gewasbeschermingsmiddelen in het te behandelen water een zuiveringsrendement van >98% voor alle werkzame stoffen uit Standaard Water I. Een multimediafilter haalde een zuiveringsrendement van 75% (gemiddeld over de 12 werkzame stoffen) door adsorptie, biologische afbraak in dit filter is niet vastgesteld. Behandeling van water met ultrasone geluidsgolven had nauwelijks effect (maximaal 30% voor een enkele werkzame stof) op de afbraak van gewasbeschermingsmiddelen.

Onkruidbestrijding in grasland verplaatst zich van het voorjaar naar het najaar. De groeiende belangstelling voor grasteelt onder veehouders heeft daar mee te maken. ‘Onkruidbestrijding hoort bij beter graslandmanagement’, aldus Hilfred Huiting van PPO.

SAGCOT, the ‘Southern Agricultural Growth Corridor of Tanzania’, is a coordinated initiative to boost agricultural output in southern Tanzania through public and private investment, to improve food security, reduce rural poverty and sustain the environment. The ‘Sustainability and Inclusion Strategy for Growth Corridors in Africa’ (SUSTAIN-Africa) programme by the International Union for Conservation of Nature (IUCN) develops and demonstrates climate resilient solutions for water security and inclusive land resource and agricultural development in growth corridors and areas of intensive economic development in Africa. To develop an efficient, competitive and sustainable agricultural sector in SAGCOT, possible adverse effects of pesticide use need to be addressed and minimized. For this purpose a scoping study was conducted, consisting of a literature survey, a scoping mission and a stakeholder workshop. The study revealed that there are many issues related to pesticide management and pesticide risks that need attention when the SAGCOT is further developed and pesticide use increases. The most important recommendations of the study are (1) better implementation and enforcement of current rules and regulations for pesticides, (2) training and awareness creation for pesticide users, (3) creation of a multi-stakeholder platform for exchange on best pest and pesticide management practices in the SAGCOT, (4) a regulatory body at the local government authority level to enforce/monitor pesticide management and life cycle, and (5) development of a monitoring and evaluation framework on pesticides for the SAGCOT.

A demonstration was set-up to compare emission free cultivation with a traditional growing method. Goal was to achieve a comparable yield and quality. Essential differences were disinfection of rainwater, ring pipes for drip irrigation, no discharge of first drain in cultivation, a filter without rinsing and weekly analysis of the nutrient solution. It appeared that production and quality were similar as were other climate parameters. Water use was higher in emission free crop, discharge was 4% in traditional crop realizing 152 kg N discharge per ha per year, which was more than the allowed 133 kg. Specific end cultivation strategy is useful to decrease nitrogen and phosphate stored in slabs and stock containers.

The current increase in application rate and usage frequency of application of pesticides in Ethiopia pose direct risks to surface water aquatic organisms and humans and cattle using surface water as a source of drinking water in rural parts of the country. A model based risk assessment as currently being used in Europe and elsewhere in the world is tailored to the Ethiopian situation to quantify the risks. Suitability of toxicity data used as an input for risk assessment usually taken from the temperate world was checked through simple toxicity testing of Ethiopian aquatic macroinvertebrates. Subsequent monitoring activities to see the actual residue levels of pesticides in rivers and temporary ponds adjacent to extensive farming activities was also done and results compared with model prediction values. Combining all this knowledge is believed to bring the current pesticide registration system in Ethiopia one step closer to be a more reliable method, protecting non-target organisms as well as the health of humans at risk.

Een demonstratieteelt is opgezet om emissieloos telen te vergelijken met een gangbare manier van telen met regelmatig lozen. Productie en kwaliteit moesten op hetzelfde niveau uitkomen. Essentiële verschillen waren ontsmetting regenwater, ringleiding voor druppelbevloeiing, geen lozing van eerste drain in de teelt, een filter zonder spoelwater en wekelijkse analyse van de voedingsoplossing. Productie en kwaliteit waren bij jaarrondteelt paprika vergelijkbaar, evenals klimaatparameters en EC, pH. Waterverbruik was in emissieloze teelt hoger. Spui bedroeg in gangbare teelt 4% ofwel 152 kg N per ha, dit was meer als beoogd. Een einde teeltstrategie met minder stikstof en fosfaat zorgt voor minder restvloeistof aan einde teelt.

Pesticide use and off-site risk assessment: a case study of glyphosate fate in Chinese Loess soil Xiaomei Yang Abstract: Repeated applications of pesticide may contaminate the soil and water, threatening their quality within the environmental system and beyond it through water erosion related processes and leaching. Taking into account the situation of intense farming, pesticide use and erosion in China, and in the loess area in particular, this study aims to further the science of pesticide risk assessment by increasing the understanding of the fate of glyphosate and its main metabolite AMPA while also assessing their risks related to soil erosion in Chinese loess soil. Four main objectives are conducted: 1) Assessment of farmers’ knowledge and awareness of pesticide use in the Wei River catchment In this study, we presented the information for the knowledge and awareness of pesticide risks via face-to-face interview among farmers (209) and retailers (20) in two rural regions (Qianyang County (S1) and Chencang County (S2)) of the Wei River catchment in China where the modes of farming and the state of erosion are very different. The results showed that farmers learned about the use and risk related to of pesticide use mainly by oral communication (p70%) was the most common mode of personal hygiene after spraying, comparing to wearing masks, showering, and changing clothes. Regarding to dealing with the packages or containers of pesticide, farmers dumped them directly onto the land or into water, and over 85% of farmers claimed to use illegal pesticides. Compared to farmers, pesticide retailers were well-informed and highly conscious of their responsibility for the safe use of pesticides. While emphasis is often on the correct and efficient application of pesticides, the risk associated with application of pesticides receives less attention. Those working with pesticides need to know about occupational pesticide exposure and health risks, both for themselves as well as people living in the vicinity of places where pesticides are used. The Practical Training Centre Horticulture Kenya (PTC Horticulture) offers hands-on trainings to the horticultural sector. This manual is developed for PTC Horticulture and is about the safe and responsible use of pesticides – a guide for trainers who have to deliver trainings on ‘Occupational Pesticide Exposure & Health’ and ‘Safe & Responsible Handling of Pesticides’. This manual guides the trainers through the material, provides background and tips to the content and gives suggestions for practical assignments.

In the EU the risk of leaching of plant protection products is assessed according to the new regulation 1107/2009. For the assessment of this risk the FOCUS Groundwater scenarios have been developed. The PEARL model is one of the models that can be used to calculate the leaching concentration in groundwaterfor these scenarios. At the national level, the GeoPEARL model is used to assess the 90th percentile in space of the plant protection product in its area of use. In this report a description is given of all processes considered to describe the fate of the plant protection product in the plant-soil system, such as transport inthe soil matrix and in the macropore domain of the soil, transformation, volatilisation and sorption in soil, and processes at the plant canopy (volatilisation, penetration into the plant tissue and phototransformationon the plant surface). The PEARL model is integrated with the hydrological model SWAP. This report describes the most important processes to describe the hydrology of the soil system. Furthermore, the recent additions of the PEARL model for paddy rice systems, as well as those to simulate the fate ingreenhouse systems are also presented.
