Although the quantitative performance of national R&D projects in Korea has increased along with budgetary investments, the qualitative performance of these projects needs improving. In 2014, a new performance evaluation system using qualitative indicators was introduced for national R&D projects, and quantitative performance indicators of evaluated projects were converted into qualitative ones. This paper used quantitative empirical analysis based on the difference-in-difference (DID) technique to examine the relationship between individual projects' performance and the new qualitative evaluation system, to estimate whether the quality of papers and patents increased after the introduction of the new system. The estimation showed that the system had a statistically significant effect on the quality of papers. On the other hand, there was no statistically significant effect on the quality of patents. The study utilizes bibliometrics to explore papers and patents in the field of fuel cell to examine the scientific and technical development in the area. The research data were retrieved from the WOS database and USPTO patent data from the period between 1991 and 2010, which consists of 20,758 papers and 8,112 patents. The authors analyzed numbers of papers and patents to examine the trends in the papers and patents in different countries, organizations and individuals. The results indicate upward growth in both papers and patents in fuel cell, with a higher growth rate for papers. The study shows that major paper and patent output are concentrated in a small number of countries. An imbalance exists between the number of papers published and the patents granted in organizations. The organizations that published papers and patents vary in type and category. Very few individual researchers are able to produce high numbers of both papers and patents. [ABSTRACT FROM AUTHOR]

Abstract: Progress of carbon nanotube (CNT) research and development in terms of published papers and patents is reported. Developments concerning CNT structures, synthesis, and major parameters, in terms of the published documents are surveyed. Publication growth of CNTs and related fields are analyzed for the period of 2000–2010. From the explored search term, “carbon nanotubes”, the total number of papers containing the CNT concept is 52,224, and for patents is 5,746, with a patent/paper ratio of 0.11. For CNT research in the given period, an annual increase of 8.09% for paper and 8.68% for patents are resulted. Published papers for CNT, CVD and CCVD synthesis parameters for the period of 2000–2010 are compared. In other research, publications for CNT laser synthesis, for the period of 2000–2010, are reviewed. Publications for major laser parameters in CNT synthesis for the period of 2000–2010 are described. The role of language of the published references for CNT research for the period of 2000–2010 is also investigated. Published papers/patents in English, Japanese, Chinese, Russian, German, French, Polish, and Spanish languages are compared. As expected, the number of paper/patent publications in English dominates other languages. [Copyright &y& Elsevier]

Abstract: Under the National Innovation System (NIS) framework, knowledge stock has been recognized as a key factor for enhancing national innovative capabilities. However, despite the importance of patents and papers for measuring knowledge, previous research has not fully utilized patent and paper databases, and has instead relied on research and development (R&D) data. Therefore, in this research, I introduce a way to utilize both types of useful data when measuring industrial knowledge stocks. As primary data sources, the United States Patent and Trademark Office (USPTO) Web site for patents and the science citation index (SCI) for papers are used. In the case of Korea, the amount of knowledge stock proxied by patents and papers is different from that proxied by R&D, which indicates in turn that using a single indicator such as R&D may be misleading. Although the result may vary depending on the selected nation, the proposed method will be useful for gauging knowledge stocks in a more complementary way. [Copyright &y& Elsevier]
