This open access book analyses the global diffusion of social policy as a process driven by multiplex ties between countries in global social networks. The contributions analyze links between countries via global trade, colonial history, similarity in culture, and spatial proximity. Networks are viewed as the structural backbone of the diffusion process, and diffusion is anlaysed via several subfields of social policy, in order to interrogate which network dimensions drive this process. The focus is on a global perspective of social policy diffusion via networks, and it is the first book to explicitly follow this macro-quantitative perspective on diffusion at a global scale whilst also comparing different networks. The collection tests the network structures in terms of their relevance to the diffusion process in different subfields of social policy such as old age and survivor pensions, labor and labor markets, health and long-term care, education and training, and family and gender policy. The book will therefore be invaluable to students and researchers of global social policy, sociology, political science, international relations, organization theory and economics.

This open access book centres on the advisory roles of political scientists in Europe. Based on a cross-national survey, the book offers a comparative analysis of the viewpoints and activities of university-based political scientists on external engagement. Political scientists in Europe appear more extrovert as academics than sometimes thought. In their professional functioning they engage in delivering knowledge and advice to all kinds of stakeholders in the policy process. This open access book discusses the socio-political context of the COVID-19 crisis and questions the management of the pandemic emergency with special reference to how this affected the governance of migration and asylum. The book offers critical insights on the impact of the pandemic on migrant workers in different world regions including North America, Europe and Asia. The book addresses several categories of migrants including medical staff, farm labourers, construction workers, care and domestic workers and international students. It looks at border closures for non-citizens, disruption for temporary migrants as well as at special arrangements made for essential (migrant) workers such as doctors or nurses as well as farmworkers, ‘shipped’ to destination with special flights to make sure emergency wards are staffed, and harvests are picked up and the food processing chain continues to function. The book illustrates how the pandemic forces us to rethink notions like membership, citizenship, belonging, but also solidarity, human rights, community, essential services or ‘essential’ workers alongside an intersectional perspective including ethnicity, gender and race.

This open access book presents a discussion on human rights-based attributes for each article pertinent to the substantive rights of children, as defined in the United Nations Convention on the Rights of the Child (UNCRC). It provides the reader with a unique and clear overview of the scope and core content of the articles, together with an analysis of the latest jurisprudence of the UN Committee on the Rights of the Child. This Open Access book provides detailed information about the incoming Mexican Emissions Trading System, including an analysis on why the system was implemented, how the system was designed, how it operates, how it could work, and how it could be strengthened by 2023 when it will be formally launched. This document is aimed at those who want to understand how an ETS can operate in an emerging economy. Although it has been written for experts and non-experts, this book does not provide the underlying theory of market-based instruments and emissions trading systems in general. The book can be read from start to finish, but can also be used as a reference for specific components of regional ETSs. The book draws upon a meticulous study of background documents and fieldwork from different authors to tell the story of how a Mexican ETS, the first of its kind in Latin America, can be set in the country. The emissions trading system cover many greenhouse gas emissions and has been hailed as one of the cornerstones of the Mexican climate policy. The book also examines and explains how the ETS is designed and implemented.

This is an open access book. This book offers the first overview of the ‘wicked problems’ literature, often seen as complex, open-ended, and intractable, with both the nature of the ‘problem’ and the preferred ‘solution’ being strongly contested. It contextualises the debate using a wide range of relevant policy examples, explaining why these issues attract so much attention. There is an increasing interest in the conceptual and practical aspects of how ‘wicked problems’ are identified, understood and managed by policy practitioners. The standard public management responses to complexity and uncertainty (including traditional regulation and market-based solutions) are insufficient. Leaders often advocate and implement ideological ‘quick fixes’, but integrative and inclusive responses are increasingly being utilised to recognise the multiple interests and complex causes of these problems. This book uses examples from a wide range of social, economic and environmental fields in order to develop new insights about better solutions, and thus gain broad stakeholder acceptance for shared strategies for tackling ‘wicked problems’.

This open access book investigates the complexity and the modalities of securitization of migration and border control at the EU level. It discusses and compares how different EU institutions and agencies have been deploying different logics of security, e.g. humanitarianism or management of risk, while framing increased migratory flows and so called migration crisis as a security problem. The book argues that the (re)development of EU migration and border control policies in response to increased migratory flows of 2015 have revealed an increasingly tangled nature of securitization of migration in the EU. This is reflected in the intertwining of security logics where migrants and human mobility tend to be securitized through different, sometimes multiple, interpretative lenses at different stages of policy framing. From a theoretical point of view, the book develops a fresh analytical perspective that further contributes to burgeoning discussion on securitization theory. By bridging the literature on policy framing and securitization it makes a significant contribution to the debates on both securitization and migration. As such this book is of great interest to students, academics, policy makers and all those working in the fields of EU politics, migration, security, and international relations.

This open access book is about mismanagement of public agencies as a threat to life and limb. Collapsing bridges and buildings kill people and often leave many more injured. Such disasters do not happen out of the blue nor are they purely technical in nature since construction and maintenance are subject to safety regulation and enforcement by governmental agencies. This book analyses four relevant cases from Australia, New Zealand, the USA and Germany. Arguing that, while preventing disaster through public oversight is essentially easy, the difficult part for public officials and private contractors and consultants alike is to resist incentives that threaten professional skills and standards. Rather than stressing well-known pathologies of bureaucracy as a potential source of disaster, this book argues, learning for the sake of prevention should aim at neutralizing threats to integrity and strengthening a sense of responsibility among public officials.

This open access book provides an analysis of the functioning, consequences and inherent limitations of internalised immigration control. By adopting the perspective of irregular residents as well as local service providers, the book sheds new light on the intricate mechanisms that either help or hinder the diffusion of immigration control into concrete institutional settings, like schools or hospitals. A simple and innovative analytical framework enables the systematic comparison of three different spheres of service provision across two distinct local as well as also national contexts. This is necessary to understand the complex interplay between formal law and policy, the intrinsic rules and logics operating within institutions, and the ethical or practical obligations and constraints attached to particular roles and professions. Based on empirical findings and rigorous analysis, the book argues that internalised control is part of the problem that irregular migration poses for society, rather than constituting a potential solution to it.

It explores the vulnerabilities that arise for female citizens from the contradictory policies produced by the Albanian state. Rather than asking what quantification is, New Politics of Numbers explores what quantification does, its manifold consequences in multiple domains. This open access book presents the first step towards building socio-life science, a field of science investigating humans in such a way that both social and life-scientific factors are integrated. Because humans are both living and social creatures, a human action can never be understood fully without knowing both the biological traits of a person and the social scientific environments in which he exists. With this consideration, the editors of this book have initiated a research project promoting a deeper and more integrated understanding of human behavior and human health. This book aims to show what can, and could be, achieved through our interdisciplinary project. One important product is the newly formed three-party collaboration between Pasteur Institut, Kyoto University, and the Research Institute of Economy, Trade and Industry. Covering many different fields, including medicine, epidemiology, anthropology, economics, sociology, demography, geography, and policy, researchers in these institutes, and many others, present their studies on the COVID-19 pandemic. Although based on different methodologies, the studies show the importance of behavioral change and governmental policy in the fight against a huge pandemic. The book explains the unique genome cohort–panel data that the project builds to study social and life scientific aspects of humans.

This open access monograph provides an overview of the everyday lives of undocumented migrants, thereby focusing on housing, employment, social networks, healthcare, migration trajectories as well as their use of the internet and social media. Although the book’s empirical focus is Finland, the themes connect the latter to broader geographical scales, reaching from global migration issues to the EU asylum policies, including in the post-2015 situations and during the COVID-19 pandemic, as well as from national, political, and societal issues regarding undocumented migrants to the local challenges, opportunities, and practices in municipalities and communities. The book investigates how one becomes an undocumented migrant, sometimes by failing the asylum process. The book also discusses research ethics and provides practical guidelines and reflects on how to conduct quantitative, qualitative, and mixed methods research about undocumented migrants. Finally, the book addresses emerging research topics regarding undocumented migrants. Written in an accessible and engaging style the book is an interesting read for students, scholars, policymakers, and practitioners.

This open access book draws a theoretically productive triangle between urban studies, theories of cosmopolitanism, and migration studies in a global context. It provides a unique, encompassing and situated view on the various relations between cosmopolitanism and urbanity in the contemporary world. Drawing on a variety of cities in Latin America, Europe, Asia, Africa and North America, it overcomes the Eurocentric bias that has marked debate on cosmopolitanism from its inception. The contributions highlight the crucial role of migrants as actors of urban change and targets of urban policies, thus reconciling empirical and normative approaches to cosmopolitanism. By addressing issues such as cosmopolitanism and urban geographies of power, locations and temporalities of subaltern cosmopolites, political meanings and effects of cosmopolitan practices and discourses in urban contexts, it revisits contemporary debates on superdiversity, urban stratification and local incorporation, and assess the role of migration and mobility in globalization and social change.

This open access book asks whether cash-transfer programs for very low-income households promote social and economic citizenship and, if so, under what conditions. To this end, it brings together elements that are too often considered separately: the transformation of social and economic citizenship rights in a market-centered context, and the increasing popularity of cash transfer as an instrument both of social policy and humanitarian action. We link these by juxtaposing theoretical treatment of citizenship and inclusion with concrete policy case studies set in contemporary Turkey. Cases are taken both from domestic social policy and international relief efforts aimed at Syrian refugees. Theoretical discussion and case studies lead to the conclusion that cash transfer programs can promote economic and social inclusion – if deployed at an appropriate scale; if sufficient financial, technical, and social resources are available; and if program design and implementation promotes market inclusion of beneficiaries both as consumers and workers.

This open access book attends to the co-creation of digital public services for ageing societies. Increasingly public services are provided in digital form; their uptake however remains well below expectations. In particular, amongst older adults the need for public services is high, while at the same time the uptake of digital services is lower than the population average. One of the reasons is that many digital public services (or e-services) do not respond well to the life worlds, use contexts and use practices of its target audiences. This book argues that when older adults are involved in the process of identifying, conceptualising, and designing digital public services, these services become more relevant and meaningful. The book describes and compares three co-creation projects that were conducted in two European cities, Bremen and Zaragoza, as part of a larger EU-funded innovation project. The first part of the book traces the origins of co-creation to three distinct domains, in which co-creation has become an equally important approach with different understandings of what it is and entails: (1) the co-production of public services, (2) the co-design of information systems and (3) the civic use of open data. The second part of the book analyses how decisions about a co-creation project’s governance structure, its scope of action, its choice of methods, its alignment with strategic policies and its embedding in existing public information infrastructures impact on the process and its results. The final part of the book identifies key challenges to co-creation and provides a more general assessment of what co-creation may achieve, where the most promising areas of application may be and where it probably does not match with the contingent requirements of digital public services. Contributing to current discourses on digital citizenship in ageing societies and user-centric design, this book is useful for researchers and practitioners interested in co-creation, public sector innovation, open government, ageing and digital technologies, citizen engagement and civic participation in socio-technical innovation.

This open access book offers an innovative account of how relief organizations’ visual depiction of Syrian displacement contributes to reproduce and reinforce a securitized account of refugees. Through visual analysis, the book demonstrates how the securitization process takes place in three different ways. First of all, even if marginally, it occurs through the reproduction of mainstream media and political accounts that have depicted refugees in terms of threats. Secondly, and more consistently, through a representation of Syrian displaced people that, despite the undeniable innovative aesthetic patterns focusing on dignity and empowerment, continue to reinforce a visual narrative around refugees in terms of victimhood and passivity. The reproduction of a securitized account takes also place through the dialectic between what is made visible in the pictures and what is not. At the same time the book identifies visual glimmers and minor displacements in the humanitarian discourse that have the potentiality to produce alternative discourses on refugees and displacement beyond the mainstream securitized ones. By showing how relief organizations’ visual representation contributes to the securitization of the refugee issue, this book provides a great resource to students and academics in migration, visuality, humanitarianism and securitization, as well as social scientists and policy-makers.

This open access book discusses advances in semantic interoperability for materials modelling, aiming at integrating data obtained from different methods and sources into common frameworks, and facilitating the development of platforms where simulation services in computational molecular engineering can be provided as well as coupled and linked to each other in a standardized and reliable way. The Virtual Materials Marketplace (VIMMP), which is open to all service providers and clients, provides a framework for offering and accessing such services, assisting the uptake of novel modelling and simulation approaches by SMEs, consultants, and industrial R&D end users. Semantic assets presented include the EngMeta metadata schema for research data infrastructures in simulation-based engineering and the collection of ontologies from VIMMP, including the ontology for simulation, modelling, and optimization (OSMO) and the VIMMP software ontology (VISO).

This open access book makes a case for a socially inclusive energy transition and illustrates how engineering and public policy professionals can contribute to shaping an inclusive energy transition, building on a socio-technical systems engineering approach. Accomplishing a net-zero greenhouse gas emissions economy in 2050 is a daunting challenge. This book explores the challenges of the energy transition from the perspectives of technological innovation, public policy, social values and ethics. It elaborates on two particular gaps in the design of public policy interventions focused on decarbonization of the energy system and discusses how both could be remedied. First, the siloed organization of public administration fails to account for the many interdependencies between the energy sector, the mobility system, digital infrastructure and the built environment. Cross-sector coordination of policies and policy instruments is needed to avoid potentially adverse effects upon society and the economy, which may hamper the energy transition rather than accelerate it. Second, energy and climate policies pay insufficient attention to the social values at stake in the energy transition. In addressing these gaps, this book intends to inspire decision makers engaged in the energy transition to embrace the transition as an opportunity to bring a more inclusive society into being.

This Open Access book from the Netherlands Scientific Council for Government Policy explains how money creation and banking works, describes the main problems of the current monetary and financial system and discusses several reform options. This two-volume open-access book offers a theoretically and empirically-grounded portrayal of the experiences of people claiming international protection in Europe on the basis of their sexual orientation or gender identity (SOGI). It shows how European asylum systems might and should treat asylum claims based on people’s SOGI in a fairer, more humane way. Through a combined comparative, interdisciplinary (socio-legal), human rights, feminist, queer and intersectional approach, this book examines not only the legal experiences of people claiming asylum on grounds of their SOGI, but also their social experiences outside the asylum decision-making framework. The authors analyse how SOGI-related claims are adjudicated in different European frameworks (European Union, Council of Europe, Germany, Italy and UK) and offer detailed recommendations to adequately address the intersectional experiences of individuals seeking asylum. This book discusses the concepts, types, models, and patterns of Japan’s Hometown Tax Donation Payment system, to provide a clear picture of this newly developed unique and innovative fund-raising tool used by municipalities. It also sheds light on the influences that reciprocal gifts provided by each municipality to donors have on local economies by reviewing empirical works and surveys targeting local business owners and local financial institutions. A distinguishing feature of the book is that it introduces a new social finance mechanism that is unique to the Japanese market and could provide policy implications for small and medium-sized enterprises (SMEs) as well as regional development. Furthermore, the book explores the efficacy of the demand–pull approach to support-strengthening SMEs, especially in rural areas. Finally, the book identifies some lessons learned from the system with a view toward advancing research on this phenomenon and making the system efficient and sustainable. This open access book represents one of the key milestones of PoliVisu, an H2020 research and innovation project funded by the European Commission under the call “Policy-development in the age of big data: data-driven policy-making, policy-modelling and policy-implementation”. It investigates the operative and organizational implications related to the use of the growing amount of available data on policy making processes, highlighting the experimental dimension of policy making that, thanks to data, proves to be more and more exploitable towards more effective and sustainable decisions. The first section of the book introduces the key questions highlighted by the PoliVisu project, which still represent operational and strategic challenges in the exploitation of data potentials in urban policy making. The second section explores how data and data visualisations can assume different roles in the different stages of a policy cycle and profoundly transform policy making.

This open access book offers an analysis of why preparations for digital disruption should become a stated goal of security policy and policies that aim to safeguard the continuity of critical infrastructure. The increasing use of digital technology implies new and significant vulnerabilities for our society. However, it is striking that almost all cyber-security measures taken by governments, international bodies and other major players are aimed at preventing incidents. But there is no such thing as total digital security. Whether inside or outside the digital domain, incidents can and will occur and may lead to disruption. While a raft of provisions, crisis contingency plans and legal regulations are in place to deal with the possibility of incidents in the ‘real world’, no equivalence exists for the digital domain and digital disruption. Hence, this book uniquely discusses several specific policy measures government and businesses should take in order to be better prepared to deal with a digital disruption and prevent further escalation.

This open access book analyzes the transition toward a low-carbon energy system in Europe under the aspects of flexibility and technological progress. By covering the main energy sectors – including the industry, residential, tertiary and transport sector as well as the heating and electricity sector – the analysis assesses flexibility requirements in a cross-sectoral energy system with high shares of renewable energies. This open access book explores a special species of trouble afflicting modern societies: creeping crises. These crises evolve over time, reveal themselves in different ways, and resist comprehensive responses despite periodic public attention. As a result, these crises continue to creep in front of our eyes. This book begins by defining the concept of a creeping crisis, showing how existing literature fails to properly define and explore this phenomenon and outlining the challenges such crises pose to practitioners. Drawing on ongoing research, this book presents a diverse set of case studies on: antimicrobial resistance, climate change-induced migration, energy extraction, big data, Covid-19, migration, foreign fighters, and cyberattacks. Each chapter explores how creeping crises come into existence, why they can develop unimpeded, and the consequences they bring in terms of damage and legitimacy loss. The book provides a proof-of-concept to help launch the systematic study of creeping crises. Our analysis helps academics understand a new species of threat and practitioners recognize and prepare for creeping crises.

In diesem Open-Access-Buch setzt sich Malte Kleinschmidt mit der Frage auseinander, wie politische Bildung zu einer Dekolonisierung beitragen kann. Nicht erst durch die Auseinandersetzungen um Black Lives Matter wird deutlich, dass Rassismus und Kolonialität nicht als Phänomene der Vergangenheit abgetan werden können. Anhand von der Analyse von 44 Interviews mit Schüler_innen von 9. Klassen an Hauptschulen und Gymnasien wird herausgearbeitet, wie diese Phänomene die Lebenswelt der Schüler_innen prägen. In den subjektiven Sinnbildungen der Lernenden werden zum einen koloniale Muster reproduziert, sie aber zum anderen auch massiv infrage gestellt. Diese Vorstellungen dienen als Ausgangspunkt, um dekoloniale Impulse für eine radikaldemokratisch verstandene politische Bildung zu entwickeln. Vor diesem Hintergrund diskutiert Malte Kleinschmidt dekoloniale didaktische Strategien in Bezug auf den erinnerungspolitischen Umgang mit dem historischen Kolonialismus, die koloniale Globalität der Gegenwart, die Verwerfungen des natio-ethno-kulturellen Zugehörigkeitsregimes sowie epistemische Ordnungen der Kolonialität.

This open access volume addresses the role of external actors in social protection in the Global South, from the Second World War until today, analysing the influence of colonial powers, superpowers during the Cold War and contemporary donor agencies. Following an introduction to the analysis of external actors in social policy making in the Global South, the contributions explore which external actors were dominant in the decades after World War II, and how they shaped early and contemporary social protection making in developing countries. The latter half of the collection elucidates important players in the contemporary transnational social policy arena, such as donor organizations and international organizations, and critically evaluates the potential for and limits of the explanatory power of external actors in social protection making in the Global South, considering the relative contribution of external and domestic influences. This open access volume assesses the influence of our changing media environment. Today, there is not one single medium that is the driving force of change. With the spread of various technical communication media such as mobile phones and internet platforms, we are confronted with a media manifold of deep mediatization. But how can we investigate its transformative capability? This book answers this question by taking a non-media-centric perspective, researching the various figurations of collectivities and organizations humans are involved in. The first part of the book outlines a fundamental understanding of the changing media environment of deep mediatization and its transformative capacity. The second part focuses on collectivities and movements: communities in the city, critical social movements, maker, online gaming groups and networked groups of young people. The third part moves institutions and organizations into the foreground, discussing the transformation of journalism, religion, politics, and education, whilst the fourth and final part is dedicated to methodologies and perspectives.

This open access book provides a set of conceptual, empirical, and comparative chapters that apply a public policy perspective to investigate the political and institutional factors driving the use of evidence to inform health policy in low, middle, and high income settings. The work presents key findings from the Getting Research Into Policy (GRIP-Health) project: a five year, six country, programme of work supported by the European Research Council. The chapters further our understanding of evidence utilisation in health policymaking through the application of theories and methods from the policy sciences.
