In the current scientific and political discourse surrounding the transformation of the scientific publication system, significant attention is focused on Diamond Open Access (OA). This article explores the potential and challenges of Diamond OA journals, using Germany as a case study. Two questions are addressed: first, the current role of such journals in the scientific publication system is determined through bibliometric analysis across various disciplines. Second, an investigation is conducted to assess the sustainability of Diamond OA journals and identify associated structural problems or potential breaking points. This investigation includes an in-depth expert interview study involving 20 editors of Diamond OA journals. The empirical results are presented using a landscape map that considers two dimensions: 'monetized and gift-based completion of tasks' and 'journal team size.' The bibliometric analysis reveals a substantial number of Diamond OA journals in the social sciences and humanities, but limited adoption in other fields. The model proves effective for small to mid-sized journals, but not for larger ones. Additionally, it was found that 23 Diamond OA journals have recently discontinued their operations. The expert interviews demonstrate the usefulness of the two dimensions in understanding key differences. Journals in two of the four quadrants of the map exemplify sustainable conditions, while the other two quadrants raise concerns about long-term stability. These concerns include limited funding leading to a lack of division of labor and an excessive burden on highly committed members. Der Beitrag stellt eine umfassende bibliometrische Untersuchung der Entwicklung der Open-Access-Verfügbarkeit wissenschaftlicher Zeitschriftenartikel in Deutschland für den Zeitraum 2010-18 vor. Die Studie gibt damit Einblick, wie sich das Open-Access-Publizieren aus institutioneller Sicht entwickelte, bevor deutschlandweite Open-Access-Rahmenverträge mit großen Wissenschaftsverlagen geschlossen wurden. Ein besonderes Augenmerk der Analyse lag auf der Frage, ob und inwiefern sich die Open-Access-Profile der Hochschulen und außeruniversitären Wissenschaftseinrichtungen in Deutschland voneinander unterscheiden. Auf Grundlage der qualitätsgesicherten Web of Science Datenbank des Kompetenzzentrum Bibliometrie wurden 900,000 Zeitschriftenartikel mit Autorinnen und Autoren deutscher Wissenschaftseinrichtungen identifiziert, die zwischen 2010-18 veröffentlicht wurden. Rund 44% waren zum Zeitpunkt unserer Erhebung im Open Access verfügbar. Jedoch unterscheiden sich die Publikationsprofile sowohl der einzelnen Einrichtungen als auch der Sektoren voneinander. Die Studie zeigt zudem, dass Open-Access-Publikationswege unterschiedlich ausgeprägt sind. The term Open Access not only describes a certain model of scholarly publishing -- namely in digital format freely accessible to readers -- but often also implies that free availability of research results is desirable, and hence has a normative character. Together with the large variety of presently used definitions of different Open Access types, this normativity hinders a systematic investigation of the development of open availability of scholarly literature. In this paper, we propose a non-normative definition of Open Access and its usage as a neutral, descriptive term in bibliometric studies and research on science. To this end, we first specify what normative figures are commonly associated with the term Open Access and then develop a neutral definition. We further identify distinguishing characteristics of openly accessible literature, called dimensions, and derive a classification scheme into Open Access categories based on these dimensions. Additionally, we present an operationalisation method to assign scientific publications to the respective categories in practice. The formal scientific communication system is currently undergoing significant change. This is due to four developments: the digitisation of formal science communication; the economisation of academic publishing as profit drives many academic publishers and other providers of information; an increase in the self-observation of science by means of publication, citation and utility-based indicators; and the medialisation of science as its observation by the mass media intensifies. Previously, these developments have only been dealt with individually in the literature and by science-policy actors. The Future of Scholarly Publishing documents the materials and results of an interdisciplinary working group commissioned by the Berlin-Brandenburg Academy of Sciences and Humanities (BBAW) to analyse the future of scholarly publishing and to make recommendations on how to respond to the challenges posed by these developments. As per the working group’s intention, the focus was mainly on the sciences and humanities in Germany. However, in the course of the work it became clear that the issues discussed by the group are equally relevant for academic publishing in other countries. Forschung und Lehre sind heute in weiten Teilen von elektronischen Informations- und Kommunikationstechnologien durchdrungen, sind also digitalisiert. Ähnliche Verhältnisse prägen die Wissenschaft. Der Beitrag nimmt den erreichten Stand der Entwicklung zum Anlass und schlägt eine Heuristik zur Erfassung wesentlicher Merkmale der Digitalität vor. Er fokussiert dazu exemplarisch auf das formale wissenschaftliche Kommunikationssystem und geht davon aus, dass sich die digitale Informationsinfrastruktur durch die Einbettung in zwei Handlungszusammenhänge auszeichnet: Zu unterscheiden sind das unterstützte Handlungssystem, für das die digitale Infrastruktur Ressourcen bereitstellt, und ein in Organisationen formiertes Expertentum, das für eine Aufrechterhaltung der Infrastruktur sorgt. Diese Überlegungen sind allgemein angelegt und reichen als Analyseraster weit über den illustrierenden Fall hinaus. Im Folgenden interessieren die Beziehungen zwischen der Informationsinfrastruktur und den Trägerorganisationen. Fruchtbar ist hier die Unterscheidung zwischen einer kommerziellen und einer kommunitaristischen Trägerschaft, die als Regime die Gestalt der Infrastruktur prägen. Beim wissenschaftlichen Kommunikationssystem stellen die Regime keine einander ausschließenden Alternativen dar, sondern stehen in einem Spannungsverhältnis. (HoF/Text übernommen)

Das Dokument spricht Empfehlungen zum Publizieren in der Wissenschaft aus und behandelt im Einzelnen die Themenbereiche Digitalisierung, Open Access und bibliometrische Verfahren der Leistungsmessung. Nach einer Bestimmung des Gegenstands werden Prinzipien für ein gutes wissenschaftliches Publikationssystem formuliert und die zentralen Probleme im Bereich des wissenschaftlichen Publizierens analysiert. Daraus werden die einzelnen Empfehlungen abgeleitet. Das Dokument schließt mit einer Kurzfassung der Einzelempfehlungen.

Im Rahmen der Erarbeitung von Empfehlungen zur Zukunft des wissenschaftlichen Publizierens hat die interdisziplinäre Arbeitsgruppe „Zukunft des wissenschaftlichen Kommunikationssystems“ eine Online-Konsultation durchgeführt. Das Verfahren richtete sich an deutschsprachige Wissenschaftlerinnen und Wissenschaftler und hat sie dazu eingeladen, einen Beitrag zu leisten. Ziel war es, ein vielfältiges Meinungsbild aus unterschiedlichen Fachgebieten zu derzeitigen Problemen und Herausforderungen sowie zu wünschenswerten Entwicklungsrichtungen zu bündeln und den Prozess der Erarbeitung von Empfehlungen informieren. Der Bericht dokumentiert das Verfahren und stellt die Ergebnisse zusammen. Dazu wertet er sämtliche Beträge aus und fasst sie zu einem thematisch strukturierten Text zusammen. Er beschränkt sich dabei auf die Darstellung der während der Online-Konsultation vorgebrachten Sichtweisen und Argumente, enthält sich aber einer Bewertung und verzichtet auf weitergehende Schlussforderungen. In the process of developing recommendations concerning the future of scientific publishing the interdisciplinary working group „The Future of the Scientific Communication System” conducted an online consultation. It was directed at German-language scientists inviting them to participate and contribute. Its goal was to accumulate a wide range of perspectives on issues and challenges faced as well as opinions on preferred roads of development. It aimed at representing the diversity of academic fields and eventually informing the process of the working group. This report documents the online consultation and its results. Accordingly it analyzes all contributions and summarizes them in a thematically structured text. The report confines itself to representing the perspectives brought forth during the consultation. It refrains from evaluations and further conclusions.

An der internationalen Open-Access-Woche 2016 vom 24.-28. Oktober war der KOBV erstmalig mit einem Online „Publishing Event“ beteiligt. An fünf aufeinanderfolgenden Tagen erschien täglich eine Sonderausgabe des KOBV- Newsletters zu ausgewählten Open-Access-Themen. Die einzelnen Beiträge sind in dieser Sonderedition als Online-Reader zusammengestellt. Der aktuelle Diskussionsstand zum jeweiligen Thema wird von Expertinnen und Experten in kurzen Übersichtsartikeln vorgestellt und mit Praxistipps ergänzt. Zielgruppe sind vor allem Bibliothekare und Bibliothekarinnen, die sich einen schnellen Überblick zu Open Access verschaffen wollen.
