This study examines the role of Social Financial Grants (SFGs) in poverty reduction in South Africa, focusing on their impact on economic stability and income inequality. Using a structured model, it explores both the direct and mediated effects of SFGs on poverty alleviation. Results indicate that SFGs significantly reduce poverty by decreasing income inequality and enhancing economic stability, key factors in a highly unequal society. Effective administration and expansion of SFGs could further benefit vulnerable populations. The study notes limitations, such as the need for longitudinal data to assess sustainability and attention to regional disparities. Recommendations include integrating SFGs with job training, improving distribution, and reducing stigma. Implications extend beyond South Africa, offering insights for other developing nations. The COVID-19 pandemic has provided important lessons in determining future development strategies for countries whose economies are largely dependent on natural resources. The following study was conducted to analyze the potential for tourism to contribute to economic growth and sustainability of economic development in countries rich in natural resources during the post-resource period. Using data from the Republic of Azerbaijan, a co-integrated regression model was used in the analyses. Findings showed that (1) tourism has a positive effect on economic growth and can play a role in ensuring its sustainability; (2) a decrease in revenues from tourism carries more risk for the economy than revenues from oil (coefficient of variation); (3) if an oil and gas country chooses a tourism-based development path in the post-oil and gas era, it may face very serious challenges (due to the fact that tourism sector is highly vulnerable to direct and indirect events); (4) dominance of the tourism sector in the economy carries more risk than dominance of the oil and gas sector.

The question of whether developing countries should pursue specialization or diversification in export as a driver of sustainable economic growth has been a subject of an intense debate in economic literature. At present, one understanding of the debate, as postulated by Imbs and Wacziarg (2003), is that economies grow through two stages of diversification and concentration as income grows: they initially diversify but re-specialize once a (relatively) high level of income per capita is attained. A U-shaped curve best explains the notion. With Nigeria as a reference country, we employed ARDL procedure and examined the aforementioned exposition over the period 1960-2019. Specifically, the non-monotonic relationship between diversification and growth is examined. In furtherance, we examined the impact of diversification on the effect of non-oil exports on growth. Employing an augmented production-function framework and two distinct measures of diversification, we find, contrary to the Imbs-Wacziarg notion, a monotonic (increasing) relationship between diversification and growth, suggesting that diversification, rather than specialization, continues with growth. Applying a similar framework and five different measures of non-oil exports, we find that the impact of diversification on the effects of agricultural and industrial sectors on growth is higher, as compared to building and construction, wholesale and retail, services sectors.

Regional income inequality is a topic of increasing relevance worldwide that has received considerable scientific attention. However, a clear-cut, comprehensive view has yet to be put forward of the main determinants of regional income inequality. Indeed, the extant empirical literature on the topic has reported differing results. Thus, this study develops a comprehensive meta-analysis using 33 comparable empirical studies spanning 29 years of research, involving 28 main determinants of which the most frequently mentioned were regional development, human capital, manufacturing/industry share, unemployment, financial development, and trade openness. After adjusting for publication bias and heterogeneity in the results reported by the primary studies, we conclude that the not very frequently addressed institutional related determinants (financial development, fiscal policies and public sector size), substantially contribute to reduce within-region income inequality, particularly in lower-income settings. In a smaller extent, human capital and trade openness also mitigate within-region income inequality. We model a contest between two groups of equal sized populations over the division of a group-specific public good. Each group is fragmented into subgroups. Each subgroup allocates effort between production and contestation. Perfect coordination is assumed within subgroups, but subgroups cannot coordinate with one another. All subgroups choose effort allocations simultaneously. We find that the group that is more internally fragmented receives the smaller share of the public good. Aggregate rent-seeking increases when the dominant subgroups within both communities have larger population shares. Any unilateral increase in fragmentation within a group reduces conflict and increases the total income of its opponent. Strikingly, the fragmenting community itself may, however, increase its total income as well, even though its share of the public good declines. Hence, a smaller share of public good provisioning cannot be used to infer a negative income effect on the losing community. [ABSTRACT FROM AUTHOR]

This paper assesses the role of knowledge economy (KE) in African business in 53 countries for the period 1996-2010. The four KE components of the World Bank are employed, notably: education, innovation, economic incentives and institutional regime, and information and communication technology. The business indicators are classified into starting, doing, and ending business. Principal component analysis and panel instrumental variable fixed effect approaches are employed as empirical strategies. The findings which are broadly consistent with intuition and the predictions of economic theory suggest that KE policies will substantially boost the starting and doing of business in Africa. This is relevant in fighting unemployment and improving African competitiveness in global value chains. Policy implications for the relevance of each specific KE dimension in African business are discussed with particular emphasis on the theoretical underpinnings of the study. The investigation is original in its contribution at the same time to the scarce literature on African KE and the growing challenges of improving the business climate of the continent by means of KE. This study intended to discuss the interactive influence of the emergence, transformation and decline of the railway in Kaohsiung Port on urban development, the population, the activities and the economy in the region during the period of 1895–2010, from the perspectives of urban planning, railway development, population and industry. This study used the crossover analysis method, and used the factors of railway development and urban planning, within a fixed time period, to explore the chain dependence relationship among the industry, the population, the regional economy and the railway stations in Kaohsiung city. This study found that urban planning, economic development, railway development and industry have an interactive influence on the overall urban development. Urban planning promotes the rapid growth of the population, and economic development propels the growth and shaping of the regional economy, thus increasing employment opportunities. During the last decades, the widespread growth of information and communication technologies (ICT) has posed incentives to broaden the participation of individuals in social, political and economic dimensions of life. However, utilization of ICT also involves access to technology and infrastructure, and acquisition of skills to deal with innovations and, thus, digital literacy is, primarily, a complementary good. The digital divide expresses inequalities in access and utilization of ICT among individuals and populations in different countries. The study adopts inequalities indexes of Internet access and mobile phone ownership to measure use of ICT goods, accounting for the digital divide in Brazil. The inequality indexes are also split according to main determinants using four nationally representative survey data from 2005 to 2013. Results indicate that the digital divide among individuals is decreasing quite fast among Brazilians over time. However, there is room for policies of mass access to ICT goods based on mobile Internet broadband access. In addition, digital illiteracy, evaluated by lack of education, is one of the main determinants of the digital divide in the country, especially among elderly individuals. [ABSTRACT FROM AUTHOR]

For Keynes, convention is a device used to circumvent uncertainty. For French conventionalists (FCs), convention coordinates behavior in “complex market situations.” Brazilian economist Fabio Erber contributed to this debate by formulating a concept of development convention (DC) and thus making this subject particularly interesting to economists and policymakers in developing countries. Because development refers to long-term structural changes, DCs are identified over the long term. Further, multiple DCs can coexist in a given society; however, only one can be hegemonic or dominant at any particular point in time. DCs can be revealed by examining the historical evidence pertaining to that society. Accordingly, this paper analyzes the Brazilian development experience during the latter half of the twentieth century. There has been a struggle for hegemony between two types of DCs in Brazil: the pro-growth state-led DC and the pro-stability free-market DC. From World War II until the 1970s, the former DC was hegemonic, but it has since been replaced by the pro-stability free-market DC. The conservative conduct of monetary policy in Brazil since the 1990s has been built on the hegemony of the stability convention. This perspective has created space for a research program based on political economy and devoted to the study of Brazilian contemporary monetary policy, which helps explain why Brazil has consistently maintained the world’s highest interest rates for so long. This article reflects upon a comparative analysis of the 28 ‘City Deals’ agreed between UK government, Scottish government and city-regional groupings in England and Scotland since 2011. The City Deals have sought to incentivise local actors to identify and prioritise ‘asks’ of UK and devolved governments, fund, finance and deliver infrastructure and other economic development interventions, and to reform city/city-region governance structures to ‘unlock’ urban growth. Our analysis is based upon 32 in-depth interviews with lead actors in the City Deals, including elected officials from local government, central government officials and policy specialists from think tanks, as well as a secondary literature review. We find that City Deals are reworking the role of the UK state internally and through changed central-local and intra-local (city-regional) relations. Regional and urban public policy is being recast as a process of deal-making founded upon territorial competition and negotiation between central national and local actors unequally endowed with information and resources, leading to highly imbalanced and inequitable outcomes across the UK. As a template for public policymaking in an emergent and decentralising context, deal-making raises substantive and unresolved issues for governance in the UK that are especially pertinent as the new Conservative government at Westminster pledges to widen and broaden this approach as a central component of its future devolution strategy and policy. As strategies for achieving sustainable growth in developing countries are re-examined in light of the financial crisis, it is critical to take into account structural change and its corollary, industrial upgrading. Economic literature has devoted a great deal of attention to the analysis of technological innovation, but not enough to these equally important issues. The new structural economics outlined in this paper suggests a framework to complement previous approaches in the search for sustainable growth strategies. It takes the following into consideration.First, an economy's structure of factor endowments evolves from one level of development to another. Therefore, the optimal industrial structure of a given economy will be different at different levels of development. Each industrial structure requires corresponding infrastructure (both “hard” and “soft”) to facilitate its operations and transactions.Second, each level of economic development is a point along the continuum from a low-income agrarian economy to a high-income industrialized economy, not a dichotomy of two economic development levels (“poor” versus “rich” or “developing” versus “industrialized”). Industrial upgrading and infrastructure improvement targets in developing countries should not necessarily draw from those that exist in high-income countries.Third, at each given level of development, the market is the basic mechanism for effective resource allocation. However, economic development as a dynamic process requires industrial upgrading and corresponding improvements in “hard” and “soft” infrastructure at each level. Such upgrading entails large externalities to firms' transaction costs and returns to capital investment. Thus, in addition to an effective market mechanism, the government should play an active role in facilitating industrial upgrading and infrastructure improvements. [ABSTRACT FROM AUTHOR]
