In this paper, we delve into the opportunities and challenges of implementing municipal renewal as a national policy, especially in the context of local authorities' relationships with anchor institutions, civil society and the social economy. Drawing on the initiation of a national Community Wealth Building policy, as adopted by the Scottish Government in 2021, we review the extant literature to discuss the emerging challenges and opportunities for CWB as a form of 'New' Municipalism. By contrasting and confronting the experiences of social enterprises in two Northern English city regions, and exploring the meaning and implications of difference between two broadly similar locations, this paper argues that what social enterprises can achieve depends as much on the context from which they emerge and operate as on the individuals involved. The findings from the research underpinning this paper reveal that each locality nurtures different relational assets, depending on the nature of the institutions and the community and its culture. These relational assets in turn provide diverse incentives and opportunities for the social economy to develop and grow. [ABSTRACT FROM AUTHOR]

The social care sector has been identified as a potential source of job creation for young people by policymakers, however the quality of such employment opportunities requires closer scrutiny. This study reveals how job creation strategies focused upon sectors such as social care which have high levels of employment insecurity can contribute towards reinforcing patterns of precarious work across Europe. Drawing upon research involving young people and representatives from the sector, this study argues that while attracting new employees is a worthy objective, the capacity of the social care sector to offer secure employment for young people is questionable.
