International relations (IR) scholars have recognized the importance of technology in enabling nongovernmental organizations (NGOs) to build transnational networks and enhance their influence. However, IR scholars have typically focused on elite networks across NGOs, states, and international organizations. This article considers how digital technologies generate new types of networked power between NGOs and their members. Digital tools allow for fast feedback from supporters, rapid surges in mobilization, and more decentralized campaigns. Importantly, in the digital era, NGOs must decide not only which digital platforms to use, but also whether to devolve decision-making to their supporters. Two questions arise: First, do NGO staff or supporters primarily define and produce advocacy content? Second, is the goal of digital activism to broaden or intensify participation? Answers to these questions generate four digital strategies: proselytizing, testing, conversing , and facilitating. These strategies change advocacy practices, but only facilitating strategies open up new forms of networked power based on supporter-to-supporter connections. Digital strategies have profound ramifications for individual organizations, the nature of the advocacy sector, and its power in relation to states, corporations, and other nonstate actors. Timor-Leste's struggle for independence has won it high international profile. Yet there is little known internationally about the role women played in the resistance movement and how independence has affected them. Has democratisation brought women greater freedom and rights? This article argues that some East Timorese women benefited from the construction of a new democratic state by mobilising and unifying in the political space created post-1999. East Timorese women's NGOs allied with international organisations and NGOs to form a campaign against domestic violence. This article takes a constructivist approach, analysing how international norms of women's rights and gender equality have: (1) emerged, (2) reached a tipping point, (3) cascaded and (4) been internalised in a post-conflict, democratising context. Many Australian environmental non-government organisations (NGOs) have campaigned for greater political action and community awareness on human-induced climate change for almost two decades. Australian emissions are the highest per person in the world, yet the Government's response is heavily influenced by the economically-significant fossil fuel industry. NGO campaigners are sceptical of their campaigns' effectiveness. This paper presents three methods for evaluating the effectiveness of NGO climate change campaigns: Moyer's Movement Action Plan, Schumaker's Assessment of Political Effectiveness, and a document analysis of the influence of NGO submissions to climate policy processes. Evaluation is critical for NGO campaigns to improve their effectiveness, and evaluation criteria and methods should ideally be designed in parallel with the campaign strategy. Climate change is a significant environmental, social and environmental problem that has been identified by scientists in consensus internationally. The Australian Government’s response is considered by environmental non-government organisations (NGOs) to be inadequate. NGOs are ‘change agents’ of society, and in this role they are agitating to influence political decision-making on climate change response. This paper outlines the campaign strategies being used by Australian NGOs to attract public and political attention to the issue of climate change. Using seven NGOs as case studies, the archival materials of these organisations were accessed and analysed. Current academic and other literature also was used to reflect on their effectiveness. Four campaign themes and, within these, fifteen activities were identified. The results indicate that the notion of whether NGOs are undertaking an ‘revolutionary’ or ‘incremental’ approach, or any other narrow strategic approach put forward by various scholars is too simple for analysing campaigns: none of the NGOs appear to intentionally favour one type of strategy. The question raised by this finding is whether the NGOs’ current ‘multi-strategic’ approach is effective. This research contributes to filling the information gap with regard to NGO campaign strategies on environmental issues, and highlights the need for further research. [ABSTRACT FROM AUTHOR]
