Integrated water resources management is one of the major bottom-up alternatives that emerged during the 1980s in North America as part of the trend towards more holistic and participatory styles of environmental governance. It aims to protect surface and groundwater resources by focusing on the integrated and collaborative management of land and water resources and interests on a watershed basis. In this paper, we draw on the policy network perspective on governance to shed light on the strengths and weaknesses of watershed-based processes of collaboration and integration for water quality protection in agricultural areas. The policy network perspective focuses on the interaction of actors, institutions and ideas within and among policy sectors to capture the intricacies of the policy process in increasingly complex and fragmented societies. Empirically, this study is based on the analysis of agro-environmental strategies for water quality protection in the Province of Ontario over the last 15 years. The contamination of a rural municipal well in Ontario in 2000, with its tragic consequences, translated into an ongoing pluralistic debate and strong attempts to fundamentally change the provincial policy style for addressing drinking water threats, especially agricultural pollution. Based on our analysis, we suggest that meaningful scales for collaboration and integration of land and water resources and interests at the local level, from the point of view of Ontario's agricultural policy network, do not currently include the watershed. We conclude that, instead of forcing watershed-based governance structures, the exploration and examination of more creative and flexible ways of linking watershed imperatives to existing socially and politically meaningful scales in agricultural areas of Ontario and elsewhere is warranted.

Industrial development within Canada's boreal zone has increased in recent decades. Forest management activities, pulp and paper operations, electric power generation, mining, conventional oil and gas extraction, nonconventional oil sand development, and peat mining occur throughout the boreal zone with varying impacts on water resources. We review impacts of these industries on surface water, groundwater, and wetlands recognizing that heterogeneity in the dominance of different hydrologic processes (i.e., precipitation, evapotranspiration, groundwater recharge, and runoff generation) across the boreal zone influences the degree of impacts on water resources. Through the application of best management practices, forest certification programs, and science-based guidelines, timber, pulp and paper, and peat industries have reduced their impacts on water resources, although uncertainties remain about long-term recovery following disturbance. Hydroelectric power developments have moved toward reducing reservoir size and creating more natural flow regimes, although impacts of aging infrastructure and dam decommissioning is largely unknown. Mineral and metal mining industries have improved regulation and practices, but the legacy of abandoned mines across the boreal zone still presents an ongoing risk to water resources. Oil and gas industries, including non-conventional resources such as oil sands, is one of the largest industrial users of water and, while significant progress has been made in reducing water use, more work is needed to ensure the protection of water resources. All industries contribute to atmospheric deposition of pollutants that may eventually be released to downstream waters. Although most industrial sectors strive to improve their environmental performance with regards to water resources, disruptions to natural flow regimes and risks of degraded water quality exist at local to regional scales in the boreal zone. Addressing the emerging challenge of managing the expanding, intensifying, and cumulative effects of industries in conjunction with other stressors, such as climate change and atmospheric pollution, across the landscape will aid in preserving Canada's rich endowment of water resources. Unbalanced exploitation of renewable and non-renewable resources by industrial, agricultural, and other economic sectors are depleting these resources across the world. Environmental pollution and degradation are adversely affecting socio-economic conditions. Thus, an urgent and ambitious action is required to rehabilitate nature by striking a balance between environmental quality and human uses of natural resources. To relieve the unsustainable practices, decoupling nature from growing demands for economic exploitation has been proposed. However, a feasible procedure is required to decouple unsustainable economic practices from the environment. This article illustrates the complexity of applying decoupling in the context of discharging hazardous chemicals in transboundary water resources, and more specifically in the Great Lakes, between Canada and the United States. Background. Access to adequate quantities of water has a protective effect on human health and well-being. Despite this, public health research and interventions are frequently focused solely on water quality, and international standards for domestic water supply minimums are often overlooked or unspecified. This trend is evident in Inuit and other Arctic communities even though numerous transmissible diseases and bacterium infections associated with inadequate domestic water quantities are prevalent. Objectives. Our objective was to explore the pathways by which the trucked water distribution systems being used in remote northern communities are impacting health at the household level, with consideration given to the underlying social and environmental determinants shaping health in the region. Methods. Using a qualitative case study design, we conducted 37 interviews (28 residents, 9 key informants) and a review of government water documents to investigate water usage practices and perspectives. These data were thematically analysed to understand potential health risks in Arctic communities and households. Results. Each resident receives an average of 110 litres of municipal water per day. Fifteen of 28 households reported experiencing water shortages at least once per month. Of those 15, most were larger households (5 people or more) with standard sized water storage tanks. Water shortages and service interruptions limit the ability of some households to adhere to public health advice. The households most resilient, or able to cope with domestic water supply shortages, were those capable of retrieving their own drinking water directly from lake and river sources. Residents with extended family and neighbours, whom they can rely on during shortages, were also less vulnerable to municipal water delays. Conclusions. The relatively low in-home water quantities observed in Coral Harbour, Nunavut, appear adequate for some families. Those living in overcrowded households, however, are accessing water in quantities more typically seen in water insecure developing countries.
