This study is mainly based on chats with secondary and high school students. The implicit points in their daily complaints about their Syrian peers in neighborhoods were turned into a problematic for a qualitative survey. The students living in the regions in which generally Syrian immigrants are located account for the research group. The results were based on the analysis of the students’ letters they wrote to their Syrian peers in the spring of 2018: 150 letters saluting the young Syrians with “Dear my Syrian Friend” are exposed to a discourse analysis. The theoretical structure drawing classical and contemporary Marxist approaches together argues that the relationship between nationstate ideology and education creates a kind of political socialization in response to the ideal value of “fully-democratic education”. The salutations and nationalist statements that the students wrote reveal that not any mechanism of acceptance works. The students accuse the Syrians, particularly young men, of being unfaithful to their own country foremost, and of weakening the economy of the country where they took refuge by being a cheap labor force, behaving inappropriately towards the traditional and moral values, becoming a threat to Turkish language, having high fertility, taking over common spaces and behaving loosely., Bu çalışma, ilk olarak, ortaokul ve lise öğrencileri ile yapılan muhabbetlerden ibaretti. Mahallelerdeki Suriyeliler hakkındaki günlük şikâyetlerinin altındaki örtük noktalar bir kalitatif araştırma sorusuna dönüştü. Öğrencilerin yazdıkları selamlamalar ve milliyetçi ifadeler herhangi bir kabul mekanizmasının işlemediğini gösteriyorlar. Öğrenciler, Suriyelileri, özellikle genç erkekleri, en başta kendi ülkelerine sadakatsizlikle, sonra sığındıkları ülkenin ekonomisini ucuz iş gücü ile zayıflatmak, Türk geleneksel ve ahlaki değerlerine uygunsuz davranışlarda bulunmak, Türk diline tehdit oluşturmak, yüksek doğurganlığa sahip olmak, ortak yaşam alanlarını ele geçirmek ve rahat davranmakla suçlamaktadırlar.

Although it is generally acknowledged that the building of mass schooling systems must be considered in close relation to the emerging nation-states of the long 19th century, few published studies discuss the interrelation between the actual foundation of the (nation-) states and the introduction of the modern school. This article examines the role that constitutions play in the construction of national citizens as an expression of a particular cultural understanding of a political entity, and then discusses European examples, indicating how the particular constitutional construction of the citizens of European countries almost immediately triggered the need to create new school laws designed to organize the actual implementation of the constitutionally created citizens. The focus is on the specific need to ‘make’ loyal citizens by creating the symbiosis between the nation and the constitutional state and by emphasizing the cultural differences between the individual nation-states and their overall curricula. The article concludes with a formulation of research desiderata which envision a transnational curriculum history that is emancipated from both national and global research agendas, enabling a European education history that respects cultural distinctions rather than levelling them into one grand narrative.

Balıkesir Üniversitesi, Sosyal Bilimler Enstitüsü, Sosyoloji Ana Bilim Dalı, Bu tezde, Türkiye'de 1923-1950 yılları arasında ulus devlet yapılanması bağlamında gençlerin politik inşasında rol oynayan etkenleri ortaya koymak amaçlanmıştır. Bu amaç doğrultusunda, dönemin ders kitaplarının yanı sıra gençler için yazılmış süreli yayınlar, kitaplar, gençlerin eğitiminde rol alan öğretmen ve ebeveynler için yazılmış pek çok eser araştırmamıza dahil edilmiştir. Araştırmamızda, nitel araştırma yöntemlerinden biri olan doküman incelemesi yöntemi kullanılmıştır. Ulus devlet oluşum süreçlerinde öncelikle Avrupa'da gençliğin nasıl bir politik özne olarak kurgulandığı üzerinde durulmuştur. Özellikle 19. yüzyıldan itibaren Avrupa'da ulus devlet idealleri doğrultusunda inşa edilen gençlik toplumsal bir kategori olarak siyasal arenada görünür hale gelmiştir. Militarist değerler ve vatanseverlik kavramları üzerinde inşa edilen gençlik ulus devletlerin yegane koruyucusu ve kollayıcısıdır. 19. yüzyılda Osmanlı'da da kurulan modern eğitim kurumlarında eğitim alan gençlerin devleti yıkımdan kurtarma misyonunu içselleştirdiği, buna çareler aradığı ve böylece politik bir özne olarak belirdiği görülmektedir. II. Meşrutiyet'in ilanıyla birlikte gençler, artan Türklük vurgusuyla kaybedilen toprakların intikamını alacak neferler olarak inşaya tabi tutulmuştur. Türkiye'de gençliğin politik inşası ulus devlet yapılanması süreçlerinden elbette doğrudan etkilenmiştir. Dolayısıyla Türkiye'de ulus devletin siyasal, sosyal, kültürel, ekonomik sınırlarının çizilmesi de bir zorunluluktur. Gençliğin politik bir özne olarak ulus devletin ihtiyaç duyduğu vatandaş özellikleri arasında farklı açılardan ilişki kurulmuştur. Dönemin gençliği; medeni yaşam tarzını benimsemiş, vatansever, Türklük kimliği etrafında şekillenen ve Osmanlı'yı dışlayan, rejime ve ilkelerine bağlı, sağlıklı, dayanışmacı, militarist değerlerle yoğrulmuş, gerektiğinde vatanı için canını vermekten çekinmeyecek bireyler olarak idealize edilmiştir., In this thesis, it was aimed to reveal the factors that played a role in the context of nation-state structure in the political building of the youngsters in Turkey between the years of 1923-1950. In accordance with this purpose, many works written for teachers and parents involved in the education of young people have been included in our research besides the textbooks of the period such as periodicals written for young people and books. Document analysis method which is one of the qualitative research methods is used in our research. It has been emphasized how youth in Europe is structured as a political subject in nation-state formation processes. Especially from 19th century, the youth that is built in the direction of nation state ideals in Europe has become visible in the political arena as a social category. The youth built on the concepts of militaristic values and patriotism is the only guardian and watcher of nation states. It is seen that young people who are educated in the modern educational institutions established in the 19th century also in the Ottoman Empire internalize the state's destruction rescue mission and look for remedies and thus become a political subject. With the announcement of the 2nd Constitutionalist Period, young people have been subjected to construction as soldiers who will take revenge for the lands lost with the increasing emphasis on Turkishness. The political structure of the youth in Turkey is certainly influenced directly by the processes of nation-state building. Various aspects have been established between the citizen characteristics of youth as a political subject that the nation state needs. The youth of the period are idealized as individuals who embraced the civilized lifestyle, patriotic, shaped around the identity of Turkishness who are excluding the Ottoman Empire, who are loyal with the regime and principles, healthy, solidarist, grown with militarist values and would not hesitate to give life for the country when necessary.

Bu tez Hrant Dink'in yazı ve söylemlerinin yanı sıra öldürülmesi üzerinden Türkiye'deki Ermenilerin kolektif belleklerini yeniden inşa etmeleri ve kolektif hatırlama pratiklerini incelemektedir. Bu bağlamda, çalışmamın sorunsalını, Ermenilerin namevcudiyeti üzerine temellenmiş Türk ulus devletinin tarihyazımı, milliyetçilik-yüklü hatırlama ve unut(tur)ma politikaları ile Hrant Dink'in devlet karşısında söz konusu bu sözde namevcudiyeti mevcudiyete dönüştürmedeki çabaları arasındaki gerilim oluşturmaktadır. Bu doğrultuda, bir yandan, Hrant Dink'in bu toprakların halklarına geçmişi tüm açıklığıyla hatırlatmayı temel amaç edinen köşe yazıları ve kullandığı dilin, diğer yandan ise onun çabalarının ve öldürülmesinin Türkiye'deki günümüz Ermenileri üzerindeki duygulanımsal (affect) boyutlarının analizini yapmaktayım. Hrant Dink'in Türkiye'deki günümüz Ermenileri üzerindeki söz konusu duygulanımsal etkililerini anlamayı amaçlayarak, yaşamları içerisinde deneyimledikleri sosyopolitik olaylara göre üç fark yaş grubuna (metinde ele alındığı biçimiyle 2'nci, 3'üncü ve 4'üncü kuşak olan, sırasıyla yaşlılar, orta-yaşlılar ve gençler) ayırdığım Ermenilerle tezim kapsamında çeşitli derinlemesine görüşmeler yaptım. Sözü edilen farklı kuşaklara ait Ermenilerin geçmişi günümüze nasıl taşıdıkları, geçmişi değerlendirme ve (yeniden) hatırlamalarında Hrant Dink'in rolüne ve Hrant Dink'in öldürülmesinden ne anlam çıkardıklarına odaklanıyorum. Analizimde Hrant Dink'in öldürülmesi sonrasında Türkiye'deki Ermeniler bağlamındaki bu üç kuşak arasında 1) 2'nci kuşak üyelerinin sessizliklerini korudukları; 2) 3'üncü kuşak üyelerinin çoğunlukla görece bir eylemsizlik ile geçmişin hakikatinin hakkını arama arasında salındıkları; ve 3) 4'üncü kuşağın ise gözle görülür bir şekilde politikleşmenin yaşandığı şeklinde bir ayrıma dikkat çekiyorum. Geçmişi hatırlama ve bunun akabinde de Ermeni kolektif belleğini yeniden inşa etmeye yönelik bu üç tip tutumun Ermeni öznelliğinin (subjectivity) farklı yansımaları olduğunu ileri sürüyorum. This thesis explores the reconstruction of collective memory and collective remembering practices among Armenians in Turkey on the basis of Hrant Dink's writings and discourses as well as his assassination. In this context, it problematizes the tension between Turkish nation-state's historiography, which is based on the Armenian absence, its nationalist-laden politics, both remembering and forgetting, and Hrant Dink's efforts to transform this so-called Armenian absence into presence before the state. In this direction, on one hand, I analyze in a discursive fashion Hrant Dink's columns and speeches, the primordial goal of which is to make the peoples of these lands remember the past with its bare facts, and on the other hand, the affect of his efforts as well as his assassination on today's Armenians in Turkey. Aiming at comprehending Hrant Dink's affect on today's Armenians in Turkey, I conducted several in-depth interviews with Armenians that I divided them into three age groups (elders, middle-aged and young that are respectively 2nd, 3rd and 4th generation, as referred in this dissertation) according to the socio-political incidents they have been through in their life. I focus how today's Armenians from different ages bring the past into present; the role of Hrant Dink in their consideration and recollection of the past; and what they do infer from his assassination. My analysis suggests that there is a considerable divide within these three Armenian generations in Turkey, between 1) 2nd generation whose members keep their silence; 2) 3rd generation whose members mostly oscillate between a relative inertia and claiming the truth of the past; and 3) 4th generation whose members visibly politicized aftermath of the killing of Hrant Dink. I propose that these three types of stance towards remembering the past and reconstructing the Armenian collective memory, in turn, are the different reflections of the Armenian subjectivity. 150

Balıkesir Üniversitesi, Sosyal Bilimler Enstitüsü Sosyoloji, Ana Bilim Dalı, Türkiye topraklarında yaşamlarını idame ettiren çeşitli etnik gruplar ulusalcılık karşısında birbirinden farklı refleksler üretmektedirler. Çalışmanın kapsamı ve temel amacı; ulusalcı politikalar karşısında gösterilen bu refleksleri kategorize etmek ve bu kategoriler içerisinde Kafkas halklarından olan Türkiyeli Çeçenlerin durumunu incelemektir. Spesifik olarak temel amacımızın, örneklem alanımız olan Çardak'ta yaşayan Çeçen etnik kimliğine sahip bireylerin, sahip oldukları politik tutumlarının kimliklerini inşa ve yeniden inşa etme sürecindeki etkinin yönünü belirleyerek, Çeçen tepkisinin bu tipolojideki yerini ve karakteristik özelliklerini tartışmak olduğunu söyleyebiliriz. Karşı ulusalcı tepki, çokkültürcü tepki ve gönüllü özdeşlik olarak üç kategoriye ayırdığımız ulusalcılığa karşı tepki türleri içinde Çeçen etnik kimliği, vatandaşlık kimliği ile kurduğu uzlaşmacı, birleştirici ve bütünleştirici tutumundan dolayı üçüncü kategori olan gönüllü özdeşlik kapsamında değerlendirilmiştir. Osmanlı'dan günümüze birbiri ile yakın temaslar içinde olan Çeçenler ve Türkler arasındaki bu ilişkinin yönünü, geçmişten beslenen toplumsal hafıza, etnik ve kültürel benzerlikler, ortak dini kimlik, muhafazakâr dünya görüşü, demografya gibi unsurların önemli ölçüde şekillendirdiği düşünülmektedir. Bu çalışmanın amacı Türkiye ve İsrail'in devlet inşa süreçlerinin din, devlet ve milliyetçilik ilişkileri ekseninde karşılaştırılmasıdır. Bu iki devlet konuya ilişkin literatürde demokratik, seküler ve modern olarak tanımlanmakta ve İsrail'in bu bağlamda Orta Doğu bölgesinde istisnai olduğu öne sürülmektedir. Ancak konuya dair sağlıklı bir analiz yapabilmek için bu iki devleti temel alan sekülerizm tartışmalarının her iki ülkenin de kendine özgü milli ve tarihsel bağlamlarından koparılmaması gerekmektedir. Bu amaçla bu çalışmada, bu iki ülkenin sekülerleşme süreçlerinde benimsedikleri benzer ve farklı yollar irdelenince, İsrail devletinin bölgede istisnai bir örnek teşkil etmediği ve bu iki devletin sekülerlik süreçlerinin düşünülenden daha fazla bir paralellikte seyrettiği ve ortak yönleri olduğu iddia edilmektedir. Bunun yanı sıra, iki devletin kuruluşunu müteakip gerçekleştirilen milli kimlik inşası sürecinde dinin göz ardı edildiğine dair fikirler öne sürülmüştür. Bu çalışma bu tartışmalar çerçevesinde din-devlet ilişkilerinin tarihsel, kurumsal ve anayasal eksende karşılaştırılması yolu ile iki devletin kurucu ideolojisinin seküler bir temele dayanmasına rağmen, milli kimlik ve ulus inşası sürecinde dine dayalı bir kimlik tanımı yapıldığını ortaya koymayı hedeflemektedir. Buna göre, her iki ülkede, kuruluş sürecinde belirgin olan dinin rolünü azaltmaya yönelik çabanın yerini dinin kıstas olduğu bir milli kimlik inşasına bıraktığı görülecektir. The intention in this study is to make a comparison of the relationship between the state, religion and nationalism in the State of Israel and the Republic of Turkey during their state-building processes. Existing literature analyzing the relationship between the state and religion in Israel and Turkey reveals that both have been conceived as secular, democratic, modern states, and Israel can be put forward as exceptional case in the Middle East. That said, there is a need to include the issue of secularism in the national, historical contexts of both states to gain a better understanding of the issue. To this end, this study delineates the similar and different paths followed by the State of Israel and the Republic of Turkey concerning their experiences with secularism, and argues that, contrary to general assumptions that emphasize their uniqueness in the region; the two share various similarities and indeed are not unique. It has been argued further that religion was neglected by the state elite during the construction of a national identity in both countries. This study seeks to challenge this bias by making a comparative historical, constitutional and institutional analysis of the relationship between the state and religion in the State of Israel and the Republic of Turkey, and argues that although the state elite in both countries started out as secular, relied on religion to define the boundaries of the national identity during the state-building period. 192

Bu epistemolojik tercihler araştırma ve çalışmaların sonuçları üzerinde etkili olurlar. Modern hayatın her alanının kurgulanmasında, şekillenmesinde ve gelişiminde başat rol oynayan modern epistemoloji, iki ana eksen üzerine oturur. Birinci eksende yer alan ve modern epistemolojinin ana damarını oluşturan `tekçi` epistemolojik yaklaşımlar; tekçi, mutlakçı, kesinlikçi ve evrenselci bilgi anlayışlarıyla, bu niteliklere sahip dünya görüşlerine ve ideolojilere referans oluştururlar. Tıpkı fizik dünya gibi toplumsal dünyanın da söz konusu niteliklere sahip bilgi aracılığıyla, gerçekleştirilecek projeler ve mühendislik faaliyetleriyle yönetilebileceğini ve denetlenebileceğini savunurlar. Nitekim modernleşme sürecinin sosyal, kültürel, ekonomik ve siyasal boyutlarına ilişkin ortaya atılan otoriter ve totaliter ideolojiler ile bu ideolojilerin hayata geçirilmesine yönelik uygulanan bütün politikalar hep bu modernliğin disipline edici epistemolojik yaklaşımından beslendi. Modernleşme sürecinin önemli çıktılarından biri olan modern ulus-devlet modeli, bu modelin düşünsel temelini oluşturan ulusçu ideolojiler ve modern ulus-devlet modelinin bütün kural, kurum ve mekanizmaları da varlıklarını ve meşruiyetlerini bu epistemolojik yaklaşımlardan aldılar. Modern epistemolojinin ikinci ekseninde yer alan `çoğulcu` epistemolojik yaklaşımlar ise, akla ve deneye sınırlı bir rol biçtiklerinden dolayı, daha çoğulcu bir zemin üzerine otururlar. Buna bağlı olarak sosyal ve siyasal alanda özgürlükçü ve çoğulcu bir yaklaşımı temsil ederler. They have an essential effect on the results of the searches and works. Modern epistemology which is a dominant factor onto the developed fictionalized and shaped of every part of modern life has two major axises. In the first axis, monist epistemological approaches that are mother lode of modern epistemology refer to monist, absolutist, and universal knowledge understanding with their ideologies and worldviews. Moreover, these approaches support that social world might be directed and controlled by using this knowledge with projects and activities of engineering as physical world does. Thus, authoritative and totalitarian world's ideologies and all their policies that raise social, cultural, economic and politics' aspects in the process of modernization are nurtured by this disciplinable epistemological approach. Modern nation-state model which is one of the most important outputs during the process of modernization in addition to national ideologies that is based on this ideal foundation and every rule, corporation and mechanism of this modern nation-state model obtain their legitimacies and existences from those epistemological approaches. Pluralist epistemological approaches that are the second axis build more pluralist basics due to the fact that they provide a limited role to the mind and experiment. For that reason, they represent pluralist and independent ideas and functions in the social and political field. These ideas which stand for the extent of the liberating of modernization might be based on overcoming the problems of the model of the nation-state. This article investigates the significance of Kazuko Kuramoto’s Manchurian Legacy: Memoirs of a Japanese Colonist (1999) as a life narrative that foregrounds the biopolitical implications of modern subjectivity in the context of the global system of nation states. Using the theoretical insights of, primarily, Giorgio Agamben, Carl Schmitt, and Georg Simmel, I argue that Kuramoto’s record of her own experience between Manchuria, Japan, and the United States, showcases the fundamental conflict between the nation and the family as the largest and smallest social circles vying for the individual’s allegiance. This discussion will show that the nation-state’s claim is preeminent and that the political is fundamental to the construction of a viable subjectivity in the modern world, leaving complete exclusion as the only alternative.

This article explores national integration in Guinea-Bissau since independence in 1974. I argue that the level of national integration is quite strong – despite the ethnic diversity prevalent in the country. As I will show, national integration is due to the ideology and policy of the former independence movement and the early postcolonial state that advocated a national-unity-in-ethnic-diversity-model. Bissau-Guineans know to separate between the state and the nation, a distinction sometimes neglected in analyses. As my findings suggest, Bissau-Guineans victimize their nation while confronting it with the state. A foreign invasion during the 1998-99 Military Conflict fostered national integration even more.O artigo explora a integração nacional na Guiné-Bissau desde a independência do país em 1974. O nível de integração nacional é – no meu modo de ver – relativamente forte, apesar da diversidade étnica naquele país da África Ocidental. Como vou demonstrar, a integração nacional baseia-se na ideologia e política do antigo movimento independentista e no jovem Estado pós-colonial, que advogavam um modelo de unidade-nacional-na-diversidade-étnica. Os guineenses sabem diferenciar entre o Estado e a nação, uma distinção às vezes negligenciada nas análises. Como sugerem os resultados da minha pesquisa de campo, os guineenses vitimizam a sua nação enquanto confrontam a nação com o Estado. Uma invasão estrangeira durante o conflito militar de 1998-99 reforçou ainda mais a integração nacional.

This paper considers Charles Tilly as an important but underappreciated theorist of nationalism. Tilly’s theory of nationalism emerged from the “bellicist” strand of his earlier work on state-formation and later incorporated a concern with performance, stories, and cultural modeling. Yet despite the turn to culture in Tilly’s later work, his theory of nationalism remained state-centered, materialist, and instrumentalist—a source of both its power and its limitations.

Se analiza la situación actual de la construcción política europea desde un punto de vista coyuntural y estructural. Se considera que esta situación crítica se enmarca en un proceso de rebasamiento de los Estados nación, sin que, sin embargo, se den aún instancias políticas que puedan asumir funciones parejas a un nivel superior, especialmente en lo que se refiere a la domesticación de los mercados. Esto hace que las tendencias de repliegue o centrífugas se vean con fuerza acrecentada. Se apunta como única posibilidad de salida del actual estancamiento, el reforzamiento de los elementos políticos, apoyándose en los procesos de aprendizaje de abstracción progresiva de los ciudadanos y de los pueblos europeos, lo que solamente si es acompañado por una política social de redistribución, que es lo que hasta ahora representaba simbólicamente Europa, puede tener éxito. The current situation of European political integration is analyzed from a cyclical and structural point of view. It is considered that this critical situation is part of a process of overcoming of Nation-state, without new political bodies that can take similar functions, at a transnational level, especially in regard to the domestication of markets. This makes the nationalist or centrifugal trends increase its force. It is noted as the only way out of the current impasse, strengthening its political factors, supporting on the learning process, of progressive abstraction, of citizens and of the European peoples, so only if accompanied by a social policy of redistribution, symbol of Europe so far, this can succeed.

Hungarian Educational Research Journal 4 (2014) 1, 13 S., This essay is focused on a critical approach to the concept of a nation state which has been built on the exclusive domination of one ethnic group and on one ’national language’. This concept which traces back to the emergence of the ‘nation state’ in the 18th century and is illustrated by a few historical examples has proved, in most cases, not to be based on real facts, but rather on the ideological concept of a narrow nationalism. Bu çalışmada `İmparatorluktan Ulus Devlete Geçişte Diyarbakır'da Sosyal Değişim (XX. Yüzyılın ilk yarısı)` ele alınmıştır. Birçok medeniyete beşiklik eden Diyarbakır, yüzyıllar boyunca dini hoşgörüye ev sahipliği yapmış ve bu nedenledir ki vilayet etnik ve dinsel yapının yaşandığı yer olmuştur. Bundan dolayı Diyarbakır'da farklı kültür ve medeniyetlerin izlerini görmek mümkündür.XIX. yy. ikinci yarısı ile XX. yy. ilk çeyreği, dünyada sosyal değişimlerin çok hızlı bir şekilde yaşandığı bir zaman dilimi olmuştur. 1850 ile 1921 yılları Osmanlı Devletinin de en hareketli yılları olup Osmanlı Devletinin Meşrutiyet yönetimine geçtiği ve sonra da ulus devlet esaslı yeni devletin kurulduğu bir dönem olmuştur. Bu dönemde Diyarbakır'da ciddi siyasal ve toplumsal hareketlilikler görülmüştür. Önce II. Meşrutiyetin ilanı, daha sonra I. Dünya Savaşının başlaması, Müslümanlarla Ermeniler arasındaki çatışmalar ve bunun sonucunda yaşanan Ermeni tehciri ve son olarak Cumhuriyetin ilanı ve Halifeliğin kaldırılmasıyla Diyarbakır vilayeti genelinde birçok sosyal hareketlilik yaşanmıştır. In this study, the social changes during transition from empire to nation state in Diyarbakir (XX. the first half of the century) are discussed. Diyarbakır, the cradle of many civilizations, has never moved away from the religious courtesy and protected it ethnical and religious fabric. That's why the relics of different cultures and communities can be seen here.In XIX and XX centuries, the rate of social change was so fast. During that period the Ottoman Empire had it most active time and they embraced the semi-democratic rule. And then it leaned towards establishing a state based on republic. In the meantime, there were some political and religious movements in Diyarbakir. Several events took place in Diyarbakır due to the declaration of first semi-democracy, the outbreak of WWI, the conflicts occurring between Muslims and Armenian people and the ensuing Armenian deportation and the declaration of republic and the abolition of caliphate. Bu araştırmada `Ulus-Devlet ve Küreselleşme bağlamında İsmet Özel'in `Toplum`, `Millet` ve `Vatan` kavramlarının tartışılması hedeflenmektedir. Araştırma üç bölümden oluşmaktadır. I. Bölüm, ulus-devletin tarihsel serüveni ve onu ortaya çıkaran faktörler temel alınarak yapılan tartışmalardan oluşmaktadır. Ulus-Devletin doğuşu ve gelişimi, ulus-devleti ortaya çıkaran ekonomik, sosyal ve kültürel faktörler, aydınlanma ve ulus devlet ilişkisinde ulus devletin felsefi arkapılanı, kapitalizmin doğuşu ve ulus-devlet ilişkisi, ulus devlet ve milliyetçilik, ulus-devlet ile alt kimlikler arasındaki ilişkiler, ulus-devlet küreselleşme ilişkisi gibi bölümlerin tartışmasını kapsamaktadır. II. Bölümde Küreselleşme kavramı üzerinde durulmaktadır. Bu bölümde, küreselleşmeyi ortaya çıkaran temel faktörler, küreselleşme kapitalizm ilişkisi, modernleşme sürecinin küreselleşmeye etkisi, küreleşmenin ekonomik, kültürel ve siyasi boyutları, küreselleşme emperyalizm, küreselleşme dünya sistemi, küreselleşme hareketlerinin ulus-devlet yapısına etkisi gibi konuların detaylı incelenmesi yapılmaktadır. Son bölümde, genel olarak İsmet Özel'in hayat macerası ve özellikle toplumsal alana, yani Türkiye'nin geleceğine dair fikirleri tartışma konusu yapılmaktadır. Bu bağlamda 1960'lı yılların başında İsmet Özel'in, eğilim gösterdiği sosyalist fikir ortamından, 1973'ten sonra yöneldiği `İslami` düşünce odağına, 2000'li yıllarda odak noktası olarak seçtiği milli/Türk hassasiyetine kadar her üç dönem ayrıntılı olarak bu bölümde incelenmektedir. İsmet Özel'in bu genel fikirlerinden sonra, Onun düşünce sisteminde merkezi yer tuttuğunu düşündüğümüz ve çalışmamızın esasını oluşturduğunu belirttiğimiz üç temel kavram üzerinde durulmaktadır. Bunlar, sırası ile Toplum, Millet ve Vatan kavramlarıdır. The research consists of three chapters. In the first chapter bases on the factors which reveals historical adventure of Nation-State will be discussed. In this chapter, the detailed study of the subjects like the main factors which reveal the globalization, the relation of globalization and capitalism, the effect of modernization progress on the globalization, the economic, cultural and political dimensions of globalization, globalization and imperialism, globalization and world system, the effect of globalization movements on the structure of Nation-State have been planned. Last chapter has been planned for the opinions of Ismet Ozel. The detailed information about changing processes of Ismet Ozel's life and though adventure will be considered. Environmental stream of thought, journal groups which effect the opinions of Ismet Özel will be analysed historically. In this context three periods from the beginning of 1960 when Ismet Özel was interested in socialist thought, towards 1970 years his turn to Islamic thought, and in the years of 2000 nationalist thought chosen by him as a focus spot will be analysed with details. Political and mental streams which have importance on the thought of Ismet Ozel are being thought as a subtitle of chapter three. After these general thoughts, we will emphasize on the three basic concepts which are at the centre of his thought system and we have highlighted as basic of our study. Respectively these concepts are Society, Nation and Homeland. Nearly sixty books of Ismet Ozel will be read in detail and the place of these concepts on his thought system will be analysed. In one respect this research will be the archaeological observation of Ismet Ozel's texts in terms of these concepts. Sözü edilen dönemleri, farklı siyasi duruşlardan bağımsız düşünmek mümkün değildir. Bu tezde, farklı dönemlerde yayınlanan ders kitapları, coğrafi, toplumsal ve siyasi faktörler başlıkları altında karşılaştırmalı olarak incelenmiştir. Yapılan analiz çerçevesinde, 2004 yılı öncesinde ve 2009 yılında yayınlanan kitapların, Kıbrıs'taki Türk milliyetçiliği tezinden hareketle, Kıbrıslı Rumları ?düşman öteki? olarak konumlandırdığını söylemek mümkündür. 2004 yılında yayınlanan kitaplar ise, milli kimliğe odaklanan tarih anlayışı yerine sosyal tarih anlatımını önemsemekte, çoğulcu ve demokratik değerlerin toplum içerisinde yaygınlaştırılmasını hedeflemektedir. Sonuç itibarıyla, 2004 yılında yayınlanan kitapların içeriği, uluslararası hukukta yer alan eğitim hakkına ilişkin düzenlemelere aykırılık teşkil etmemektedir. Tezde, bu noktadan hareketle, Kıbrıs'ın kuzeyinde yürürlükte bulunan eğitim hakkına ilişkin düzenlemelerin uluslararası insan hakları standartları temelinde belirlenmesi ve 2009 yılında yayınlanan kitapların bu çerçevede yeniden gözden geçirilmesi gerektiği sonucuna varılmıştır. There are two main approaches about the existence of nations: essentialist and constructive. While the essentialist approach refers to a natural, eternal process of existence, constructive approach indicates that ?nation? is a fiction constructed basically on the duality of `us? and `the other?. Education is the basic instrument used for the construction of this fiction. Information transferred particularly by national history books intensifies the sense of similarity and solidarity and at the same time, leads to the dissemination of intolerance against the ?enemy other?. The transfer of information which leads to the ignorance of the human rights of the ?other? and to dissemination of the culture of conflict and indoctrination, provides no space for critical thinking, encourages xenophobia and brings out violation of right to education. Cyprus History textbooks which were being published since 1971, have been changed two times in 2004 and 2009. It is impossible to evaluate these textbooks without taking into consideration the political atmosphere which led to the changing process. In this thesis, these textbooks are analyzed comparatively according to geographical, social and political factors. As a result of this analysis, it can be said that, books which were published before 2004 and in 2009, positioned Greek Cypriots as ?the enemy other? taking the thesis of Turkish nationalism in Cyprus as a basis. On the other hand, the books which were published in 2004 were mainly based on social history and intended the dissemination of pluralistic and democratic values inside the community instead of a national identity-centric mentality. Finally, it must be underlined that the content of the books published in 2004 constitutes no diversion from the regulations related to the right of education in international law. From this point of view, this thesis concludes that, regulations related to the right of education which are in force in Northern Cyprus must be changed in line with the standards of international human rights and books published in 2009 must be reviewed within this framework. 112

Bu tezin amacı Belarus Cumhuriyeti'nde 1991'den günümüze süregelen ulus inşası sürecini incelemektir. Hükümet ve siyasi muhalefet tarafından ortaya konan iki farklı ulus inşa projesine odaklanılmıştır. Bu tezde söz konusu iki ulusal kimlik inşa projesini karşılaştırılmalı olarak incelenmektedir. Ayrıca tezde, hükümet ve siyasi muhalefet tarafından ulus inşa projelerinin temel bir unsuru olarak kullanılan Belarus tarihi yazımı üzerinde yoğunlaşılmıştır. Etnik ve sivik milliyetcilik kavramları Belarus milliyetciliğinin niteliğini anlamak amacıyla tartışılmış, etnisiteye farklı kuramsal yaklaşımlar da incelenmiştir. The purpose of this thesis is to examine the process of nation-building in the Republic of Belarus from 1991 till the present time. The focus is made on two main projects of nation-building presented by the official authorities and the political opposition. The main concern of this thesis is to make a comparative analysis of these two projects of Belarussian national identity. Also, the thesis examines the views of the official authorities and the political opposition on the history of Belarus, which is used as a tool of national identity construction in their projects of nation-building. Concepts of ethnic and civic nationalisms are discussed aiming at understanding the nature of nationalism in Belarus together with different theoretical approaches to ethnicity. 145

Kazakistan bağımsızlığına kavuştuğu senelerden itibaren, uluslararası göç sürecinde önemli bir aktör olmaya başlamıştır. Sovyetler Birliği'nin yıkılışından sonra yeni bağımsızlığına kavuşan Kazakistan'ın sosyo-ekonomik yaşam standardının yükselişi, güçlü jeopolitik konumu ile dikkatleri üzerinde toplaması, etnik Kazak göç politikası ile göçmenleri kabul etmeye başlaması diasporanın da ilgisini çekmiş ve tarihi anavatanlarına dönüş süreci başlamıştır. Araştırmada yirmi senelik bağımsızlık dönemi boyunca uygulanmakta olan etnik Kazak göçü politikası ve ülkenin etno-demografik durumu ele alınmaktadır. Tez araştırmasında, devlet göç politikasının 1992-2012 seneleri arasındaki etno-demografik duruma ve milli kimliğin güçlenmesine olan etkileri açıklanmaya çalışılacaktır. Kurucu millet olan Kazakların toplam nüfus içindeki oranının artması ile birlikte paralel giden milliyetçiliğin güçlenmesi ele alınacaktır. Factors such rising socio economical life standards in newly independent Kazakhstan after dissolution of USSR, strong and attractive geopolitical situation and accepting ethnic Kazakh immigrants according to the new migration policy have made the Diasporas to return their historical motherland. The migration policy of ethnic Kazakhs which has been implementing since independence and the ethno-demographical situations of the country are addressed in this study. The effects of the state migration policy on ethno-demographic situation between 1992 and 2012 and also on strengthening of national identity will be explained in this study. The strengthening of nationalism which is going parallel with the growing rate of Kazakhs in general population as titular nation will also be addressed. I will explain the purpose of the ?Nurlu Köş? migration policy and its role on the nation building process. Erken Cumhuriyet Dönemi, homojen bir ulus ile seküler ve modern bir Türk devletinin inşası için ciddi olarak organize edilmiş bir süreçtir. Bu süreç Cumhuriyetçi reformcular tarafından desteklenen Türk milliyetçiliğinin yükselişinden de beslenmiştir. Modern Türk milletinin temeli `muasır medeniyetler zirvesine çıkılması' amaçlanarak düzenlenmiştir. Yeni ulus devlet için, Türk milletinin yapım aşamasında yeni model olarak Batı medeniyetlerinin ulus devlet inşa süreci dikkate alınmıştır. Bu tez, Erken Cumhuriyet Dönemi ulus-devlet inşa proje sırasında Türk devletinin hizmetinde siyasi bir araç olarak arkeoloji kullanımını ele almaktadır. Bu nedenle, milliyetçi arkeoloji nedenleri ve sonuçları üzerinde durularak ele alınıp vurgulanmaktadır. Erken Cumhuriyet Dönemi'nde arkeolojinin politik olarak kullanımını anlamak için, birinci bölümde öncelikle millet ve milliyetçilik kavramları incelenmiştir. İkinci bölümde Osmanlı İmparatorluğu'nun Batılılaşma süreci imparatorluktan ulus-devlete dönüşüm süreci üzerinde durularak ele alınmıştır. The Early Republican Era was a period containing an ambitiously organized process for the construction of a homogenous nation and a secular as well as a modern Turkish state. This process was nourished by the rise of Turkish nationalism emerging from the Republican reformers. The reformers? aim was to set up the fundamentals of the modern Turkish nation by ?reaching the level of the contemporary Western civilizations.? The process of the establishment of nation-states among the Western civilizations was seen as the model for a new nation state during the making of the Turkish nation. This thesis aims to survey the use of archaeology as a political tool in the service of the Turkish state during the nation-state building project in the Early Republican Era. Therefore, nationalist archaeology is taken as main concern with emphasis on its causes and results. In order to understand the political use of archaeology in the Early Republican Era, the concepts of nation and nationalism is regarded in the first chapter. The westernization process of the Ottoman Empire is surveyed with emphasis on the transformation from empire to nation-state in the second chapter. In the third chapter, pseudoarchaeology and pseudohistorical approach to history writing by Kemalist ideology to reconstruct a new identity is surveyed through publications and attitudes of the newly established institutions of the new Turkish Republic in order to explain the significance of the political use of archaeology for the Turkish nation-state building during the Early Republican Era. 195

Türkiye'de milliyetçilik düşüncesinin temellerinin II. Meşrutiyete kadar geri götürülebileceği söylenebilir. Bu dönemde imparatorluğun bekasını korumaya yönelik olarak ortaya çıkan Türkçülük, Osmanlıcılık ve İslamcılık akımlarının milliyetçilik düşüncesinin doğuşunu ve gelişimini belirleyen temel fikir hareketleri olduğu da bilinen bir gerçektir. İmparatorluğun bekasını korumaya yönelik fikir akımlarından Türkçülük, Cumhuriyetin resmi söylemi ve ideolojisi haline gelmiştir. Bu ideoloji etnik unsurları yok sayan bir asimilasyon politikasına dönüşünce ?Kürt? unsurlar da milliyetçi bir tavır sergilemiştir. Karşılıklı olarak gerçekleştirilen bu ötekileştirici tavır günümüze kadar devam etmiş ve bir sorun olarak gündemdeki yerini almıştır. Çalışma da ulusal kimliğin inşası 1923'ten 1938'e kadar olan süreç içerisinde değerlendirilmiş ve günümüze etkileri irdelenmiştir. Bu süreç içerisinde ulus kimlik teoride ve pratikte gerçekleşen iki boyutu ile ele alınmıştır. Yani etnik ve sivil olmak üzere iki bağlamda irdelenmiştir. Bu açıdan konuya ilişkin genel bir bilgi vermek amacıyla önce ulus, ulusçuluk, etnisite kavramlarına ilişkin olarak literatürdeki hâkim görüşler ortaya konulmuş, daha sonra ilkçi ve modernist araçsalcı ulusçuluk tipolojilerine yer verilmiştir. Cumhuriyetin ilanından sonra Anayasada tanımlanan şekliyle vatandaşlığa dayalı olarak yapılan ulusçuluk tanımı ile pratikte yansıma bulan organik ulusçuluk arasındaki farkın boyutlarına değinilmiştir. Türk Tarih Tezi, Türk Dil Teorisi ve İskân kanunu gibi organik unsurları ön plana çıkaran politikalara yer verilirken buna karşı oluşturulan İsyanlara da yer verilmiştir. Sonuç olarak Kemalist ulus inşa pratiğinin teorideki gibi vatandaşlığa dayalı ulusçuluğa değil, daha çok organik ulusçuluğa yakın durduğu vurgulanmıştır. Bu durumun kimliklerin kurgulanışına bağlı olarak karşılıklı bir ötekileştirme oluşturduğu ifade edilmiştir., The foundations of the idea of nationalism in Turkey II. Working in the construction of national identity from 1923 to 1938 were evaluated in the process. In this process, with two dimensions of national identity in theory and in practice are discussed. In other words, ethnic and civil context, including the two discussed. With the aim of giving general information from this point or view, first of all prevailing views in literature related to the concepts of nation, nationalism, and ethnicity have been explained, and then primordialist, modernist and instrumentalist nationalism typologies have been explained. After the proclamation of the Constitution of the Republic of nationalism based on citizenship as defined in the definition of organic nationalism finds reflection in practice the difference between the sizes mentioned. Turkish History Thesis and the Turkish Language Theory and organic elements such as housing law against it, highlighting the policies that are created are given in the riots take place. As a result, the Kemalist nationalism based on citizenship, such as nation-building theory, not practice, it seems very close to organic nationalism emphasized. Tezin dört ana bölümünde Köy Enstitüleri'nin kurumsal, tarihsel ve kuramsal alt yapısı incelenmiştir. Birinci bölümde, ulus-devlet inşası ve milliyetçilik hareketleri tartışılarak romantik milliyetçiliğin tanımı yapılmıştır. İkinci bölümde, Türkiye'de köylü eğitiminin önemi ve tarihi araştırılmıştır. Üçüncü bölümde, Köy Enstitüleri'nin tarihsel ve kurumsal yapısı incelenmiştir. Dördüncü bölümde, Köy Enstitüsü mezunlarıyla sözlü tarih çalışması yapılarak romantik milliyetçiliğin içsellenmesi tartışılmıştır. Sonuç olarak Köy Enstitüleri'nin ulus-devlet inşaasında, köylü eğitiminin vatandaşlık bilincini romantik milliyetçi söylem sayesinde gerçekleştirdiği ifade edilmiştir. Within the four main chapters of the thesis, the institutional, historical and theoretical frameworks of the Village Institutes are examined. In the first part, the romantic nationalism is explained while discussing the relationship between nation-state building and nationalist movements. In the second part, the importance and historical background of peasent education are illustrated. In the third part, the historical and institutional frameworks of the Village Institutes are analyzed. In the final part, oral history methods are applied to institutes? graduates concerning their views on citizenship and the romantic nationalism. When all is said and done, the conclusion is that the romantic nationalism is adopted through the Village Institutes in terms of combining both peasent?s education system and nation-state building. 224

Modern ulusal yurttaşlık, bir yandan eşitlik ve özgürlük ilkelerini norm haline getirerek demokrasinin kurumsallaşmasını sağlarken, diğer yandan politik cemaatin homojen kültürel bir cemaat olması beklentisiyle tekil kolektif hakları bastırmaktadır. Tekil ulusal formasyonların yurttaşlık anlayışları ve pratikleri üzerine akademik alanda yürütülen hemen her çalışma hangi sosyal, cinsel, kültürel grubun, nasıl dışlandığını anlamaya yöneliktir. Bu muazzam katkıyı dikkate alarak, bu tez de, özellikle Türk milli kimliğinin inşa döneminde, Türk ulusal sosyal formasyonu içinde kurumsallaştırılan yurttaşlık anlayışının dışlayıcı söylemlerini araştırmak ve açığa çıkarmaktır.Dolayısıyla, önce, Osmalı modernleşmesinden başlayarak ulus-devlet içinde kurumsallaşan yurttaşlığın etno-politik (etno-kültürel ya da politik-teriyoryal milliyetçilik) ve dinsel-politik (seküler milliyetçilik ya da dinsel milliyetçilik) içeriği tartışılmaktadır. Bu tartışmayı takiben, Türk millî kimliğinin inşasında belirleyici rol oynayan, iki hegemonik milliyetçi söylemin, yani Kemalist etno-seküler milliyetçilik ve muhafazakâr etno-dinsel milliyetçilik ele alınmakta, ardından bu iki söylemin Alevileri nasıl ?çift-değerli yurttaş? olarak tanımladığı gösterilmektedir. Her iki milliyetçilik açısından da Alevîler, ?öz-Türk? olarak ulusal topluluğun üyesi sayılırken, seküler milliyetçiler açısından cehalet ve hurafat içinde yaşayan bir topluluk olarak görüldükleri, muhafazakâr milliyetçiler açısından Sünnî-İslâm'ın belirlenmeiş kodları dışında kaldıkları ölçüde ?heretik? olarak dışlanmaktadır. Hem Alevîlerin heterodoks ve senkretik inanç özellikleri hem etno-dilsel çoğulluğu çift-değerliliğin sevgi-nefret kutuplarının şiddetini artıran özelliklerdir. Sonuç, hala resmî olarak tanınmayan Alevî etno-dinsel kimliğidir. Modern national citizenship institutionalizes democracy by making the principles of equality and liberty norms but also suppresses the collective rights of particular groups due to the expectation that the political community has to be a homogenous cultural community. Almost all academic studies on the conception of citizenship and the practices of particular national formations focus on which social, sexual and/or cultural groups are excluded from citizenship. Without discarding the possibilities of citizenship for gaining equality and liberty, this thesis tries to investigate and display the exclusionary discourses of the Turkish conception of citizenship institutionalized in the Turkish national social formation during the national identity construction period by taking into account this considerably significant contribution n the academic field.Therefore, starting from the Ottoman modernization, ethno-political (that is ethno-cultural versus political-territorial nationalisms) and religio-political (secular versus religious nationalisms) content of Turkish citizenship as well as its institutionalization in Turkish nation-state are taken up. Following this argument, Kemalist ethno-secular nationalism and conservative ethno-religious nationalism, two hegemonic versions of Turkish nationalism both of which have played determinant roles in the construction of Turkish national identity, are defined and discussed. Then, how the discourses of these two nationalisms have defined the Alevis as ?ambivalent citizens? is shown. For both nationalisms the Alevis are included in the national community as ?pure-Turks? but while secular nationalists excluded them by regarding them as an ?illiterate and superstitious? community illiterate, conservative nationalists did the same by regarding them as a ?deviant? community from the determinant codes of Sunni-Islam. Both the heterodox and syncretic belief system of the Alevis and the ethno-linguistic plurality of their identity increase the sharpening of love and hate polarities of the ambivalence. Hence, the Alevi ethno-religious identity has not been recognized officially yet. 339

Diaspora grupları, her diaspora grubunun kendine özgü özelliklerini vurgulayan bazı temel yapısal, örgütsel ve davranışsal modeller tarafından karakterize edilir. Bu modellerin oluşumunda `kültür' ve `kimlik' bileşenleri önemli bir role sahiptir. Diaspora topluluklarında, grup kültür ve kimliğini şekillendiren temel belirleyiciler etnik köken ve ulus olmuştur. Bununla birlikte, diaspora grubunun bağlı olduğu anavatanın spesifik tarihsel ve coğrafi şartlarına bağlı olarak, ulusal öğelerin yanında yerel öğeler de söz konusu grubun kültür ve kimliğinin şekillenmesinde etkili olabilir.Yunanistan'ın parçalanmış coğrafyasında, sözlü şiir geleneği, müziği ve dansı, mutfağı, geleneksel kostümleri, efsaneleri ve kahramanları gibi güçlü yerel öğelerinin yanı sıra, yerlileri tarafından gurur kaynağı olarak algılanan, Yunan ulusal birliğinin sağlanmasına bulunduğu önemli katkı ile Girit dikkat çekici bir örnek olarak karşımıza çıkmaktadır.Bu yerel öğelerin etkisi, Giritliler için, kendilerini ulusal kimliklerinden ziyade yerel kimlikle tanımlama bilincini güçlendirmektedir. Bunun yanı sıra, Girit halkının kendine özgü kültürel özellikleri kendini sadece Girit Adası'nda değil, ayrıca anavatan olarak kabul edilen adadan uzakta yaşayan diğer Giritliler arasında da göstermektedir.Bu çalışmanın temel amacı, diaspora topluluğu üyeleri arasındaki kültürel bilinci incelerken özelde yerelliğe odaklanmaktır. Bu amaç doğrultusunda, Giritli Amerikalılar örnek çalışma grubu olarak seçilmiştir. Yine bu doğrultuda, Giritli-Amerikalıların diaspora grup bilincinin oluşumunda etkili olan kültürel öğeler ve anavatanı belli bir ulus-devlet olan bu modern diaspora grubunun ya da daha net bir ifadeyle Yunan-Amerikalıların bir alt grubu olan bu topluluğun yerel kültürlerini nasıl sergiledikleri ortaya konulacaktır.Giritli-Amerikalıların bir diaspora alt grubu olarak kabul edildiği çalışmada, alt grup, diaspora toplulukları içinde kendilerini etnik, dini veya bölgesel kökene göre tanımlayan daha küçük grupları ifade etmek amacıyla kullanılmaktadır. Giritli-Amerikalılar, bir diaspora alt grubu olarak ele alınırken bölgeye özgü kültürel özelliklere odaklanılmaktadır. Diaspora groups are characterized by common structural, organizational and behavioral patterns that emphasize each diaspora group?s distinctiveness. These patterns are predominantly determined by the constituents of culture and identity. In diasporic communities, the main determinants in shaping the culture and identity of the group have been ethnicity and nation. Nevertheless, as well as national elements, local elements may also be influential in shaping culture and identity of the diaspora group in question, depending upon the specific historical and geographical circumstances of the diaspora group?s homeland.Within the fragmented geography of Greece, Crete has been an outstanding example with its strong local cultural elements such as oral poem tradition, music, dance, cuisine, costumes, legends and heroes as well as its considerable support to national unity which is perceived by Cretans a source of pride. For Cretans, the influence of these local elements strengthens the conscious of identifying themselves with their local identity rather than national one and the authentic cultural characteristics among Cretan people are not only manifested on the island but also among other Cretans living far from the island of Crete which is accepted as the homeland.The main aim of this study is to focus on locality while analyzing cultural consciousness among diaspora community members. For this purpose, Cretan-Americans are selected as a case study group and the cultural elements that have been influential in the formation of diasporic group consciousness and the practice of the local culture among members of this state-linked, contemporary diaspora group or more precisely a `subgroup? of Greek-Americans are presented.In the study, Cretan-Americans are recognized as a diaspora subgroup and the term subgroup is used as meaning to smaller groups within diaspora communities that might identify themselves according to ethnic, religious or regional categorizations. Cretan-Americans are addressed as a subgroup from a perspective that focuses on regional cultural characteristics. 100

Bu çalışma Türkiye'de ulus devletin inşa sürecinde, ulus devletin homojenleştirme politikaları ve resmi ideoloji bağlamında azınlıklar konusunda sürdürülen uygulamaların, ?Gayrimüslim Gençlerin Kimlik Kurguları? üzerindeki etkilerini gündelik yaşam deneyimlerine odaklanarak ele almayı amaçlamaktadır. Bu bağlamda azınlık gençlerinin sosyalizasyon süreçleri, kültürel, dinsel ve sosyal ilişki düzeylerini ve pratiklerini içeren gündelik yaşam pratikleri, Türkiye'de yaşanan tarihsel olaylar ve Türkiye'de vatandaşlık siyasetinin temel problemlerine yönelik algılarla biçimlenen ulusal ve cemaatsel aidiyetler, kimlik stratejileri üzerinden ele alınacaktır.Araştırmanın ana eksenini belirleyen bu üç çerçeve içindeki hareket noktası görüşmecilerin gündelik hayat deneyimleri olmakla birlikte, aile büyükleri arasında yaşanan tanıklıkların, deneyimler ve algılar üzerinde önemli bir rol üstlenmiş olması açısından kolektif hafızanın aktarım düzeyleri de ele alınacaktır. This study is intended to address the impacts of ongoing practices in minority, in the context of homogenization of the nation-state politics and official ideology during nation-state building process in Turkey, on ?Identity fictions of Non-Muslim youth? , by focusing on the everyday life experiences. In this context, socialization processes of youth in the minority; daily life practices including cultural, religious and social relation level practices; the historical events taking place in Turkey; national and community belongings which changes dramatically with the perceptions of the basic problems of politics in Turkey will be discussed upon identity strategies.As well as the starting point in these three frames that determine the main axes of research is everyday life experiences of interviewers, the important role of the testimonies took place between the elders of families on experiences and perceptions; everyday life experiences and perceptions in terms of transfer levels of collective memory will also be considered. 227

Bu tez Kazakistan'ın ulus politikalarındaki sürekliliğini Sovyet ve Sovyet sonrasi dönemler arasında analiz etmeye çalışmaktadır. Sovyet geçmişine baktığımızda, Sovyet şablonu ulus politikaları Kazakistan'da derince kök salmıştır. Sovyet şablonu ulus politikalarını düşününce bu çalışma, ulus politikalarının şablonunun yapısını Rus hegemonyası altında eşitler arası birinci olarak kavramsallaştırır. Sovyet sonrası dönemle ilgili olarak, ana akım argümanların aksine ulus inşa polikaları küllerinden doğmamıştır. Bu çalışma Sovyet sonrası dönemde Kazakistan'daki ulus inşasının Sovyet şablonuyla birlikte nasıl ilerlediğini aydınlatmayı amaçlar. Bağımsız Kazakistan'ın ulus inşa sürecini değerlendirirken Kazakların yükselen yerli hegemonyası vurgulanır. As for the Soviet past the Soviet template of nationality policies was deeply rooted in Kazakhstan. Considering the Soviet template of nationality policies, this study conceptualizes the structure of it as first among equals under Russian hegemony. With regard to post-Soviet period, this thesis claims that the nation building policies were not born out of its ashes contrary to the mainstream arguments. This study aims to reveal how the post-Soviet nation building in Kazakhstan is still proceeding along with the Soviet template. Evaluating nation building process of independent Kazakhstan, this study emphasizes the rising titular hegemony of Kazakhs. Bu tez, 1920-1932 yılları arasındaki dönemde, İngiliz etkisi altındaki Irak'ta milliyetçilik ve ulus devletin oluşumu konularını incelemektedir. Çalışma, Osmanlı İmparatorluğu döneminde yaşanan Tanzimat reformlarının, İmparatorluğun Arap topraklarında ve Irak'ta erken dönem Arap milliyetçiliğini nasıl etkilediği ve daha sonra Irak'taki İngiliz Mandater yönetim döneminde Irak milliyetçiliği ve ulus devlet olma süreçleri üzerine odaklanmıştır. Tezde, ayrıca, Musul sorununun Irak milliyetçiliği ve yine ulus devlet olma süreci üzerindeki etkileri detaylı olarak incelenmiştir. Tez, Manda döneminde politika, sosyal yapı, siyasi partiler, devlet yönetimi, ordu ve ekonomi konularında yapılan düzenlemelerle gerçekleştirilen ulus-devletleştirme sürecini incelemektedir. Irak'ta İngiliz Mandası dönemi, Irak'ın sınırlarının çizilmesi ve devlet yapısının oluşturulması gibi önemli gelişmelere sahne olmuştur. Bu gelişmeler ülkeyi günümüzde de hala çeşitli şekillerde etkilemektedir. Tezin son kısmında İngiliz Mandası tarafından uygulanan politika ve stratejileri anlamanın, ülkenin güncel gelişmelerini anlamada son derece yardımcı olacağı belirtilmektedir. This thesis examines the development of a national identity and the ideology of nationalism, and the formation of nation-state in Iraq under the British Mandate from 1920 to 1932. The study focuses on the influences of the early Arab nationalist movements during the last decades of the Ottoman Empire and under the British Mandate over Iraqi nationalism and nation-state process. The study specifically examines the Mosul question and its effects on the formation of the territorial unity of the state in Iraq. The study also explores the successive civil administration during Mandate period while making Iraq a ?nation-state? by taking actions concerning the politics, social structure, the government, army and economy. The British Mandate period in Iraq witnessed many important developments such as the drawing of Iraq?s boundaries and the shaping of the foundations of the state structure. These developments continue to affect the country in a variety of ways even today. In the final part of the thesis, it is pointed out that understanding some of the policies and strategies implemented in Iraq by the British can help to make meaningful interpretations of current affairs in this country. 135

Bu çalışma 1839 Tanzimat reformlarıyla başlayan, 1876 Kanun-i Esasi ile devam eden ilk anayasal Osmanlı vatandaşlığı tanımından günümüz Türkiye Cumhuriyetindeki Türk vatandaşlığına kadar uzanan süreç içerisindeki vatandaşlık algısını ve etkilerini yansıtma amacındadır. Çok uluslu Osmanlı İmparatorluğunun dağılmasının ardından, modern Türkiye'nin kurulmasıyla tek kültürlü homojen bir ulus yaratma çabalarının başta Rumlar, Ermeniler, Yahudiler ve Kürtler olmak üzere farklı grupları içinde barındıran bir toplumda azınlık karşıtı uygulamalara gidilmesine neden olduğu görülmektedir. Artık günümüzde bu tarzda uygulamaların azınlık sorunları açısından bir çözüm getirmediği tarihsel deneyimlerle anlaşılmıştır. Osmanlı'dan kalma toplumsal miras farklılıklarıyla eskisi gibi zengin olmasa da, halen Türkiye Cumhuriyeti vatandaşı olan kendine has kültürel, etnik ve dini gruplar bu topraklarda yaşamaktadırlar. Günümüzde, bütün bu farklı gruplara mensup bireylere eşit yaklaşan, herkesin temel hak ve özgürlüklerini koruyabilen ve güçlü bir vatandaşlık tanımı aracılığı ile toplumla bütünleştirebilen çoğulcu bir toplum anlayışının gelişmesi devletin rahat işleyişi ve devamlılığı için kaçınılmaz bir zorunluluk halini almıştır. This study aimed to show perception and effects of the concept of citizenship which is started to develop with Tanzimat Reforms in 1839, and continued with first constitutional citizenship in 1876 Kanun-i Esasi to today's Turkish Citizenship in Republic of Turkey. After the collapse of multi ethnic Ottoman Empire, modern Turkey emerged based on principles of nation state with homogeneous culture, and this situation caused enforcements against minorities mainly Greek, Armenian, Jewish, and Kurdish ethnic groups. However, from now on it is understood that these kinds of enforcements do not help to solve minority problems after historical experiences. Even if today's community is not as diverse as in Ottoman society, a considerable amount of Turkish citizens having different ethnic, religious and cultural background is still living in Turkey. For this reason, the development of an understanding of multicultural society, guaranteeing the protection of human rights and fundamental freedom of every citizen is crucial to unify the feeling to be a part of Turkey's community for the prosperity and stability of Turkey. 142

20.y.y. ın sonu ile 21. y.y ın ilk yarısında tüm dünyada, her alanda ve zihinsel bağlamda ilişkilerin niteliğini değiştiren küreselleşme söylemi yadsınamaz bir gerçektir. Küreselleşmenin beraberinde getirdiği değişim ve dünyanın küçülmesi anlayışı ile siyasal hat ve devlet sınırlarının ortadan kalkacağı düşüncesi, ülkeleri ve insanları daha çok birbirlerine bağlar hale getirmiştir.Özellikle iletişim devrimi ile meydana gelen kültürler arası geçişkenlik durumu tüm sınırları iç içe geçen bir zincir gibi birbirine bağlamıştır. Küreselleşmenin bu geçişken süreci içerisinde bireyler yemek yeme alışkanlıklarından giyim tarzlarına, eğlence alışkanlıklarından yerel motiflere kadar tek tip bir kültür üretmişler ve hızlı tüketim anlayışını yaşamlarının vazgeçilmez bir parçası olarak görmüşlerdir. Bu süreç içerisinde ulus-devlet yapılanması birtakım değişikliklere maruz kalarak yeniden yapılanma yoluna gitmişlerdir. Fransız İhtilali'nin getirmiş olduğu en önemli akımlardan olan milliyetçilik dahilinde ortaya çıkan alt kimlikler ve çok kültürlülük, ulus-devlet yapılanması içerisinde hareket kazanmıştır. Bu süreçte ulus-devletler, küreselleşmenin zararlarını hafife indirgemek için sürece entegre olmaya ve kendi yapısından da mühim unsurlar kaybetmemeye özen göstermişlerdir.Bu süreçte kültürler arası uyum ve küreselleşme olgusuna uyum sağlamak bağlamında eğitim sistemi de; Erasmus, Sokrates, Leonardo Da Vinci, gibi eğitsel projeler ile gençlerin bu süreci yakından takip etmelerine olanak tanımıştır. Ülkemiz de bu süreç içerisinde yerel kültürlerin tanınmasını sağlamak ve üniversiteler arası bilgi alışverişini gerçekleştirmek maksadı ile yurtiçi Farabi Değişim Programı'nı yürürlüğe koymuştur.Küreselleşme olgusunu daha iyi tanımlamak ve üniversite gençliği arasında ne gibi etkilerde bulunduğunu ortaya koymak adına hazırlanan bu çalışma; iki bölümden oluşmaktadır.Birinci Bölümde; küreselleşme olgusunun kapsam ve unsurları ile birlikte ulus-devlet yapılanması ve eğitim sistemine değinilmiş ve kürselleşmenin bu alanlardaki etkilerinden bahsedilmiştir. Globalization discourse changing the quality of relationships in every area and in mental context all around the world at the end of the 20th century and first half of the 21th century is an undeniable reality. The thought that political lines and State boundaries will vanish thanks to the change the globalization brought along and the understanding of the world?s becoming smaller has been connecting countries and people more now.Transitivity situation between cultures occurring especially with communication revolution has connected all boundaries to each other like a telescoping chain. Within this transitive process of globalization, individuals have produced a single type of culture from eating habits to clothing manners, from entertainment habits to local motifs and seen fast consumption understanding as an indispensable part of their life. Within this process, nation-state structuring has been subjected to a set of changes and so they have undergone restructuring. Sub-identities and multi-cultural being occurring in the scope of nationalism being one of the most important trends the French Revolution brought along have acquired mobility within nation-state structuring. In this process the nation-states have paid attention to being integrated to the process and also not losing important elements from their own structure.In this process, in the context of reconciling with intercultural harmony and globalization phenomenon, education system has provided the young to follow this process closely through educational projects such as Erasmus, Socrates, Leonardo Da Vinci. Our country has also executed domestic Farabi Exchange Program in this process to provide new cultures to be recognized and to realize information exchange between universities.This study which was prepared in the name of defining globalization phenomenon better and revealing what kinds of effect it led between the university young composes of two parts.In the first part, it was stated about the scope and elements of globalization phenomenon and about nation-state structuring and education system and told about effects of globalization in these areas. In the second part, views of Sakarya University undergraduate students on globalization process were able to be inspected by the survey technique. 155

Küreselleşme ile birikte birçok kavram sorgulanmaya başlamıştır. Küreselleşme faktörünün çok farklı alanlarda geliştiğini ve küreselleşmiş bu alanların teknoloji ile hız ve hacim kazandığından hareketle, bu sürecin ulus-devlet, milliyetçilik, demokasi ve sivil toplum yapısında meydana getirdiği değişiklikler üzerinden tartışmalar yapılmış ve farklı yorumlar ortaya atılmıştır.Bu çerçevede ileri sürülen ?Yeni Dünya Düzeni? söylemleri içinde dünya ülkeleri küreselleşmenin olası etkileri ile başedebilmek adına önlemler almaktadır. Türkiye'de dünyanın yeniden yapılanması süreci içerisinde yer almakta ve bu süreçte karşılaşılan birçok problemi bertaraf etmek adına önlemler almaktadır. Bu bağlamda devlet politikası haline gelen AB'ye üyelik için çalışmalarına hız vermektedir. Özellikle, Türkiye'ye adaylık statüsünün verildiği Helsinki Zirvesi'nden (1999) sonra bu yönde olumlu adımlar atılmıştır. Bu süreçte, devlet faaliyetlerinin yanısıra STK'ların çalışmaları (destekleyici/desteklemeyici yönde) ön plana çıkmaktadır. Kamu bilincinin gelişebildiği, demokratik katılıma imkan veren ve iletişime açık birer platform olarak AB sürecinde STK'ların oynadığı ve oynayacağı büyük rol tartışmasız ve açıktır.AB'de Türkiye'deki STK'ların gelişimine önem vermekte ve bu konuda gerekli yasal düzenlemelerin yapılmasını talep etmektedir. AB'nin talepleri doğrultusunda sivil toplumu da ilgilendiren kanun değişikliklerini içeren hukuki reform paketleri ortaya çıkmıştır. AB, fonlar ve STK'ların karar mekanizmaları süreçlerine katılmaları konusunda da yardımcı olmaktadır. As globalization develops in many fields by gaining acceleration and capacity with the help of technology; there are ongoing debates and various comments about the effects of this process on the structures of nation-state, nationalism, democracy and civil society.Within the ?New World Order? expressions which have been set forth addressing the above mentioned debates, world countries take measures in order to cope with possible globalization effects. This means that Turkey also has its place in the restructuring of the world and takes measures against possible problems arousing during this process. Therefore, Turkey speeds its works for EU membership, which became a state policy. Specially, after the Helsinki Summit (1999) where Turkey received a candidate status positive steps have been made. In addition to state activities during this process NGO works (supportive/non-supportive) stand in the forefront. By developing public awareness, enabling democratic participation and being an open platform the immense role of NGO?s in the EU process is beyond debate and clear.EU gives importance to the development of NGO in Turkey and EU demands legal amendments at this issue. In accordance with EU demands, legal reform package including an amendment concerning NGOs has been put forward. EU also supports NGOs to be included in mechanism for decision process with funds. Türkiye-Yunanistan ilişkilerinin gerilme süreci Osmanlı İmparatorluğuna uzanıyor. 1821 Yunan İhtilali ile başlayan olumsuz süreç, Balkan Savaşları ile doruğa ulaşıyor. Yeni kurulan ulus devletlerin koskoca Osmanlı İmparatorluğu'nu Avrupa'nın dışına itmesi ile ortaya çıkan imparatorluğun geçersiz bir yönetim biçimi olduğu gerçeği, Türkleri alelacele ulus-devlet olma sürecine itiyor.Milli kimlik, milli ekonomi ve vatandaş oluşturma kavramlarını uluslaşma için çözüm gören Cumhuriyet kadroları bu bağlamda gayrimüslim vatandaşları uluslaşma süreci için olası tehlike olarak değerlendirdiler. Bu noktada ise başlıca günah keçisi her zaman için Rumlar oldu.Her ne kadar arada yakınlaşmalar olmuş olsa da Yunanistan'ın Kıbrıs sorununu 1954'te Birleşmiş Milletlere taşıması ile birlikte iki ülke ilişkileri açısından çalkantılı süreç başladı ve uygulanan karşılıklı uzlaşmaz politikalar yoluyla da zaman zaman içinden çıkılmaz hallere sürüklendi.Yaşanan çatışmalı dönemlerde en fazla zararı kuşkusuz iki ülkede yaşayan Rum ve Türk azınlıklar çekti. Özellikle basın yolu ile halka empoze edilen ırkçı söylemler, azınlıklar için hayatı yaşanmaz kılmaya yetti. The commencement of the tensions between turkey and Greece goes back to the days of the Ottoman Empire. The negative process which starts with the Greek invasion, reaches its peak with Balkan Savaşları. The fact that the empire was an inefficacious regime, which came about when newly emerged nation states propelled the grand empire out of Europe, forced Turks to hastily start the process of becoming a nation-state.The founding Republican elite perceived non-Muslim citizens as potential dangers as they conceptualized national identity, national economy and creation of citizens as solutions in the process of nationalisation. In this context, the major scapegoat have always been the Greeks.Despite occasional rapprochments between the two countries, the real tensions have started when Greece presented the Cyprus problem to the United Nations in 1954. Thanks to mutual uncompromising policies, over time the relations have often become irreconcilable.It is no doubt that in the times of conflicts, the ones who have been harmed the most have been the Greek and Turkish minorities living in these countries. Especially, racist discourses imposed on the citizens by the mass media have made life unbearable for the minorities. 88

ÖZET Çağımızın özellikle globalleşme tartışmalarıyla gündemine oturan en önemli konularından birisi ulus-devletlerin varlık sorunudur, ikinci dünya savaşının ardından, yeni ulus-devletlerin kurulması, 19. yüzyıldan bu yana süregelen `milliyetçilik çağı`nın kapanması biçiminde yorumlanmış, Sovyet uygulaması da, ulusal kimliklerin üzerinde egemen bir kimlik yaraülabilmesinin örneği olarak görülmeye başlanmıştır. Bu düşüncelerin aksine Sovyetler Birliği'nin dağılması, Çekoslovakya'nın barışçı yolla, Yugoslavya'ma da iç savaş sonucu çözülmesi, Kafkaslarda yaşanan etnik-dinsel çatışmalar, yeni bir milliyetçilik dalgasının başladığım ve bütün uğraşılara karşın etnik kimliklerin ortadan kaldmlamadığını göstermiştir. Milliyetçilik, ortaya çıkışından günümüze kadar adından sıkça söz ettirmiş ve birçok siyasal hareketin başat itici gücü olmuştur. Milliyetçilik kavramı ilk kez 1774 yılında Johann Gottfried Herder tarafından kullanılmıştır. İlk kez Batı 'da ortaya çıkması nedeniyle, milliyetçilikle ilgili ilk tanımlara Batı Hteratüründe rastlanır. Milliyetçilik kavramı, anlamım Fransız Devrimi ile başlayan ulusal bilinç ile Orta ve Doğu Avrupa'daM hareketlerden alır. Milliyetçilik, taran toplumundan sanayi toplumuna geçiş aşamasında, toplumda ortak bir ulusal kimlik yaratılması yolunda önemli işlevi olan bir ideoloji olarak ortaya çıkmıştır. Avrupa tecrübesi açısından milliyetçilik, aynı dili konuşan, bu dil ile getirilmiş çeşitli kültürel karakteristikleri kapsayan bütün insanları tek bir bağımsız devlete toplayan ve bu dilde yöneten bir hükümete sadakati gerektiren bir ideolojidir. Milliyetçiliğin işlevsel olarak çok güçlü bir eylemsel karaktere sahip olduğu söylenebilir. Milliyetçilik kitleleri mobilize etme noktasında bir tehdide yaslanır. İdeolojik düşman, değerleri çürüyen ve yozlaşan bir dünya, çekilmez duruma gelmiş baskılar ya da hiçe sayıldığı, hakarete uğradığı için aidiyetin acilen ifade edilmesi ihtiyacı bunlardan birkaçıdır Günümüzde en yaygın devlet tipi olan ulus-devlet modeli, ortaçağın sonunda milli monarşilerin ortaya çıkışıyla başlayan bir örgütlenme biçimini ifade etmektedir. Ortaçağın sonunda başlayan bu örgütlenme biçimi tam anlamıyla 19. yüzyılda gerçek yapışma kavuşmuştur. 20. yüzyılın ikinci yarısından itibaren global ölçekte yaygınlık 199kazanmış bir siyasal örgütlenme biçimi olan ulus-devlet, günümüzde varlığını devam ettirip ettirememe konusunda tartışmalara konu olmaktadır. Globalleşme söylemlerinin akademik alanda geniş yer tutması, milliyetçilik ve ulus-devlet kavramlarının da etkinliğini arttırmaktadır. Globalleşme kavramı incelendiğinde mevcut tartışmaların genelde iki farklı eksende gerçekleştiği gözlenir. Bir grup düşünür, globalleşme sürecini olumlu bir gelişme olarak değerlendirirken, diğer grup süreci olumsuz bir biçimde ele alır. Olumlu yaklaşımlar globalleşme süreciyle birlikte global ölçekte artan hareketlilik ve dolaşıma koşut olarak dünyanın `global köy` haline geldiğini ve herkes açısından olumlu yeni bir olgu olduğunu belirtirler. Olumsuz yaklaşımın temsilcileri ise, globalleşme sürecinde kutuplaşmanın derinleştiğinden söz ederek globalleşmenin yeni bir olgu olmadığım ve farklı ülkelerin farklı kesimleri için farklı anlam taşıdığını ifade eder. Globalleşme sürecinde tartışmalara neden olan ulus-devlet ve milli kimlik konusundaki görüşler iki temele dayanmaktadır: Bunlardan ilki, süreci ekonomik olarak ele almakta; diğeri ise, globalleşmenin kültürel sonuçlarına değinmektedir. Globalleşme sürecinin gemileri arasında bahsedilen ve ulus-devletin egemenüğinin sona erdiği tezi ise gerçeklerden uzaktır. Global iktisadi ilişkiler ve ticaret akımları, ulus-devletin güç rekabetleri doğrultusunda gerçekleşmektedir. Ayrıca uluslararası iş çevrelerinin Dünya Ticaret Örgütü'ne, gümrük tarife anlaşmalarına, sözleşme haklan ve telif haklanmn korunması konusundaki hükümet uygulamalarına yönelttiği aşm ilgi, ulus-devletin bütün özellikleriyle devam ettiğinin önemli göstergelerinde birdir. Sınır kavramının globalleşmeyle birlikte anlam ve özellik değiştirmesiyle birlikte ticaret ilişkileri, kimi zaman ulus-devletin sınırlarını aşmaktadır, ancak bu durum ulus-devleti yok etmekten çok, ulus-devletlerin uluslararası alanda temel birim olarak kabul edilip bütün ulusların ortak olarak dünya iktisadım denetlemelerini gerekli kılan bir duruma işaret etmektedir. 200 ABSTRACT One of the most prominent issues on the agenda in our age is the survival of the nation states. Following the World War n, establishment of the nation states has been interpreted as the closure of the 'Nationalism Age' which was prevalent since the 19th century and Soviet style was considered to be an example of the creation of a dominant identity over national identities. Contrary to those considerations the fall of the Soviet Union, falling apart of Czechoslovakia and breakup of Yugoslavia peacefully as a result of a civil war and ethnical and religious conflicts in the Caucasus demonstrated that the ethnical identities have not disappeared and confirmed the fact that a new wave of nationalism is approaching. Nationalism has been debated very often and it has become the leading propulsion of many political actions. The concept of nationalism was used by Johann Herder for the first time in 1774. Because it initially appeared in the West, first definitions relating to nationalism can be seen in Western Literature. The concept of nationalism takes its meaning from national consciousness that started with the French Revolution and the movements in Middle and East Europe. Nationalism which had a great function in the way of creation of a common national identity in the community came on the scene at the stage of transition from agricultural to industrial community as an ideology. From the angle of European experience, nationalism is an ideology which requires that all the people who are speaking the same language and sharing the common cultural characteristics should live in only one country and people also should become loyal to the government using this language. It can be said that nationalism has strong activist characteristics from the angle of function. Nationalism leans against threats from the viewpoint of mobilizing the masses. Creation of ideological opponens, a world where values are being degenerated and decayed, the unbearable pressures or the need of urgent expression of relation because of insult and disregard are some examples of these threats. The nation-state model which is the most prevalent state model in our age, stands for an organizational style evolved by the emergence of the national monarchies 201by the end of the Middle Age which took its final shape in the 19th century. Nation-state which had been a globally prevalent political organization style since the second half of the 20 century has been an issue of discussion is a constant debate. For the time being almost all of the countries that are member of UN are nation-states. In Turkey, when the globalization debates are examined, it is observed that the they take place in two different basement. While one group has a positive tendency towards globalization, another has a negative approach. The positive approach claims that in the process of globalization, the world has became a `global village` on a global scale together with movement and circulation. It is pointed out that globalization will enable developing countries to become prosperous and rich in addition it will also help developed countries to become even richer. The ones who have a negative attitude towards globalization claim that it makes polarization worse and add that globalization is not a new concept but has a different meaning for different groups in different countries. People who are against globalization don't share the opinion that globalization helps developing countries to improve and develop. The thesis 'nation-state sovereignty has come to an end' which mentioned in the results of globalization process is far from the realities. The global economic relations and trade trends are realized in the direction of nation-state power competitions. Besides, the extraordinary interest of international business circles to the World Trade Organization, the agreements of customs tariffs, the executions of governments on protection of agreement and copyrights are some of significant signs that nation-state still exist with its all features. However this situation indicates a state that the concept of nation-sate should be accepted as a basic unit in the international area. Thus, it can be reached a position that all the nations can control the world economy together. In conclusion international cultural relations and dialogs and any type of communication of information are factors that have impact on social productivity.
