In the last decade, a significant number of initiatives have emerged that aim to use mobile technologies and applications for educational purposes, however, the implementation has not been fully effective due to a variety of difficulties. In this work, the attitudes of students and teachers towards the use of mobile learning in institutions of higher education were explored. Samples of students and teachers from five Cajamarca universities in Peru were taken to which surveys were validated by experts and the reliability was assessed using Cronbach's alpha. It was evaluated if there are statistically significant differences between the attitudes of the students in relation to age, sex, specialty and type of mobile used. Likewise, it was evaluated whether there are statistically significant differences between teachers' attitudes regarding age, sex, university experience, academic level and type of mobile used. Student t tests and a unidirectional variance analysis (ANOVA) were performed for each indicator considered. The results revealed that there are statistically significant differences between students' attitudes regarding the type of mobile device. The emergence of mobile learning technologies had a significant impact on educational technology. [ABSTRACT FROM AUTHOR]

In this article, it investigates how training and teaching work are treated in UNESCO's proposals on mobile technology and learning. Some documents published during the Covid-19 pandemic are discussed, but the focus of the analysis is on documents prepared in 2012 and 2014. The research draws theoretically on Michel Foucault's notion of governmentality and Stephen Ball's discussions related to this notion in the context of contemporary neoliberalism. Analytically, it describes how UNESCO proposes mobile technology and mobile learning as important tools to transform education, advocating their use in teacher training and work, especially in poor and developing countries. Next, we discuss who finances the documents analyzed, what are the possible interests of the financiers and the market issues to which such financing may be related. It concludes by pointing out the proposals described as part of conduct control mechanisms in favor and being part of contemporary mentalities based on market neoliberalism. En este artículo, se investiga cómo se abordan la formación y el trabajo docente en las propuestas de la UNESCO sobre tecnología móvil y aprendizaje móvil. Se discuten algunos documentos publicados durante la pandemia de Covid-19, pero el análisis se centra en los documentos preparados en 2012 y 2014. La investigación se basa teóricamente en la noción de gubernamentalidad de Michel Foucault y en las discusiones de Stephen Ball relacionadas con esta noción en el contexto del neoliberalismo contemporáneo. Analíticamente, describe cómo la UNESCO propone la tecnología móvil y el aprendizaje móvil como herramientas importantes para transformar la educación, abogando por su uso en la formación y el trabajo de los profesores, especialmente en los países pobres y en desarrollo. A continuación, se analiza quién financia los documentos analizados, cuáles son los posibles intereses de los financiadores y las cuestiones de mercado con las que puede estar relacionada dicha financiación. Concluye señalando las propuestas descritas como parte de los mecanismos de control de conducta a favor y como parte de las mentalidades contemporáneas basadas en el neoliberalismo de mercado. Neste artigo, investiga-se como a formação e o trabalho docente são tratados nas proposições da UNESCO sobre tecnologias e aprendizagens móveis. Discorre-se sobre alguns documentos publicados durante a pandemia de Covid-19, porém o foco das análises se dá em documentos elaborados em 2012 e 2014. A investigação apoia-se teoricamente na noção de governamentalidade de Michel Foucault e nas discussões de Stephen Ball relacionadas a essa mesma noção no contexto do neoliberalismo contemporâneo. Analiticamente, descreve-se como a UNESCO propõe as tecnologias e as aprendizagens móveis como importantes ferramentas para transformar a educação, defendendo sua utilização na formação e no trabalho docentes, especialmente em países pobres e em desenvolvimento. A seguir, problematiza-se quem financia os documentos analisados, quais são os possíveis interesses dos financiadores e as questões de mercado as quais tal financiamento pode estar relacionado. Conclui-se apontando as proposições descritas como parte de mecanismos de controle da conduta a favor e fazendo parte de mentalidades contemporâneas pautadas no neoliberalismo de mercado.

This paper presents the most relevant results of a study in which opinions of the teachers in the area of Fresno (Central California, USA) about the effects of the integration of mobile devices into the teaching-learning process. Among other objectives, this study has tried to analyze the influence of mobile learning over three very important learning factors: affective-emotional (motivation), ethic-social (social skills) and the cognitive one (cognitive skills). In order to carry out this study, a descriptive methodological approach was adopted, using the survey technique as the most adequate method to collect teachers' opinions in a relatively fast and precise way. Obtained results show a widespread agreement among teachers about the pedagogical potential of mobile devices as a tool to improve learning quality. In general terms, conclusions suggest an improvement in the students' interest on educational tasks, an increase during study activities, a better collaborative work, as well as an improvement of creativity and information acquisition. Se describe un proyecto interdisciplinar sobre competencias informacionales del estudiantado y profesorado universitario de Ciencias Sociales, orientado a crear programas disciplinares para el aprendizaje en un entorno mixto que pondrá énfasis en las tec nologías móviles. Aprobado en el “Plan estatal de investigación, desarrollo e innovación orientada a los retos de la sociedad” (2017 - 2019) la investigación continúa el anterior proyecto sobre “Evaluación de las competencias informacionales del estudiantado universitario de ciencias sociales” (2011 - 16), que produjo los cuestionarios IL - HUMASS y EVALCI. Este nuevo proyecto aborda tres líneas de acción: 1) Diagnóstico de las percepciones del profesorado sobre los niveles de competencia informacional (en adelan te ALFIN), propios y de su estudiantado. 2) Diseño y desarrollo de un modelo integrador para la adquisición y evaluación de las CI de estudiantado y profesorado universitario; y 3) Desarrollo de programas disciplinares, como herramientas de apoyo e integra doras de todo el proyecto. La metodología de investigación que se está aplicando es cualitativo - cuantitativa, adaptándose a cada uno de los objetivos del proyecto, y por ello se usa tanto la autopercepción como la técnica de entrevistas individuales y grup ales a estudiantado y docentes para conocer los hábitos de aprendizaje, metodologías, estrategias, iniciativas y mejores prácticas. A partir de la síntesis de la visión del profesorado y del estudiantado se desarrollarán herramientas de aprendizaje que se puedan personalizar a través de un modelo integrador, estructural y flexible sobre competencias informacionales, incluyendo tutoriales para cada disciplina investigada, y las correspondientes aplicaciones para móviles inteligentes, basadas en contenidos di gitales y multimedia., The advances from an interdisciplinary project currently under development are described. This project got a grant from the national Spanish Research, Development and Innovation Plan, focu sed on society challenges for their development between 2017 and 2019. The project’s research follows a previous project (2011 - 16) devoted to the assessment of Social Sciences students’ information competencies and produced the questionnaires IL - HUMASS and EVALCI. This new project proposes three action lines: 1) Diagnosis of teachers’ perceptions regarding their own information competence (INFOLIT) levels and their students’. 2) Design and development of an integrative model for the acquisition and assessme nt of Information Competences for university students and teachers; and 3) Development of disciplinary programs, as support and integrative tools of the overall project. The research methodology we are developing is qualitative - quantitative, adapting to ea ch research aim. Thus, we use self - assessment as well as group interviews, both with teachers and students, in order to get to know the learning customs, methodologies, strategies, initiatives and best practices. El presente estudio se basa en la investigación sobre la metodología Mobile Learning (o aprendizaje móvil) para comprobar sus posibilidades en el área de Lengua Extranjera (Inglés) en centros escolares. El objetivo es analizar su impacto y uso para fomentar el aprendizaje del inglés en Primaria. De este modo, el documento, tras mostrar los objetivos que pretende alcanzar, se centra en exponer y hacer un recorrido analítico por aquellas experiencias ya existentes con dispositivos móviles y metodologías Mobile Learning en distintos contextos educativos, centrándose especialmente en las experiencias en la etapa de Primaria y en el ámbito del área de inglés. En segundo lugar, el documento establece el marco teórico necesario para entender bien el los conceptos relacionados con el estudio, en este caso, el Mobile Learning y sus características y ventajas, el uso de las TIC en la etapa de Primaria y el aprendizaje de inglés mediante tecnologías móviles. Una vez establecido el marco teórico principal, el texto hace un recorrido por las diferentes teorías educativas y lingüísticas que han marcado los diferentes métodos de enseñanza aprendizaje de las lenguas extranjeras para determinar finalmente qué es importante considerar para poder utilizar el aprendizaje móvil de forma efectiva en este área. En conclusión, lo que se pretende con este estudio es impulsar y potenciar el área de lengua extranjera inglés mediante el uso e inclusión de las TIC en el aula, en concreto de las tecnologías móviles, que aporten el componente de innovación y actualización que dicha área vienen necesitando desde hace tiempo. El present estudi es basa en la investigació sobre la metodologia Mobile Learning (o aprenentatge mòbil) per comprovar les seves possibilitats en l'àrea de Llengua Estrangera (Anglès) en centres escolars. L'objectiu és analitzar el seu impacte i ús per fomentar l'aprenentatge de l'anglès a Primària. D'aquesta manera, el document, després de mostrar els objectius que pretén assolir, se centra en exposar i fer un recorregut analític per aquelles experiències ja existents amb dispositius mòbils i metodologies Mobile Learning en diferents contextos educatius, centrant-se especialment en les experiències en l'etapa de Primària i en l'àmbit de l'àrea d'anglès. En segon lloc, el document estableix el marc teòric necessari per entendre bé el dels conceptes relacionats amb l'estudi, en aquest cas, el Mobile Learning i les seves característiques i avantatges, l'ús de les TIC en l'etapa de Primària i l'aprenentatge d'anglès mitjançant tecnologies mòbils. This study is based on research on the Mobile Learning methodology (or mobile learning) to verify its possibilities in the area of Foreign Language (English) in schools. The objective is to analyze its impact and use to promote the learning of English in Primary. In this way, the document, after showing the objectives it intends to achieve, focuses on exposing and taking an analytical journey through those already existing experiences with mobile devices and Mobile Learning methodologies in different educational contexts, focusing especially on experiences in the learning stage. Second, the document establishes the theoretical framework necessary to fully understand the concepts related to the study, in this case, Mobile Learning and its characteristics and advantages, the use of ICT in the Primary stage and learning English. using mobile technologies. Once the main theoretical framework has been established, the text makes a journey through the different educational and linguistic theories that have marked the different methods of teaching and learning foreign languages to finally determine what is important to consider in order to be able to use mobile learning effectively in this area. In conclusion, what is intended with this study is to promote and enhance the area of English foreign language through the use and inclusion of ICT in the classroom, specifically mobile technologies, which provide the component of innovation and updating that said area have been needing for a long time.
