[spa] La presente investigación aborda, desde una perspectiva y método comparativo, el contenido de libros de texto de historia de Secundaria –actualmente en uso– de Alemania (Baviera), España (Cataluña) y Turquía, para comprender la representación y significación de los conceptos de nación, minorías y Europa, entre los siglos XVI hasta XXI. Lo anterior, con la finalidad de revisar la función de la identidad nacional y el sentido de pertenencia dentro de la Didáctica de la Historia; así como también, visibilizar a las minorías dentro de un sistema educativo que presume ser multicultural, como el europeo. Para ello, se ha creado un método exploratorio de carácter inductivo, empleando una metodología cuantitativa con datos nominales y discursivos, para el análisis. Los resultados obtenidos describen y demuestran que la historia nacional sigue teniendo un enfoque nacionalista y que sigue aún sin reflejar una diversidad y pluralidad cultural consona con valores democráticos. La principal contribución de este estudio se dirige a la construcción del campo de la Didáctica de la Historia, cuya inquietud es el proceso por el cual el conocimiento histórico se convierte en un saber escolarizado. Por tanto, se pretende aportar a la revisión de los contenidos, las nociones y los sujetos que se enseñan, reproducen y promueven por los distintos sistemas educativos de la Comunidad Europea. Asimismo, se busca aportar una perspectiva novedosa al método comparativo y la edición de libros de texto., [eng] This research approaches, from a comparative perspective and by using a comparative method, the content of secondary school history textbooks currently in use in Germany (Bavaria), Spain (Catalonia) and Turkey, in order to understand the representation and significance of the concepts of nation, minorities and Europe between the 16th and 21st centuries. The aim is to review the role of national identity and the sense of belonging within the didactics of history, as well as to make minorities visible within educational systems that claim to be multicultural, such as European ones. For this purpose, an exploratory method of an inductive nature has been created, using a quantitative methodology with nominal and discursive data for the analysis. The results obtained describe and demonstrate that national histories still have a nationalistic approach and still do not reflect cultural diversity and plurality in line with democratic values. The main contribution of this study is directed towards the construction of the field of history didactics, the concern of which is the process by which historical knowledge becomes schooled knowledge. Therefore, it aims to contribute to the revision of the contents, notions and subjects that are taught, reproduced and promoted by the different educational systems in the European Community. It also seeks to bring a new perspective to the comparative method and the publication of textbooks.

Focusing on 21st century developments in southeast Anatolia, this article exa-mines the circumstances of minority communities within the contexts of the shifting dynamics of Turkey’s national project. Until the early 20th century southe-ast Anatolia was an ethnic patchwork. The early republican era saw efforts to “Turkify” through the promulgation of a national identity project asserting eth-nic unity. From the 1980s, conflict with the PKK gave urgency to the notion that uniformity was paramount for national cohesion. In this milieu, ethnic diversity was suspect. Circumstances changed with the AKP government’s 2002 ascendance and the earlier emergence of Kurdish municipal politicians. This article documents how thereafter the re-imagining of the national project away from an exclusive eth-nic categorisation allowed acknowledgement and accommodation of ethnic and religious diversity across southeast Anatolia. The chapter analyses these events in light of a backlash by nationalist politicians, the 2015 re-ignition of the PKK con-flict and the subsequent resurgence of nationalist rhetoric in the political arena. It appears a narrow, exclusive national identity is re-asserting itself. The article thus examines the extent to which the experience of south-eastern Anatolia represents the re-imagining of Turkey’s national project and the embrace of a previously de-nied multi-ethnic socio-political fabric. Do začetka 20. stoletja je bila jugovzhodna Anatolija mozaik etnij, potem pa so se v zgodnjem obdobju republike začela prva prizadevanja za poturčevanje s projektom nacionalne identitete, ki je zagovarjal etnično enotnost. V 80. letih prejšnjega stoletja se je zaradi konflikta s Kurdsko delavsko stranko (PKK) začelo odločno enačiti etnično uniformnost z nacionalno enotnostjo in v takem okolju je bila etnična raznolikost sumljiva. Razmere so se začele spreminjati leta 2002, ko je prišla na oblast Stranka za pravičnost in razvoj (AKP), in s predhodnim pojavom kurdskih občinskih politikov. V članku je doku-mentirano, kako je pozneje odmik nacionalnega projekta od izključujoče etnične kategorizacije omogočil priznavanje in sprejemanje etnične in verske raznolikosti po vsej jugovzhodni Anatoliji. V članku so ti dogodki analizirani v luči silovite reakcije nacionalističnih politikov, leta 2015 spet razvnetega konflikta s PKK ter poznejše ponovne okrepitve nacionalistične retorike v politični areni. Vtis je, da se zdaj znova uveljavlja ozka, izključujoča nacionalna identiteta. Avtor v članku tako preučuje, v kolikšni meri je izkušnjo jugovzhodne Anatolije mogoče razumeti kot preoblikovanje turškega nacionalnega projekta in sprejemanje v preteklosti zavra-čanega multietničnega družbenopolitičnega tkiva.

Författaren till denna uppsats har under en fältresa till Turkiet gjort en undersökning om Zazas, en mellangrupp människor som ofta faller i den etniska kategorin kurder eller turk, och som där samlade essensiellt akademiskt innehåll och individuella åsikter från lokalbefolkningen som intervjuades. Skälen bakom försummelsen av Zazas och förtrycket mot dem orsakade av Turkiets nationalistiska diskurs utforskas och det lärs ut att när Zazas försummades sitt språk, hade de officiellt uteslutits från hela nationens samhällsstrukturer. Deras språk är nu mycket hotat, på väg att glömmas bort. Denna forskning presenterar Zazas och deras hotade ställning på grund av en stor identitetsförlust orsakad av ett nationalistiskt statligt beslut, vilket främst har påverkat Zazas genom de språkbegränsningar som påtvingats dem. The author of this essay has during a field trip to Turkey done research about the Zazas, an inbetweener group of people who often fall into the ethnic category of Kurds or Turks, gathering essential academic content and individual views from locals who were interviewed. The reasons behind the neglection of Zazas and the oppression against them caused by the nationalist discourse of Turkey are explored and it is taught that when the Zazas were neglected their language, they officially became excluded from all the nation’s societal structures. Their language is now highly endangered, on a path to be forgotten. This research presents the Zazas and their endangered position due to a great identity loss caused by a nationalist state ruling, which has mainly affected the Zazas by the language restrictions forced upon them.

`Türkiye Yunanistan İlişkilerinin Batı Trakya Müslüman-Türk ve Türkiye Ortodoks-Rum Azınlığına Yansımaları` başlıklı çalışma Türkiye ve Yunanistan arasındaki ilişkilerin azınlıklara nasıl yansıdığını konu almaktadır. Bu çalışmanın amacı, iki ülke arasındaki ilişkilerin Lozan Barış Antlaşması'nın imzalanmasından bu yana nasıl bir değişim gösterdiği, karşılıklı algılamalar, sorunlar, bu sorunların Yunanistan'daki Türklere ve Türkiye'deki Rumlara nasıl yansıdığıdır. Türkiye ve Yunanistan'ın milliyetçilik anlayışları, uyguladıkları azınlık politikaları ve iki azınlığın uygulanan politikalardan nasıl etkilendiği ortaya koyulmaktadır. Dört bölüm olarak hazırlanan çalışmanın birinci bölümünde milliyetçilik kavramı, yaklaşımları, azınlık kavramı, hakları, tartışmaları, Türkiye ile Yunanistan'ın milliyetçilik ve azınlık kavramları çerçevesindeki politikaları incelenmiştir. İkinci bölümde ise Lozan Barış Antlaşması'ndan günümüze iki ülke arasında gelişen sorunlar değerlendirilmiştir. Üçüncü bölümde ise Türk-Yunan ilişkilerinin Batı Trakya Türkleri üzerindeki yansımaları, Batı Trakya Müslüman-Türk azınlığın yaşadığı sorunlar ve Yunan hükümetinin uyguladığı politikalar incelenmiştir. Çalışmanın dördüncü ve son bölümünde ise Türk-Yunan ilişkilerinin Ortodoks-Rum azınlığa nasıl yansıdığı, Rum azınlığın yaşadığı sorunlar ve Türk hükümetinin uyguladığı politikalar incelenmiştir. Çalışmada ulaşılan temel sonuç ise iki ülke arasındaki ilişkilerde tarihsel süreç içerisinde karşılıklı bir güvensizliğin olup milliyetçilik anlayışları neticesinde azınlıklara uyguladıkları politikaların azınlıkların yaşamını kötü şekilde etkilemiş olduğudur. Azınlık haklarının uluslararası antlaşmalarla garanti altına alınmasına rağmen zaman zaman ihlal edildiği, bazı sorunların çözüme kavuşturulduğu bazı sorunlarınsa hala devam ettiği görülmektedir.Anahtar Kelimeler: Türkiye, Yunanistan, Türk, Müslüman, Yunan, Rum, Azınlık, Milliyetçilik `The reflections of the relations of Turkey- Greece on Western Thrace Muslim-Turk and the Orthodox -Greek minority of Turkey` on the study entitled how to get working on minority issues is reflected in the relations between Turkey and Greece. The goal of this study was two show how a change since the signing of the Lousanne Peace Treaty of relations between two countries, mutual perceptions, promblems, and these problems are reflected in Greece to Turkey how to Greeks in Turkey. Understandings of nationalism of Turkey and Greece, minority policies implemented and how two minorities are affected by the policies implemented is put forward. İn the first part of the study prepared in four sections, the concept of nationalism, approaches, the concept of minority rights, debats, policies of Turkey and Greece within the frame work of nationalism and minority concepts were examined. İn the second part, the problems between the two counries have been evaluated since the Lousanne Peace Treaty, in the third part, the reflections of the Turkish-Greek relations on the Western Thrace Turks, the problems experienced by the Western Thrace Turkish minoriy and the policies implemented by the Greek Goverment were examined. İn the fourth and last part of the study how Turkish-Greek relations are reflected in the orthodox minority, the problems of the minority population and the policies of the Turkish goverment were examined. The main point reached in this study is that the policies applied to minorities as a result of the nationalist understanding and the mutual distrust in the relations between the two countries have affected the lives of minorities badly. Although minority rights are guaranteed by international treaties, from time to time they are infringed. Many scholars have analyzed Turkish nationalism to understand its progress in the Turkish Republic from different perspectives. While some scholars have forefronted the importance of cultural and religious aspects of Turkish nationalism, others have emphasized the significance of politics and economics in its formation. Three influential scholars have provided distinctive perceptions on the significance of this nationalism in Turkish society. Carter Vaughn Findley presents a thorough reevaluation of Turkish history in examining various dynamics of Turkish society. While Findley provides an overview on the role of nationalism in the nation’s history, Derya Bayir emphasizes that minorities are not protected in the Turkish legal system because the system aims to preserve Turkish nationalism.

This paper scrutinises citizenship education in Turkey from the foundation of the Turkish Republic (1923) to the present and explores the extent to which it encourages inclusive or exclusive concepts of national identity and citizenship. In Turkey, where there are citizens belonging to ethnic and religious minorities, civic education plays a prominent role for promoting tolerance among citizens. Using framing questions from phase one of the International Association for the Educational Achievement's (IEA) research of Civic Education Across Countries, the civic education textbooks of Turkey are examined to determine the extent to which they promote democracy and human rights, make positive references to ethnic and religious minorities, and promote social cohesion. As Turkey was not included in phase one of the IEA study, the paper provides original information for comparative studies, reconsideration of citizenship education in multicultural societies and promoting an active national citizenry in Turkey. © 2012 Copyright Taylor and Francis Group, LLC.

Within the politics of nationalism and nation-building, the emigration of ethnic and religious minorities, whether voluntary or involuntary, appears to be a commonly occurring practice. After the collapse of the Ottoman Empire in the early twentieth century, modern Turkey still carried the legacy of a multi-ethnic, multi-religious diversity in which its Armenian, Greek and Jewish communities had official minority status based upon the 1923 Treaty of Lausanne. However, throughout the twentieth century, Turkey's non-Muslim minority populations have undergone a mass emigration experience in which thousands of their numbers have migrated to various countries around the globe. While in the 1920s the population of non-Muslims in the country was close to 3 per cent of the total, today it has dropped to less than two per thousand. This article analyses the emigration of non-Muslim people from Turkey and relates this movement to the wider context of nation-building in the country. Publisher's Version Q2 WOS:000252455800006

Bu çalışma 1839 Tanzimat reformlarıyla başlayan, 1876 Kanun-i Esasi ile devam eden ilk anayasal Osmanlı vatandaşlığı tanımından günümüz Türkiye Cumhuriyetindeki Türk vatandaşlığına kadar uzanan süreç içerisindeki vatandaşlık algısını ve etkilerini yansıtma amacındadır. Çok uluslu Osmanlı İmparatorluğunun dağılmasının ardından, modern Türkiye'nin kurulmasıyla tek kültürlü homojen bir ulus yaratma çabalarının başta Rumlar, Ermeniler, Yahudiler ve Kürtler olmak üzere farklı grupları içinde barındıran bir toplumda azınlık karşıtı uygulamalara gidilmesine neden olduğu görülmektedir. Artık günümüzde bu tarzda uygulamaların azınlık sorunları açısından bir çözüm getirmediği tarihsel deneyimlerle anlaşılmıştır. Osmanlı'dan kalma toplumsal miras farklılıklarıyla eskisi gibi zengin olmasa da, halen Türkiye Cumhuriyeti vatandaşı olan kendine has kültürel, etnik ve dini gruplar bu topraklarda yaşamaktadırlar. This study aimed to show perception and effects of the concept of citizenship which is started to develop with Tanzimat Reforms in 1839, and continued with first constitutional citizenship in 1876 Kanun-i Esasi to today's Turkish Citizenship in Republic of Turkey. After the collapse of multi ethnic Ottoman Empire, modern Turkey emerged based on principles of nation state with homogeneous culture, and this situation caused enforcements against minorities mainly Greek, Armenian, Jewish, and Kurdish ethnic groups. However, from now on it is understood that these kinds of enforcements do not help to solve minority problems after historical experiences. Even if today's community is not as diverse as in Ottoman society, a considerable amount of Turkish citizens having different ethnic, religious and cultural background is still living in Turkey. For this reason, the development of an understanding of multicultural society, guaranteeing the protection of human rights and fundamental freedom of every citizen is crucial to unify the feeling to be a part of Turkey's community for the prosperity and stability of Turkey. 142

Türkiye ve Yunanistan'ın azınlıklara yönelik politikalarını konu alan ?Türkiye ve Yunanistan'ın Azınlık Politikaları: İkili İlişkiler, Ulusçuluklar ve Azınlık Hakları Ekseninde Karşılaştırmalı Bir İnceleme? başlıklı bu çalışmanın temel amacı, Türkiye ile Yunanistan'ın azınlıklara yönelik algılama ve politikalarında, iki ülke arasındaki ilişkilerin, tarafların ulusçuluk anlayışları ve ulus inşa süreçleri ile karşılıklı algılamalarının etkisinin karşılaştırmalı bir perspektiften incelenmesi ve tarafların azınlıklara yönelik uygulamalarının, Lozan başta olmak üzere, uluslararası hukuksal bağıtlarda tanımlanmış azınlık haklarına ne ölçüde uygun/aykırı olduğunun saptanmasıdır. Bu amaç doğrultusunda üç bölüm olarak kurgulanan çalışmada ilk olarak ulus, ulusçuluk, ulus-devlet, ulus inşası, azınlıklar ve azınlık hakları konularında kavramsal ve teorik çerçeve oluşturulmuş ve tarihsel süreç içerisinde azınlık haklarının gelişimi ve günümüzde ulaştığı nokta incelenmiştir. İkinci bölümde tarafların ulusçuluklarının gelişimi ve karşılıklı algılamaları konularına yoğunlaşılmış ve büyük ölçüde bunların etkisiyle biçimlenen azınlıklara yönelik algılama ve politikaların görünümleri ortaya konmuş; ayrıca azınlıklara ilişkin olarak izlenen politikaların ikili ilişkilere etkisi değerlendirilmiştir. Çalışmada ulaşılan temel sonuç ise, ikili ilişkilerin rekabetçi/çatışmacı niteliği ve ulusçu yaklaşımları çerçevesinde birbirlerini ve azınlıkları ?öteki? olarak algılayan her iki ülkenin de hukuksal yükümlülüklerine rağmen geçmiş yıllarda azınlıkların birçok haklarını ihlal ettiği ve son yıllarda her iki ülkenin de azınlıklara yaklaşımında önemli değişimler görülmekle birlikte bazı alanlardaki ihlallerin sürdüğü şeklindedir. The main topic of this dissertation, titled ?Minority Policies of Turkey and Greece: A Comparative Research on the Axis of Bilateral Relations, Nationalisms and Minority Rights?, is the policies of Turkey and Greece towards minorities. The main purpose of this study is to analyze the perceptions of minorities and the minority policies of Turkey and Greece from a comparative perspective of parties? approach of nationalism and nation building processes. This work also aims to identify Turkish and Greek minority policy implementations comparing with international law to propound to what extent appropriate/contrary to common practices emphasizing on Lausanne Peace Treaty. For this purpose, study is constructed on three chapters. In the first chapter, a conceptual and theoretical framework is constructed relating to the concepts of nation, nationalism, nation-states, nation-building, minority issues and minority rights. In addition, the development of minority rights is examined within the historical process. In the second chapter, firstly the minority policies and the minority perceptions of Turkey and Greece are explained and then the impacts of these policies on bilateral relations are evaluated. In the third part, the legal obligations of Turkey and Greece on minority rights are overviewed and minority policies of Turkey and Greece is examined in terms of freedom of religion and conscience, freedom of association and the right to vote and to be elected, right to property and the right to education regarding Muslim-Turkish minority of Western Thrace and Orthodox-Greek minority of Turkey. Also the conformity of these policies to minority rights is argued based on Turkish and Greek practices. This study concluded that Turkey and Greece have perceived minorities as ?other? and violated many basic rights of minorities within the framework of nationalist approaches and the competitive/confrontational nature of bilateral relations. Despite the legal obligations of the both countries and the positive changes in Turkey and Greece?s approach to minorities in recent years, minority rights violations in some areas still continues. 728
