Abstract

This paper describes each of eight current interrelated federally funded research projects conducted by the Research and Training Center for Children's Mental Health at the University of South Florida. For each project, information is provided on the project's background, purpose, methodology, and anticipated results. Project titles and principal investigators are: (1) "Developing a Framework for Assessing the Impact of Policies on Children with Emotional Disturbances and Their Families" (Robert Friedman); (2) "The Impact of Policy on Collaboration in Systems of Care for Children with Emotional Disturbance and Their Families" (Mary E. Evans, Barbara Morrison-Rodriguez, and Cheryl Cockram); (3) "The Urban School and Community Study: Effects of Systems Reform on Students with Emotional and Behavioral Disabilities and Their Families" (Krista Kutash and Albert J. 2. Child and Adolescent Service System Program Technical Assistance Research Meeting: Summary of Proceedings (Washington, DC, May 1-2, 1990).

Abstract

Proceedings are presented from a meeting designed to encourage and assist university-based researchers and public policy-makers in the formation of meaningful, long-term collaborations that would ultimately increase chances of competing successfully for research grants on the efficacy of services and systems of care for children and adolescents with serious emotional disturbances. The proceedings emphasize the use of experimental design. Summarized presentations are offered in the following areas: "Relating Child and Adolescent Service System Program Goals to a Research Design"; "Issues in Resarch Design"; "Sampling Issues"; "Measures/Outcomes--System Outcomes"; "Measures/Outcomes--Client Outcomes"; and "Institutional Review Boards." Appendices, which comprise over half the document, include: (1) "Research on Service Delivery and Systems of Care: Recommendations for the NIMH Child Mental Health Research Plan"; (2) "Issues in Research Design" by Michael Hendricks; (3) "Vermont System for Tracking Client Progress"; (4) "Some Possible Measures for Improvements to the CASSP System and Service Delivery" by Michael Hendricks; (5) federal regulations on protection of human subjects; and (6) a list of four technical assistance resources. 3. Transforming Mental Health Care for Children and Their Families

Abstract

In April 2002, the President's New Freedom Commission on Mental Health was created by executive order to study the mental health care delivery system in our nation and to make recommendations for improvements so that individuals with serious mental disorders can live, work, learn, and fully participate in their homes and communities. In its report, "Achieving the Promise: Transforming Mental Health Care in America," the commission provided strategies to address critical infrastructure, practice, and research issues. This article focuses on the work of the commission's Subcommittee on Children and Families, describing its vision for mental health service delivery for children and providing suggestions for strengthening community-based care for youths with or at risk of behavioral health disorders. Training, research, practice, and policy implications for psychologists are discussed.

Abstract

This document is part of a series of monographs on community-based services for children and adolescents who are severely emotionally disturbed. The series is the product of a national study of community-based service approaches which identified over 200 programs serving emotionally disturbed children and included visits to several programs representing a variety of service delivery approaches. This volume begins with presentation of a model system of care, along with principles for service delivery. A literature- and program-based review of therapeutic foster care services is then presented, focusing on: definition and terminology; history; philosophy and goals; characteristics; variables such as treatment intensity and treatment approach; specific services such as preplacement, intervention, discharge, and follow-up; services to natural families; linkages; clients; staffing; treatment parents; resources; evaluation; and major advantages and challenges. Two programs are described in detail--the Family Network Program of the Lee Mental Health Center (Fort Myers, Florida) and Pressley Ridge Youth Development Extension (Pittsburgh, Pennsylvania.) One-page profiles of 32 therapeutic foster care programs are also provided. An appendix contains "The Story of Amanda," a case study of a 10-year-old emotionally disturbed child successfully treated in a therapeutic foster care home. (JDD)

This volume on home-based service approaches begins with a presentation of a model system of care, along with principles for service delivery. A literature-based discussion of home-based services is then provided, emphasizing their history, philosophy and goals, characteristics, service intensity and duration, service phases, linkages, clients, staff, resources, evaluation, and advantages and challenges. Detailed descriptions of three programs follow: Family Advocacy Project (Middlebury, Vermont); Homebuilders (Federal Way, Washington); and Satellite Family Outreach Program (Chicago, Illinois). A final section offers one-page profiles of 34 home-based service programs. References accompany the first two chapters. (JDD)

Abstract

This monograph explores the development of comprehensive systems of care for severely emotionally disturbed children and adolescents. It is intended as a technical assistance tool for states and communities interested in improving services and as a review of the state of the art for developing systems of care. A generic model of a system of care is presented, along with principles for service delivery and alternative system management approaches. The components of the system of care include mental health services, social services, educational services, health services, vocational services, recreational services, and operational services. Management of the system of care involves consideration of state-community relationships, alternative models for system management, and the role of case management and case review committees. Assessment of the characteristics of an effective system is also featured, and worksheets to assess the status of the system of care are provided. References accompany each chapter. (JDD)
