Decisions about climate change are inherently moral. They require making moral judgements about important values and the desired state of the present and future world. Hence there are potential benefits in explaining climate action by integrating well-established and emerging knowledge on the role of morality in decision-making. Insights from the social and behavioural sciences can help ground climate change decisions in empirical understandings of how moral values and worldviews manifest in people and societies. Here, we provide an overview of progress in research on morals in the behavioural and social sciences, with an emphasis on empirical research. We highlight the role morals play in motivating and framing climate decisions; outline work describing morals as relational, situated, and dynamic; and review how uneven power dynamics between people and groups with multiple moralities shape climate decision-making. Effective and fair climate decisions require practical understandings of how morality manifests to shape decisions and action. To this end, we aim to better connect insights from social and behavioural scholarship on morality with real-world climate change decision-making.

Political dynamics across scales are often overlooked in the design, implementation and evaluation of environmental governance. We provide new evidence to explain how interactions between international organizations and national governments shape environmental governance and outcomes for 238 World Heritage ecosystems, on the basis of a new intervention–response–outcome typology. We analyse interactions between the United Nations Educational, Scientific and Cultural Organization and 102 national governments responsible for implementing ecosystem protection under the World Heritage Convention between 1972 and 2019. We combine data on the reporting, deliberation and certification of individual ecosystem-level threats, with data on national governance quality, economic complexity and key stakeholder perspectives. We find that the extent of threatened ecosystems is seriously underestimated and that efforts to formally certify threatened ecosystems are often resisted by national governments. A range of responses to international intervention, including both productive and counterproductive responses, generates material impacts at the ecosystem level. Counterproductive responses occur in nations dependent on limited high-value natural resource industries, irrespective of overall level of economic development. We identify new political approaches to improve environmental governance, including how to overcome the problem of regulatory capture. Our findings inform how we can better anticipate and account for political dynamics in environmental governance. Interaction between international organizations and national governments over 238 World Heritage ecosystems shows patterns of productive and counterproductive dynamics, which yield lessons to improve environmental governance.

Understanding social-ecological system (SES) feedbacks and interactions is crucial to improving societal resilience to growing environmental challenges. Social-ecological systems are usually researched at one of two spatial scales: local placed-based empirical studies or system-scale modelling, with limited efforts to date exploring the merits of combining these two analytical approaches and scales. Here, we take a multiscale interdisciplinary approach to elucidate the social dynamics underpinning cross-sectoral feedbacks and unintended consequences of decision-making that can affect social-ecological system vulnerability unexpectedly. We combined empirical place-based research with the Robustness Framework, a dynamic system level analysis platform, to analyse the characteristics and robustness of a coastal SES in Cornwall, UK. Embedding place-based empirical analysis into a broader institutional framework revealed SES feedbacks and “maladaptations”. We find that decentralisation efforts coupled with government austerity measures amplify second-order (reputational) risks. This prompted temporal policy trade-offs, which increased individual and community vulnerability and reduced social-ecological system robustness, impeding local adaptation to climate change. We identify opportunities to ameliorate these maladaptations by (1) implementing coordination rules that can guide policymakers in instances of conflicting coastal management pressures, and (2) recognising how second-order risks influence decision-making. This work demonstrates the strengths of combining local and regional analyses to assess the robustness of social-ecological systems exposed to environmental changes, such as climate change and sea level rise. Our results show how analysis of the multiscale effects of climate policies, decision-making processes and second-order risks can usefully support local climate change adaptation planning.

Climate change research is at an impasse. The transformation of economies and everyday practices is more urgent, and yet appears ever more daunting as attempts at behaviour change, regulations, and global agreements confront material and social-political infrastructures that support the status quo. Effective action requires new ways of conceptualizing society, climate and environment and yet current research struggles to break free of established categories. In response, this contribution revisits important insights from the social sciences and humanities on the co-production of political economies, cultures, societies and biophysical relations and shows the possibilities for ontological pluralism to open up for new imaginations. Its intention is to help generate a different framing of socionatural change that goes beyond the current science-policy-behavioural change pathway. It puts forward several moments of inadvertent concealment in contemporary debates that stem directly from the way issues are framed and imagined in contemporary discourses. By placing values, normative commitments, and experiential and plural ways of knowing from around the world at the centre of climate knowledge, we confront climate change with contested politics and the everyday foundations of action rather than just data.

Historically, Western White society has portrayed Native American societies as utopias that we canlook to for political, spiritual, and artistic inspiration. For example, Columbus’s original “Letters ofDiscovery” began this tradition by writing the natives as a primitive, pure, communal society, andMontaigne’s “Of the Cannibals” continued this tradition with his similar portrayal of native peoples.Such portrayals ultimately lead to harmful stereotypes, expectations, and marginalization of NativeAmerican people by White society. With the aid of Robert Berkhofer Jr’s The White Man’s Indian,this essay explores the idea of the noble savage in conjunction with utopian ideals and breaks downthe process by which Native ways of life have been falsely portrayed as utopias. Additionally, itexplores the consequences of such stereotypical depictions and looks at attempts to dispel suchutopian myths.

International audience; It is well established that ecosystems bring meaning and well-being to individuals, often articulated through attachment toplace. Degradation and threats to places and ecosystems have been shown to lead to loss of well-being. Here, we suggestthat the interactions between ecosystem loss and declining well-being may involve both emotional responses associated withgrief, and with observable impacts on mental health. We test these ideas on so-called ecological grief by examining individualemotional response to well-documented and publicized ecological degradation: coral bleaching and mortality in the GreatBarrier Reef ecosystem. The study focuses both on one off events of coral loss and the prospect of continuing decline on theself-reported well-being of residents living within the ecosystem, visitors, and those whose livelihood is dependent on themarine resource: data from face-to-face surveys of 1870 local residents, 1804 tourists, and telephone surveys of 91 fishersand 94 tourism operators. We hypothesise that the extent to which individuals experience ecological grief is dependent onthe meanings or intrinsic values (such as aesthetic, scientific, or biodiversity-based values), and is moderated by their placeattachment, place identity, lifestyle dependence, place-based pride, and derived well-being. Results show that around halfof residents, tourists and tourist operators surveyed, and almost one quarter of fishers, report significant Reef Grief. ReefGrief is closely and positively associated with place meanings within resident and tourist populations. By contrast respond-ents who rated high aesthetic value of the coral ecosystem report lower levels of Reef Grief. These findings have significantimplications for how individuals and populations experience ecosystem decline and loss within places that are meaningfulto them. Given inevitable cumulative future impacts on ecosystems from committed climate change impacts, understand-ing and managing ecological grief will become increasingly important. This study seeks to lay conceptual and theoreticalfoundations to identify how ecological grief is manifest and related to meaningful places and the social distribution of suchgrief across society.

Sustainability science recognises the need to fully incorporate cultural and emotional dimensions of environmental change to understand how societies deal with and shape anticipated transformations, unforeseen risks and increasing uncertainties. The relationship between empathy and sustainability represents a key advance in understanding underpinning human-environment relations. We assert that lack of empathy for nature and for others limits motivations to conserve the environment and enhance sustainability. Critically, the relationship between empathy and sustainability is mediated by place and identity that constrain and shape empathy’s role in pro-environmental sustainability behaviour. We review emerging evidence across disciplines and suggest a new model exploring interactions between place, identity and empathy for sustainability. There are emerging innovative methodological approaches to observe, measure and potentially stimulate empathy for sustainability.

The sharp end of climate change is being, and will continue to be, experienced at the local and personal scale. How changing patterns of hazards interplay with local landscapes is an important focus of risk management, both in understanding how place-based risk is perceived and in identifying how local populations would like these risks to be managed. In this study we focus on the object of hazard and examine how different meanings associated with water and waterbodies relate to flood risk perception and preferences for flood management strategies. We present analysis of a mixed methods study with survey data (n = 707) of residents in four coastal towns in France, South Africa and UK presented alongside an in-depth study of the two French towns (semi-structured interviews n = 15 and document analysis). Our analysis unpacks the significance of relationships between the meaning of water in general, and the meaning of specific water bodies, to flood risk perceptions. Our findings indicate that general water meaning is more reliably related to flood risk perception than specific waterbody meaning, where waterbody meanings are significant for flood risk perception, positive identification with rivers relates to reduced flood risk perception. We also find that the meanings associated with water and waterbodies relate to specific preferences for different types of flood management, including insurance and local taxation. The implications for landscapes undergoing rapid change, for example as a result of changing climate and hydrological regimes, are discussed. In particular, we highlight how infrastructure interacts with sense of place in communities undergoing rapid social–ecological change and how understanding this interplay can help in the design of more fully supported adaptation strategies.

A wide range of climate vulnerability and risk assessments have been implemented using different approaches at different scales, some with a broad multi-sectoral scope and others focused on single risks or sectors. This paper describes the novel approach to vulnerability and risk assessment which was designed and put into practice in the United Kingdom's Second Climate Change Risk Assessment (CCRA2) so as to build upon its earlier assessment (CCRA1). First, we summarize and critique the CCRA1 approach, and second describe the steps taken in the CCRA2 approach in detail, providing examples of how each was applied in practice. Novel elements of the approach include assessment of both present day and future vulnerability, a focus on the urgency of adaptation action, and a structure focused around systems of receptors rather than conventional sectors. Both stakeholders and reviewers generally regarded the approach as successful in providing advice on current risks and future opportunities to the UK from climate change, and the fulfilment of statutory duty. The need for a well-supported and open suite of impact indicators going forward is highlighted. BACKGROUND: A colposcopy examination is the main management option for women with an abnormal cervical screening test result. Although some women experience adverse psychological effects after colposcopy, those at greatest risk are unknown. We investigated predictors of worries about cervical cancer, sex, future fertility and general health during 12 to 30 months after colposcopy.METHODS: We invited 1,515 women, aged 20 to 59 years with low-grade cervical cytology who attended colposcopy to complete questionnaires at recruitment (∼8 weeks after cytology result) and after 12, 18, 24, and 30 months of follow up. Outcomes were worries about having cervical cancer, having sex, future fertility, and general health at any time during follow-up. Factors significantly associated with each outcome were identified using multiple logistic regression.RESULTS: At one or more time points during follow-up, 40% of women reported worries about having cervical cancer, 26% about having sex, 24% about future fertility, and 60% about general health. For all outcomes except sex, worries reported at recruitment were associated with significantly increased risk of worries during follow-up. Significant anxiety at recruitment was associated with all worries during follow-up. Women diagnosed with CIN2+ had significantly higher risks of worries about cervical cancer and future fertility. Management received was associated significantly with worries about cervical cancer and having sex. Younger women significantly more often reported worries about future fertility, whereas women who had children had reduced risk of future fertility worries but increased risk of cervical cancer worries.CONCLUSION: Clinical, sociodemographic, lifestyle, and psychological factors predicted risk of reporting worries after colposcopy.

Many commentators have raised questions about the recent focus on ecosystem services (ES) concepts in conservation, but little empirical analysis exists. We present a novel empirical analysis using interviews and Q Methodology to examine how conservation practitioners and organisations are interpreting and using ES concepts and associated approaches. We find that these concepts are being adopted for instrumental imperatives to broaden constituencies and with an expectation of extending funding sources. We uncover concerns within conservation that the utilitarian emphases of ES concepts may compromise the ability to make non-utilitarian arguments for nature in the future. In relation to changing practice, we examine shifts in partnerships and funding, where ES ideas provide a shared language about flows of value, apparently accelerating the integration of conservation and the private sector. Whilst many respondents noted the significance of shifts related to ES ideas, some attempted to play these down, presenting their organisation's adoption of these ideas as ‘just a rhetorical tool’. However, we argue that the adoption of ES concepts cannot be presented as solely rhetorical, given that these increasingly underpin and inform planning tools and policy instruments.

IntroductionTaxing tobacco is one of the most effective ways to reduce smoking prevalence, mitigate its devastating consequential health harms and progress towards a tobacco-free society. This study modelled the health and economic impacts of increasing the existing cigarette tobacco duty escalator (TDE) in the UK from the current 2% above consumer price inflation to 5%.MethodsA two-stage modelling process was used. First, a non-linear multivariate regression model was fitted to cross-sectional smoking data, creating longitudinal projections from 2015 to 2035. Second, these projections were used to predict the future incidence, prevalence and cost of 17 smoking-related diseases using a Monte Carlo microsimulation approach. A sustained increase in the duty escalator was evaluated against a baseline of continuing historical smoking trends and the existing duty escalator.ResultsA sustained increase in the TDE is projected to reduce adult smoking prevalence to 6% in 2035, from 10% in a baseline scenario. After increasing the TDE, only 65% of female and 60% of male would-be smokers would actually be smoking in 2035. The intervention is projected to avoid around 75 200 new cases of smoking-related diseases between 2015 and 2035. In 2035 alone, £49 m in National Health Service and social care costs and £192 m in societal premature mortality and morbidity costs are projected to be avoided.ConclusionIncreasing the UK TDE to 5% above inflation could effectively reduce smoking prevalence, prevent diseases and avoid healthcare costs. It would deliver substantial progress towards a tobacco-free society and should be implemented by the UK Government with urgency.

Failure to stem trends of ecological disruption and associated loss of ecosystem services worldwide is partly due to the inadequate integration of the human dimension into environmental decision-making. Decision-makers need knowledge of the human dimension of resource systems and of the social consequences of decision-making if environmental management is to be effective and adaptive. Social scientists have a central role to play, but little guidance exists to help them influence decision-making processes. We distil 348 years of cumulative experience shared by 31 environmental experts across three continents into advice for social scientists seeking to increase their influence in the environmental policy arena. Results focus on the importance of process, engagement, empathy and acumen and reveal the importance of understanding and actively participating in policy processes through co-producing knowledge and building trust. The insights gained during this research might empower a science-driven cultural change in science-policy relations for the routine integration of the human dimension in environmental decision making; ultimately for an improved outlook for earth’s ecosystems and the billions of people that depend on them.

Reaction time, the time between a stimulus and a person's reaction to it, is a concept familiar to most teenagers, particularly in the context of driving. We describe a simple inexpensive activity that utilizes students’ creativity and invokes the scientific method in order to explore reaction time. The goal of the activity is to give students a realistic understanding of their reaction time and to challenge them to consider the implications of this for driving scenarios.

This article examines whether some response strategies to climate variability and change have the potential to undermine long-term resilience of social–ecological systems. We define the parameters of a resilience approach, suggesting that resilience is characterized by the ability to absorb perturbations without changing overall system function, the ability to adapt within the resources of the system itself, and the ability to learn, innovate, and change. We evaluate nine current regional climate change policy responses and examine governance, sensitivity to feedbacks, and problem framing to evaluate impacts on characteristics of a resilient system. We find that some responses, such as the increase in harvest rates to deal with pine beetle infestations in Canada and expansion of biofuels globally, have the potential to undermine long-term resilience of resource systems. Other responses, such as decentralized water planning in Brazil and tropical storm disaster management in Caribbean islands, have the potential to increase long-term resilience. We argue that there are multiple sources of resilience in most systems and hence policy should identify such sources and strengthen capacities to adapt and learn.  2011

This article provides critical reflection on the notion of sustainable adaptation. It discusses how the concept resonates with debates on sustainable development, and how the key elements of sustainable adaptation presented in the literature relate to sustainable development. It discusses three major challenges to the promotion and implementation of sustainable adaptation and achievement of its objectives. First, many current approaches to adaptation are far from sustainable. Second, the relationships between poverty reduction and adaptation to climate change are complex and highly context specific. Third, sustainable adaptation may be co-opted to support development-as-usual rather than more radical options which put social justice, equity and environmental sustainability at the core.

Coastal social ecological systems in eastern Africa are subject to a range of environmental, social and economic changes. They are already vulnerable to these multiple stressors, and the impacts of climate change are likely to further exacerbate their vulnerabilities. Some of these impacts may be observed and experienced already. The analysis presented in this paper is based on mixed methods empirical research exploring local perceptions of recent changes at four sites in coastal Tanzania and Mozambique. People recognise and rank a number of climate and non-climate stressors which have contributed towards more risky and less diverse livelihoods. Importantly, regional and international policy initiatives – in the form of river basin management in Mozambique and South Africa, and development of a Marine Protected Area in Tanzania – are perceived to further erode resilience and exacerbate vulnerabilities. We suggest this is a form of policy misfit, where policies developed to address a specific issue do not take account of cross-scale dynamics of change, the interactions between multiple stressors, nor longer term climate change. This policy misfit may be remedied by a move towards adaptive forms of governance, and necessitates an explicit focus on building the adaptive capacity of the poor and most vulnerable in society.

Climate change poses a challenge to the dominant development paradigm with its concepts of modernisation, economic growth and globalisation which treat the environment as an externality and largely ignore climate variability. This article explores the extent of the challenge, drawing on archaeological evidence showing that adaptation to severe climate change can involve much more radical changes in human societies than are currently envisaged. Furthermore, short-term adaptation can result in long-term maladaptation, increasing vulnerability to climate shocks. The article argues that development urgently needs to shift its focus away from prevailing growth and yield-maximisation models towards alternatives encouraging resilience and risk-spreading.

Ecological citizenship presents a normative account of how citizens should conduct their lives, reducing their environmental impact. Little research has characterised ecological citizenship in practice or in the context of climate change. Q methodology is applied to a case study in Canada to scrutinise how individuals respond to climate change. The results identify four factors – the communitarian, the systemist, the sceptic and the economist – three of which suggest strongly that participants act on perceived individual responsibility for climate change. Practising ecological citizenship motivates individuals' responses to climate change. The actions taken suggest that behavioural change is the result of a complex negotiation between living standards, knowledge of causes of and contributions to climate change, and perceived intensity of greenhouse gas emission. The science of climate change is full of uncertainty, but the greater vulnerability of poor countries to the impacts of climate change is one aspect that is widely acknowledged. This paper adapts Dryzek's ‘components’ approach to discourse analysis to explore the media construction of climate change and development in UK ‘quality’ newspapers between 1997 and 2007. Eight discourses are identified from more than 150 articles, based on the entities recognised, assumptions about natural relationships, agents and their motives, rhetorical devices and normative judgements. They show a wide range of opinions regarding the impacts of climate change on development and the appropriate action to be taken. Discourses concerned with likely severe impacts have dominated coverage in the Guardian and the Independent since 1997, and in all four papers since 2006. Previously discourses proposing that climate change was a low development priority had formed the coverage in the Times and the Telegraph. The classification of different discourses allows an inductive, nuanced analysis of the factors influencing representation of climate change and development issues; an analysis which highlights the role of key events, individual actors, newspaper ideology and wider social and political factors. Overall the findings demonstrate media perceptions of a rising sense of an impending catastrophe for the developing world that is defenceless without the help of the West, perpetuating to an extent views of the poor as victims.

Adaptation is a process of deliberate change in anticipation of or in reaction to external stimuli and stress. The dominant research tradition on adaptation to environmental change primarily takes an actor-centered view, focusing on the agency of social actors to respond to specific environmental stimuli and emphasizing the reduction of vulnerabilities. The resilience approach is systems orientated, takes a more dynamic view, and sees adaptive capacity as a core feature of resilient social-ecological systems. The two approaches converge in identifying necessary components of adaptation. We argue that resilience provides a useful framework to analyze adaptation processes and to identify appropriate policy responses. We distinguish between incremental adjustments and transformative action and demonstrate that the sources of resilience for taking adaptive action are common across scales. These are the inherent system characteristics that absorb perturbations without losing function, networks and social capital that allow autonomous action, and resources that promote institutional learning.

Markets for ecosystem services are being promoted across the developing world, amidst claims that the provision of economic incentives is vital to bring about resource conservation. This article argues that equity and legitimacy are also critical dimensions in the design and implementation of such markets, if social development goals beyond economic gains are to be achieved. The article examines this issue by focusing on two communities involved in a project for carbon sequestration services of forests in the state of Chiapas, Mexico. The perceived legitimacy of the activities and the distribution of economic outcomes and project-related information are found to be mediated by organizational allegiances and the history of social relations regarding access to property and forest resources. Political affiliation determines the project's legitimacy, while the poorest farmers and women have been excluded from project design and implementation. The authors argue that pitfalls such as these contribute to reinforcing existing power structures, inequities and vulnerabilities, and suggest that this is a product of the nature of emerging markets. Markets for ecosystem services are, in effect, limited in promoting more legitimate forms of decision making and a more equitable distribution of their outcomes.

Managing ecosystems for multiple ecosystem services and balancing the well-being of diverse stakeholders involves different kinds of trade-offs. Often trade-offs involve noneconomic and difficult-to-evaluate values, such as cultural identity, employment, the well-being of poor people, or particular species or ecosystem structures. Although trade-offs need to be considered for successful environmental management, they are often overlooked in favor of win-wins. Management and policy decisions demand approaches that can explicitly acknowledge and evaluate diverse trade-offs. We identified a diversity of apparent trade-offs in a small-scale tropical fishery when ecological simulations were integrated with participatory assessments of social–ecological system structure and stakeholders’ well-being. Despite an apparent win-win between conservation and profitability at the aggregate scale, food production, employment, and well-being of marginalized stakeholders were differentially influenced by management decisions leading to trade-offs. Some of these trade-offs were suggested to be “taboo” trade-offs between morally incommensurable values, such as between profits and the well-being of marginalized women. These were not previously recognized as management issues. Stakeholders explored and deliberated over trade-offs supported by an interactive “toy model” representing key system trade-offs, alongside qualitative narrative scenarios of the future. The concept of taboo trade-offs suggests that psychological bias and social sensitivity may exclude key issues from decision making, which can result in policies that are difficult to implement. Our participatory modeling and scenarios approach has the potential to increase awareness of such trade-offs, promote discussion of what is acceptable, and potentially identify and reduce obstacles to management compliance.

Resource management regulations, such as those associated with the establishment of protected areas, can increase vulnerability and compromise individual and collective agency for adaptation. In this article, we comparatively analyse how four rural communities located within two biosphere reserves in Mexico and Bolivia experience vulnerability and adaptation to global change. We use focus groups, interviews and scoring exercises to analyse the influence of reserve management practices on locally perceived changes and stresses on livelihoods, and to discuss communities' coping and adaptation strategies. We show that both reserves are perceived as a source of stress but somewhat differently. In Mexico, communities feel vulnerable to the reserve's regulations but less to climatic and economic stresses, whereas in Bolivia communities perceive the insufficient enforcement of the reserve's rules as the most relevant stress to their livelihoods. Most of household-based and collective adaptations to environmental change have been adopted without the support of the biosphere reserves. We discuss how and why the biosphere reserves contribute to local vulnerability and why their role in enhancing local adaptation is limited.

We investigate how smallholder farmers at two sites in Kenya and Tanzania cope with climate stress and how constraints and opportunities shape variations in coping strategies between households and over time during a drought. On the basis of this analysis, we draw out implications for adaptation and adaptive policy. We find that households where an individual was able to specialize in one favoured activity, such as employment or charcoal burning, in the context of overall diversification by the household, were often less vulnerable than households where each individual is engaged in many activities at low intensity. Many households had limited access to the favoured coping options due to a lack of skill, labour and/or capital. This lack of access was compounded by social relations that led to exclusion of certain groups, especially women, from carrying out favoured activities with sufficient intensity. These households instead arried out a multitude of less favoured and frequently complementary activities, such as collecting indigenous fruit. While characterized by suitability to seasonal environmental variations and low demands on time and cash investments, these strategies often yielded marginal returns. Both the marginalization of local niche products and the commercialization of forest resources exemplify processes leading to differential vulnerability. We suggest that vulnerability can usefully be viewed in terms of the interaction of such processes, following the concept of locality. We argue that coping is a distinct component of vulnerability and that understanding the dynamism of coping and vulnerability is critical to developing adaptation measures that support people as active agents.

Many commentators attest to a paradigm shift in biodiversity conservation, away from exclusive protected areas towards more people-centred or community-based conservation. This has been referred to as 'new conservation'. However, new conservation could be thought of as an attempt to re-label and re-package conservation and to 'get people on board' existing strategies. According to its critics even so-called new conservation policy, practice and institutions remain expert-driven, undemocratic and autocratic. I argue that for new conservation to become reality, then more fundamental changes in priority-setting, decision-making and organization are required. This paper presents three challenges for a real people-centred conservation: a more pluralist approach to understanding knowledge and values of different actors, greater deliberation and inclusion in decision-making, and a remodelling of institutions to support conservation.

Background: Although about 7 million people in the US population use marijuana at least weekly, there is a paucity of scientific data on persistent neurocognitive effects of marijuana use. Objective: To determine if neurocognitive deficits persist in 28-day abstinent heavy marijuana users and if these deficits are dose-related to the number of marijuana joints smoked per week. Methods: A battery of neurocognitive tests was given to 28-day abstinent heavy marijuana abusers. Results: As joints smoked per week increased, performance decreased on tests measuring memory, executive functioning, psychomotor speed, and manual dexterity. When dividing the group into light, middle, and heavy user groups, the heavy group performed significantly below the light group on 5 of 35 measures and the size of the effect ranged from 3.00 to 4.20 SD units. Duration of use had little effect on neurocognitive performance. Conclusions: Very heavy use of marijuana is associated with persistent decrements in neurocognitive performance even after 28 days of abstinence. It is unclear if these decrements will resolve with continued abstinence or become progressively worse with continued heavy marijuana use.

This paper examines attempts to integrate the objectives of biodiversity conservation and social and economic development through a variety of approaches associated with different forms of protected areas and generally labelled as ‘integrated conservation and development’. It examines how the linkages between conservation and development are conceptualized, and the types of policy prescriptions and associated models and practice of integrating conservation and development. It identifies misconceptions about four key aspects that are common in conventional integrated conservation and development approaches. These difficulties involve the conceptualization of community, participation, empowerment and sustainability. Integrated conservation and development projects have often floundered as a result of over-simplification of these factors. It assesses attempts made to overcome these common misconceptions through examining the experiences of two innovative approaches to integrating conservation and development in the Caribbean and in Amazonia. It concludes that fundamental changes are necessary to institutions and management and decision-making strategies to address these issues and to effectively meet conservation and development objectives.

The unsustainable management of forests worldwide has been presented as a problem of global proportions by environmentalists since the 1970s. In the past decade the role of forests has also become a major development issue. However the international forest problem is represented differently by different interests. This paper examines aspects of the forest problem and the arguments for and against global action for forest governance. The different policy mechanisms applied and recommended are discussed, and the prospects for successful negotiation and implementation of a global agreement on forests are reviewed. This paper examines the evolution and development of institutions involved in the establishment of extractive reserves. It focuses on the different actors, organisations and projects concerned with extractive reserves in Rondonia in western Amazonia, Brazil. Extractive reserves are supported by a wide range of different actors and agencies, within a rapidly evolving institutional context. Extractive reserves are widely seen as a means of integrating forest conservation and local socio-economic development. As such, they have gained the support to the international environmental movement, multilateral and state development organisations, and grassroots community and producer organisations. These institutions represent a vast array of diverse interest which range from conservation of biodiversity, economic and social cohesion, and regional and national development. Extractive reserves are promoted as a means to achieve each of these objectives. However these ends are not necessarily complementary or compatible, and the integration of conservation and development is by no means easy to achieve. Whilst the various actors and institutions claim mutual and complementary interest, they form shifting alliances and coalitions in order to further their interests. This paper maps these institutions and interests and describes how alliances have been formed and broken, and how this has contributed to the currently observed implementation of extractive reserves. It analyses how the evolving institutions have been able to forward sustainable development in Amazonia and who benefits from alliances and coalitions. The paper argues that extractive reserves are constrained by the dissonance or misfit in discourses and underlying worldviews, reflected by the aims and objectives of the institutions which promote, oppose and lose or benefit from their implementation. This misfit is overcome, in part, by alliances formed between the different institutions, and in part by the creation of new institutions and projects.

with many different geographical settings and scales. The issues discussed and the interrogation of methods have much broader applicability. The methods themselves and the investigation of mental models can be applied to communities of place as well as communities of practice. In addition, some of the methods have been tested in other contexts and the reports of these applications greatly enrich the learning that is reflected in this special feature. In 2006 a mental models group was established within the Resilience Alliance to explore the contributions that different stakeholders and stakeholder groupings make to natural resources dynamics and the resilience of social-ecological systems. A study of water management practices associated with the National Water Act in South Africa provided an excellent opportunity to study mental models, and to assess the application of different methods for studying them, and the role that improved understanding of mental models could make in integrated water resource management at the catchment and other scales. It was felt in particular that the development of multistakeholder water management in the form of Catchment Management Agencies within the context of the National Water Act increased the potential relevance of understanding mental models and their consequences for water resource management. A central part of the collaborative research process that produced these papers was a 10-day long intensive workshop held in Mpumalanga Province of South Africa. The workshop was not only a data gathering and method testing exercise. Importantly it was an interdisciplinary learning experience with shared explorations of methods, theory, and ultimately the analysis of mental models of human-environment interactions. There were good reasons to choose the Inkomati Catchment as the site for the empirical research reported in these papers. Among these were the extent of existing research and good access to and knowledge of social and professional networks. However, even with the links to these established networks of knowledge and practice and with the direct involvement of individuals with long experience of the context, there was still not enough time to complete a full suite of techniques prescribed by the methods tested. This highlights one of the core lessons from this research exercise: that the process of

"Adaptive governance can be conceptualized as distinct phases of: 1) understanding environmental change; 2) using this understanding to inform decision making; and 3) acting on decisions in a manner that sustains resilience of desirable system states. Using this analytical framework, we explore governance in practice in two case studies in Kenya, that reflect the 'messiness' of contemporary coastal governance in many developing country contexts. Findings suggest that adaptive marine governance is unlikely to be a smooth process of learning, knowledge sharing, and responding. There are institutional, sociocultural, and political factors, past and present, that influence each phase of both local and state decision making. New local institutions related to fisher associations and Beach Management Units influence learning and knowledge sharing in ways contrary to those expected of institutions that enable collaborative fisheries management. Similarly, state decision making is relatively uninformed by the diverse knowledge systems available in the coastal zone, despite the rhetoric of participation. Historical relations and modes of working continue to play a significant role in mediating the potential for adaptive governance in the future. The case studies are illustrative and point to a number of institutional and political issues that would need to be addressed in processes of governance reform towards more adaptive management in developing country contexts."

Global Environmental Change is central to the debate on the relationship between environmental degradaton and economic development. This paper examines the agreements signed at the Earth Summit held in Rio in 1992 and highlights some implications for developing countries. The interim mechanism for resource transfer under the Conventions is the Global Enviornmental Facility, but it appears that transfers on a scale necessary to bring anout sustainable development as envisaged by Agenda 21 cannot be made through this mechanism alone. It is argued here that other mechanisms to promote development, such as debt relief, should not be ignored.

Recent decades have witnessed the transition from the government of rural areas towards processes of governance in which the boundaries between the state and civil society are blurred. As a result, governance is commonly linked to bottom-up or community-based approaches to planning and development, which are said to empower rural citizens and liberate them from the disabling structures of top-down government control. At the same time, however, a range of other actors beyond the local level have also become increasingly influential in determining the future of rural spaces, thereby embedding rural citizens within new configurations of power relations. This book critically explores the social causes and consequences of these emerging governance arrangements. In particular, the book seeks to move beyond questions of empowerment in governance debates and to consider how new kinds of power relations arise between the various actors involved. The book addresses questions concerning the nature of power relations in contemporary forms of rural governance, including: how community participation is negotiated and achieved; the effects of such participation upon the formulation and delivery of rural policies; the kinds of conflicts that arise between various stakeholder groups and the capacity of each group to promote its interests; and the prospects of this new approach for enhanced democratic governance in rural areas.

In most of the places where forest restoration is being considered, from the perspective of either conservation or development, the landscape is already inhabited. Furthermore, the resident or transient populations are unlikely to be a single homogeneous entity. Therefore, forest restoration involves many different stakeholder groups with their own wants and needs. Agreeing what the restoration priorities should be within a given landscape will consequently necessitate negotiating trade-offs among a range of stakeholders. 1.1. Win–Win Situations

The film The Day After Tomorrow depicts the abrupt and catastrophic transformation of the Earth’s climate into a new ice age, playing upon the uncertainty surrounding a possible North Atlantic thermohaline circulation (Gulf Stream) shutdown. This paper investigates the impact of the film on people’s perception of climate change through a survey of filmgoers in the UK. Analysis focuses on four issues: the likelihood of extreme impacts; concern over climate change versus other global problems; motivation to take action; and responsibility for the problem of climate change. It finds that seeing the film, at least in the short term, changed people’s attitudes; viewers were significantly more concerned about climate change, and about other environmental risks. However, while the film increased anxiety about environmental risks, viewers experienced difficulty in distinguishing science fact from dramatized science fiction. Their belief in the likelihood of extreme events as a result of climate change was actually reduced. Following the film, many viewers expressed strong motivation to act on climate change. However, although the film may have sensitized viewers and motivated them to act, the public do not have information on what action they can take to mitigate climate change.

Metadata only record This paper exposes the different perceptions that men and women in Southern Cameron have on their social, environmental, and economic changing situations. Women see their roles shifting from food subsistence to market providers. Table 2 shows how women perceive their realities as harder due to greater cash demands and poor terms of trade. Men on the other hand, see their standard of living improving. This article is the result of an in-depth qualitative study on a village of 32 households. Even though 'traditional' gender division of labour has evolved, it is still a determinant factor differentiating activities and tasks. Therefore, men and women are affected differently with the economic crisis. More men than women have the ability to diversify their livelihood sources. While women become more dependent on non-timber forest products (NTFP) for cash. Women named 18 NTFP products as very important sources of food or/ and income, but access to the forest is becoming harder and some products scarce.

Protected areas around the globe - national parks, wildlife reserves, biosphere reserves - will prosper only if they are supported by the public, the private sector, and the full range of government agencies. Yet such support is unlikely unless society appreciates the importance of protected areas to their own interests, and the protected areas are well-managed and contribute to the national welfare in a cost-effective way. A crucial foundation for success is full cooperation between individuals and institutions. Based on papers presented at the IVth World Congress on National Parks and Protected Areas, Expanding Partnerships in Conservation explores how new and stronger partnerships can be formed between managers of protected areas and other sectors of society. It describes a range of activities currently underway in many parts of the world that are intended to improve conservation efforts at the international, national, and local level. The book will be a valuable resource for anyone involved with establishing new protected areas, improving the management of existing areas, and building more positive relationships with the people who live in and around the protected areas.

We investigate linkages between stakeholders in resource management that occur at different spatial and institutional levels and identify the winners and losers in such interactions. So-called cross- scale interactions emerge because of the benefits to individual stakeholder groups in undertaking them or the high costs of not undertaking them. Hence there are uneven gains from cross-scale interactions that are themselves an integral part of social-ecological system governance. The political economy framework outlined here suggests that the determinants of the emergence of cross-scale interactions are the exercise of relative power between stakeholders and their costs of accessing and creating linkages. Cross-scale interactions by powerful stakeholders have the potential to undermine trust in resource management arrangements. If government regulators, for example, mobilize information and resources from cross-level interactions to reinforce their authority, this often disempowers other stakeholders such as resource users. Offsetting such impacts, some cross-scale interactions can be empowering for local level user groups in creating social and political capital. These issues are illustrated with observations on resource management in a marine protected area in Tobago in the Caribbean. The case study demonstrates that the structure of the cross-scale interplay, in terms of relative winners and losers, determines its contribution to the resilience of social-ecological systems.

Extractive reserves are important initiatives in tropical forest zones which seek to integrate conservation of natural resources with development and human welfare objectives. Increasingly in such initiatives empowerment of local communities is seen as both a means of achieving this integration and as an end in itself. This article presents a theoretically informed analysis of the interactions between rubber tappers and environmental organizations in the establishment and implementation of extractive reserves in Rondonia Brazil. It distinguishes two dimensions of empowerment--political and economic--and examines how the alliances between organizations have impacted differentially on the two dimensions. The analysis suggests that these alliances have so far been more successful in enabling political rather than economic empowerment. Advances in political empowerment are shown in the short-term at least not to have resulted in improvements in livelihood conditions of poor forest dwellers. (authors)

This article proposes a multi-dimensional framework for understanding the development and effectiveness of Payments for Ecosystem Services (PES) schemes, framed around the notions of institutional design, performance and interplay. The framework is applied in the context of Mexico's Programme of Payments for Carbon, Biodiversity and Agro-forestry Services (PSA-CABSA), with an emphasis on its carbon component. The analysis shows that PSA-CABSA was promoted by civil society and its rules have been subject to continuous modifications over time. In the case of the carbon component, changes have been due to an original misunderstanding of how carbon projects should be designed, implemented, and carbon traded in actual markets. From a performance point of view, the paper shows that the programme has been well received by rural communities, and carbon payments have contributed to increase household income and to enhance forest management practices and organisational skills. The paper also highlights sources of institutional interplay with local institutions and international climate policy, and it reveals the importance of capacity and scale issues in securing an effective and fair implementation of PES. The conclusion provides some policy recommendations for the future development of PES initiatives in Mexico and elsewhere.
