The paper studies peculiarities of formation and use of the Yamal–Nenets Autonomous Okrug labour potential. The purpose of the study is to identify the specifics of the situation in the regional labour market, its main determinants and development prospects, and to formulate proposals for employment policy corresponding to the peculiarities of the socio-demographic and economic situation. The paper is based on state labour statistics, municipal statistics, information of the Federal Register of Disabiled Persons, and the Rosstat population surveys data. To solve the research tasks the author uses methods of descriptive statistical analysis, as well as clustering methods in application to data characterizing tensions in the labour market of the municipalities of the region. The results of the analysis indicate the high role of migration in the formation of the labour potential of the region. Among the structural features of employment of the Yamal–Nenets Autonomous Okrug are a significant share of shift labour and a high proportion of migrants in the labour force, significant disparities in the structure of employed by economic activity and occupational group, as well as a small proportion of self-employed and entrepreneurs. The author concludes that the problems of the labour market act as an obstacle to the sustainable development of the region.

Purpose – to define theoretical features and to substantiate components in the development of the regional labor market. Design/Method/Approach. The systems approach is applied in order to substantiate a conceptual scheme for the development of the regional labor market, as well as the method of logical reasoning ‒ when justifying the drivers of regional labor market development in accordance with the expectations of its subjects. The information basis was formed by monographs and scientific publications in line with the research subject. Findings. The expediency of introducing measures for the development of the labor market in Ukraine at its present stage of socio-economic and socio-political development is substantiated. The main subjects in the labor market are identified, which include employees, employers, and authorities. The factors in the development of the labor market were determined based on the differentiation of objectives by the labor market subjects. Substantiation of the characteristic features in the development of the labor market is given. A conceptual scheme for the development of the regional labor market was built, which takes into account the expectations and requirements of the subjects, barriers and problems on the way towards development, directions to meet the expectations and overcome barriers, as well as the indicators of the labor market development. Practical implications. Results of the study can be the basis for creation of policy to activate the processes of cluster formation in order to achieve the development trends of regional labor market and to accelerate meeting the expectations of its subjects, which would ensure a synergistic effect. Originality/Value. It is proposed to define the essence of the notion "development of regional labor market" so that in contrast to existing understanding, it would focus on justifying the directions to meet the expectations and requirements of the labor market subjects by means of overcoming existing and predicted barriers and challenges to achieve the indicators of development of the labor market. Research limitations/Future research. Research results are to be laid in the basis of diagnosing the regional labor markets in Ukraine based on the main factors of their development. We investigate to what extent individual transitions to vocational training in Germany have been affected by local labour-market conditions. A statistical decomposition approach is developed and applied, allowing for a systematic differentiation between long-term change, short-term fluctuations, and structural regional differences in labour-market conditions. To study individual-level consequences for transitions to vocational training, regionalized labour-market data are merged with longitudinal data from the National Educational Panel Study, and multivariate transition-rate models are fitted. The results indicate that structural differences between regions have had significant effects on the transition behavior of school leavers, whereas temporary crises have been of only minor relevance. Moreover, different groups have been affected to different degrees by varying labour-market conditions. We also highlight the usefulness of our decomposition approach for a broader set of applications. (DIPF/Orig.)

The article is dedicated to the prospects of development of tourism sphere as one of factors of regulation of a state and conditions of regional labour markets. The clause broaches a point of connection perspective and a role of the tourism sphere and a state of regional labour market in processes of ensuring sustainable development of the region, that in long terms creates prerequisites to increase in level of economic security of the region, decrease in social tension and realization of opportunities of purposeful regulation of human recourses use in the region.

The paper aims at highlighting a current phenomenon on the labour market in Romania, related to the existence of important categories of unemployed persons and looking for a job, but not registered in the statistics of state institutions dealing with unemployment. The analysis is conducted in the area of western Romania (for the Arad, Bihor and Timis counties) and aims categories of unemployed people with different skill levels, which for different reasons, are not accounted for statistically.

This paper aims to quantify the performance of the Czech regional labour markets and to reveal the most influential economic factors standing behind its dynamics in the last fifteen years. Investigated labour markets are described using matching function approach. The successful matches are treated as an output of production process, where the unemployed are paired with vacancies. Efficiency of this matching process plays an important role in determining unemployment outflows. Using stochastic frontier model approach, dynamics of quantified efficiency terms is revealed and differences among regions are evaluated. The model specification includes a fixed effect term, where individual effect terms and inefficiency terms are estimated jointly. The stochastic frontier is estimated using monthly and quarterly regional panel data of 77 districts for the period 1999-2014. Matching efficiency of the Czech regional labour markets is negatively influenced people who have been unemployed for a long time and by the unemployed aged over 50 years. Although all districts were able to operate at their stochastic frontiers of matching, an upward trend in the inefficiency has been found within the investigated period. These tendencies are accompanied by rising disparities among the regions. Low levels of estimated matching inefficiency do not necessary mean the low unemployment in the corresponding districts.

The quality of human capital is a priority factor for the development of modern economy. Apparently, the system of higher education has a significant impact on the human development. There are a number of approaches to assessing this impact and to enhancing its positive outcomes. Studying the professional and social trajectories of graduates allows obtaining an objective picture of a practice-oriented influence of higher education on the human capital formation. The article explores young professionals’ career development six months after graduation. We analyse the characteristics of young professionals’ occupational and educational trajectories through examining the indicators of graduates’ employment monitoring in 2014–2016. The data are supplemented by the results of the graduates’ survey conducted in 2017 using administrative data. The data were processed using the methods of cluster and regression analysis, classification method and expert estimates. We have disproved the hypothesized significant impact of graduates’ performance at the university and their training basis (fee-payment or budgetary funding) on the financial success of graduates. Furthermore, we have identified five tendencies. Firstly, the graduates are increasingly involved in unstable employment. Secondly, working experience has a significant impact on successful employment. Thirdly, graduates continue their training to adapt themselves to the labour market. Fourthly, the financial and social success is highly dependent on the choice of training specialities, which are in demand in the modern economy. And last, there is a high mobility among graduates. Up to 30 % of them are moving to another subject of the Russian Federation. The study results can be applied to improve the quality of bachelor and master degree programmes, taking into account the identified specifics of young professionals’ unstable employment and to determine areas for effective government investment in the development of the Ural region human potential. © 2018 Institute of Economics Ural Branch of the Russian Academy of Sciences. Youth unemployment is a serious problem in Latvia, as unemployed young people make up 16.3 % of the total number of unemployed in the country, while in the Latgale region the number of unemployed young people aged 15—24 years was 18.8 % of the total number of unemployed in the country in 2015. The purpose of this study is to identify the main current causes of high unemployment amongst young people in the Latgale region of Latvia aged 15—24 years. This age group of young people acted as a target group for sociological research based on a quota sample (by sex and age) in an online survey of respondents in 2016. The results of the study were processed using the Statistika program. The transformation of social and economic processes in the world, Europe and the post- Soviet space has led to changes in the labor market of young people, which are objective and subjective, contradictory, which continue to this day. It is established that the behavioral rationalism of young people (labor mobility, vocational education, etc.) in the regional labor market is combined with its behavioral irrationalism (lack of desire to work for various reasons, the need for contact with family and friends, etc.). This is due to the growing uncertainty in the youth labor market due to the growth of competition, the emergence and growth of flexible forms of employment, depriving young people of the clarity of career and confidence in the future. The survey results also show that the majority of unemployed youth in the Latgale region deliberately refuses to emigrate outside Latvia and would like to link their future with the region and the country.

Noback I., Broersma L. and van Dijk J. Gender-specific spatial interactions on Dutch regional labour markets and the gender employment gap, Regional Studies. This paper analyses gender-specific employment rates and the gender employment gap in Dutch municipalities for 2002. The novelty of this analysis is that it takes into account the extent to which gender-specific education, income, and unemployment influence the male and female employment rates and gender gap. Men and women often do not compete for the same jobs, but rather it is found that high male unemployment has an indirect, positive significant effect on female employment rates. The gender employment gap narrows with female education and in urban areas and it widens with the care-prone age composition of the municipal population.

ELHORST J. P. (1996) A regional analysis of labour force participation rates across the member states of the European Union, Reg. Studies 30, 455–465. This study investigates the causes of variation in labour force participation rates in a regional Europe. Two participation rate equations are estimated, one for men and one for women, using annual data derived from Eurostat, 1983–1989. The explanatory variables are based on previous studies on the subject of the neoclassical formulation of the individual's labour supply function extended by the situation in which an individual who wishes to work cannot find a job and becomes involuntarily unemployed. The consistency of the parameter estimates to different estimation models is investigated. It turns out that heterogeneity between the member states of the EU is so important that it is almost impossible to find an overall regression equation for the whole EU. ELHORST J. P.
