Recent changes in innovation development are related to the new technological revolution (Industry 4.0), pandemic, economic crises, and new legislation. These trends provide new opportunities for the improvement of production materials, construction, processes, and capacities. Innovative technologies improve the processes of business analyses and forecasting, as well as new product development, order processing, logistics, production automation, quality control, and marketing. Modern technologies are gradually replacing ergonomically demanding and dangerous occupations. Such innovations are particularly necessary for the transformation of problem companies and regions, as they often have a significant impact on economic development. This study is part of our long-term research on the technology innovation of problem companies and regions. Its primary goal is to methodically emphasize the importance and role of technology innovation management, mainly in problem companies, and analytically compare the innovation success of regions and countries from a global perspective. The study was carried out from 2015 to 2021. The time scope of the analyzed data is 2000–2018. The results show a certain Asian dominance in technology innovation management, in terms of the number of technology patents as well as of the growth dynamics and the ability to overcome the pandemic and crises in general.

Under the background of new liberal arts, the construction of public management discipline should be based on the social times, the goal of talent cultivation, and the characteristics of the discipline itself, so as to meet the requirements of new liberal arts. In terms of social background, the public management discipline should not only respond to the new problems arising from the technological revolution, but also to the problems of national governance in the new era. In terms of the goal of talent cultivation, the public management discipline should not only cultivate public management professionals but also undertake the basic task of establishing virtue and cultivating talents. In terms of the characteristics of the discipline itself, the public management discipline should highlight the functional advantages of humanistic education, comprehensive discipline, and social service.

In the 1950s, Charles Snow wrote about the growing gap between the humanities and natural science cultures. He saw this as a great danger both for science itself and for all humankind. In Russia, it was complemented by a crisis of humanitarian knowledge. The article considers the ways to overcome this crisis and build a bridge between cultures.The solution of these problems is associated with the development of interdisciplinary approaches in general, and the theory of self-organization in particular. Synergetics today represents an approach that lies at the intersection of subject knowledge, philosophical reflection and mathematical modeling. It allows you to solve problems that go beyond individual scientific disciplines. Many of them require an analysis of processes and factors in rational, emotional and intuitive spaces.The article shows that the ongoing humanitarian and technological revolution, the tasks of designing the future, increase the role of humanitarian knowledge. The author substantiates the importance of a civilizational approach to humanitarian culture and considers the cultural issues of the unique civilization of Russia. There is outlined a number of specific steps to overcome the crisis of Russian humanitarian knowledge.The concept of cultural challenge is of particular importance among the problems for which solutions are proposed. The transition from the industrial to the post-industrial phase of the civilization development and the widespread use of artificial intelligence systems will free from work about half of people. The social stability and prospects for the civilization development are determined by the ability of culture to make their life complete, meaningful and creative. The organizational and financial reforms of the last thirty years have led education to a deep crisis. The interdisciplinary approaches are needed in order to balance the wishes of the programs authors, the opportunities of students and to correlate the training received with the prospects for the country’s development. The revision of the content and forms of education today is becoming a problem not only for teachers and scientists, but also for the entire national culture.The imperative of our country’s cultural development is the image of the future. In the industrial era, there was an idea of universality of the ways of social systems development. In the postindustrial reality, the world becomes more complex, diversity increases. At the current point of bifurcation, several development paths open up. A civilization’s cultural choice, based on tradition, scientific forecasting and the image of the future, becomes fundamental. Interdisciplinary approaches can play a fundamental role in shaping such a cultural choice.

The purpose of this study is to reveal the main problems in the field of education and identify opportunities for digitalization. The period of economic development in the modern world is called the digital economy. Basically, digitalization affects all spheres of human life. This article examines the orientation of the modern sphere of education to the process of digitalization. The relevance of the research is determined by the special significance of knowledge in the life of modern society, focused on the foundations and values of the post-industrial period. The success of the education system is greatly influenced by the level of human potential, the readiness of people to solve natural and social problems. Innovative technological processes play an important role in improving public education every year, the introduction of which contributes to the modernization and development of education, as well as improves the quality of training of future specialists and brings education closer to science. At the same time, such technological processes are designed to review existing approaches to educational activities, as well as to analyze their impact on society and individual social groups. In this regard, the study of the problems of digitalization of education and its social results is a very important area of academic research.

Entrepreneurs and blue-chip corporations alike are seeking to capitalize on outer space's bountifulness, setting the NewSpace industry's growth ablaze and establishing an engine for an economic and technological revolution. However, meaningful impediments that could stifle the industry's growth are still present. The wide array of newly forming opportunities, pursued by a myriad of actors with various interests, encourages national legislatures to regulate where current international law leaves uncertainty. Such encouragement has created a landscape of conflicting national legislations, which thereby constructs an environment of regulatory competition as states vie for the attention of the NewSpace industry. This paper assesses some of the regulatory competitions already underway as well as provides insights into likely future competitions as technology improves and interest in NewSpace grows. Ultimately, this paper finds and warns of the effects of these competitions; specifically that, in many cases, the rise of regulatory competition threatens to lower the standards of governing policies. In such circumstances, this paper foresees the growing possibility of inhibiting the development of NewSpace, an unsettling outcome and a worthy cause for concern.

The role of science and technics in the life of people and society was different in different periods of civilization’s development. This article examines the specificity and dynamics of science and technics as the most important social institutions of modern civilization, which in philosophy is usually called technogenic. The author analyses the role and degree of influence of science and technics on civilization’s development over several centuries, starting with the modern era. Particular attention is paid to scientific and industrial revolutions; their main results in the social and anthropological dimensions are discussed. Further, the sociocultural functions of science in technogenic civilization are described. It is emphasized that science is gradually becoming the activity and technological foundation for culture. In addition, the paper reveals the specifics of technics as the core of technogenic civilization. The results of the joint evolution of science and technics, which are embodied in the scientific and technological progress and scientific and technological revolution, make the author of this study reflect on the consequences of modern scientific and technological development in terms of major challenges and priorities. It is argued that the key trend of this civilizational process is the Fourth Industrial Revolution based on advanced cyber-physical technologies of Industry 4.0. Moreover, the article emphasizes the acuity, ambiguity, global nature and potential of the development of science, technics and technology in the dynamics of the transition to the next technological order. It is argued that the transformations inherent in the scientific and technological development are coming in the near future and will affect all spheres of human life and society at all levels. Thus, the author concludes that considering the role of science and technics in modern civilization from a philosophical perspective will have a growing worldview and prognostic value. Artificial Intelligence (AI), applied in many fields, is the core of the fourth technological revolution. In business, AI is used for customer relationship management as applied in the autoresponder systems, i.e., chatbot. Chatbots were an essential tool in the marketing relationship as many companies applied this function to their website; hence, this study analyzed the influence of chatbots on the enterprise's integrated marketing communication (IMC) activities, resulting in impulse purchase behavior and repurchase intention behavior. The mixed research method was used, particularly the in-depth interview and the survey with 886 online consumers, who shop from the online websites with chatbots system in Vietnam as Tiki, Lazada, Sendo, excetera. The research results showed that the perceived usefulness and ease of use of chatbots have positively affected the attitude of online consumers to the IMC activities of businesses. Simultaneously, IMC leads to impulse buying as well as the repurchase intention behavior of customers. The study proposed some managerial implications for an online business to enhance the chatbot functions to consumer behaviors in the website.

As a measure for higher engineering education in the new era to deal with a new round of scientific and technological revolution and industrial reform, China’s new engineering construction is an important strategic deployment to cultivate diversified and innovative engineering talents. In order to promote the new engineering construction in an all-rounded way, talent training is the key. Compared with traditional engineering talents, new engineering talents need to have richer values and normative knowledge, especially public policy qualities, which is the ability that new engineering talents should have in this complex and changeable environment. The EPP (Engineering and Public Policy) professional training model at Carnegie Mellon University provides useful practical experience for the cultivation of public policy qualities of new engineering talents.

PurposeThe hospitality industry experienced an unanticipated challenge from the COVID-19 pandemic. However, research in this area is scarce. Accordingly, this study aims to unfold a three-angled research agenda to intensify the knowledge advancement in the hospitality sector. It proposes a theoretical framework by extending the protection motivation theory (PMT) to explain the guest’s intent to adopt artificial intelligence (AI) and robotics as a protective measure in reaction to COVID-19.Design/methodology/approachThe research is centered on outlining the pertinent literature on hospitality management practices and the guest’s transformed behavior during the current crisis. This study intends to identify a research agenda based on investigating hospitality service trends in today’s changing times.FindingsThe study sets out a research agenda that includes three dimensions as follows: AI and robotics, cleanliness and sanitation and health care and wellness. This study’s findings suggest that AI and robotics may bring out definite research directions at the connection of health crisis and hospitality management, taking into account the COVID-19 crisis.Practical implicationsThe suggested research areas are anticipated to propel the knowledge base and help the hospitality industry retrieve the COVID-19 crisis through digital transformation. AI and robotics are at the cusp of invaluable advancement that can revive the hotels while re-establish guests’ confidence in safe hotel practices. The proposed research areas are likely to impart pragmatic lessons to the hospitality industry to fight against disruptive situations.Originality/valueThis study stands out to be pioneer research that incorporated AI and robotics to expand the PMT and highlights how behavioral choices during emergencies can bring technological revolution.

The use of many achievements of the scientific and technological revolution contains risks, including criminal ones. However, this circumstance cannot serve as an obstacle to progress, the instruments of which are these achievements. Obviously, criminal prosecution can only take place when reasonable and minimum requirements are not observed to prevent harm from being caused in a situation in which it should not be done. At the very least, the Criminal Code of the Russian Federation should not interfere with progress, but as a maximum should help it. The norms on unmanned vehicles proposed in the criminal law literature to supplement the Criminal Code of the Russian Federation are intended to serve this purpose. These vehicles imply any unmanned vehicles (UV), primarily autonomous vehicles (AV) and unmanned aerial vehicles (UAV), unmanned aircraft (UA). A critical analysis of these norms allows us to assert that there is no need to create our own criminal law definition of an unmanned vehicle. It is enough to use the definition that exists in the field-specific, transport legislation. The author rejects an idea to supplement the body of a crime provided for by individual articles of the Criminal Code of the Russian Federation with the classifying element “committing a crime with the use of a UAV”. The author finds reasonable to supplement article 63 of the Criminal Code of the Russian Federation with a rule granting the court the right to decide at its own discretion in what kind of crime the use of the UV (AV, UAV, UA, etc.) should be considered an aggravating circumstance.

This article, written for the special twentieth anniversary edition of Organisational and Social Dynamics, examines how the technological revolution and the pandemic are changing the shape of organisations and the future requirements from advisory services such as coaching and consulting, within the context of a PC culture and anxiety about climate change. The authors describe how AI and robotics are influencing the nature of work, replacing many jobs and enabling managers to be less operational and more strategic in orientation. The influence of the Black Lives Matter movement and the introduction of Universal Basic Income are described. The effect of the pandemic on the human psyche, on employment, poverty, homelessness, racism, and mental illness are spelt out as well as the implications for the world of work and organisational life. Attention is paid to the impact on the role of coach/coachee, using the six-domain model of coaching with predictions of how coaching may change in the future. With the boom of a new round of scientific and technological revolution, the National Natural Science Foundation of China (NSFC) has launched the Reform Initiatives in a bid to establish a leading science funding system that is guided by advanced concepts, equipped by a well-established mechanism and operated in a fair and efficient manner. To achieve these goals, the NSFC has identified the funding guidance for the new era, which can be summarized in the following four categories: Funding creative and timely ideas to achieve excellence in science, focusing on the frontiers of science in unique ways to lead the cutting edges, supporting application-driven basic research to enable breakthroughs, and encouraging transdisciplinary leading-edge research to promote convergence. In short, these four categories can be abbreviated as C1, C2, C3 and C4, respectively. The four categories correspond to the NSFC’s four functions. C1 stresses on the “incubator” function. It is researchers’ inspirations and creativities that “incubate” scientific hypotheses. The NSFC highlights their free and initiative exploration that is likely to produce original results from scratch. C2 focuses on the “tractor” function. Based on the existing unsolved problems, new science questions are presented, and the answers to these questions are proposed by overcoming obstacles with unique means, including improved methodologies, technologies and theories. The NSFC aims to support the proposals with pioneering endeavours so as to facilitate cutting-edge development. C3 emphasizes the “driver” function. Science questions tend to be application-driven, problem-driven and goal-driven. Therefore, the NSFC encourages applicants to not only tackle the basic scientific issues behind the technical bottlenecks, but also to convert the research results into applicable practices. C4 underlines the “multiplier” function. Since the nature of science questions is cross- disciplinary, the NSFC is committed to promoting the synergy and convergence of knowledge systems through multi- discipline research. In 2019, the discipline of atmospheric sciences (DAS) was selected as a reform pilot by the NSFC. Facing atmospheric sciences transforming from “traditional meteorology” into “Earth system science”, the DAS has provided interpretations of the above four categories of funding guidance. Regarding C1, levels of originality are regarded as the criterion for the measurement of creativity to open up new frontiers. A reference system was established by the DAS to evaluate originality on five levels, i.e., “motherdisciplines” (the basis of science, e.g., mathematics, physics and chemistry), geosciences, and the first level, the second level and the third level of atmospheric sciences. Regarding C2, the DAS encourages applicants to provide answers to challenging questions targeting the global science frontiers of atmospheric sciences and related areas with novel data/methods/technologies/theories. Regarding C3, the DAS is committed to solving the basic scientific problems deeply rooted in the development of the meteorological industry so as to serve the main economic battlefield, strive to fulfill the significant needs of the country and benefit people’s lives and health. Regarding C4, the DAS promotes trans-, cross-, inter-, and multi-disciplinary studies, not only to extend the knowledge chain of traditional meteorology, but also to generate new research paradigms for common fields. The above interpretation lays a solid foundation for the implementation of the category-specific review. It can be expected that such reform measures will be adopted for the funding process covering a wider scope of proposals in the recent future.

The article provides an insight into the interrelation between the worldview and personal meaningful orientations in the context of the modern digital era. The purpose of the article is to investigate the process of generating personal ontology with due regard to personal meaning-making, which involves considering three groups of issues. Firstly, attention is focused on understanding the complexity of the modern epoch against the background of the technological revolution and the effects of virtual imitation of reality, which may determine the worldview. Secondly, an effective insight into life-meaning orientations involves reviewing methodological approaches. Thirdly, the article considers the basic paradigms of life choices including the pragmatic option for self-determination, retrospective reflection based on historical-philosophical inquiry, the paradigm of genetic determination of human behavior and decision-making, and an opposing existential paradigm, which identifies proper life orientations. The study refers to enactivism as a methodological tool, according to which, changes in external circumstances generated by the subject may effect the structure of semantic regulations. The authors come up with an innovative approach to investigating the ways in which the meanings of personal ontology are shaped in the context of complexity and virtualization of the modern world. The idea of the ambivalence of life-purpose relfection is justified. The authors come to a conclusion that structuring personal ontology depends on processing the main tendencies of the epoch in the domain of personal reflection, which is based on one’s inner world and connected with goal-setting and shaping one’s life-project.

That having been said, the main objective of this article is to introduce the concepts of popular culture and mass culture in order to relate them with haute couture through a case study of Balenciaga brand, which is originally a product of haute couture and nowadays has redesigned their clothes from a creative element conquering its audience in social media.

In modern conditions, the global problems facing humanity have moved from the space of theoretical discussions to the space of practical issues that require imme­diate solutions at the level of individual countries and the world community as a whole. These changes are associated with a new technological revolution in so­cial production, which is being discussed today not only by theoretical scientists, but also by chief business practitioners and political leaders of the most influential countries of the world. Fundamental alterations are also taking place in the social stratification of society. The article discusses the theory, which can explain the so­cial system arising in the course of these transformations – Noonomy conception, created by Sergey D. Bodrunov. An analysis of its constituents is presented, as well as contingent ways to attain this state of social system, including formation of the second-generation New Industrial Society (NIS.2), socialization of the so­cial life, the new industrialization, based on the integration of science, education and manufacture. Reflecting on Bodrunov’s works, author gives an account of his own thoughts about possible future scenarios, with challenges, that may appear before mankind in close perspective, among those. The paper is a proposal to dis­cuss problems concerned with global transformation of modern society, which were emphasized by the Noonomy theory creator.

The article focuses on the criteria of pedagogical innovation. Along with such criteria as an obvious novelty and effectiveness, the author dwells on the adequacy of the considered pedagogical experience to ensure the advanced scientific and technological challenges of the time, as well as the solution of priority social problems. This implies that the tasks are reflected primarily in the conceptual documents of the country’s development. This criterion corresponds to a narrow understanding of innovation, which is associated with the system of «scientific novelty – technological (social) project – development – implementation». The broad understanding of the category «innovation» is determined by the development and preservation of the anthropological potential of society and education in particular. The relevance of the proposed basic criterion is revealed as a result of a critical analysis of a scientific publication devoted to the pedagogical experience within the system of military education. The article justifies the real anti-innovative systemic effects of the so called «Innovative approach». In the context of the growing pace of the scientific and technological revolution, the concept of «Asymmetric response» to the innovative challenges of the time is introduced. As a result of the analysis of the achievements of domestic and foreign scientists, a set of «Asymmetric measures» is proposed. They stemmed from the development of universal basic information, creative competencies, and polytechnic skills, as well as humanitarian and economic orientation of training, the development of primarily STEM-areas in school education, simulation and distance learning tools, innovative pedagogical technologies.

Although the technological revolution of recent decades has produced undeniable advances, it has also generated problems derived from new forms of human communication, especially among the younger population. This is the case with cyber dating violence, a problem that affects between 12% and 56% of young couples, making the need for preventive intervention patently evident. This study attempts to fill a gap in the literature in this field, carrying out a systematic review of universal cyber dating violence prevention programs, analyzing their characteristics and the evidence provided of their effectiveness. Following the PRISMA method, only 3 programs met the inclusion criteria: the DARSI program, the Dat-e Adolescence program and the Brief Incremental Theory of Personality (ITP) adolescent dating violence prevention program. All were reported to be effective, based on different indicators. Given the small body of work published to date and the limitations of the aforementioned programs, future research should aim to design and validate a greater number of programs that serve as tools for addressing this problem in a timely manner, in order to avoid not only the serious consequences it has for victims, but also its escalation towards adulthood.

The COVID-19 pandemic has unveiled the frailty of our societies from too many points of view to look away. We need to understand why we were all caught unprepared. On the one hand, we have all short memories. As we forget too quickly, we were unable to recognize key factors influencing response and preparedness to public health threats. For many years, economic evaluation pushed governments all over the world to cut resources for public health systems, with COVID-19 pandemic the question arises: do we spend too much or too little on health care? What is the right amount to spend on health? Moreover, in many countries, the privatisation, or semi-privatisation, of healthcare may give rise to inequitable access to health care for everyone. Although COVID-19 is very “democratic”, its consequences aren’t. According to OECD, income inequality in OECD countries is at its highest level for the past half century. Three main causes have been recognized, technological revolution, globalization, and “financialisation”. In this scenario, lockdown measures adopted to save lives are showing dramatic economic consequences. To address post COVID-19 reconstruction we need to go beyond GDP. As an economic measure this has many shortcomings in describing the real well-being of a country, and since what we measure affects what we do, new paradigms will have to guide the post COVID-19 reconstruction strategies, as the fate of countries and their citizens is at stake. info:eu-repo/semantics/publishedVersion

Constant changes in the economic system make it necessary to conduct a comparative analysis of structural changes in industry. Therefore, it appears particularly relevant to examine the industrial structure of individual regions and the Russian Federation as a whole and to determine directions for improving the development of the industrial sector in order to form competitive industries that would meet the requirements of the technological revolution and Industry 4.0.Aim. The presented study aims to assess the structurally balanced development of the industrial complex in the federal districts of the Russian Federation by analyzing the significance of structural differences.Tasks. The authors examine methods for assessing the state and dynamics of structural transformations in industry; investigate the current state, dynamics, and industry proportions of the industrial complex in the context of the federal districts of the Russian Federation; develop directions for improving the structure of the industrial complex.Methods. This study uses the methods of comparative and statistical analysis to structure indicators for assessing the development of the industrial complex and indices of structural shifts, which include indicators for evaluating structural transformations, in particular the Ryabtsev index.Results. The authors comprehensively analyze the current state and dynamics of the industry proportions of the industrial complex in the context of the federal districts of the Russian Federation. Based on the results of this analysis, they propose directions and recommendations for sustainable, structurally balanced development of the industrial sector.Conclusions. The practical significance of the study consists in the development of major directions for the transformation of the regional industrial complex, stimulating the implementation of advanced industrial technologies, formation and development of new markets for innovative products. This will make it possible to achieve balanced economic development.

The typology of cultures is one of the significant issues in the humanities and social studies, and it is becoming very important in the current era of globalization growth. The purpose of the present research is to analyze existing academic concepts and approaches towards cultures typology. The research is of an interdisciplinary nature and involves categories and concepts from philosophy, cultural studies, sociology, management, etc.There is presented a brief overview of cultures typology scientific concepts. The article reveals that notable researches follow dynamic approach towards cultures typology influenced by current globalization trends rather than static models of sociocultural systems typology. Currently, most of sociocultural systems have to adapt or transform in order to cope with globalization trends. Authors underline the need to change the paradigm of academic understanding of cultures typology and to update approaches for cultures typology model development.The authors presume that following the idea that the globalization core is coming from the Western civilization, the countries that push for technological revolution 4.0 are forced to focus on the centered ideological and semantic patterns where the Westerners could define points of demarcation with representatives of non-Western societies. This explains the tendency of comparative management theorists to measure the degree of cultural distance between countries. In this context, the theory of cultural and orientation values types seems to be one of the most promising methods of cultures typology.Following the structural-system approach, the authors determine a culture as a mega-system consisting of the main macro-systems (macro-cultures) and sub-systems (micro-cultures). The article stresses that globalization challenges push countries all over the world to think of the need to develop a common basis for mutual understanding. The authors suggest that the formation of a global network civilization as a mega-culture, in which the opportunities for communication between different cultures are more developed due to innovative technologies, should become a confident answer to existing global challenges.

También se podría decir que el mundo no es hoy lo que era hace algunas décadas. La revolución tecnológica y su progreso, la sofisticación de los métodos de comunicación, la aparición de nuevas enfermedades y calamidades, indican que nuestro mundo ya no es el que conocían los filósofos y científicos de las primeras décadas del siglo XX. Los filósofos antiguos no tuvieron que enfrentarse a este tipo de problemas. Sin embargo, tuvieron que tratar dificultades similares a las que los filósofos contemporáneos todavía se enfrentan. Mi afirmación en este artículo es que la filosofía antigua puede ser considerada como un pensamiento vivo y, por lo tanto, no como una “pieza arqueológica”. Examinaré primero algunas formas posibles de considerar el estudio de la filosofía antigua; en segundo lugar, proporcionaré algunos ejemplos de problemas filosóficos planteados por los filósofos de la Antigüedad que han sido considerados seriamente por algunos distinguidos filósofos contemporáneos. Por último, haré algunas observaciones finales.

Law is a universal institution that has pretensions of being ubiquitous and complete. However, in a complex, plural and volatile world, its limits and possibilities are shaken by the speed, depth and extent of ongoing transformations, its resulting ethical dilemmas, and the difficulties of forming consensus in the political universe. This article provides a reflection on how the law has attempted to deal with some of the main afflictions of our time, facing demands that include the needs to (i) keep the technological revolution on an ethical and humanitarian track, (ii) avoid democracy being perverted by populist and authoritarian adventures, and (iii) prevent solutions to climate change from coming when it is too late. At a time when even the near future has become unpredictable, the law cannot provide a priori solutions to multiplying problems and anxieties. When this happens, we must set clear goals for the future of humanity, basing them on the essential and perennial values that have followed us since antiquity.

The change and transformation that occurs in the material to become a smart or sustainable material to keep pace with the continuous technological development as a result of what brought about the technological revolution and the digital revolution in the field of interior design. The interior is an interactive space or the environment is interactive that needs to use smart materials that serve the requirements of a person in his living environment. In modern society there is an acute problem of self-realization of people who possess remarkable intellectual potential, since their creative abilities, generally remain unsatisfied. The issue can be solved on the base of Internet of Things (IoT) concept, by making different tools for indoor creativity (such as 3D-printers which provide building useful products, knitting machines with embedded artificial intelligence, etc.). It is proved that solving the problem of self-fulfillment has crucial meaning both for development of science and art, as right in this case social sustainable demand for development of science and art arises. In the absence of a distinct social demand development of science and art, these areas of human activity can develop only with the help of state support, which significantly degrade their efficiency (also in purely economic terms). When talking about the concept of "frontier", it is commonly understood as a physical, cultural, social or ideological limit that serves to mark the differences between the parts that are left on either side of that real, imaginary or abstract limit. That is, a line, a barrier, a wall, which divides; which determines the position or belonging of each other. Sometimes, the differences between both sides are so large that they generate gaps, unevenness. The causes of these differences may be caused by economic, political, educational, technological factors, to name a few (Ford, 2019: 34). But these factors are not independent, autonomous actors, but exert a mutual and reciprocal influence; they are boosted or limited, causing the gaps to widen or narrow or, even, that the boundaries can be crossed, temporarily or permanently displacing or erasing borders (Lee, & Lee, 2009: 49). The technological revolution that we have been experiencing in the last century produced an economic development that, in turn, transformed today's societies, and with them the educational system and the needs of the citizens. In order to meet these new needs, it is essential to prove that some of these borderlines are not continuous; that both sides can communicate through an integrative dialogue.

The relevance of the study is that along with the scientific and technological revolution there are anthropological and digital revolutions, the essence of which is a profound change in human thinking, forms of social life due to fundamental changes in value-target structures of society as a whole, which led to the transfer of basic social processes from the sphere of the material world to the digital sphere. The purpose of the research is theoretical and practical principles of forming the concept of creative digital technologies as megatrends of tourism business development in the context of dissemination of European experience in Ukraine. First of all, due to the combinнation of advancнes in the field of advancнed informнation and communнication technoнlogies (ICT) with the acquisнitions that have emergeнd from the rapid develoнpment of informнation and telecoнmmunications systemнs (ITS), fundamнentally new global substaнnces have emergeнd - the informнation societнy, as well as the informнation and cybernнetic spaces they have almost unlimiнted potentнial and play a leadinнg role in the economнic and social develoнpment of every countrнy in the world. Howeveнr, due to the unprecнedented prolifнeration of ICTs and ITSs, the world communнity has receivнed not only numeroнus benefiнts, but also a number of probleнms caused by the growinнg vulnerнability of the infospнhere to third-party cybernнetic influeнnces. The place and role of cyber securiнty in the nationнalist securiнty system of the state are highliнghted. The NBS pursues a policy of exchange rate targeting, contrary to its official Memorandum on monetary policy. The NBS informally modified the Memorandum in two ways: it restricted the supply of securities under reverse open market operations and targeted informal exchange rate levels by frequent foreign exchange interventions. In this paper, we have provided empirical and econometric evidence for the second statement based on daily data for 11 years and Vector Error Correction models, while we did not address the first statement because it is evident if one compares market and repo interest rates. Targeting the level of the exchange rate is not a problem in itself, but rather a non-transparent process that leads to an unrealistic level of the exchange rate. If monetary policy is to support a new development strategy in the context of the fourth technological revolution, it is not enough just to maintain a stable price level but also to support the realistic dinar exchange rate. The real appreciation of the dinar, which has been going on for some time, is not conducive to economic development. The first step in formulating a synchronised macroeconomic and development policy is to acknowledge these facts and then find appropriate solutions.

Despite evolution of management thought, Max Weber’s theory of bureaucracy continues to be a classical theory whose prescriptive elements guide the nature of organizations and their structures and processes. In the wake of information, communication and technological revolution which is reshaping the structure and processes in modern day organizations, the paper re-examines the basic premises and constructs of Max Weber’s rational bureaucratic organizations and their relevance today. Weber’s contribution to social sciences in general and organization studies in particular, is both methodological as well as empirical. The paper discusses the context in which Max Weber originally propounded his theory. In so doing, the paper also draws similarities of his theory with that proposed by other management thinkers of his time. Few examples of modern-day organizations and also different cross-national contexts are examined to discuss the present-day relevance of Weber’s postulates. It is suggested that despite the ever-present portents of its demise, bureaucracy will continue to guide the dominant form of organizations in the near future because of its inherent rational character.

The paper explores the status quo of strategic human resource management and its perceived role to alleviate inefficient management in Uganda public universities. A close-ended questionnaire was administered to top and middle level university managers (n = 101) to establish the status quo of strategic human resource management practices and the perceived role it can play to alleviate inefficient management at Makerere and Kyambogo. The results of the study indicate that strategic human resource management practices are barely practiced in Uganda public universities. The results also reveal that top and middle level managers have a strong conviction that integration of strategic human resource management practices can alleviate inefficient management in Uganda public universities. The paper concludes that due to rapid changes emanating from globalisation, knowledge based economy, technological revolution and reduced funding of higher education from governments, public universities in Uganda need to adopt strategic human resource management to improve their efficiency

On the threshold of the fourth technological revolution, it is necessary to draw attention to the many years of experience in managing state reserves for determining the main trends in the development of sovereign funds. It would allow revision of the mechanism of using their assets in Russia to ensure a contribution to achieving balanced growth of the domestic economy at rates exceeding the world average. Our work aims to identify and analyse the main features of the functioning of sovereign funds at the turn of the XX–XXI centuries. We paid particular attention to quantify the influence of a variety of economic factors on the functioning of sovereign funds. We used methods of correlation and regression analysis. The data obtained with its help made it possible to forecast the number of funds of the National Wealth Fund, the dynamics of which is an essential indicator in terms of stimulating the growth of the Russian economy. As a result of the research, we presented the description of the main trends in the development of sovereign funds, the main problems of the functioning of sovereign funds in Russia and the ways to solve them.

Apart from the former EFTA members (Iceland, Lichtenstein, Norway and Switzerland) and a few former republics of the Soviet Union (Bjelorussia, Moldova and Ukraina) the countries of the Western Balkans are the only European states outside of the European Union. They are very keen to join the Union. The Balkans have always been the poorest part of Europe. The appeal of the wealthy European Union is apparent. Access to the largest market in the world, investment, modern technologies and generous regional funds give a hope that by joining the EU the Western Balkans countries will join the rich club. At the moment performance of the Western Balkan countries does not guarantee that they will become rich by joining the European Union. Their current production and trade structure makes it likely that the Western Balkan countries will be locked in inter-industry trade in which they will export products of low and medium technological and developmental level and import products of high technological and developmental level. This might lead to divergence rather than convergence between them and the European Union. In other to overcome this problem the Western Balkan countries need to conduct radical reforms in the public sector, fiscal policy, industrial trade and investment policy. They also need to tackle corruption, simplify administrative procedure, strenghten property rights and the lawful state. All this with the aim to change economic structure and shift from achievements of the second and third to fourth technological revolution. Only if these reforms are successfuly implemented the Western Balkan countries can hope to avoid the Greek scenario and possibly experience the Irish scenario.

To protect our masses, primary care institutes were developed in many countries, all over the globe. In the previous era, labour was valuable to produce crops and protect native countries from enemies as no substitute for raw labour was available to do these jobs. The scenario has changed after the era of automation. After the agricultural revolution, technological revolution took place. Hence, most of the manual jobs in agriculture sector and industry sector were automated. As a result, “new” type of jobs has emerged which was based, so far, on mainly of cognitive skills, e.g., learning, analysing, communication, and understanding human emotions. As the technology is advancing day by day, the role of humans as individual is becoming less and less except for some extraordinary persons or elite groups. Now the important question is, will elites and governments will go on valuing every human being even when it pays no economic dividends? Will the development of mass medicine/primary care will continue? Will governments/bureaucrats fund adequately for the protection of the health of these useless classes merely on the humanitarian ground? We assume that due to technological advancement and greater role of elite classes, the norm of shifting non-normal people to normality may not require any more, the previous practice of treatment (health for all concept) may not repeat in future and it is quite natural. Experiences from Japan highlight that society may prefer theses elites to the useless average class. The gap between the two classes regarding availing health facilities may widen further. This is because the government may focus more on the health of elites than common masses. One step further the government/ bureaucrat may try for immortality/divinity for this elite class, at any cost for maintaining supremacy over the poor masses.

Main objective of the article – assessment of problems and opportunities of speeding up of world economic growth in the context of the crisis phenomena and turbulence in economy. Complication and reformatting of the economic relations between the countries represents serious challenges for modern economic dynamics. Methodological approach of the authors is based on assessment of the defining influence of new factors on delay of economic activity and economic development. The thesis about the defining impact of international trade on economic growth is called into question. It was analyzed the value and a role of the international companies as growth catalysts in the conditions of new technological revolution. It is established that risks of development of the world economy continue to increase, and the main of them – in decline in labor productivity in the developed countries, uncertainty concerning interest rates and economic policy of the states, the universal growth of sovereign and corporate debt of the states. It is shown that China has the increasing problems with the growth; however the flexibility of its economic policy allows to connect additional mechanisms of speeding up of social and economic development. In the European Union economic growth depends on the solution of problems of consolidation of the budgetary process, decrease in a debt, and in general – on reforming of the existing model of social and economic development. Prospects of economic dynamics will depend in many respects on stability of trade relations between the countries, and on the effective international cooperation directed to overcoming imbalances of the modern world economy. Opportunities and problems of an exit of developing countries to a trajectory of sustained economic growth in the conditions of digitalization and digital transformations in the world economy are estimated. Aggravation of a problem of inequality in the conditions of digitalization of the world economy is possible to overcome, however a number of measures in the sphere of industrial, innovative and regulatory policy is necessary. Also at the international level serious reforms in the sphere of financial regulation and taxation are necessary. The conclusions received as a result of the research have important practical importance as overcoming the problems stated above and also trade political differences between the countries will make economic growth steady and inclusive.

The purpose of this paper is to discuss strategy guidance and counseling comprehensive based on spiritual intelligence for students in the digital age. Guidance and counseling comprehensive is part of education, which is also a model of guidance and counseling that adheres to the principle of developmental guidance and counseling. The basic assumption of the Guidance and development counseling approach is the idea that healthy individual development will occur in the healthy interactions of individuals with their environment. In other words, the environment for individuals becomes a learning environment, because there are various intelligences that need to be considered in the process of individual development and spiritual intelligence is one aspect of individual development that needs attention. Spiritual intelligence is the highest form of intelligence that combines the two previous forms of intelligence, namely intellectual intelligence and emotional intelligence. Spiritual intelligence is considered as the highest intelligence because it is closely related to people's awareness to be able to interpret everything and is a way to be able to feel happiness. Especially in the digital era, the era illustrates that the technological revolution phase has changed the way and human behavior in scale, scope, complexity, and transformation from previous life experiences, requires that every individual must have good spiritual intelligence, so that they can face the development of the digital era this dynamic well.

Internet of Things (IoT) has emerged as the prominent feature of the technological revolution across the world. It has been particularly linked with development, growth and other socioeconomic standards of major national economies, including India and China. Both India and China evolved from having a huge starving population to food surplus countries having socioeconomic implications. This is centred around economic and technological reforms in both countries. IoT is the lynchpin for the future of food security worldwide and has a huge role in India and China. The chapter’s objective entails the emergence of IoT, and its widespread use has but provided for the evolution of state policies and strategies in India and China. The study undertakes comparative analysis, further utilising mixed-method research, which utilises both quantitative and qualitative approaches. Additionally, the chapter also deals with the huge impact of IoT on the development, growth and other socioeconomic parameters of farming communities within India and China.

The emergence of every technology will bring a corresponding technological revolution. In the 21st century, the technological revolution led by “big data” has set off a wave of enthusiasm. The application of big data technology in every industry promotes technological innovation in every industry, and college education is no exception. In this context, relying on the theoretical framework of the OBE result-oriented education model, we should actively explore the new university teaching management model that this society needs. With the support of the system analysis method, we have reached the following conclusions: our country’s current university big data teaching management platform has relatively backward information system construction. Only 20% of universities have established scientific research knowledge sharing platforms, and 26% have established scientific research project exchange platforms.

Purpose of review To review the integration of robotics in urology residency programs and evaluate how it has impacted a graduates' level of surgical competence. Recent findings Surgical technique training has shown a dramatic shift towards robotics with the most profound occurring in oncology. However, integration of robotics is not uniform across programs nor even among residents themselves. Robotics require graduates to garner a broader skill set within the same prescribed training time. Unfortunately, in this modern era, graduates are feeling more ill-equipped to start independent practice and show an increased need to pursue fellowship training to achieve technical proficiency. The dissemination of robotics in residency programs has gone unchecked. Modulating existing training structures through (1) development of procedure- and surgical technique-specific target metrics for graduation and (2) integration of a formalized robotic curriculum may improve the overall quality and outcome of the educational experience.

The articles in this special issue comprise a selection from the seventh biannual “Future of Journalism” conference that was hosted by the School of Journalism, Media and Culture (JOMEC) at Cardiff University in September 2019. Focusing on the theme “Innovations, Transitions and Transformations”, the conference took as a starting point the transformative power of technological development as both an enabler and a challenge for journalistic practice. The wide scope of the conference theme is reflected on the articles included in this special issue, diverse in their research questions, methodologies and geographical context. Despite their wide variety, however, these articles address two main questions, central in the discussions about technology and journalism. First, they explore the evolution of journalistic practices enabled by technological innovation in a variety of ways. Second, they question how technological developments and their transformative potential have affected the ideology, self-perception and boundary work of journalism as a profession. Overall, they paint a picture for the future of journalism as one of continuous evolution and adaptation rather than technological revolution.

Truth matters; and the norms associated with a democratic society, such as the common good, responsibility, ethics, and civic engagement, are under attack with the emergence of the post-truth society. There are concerns worldwide that public education is failing us on pushing back on disinformation. Schools are not seen as developing skills that permit students to adequately differentiate truth from nontruths. In this context, the education system also faces some unprecedented challenges. The quality of education in most of the world is low, and only slowly improving. Also, future workers are concerned with automation's threat – or perceived threat – to jobs. In most countries, education systems are not providing workers with the skills necessary to compete in today's job markets. The growing mismatch between demand and supply of skills holds back economic growth and undermines opportunity. At the same time, the financial returns to schooling are high in most countries, and growing skill premiums are evident in much of the world. Schooling remains a good economic and social investment, and there are record numbers of children in school today. The skills that matter in the coming technological revolution are likely the same as what is needed in a media environment of disinformation. More and better education, and noncognitive skills, will not only prepare students for the future world of work; they will also prepare them to navigate the increasingly complex post-truth society. They will be able to detect fake news – or deliberate disinformation spread through news or online media. It will also allow young people to gain trust. In other words, better education is democratizing, to the extent that it promotes truth, values, and civic engagement.

Artificial intelligence, as the main driving force of the new scientific and technological revolution, will inevitably bring some threat to the future in the process of upgrading and transformation, but more importantly, the new development opportunities. Ideological and political work has always been the “lifeline” of the work of the Party and the state, and will usher in unprecedented development opportunities in the era of artificial intelligence. Artificial intelligence as an information technology can enable ideological and political education in colleges and universities, one is to expand in time, space and situation, that is, to increase free time, expand space, and create a scene of localization to eliminate the dual opposition between the subject and object of ideological and political education and highlight its Noumenon; the other is to create a personalized education with meticulous, accurate and exquisite characteristics; and the third is to use “bit,” man-machine integration”, “Cognitive Outsourcing” realizes the co-construction, co-governance and sharing of ideological and political education resources in colleges and universities; fourth, using big data thinking, deep learning concept and machine learning. Since the rapid development of Internet has brought an unprecedented translation technological revolution, traditional business translation teaching model can not meet the needs of business translation talents under the new technology. On the basis of summarizing the characteristics and application of crowdsourcing translation mode, this paper constructs the “Network collaborative” business translation practical teaching model based on information technology in higher vocational colleges in China. Empirical study results show that the application of “Network collaborative” model enhanced and improved the efficiency and quality of students' business translation practice to a great extent. Finally, this paper puts forward that the teaching reform of business English translation course should make full use of information technology, enhance the practical teaching in translation practice, and pay attention to the training of high-qualified professional translators.

Traditional old auto companies such as Volkswagen and China FAW have also invested funds in the research and development of new energy vehicles. in. Driven by such a wave of industrial development, a total of 22,098,831 vehicles were sold globally in 2019, an increase of 9.5% year-on-year, and the penetration rate of new energy vehicles reached 2.5%. Although compared with traditional fossil energy vehicles, the production and sales of new energy vehicles are still slightly weak, but we can see that under the pressure of national macro policies, the trend of fossil energy vehicles being replaced by new energy vehicles will not change. This is also the reason that major auto companies have shifted their focus to new energy vehicles. But what is worrying is that the current safety and quality of new energy vehicles need to be improved. Problems such as spontaneous combustion of new energy vehicles, charging failures, and battery performance degradation often appears in online media. These problems will reduce consumers' willingness to choose new energy vehicles and also become a bottleneck in the future development of the new energy vehicle industry [1]. Therefore, in this paper, we mainly focus on companies to discuss how companies should improve their internal environment in the face of the new crown epidemic, the economic downturn, and the deep adjustment of the global auto market to improve corporate efficiency. Finally, suggestions are provided for the development of the entire new energy automobile industry.
